    Trenton strata in the western Illinois basin are very good prospects for oil exploration. Much drilling has been done in the area but, as yet, no producing wells have been completed. Oil stains and some tars have been found in some samples from most wells. The Trenton in the area of Brown and Schuyler Counties is a fine-grained limestone that underlies the Maquoketa Shale at an average depth of 800 ft (244 m). Because of its position near the edge of the Illinois basin, the stratigraphy varies considerably and inconsistencies are present in most samples viewed.

    Executive Summary Salt Lake County's Solar Photovoltaic Project - an unprecedented public/private partnership Salt Lake County is pleased to announce the completion of its unprecedented solar photovoltaic (PV) installation on the Calvin R. Rampton Salt Palace Convention Center. This 1.65 MW installation will be one the largest solar roof top installations in the country and will more than double the current installed solar capacity in the state of Utah. Construction is complete and the system will be operational in May 2012. The County has accomplished this project using a Power Purchase Agreement (PPA) financing model. In a PPA model a third-party solar developer will finance, develop, own, operate, and maintain the solar array. Salt Lake County will lease its roof, and purchase the power from this third-party under a long-term Power Purchase Agreement contract. In fact, this will be one of the first projects in the state of Utah to take advantage of the recent (March 2010) legislation which makes PPA models possible for projects of this type. In addition to utilizing a PPA, this solar project will employ public and private capital, Energy Efficiency and Conservation Block Grants (EECBG), and public/private subsidized bonds that are able to work together efficiently because of the recent stimulus bill. The project also makes use of recent changes to federal tax rules, and the recent re-awakening of private capital markets that make a significant public-private partnership possible. This is an extremely innovative project, and will mark the first time that all of these incentives (EECBG grants, Qualified Energy Conservation Bonds, New Markets tax credits, investment tax credits, public and private funds) have been packaged into one project. All of Salt Lake County's research documents and studies, agreements, and technical information is available to the public. In addition, the County has already shared a variety of information with the public through webinars, site tours, presentations, and written correspondence.

    The Morris County Improvement Authority (?Authority?), a public body corporate and politic of the State of New Jersey and created and controlled by the County, at the direction of the County and through the Program guaranteed by the County, financed 3.2 MW of solar projects (?Solar Projects?) at fifteen (15) sites for seven (7) local government units (?Local Units?) in and including the County. The Program uses a Power Purchase Agreement (?PPA?) structure, where the Solar Developer constructs, operates and maintains all of the Solar Projects, for the benefit of the Local Units and the Authority, for the maximum State law allowable PPA period of fifteen (15) years. Although all fifteen (15) sites were funded by the Authority, only the Mennen Arena site was considered for the purposes of the required local match funding for this grant. Specifically at the Mennen Arena site, the Authority financed 1.6 MW of solar panels. On October 18, 2013, the DOE Grant was drawn down following completion of the necessary application documents and final execution of an agreement memorializing the contemplated transaction by the Local Units, the County, The Authority and the solar developer. The proceeds of the DOE Grant were then applied to reduce the PPA price to all Local Units across the program and increase the savings from approximately 1/3 to almost half off the existing and forecasted utility pricing over the fifteen (15) year term, without adversely affecting all of the other benefits. With the application of the rate buy down, the price of electricity purchased under the PPA dropped from 10.9 to 7.7 cents/kWh. This made acquisition of renewable energy much more affordable for the Local Units, and it enhanced the success of the program, which will encourage other counties and local units to develop similar programs.

    We have used an innovative tuneable filter technique to carry out a search for the variability signatures of meterological processes in the atmospheres of two nearby brown dwarfs. We find no evidence for variability in the L-type brown dwarf DENIS-PJ1228-1547 in an observations spanning approximately half a rotation period (3 hours), and evidence for variability in the M-type brown dwarf LP 944-20 in multiple observations spanning approximately one third of a rotation period (1.5 hours).

    Brown dwarfs are important objects because they may provide a missing link between stars and planets, two populations that have dramatically different formation histories. In this paper, we present the candidate binaries with brown dwarf companions that are found by analyzing binary microlensing events discovered during the 2004-2011 observation seasons. Based on the low mass ratio criterion of q < 0.2, we found seven candidate events: OGLE-2004-BLG-035, OGLE-2004-BLG-039, OGLE-2007-BLG-006, OGLE-2007-BLG-399/MOA-2007-BLG-334, MOA-2011-BLG-104/OGLE-2011-BLG-0172, MOA-2011-BLG-149, and MOA-201-BLG-278/OGLE-2011-BLG-012N. Among them, we are able to confirm that the companions of the lenses of MOA-2011-BLG-104/OGLE-2011-BLG-0172 and MOA-2011-BLG-149 are brown dwarfs by determining the mass of the lens based on the simultaneous measurement of the Einstein radius and the lens parallax. The measured masses of the brown dwarf companions are 0.02 {+-} 0.01 M {sub Sun} and 0.019 {+-} 0.002 M {sub Sun} for MOA-2011-BLG-104/OGLE-2011-BLG-0172 and MOA-2011-BLG-149, respectively, and both companions are orbiting low-mass M dwarf host stars. More microlensing brown dwarfs are expected to be detected as the number of lensing events with well-covered light curves increases with new-generation searches.

