    The International Energy Agency's emergency oil sharing system is designed to enable member nations to share oil supplied during an oil supply disruption equal to or exceeding 7 percent or more of members' oil supplies. However, participation could have anticompetitive consequences and under U.S. antitrust laws could result in suits against U.S. companies. To ensure participation of major U.S. oil companies, legislation provides a statutory defense against any civil or criminal suit brought under federal or state antitrust laws for some actions. This report describes efforts to expand the antitrust and breach of contract defenses for oil company supply transactions during an oil emergency and to resolve the problem of foreign blockage of information critical to U.S. antitrust review of oil transactions involving foreign affiliates of U.S. companies.

    The World Energy Projection System (WEPS) was developed by the Office of Integrated Analysis and Forecasting within the Energy Information Administration (EIA), the independent statistical and analytical agency of the US Department of Energy. WEPS is an integrated set of personal computer based spreadsheets containing data compilations, assumption specifications, descriptive analysis procedures, and projection models. The WEPS accounting framework incorporates projections from independently documented models and assumptions about the future energy intensity of economic activity (ratios of total energy consumption divided by gross domestic product GDP), and about the rate of incremental energy requirements met by natural gas, coal, and renewable energy sources (hydroelectricity, geothermal, solar, wind, biomass, and other renewable resources). Projections produced by WEPS are published in the annual report, International Energy Outlook. This report documents the structure and procedures incorporated in the 1998 version of the WEPS model. It has been written to provide an overview of the structure of the system and technical details about the operation of each component of the model for persons who wish to know how WEPS projections are produced by EIA.

    As the 20th century draws to a close, both individual countries and the world community face challenging problems related to the supply and use energy. These include local and regional environmental impacts, the prospect of global climate and sea level change associated with the greenhouse effect, and threats to international relations in connection with oil supply or nuclear proliferation. For developing countries, the financial cost of providing energy to provide basic needs and fuel economic development pose an additional burden. To assess the magnitude of future problems and the potential effectiveness of response strategies, it is important to understand how and why energy use has changed in the post and where it is heading. This requires study of the activities for which energy is used, and of how people and technology interact to provide the energy services that are desired. The authors and their colleagues have analyzed trends in energy use by sector for most of the world`s major energy-consuming countries. The approach we use considers three key elements in each sector: the level of activity, structural change, and energy intensity, which expresses the amount of energy used for various activities. At a disaggregated level, energy intensity is indicative of energy efficiency. But other factors besides technical efficiency also shape intensity.

However, while the IAEA has enjoyed substantial success and prestige in the international community, there is a concern that its resources are being stretched to a point where it may no longer be possible to execute its multifaceted mission in its entirety. As noted by the Director General (DG) in 2008, demographics suggest that every aspect of the IAEAs operations will be in higher demand due to increasing reliance on non-carbon-based energy and the concomitant nonproliferation, safety, and security risks that growth entails. In addition to these nuclear energy concerns, the demand for technical developmental assistance in the fields of food security, resource conservation, and human health is also predicted to increase as the rest of the world develops. Even with a 100% value-for-money rating by the U.S. Office of Management and Budget (OMB) and being described as an extraordinary bargain by the United Nations Secretary-Generals High-level Panel on Threats, Challenges and Change, real budget growth at the Agency has been limited to zero-real growth for a better part of the last two decades. Although the 2012 regular budget (RB) received a small increase for most programs, the 2013 RB has been set at zero-real growth. As a result, the IAEA has had to defer infrastructure investments, which has hindered its ability to provide the public goods its Members seek, decreased global security and development opportunities, and functionally transformed the IAEA into a charity, dependent on extrabudgetary (EB) contributions to sustain its mission and capabilities. To resolve these resource constraints, we recommend the creation of an endowment, funded entirely through private contributions. Our initial estimates for the endowment are that a 2B principal. This level of capitalization could provide significant support to all aspects of the IAEAs mission, including Capital Investment and Innovation; Technical Cooperation; as well as incentivizing the policy and technology entrepreneurship that will be necessary for the future health of the nonproliferation regime. Given this potential, our future efforts will focus on a more rigorous assessment of the financial requirements, while simultaneously creating the beginnings of a functional organization. These include: organizational structure, metrics for grant-making and performance evaluation, and outreach and fundraising strategies. At the end of this process, there should be sufficient information and engagement to begin to operationalize the endowment through external funding sources.

    Performance requirements and testing protocols are needed to ensure that equipment used by the International Atomic Energy Agency (IAEA) is reliable. Oak Ridge National Laboratory (ORNL), through the US Support Program, tested equipment to validate performance requirements protocols used by the IAEA for the subject equipment categories. Performance protocol validation tests were performed in the Environmental Effects Laboratory in the categories for battery, DC power supply, and uninterruptible power supply (UPS). Specific test results for each piece of equipment used in the validation process are included in this report.

