    This paper provides a novel and comprehensive model?based assessment of possible outcomes of the Durban Platform negotiations with a focus on emissions reduction requirements, the consistency with the 2C target and global economic impacts. The Durban Action scenarios investigated in the LIMITS studyall assuming the implementation of comprehensive global emission reductions after 2020, but assuming different 2020 emission reduction levels and different long?term stabilization targetsshow that the probability of exceeding the 2C limit increases with stabilization target from below one third for 450?470 ppm to 40?60% for 490?510 ppm in 2100. Global time?averaged economic costs of the Durban Action scenarios are limited across models, and are largely unaffected by the stringency of 2020 pledges. By contrast, the economic impact of delaying action beyond 2030 is much stronger on transitional costs. The main significance of short term action in the period 2010?2030 lies in preparing the ground for steep emissions reductions thereafter by inducing global emissions to peak and decline. The institutional challenges of all scenarios with fragmented near?term climate policy can be expected to be high as reflected in a steep rise of carbon prices and decarbonization rates until 2040. We conclude that an agreement on comprehensive emissions reductions to be implemented from 2020 onwards has particular significance for meeting long term climate policy objectives.

    Integrated assessment models can help in quantifying the implications of international climate agreements and regional climate action. This paper reviews scenario results from model intercomparison projects to explore different possible outcomes of post-2020 climate negotiations, recently announced pledges and their relation to the 2°C target. We provide key information for all the major economies, such as the year of emission peaking, regional carbon budgets and emissions allowances. We highlight the distributional consequences of climate policies, and discuss the role of carbon markets for financing clean energy investments, and achieving efficiency and equity.

    This Technical Annex documents the assumptions and parameters used in developing the supporting analysis for the Climate Change Action Plan (the Plan) issued by President Clinton on October 19, 1993. The Annex is intended to meet the needs of independent energy and environmental analysts who wish to better understand the Plan, its analytical underpinnings, and the events that need to transpire for the emissions reductions called for in the Plan to be realized. The Plan documented in this Annex reflects the outcome of a wide-ranging effort by Government agencies and interested members of the public to develop and implement actions that can reduce net greenhouse gas emissions in the year 2000 to their aggregate 1990 level. Based on agency and public input, the Climate Change Mitigation Group, chaired by the White House Office on Environmental Policy, developed the Plan`s content. Many of the actions called for in the Plan are now underway, while others are in advanced planning pending congressional action on the fiscal year 1995 budget. The analysis supporting the Plan represents the results of an interagency effort. The US Department of Energy (DOE) was responsible for the integrated analysis of energy-related options, based on the analysis of individual energy-related options by DOE, the US Environmental Protection Agency (EPA), and the US Department of Transportation (DOT). EPA led in providing analysis for actions related to methane, hydrofluorocarbons, and perfluorocarbons. The US Department of Agriculture (USDA) led the analysis of carbon sequestration actions and cooperated with EPA in the analysis of actions to reduce nitrous oxide emissions.

    Under its Support for National Action Plans (SNAP) initiative, the U.S. Country Studies Program is providing financial and technical assistance to 18 countries for the development of climate change action plans. Although most of the countries have not yet completed their plans, the important lessons learned thus far are valuable and should be shared with other countries and international institutions that have an interest in the process of action plan development. This interim report describes the experience of 11 countries that are the furthest along in their planning activity and who have offered to share their results to date with the larger community of interested nations. These action plans delineate specific mitigation and adaptation measures that the countries will implement and integrate into their ongoing development programs. This report focuses on the measures the countries have selected and the methods they used to prepare their action plans. This executive summary presents key lessons and common themes using a structure similar to that used in the individual country chapters.

    The subject describes how the US Department of Energy Office of Energy Efficiency and Renewable Energy will help meet the US goal of returning US greenhouse gas emissions to their 1990 levels by the year 2000. On October 19, 1993, President Clinton and Vice President Gore announced the publication of the Climate Change Action Plan. The DOE Office of Energy Efficiency and Renewable Energy has a major role in implementing many of the initiatives contained in the Plan. The paper will outline the initiatives current programs, and demonstrate how once implemented, the strategy will help to stem US greenhouse gas emissions. The paper will also discuss how DOE in implementing it`s Climate Change Action Plan strategy, will work with the EPA to achieve a cost-effective strategy that will stem greenhouse gas emissions through public/private partnerships. Although the focus of this paper will be the connection between current programs and Clinton Administration`s year 2000 goal, it will also discuss a longer-term vision for reducing atmospheric concentrations of greenhouse gases beyond the year 2000.