    We present paper six of the NIRSPEC Brown Dwarf Spectroscopic Survey, an analysis of multi-epoch, high-resolution (R~20,000) spectra of 25 field dwarf systems (3 late-type M dwarfs, 16 L dwarfs, and 6 T dwarfs) taken with the NIRSPEC infrared spectrograph at the W. M. Keck Observatory. With a radial velocity precision of ~2 km/s, we are sensitive to brown dwarf companions in orbits with periods of a few years or less given a mass ratio of 0.5 or greater. We do not detect any spectroscopic binary brown dwarfs in the sample. Given our target properties, and the frequency and cadence of observations, we use a Monte Carlo simulation to determine the detection probability of our sample. Even with a null detection result, our 1 sigma upper limit for very low mass binary frequency is 18%. Our targets included 7 known, wide brown dwarf binary systems.     Snohomish County in western Washington State began converting its vehicle fleet to use a blend of biodiesel and petroleum diesel in 2005. As prices for biodiesel rose due to increased demand for this cleaner-burning fuel, Snohomish County looked to its farmers to ���¢��������grow���¢������� this fuel locally. Suitable seed crops that can be crushed to extract oil for use as biodiesel feedstock include canola, mustard, and camelina. The residue, or mash, has high value as an animal feed. County farmers began with 52 acres of canola and mustard crops in 2006, increasing to 250 acres and 356 tons in 2008. In 2009, this number decreased to about 150 acres and 300 tons due to increased price for mustard seed.

    When two or more working interest owners share an undivided interest in a natural gas well, it is not uncommon for production imbalances to occur. Sometimes such imbalances are remedied pursuant to a gas balancing agreement (GBA) entered into by the interest owners. However, if no GBA is entered into, the common law rules of cotenancy and any other agreement between the parties will be used to cure the production imbalance. In [open quotes]Weiser-Brown Oil Co. v. Samson Resources Co.[close quotes], the Court of Appeals for the Eighth Circuit held that, absent a GBA, a co-owner has no contractual right to recoup underproduction, only a right to an accounting as between cotenants, and that this right to an accounting does not run with the land to subsequent cotenants, but is only personal to the cotenant who has underproduced. This note analyzes the [open quotes]Weiser-Brown[close quotes] decision by first addressing the common law of cotenancy and how the common law is affected by the existence of an operating agreement. The conclusion reached is that, under an operating agreement, the right to make up an underproduction, even absent a GBA, is an assignable contract right, and that this right runs with the land to inure to subsequent grantees of the original part to the operating agreement.

Although the agreement has been met by general skepticism, Bankers Trust believes that the chances of defending the new marker price are reasonably good. Saudi willingness to reduce oil production and earnings to shield less financially secure OPEC members from the full impact of production cuts provides added and much-needed strength to the organization.     The Kemper County IGCC Project is an advanced coal technology project that is being developed by Mississippi Power Company (MPC). The project is a lignite-fueled 2-on-1 Integrated Gasification Combined-Cycle (IGCC) facility incorporating the air-blown Transport Integrated Gasification (TRIG™) technology jointly developed by Southern Company; Kellogg, Brown, and Root (KBR); and the United States Department of Energy (DOE) at the Power Systems Development Facility (PSDF) in Wilsonville, Alabama. The estimated nameplate capacity of the plant will be 830 MW with a peak net output capability of 582 MW. As a result of advanced emissions control equipment, the facility will produce marketable byproducts of ammonia, sulfuric acid, and carbon dioxide. 65 percent of the carbon dioxide (CO{sub 2}) will be captured and used for enhanced oil recovery (EOR), making the Kemper County facility’s carbon emissions comparable to those of a natural-gas-fired combined cycle power plant. The commercial operation date (COD) of the Kemper County IGCC plant will be May 2014. This report describes the basic design and function of the plant as determined at the end of the Front End Engineering Design (FEED) phase of the project.

    We address disequilibrium abundances of some simple molecules in the atmospheres of solar composition brown dwarfs and self-luminous extrasolar giant planets using a kinetics-based one-dimensional atmospheric chemistry model. Our approach is to use the full kinetics model to survey the parameter space with effective temperatures between 500 K and 1100 K. In all of these worlds, equilibrium chemistry favors CH{sub 4} over CO in the parts of the atmosphere that can be seen from Earth, but in most disequilibrium favors CO. The small surface gravity of a planet strongly discriminates against CH{sub 4} when compared to an otherwise comparable brown dwarf. If vertical mixing is like Jupiter's, the transition from methane to CO occurs at 500 K in a planet. Sluggish vertical mixing can raise this to 600 K, but clouds or more vigorous vertical mixing could lower this to 400 K. The comparable thresholds in brown dwarfs are 1100 ± 100 K. Ammonia is also sensitive to gravity, but, unlike CH{sub 4}/CO, the NH{sub 3}/N{sub 2} ratio is insensitive to mixing, which makes NH{sub 3} a potential proxy for gravity. HCN may become interesting in high-gravity brown dwarfs with very strong vertical mixing. Detailed analysis of the CO-CH{sub 4} reaction network reveals that the bottleneck to CO hydrogenation goes through methanol, in partial agreement with previous work. Simple, easy to use quenching relations are derived by fitting to the complete chemistry of the full ensemble of models. These relations are valid for determining CO, CH{sub 4}, NH{sub 3}, HCN, and CO{sub 2} abundances in the range of self-luminous worlds we have studied, but may not apply if atmospheres are strongly heated at high altitudes by processes not considered here (e.g., wave breaking).