SEDS will set start and end dates for the forecast period, and a time increment (assumed to be 1 year in the initial version). The WOMM will then randomly select an Annual Energy Outlook (AEO) oil price case and calibrate itself to that case. As it steps through each year, the WOMM will generate a stochastic supply shock tomore » OPEC output and accept a new estimate of U.S. petroleum demand from SEDS. The WOMM will then calculate a new oil market equilibrium for the current year. The world oil price at the new equilibrium will be sent back to SEDS.     The Hanford Site has hosted similar activities, including both Hanford Summits I and II. The Hanford Summits were two-day televised events to discuss the commitment of the current Presidential administration to the environmental restoration of the Hanford Site. Public involvement and strategic issues established from Hanford Summit I include: Regulatory issues, training and education, economic development and partnership, and technology transfer. Hanford Summit II provided a summary of how Secretary of Energy O`Leary is proceeding on the above strategic issues. The DOE and Westinghouse School for Environmental Excellence frequently offers a six-week course for environmental professionals and workers. Approximately thirty to forty individuals attend the training course, which provides training in environmental regulation compliance. The Hanford Site has hosted two previous International Atomic Energy Agency training courses. The courses lasted two weeks and had approximately eight to ten participants. Nuclear Material Management and Neutron Monitoring were the courses hosted by the Hanford Site.

    This study investigated the real-world energy performance of appliances and equipment as it compared with models and test procedures. The study looked to determine whether the U.S. Department of Energy and industry test procedures actually replicate real world conditions, whether performance degrades over time, and whether installation patterns and procedures differ from the ideal procedures. The study first identified and prioritized appliances to be evaluated. Then, the study determined whether real world energy consumption differed substantially from predictions and also assessed whether performance degrades over time. Finally, the study recommended test procedure modifications and areas for future research.

    This report presents the results of a recent research project originally concerned with review of governmental initiatives for changes to hospital design and operation standards at both the federal and state levels. However. it quickly became apparent that concern with energy conservation was not impacting hospital environmental standards, especially at the state level, irrespective of the energy implications. Consequently, the study was redirected to consider all energy conservation initiatives directed toward design and operating practices unique to the hospital environment. The scope was limited to agency programs (i.e., not undertaken at the initiative of individual hospitals), applicable to non-federal public and private hospitals.

    ENERGY STAR is a voluntary energy efficiency-labeling program operated jointly by the United States Department of Energy and the United States Environmental Protection Agency (US EPA). Since the program inception in 1992, ENERGY STAR has become a leading international brand for energy efficient products. ENERGY STAR's central role in the development of regional, national, and international energy programs necessitates an open process whereby its program achievements to date as well as projected future savings are shared with committed stakeholders. Through 2006, US EPA?S ENERGY STAR labeled products saved 4.8 EJ of primary energy and avoided 82 Tg C equivalent. We project that US EPA?S ENERGY STAR labeled products will save 12.8 EJ and avoid 203 Tg C equivalent over the period 2007-2015. A sensitivity analysis examining two key inputs (carbon factor and ENERGY STAR unit sales) bounds the best estimate of carbon avoided between 54 Tg C and 107 Tg C (1993 to 2006) and between 132 Tg C and 278 Tg C (2007 to 2015).

    This paper examines the various energy sources, renewable and nonrenewable, in the context of developing and industrialised countries. Particular experiences and technical data are mentioned regarding the United States' experience in this area and the Public Utilities Commissions of various states. The author has gathered various technical information on energy generation and public policies on energy issues while associated with the Public Utility Commission as a staff member and having testified as expert witness in a number of electric energy rate cases in Pennsylvania, North Carolina and West Virginia. This paper surveys the available alternate energy technologies to meet the energe needs at the village level, with particular reference to their application in Pakistan. This paper concludes after analysing the various energy choices as to the resources, policies and energy education development. The author has proposed small workshops at the high school level for students and teachers, based on the same concepts developed by the Department of Energy. Development of advanced research and cooperation in ''renewable energy resources'' through A.I.D. programs is recommended.

    Annex XIII on 'Fuel Cell Vehicles' of the Implementing Agreement Hybrid and Electric Vehicles of the International Energy Agency has been operating since 2006, complementing the ongoing activities on battery and hybrid electric vehicles within this group. This paper provides an overview of the Annex XIII final report for 2010, compiling an up-to-date, neutral, and comprehensive assessment of current trends in fuel cell vehicle technology and related policy. The technological description includes trends in system configuration as well as a review of the most relevant components including the fuel cell stack, batteries, and hydrogen storage. Results from fuel cell vehicle demonstration projects around the world and an overview of the successful implementation of fuel cells in specific transport niche markets will also be discussed. The final section of this report provides a detailed description of national research, development, and demonstration (RD&D) efforts worldwide.