    A software package, Sectoral Energy/Employment Analysis and Data System (SEADS-PC), that can translate policy changes into employment and energy impacts is described. The core data for this tool include input-output (I/O) tables for 1977, 1982, 1987, and 2005 in 1982 dollars, and I/O tables for 1987 and 1990 in 1987 dollars. For each of the I/O tables there are corresponding final demand vectors and employment intensities. For a but the 2005 table there are energy intensities as well. The final demands and the intensities can be changed to reflect alternative policies. A final demand vector that reflects a specific policy, for example, can be created, based on an existing final demand vector. This vector can then be premultiplied by the appropriate I/O table to yield industry output, which in turn can be multiplied by energy or employment intensities to yield employment or energy resulting from the policy scenario. These policy results can then be compared with a base case and the differences reported. The report is in four sections. The first section is an introduction. The second section provides the accounting framework for the tool and describes the data provided. The third section serves as a user`s guide to the software, describing the functionality of the program and what results can be expected. The fourth section uses the President`s Climate Change Action Plan (CCAP) as an example policy for which employment impacts can be calculated. The results of the CCAP exercise suggest that this program will result in about 60,000 new jobs (about 115 million additional hours of work) for the year 2000. In the year 2000, the CCAP final demands are greater than the base case final demands by $192.8 million (1990 dollars). The additional jobs are created as a result of both the shifts among final demand categories and a slight increase in economic activity.

    Combustion of coal, oil, and natural gas, and to a lesser extent deforestation, land-cover change, and emissions of halocarbons and other greenhouse gases, are rapidly increasing the atmospheric concentrations of climate-warming gases. The global average temperature is already approximately 0.8{sup o}C above its preindustrial level, and present atmospheric levels of greenhouse gases will contribute to further warming of 0.5-1{sup o}C as equilibrium is re-established. Warming has been and will be greater in mid and high latitudes compared with low latitudes, over land compared with oceans, and at night compared with day. As emissions continue to increase, both warming and the commitment to future warming are presently increasing at a rate of approximately 0.2{sup o}C per decade, with projections that the rate of warming will further increase if emission controls are not put in place. Such warming and the associated changes are likely to result in severe impacts on key societal and environmental support systems. Present estimates are that limiting the increase in global average surface temperature to no more than 2-2.5{sup o}C above its 1750 value of approximately 15{sup o}C will be required to avoid the most catastrophic, but certainly not all, consequences of climate change. Accomplishing this will require reducing emissions sharply by 2050 and to near zero by 2100. This can only be achieved if: (1) developed nations move rapidly to demonstrate that a modem society can function without reliance on technologies that release carbon dioxide (CO{sub 2}) and other non-CO{sub 2} greenhouse gases to the atmosphere; and (2) if developing nations act in the near-term to sharply limit their non-CO{sub 2} emissions while minimizing growth in CO{sub 2} emissions, and then in the long-term join with the developed nations to reduce all emissions as cost-effective technologies are developed. 183 refs., 13 figs., 5 tabs.