    With an average herd size of 113 mature cows, Cayuga County is home to 280 dairy farms and 31,500 dairy milking cows producing approximately 855 million gallons of milk per year. The Cayuga Dairy industry is a major contributor to the countys economy, employing nearly 1200 people, while generating $140,000,000 of revenue from sale of milk alone. At the same time, the Cayuga County dairy industry also produces 5.7 million gallons of manure daily: a) Nearly 34% of this manure is produced on smaller farms. b) Digesters are expensive pieces of equipment and require attention and care. c) The on-farm digester systems have fairly long payback (>10 years) even for larger CAFO farms (>1000 milking cows). In 2005, Cayuga County Soil and Water Conservation District (The District), a Public Agency under Cayuga County, decided to undertake a centralized community digester project. The primary goal of the project was to develop an economically sustainable model, under the auspices of The District to address manure management issues facing the smaller dairies, improve the water quality and improve the quality of life for Cayuga County residents. It is believed that the District has accomplished this goal by completing construction of Cayuga County Regional Digester on a parcel of land behind the Cayuga County Natural Resource Center located at 7413 County House Road in the Town of Sennett in Cayuga County, New York. The digester facility consists of the following major components. 1. Transfer Station: This an indoor truck bay, where 35,000 gallons of manure from three local farms, 8,500 gallons of liquid organic food-processor waste, and 1,200 gallons of brown grease are unloaded from tanker trucks and the digested slurry is loaded onto the tanker trucks for delivery back to the participating farms. 2. Anaerobic Digester: The project utilizes a hydraulic mix anaerobic digester, a unique design that has no internal moving parts for mixing. The digester, which operates at mesophilic temperatures, is designed to process the daily feedstock and produce 220,000 SCF2 of biogas per day. The digester also produces 44,000 gallons of digested slurry per day. 3. Biogas Conditioning System: The plant employs a biological biogas conditioning system to remove the H2S and moisture contents of the biogas and prepare it to be used by the plant generation system. 4. Combined Heat and Power System (CHP): This is a 633kW high efficiency biogas-fired GE-Jenbacher model JMS-312 GS-NL reciprocating engine cogeneration system. The heat recovery system incorporated into the package is designed to capture the waste heat from the engine exhaust, the jacket cooling water and the engine oil circuit. 5. Electrical Substation and Power Distribution Systems: An electrical distribution system has been constructed on-site that aggregates the electrical service of the different county buildings on the District campus into a county owned electric distribution system that is interconnected with the CHP and the local electric grid. The electrical system is designed, in accordance with the utility guidelines, to allow grid-parallel operation of CHP and provide for import and export of electric power. 6. Thermal Energy Distribution System: The heat recovery system has been integrated into a high temperature water distribution system that distributes the heat to the thermal circuits for the anaerobic digester facility. Additional piping has also been installed to transfer the remaining thermal energy to other county buildings on the campus. On a daily basis, the plant will co-process 35,000 gallons of manure from local dairy farms, 8,500 gallons of food-processor waste and 1,200 gallons of brown grease to produce 200,000 ft3/d of biogas and 44,000 gallons of pathogen-free nutrient-rich digested slurry for agricultural use by farms and in the local area. The biogas fueled CHP produces 5,157,000 kWh of electricity and 19,506 dekatherms of thermal energy per year.     The onset of planet formation in protoplanetary disks is marked by the growth and crystallization of sub-micron-sized dust grains accompanied by dust settling toward the disk mid-plane. Here we present infrared spectra of disks around brown dwarfs and brown dwarf candidates. We show that all three processes occur in such cool disks in a way similar or identical to that in disks around low- and intermediate-mass stars. These results indicate that the onset of planet formation extends to disks around brown dwarfs, suggesting that planet formation is a robust process occurring in most young circumstellar disks.

    I report on the X-ray detection of Gl569Bab. During a 25ksec Chandra observation the binary brown dwarf is for the first time spatially separated in X-rays from the flare star primary Gl569A. Companionship to Gl569A constrains the age of the brown dwarf pair to ~300-800 Myr. The observation presented here is only the second X-ray detection of an evolved brown dwarf. About half of the observing time is dominated by a large flare on Gl569Bab, the remainder is characterized by weak and non-variable emission just above the detection limit. This emission -- if not related to the afterglow of the flare -- represents the first detection of a quiescent corona on a brown dwarf, representing an important piece in the puzzle of dynamos in the sub-stellar regime.

    Trigonometric parallaxes have been measured by Dahn et al. (2002) for 28 cool dwarfs and brown dwarfs, including 17 L dwarfs and three T dwarfs. Broadband CCD and near-IR photometry (VRIz*JHK) have been obtained for these objects and for 24 additional late-type dwarfs. These data have been supplemented with astrometry and photometry from the literature, including parallaxes for the brighter companions of ten L and two T dwarfs. The absolute magnitudes and colors are reviewed here. The I-J color and the spectral type are both good predictors of absolute magnitude for late-M and L dwarfs. M_J becomes monotonically fainter with I-J color and with spectral type through late-L dwarfs, then brightens for early-T dwarfs. In contrast, the J-K color correlates poorly with absolute magnitude for L dwarfs. Using several other parameters from the literature (Li detection, H-alpha emission strength, projected rotation velocity, and tangential velocity), we fail to uncover any measurable parameter that correlates with the anomalous J-K color.

    The Fayette County Better Buildings Initiative represented a comprehensive and collaborative approach to promoting and implementing energy efficiency improvements. The initiative was designed to focus on implementing energy efficiency improvements in residential units, while simultaneously supporting general marketing of the benefits of implementing energy efficiency measures. The ultimate goal of Fayette County’s Better Buildings Initiative was to implement a total of 1,067 residential energy efficiency retrofits with a minimum 15% estimated energy efficiency savings per unit. Program partners included: United States Department of Energy, Allegheny Power, and Private Industry Council of Westmoreland-Fayette, Fayette County Redevelopment Authority, and various local partners. The program was open to any Fayette County residents who own their home and meet the prequalifying conditions. The level of assistance offered depended upon household income and commitment to undergo a BPI – Certified Audit and implement energy efficiency measures, which aimed to result in at least a 15% reduction in energy usage. The initiative was designed to focus on implementing energy efficiency improvements in residential units, while simultaneously supporting general marketing of the benefits of implementing energy efficiency measures. Additionally, the program had components that involved recruitment and training for employment of persons in the energy sector (green jobs), as well as marketing and implementation of a commercial or community facilities component. The residential component of Fayette County’s Better Buildings Initiative involved a comprehensive approach, providing assistance to low- moderate- and market-rate homeowners. The initiative will also coordinate activities with local utility providers to further incentivize energy efficiency improvements among qualifying homeowners. The commercial component of Fayette County’s Better Building Initiative involved grants and loans to assist up to $15,000 projects per commercial structure with a mixture of a grant and financing at 0% for up to three – (3) years. The maximum award can be a $5,000 grant and a $10,000 loan. For projects less than $15,000, the award will have a ratio of 1/3 grant and 2/3 loan.