This Action Plan provides an update of work undertaken to date as well as actions planned by the World Bank Group (WBG) in support of the Clean Energy for Development Investment Framework (CEIF). The Action Plan relies on partnerships, including with the International Financial Institutions (IFIs) and the private sector. While it concentrates on maximizing and extending existing instruments, it provides for continued dialogue with governments and the private sector on new approaches to accelerate the transition to a low carbon economy. In addition to increased investments, the private sector has an important role to play in closing the investment gap in many countries.     US national energy policy recognizes that the continued development of commercial nuclear power in the United States is vital to US national security and energy stability since it is a significant domestic energy resource that is relatively free from international pressures. As of this writing (August 1989) the United States had 108 nuclear power reactors in commercial status. In January 1989 nuclear energy produced 46 billion KwH or 20% of total US electricity generated in contrast to 45 billion KwH (18.8%) produced in January 1988. The US Federal Government has been engaged in a variety of activities to ensure that nuclear energy remains a safe, economically competitive and environmentally acceptable option. Much of the federal effort in recent months has been devoted to developing initiatives designed to remove institutional and regulatory obstacles to the continued use of nuclear power as part of the US energy system. Within this context, the following paragraphs summarize the major features of the current status of the US nuclear energy program and policies.

    Country Analysis Briefs: 1994 is a compilation of country profiles prepared by the Energy Markets and Contingency Information Division (EMCID) of the Office of Energy Markets and End Use. EMCID maintains Country Analysis Briefs (CABs) for specific countries or geographical areas that are important to world energy markets. As a general rule, CABs are prepared for all members of the Organization of Petroleum Exporting Countries (OPEC), major non-OPEC oil producers (i.e., the North Sea, Russia), major energy transit areas (i.e., Ukraine), and other areas of current interest to energy analysts and policy makers. As of January 1995, EMCID maintained over 40 CABs, updated on an annual schedule and subject to revision as events warrant. This report includes 25 CABs updated during 1994. All CABs contain a profile section, a map showing the country`s location, and a narrative section. The profile section includes outlines of the country`s economy, energy sector, and environment. The narrative provides further information and discussion of these topics. Some CABs also include a detailed map displaying locations of major oil and gas fields, pipelines, ports, etc. These maps were created as a result of special individual requests and so are not typically a standard feature of the CABs. They are presented here wherever available as a supplement to the information contained in the CABs.

    Annex IV is an international collaborative project to examine the environmental effects of marine energy devices among countries through the International Energy Agency’s Ocean Energy Systems Initiative (OES). The U.S. Department of Energy (DOE) serves as the Operating Agent for the Annex, in partnership with the Bureau of Ocean Energy Management (BOEM; formerly the Minerals Management Service), the Federal Energy Regulatory Commission (FERC), and National Oceanographic and Atmospheric Administration (NOAA). Numerous ocean energy technologies and devices are being developed around the world, and the few data that exist about the environmental effects of these technologies are dispersed among countries and developers. The purpose of Annex IV is to facilitate efficient government oversight of the development of ocean energy systems by compiling and disseminating information about the potential environmental effects of marine energy technologies and to identify methods of monitoring for these effects. Beginning in 2010, this three-year effort produced a publicly available searchable online database of environmental effects information (Tethys). It houses scientific literature pertaining to the environmental effects of marine energy systems, as well as metadata on international ocean energy projects and research studies. Two experts’ workshops were held in Dublin, Ireland (September 2010 and October 2012) to engage with international researchers, developers, and regulators on the scope and outcomes of the Annex IV project. Metadata and information stored in the Tethys database and feedback obtained from the two experts’ workshops were used as resources in the development of this report. This Annex IV final report contains three case studies of specific interactions of marine energy devices with the marine environment that survey, compile, and analyze the best available information in one coherent location. These case studies address 1) the physical interactions between animals and tidal turbines; 2) the acoustic impact of marine energy devices on marine animals; and 3) the effects of energy removal on physical systems. Each case study contains a description of environmental monitoring efforts and research studies, lessons learned, and analysis of remaining information gaps.     Destructive analysis is used by the International Atomic Energy Agency (IAEA) through its Safeguards Analytical Laboratory (SAL) to verify, in part, the inventory of nuclear materials at nuclear facilities. The reliability and quality of these meassurements must be assured in a systematic manner. The Division of Safeguards Evaluation, IAEA, required assistance in developing and implementing the quality assurance measures for the analytical procedures used in the destructive analysis of these safeguards samples. To meet these needs an ISPO POTAS Task D.53 was instituted in which consultants would review with IAEA staff the procedures used (or proposed) at SAL for the destructive analysis of safeguards samples and the statistical evaluation of the resulting measurement data at Headquarters. The procedures included analytical methods, qualtiy control measures, and the treatment of data from these activities. Based on this review, modifications to the system, if required, would be recommended which would provide routine assurance to management that these procedures are functioning properly to achieve safeguards objectives. In the course of this review, the sample handling procedures, measurement control activities, analytical methods, reference materials, calibration procedures, statistical analysis of data, and data management system were studied and evaluated. The degree to which SAL (as a total system) achieved laboratory quality assurance was assessed by comparison to accepted standards of quality assurance. 22 refs., 1 fig.