    Executive Summary: The California Climate Action Registry, which was initially established in 2000 and began operation in Fall 2002, is a voluntary registry for recording annual greenhouse gas (GHG) emissions. The purpose of the Registry is to assist California businesses and organizations in their efforts to inventory and document emissions in order to establish a baseline and to document early actions to increase energy efficiency and decrease GHG emissions. The State of California has committed to use its ''best efforts'' to ensure that entities that establish GHG emissions baselines and register their emissions will receive ''appropriate consideration under any future international, federal, or state regulatory scheme relating to greenhouse gas emissions.'' Reporting of GHG emissions involves documentation of both ''direct'' emissions from sources that are under the entity's control and indirect emissions controlled by others. Electricity generated by an off-site power source is consider ed to be an indirect GHG emission and is required to be included in the entity's report. Registry participants include businesses, non-profit organizations, municipalities, state agencies, and other entities. Participants are required to register the GHG emissions of all operations in California, and are encouraged to report nationwide. For the first three years of participation, the Registry only requires the reporting of carbon dioxide (CO2) emissions, although participants are encouraged to report the remaining five Kyoto Protocol GHGs (CH4, N2O, HFCs, PFCs, and SF6). After three years, reporting of all six Kyoto GHG emissions is required. The enabling legislation for the Registry (SB 527) requires total GHG emissions to be registered and requires reporting of ''industry-specific metrics'' once such metrics have been adopted by the Registry. The Ernest Orlando Lawrence Berkeley National Laboratory (Berkeley Lab) was asked to provide technical assistance to the California Energy Commission (Energy Commission) related to the Registry in three areas: (1) assessing the availability and usefulness of industry-specific metrics, (2) evaluating various methods for establishing baselines for calculating GHG emissions reductions related to specific actions taken by Registry participants, and (3) establishing methods for calculating electricity CO2 emission factors. The third area of research was completed in 2002 and is documented in Estimating Carbon Dioxide Emissions Factors for the California Electric Power Sector (Marnay et al., 2002). This report documents our findings related to the first areas of research. For the first area of research, the overall objective was to evaluate the metrics, such as emissions per economic unit or emissions per unit of production that can be used to report GHG emissions trends for potential Registry participants. This research began with an effort to identify methodologies, benchmarking programs, inventories, protocols, and registries that u se industry-specific metrics to track trends in energy use or GHG emissions in order to determine what types of metrics have already been developed. The next step in developing industry-specific metrics was to assess the availability of data needed to determine metric development priorities. Berkeley Lab also determined the relative importance of different potential Registry participant categories in order to asses s the availability of sectoral or industry-specific metrics and then identified industry-specific metrics in use around the world. While a plethora of metrics was identified, no one metric that adequately tracks trends in GHG emissions while maintaining confidentiality of data was identified. As a result of this review, Berkeley Lab recommends the development of a GHG intensity index as a new metric for reporting and tracking GHG emissions trends.Such an index could provide an industry-specific metric for reporting and tracking GHG emissions trends to accurately reflect year to year changes while protecting proprietary data. For the second research area, Berkeley Lab evaluated various methods used to calculate baselines for documentation of energy consumption or GHG emissions reductions, noting those that use industry-specific metrics. Accounting for actions to reduce GHGs can be done on a project-by-project basis or on an entity basis.     Replacing inefficient kerosene lighting with electric lighting or other clean alternatives can rapidly achieve development and energy access goals, save money and reduce climate warming. Many of the 250 million households that lack reliable access to electricity rely on inefficient and dangerous simple wick lamps and other kerosene-fueled light sources, using 4 to 25 billion liters of kerosene annually to meet basic lighting needs. Kerosene costs can be a significant household expense and subsidies are expensive. New information on kerosene lamp emissions reveals that their climate impacts are substantial. Eliminating current annual black carbon emissions would provide a climate benefit equivalent to 5 gigatons of carbon dioxide reductions over the next 20 years. Robust and low-cost technologies for supplanting simple wick and other kerosene-fueled lamps exist and are easily distributed and scalable. Improving household lighting offers a low-cost opportunity to improve development, cool the climate and reduce costs.

    The Technology Cooperation Agreement Pilot Project (TCAPP) was launched by several U.S. Government agencies (USAID, EPA and DOE) in August 1997 to establish a model for climate change technology cooperation with developing and transition countries. TCAPP is currently facilitating voluntary partnerships between the governments of Brazil, China, Kazakhstan, Korea, Mexico, and the Philippines, the private sector, and the donor community on a common set of actions that will advance implementation of clean energy technologies. The six participating countries have been actively engaged in shaping this initiative along with international donors and the private sector. This program helps fulfill the US obligation to support technology transfer to developing countries under Article 4.5 of the United Nations Framework Convention on Climate Change. TCAPP also provides a mechanism to focus resources across international donor programs on the technology cooperation needs of developing and transition countries.