It was made in order to identify possible fault and fracture systems that might be conduits for geothermal fluids. Geothermal fluids commonly utilize fault and fractures in competent rocks as conduits for fluid flow. Geothermal exploration involves finding areas of high near-surface temperature gradients, along with a suitable “plumbing system” that can provide the necessary permeability. Geothermal power plants can sometimes be built where temperature and flow rates are high. To do this, georeferenced topographic maps and aerial photographs were utilized in an existing GIS, using ESRI ArcMap 10.0 software. The USA_Topo_Maps and World_Imagery map layers were chosen from the GIS Server at server.arcgisonline.com, using a UTM Zone 13 NAD27 projection. This line shapefile was then constructed over that which appeared to be through-going structural lineaments in both the aerial photographs and topographic layers, taking care to avoid manmade features such as roads, fence lines, and right-of-ways. These lineaments may be displaced somewhat from their actual location, due to such factors as shadow effects with low sun angles in the aerial photographs.     Brown dwarfs, which straddle the mass range between stars and planets, appear to be common both in the solar neighborhood and in star-forming regions. Their ubiquity makes the question of their origin an important one both for our understanding of brown dwarfs themselves as well as for theories on the formation of stars and planets. Studies of young sub-stellar objects could provide valuable insight into their formation and early evolution. Here I report on the latest results from our observational programs at Keck, VLT and Magellan on the disk and accretion properties of young brown dwarfs. We find compelling evidence that they undergo a T Tauri phase analogous to that of their stellar counterparts.

    Carbon monoxide and ammonia have been detected in the spectrum of Gl 229B at abundances that differ substantially from those obtained from chemical equilibrium. Vertical mixing in the atmosphere is a mechanism that can drive slowly reacting species out of chemical equilibrium. We explore the effects of vertical mixing as a function of mixing efficiency and effective temperature on the chemical abundances in the atmospheres of brown dwarfs and on their spectra. The models compare favorably with the observational evidence and indicate that vertical mixing plays an important role in brown dwarf atmospheres.

Three bilateral or regional agreements are analyzed briefly to illustrate different possibilities. These examples illustrate that the relationship of regional or bilateral arms control or security agreements to international agreements depends on a number of factors: the overlap of provisions between regional and international agreements; the degree of interest in a regional agreement among the international community; efficiency in implementing the agreement; and numerous political considerations. Given the importance of regional security to the international community, regions should be encouraged to develop their own infrastructure for implementing regional arms control and other security agreements. A regional infrastructure need not preclude participation in an international regime. On the contrary, establishing regional institutions for arms control and nonproliferation could result in more proactive participation of regional parties in developing solutions for regional and international problems, thereby strengthening existing and future international regimes. Possible first steps for strengthening regional infrastructures are identified and potential technical requirements are discussed.

    This paper argues that cooperative monitoring plays a critical role in the implementation of regional security agreements and confidence building measures. A framework for developing cooperative monitoring options is proposed and several possibilities for relating bilateral and regional monitoring systems to international monitoring systems are discussed. Three bilateral or regional agreements are analyzed briefly to illustrate different possibilities: (1) the demilitarization of the Sinai region between Israel and Egypt in the 1970s; (2) the 1991 quadripartite agreement for monitoring nuclear facilities among Brazil, Argentina, The Argentine-Brazilian Agency for Accounting and Control of Nuclear Materials and the International Atomic Energy Agency; and (3) a bilateral Open Skies agreement between Hungary and Romania in 1991.     AA Dor is an eclipsing, close, post common-envelope binary consisting of a sdOB primary star and an unseen secondary with an extraordinary small mass - formally a brown dwarf. The brown dwarf may have been a former planet which survived a common envelope phase and has even gained mass. A recent determination of the components' masses from results of NLTE spectral analysis and subsequent comparison to evolutionary tracks shows a discrepancy to masses derived from radial-velocity and the eclipse curves. Phase-resolved high-resolution and high-SN spectroscopy was carried out in order to investigate on this problem. We present results of a NLTE spectral analysis of the primary, an analysis of its orbital parameters, and discuss possible evolutionary scenarios.

    Brown dwarfs are a recently discovered, yet long-contemplated, class of 'star' which bridges the gap between classical stars like the Sun and giant planets like Jupiter. The atmospheres of these objects, with observed temperatures as low as 700 K and pressures of 1-10 bar, are such that the condensation of refractory elements - iron rain and mineral snow - can occur. This has raised the possibility of meteorological phenomena occurring on these objects in the form of clouds and possibly even 'storms'. I present observed evidence for these meteorological effects and the first simple models to use 'cloud coverage' as an explanation for the observed and unexpected brightening of brown dwarfs as they cool over a narrow temperature range. I will show how the tools of planetary atmospheric science (e.g., studies of the Earth's meteorology) can provide a context for studying the atmospheres of these more distant astrophysical objects.

  14. Using Narrow Band Photometry to Classify Stars and Brown Dwarfs

    We present a new system of narrow band filters in the near infrared that can be used to classify stars and brown dwarfs. This set of four filters, spanning the H band, can be used to identify molecular features unique to brown dwarfs, such as H2O and CH4. The four filters are centered at 1.495 um (H2O), 1.595 um (continuum), 1.66 um (CH4), and 1.75 um (H2O). Using two H2O filters allows us to solve for individual objects' reddenings. This can be accomplished by constructing a color-color-color cube and rotating it until the reddening vector disappears. We created a model of predicted color-color-color values for different spectral types by integrating filter bandpass data with spectra of known stars and brown dwarfs. We validated this model by making photometric measurements of seven known L and T dwarfs, ranging from L1 - T7.5. The photometric measurements agree with the model to within +/-0.1 mag, allowing us to create spectral indices for different spectral types. We can classify A through early M stars to within +/-2 spectral types, late-type M and L dwarfs to within +/-0.3 spectral types and T dwarfs to within +/-0.1 spectral types 1-sigma. Thus, we can distinguish between a T1 and a T3 dwarf. The four physical bands can be converted into two reddening-free indices, mu1 and mu2, and an extinction, AV, for the individual object. This technique, which is equivalent to extremely low resolution spectroscopy, can be used to survey large areas to provide rough spectral classifications for all the stars in the area, ranging down to the coolest brown dwarfs. It should prove particularly useful in young clusters where reddening can be high.