    It is widely understood that cold ambient temperatures increase vehicle fuel consumption due to heat transfer losses, increased friction (increased viscosity lubricants), and enrichment strategies (accelerated catalyst heating). However, relatively little effort has been dedicated to thoroughly quantifying these impacts across a large set of real world drive cycle data and ambient conditions. This work leverages experimental dynamometer vehicle data collected under various drive cycles and ambient conditions to develop a simplified modeling framework for quantifying thermal effects on vehicle energy consumption. These models are applied over a wide array of real-world usage profiles and typical meteorological data to develop estimates of in-use fuel economy. The paper concludes with a discussion of how this integrated testing/modeling approach may be applied to quantify real-world, off-cycle fuel economy benefits of various technologies.

    In much of the developed world, air-conditioning in buildings is the dominant driver of summer peak electricity demand. In the developing world a steadily increasing utilization of air-conditioning places additional strain on already-congested grids. This common thread represents a large and growing threat to the reliable delivery of electricity around the world, requiring capital-intensive expansion of capacity and draining available investment resources. Thermal energy storage (TES), in the form of ice or chilled water, may be one of the few technologies currently capable of mitigating this problem cost effectively and at scale. The installation of TES capacity allows a building to meet its on-peak air conditioning load without interruption using electricity purchased off-peak and operating with improved thermodynamic efficiency. In this way, TES has the potential to fundamentally alter consumption dynamics and reduce impacts of air conditioning. This investigation presents a simulation study of a large office building in four distinct geographical contexts: Miami, Lisbon, Shanghai, and Mumbai. The optimization tool DER-CAM (Distributed Energy Resources Customer Adoption Model) is applied to optimally size TES systems for each location. Summer load profiles are investigated to assess the effectiveness and consistency in reducing peak electricity demand. Additionally, annual energy requirements are used to determine system cost feasibility, payback periods and customer savings under local utility tariffs.

  9. The Boom of Electricity Demand in the Residential Sector in the Developing World and the Potential for Energy Efficiency

    With the emergence of China as the world's largest energy consumer, the awareness of developing country energy consumption has risen. According to common economic scenarios, the rest of the developing world will probably see an economic expansion as well. With this growth will surely come continued rapid growth in energy demand. This paper explores the dynamics of that demand growth for electricity in the residential sector and the realistic potential for coping with it through efficiency. In 2000, only 66% of developing world households had access to electricity. Appliance ownership rates remain low, but with better access to electricity and a higher income one can expect that households will see their electricity consumption rise significantly. This paper forecasts developing country appliance growth using econometric modeling. Products considered explicitly - refrigerators, air conditioners, lighting, washing machines, fans, televisions, stand-by power, water heating and space heating - represent the bulk of household electricity consumption in developing countries. The resulting diffusion model determines the trend and dynamics of demand growth at a level of detail not accessible by models of a more aggregate nature. In addition, the paper presents scenarios for reducing residential consumption through cost-effective and/or best practice efficiency measures defined at the product level. The research takes advantage of an analytical framework developed by LBNL (BUENAS) which integrates end use technology parameters into demand forecasting and stock accounting to produce detailed efficiency scenarios, which allows for a realistic assessment of efficiency opportunities at the national or regional level. The past decades have seen some of the developing world moving towards a standard of living previously reserved for industrialized countries. Rapid economic development, combined with large populations has led to first China and now India to emerging as 'energy giants', a phenomenon that is expected to continue, accelerate and spread to other countries. This paper explores the potential for slowing energy consumption and greenhouse gas emissions in the residential sector in developing countries and evaluates the potential of energy savings and emissions mitigation through market transformation programs such as, but not limited to Energy Efficiency Standards and Labeling (EES&L). The bottom-up methodology used allows one to identify which end uses and regions have the greatest potential for savings.