    On July 19, 1996 the US Department of Energy (DOE), State of Colorado (CDPHE), and US Environmental Protection Agency (EPA) entered into an agreement called the Rocky Flats Cleanup Agreement (RFCA) for the cleanup and closure of the Rocky Flats Environmental Technology Site (RFETS or Rocky Flats). Major elements of the agreement include: an Integrated Site-Wide Baseline; up to twelve significant enforceable milestones per year; agreed upon soil and water action levels and standards for cleanup; open space as the likely foreseeable land use; the plutonium and TRU waste removed by 2015; streamlined regulatory process; agreement with the Defense Nuclear Facilities Safety Board (DNFSB) to coordinate activities; and a risk reduction focus. Successful implementation of RFCA requires a substantial effort by the parties to change their way of thinking about RFETS and meet the deliverables and commitments. Substantial progress toward Site closure through the implementation of RFCA has been accomplished in the short time since the signing, yet much remains to be done. Much can be learned from the Rocky Flats experience by other facilities in similar situations.

    Scientific and public interest in greenhouse gases, climate warming, and global change virtually exploded in 1988. The Department's focused research on atmospheric CO{sub 2} contributed sound and timely scientific information to the many questions produced by the groundswell of interest and concern. Research projects summarized in this document provided the data base that made timely responses possible, and the contributions from participating scientists are genuinely appreciated. In the past year, the core CO{sub 2} research has continued to improve the scientific knowledge needed to project future atmospheric CO{sub 2} concentrations, to estimate climate sensitivity, and to assess the responses of vegetation to rising concentrations of CO{sub 2} and to climate change. The Carbon Dioxide Research Program's goal is to develop sound scientific information for policy formulation and governmental action in response to changes of atmospheric CO{sub 2}.     Uncertainty in the climate system response has been raised as a concern regarding solar geoengineering. Here we show that model projections of regional climate change outcomes may have greater agreement under solar geoengineering than with CO2 alone. We explore the effects of geoengineering on one source of climate system uncertainty by evaluating the inter-model spread across 12 climate models participating in the Geoengineering Model Intercomparison project (GeoMIP). The model spread in regional temperature and precipitation changes is reduced with CO2 and a solar reduction, in comparison to the case with increased CO2 alone. That is, the intermodel spread in predictions of climate change and the model spread in the response to solar geoengineering are not additive but rather partially cancel. Furthermore, differences in efficacy explain most of the differences between models in their temperature response to an increase in CO2 that is offset by a solar reduction. These conclusions are important for clarifying geoengineering risks.

Our time-agreement measurements detail the degree of time variance between nodes and how that variance changes over time. The dataset includes empirical measurements and the accompanying spreadsheets.

If one accepts the ethical proposition that it is morally wrong to impose catastrophic risks on unborn generations when reducing those risks would not noticeably diminish the quality of life of existing persons, a case can be made for concerted policy action to reduce greenhouse gas emissions.

    This quarter much progress was made in promoting cofiring through the many FETC/EPRI backed projects. During January 1, 1998 to March 31st, 1998 significant contractual agreements were arranged for future testing and analyses of previous testing were conducted. Most notable was the analysis done on the testing run at the Tennessee Valley Authority�s Colbert Fossil Plant that showed no significant impacts to the plant boiler due to cofiring. Northern Indiana Public Service Company also identified Bailly #7 as the site of the next series of tests using their plants. Other work done on these projects primarily focused on continued cofiring development. This report summarizes the activities during the first quarter in 1998 of the FETC/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon reporting the results of testing in order to highlight the progress at utilities.

    Since signing the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) in 1989, the parties to the agreement have recognized the need to modify the approach to conducting investigations, studies, and cleanup actions at Hanford. To implement this approach, the parties have jointly developed the Hanford Past-Practice Strategy. The strategy defines a non-time-critical expedited response action (ERA) as a response action ``needed to abate a threat to human health or welfare or the environment where sufficient time exists for formal planning prior to initiation of response. In accordance with the past-practice strategy, DOE proposes to conduct an ERA at the N Springs, located in the Hanford 100 N Area, to substantially reduce the strontium-90 transport into the river through the groundwater pathway. The purpose of this ERA proposal is to provide sufficient information to select a preferred alternative at N Springs. The nature of an ERA requires that alternatives developed for the ERA be field ready; therefore, all the technologies proposed for the ERA should be capable of addressing the circumstances at N Springs. A comparison of these alternatives is made based on protectiveness, cost, technical feasibility, and institutional considerations to arrive at a preferred alternative. Following the selection of an alternative, a design phase will be conducted; the design phase will include a detailed look at design parameters, performance specifications, and costs of the selected alternative. Testing will be conducted as required to generate design data.