    The separation distribution for M-dwarf binaries in the ASTRALUX survey is narrower and peaking at smaller separations than the distribution for solar-type binaries. This is often interpreted to mean that M-dwarfs constitute a continuous transition from brown dwarfs (BDs) to stars. Here a prediction for the M-dwarf separation distribution is presented, using a dynamical population synthesis (DPS) model in which "star-like" binaries with late-type primaries ($\\lesssim1.5 M_{\\rm sun}$) follow universal initial distribution functions and are dynamically processed in their birth embedded clusters. A separate "BD-like" population has both its own distribution functions for binaries and initial mass function (IMF), which overlaps in mass with the IMF for stars. Combining these two formation modes results in a peak on top of a wider separation distribution for late M-dwarfs consistent with the late ASTRALUX sample.     In February 1983, the US Department of Energy (DOE) identified a location in Deaf Smith County, Texas, as one of nine potentially acceptable sites for a mined geologic repository for spent nuclear fuel and high-level radioactive waste. To determine their suitability, the Deaf Smith County site and the eight other potentially sites have been evaluated in accordance with the DOE's General Guidelines for the Recommendation of Sites for the Nuclear Waste Repositories. The Deaf Smith County site is in the Permian Basin, which is one of five distinct geohydrologic settings considered for the first repository. On the basis of the evaluations reported in this EA, the DOE has found that the Deaf Smith County site is not disqualified under the guidelines.     This quarter much progress was made in promoting cofiring through the many FETC/EPRI backed projects. During January 1, 1998 to March 31st, 1998 significant contractual agreements were arranged for future testing and analyses of previous testing were conducted. Most notable was the analysis done on the testing run at the Tennessee Valley Authority?s Colbert Fossil Plant that showed no significant impacts to the plant boiler due to cofiring. Northern Indiana Public Service Company also identified Bailly #7 as the site of the next series of tests using their plants. Other work done on these projects primarily focused on continued cofiring development. This report summarizes the activities during the first quarter in 1998 of the FETC/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon reporting the results of testing in order to highlight the progress at utilities.

    A variety of observational evidence demonstrates that brown dwarfs exhibit active atmospheric circulations. In this study we use a shallow-water model to investigate the global atmospheric dynamics in the stratified layer overlying the convective zone on these rapidly rotating objects. We show that the existence and properties of the atmospheric circulation crucially depend on key parameters including the energy injection rate and radiative timescale. Under conditions of strong internal heat flux and weak radiative dissipation, a banded flow pattern comprised of east-west jet streams spontaneously emerges from the interaction of atmospheric turbulence with the planetary rotation. In contrast, when the internal heat flux is weak and/or radiative dissipation is strong, turbulence injected into the atmosphere damps before it can self-organize into jets, leading to a flow dominated by transient eddies and isotropic turbulence instead. The simulation results are not very sensitive to the form of the forcing. Based on the location of the transition between jet-dominated and eddy-dominated regimes, we suggest that many brown dwarfs may exhibit atmospheric circulations dominated by eddies and turbulence (rather than jets) due to the strong radiative damping on these worlds, but a jet structure is also possible under some realistic conditions. Our simulated light curves capture important features from observed infrared light curves of brown dwarfs, including amplitude variations of a few percent and shapes that fluctuate between single-peak and multi-peak structures. More broadly, our work shows that the shallow-water system provides a useful tool to illuminate fundamental aspects of the dynamics on these worlds.

    The Costilla County Biodiesel Pilot Project has demonstrated the compatibility of biodiesel technology and economics on a local scale. The project has been committed to making homegrown biodiesel a viable form of community economic development. The project has benefited by reducing risks by building the facility gradually and avoiding large initial outlays of money for facilities and technologies. A primary advantage of this type of community-scale biodiesel production is that it allows for a relatively independent, local solution to fuel production. Successfully using locally sourced feedstocks and putting the fuel into local use emphasizes the feasibility of different business models under the biodiesel tent and that there is more than just a one size fits all template for successful biodiesel production.

    In February 1983, the US Department of Energy (DOE) identified a location in Deaf Smith County, Texas, as one of the nine potentially acceptable sites for mined geologic repository for spent nuclear fuel and high-level radioactive waste. To determine their suitability, the Deaf Smith County site and eight other potentially acceptable sites have been evaluated in accordance with the DOE's General Guidelines for the Recommendation of Sites for the Nuclear Waste Repositories. The Deaf Smith County site is in the Permian Basin, which is one of five distinct geohydrologic settings considered for the first repository. On the basis of the evaluations reported in this EA, the DOE has found that the Deaf Smith County site is not disqualified under the guidelines.