    A reassessment of world energy supplies was made in the wake of curtailed exports during the Iran/Iraq war and the corresponding increase in world oil prices, the drop in oil consumption, the widening economic recession, and US decontrol of oil. The report concludes that present worldwide levels of oil production are adequate to satisfy projected levels of consumption through 1981. This leaves the world energy system in balance even if oil exports from Iran and Iraq remain at minimal levels for the year. Past overestimation of demand makes it more likely that this year's consumption will fall short of the projection. The way in which Saudi Arabia's output is cut will be the key to oil pricing in 1981, the authors feel, but the likely approach will be a gradual reduction in production that will allow the Saudis to regain control of OPEC. The effects of a receding demand for oil have been intensified by high US interest rates and the spreading recession. The effect of immediate decontrol of petroleum is likely to compound the trend for reduced consumption and a corresponding increase in efficiency. 2 figures, 2 tables.

This document presents an overview of ESPCs and how they fit within the RLF framework. There are a variety of options available to state and local governments to catalyze the disbursement of available capital from RLFs and increase the number of ESPC projects within their jurisdictions. To demonstrate the implementation of this type of financing program in action, this report concludes with four program case studies of state-sponsored RLFs where ESPCs are an allowed use of funds.

    It is widely understood that cold-temperature engine operation negatively impacts vehicle fuel use due to a combination of increased friction (high-viscosity engine oil) and temporary enrichment (accelerated catalyst heating). However, relatively little effort has been dedicated to thoroughly quantifying these impacts across a large number of driving cycles and ambient conditions. This work leverages high-quality dynamometer data collected at various ambient conditions to develop a modeling framework for quantifying engine cold-start fuel penalties over a wide array of real-world usage profiles. Additionally, mitigation strategies including energy retention and exhaust heat recovery are explored with benefits quantified for each approach.

    There is an increasing interest in the use of computer algorithms to identify combinations of parameters which optimise the energy performance of buildings. For such problems, the objective function can be multi-modal and needs to be approximated numerically using building energy simulation programs. As these programs contain iterative solution algorithms, they introduce discontinuities in the numerical approximation to the objective function. Metaheuristics often work well for such problems, but their convergence to a global optimum cannot be established formally. Moreover, different algorithms tend to be suited to particular classes of optimization problems. To shed light on this issue we compared the performance of two metaheuristics, the hybrid CMA-ES/HDE and the hybrid PSO/HJ, in minimizing standard benchmark functions and real-world building energy optimization problems of varying complexity. From this we find that the CMA-ES/HDE performs well on more complex objective functions, but that the PSO/HJ more consistently identifies the global minimum for simpler objective functions. Both identified similar values in the objective functions arising from energy simulations, but with different combinations of model parameters. This may suggest that the objective function is multi-modal. The algorithms also correctly identified some non-intuitive parameter combinations that were caused by a simplified control sequence of the building energy system that does not represent actual practice, further reinforcing their utility.

    The IEAGHG Weyburn-Midale CO₂ Monitoring and Storage Project (WMP) began in 2000 with the first four years of research that confirmed the suitability of the containment complex of the Weyburn oil field in southeastern Saskatchewan as a storage location for CO₂ injected as part of enhanced oil recovery (EOR) operations. The first half of this report covers research conducted from 2010 to 2012, under the funding of the United States Department of Energy (contract DEFE0002697), the Government of Canada, and various other governmental and industry sponsors. The work includes more in-depth analysis of various components of a measurement, monitoring and verification (MMV) program through investigation of data on site characterization and geological integrity, wellbore integrity, storage monitoring (geophysical and geochemical), and performance/risk assessment. These results then led to the development of a Best Practices Manual (BPM) providing oilfield and project operators with guidance on CO₂ storage and CO₂-EOR. In 2013, the USDOE and Government of Saskatchewan exercised an optional phase of the same project to further develop and deploy applied research tools, technologies, and methodologies to the data and research at Weyburn with the aim of assisting regulators and operators in transitioning CO₂-EOR operations into permanent storage. This work, detailed in the second half of this report, involves seven targeted research projects – evaluating the minimum dataset for confirming secure storage; additional overburden monitoring; passive seismic monitoring; history-matched modelling; developing proper wellbore design; casing corrosion evaluation; and assessment of post CO₂-injected core samples. The results from the final and optional phases of the Weyburn-Midale Project confirm the suitability of CO₂-EOR fields for the injection of CO₂, and further, highlight the necessary MMV and follow-up monitoring required for these operations to be considered permanent storage.

