    Due to the role electricity plays in the Nation`s economic and social well-being, interested parties have been following the electric power industry`s transition by keeping abreast of the restructuring and deregulation events that are taking place almost daily. Much of the attention centers around the States and how they are restructuring the business of electricity supply within their respective jurisdictions. This report is designed to profile each State and the District of Columbia regarding not only their current restructuring activities, but also their electricity generation and concomitant statistics from 1986 through 1996. Included are data on a number of subject areas including generating capability, generation, revenues, fuel use, capacity factor for nuclear plants, retail sales, and pollutant emissions. Although the Energy Information Administration (EIA) publishes this type of information, there is a lack of a uniform overview for each individual State. This report is intended to help fill that gap and also to serve as a framework for more detailed studies. In addition to basic statistics in tables and graphs, a textual section is provided for each State, discussing some of the points relative to electricity production that are noteworthy in, or unique to, that particular State. Also, each State is ranked according to the place it holds, as compared to the rest of the states, in various relevant areas, such as its average price of electricity per kilowatthour, its population, and its emissions of certain atmospheric pollutants. The final chapter covers the Nation as a whole. 451 figs., 520 tabs.

    Fiscal Year 1999 represents the third fill year utilizing a results-oriented, performance-based evaluation for the Contractor's operations and management of the DOE Pacific Northwest National Laboratory (here after referred to as the Laboratory). However, this is the first year that the Contractor's fee is totally performance-based utilizing the same Critical Outcomes. This document describes the critical outcomes, objectives, performance indicators, expected levels of performance, and the basis for the evaluation of the Contractor's performance for the period October 1, 1998 through September 30, 1999, as required by Clauses entitled ''Use of Objective Standards of Performance, Self Assessment and Performance Evaluation'' and ''Performance Measures Review'' of the Contract DE-ACO6-76RL01830. Furthermore, it documents the distribution of the total available performance-based fee and the methodology set for determining the amount of fee earned by the Contractor as stipulated within the causes entitled ''Estimated Cost and Annual Fee,'' ''Total Available Fee'' and ''Allowable Costs and Fee.'' In partnership with the Contractor and other key customers, the Department of Energy (DOE) Headquarters (HQ) and Richland Operations Office (RL) has defined four critical outcomes that serve as the core for the Contractor's performance-based evaluation and fee determination. The Contractor also utilizes these outcomes as a basis for overall management of the Laboratory.

    The Technology Cooperation Agreement Pilot Project (TCAPP) was launched by several U.S. Government agencies (USAID, EPA and DOE) in August 1997 to establish a model for climate change technology cooperation with developing and transition countries. TCAPP is currently facilitating voluntary partnerships between the governments of Brazil, China, Kazakhstan, Korea, Mexico, and the Philippines, the private sector, and the donor community on a common set of actions that will advance implementation of clean energy technologies. The six participating countries have been actively engaged in shaping this initiative along with international donors and the private sector. This program helps fulfill the US obligation to support technology transfer to developing countries under Article 4.5 of the United Nations Framework Convention on Climate Change. TCAPP also provides a mechanism to focus resources across international donor programs on the technology cooperation needs of developing and transition countries.

    This final report details technical accomplishments for Phase I of the ''Low Cost, Compact High Efficiency, Traction Motor for Electric Vehicles/Hybrid Electric Vehicles'' program. The research showed that the segmented-electromagnetic array (SEMA) technology combined with an Integrated Motion Module (IMM) concept is highly suited for electric vehicles. IMMs are essentially mechatronic systems that combine the motor, sensing, power electronics, and control functions for a single axis of motion into a light-weight modular unit. The functional integration of these components makes possible significant reductions in motor/alternator size, weight, and cost, while increasing power density and electromechanical conversion efficiency.

    In support of the Weldon Spring Site Remedial Action Project Federal Facilities Agreement, a copy of the Quarterly Environmental Data Summary (QEDS) for the first quarter of 1999 is enclosed. The data presented in this constitute the QEDS. The data, except for air monitoring data and site KPA generated data (uranium analyses), were received from the contract laboratories, verified by the Weldon Spring Site verification group and merged into the database during the first quarter of 1999. KPA results for on-site total uranium analyses performed during first quarter 1999 are included. Air monitoring data presented are the most recent complete sets of quarterly data.