    We present the analysis of MOA-2007-BLG-197Lb, the first brown dwarf companion to a Sun-like star detected through gravitational microlensing. The event was alerted and followed-up photometrically by a network of telescopes from the PLANET, MOA, and uFUN collaborations, and observed at high angular resolution using the NaCo instrument at the VLT. From the modelling of the microlensing light curve, we derived the binary lens separation in Einstein radius units (s~1.13) and a mass ratio of (4.732+/-0.020)x10^{-2}. Annual parallax, lens orbital motion and finite source effects were included in the models. To recover the lens system's physical parameters, we combined the resulting light curve best-fit parameters with (J,H,Ks) magnitudes obtained with VLT NaCo and calibrated using IRSF and 2MASS data. We derived a lens total mass of 0.86+/-0.04 Msun and a lens distance of 4.2+/-0.3 kpc.     With the discovery of Y dwarfs by the WISE mission, the population of field brown dwarfs now extends to objects with temperatures comparable to those of Solar System planets. To investigate the atmospheres of these newly identified brown dwarfs, we have conducted a pilot study monitoring an initial sample of three late T-dwarfs (T6.5, T8 and T8.5) and one Y-dwarf (Y0) for infrared photometric variability at multiple epochs. With J-band imaging, each target was observed for a period of 1.0h to 4.5h per epoch, which covers a significant fraction of the expected rotational period. These measurements represent the first photometric monitoring for these targets. For three of the four targets (2M1047, Ross 458C and WISE0458), multi-epoch monitoring was performed, with the time span between epochs ranging from a few hours to ~2 years. During the first epoch, the T8.5 target WISE0458 exhibited variations with a remarkable min-to-max amplitude of 13%, while the second epoch light curve taken ~2 years later did not not...

    The Ramsey County Commercial, Industrial, Institutional Waste Reduction and Recycling Program was developed (1) to raise awareness of waste reduction and recycling opportunities for businesses, (2) to make information available to businesses, (3) to provide technical assistance to small and medium sized businesses on waste reduction and recycling, and (4) to raise awareness of Ramsey County as a technical resource. Ramsey County was founded in 1849 and is named for Alexander Ramsey, the first governor of the Minnesota Territory. Ramsey County is the smallest, most urban of all 87 counties in Minnesota. With 170 square miles and a 1990 population of 485,000, Ramsey has the most people per square mile of any county in Minnesota. There are 19 cities within the County, the largest is Saint Paul with a 1990 population of 272,000. There are no unincorporated areas in Ramsey County. This report describes the efforts directed towards raising the awareness of the county waste management, recycling program.

    This paper proposes that strengthening regional capabilities for formulating and implementing arms control and confidence-building measures is a tangible method of enhancing regional security. It discusses the importance of developing a regional infrastructure for arms control and confidence building and elucidates the role of technology in facilitating regional arms control and confidence-building agreements. In addition, it identifies numerous applications for regional cooperative monitoring in the areas of arms control, resource management, international commerce and disaster response. The Cooperative Monitoring Center at Sandia National Laboratories, whose aim is to help individual countries and regions acquire the tools they need to develop their own solutions to regional problems, is discussed briefly. The paper ends with recommendations for establishing regional cooperative monitoring centers.

    During the period of October 1, 1998 through December 31, 1998, significant work was done in direct preparation for several cofiring tests. Major progress was made on several projects including cofiring at Seward (GPU Genco), Allen (TVA), and Bailly (NIPSCO). Most of the work was focused on construction activities at the Seward and Bailly Generating Stations. The conceptual design and feasibility study for gasification-based cofiring at the Allen Fossil Plant was completed. The feasibility study for cofiring at the Pirkey and Northeastern Generating Stations of Central and South West Utilities (C&SW) also was completed. This report summarizes the activities during the fourth calendar quarter in 1998--of the USDOE/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon reporting the results of construction activities and related events.

  17. ATWS at Browns Ferry Unit One - accident sequence analysis

    This study describes the predicted response of Unit One at the Browns Ferry Nuclear Plant to a postulated complete failure to scram following a transient occurrence that has caused closure of all Main Steam Isolation Valves (MSIVs). This hypothetical event constitutes the most severe example of the type of accident classified as Anticipated Transient Without Scram (ATWS). Without the automatic control rod insertion provided by scram, the void coefficient of reactivity and the mechanisms by which voids are formed in the moderator/coolant play a dominant role in the progression of the accident. Actions taken by the operator greatly influence the quantity of voids in the coolant and the effect is analyzed in this report. The progression of the accident sequence under existing and under recommended procedures is discussed. For the extremely unlikely cases in which equipment failure and wrongful operator actions might lead to severe core damage, the sequence of emergency action levels and the associated timing of events are presented.

  18. ATWS analysis for Browns Ferry Nuclear Plant Unit 1

    Analyses of postulated Anticipated Transients Without Scram (ATWS) were performed at the Idaho National Engineering Laboratory (INEL). The Browns Ferry Nuclear Plant Unit 1 (BFNP1) was selected as the subject of this work because of the cooperation of the Tennessee Valley Authority (TVA). The work is part of the Severe Accident Sequence Analysis (SASA) Program of the US Nuclear Regulatory Commission (NRC). A Main Steamline Isolation Valve (MSIV) closure served as the transient initiator for these analyses, which proceeded a complete failure to scram. Results from the analyses indicate that operator mitigative actions are required to prevent overpressurization of the primary containment. Uncertainties remain concerning the effectiveness of key mitigative actions. The effectiveness of level control as a power reduction procedure is limited. Power level resulting from level control only reduce the Pressure Suppression Pool (PSP) heatup rate from 6 to 4F/min.

    This paper discusses two preliminary MSIV clsoure ATWS calculations done using the RAMONA-3B code and the work being done to create the necessary cross section sets for the Browns Ferry Unit 1 reactor. The RAMONA-3B code employs a three-dimensional neutron kinetics model coupled with one-dimensional, four equation, nonhomogeneous, nonequilibrium thermal hydraulics. To be compatible with 3-D neutron kinetics, the code uses parallel coolant channels in the core. It also includes a boron transport model and all necessary BWR components such as jet pump, recirculation pump, steam separator, steamline with safety and relief valves, main steam isolation valve, turbine stop valve, and turbine bypass valve. A summary of RAMONA-3B neutron kinetics and thermal hydraulics models is presented in the Appendix.