    In 1997, the National Rural Electric Cooperative Association (NRECA) received a grant from the Department of Energy (DOE) to implement a program to promote the participation of NRECA members in the President`s Climate Challenge Action Plan. NRECA had been in discussions with Salt River Project (SRP) and the Arizona Electric Power Cooperative (AEPCO) to pursue the opportunity of supporting a small solar energy rural electrification project in Sonora prior to the signature of this agreement. When the Climate Challenge project was approved, an agreement between NRECA, SRP, and AEPCO was reached to implement the Sonora project with funding from DOE, SRP, and AEPCO. This periodic report will summarize the results of the Sonora solar electrification project. While other Climate Challenge activities were also underway during this reporting period, due to the impact of this project it was decided to provide an in-depth report of this single project. Information directly relevant to the actions taken on this project is provided in Annexes 1 and 2. The goals of the Sonora Solar Electrification project were the following: (1) demonstrate the willingness and ability of US electric utilities to undertake a climate challenge project using renewable energy technologies; (2) select one or more communities distant from the electric grid with sufficient interest and resources to accept and sustain rural electric service using solar photovoltaic energy; (3) organize a payment system that would provide for the long-term technical and institutional viability of the project; (4) train users to operate the solar home systems safely and within proper operating parameters; (5) train local technicians to maintain the solar home systems; (6) procure and install high quality equipment at affordable costs; and (7) ascertain market conditions for expansion of program in the future.

    A climate analysis procedure for selecting climate locations which would represent the variation in climate conditions throughout the United States is documented. Separate energy analysis projects for three building categories were to use the results of the climate location project. The categories are: commercial buildings (including multifamily residences), single family residences, and mobile homes. The overall objectives, approach, and method used for all three categories are presented, then the specific application of the general method to each building category is discussed.     During the period of October 1, 1998 through December 31, 1998, significant work was done in direct preparation for several cofiring tests. Major progress was made on several projects including cofiring at Seward (GPU Genco), Allen (TVA), and Bailly (NIPSCO). Most of the work was focused on construction activities at the Seward and Bailly Generating Stations. The conceptual design and feasibility study for gasification-based cofiring at the Allen Fossil Plant was completed. The feasibility study for cofiring at the Pirkey and Northeastern Generating Stations of Central and South West Utilities (C&SW) also was completed. This report summarizes the activities during the fourth calendar quarter in 1998--of the USDOE/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon reporting the results of construction activities and related events.

    This Corrective Action Plan has been prepared for Corrective Action Unit (CAU) 562, Waste Systems, in accordance with the Federal Facility Agreement and Consent Order (1996; as amended March 2010). CAU 562 consists of 13 Corrective Action Sites (CASs) located in Areas 2, 23, and 25 of the Nevada National Security Site. Site characterization activities were performed in 2009 and 2010, and the results are presented in Appendix A of the Corrective Action Decision Document for CAU 562. The scope of work required to implement the recommended closure alternatives is summarized. (1) CAS 02-26-11, Lead Shot, will be clean closed by removing shot. (2) CAS 02-44-02, Paint Spills and French Drain, will be clean closed by removing paint and contaminated soil. As a best management practice (BMP), asbestos tile will be removed. (3) CAS 02-59-01, Septic System, will be clean closed by removing septic tank contents. As a BMP, the septic tank will be removed. (4) CAS 02-60-01, Concrete Drain, contains no contaminants of concern (COCs) above action levels. No further action is required; however, as a BMP, the concrete drain will be removed. (5) CAS 02-60-02, French Drain, was clean closed. Corrective actions were completed during corrective action investigation activities. As a BMP, the drain grates and drain pipe will be removed. (6) CAS 02-60-03, Steam Cleaning Drain, will be clean closed by removing contaminated soil. As a BMP, the steam cleaning sump grate and outfall pipe will be removed. (7) CAS 02-60-04, French Drain, was clean closed. Corrective actions were completed during corrective action investigation activities. (8) CAS 02-60-05, French Drain, will be clean closed by removing contaminated soil. (9) CAS 02-60-06, French Drain, contains no COCs above action levels. No further action is required. (10) CAS 02-60-07, French Drain, requires no further action. The french drain identified in historical documentation was not located during corrective action investigation activities. (11) CAS 23-60-01, Mud Trap Drain and Outfall, will be clean closed by removing sediment from the mud trap. As a BMP, the mud trap and outfall pipe will be removed. (12) CAS 23-99-06, Grease Trap, will be clean closed by removing sediment from the grease trap and backfilling the grease trap with grout. (13) CAS 25-60-04, Building 3123 Outfalls, will be clean closed by removing contaminated soil and the sludge-containing outfall pipe.