    The forecast period for this issue of the Outlook extends from April 1999 through December 2000. Data values for the first quarter 1999, however, are preliminary EIA estimates (for example, some monthly values for petroleum supply and disposition are derived in part from weekly data reported in EIA`s Weekly Petroleum Status Report) or are calculated from model simulations that use the latest exogenous information available (for example, electricity sales and generation are simulated by using actual weather data). The historical energy data, compiled in the April 1999 version of the Short-Term Integrated forecasting system (STIFS) database, are mostly EIA data regularly published in the Monthly Energy Review, Petroleum Supply Monthly, and other EIA publications. Minor discrepancies between the data in these publications and the historical data in this Outlook are due to independent rounding. The STIFS model is driven principally by three sets of assumptions or inputs: estimates of key macroeconomic variables, world oil price assumptions, and assumptions about the severity of weather. Macroeconomic estimates are produced by DRI/McGraw-Hill but are adjusted by EIA to reflect EIA assumptions about the world price of crude oil, energy product prices, and other assumptions which may affect the macroeconomic outlook. By varying the assumptions, alternative cases are produced by using the STIFS model. 25 figs., 19 tabs.

    A generation ago the Ford Foundation convened a group of experts to explore and assess the Nation’s energy future, and published their conclusions in A Time To Choose: America’s Energy Future (Cambridge, MA: Ballinger, 1974). The Energy Policy Project developed scenarios of U.S. potential energy use in 1985 and 2000. Now, with 1985 well behind us and 2000 nearly on the record books, it may be of interest to take a look back to see what actually happened and consider what it means for our future. The study group sketched three primary scenarios with differing assumptions about the growth of energy use. The Historical Growth scenario assumed that U.S. energy consumption would continue to expand by 3.4 percent per year, the average rate from 1950 to 1970. This scenario assumed no intentional efforts to change the pattern of consumption, only efforts to encourage development of our energy supply. The Technical Fix scenario anticipated a “conscious national effort to use energy more efficiently through engineering know-how." The Zero Energy Growth scenario, while not clamping down on the economy or calling for austerity, incorporated the Technical Fix efficiencies plus additional efficiencies. This third path anticipated that economic growth would depend less on energy-intensive industries and more on those that require less energy, i.e., the service sector. In 2000, total energy consumption was projected to be 187 quadrillion British thermal units (Btu) in the Historical Growth case, 124 quadrillion Btu in the Technical Fix case, and 100 quadrillion Btu in the Zero Energy Growth case. The Annual Energy Review 1999 reports a preliminary total consumption for 1999 of 97 quadrillion Btu (see Table 1.1), and the Energy Information Administration’s Short-Term Energy Outlook (April 2000) forecasts total energy consumption of 98 quadrillion Btu in 2000. What energy consumption path did the United States actually travel to get from 1974, when the scenarios were drawn, to the end of the century? What happened to the relationship between growth and energy consumption? How did the fuel mix change over this period? What are the effects of energy usage on our environment? What level of consumption will the United States—and the world—record in the Annual Energy Review 2025? We present this edition of the Annual Energy Review to help investigate these important questions and to stimulate and inform our thinking about what the future holds.

    Following lengthy and intensive negotiations, OPEC recently reached agreement on new prices and production quotas. Although the agreement has been met by general skepticism, Bankers Trust believes that the chances of defending the new marker price are reasonably good. Saudi willingness to reduce oil production and earnings to shield less financially secure OPEC members from the full impact of production cuts provides added and much-needed strength to the organization. If indeed the OPEC agreement proves successful, product prices in the important US market may have already bottomed out.