    Fossil resource endowments and the future development of fossil fuel prices are important factors that will critically influence the nature and direction of the global energy system. In this paper we analyze a multi-model ensemble of long-term energy and emissions scenarios that were developed within the framework of the EMF27 integrated assessment model inter-comparison exercise. The diverse nature of these models highlights large uncertainties in the likely development of fossil resource (coal, oil, and natural gas) consumption, trade, and prices over the course of the twenty-first century and under different climate policy frameworks. We explore and explain some of the differences across scenarios and models and compare the scenario results with fossil resource estimates from the literature. A robust finding across the suite of IAMs is that the cumulative fossil fuel consumption foreseen by the models is well within the bounds of estimated recoverable reserves and resources. Hence, fossil resource constraints are, in and of themselves, unlikely to limit future GHG emissions. Our analysis also shows that climate mitigation policies could lead to a major reallocation of financial flows between regions, in terms of expenditures on fossil fuels and carbon, and can help to alleviate near-term energy security concerns via the reductions in oil imports and increases in energy system diversity they will help to motivate.

    Two key overarching goals of this Initiative are enhancing the efficiency and competitiveness of U.S. industry and reducing the trends toward higher imports. These goals take into account new Federal policies that reflect economic needs, including economic growth, deficit reduction, job creation and security, and global competitiveness, as well as the need to preserve the environment, improve energy efficiency, and provide for national security. The success of this Initiative clearly requires coordinated strategies that range far beyond policies primarily directed at natural gas and oil supplies. Therefore, this Initiative proposes three major strategic activities: Strategic Activity 1 -- increase domestic natural gas and oil production and environmental protection by advancing and disseminating new exploration, production, and refining technologies; Strategic Activity 2 -- stimulate markets for natural gas and natural-gas-derived products, including their use as substitutes for imported oil where feasible; and Strategic Activity 3 -- ensure cost-effective environmental protection by streamlining and improving government communication, decision making, and regulation. Finally, the Initiative will reexamine the costs and benefits of increase oil imports through a broad new Department of Energy study. This study will form the basis for additional actions found to be warranted under the study.

    JAEA (Japan Atomic Energy Agency) manages 2 tritium handling laboratories: Tritium Processing Laboratory (TPL) in Tokai and DEMO-RD building in Rokkasho. TPL has been accumulating a gram level tritium safety handling experiences without any accidental tritium release to the environment for more than 25 years. Recently, our activities have focused on 3 categories, as follows. First, the development of a detritiation system for ITER. This task is the demonstration test of a wet Scrubber Column (SC) as a pilot scale (a few hundreds m{sup 3}/h of processing capacity). Secondly, DEMO-RD tasks are focused on investigating the general issues required for DEMO-RD design, such as structural materials like RAFM (Reduced Activity Ferritic/Martensitic steels) and SiC/SiC, functional materials like tritium breeder and neutron multiplier, and tritium. For the last 4 years, we have spent a lot of time and means to the construction of the DEMO-RD facility and to its licensing, so we have just started the actual research program with tritium and other radioisotopes. This tritium task includes tritium accountancy, tritium basic safety research such as tritium interactions with various materials, which will be used for DEMO-RD and durability. The third category is the recovery work from the Great East Japan earthquake (2011 earthquake). It is worth noting that despite the high magnitude of the earthquake, TPL was able to confine tritium properly without any accidental tritium release.

    Low-slope roof systems are common on commercial and industrial buildings and, to a lesser extent, on residential buildings. Although insulating materials have nearly always been a component of low-slope roofs, the amount of insulation used has increased in the past two decades because of escalation of heating and cooling costs and increased awareness of the need for energy conservation. As the amount of insulation has increased, the demand has intensified for design, installation, and maintenance information specifically for well-insulated roofs. Existing practices for design, installation, and maintenance of insulated roofs have evolved from experience. Typically, these practices feature compromises due to the different properties of materials making up a given roof system. Therefore, they should be examined from time to time to ensure that they are appropriate as new materials continue to enter the market and as the data base on existing systems expands.     A shift towards increased levels of driving automation is generally expected to result in improved safety and traffic congestion outcomes. However, little empirical data exists to estimate the impact that automated driving could have on energy consumption and greenhouse gas emissions. In the absence of empirical data on differences between drive cycles from present day vehicles (primarily operated by humans) and future vehicles (partially or fully operated by computers) one approach is to model both situations over identical traffic conditions. Such an exercise requires traffic micro-simulation to not only accurately model vehicle operation under high levels of automation, but also (and potentially more challenging) vehicle operation under present day human drivers. This work seeks to quantify the ability of a commercial traffic micro-simulation program to accurately model real-world drive cycles in vehicles operated primarily by humans in terms of driving speed, acceleration, and simulated fuel economy. Synthetic profiles from models of freeway and arterial facilities near Atlanta, Georgia, are compared to empirical data collected from real-world drivers on the same facilities. Empirical and synthetic drive cycles are then simulated in a powertrain efficiency model to enable comparison on the basis of fuel economy. Synthetic profiles from traffic micro-simulation were found to exhibit low levels of transient behavior relative to the empirical data. Even with these differences, the synthetic and empirical data in this study agree well in terms of driving speed and simulated fuel economy. The differences in transient behavior between simulated and empirical data suggest that larger stochastic contributions in traffic micro-simulation (relative to those present in the traffic micro-simulation tool used in this study) are required to fully capture the arbitrary elements of human driving. Interestingly, the lack of stochastic contributions from models of human drivers in this study did not result in a significant discrepancy between fuel economy simulations based on synthetic and empirical data; a finding with implications on the potential energy efficiency gains of automated vehicle technology.