    This final report summarizes the accomplishments of the 6-year Environmental Management Cooperative Agreement (EMCA) between the Energy and Environmental Research Center (EERC), a nonprofit, contract-supported unit of the University of North Dakota, and the U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL). The first portion of the report summarizes EMCA's structure, activities, and accomplishments. The appendix contains profiles of the individual EMCA tasks. Detailed descriptions and results of the tasks can be found separately in published Final Topical Reports. EMCA (DOE Contract No. DE-FC21-94MC31388) was in place from the fall of 1994 to the summer of 2001. Under EMCA, approximately $5.4 million was applied in three program areas to expedite the commercialization of 15 innovative technologies for application in DOE's EM Program ($3.8 million, or 69% of funds), provide technical support to the Deactivation and Decommissioning Focus Area (DDFA; $1.04 million, or 19% of funds), and provide for the coordination of the EMCA activities ($0.62 million, or 11% of funds). The following sections profile the overall accomplishments of the EMCA program followed by a summary of the accomplishments under each of the EMCA areas: commercialization, DDFA technical support, and management. Table 1 provides an overview of EMCA, including program areas, program activities, the duration and funding of each activity, and the associated industry partner, if appropriate.

    This Corrective Action Decision Document/Closure Report (CADD/CR) has been prepared for Corrective Action Unit (CAU) 410: Waste Disposal Trenches, Tonopah Test Range, Nevada, in accordance with the Federal Facility Agreement and Consent Order. Corrective Action Unit 410 consists of five Corrective Action Sites (CASs): TA-21-003-TANL; 09-21-001-TA09; TA-19-002-TAB2; TA-21-002-TAAL; and 03-19-001. The CADD and CR have been combined into one report because no further action is recommended for this CAU. The corrective action alternative recommended for CAU 410 is Clean Closure; therefore, no corrective action or corrective action plan is required. No use restrictions are required to be placed on this CAU because the investigation showed no evidence of remaining soil contamination or remaining debris/waste upon completion of all investigation activities.

    This document contains planned actions to correct the deficiencies identified in the Pre-Tiger Team Self-Assessment (PTTSA), January 1991, of Sandia National Laboratories (SNL -- Albuquerque, New Mexico; Tonopah, Nevada; and Kauai, Hawaii). The Self-Assessment was conducted by a Self-Assessment Working Group consisting of 19 department managers, with support from Environment, Safety, and Health (ES H) professionals, from October through December 1990. Findings from other past audits, dating back to 1985, were reviewed and compared with the PTTSA findings to determine if additional findings, key findings, or root causes were warranted. The resulting ES H Action Plan and individual planned actions were prepared by the ES H Action Plan Project Group with assistance from the Program owners/authors during February and March 1991. The plan was reviewed by SNL Management in April 1991. This document serves as a planning instrument for the Laboratories to aid in the scoping and sizing of activities related to ES H compliance for the coming five years. It will be modified as required to ensure a workload/funding balance and to address the findings resulting from the Tiger Team assessment at SNL, Albuquerque. The process of producing this document has served well to prepare SNL, Albuquerque, for the coming task of producing the required post-Tiger Team action plan document. 8 tabs.