    This report presents international energy projections through 2020, prepared by the Energy Information Administration. The outlooks for major energy fuels are discussed, along with electricity, transportation, and environmental issues. The report begins with a review of world trends in energy demand. The historical time frame begins with data from 1970 and extends to 1996, providing readers with a 26-year historical view of energy demand. The IEO99 projections covers a 24-year period. The next part of the report is organized by energy source. Regional consumption projections for oil, natural gas, coal, nuclear power, and renewable energy (hydroelectricity, geothermal, wind, solar, and other renewables) are presented in the five fuel chapters, along with a review of the current status of each fuel on a worldwide basis. The third part of the report looks at energy consumption in the end-use sectors, beginning with a chapter on energy use for electricity generation.     The U.S. Department of Energy-Oak Ridge Operations (DOE-ORO) EM Program adopted a watershed approach for performing Remedial Investigations (RIs) and characterizations for ORR because it is an effective system for determining the best methods for protecting and restoring aquatic ecosystems and protecting human health. The basic concept is that water quality and ecosystem problems are best solved at the watershed level rather than at the individual water-body or discharger level. The watershed approach requires consideration of all environmental concerns, including needs to protect public health, critical habitats such as wetlands, biological integrity, and surface and ground waters. The watershed approach provides an improved basis for management decisions concerning contaminant sources and containment. It allows more direct focus by stakeholders on achieving ecological goals and water quality standards rather than a measurement of program activities based on numbers of permits or samples. The watershed approach allows better management strategies for investigations, therefore maximizing the utilization of scarce resources. Feasibility studies (FSs) evaluate various alternatives in terms of environmental standards, the protection of human health and the environment, and the costs of implementation to find the optimum solution among them. Society has to decide how much it is willing to spend to meet the standards and to be protective. Conducting FSs is the process of trading off those criteria to pick that optimum point that society wants to achieve. Performing this analysis at the watershed scale allows those trade-offs to be made meaningfully. In addition, a Land Use Control Assurance Plan for the ORR was prepared to identify the strategy for assuring the long-term effectiveness of land use controls. These land use controls will be relied upon to protect human health and the environment at areas of the ORR undergoing remediation pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act and/or the Resource Conservation and Recovery Act. This plan will be implemented by means of a Memorandum of Understanding (MOU) incorporating its terms with the United States EPA and TDEC. The majority of projects described in this report are grouped into five watersheds. They are the East Tennessee Technical Park (ETTP) Watershed (formerly the K-25 Site), the Melton Valley (MV) and Bethel Valley (BV) Watersheds at the Oak Ridge National Laboratory (ORNL), and the Bear Creek Valley (BCV) and Upper East Fork Poplar Creek (UEFPC) Watersheds at the Y-12 Plant.

    This report describes the calendar year 1999 compliance monitoring and environmental surveillance activities of the Idaho National Engineering and Environmental Laboratory management and operating contractor Environmental Monitoring Program. This report includes results of sampling performed by the Drinking Water, Effluent, Storm Water, Groundwater Monitoring, and Environmental Surveillance Programs. This report compares the 1999 results to program-specific regulatory guidelines and past data to evaluate trends. The primary purposes of the monitoring and surveillance activities are to evaluate environmental conditions, to provide and interpret data, to verify compliance with applicable regulations or standards, and to ensure protection of public health and the environment. Surveillance of environmental media did not identify any previously unknown environmental problems or trends, which would indicate a loss of control or unplanned releases from facility operations. The Idaho National Engineering and Environmental Laboratory complied with permits and applicable regulations, with the expectation of nitrogen in two disposal pond effluent streams iron and total coliform bacteria in groundwater downgradient from one disposal well, and coliform bacteria in drinking water systems at two facilities. Maintenance activities were performed on the two drinking water systems and tested prior to putting back into service. The monitoring and surveillance results demonstrate that the public health and environment were protected.

    This paper argues that cooperative monitoring plays a critical role in the implementation of regional security agreements and confidence building measures. A framework for developing cooperative monitoring options is proposed and several possibilities for relating bilateral and regional monitoring systems to international monitoring systems are discussed. Three bilateral or regional agreements are analyzed briefly to illustrate different possibilities. These examples illustrate that the relationship of regional or bilateral arms control or security agreements to international agreements depends on a number of factors: the overlap of provisions between regional and international agreements; the degree of interest in a regional agreement among the international community; efficiency in implementing the agreement; and numerous political considerations. Given the importance of regional security to the international community, regions should be encouraged to develop their own infrastructure for implementing regional arms control and other security agreements. A regional infrastructure need not preclude participation in an international regime. On the contrary, establishing regional institutions for arms control and nonproliferation could result in more proactive participation of regional parties in developing solutions for regional and international problems, thereby strengthening existing and future international regimes. Possible first steps for strengthening regional infrastructures are identified and potential technical requirements are discussed.