    This study analyzes the financial impacts on consumers of minimum efficiency performance standards (MEPS) for appliances that could be implemented in 13 major economies around the world. We use the Bottom-Up Energy Analysis System (BUENAS), developed at Lawrence Berkeley National Laboratory (LBNL), to analyze various appliance efficiency target levels to estimate the net present value (NPV) of policies designed to provide maximum energy savings while not penalizing consumers financially. These policies constitute what we call the cost-effective potential (CEP) scenario. The CEP scenario is designed to answer the question: How high can we raise the efficiency bar in mandatory programs while still saving consumers money?

    Understanding the real-world power demand of modern automobiles is of critical importance to engineers using modeling and simulation to inform the intelligent design of increasingly efficient powertrains. Increased use of global positioning system (GPS) devices has made large scale data collection of vehicle speed (and associated power demand) a reality. While the availability of real-world GPS data has improved the industry's understanding of in-use vehicle power demand, relatively little attention has been paid to the incremental power requirements imposed by road grade. This analysis quantifies the incremental efficiency impacts of real-world road grade by appending high fidelity elevation profiles to GPS speed traces and performing a large simulation study. Employing a large real-world dataset from the National Renewable Energy Laboratory's Transportation Secure Data Center, vehicle powertrain simulations are performed with and without road grade under five vehicle models. Aggregate results of this study suggest that road grade could be responsible for 1% to 3% of fuel use in light-duty automobiles.

    Voluntary agreements for energy efficiency improvement and reduction of energy-related greenhouse gas (GHG) emissions have been a popular policy instrument for the industrial sector in industrialized countries since the 1990s. A number of these national-level voluntary agreement programs are now being modified and strengthened, while additional countries--including some recently industrialized and developing countries--are adopting these type of agreements in an effort to increase the energy efficiency of their industrial sectors.Voluntary agreement programs can be roughly divided into three broad categories: (1) programs that are completely voluntary, (2) programs that use the threat of future regulations or energy/GHG emissions taxes as a motivation for participation, and (3) programs that are implemented in conjunction with an existing energy/GHG emissions tax policy or with strict regulations. A variety of government-provided incentives as well as penalties are associated with these programs. This paper reviews 23 energy efficiency or GHG emissions reduction voluntary agreement programs in 18 countries, including countries in Europe, the U.S., Canada, Australia, New Zealand, Japan, South Korea, and Chinese Taipei (Taiwan) and discusses preliminary lessons learned regarding program design and effectiveness. The paper notes that such agreement programs, in which companies inventory and manage their energy use and GHG emissions to meet specific reduction targets, are an essential first step towards GHG emissions trading programs.

    The Department of Energy, the Department of Defense's Defense Logistics Agency, and the Department of Transportation's Federal Transit Administration have funded learning demonstrations and early market deployments to provide insight into applications of hydrogen technologies on the road, in the warehouse, and as stationary power. NREL's analyses validate the technology in real-world applications, reveal the status of the technology, and facilitate the development of hydrogen and fuel cell technologies, manufacturing, and operations. This paper presents the maintenance, safety, and operation data of fuel cells in multiple applications with the reported incidents, near misses, and frequencies. NREL has analyzed records of more than 225,000 kilograms of hydrogen that have been dispensed through more than 108,000 hydrogen fills with an excellent safety record.