    Dutchess County initiated development of a long-range master plan for Solid Waste Management in 1971. The plan included development of a resource recovery facility to service the municipalities in the County population center. Based on early recommendations, a pyrolysis facility employing Purox technology was to be implemented. A feasibility study, paid for by County funds was completed in 1975. The study provided siting recommendations, estimation of available waste, and preliminary facility design. Because of various considerations, the project was not developed. Under the Department of Energy grant, the County reassessed the feasibility of a resource recovery facility, with emphasis on confirming previous conclusions supporting the Purox technology, waste availability, energy recovery and sale and siting of the plant. The conclusions reached in the new study were: a resource recovery facility is feasible for the County; sufficient waste for such a facility is available and subject to control; While Purox technology was feasible it is not the most appropriate available technoloy for the County; that mass burning with steam recovery is the most appropriate technology; and that resource recovery while presently more expensive than landfilling, represents the only cost effective, energy efficient, and environmentally sound way to handle the solid waste problem in the County.

    This final report summarizes the accomplishments of the 6-year Environmental Management Cooperative Agreement (EMCA) between the Energy and Environmental Research Center (EERC), a nonprofit, contract-supported unit of the University of North Dakota, and the U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL). The first portion of the report summarizes EMCA's structure, activities, and accomplishments. The appendix contains profiles of the individual EMCA tasks. Detailed descriptions and results of the tasks can be found separately in published Final Topical Reports. EMCA (DOE Contract No. DE-FC21-94MC31388) was in place from the fall of 1994 to the summer of 2001. Under EMCA, approximately $5.4 million was applied in three program areas to expedite the commercialization of 15 innovative technologies for application in DOE's EM Program ($3.8 million, or 69% of funds), provide technical support to the Deactivation and Decommissioning Focus Area (DDFA; $1.04 million, or 19% of funds), and provide for the coordination of the EMCA activities ($0.62 million, or 11% of funds). The following sections profile the overall accomplishments of the EMCA program followed by a summary of the accomplishments under each of the EMCA areas: commercialization, DDFA technical support, and management. Table 1 provides an overview of EMCA, including program areas, program activities, the duration and funding of each activity, and the associated industry partner, if appropriate.

    This work aims to improve the current understanding of the atmospheres of brown dwarfs, especially cold ones with spectral type T and Y, whose modeling is a current challenge. Silicate and iron clouds are believed to disappear at the photosphere at the L/T transition, but cloudless models fail to reproduce correctly the spectra of T dwarfs, advocating for the addition of more physics, e.g. other types of clouds or internal energy transport mechanisms. We use a one-dimensional (1D) radiative/convective equilibrium code ATMO to investigate this issue. This code includes both equilibrium and out-of-equilibrium chemistry and solves consistently the PT structure. Included opacity sources are H2-H2, H2-He, H2O, CO, CO2, CH4, NH3, K, Na, and TiO, VO if they are present in the atmosphere. We show that the spectra of Y dwarfs can be accurately reproduced with a cloudless model if vertical mixing and NH3 quenching are taken into account. T dwarf spectra still have some reddening in e.g. J - H compared to cloudless mode...

  11. A new parallax measurement for the coldest known brown dwarf

    WISE J085510.83–071442.5 was recently discovered as the coldest known brown dwarf based on four epochs of images from the Wide-field Infrared Survey Explorer and the Spitzer Space Telescope. We have improved the accuracy of its parallax measurement by obtaining two additional epochs of Spitzer astrometry. We derive a parallactic distance of 2.31 ± 0.08 pc, which continues to support its rank as the fourth closest known system to the Sun when compared to WISE J104915.57–531906.1 AB (2.02 ± 0.02 pc) and Wolf 359 (2.386 ± 0.012 pc). The new constraint on the absolute magnitude at 4.5 ?m indicates an effective temperature of 235-260 K based on four sets of theoretical models. We also show the updated positions of WISE J085510.83–071442.5 in two color-magnitude diagrams. Whereas Faherty and coworkers cited its location in M {sub W2} versus J – W2 as evidence of water clouds, we find that those data can be explained instead by cloudless models that employ non-equilibrium chemistry.

  12. RAMONA-3B application to Browns Ferry ATWS

    The Anticipated Transient Without Scram (ATWS) is known to be a dominant accident sequence for possible core melt in a Boiling Water Reactor (BWR). A recent Probabilistic Risk Assessment (PRA) analysis for the Browns Ferry nuclear power plant indicates that ATWS is the second most dominant transient for core melt in BWR/4 with Mark I containment. The most dominant sequence being the failure of long term decay heat removal function of the Residual Heat Removal (RHR) system. Of all the various ATWS scenarios, the Main Steam Isolation Valve (MSIV) closure ATWS sequence was chosen for present analysis because of its relatively high frequency of occurrence and its challenge to the residual heat removal system and containment integrity. The objective of this paper is to discuss four MSIV closure ATWS calculations using the RAMONA-3B code. The paper is a summary of a report being prepared for the USNRC Severe Accident Sequence Analysis (SASA) program which should be referred to for details. 10 refs., 20 figs., 3 tabs.

  13. Baghouse Slipstream Testing at TXU's Big Brown Station

    Performing sorbent testing for mercury control at a large scale is a very expensive endeavor and requires months of planning and careful execution. Even with good planning, there are plant limitations on what operating/design parameters can be varied/tested and when. For parameters that cannot be feasibly tested at the full scale (lower/higher gas flow, different bag material, cleaning methods, sorbents, etc.), an alternative approach is used to perform tests on a slipstream unit using flue gas from the plant. The advantage that a slipstream unit provides is the flexibility to test multiple operating and design parameters and other possible technology options without risking major disruption to the operation of the power plant. Additionally, the results generated are expected to simulate full-scale conditions closely, since the flue gas used during the tests comes directly from the plant in question. The Energy & Environmental Research Center developed and constructed a mobile baghouse that allows for cost-effective testing of impacts related to variation in operating and design parameters, as well as other possible mercury control options. Multiple sorbents, air-to-cloth ratios, bag materials, and cleaning frequencies were evaluated while flue gas was extracted from Big Brown when it fired a 70% Texas lignite-30% Powder River Basin (PRB) blend and a 100% PRB coal.