    This report summarizes the findings of a study on the execution of Cooperative Research and Development Agreements (CRADAs) and Non-Federal Work for Others (NF-WFO) agreements across the U.S. Department of Energy (DOE) laboratory complex. The study provides quantitiative estimates of times required to negotiate and execute these agreements across the DOE complex. It identifies factors impacting on cycle times and describes best practicies used at various laboratories and site offices that reduce cycle times.

    The 1999 Review Conference on Fuel Cell Technology was jointly sponsored by the U.S. Department of Energy, Federal Energy Technology Center (FETC), the Gas Research Institute (GRI), and the Electric Power Research Institute (EPRI). It was held August 3 to 5 in Chicago, Illinois. The goal of this conference was to provide a forum for reviewing fuel cell research and development (R&D) programs, assist in strategic R&D planning, promote awareness of sponsor activities, and enhance interactions between manufacturers, researchers, and stakeholders. This conference was attended by over 250 representatives from industry, academia, national laboratories, gas and electric utilities, DOE, and other Government agencies. The conference agenda included a keynote session, five presentation sessions, a poster presentation reception, and three breakout sessions. The presentation session topics were DOD Fuel Cell Applications, Low-Temperature Fuel Cell Manufacturers, Low-Temperature Component Research, High-Temperature Fuel Cell Manufacturers, and High-Temperature Component Research; the breakout session topics were Future R&D Directions for Low-Temperature Fuel Cells, Future R&D Directions for High-Temperature Fuel Cells, and a plenary summary session. All sessions were well attended.

The dataset includes empirical measurements and the accompanying spreadsheets.

    This report summarizes the research performed in the past year in the Argonne Physics Division. The Division's programs include operation of ATLAS as a national heavy-ion user facility, nuclear structure and reaction research with beams of heavy ions, accelerator research and development especially in superconducting radio frequency technology, nuclear theory and medium energy nuclear physics. The Division took significant strides forward in its science and its initiatives for the future in the past year. Major progress was made in developing the concept and the technology for the future advanced facility of beams of short-lived nuclei, the Rare Isotope Accelerator. The scientific program capitalized on important instrumentation initiatives with key advances in nuclear science. In 1999, the nuclear science community adopted the Argonne concept for a multi-beam superconducting linear accelerator driver as the design of choice for the next major facility in the field a Rare Isotope Accelerator (WA) as recommended by the Nuclear Science Advisory Committee's 1996 Long Range Plan. Argonne has made significant R&D progress on almost all aspects of the design concept including the fast gas catcher (to allow fast fragmentation beams to be stopped and reaccelerated) that in large part defined the RIA concept the superconducting rf technology for the driver accelerator, the multiple-charge-state concept (to permit the facility to meet the design intensity goals with existing ion-source technology), and designs and tests of high-power target concepts to effectively deal with the full beam power of the driver linac. An NSAC subcommittee recommended the Argonne concept and set as tie design goal Uranium beams of 100-kwatt power at 400 MeV/u. Argonne demonstrated that this goal can be met with an innovative, but technically in-hand, design. The heavy-ion research program focused on GammaSphere, the premier facility for nuclear structure gamma-ray studies. One example of the ground-breaking research with Garnmasphere was the first study of the limits of stability with angular momentum in the shell stabilized nobelium isotopes. It was found that these heaviest nuclei could be formed at surprisingly high angular momentum, providing important new insight into the production mechanisms for super-heavy elements. Another focus continues to be experiments with short-lived beams for critical nuclear astrophysics applications. Measurements revealed that {sup 44}Ti is more readily destroyed in supernovae than was expected. Major progress was made in collecting and storing unstable ions in the Canadian Penning Trap. The technique of stopping and rapidly extracting ions from a helium gas cell led directly to the new paradigm in the production of rare isotope beams that became RIA. ATLAS provided a record 6046 hours of beam use for experiments in FY99. The facility pressed hard to support the heavy demands of the GammaSphere Research program but maintained an operational reliability of 93%. Of the 29 different isotopes provided as beams in FY99, radioactive beams of {sup 44}Ti and {sup 17}F comprised 6% of the beam time. The theoretical efforts in the Division made dramatic new strides in such topics as quantum Monte Carlo calculations of light nuclei to understand microscopic many-body forces in nuclei; QCD calculations based on the Dyson-Schwinger approach which were extended to baryon systems and finite temperatures and densities; the structure of heavy nuclei; and proton decay modes of nuclei far from stability. The medium-energy program continues to focus on new techniques to understand how the quark-gluon structure of matter impacts the structure of nuclei. The HERMES experiment began making measurements of the fraction of the spin of the nucleon carried by the glue. Drell-Yan experiments study the flavor composition of the sea of the proton. Experiments at Jefferson lab search for clues of QCD dynamics at the hadronic level.     This quarter much progress was made in promoting cofiring through the many FETC/EPRI backed projects. During January 1, 1998 to March 31st, 1998 significant contractual agreements were arranged for future testing and analyses of previous testing were conducted. Most notable was the analysis done on the testing run at the Tennessee Valley Authority?s Colbert Fossil Plant that showed no significant impacts to the plant boiler due to cofiring. Northern Indiana Public Service Company also identified Bailly #7 as the site of the next series of tests using their plants. Other work done on these projects primarily focused on continued cofiring development. This report summarizes the activities during the first quarter in 1998 of the FETC/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon reporting the results of testing in order to highlight the progress at utilities.