    This Corrective Action Decision Document (CADD) identifies and rationalizes the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office's selection of a recommended corrective action alternative appropriate to facilitate the closure of Corrective Action Unit (CAU) 528: Polychlorinated Biphenyls (PCBs) Contamination, Nevada Test Site (NTS), Nevada, under the Federal Facility Agreement and Consent Order. Located in Area 25 of the NTS, CAU 528 consists of one Corrective Action Site (CAS): 25-27-03, Polychlorinated Biphenyls Surface Contamination. Corrective Action Unit 528 was created to address the presence of PCBs around the Test Cell C concrete pad. Corrective action investigation activities were performed from August 24, 2003, through January 8, 2004. The PCBs and total petroleum hydrocarbons-diesel range organics were identified as contaminants of concern in the surface and shallow subsurface soils in 12 areas (Areas 1 through 12) at CAS 25-27-03. Based on the review of existing data, future use, and current operations at the NTS, the following alternatives have been developed for consideration: Alternative 1 - No Further Action; Alternative 2 - Clean Closure; Alternative 3 - Closure in Place with Administrative Controls. The three corrective action alternatives were evaluated on their technical merits, focusing on performance, reliability, feasibility, and safety. Alternative 3 is the preferred corrective action for CAS 25-27-03. The selected alternative was judged to meet all requirements for the technical components evaluated for closure of the sites and additionally to minimize potential future exposure pathways to the contaminated media at CAU 528.

    This Mitigation Action Plan (MAP) focuses on mitigation commitments stated in the Supplemental Environmental Impact Statement (SEIS) and the Record of Decision (ROD) for the Naval Petroleum Reserve No. 1 (NPR-1). Specific commitments and mitigation implementation actions are listed in Appendix A-Mitigation Actions, and form the central focus of this MAP. They will be updated as needed to allow for organizational, regulatory, or policy changes. It is the intent of DOE to comply with all applicable federal, state, and local environmental, safety, and health laws and regulations. Eighty-six specific commitments were identified in the SEIS and associated ROD which pertain to continued operation of NPR-1 with petroleum production at the Maximum Efficient Rate (MER). The mitigation measures proposed are expected to reduce impacts as much as feasible, however, as experience is gained in actual implementation of these measures, some changes may be warranted.

    This Corrective Action Decision Document/Corrective Action Plan (CADD/CAP) has been prepared for the subsurface at the Central Nevada Test Area (CNTA) Corrective Action Unit (CAU) 443, CNTA - Subsurface, Nevada, in accordance with the ''Federal Facility Agreement and Consent Order'' (FFACO) (1996). CAU 443 is located in Hot Creek Valley in Nye County, Nevada, north of U.S. Highway 6, about 48 kilometers north of Warm Springs, Nevada. The CADD/CAP combines the decision document (CADD) with the corrective action plan (CAP) and provides or references the specific information necessary to recommend corrective actions for the UC-1 Cavity (Corrective Action Site 58-57-001) at CAU 443, as provided in the FFACO. The purpose of the CADD portion of the document (Section 1.0 to Section 4.0) is to identify and provide a rationale for the selection of a recommended corrective action alternative for the subsurface at CNTA. To achieve this, the following tasks were required: (1) Develop corrective action objectives; (2) Identify corrective action alternative screening criteria; (3) Develop corrective action alternatives; (4) Perform detailed and comparative evaluations of the corrective action alternatives in relation to the corrective action objectives and screening criteria; and (5) Recommend a preferred corrective action alternative for the subsurface at CNTA. A Corrective Action Investigation (CAI) was performed in several stages from 1999 to 2003, as set forth in the ''Corrective Action Investigation Plan for the Central Nevada Test Area Subsurface Sites (Corrective Action Unit No. 443)'' (DOE/NV, 1999). Groundwater modeling was the primary activity of the CAI. Three phases of modeling were conducted for the Faultless underground nuclear test. The first involved the gathering and interpretation of geologic and hydrogeologic data into a three-dimensional numerical model of groundwater flow, and use of the output of the flow model for a transport model of radionuclide release and migration behavior (Pohlmann et al., 2000). The second modeling phase (known as a Data Decision Analysis [DDA]) occurred after the Nevada Division of Environmental Protection reviewed the first model and was designed to respond to concerns regarding model uncertainty (Pohll and Mihevc, 2000). The third modeling phase updated the original flow and transport model to incorporate the uncertainty identified in the DDA, and focused the model domain on the region of interest to the transport predictions. This third phase culminated in the calculation of contaminant boundaries for the site (Pohll et al., 2003).