The objective is to study world biofuel markets and to examine the possible contribution that biofuel imports could make to help meet the Renewable Fuel Standard (RFS) of the Energy Independence and Security Act of 2007 (EISA). The study was sponsored by the Biomass Program of the Assistant Secretary for Energy Efficiency and Renewable Energy (EERE), U.S. Department of Energy. It is a collaborative effort among the Office of Policy and International Affairs (PI), Department of Energy and Oak Ridge National Laboratory (ORNL), National Renewable Energy Laboratory (NREL) and Brookhaven National Laboratory (BNL). The project consisted of three main components: (1) Assessment of the resource potential for biofuel feedstocks such as sugarcane, grains, soybean, palm oil and lignocellulosic crops and development of supply curves (ORNL). (2) Assessment of the cost and performance of biofuel production technologies (NREL). (3) Scenario-based analysis of world biofuel markets using the ETP global energy model with data developed in the first parts of the study (BNL). This report covers the modeling and analysis part of the project conducted by BNL in cooperation with PI. The Energy Technology Perspectives (ETP) energy system model was used as the analytical tool for this study. ETP is a 15 region global model designed using the MARKAL framework. MARKAL-based models are partial equilibrium models that incorporate a description of the physical energy system and provide a bottom-up approach to study the entire energy system. ETP was updated for this study with biomass resource data and biofuel production technology cost and performance data developed by ORNL and NREL under Tasks 1 and 2 of this project. Many countries around the world are embarking on ambitious biofuel policies through renewable fuel standards and economic incentives. As a result, the global biofuel demand is expected to grow very rapidly over the next two decades, provided policymakers stay the course with their policy goals. This project relied on a scenario-based analysis to study global biofuel markets. Scenarios were designed to evaluate the impact of different policy proposals and market conditions. World biofuel supply for selected scenarios is shown in Figure 1. The reference case total biofuel production increases from 12 billion gallons of ethanol equivalent in 2005 to 54 billion gallons in 2020 and 83 billion gallons in 2030. The scenarios analyzed show volumes ranging from 46 to 64 billion gallons in 2020, and from about 72 to about 100 billion gallons in 2030. The highest production worldwide occurs in the scenario with high feedstock availability combined with high oil prices and more rapid improvements in cellulosic biofuel conversion technologies. The lowest global production is found in the scenario with low feedstock availability, low oil prices and slower technology progress.

    The Department of Energy`s procedures for implementing the requirements of the National Environmental Policy Act (NEPA) have undergone significant changes since February 5, 1990 when the then Secretary of Energy, Admiral James Watkins, issued Secretary of Energy Notice 15 (SEN-15). This notice directed all DOE elements to integrate NEPA into their decision making processes and temporarily centralized NEPA decision making for all level of NEPA documents (categorical exclusions, environmental assessments (EA), and environmental impact statements) at DOE Headquarters. Since 1990 most of the responsibilities for NEPA have been returned to DOE field elements. However, in the intervening five years, there have been significant changes at all levels of DOE regarding the role NEPA will play in DOE decision making. DOE`s new NEPA regulations were published on April 24, 1992 and required greater state and Native American involvement in the preparation of EAs. Delegation of EA authority to the DOE field offices followed the current Secretary of Energy`s letter of June 13, 1994. In order for delegation to take place each DOE field element provided a plan that included internal scoping and public participation in the EA process. Since the Manhattan Project the Hanford Site has been a crucial component of the nation`s nuclear weapons program. Since the late 1980s Hanford`s mission has changed from the production of defense nuclear materials to environmental clean-up. This paper will provide an overview of NEPA at the Hanford Site since 1990 and how the application of NEPA has changed in the five years since SEN-15. Of particular interest will be the EA process at Hanford. This EA process strongly parallels the procedural requirements for an EIS. It includes notification of states, Native Americans, and the public, internal scoping, preparation and circulation of a draft EA, and creation of a panel for making recommendations regarding the significance of the proposed action.

    RAMSGAS, the Research and Development Analysis Modeling System World Natural Gas Model, was developed to support planning of unconventional gaseoues fuels research and development. The model is a scenario analysis tool that can simulate the penetration of unconventional gas into world markets for oil and gas. Given a set of parameter values, the model estimates the natural gas supply and demand for the world for the period from 1980 to 2030. RAMSGAS is based onmore » a supply/demand framwork and also accounts for the non-renewable nature of gas resources. The model has three fundamental components: a demand module, a wellhead production cost module, and a supply/demand interface module. The demand for gas is a product of total demand for oil and gas in each of 9 demand regions and the gas share. Demand for oil and gas is forecast from the base year of 1980 through 2030 for each demand region, based on energy growth rates and price-induced conservation. For each of 11 conventional and 19 unconventional gas supply regions, wellhead production costs are calculated. To these are added transportation and distribution costs estimates associated with moving gas from the supply region to each of the demand regions and any economic rents. Based on a weighted average of these costs and the world price of oil, fuel shares for gas and oil are computed for each demand region. The gas demand is the gas fuel share multiplied by the total demand for oil plus gas. This demand is then met from the available supply regions in inverse proportion to the cost of gas from each region. The user has almost complete control over the cost estimates for each unconventional gas source in each year and thus can compare contributions from unconventional resources under different cost/price/demand scenarios.« less