The Site Environmental Report for 1999 is intended to summarize Berkeley Lab's compliance with environmental standards and requirements, characterize environmental management efforts through surveillance and monitoring activities, and highlight significant programs and efforts for calendar year 1999. The report is separated into two volumes. Volume I contains a general overview of the Laboratory, the status of environmental programs, and summary results from surveillance and monitoring activities. In 1999, updated coefficients were prepared based on the most recent data (1998) then available; however, the updated coefficients were not included in the instructions for the 1999 data year. This year, they have been updated again, but based on three years worth of data (1997, 1998, and 1999) rather than a single year.

    We use the background field method to extract the "connected" piece of the neutron electric polarizability. We present results for quenched simulations using both clover and Wilson fermions and discuss our experience in extracting the mass shifts and the challenges we encountered when we lowered the quark mass. For the neutron we find that as the pion mass is lowered below $500\\MeV$, the polarizability starts rising in agreement with predictions from chiral perturbation theory. For our lowest pion mass, $m_\\pi=320\\MeV$, we find that $\\alpha_n = 3.8(1.3)\\times 10^{-4}\\fm^3$, which is still only one third of the experimental value. We also present results for the neutral pion; we find that its polarizability turns negative for pion masses smaller than $500\\MeV$ which is puzzling.

Issues in Focus discusses current energy issues--the economic decline in East Asia, growth in demand for natural gas, vehicle emissions standards, competitive electricity pricing, renewable portfolio standards, and carbon emissions. It is followed by the analysis of energy market trends. The analysis in AEO99 focuses primarily on a reference case and four other cases that assume higher and lower economic growth and higher and lower world oil prices than in the reference case. Forecast tables for these cases are provided in Appendixes A through C. Appendixes D and E present a summary of the reference case forecasts in units of oil equivalence and household energy expenditures. The AEO99 projections are based on Federal, State, and local laws and regulations in effect on July 1, 1998. Pending legislation and sections of existing legislation for which funds have not been appropriated are not reflected in the forecasts. Historical data used for the AEOI99 projections were the most current available as of July 31, 1998, when most 1997 data but only partial 1998 data were available.

It focuses upon reporting the results of the relocation of Seward, and on the outreach efforts.

    During the period of April 1, 2000 through June 30, 2000, alternatives for relocating the Seward Generating Station cofiring project were investigated. A test was conducted at Bailly Generating Station of Northern Indiana Public Service Co., firing a blend of Black Thunder (Powder River Basin) coal and Illinois basin coal, in cyclone boiler designed for Illinois basin coal. This test at Bailly was designed to determine the technical feasibility of cofiring at that station using PRB coals. This report summarizes the activities during the second calendar quarter in 2000 of the USDOE/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon reporting the results of construction and testing activities at these generating stations.