  14. Establishment of Lipolexis oregmae (Hymenoptera: Aphidiidae) in a classical biological control program directed against the brown citrus aphid (Homoptera: Aphididae) in Florida

    The parasitoid Lipolexis oregmae Gahan (introduced as L. scutellaris Mackauer) was imported from Guam, evaluated in quarantine, mass reared, and released into citrus groves in Florida in a classical biological control program directed against the brown citrus aphid, Toxoptera citricida Kirkaldy. Releases of 20,200, 12,100, and 1,260 adults of L. oregmae were made throughout Florida during 2000, 2001, and 2002, respectively. To determine if L. oregmae had successfully established, surveys were conducted throughout the state beginning in the summer of 2001 and continuing through the summer of 2003. Parasitism during 2001 and 2002 was evaluated by holding brown citrus aphids in the laboratory until parasitoid adults emerged. Lipolexis oregmae was found in 10 sites in 7 counties and 4 sites in 3 counties with parasitism rates ranging from 0.7 to 3.3% in 2001 and 2002, respectively. Laboratory tests indicated that high rates of mortality occurred if field-collected parasitized aphids were held in plastic bags, so a molecular assay was used that allowed immature L. oregmae to be detected within aphid hosts immediately after collection. The molecular assay was used in 2003 with the brown citrus aphids and with other aphid species collected from citrus, weeds, and vegetables near former release sites; immatures of L. oregmae were detected in black citrus aphids, cowpea aphids, spirea aphids, and melon aphids, as well as in the brown citrus aphid, in 4 of 8 counties sampled, with parasitism ranging from 2.0 to 12.9%, indicating that L. oregmae is established and widely distributed. Samples taken in Polk County during Oct 2005 indicated that L. oregmae has persisted. The ability of L. oregmae to parasitize other aphid species on citrus, and aphids on other host plants, enhances the ability of L. oregmae to persist when brown citrus aphid populations are low.     Trigonometric parallax determinations are presented for 28 late type dwarfs and brown dwarfs, including eight M dwarfs with spectral types between M7 and M9.5, 17 L dwarfs with spectral types between L0 and L8, and three T dwarfs. Broadband photometry at CCD wavelengths (VRIz) and/or near-IR wavelengths (JHK) are presented for these objects and for 24 additional late-type dwarfs. Supplemented with astrometry and photometry from the literature, including ten L and two T dwarfs with parallaxes established by association with bright, usually HIPPARCOS primaries, this material forms the basis for studying various color-color and color-absolute magnitude relations. The I-J color is a good predictor of absolute magnitude for late-M and L dwarfs. M_J becomes monotonically fainter with I-J color and with spectral type through late-L dwarfs, then brightens for early-T dwarfs. The combination of zJK colors alone can be used to classify late-M, early-L, and T dwarfs accurately, and to predict their absolute magnitudes, but is less effective at untangling the scatter among mid- and late-L dwarfs. The mean tangential velocity of these objects is found to be slightly less than that for dM stars in the solar neighborhood, consistent with a sample with a mean age of several Gyr. Using colors to estimate bolometric corrections, and models to estimate stellar radii, effective temperatures are derived. The latest L dwarfs are found to have T_eff ~ 1360 K.

This report presents the results of research conducted within this Grant agreement in the context of Inyo County's Yucca Mountain oversight program goals and objectives. The Hydrodynamics Group, LLC prepared this report for Inyo County Yucca Mountain Repository Assessment Office. The overall goal of Inyo County's Yucca Mountain research program is the evaluation of far-field issues related to potential transport, by ground water, of radionuclide into Inyo County, including Death Valley, and the evaluation of a connection between the Lower Carbonate Aquifer (LCA) and the biosphere. Data collected within the Grant is included in interpretive illustrations and discussions of the results of our analysis. The centeral elements of this Grant prgoram was the drilling of exploratory wells, geophysical surveys, geological mapping of the Southern Funeral Mountain Range. The cullimination of this research was 1) a numerical ground water model of the Southern Funeral Mountain Range demonstrating the potential of a hydraulic connection between the LCA and the major springs in the Furnace Creek area of Death Valley, and 2) a numerical ground water model of the Amargosa Valley to evaluate the potential for radionuclide transport from Yucca Mountain to Inyo County, California. The report provides a description of research and activities performed by The Hydrodynamics Group, LLC on behalf of Inyo County, and copies of key work products in attachments to this report.

    The main objective of the Bexar County Parking Garage Photovoltaic (PV) Panel project is to install a PV System that will promote the use of renewable energy. This project will also help sustain Bexar County ongoing greenhouse gas emissions reduction and energy efficiency goals. The scope of this project includes the installation of a 100-kW system on the top level of a new 236,285 square feet parking garage. The PV system consists of 420 solar panels that covers 7,200 square feet and is tied into the electric-grid. It provides electricity to the office area located within the garage. The estimated annual electricity production of the PV system is 147,000 kWh per year.

    A reliable age estimation for the field brown dwarf LP 944-20 is accomplished through the analysis of its kinematic properties. The space velocities of this star strongly suggest its membership in the so-called Castor moving group. LP 944-20 can be sensibly assumed to have the group's age, which is estimated to be ~320 Myr, and metal content, which is found to be roughly solar. With these new constrains and the available photometry and lithium abundance, current brown dwarf models are put to a test. Using the IR magnitudes and the lithium diagnostics, the models are able to provide a reasonable description of the brown dwarf's properties (to within a few sigma) but yield an age which is roughly 50% larger than our estimate. Possible reasons for this discrepancy are discussed.