    This Final Report on the Monitoring Phase of the former Weeks Island Strategic Petroleum Reserve crude oil storage facility details the results of five years of monitoring of various surface accessible quantities at the decommissioned facility. The Weeks Island mine was authorized by the State of Louisiana as a Strategic Petroleum Reserve oil storage facility from 1979 until decommissioning of the facility in 1999. Discovery of a sinkhole over the facility in 1992 with freshwater inflow to the facility threatened the integrity of the oil storage and led to the decision to remove the oil, fill the chambers with brine, and decommission the facility. Thereafter, a monitoring phase, by agreement between the Department of Energy and the State, addressed facility stability and environmental concerns. Monitoring of the surface ground water and the brine of the underground chambers from the East Fill Hole produced no evidence of hydrocarbon contamination, which suggests that any unrecovered oil remaining in the underground chambers has been contained. Ever diminishing progression of the initial major sinkhole, and a subsequent minor sinkhole, with time was verification of the response of sinkholes to filling of the facility with brine. Brine filling of the facility ostensively eliminates any further growth or new formation from freshwater inflow. Continued monitoring of sinkhole response, together with continued surface surveillance for environmental problems, confirmed the intended results of brine pressurization. Surface subsidence measurements over the mine continued throughout the monitoring phase. And finally, the outward flow of brine was monitored as a measure of the creep closure of the mine chambers. Results of each of these monitoring activities are presented, with their correlation toward assuring the stability and environmental security of the decommissioned facility. The results suggest that the decommissioning was successful and no contamination of the surface environment by crude oil has been found.

    This paper proposes that strengthening regional capabilities for formulating and implementing arms control and confidence-building measures is a tangible method of enhancing regional security. It discusses the importance of developing a regional infrastructure for arms control and confidence building and elucidates the role of technology in facilitating regional arms control and confidence-building agreements. In addition, it identifies numerous applications for regional cooperative monitoring in the areas of arms control, resource management, international commerce and disaster response. The Cooperative Monitoring Center at Sandia National Laboratories, whose aim is to help individual countries and regions acquire the tools they need to develop their own solutions to regional problems, is discussed briefly. The paper ends with recommendations for establishing regional cooperative monitoring centers.

    During the period of October 1, 1998 through December 31, 1998, significant work was done in direct preparation for several cofiring tests. Major progress was made on several projects including cofiring at Seward (GPU Genco), Allen (TVA), and Bailly (NIPSCO). Most of the work was focused on construction activities at the Seward and Bailly Generating Stations. The conceptual design and feasibility study for gasification-based cofiring at the Allen Fossil Plant was completed. The feasibility study for cofiring at the Pirkey and Northeastern Generating Stations of Central and South West Utilities (C&SW) also was completed. This report summarizes the activities during the fourth calendar quarter in 1998--of the USDOE/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon reporting the results of construction activities and related events.

    The results of the 1999 environmental surveillance and monitoring program for the Princeton Plasma Physics Laboratory (PPPL) are presented and discussed. The purpose of this report is to provide the U.S. Department of Energy and the public with information on the level of radioactive and non-radioactive pollutants (if any) that are added to the environment as a result of PPPL's operations. The report also summarizes environmental initiatives, assessments, and programs that were undertaken in 1999. The Princeton Plasma Physics Laboratory has engaged in fusion energy research since 1951. The long-range goal of the U.S. Magnetic Fusion Energy Research Program is to create innovations to make fusion power a practical reality--an alternative energy source. 1999 marked the first year of National Spherical Torus Experiment (NSTX) operations and Tokamak Fusion Test Reactor (TFTR) dismantlement and deconstruction activities. A collaboration among fourteen national laboratories, universities, and research institutions, the NSTX is a major element in the U.S. Fusion Energy Sciences Program. It has been designed to test the physics principles of spherical torus (ST) plasmas. The ST concept could play an important role in the development of smaller, more economical fusion reactors. With its completion within budget and ahead of its target schedule, NSTX first plasma occurred on February 12, 1999. The 1999 performance of the Princeton Plasma Physics Laboratory was rated ''outstanding'' by the U.S. Department of Energy in the Laboratory Appraisal report issued early in 2000. The report cited the Laboratory's consistently excellent scientific and technological achievements, its successful management practices, and included high marks in a host of other areas including environmental management, employee health and safety, human resources administration, science education, and communications. Groundwater investigations continued under a voluntary agreement with the New Jersey Department of Environmental Protection. PPPL monitored for the presence of non-radiological contaminants, mainly volatile organic compounds (components of degreasing solvents). Monitoring revealed the presence of low levels of volatile organic compounds in an area adjacent to PPPL. Also, PPPL's radiological monitoring program characterized the ambient, background levels of tritium in the environment and from the TFTR stack; the data are presented in this report.

    This final report summarizes the accomplishments of the 6-year Environmental Management Cooperative Agreement (EMCA) between the Energy and Environmental Research Center (EERC), a nonprofit, contract-supported unit of the University of North Dakota, and the U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL). The first portion of the report summarizes EMCA's structure, activities, and accomplishments. The appendix contains profiles of the individual EMCA tasks. Detailed descriptions and results of the tasks can be found separately in published Final Topical Reports. EMCA (DOE Contract No. DE-FC21-94MC31388) was in place from the fall of 1994 to the summer of 2001. Under EMCA, approximately $5.4 million was applied in three program areas to expedite the commercialization of 15 innovative technologies for application in DOE's EM Program ($3.8 million, or 69% of funds), provide technical support to the Deactivation and Decommissioning Focus Area (DDFA; $1.04 million, or 19% of funds), and provide for the coordination of the EMCA activities ($0.62 million, or 11% of funds). The following sections profile the overall accomplishments of the EMCA program followed by a summary of the accomplishments under each of the EMCA areas: commercialization, DDFA technical support, and management. Table 1 provides an overview of EMCA, including program areas, program activities, the duration and funding of each activity, and the associated industry partner, if appropriate.

The program is comprised of two elements: the Advanced Petroleum-Based APB Fuels Program which focused on developing and testing advanced fuels for use with compression-ignition direct-injection (CIDI) engines and fuel cells and the Alternative Fuels Program which focused on Natural gas and natural gas derived fuels. The report contains 17 summaries of industry and National Laboratory projects. Fuel efficient vehicles with very low emissions are essential to meet the challenges of climate change, energy security, and improved air quality. The authors anticipate cooperative efforts with the auto and energy industries to develop new and innovative technologies that will be used to make advanced transportation vehicles that are fuel efficient, clean, and safe.

    A maximum of thirty eight-wells of the LFW series monitor groundwater quality in the Steed Pond Aquifer (Water Table) beneath the Sanitary Landfill Area at the Savannah River Site (SRS). These wells are sampled quarterly to comply with the South Carolina Department of Health and Environmental Control Domestic Water Permit DWP-087A and as part of the SRS Groundwater Monitoring Program. Iron (Total Recoverable), Chloroethene (Vinyl Chloride) and 1,1-Dichloroethane were the most widespread constituents exceeding the Final Primary Drinking Water Standards during 1999. Trichloroethylene, 1,1-Dichloroethylene, 1,2-Dichloroethane, 1,4-Dichlorobenzene, Aluminum (Total Recoverable), Benzene, cis-1,2-Dichloroethylene, Dichlorodifluoromethane, Dichloromethane (Methylene Chloride), Gross Alpha, Mercury (Total Recoverable), Nonvolatile Beta, Tetrachloroethylene, Total Organic Halogens, Trichlorofluoromethane, Tritium also exceeded standards in one or more wells. The groundwater flow direction in the Steed Pond Aquifer (Water Table) beneath the Sanitary Landfill is to the southeast (universal transverse Mercator coordinates). The flow rate in this unit was approximately 144.175 ft/year during first quarter 1999 and 145.27 ft/year during fourth quarter 1999.

    This annual report describes selected 1999 research accomplishments for the Environmental Dynamics and Simulation (ED and S) directorate, one of six research organizations in the William R. Wiley Environmental Molecular Sciences Laboratory (EMSL). These accomplishments are representative of the different lines of research underway in the ED and S directorate. EMSL is one of US Department of Energy's (DOE) national scientific user facilities and is the centerpiece of DOE's commitment to providing world-class experimental, theoretical, and computational capabilities for solving the nation's environmental problems. Capabilities in the EMSL include over 100 major instrument systems for use by the resident research staff, their collaborators, and users of the EMSL. These capabilities are used to address the fundamental science that will be the basis for finding solutions to national environmental issues such as cleaning up contamianted areas at DOE sites across the country and developing green technologies that will reduce or eliminate future pollution production. The capabilities are also used to further the understanding of global climate change and environmental issues relevant to energy production and use and health effects resulting from exposure to contaminated environments.
