    As photovoltaic (PV) systems gain more acceptance in utility-interactive applications throughout the world, many organizations are placing increasingly higher priorities on writing guidelines, codes and standards. These guidelines and codes are being written to improve safety, installation, acceptance, listing or certification of the PV components or systems. Sandia National Laboratories` PV System Applications Department is working closely with the PV industry to address issues that are associated with fire and personnel safety and with National Electrical Code (NEC) requirements. Additionally, the United States has agreed to participate in two of the International Energy Agency (IEA) Annexes (topical tasks) of the Implementing Agreement for a Cooperative Programme on Photovoltaic Power Systems. This paper describes events and activities associated with the NEC and the IEA that are being led by Sandia National Laboratories with broad participation by the US PV industry.

    The U.S, Department of Energy (DOE), National Nuclear Security Agency's (NNSA) Remote Sensing Laboratory (RSL) provides Geographic Information System (GIS) support during nuclear emergency response activities. As directed by the NNSA, the RSL GIS staff maintains databases and equipment for rapid field deployment during an emergency response. When on location, GIS operators provide information products to on-site emergency managers as well as to emergency managers at the DOE Headquarters (HQ) Emergency Operations Center (EOC) in Washington, D.C. Data products are derived from multiple information sources in the field including radiological prediction models, field measurements taken on the ground and from the air, and pertinent information researched on the Internet. The GIS functions as a central data hub where it supplies the information to response elements in the field, as well as to headquarters officials at HQ during emergency response activities.

    The potential economic benefits of the growing renewable energy sector have led to increased federal, state, and local investments in solar industries, including federal grants for expanded workforce training for U.S. solar installers. However, there remain gaps in the data required to understand the size and composition of the workforce needed to meet the demand for solar power. Through primary research on the U.S. solar installation employer base, this report seeks to address that gap, improving policymakers and other solar stakeholders understanding of both the evolving needs of these employers and the economic opportunity associated with solar market development. Included are labor market data covering current U.S. employment, expected industry growth, and employer skill preferences for solar installation-related occupations. This study offers an in-depth look at the solar installation sectors. A study published by the Solar Foundation in October 2011 provides a census of labor data across the entire solar value chain.

    The Arno Kahn/Builders and Laborers Commonwealth Site is a house in a Minnesota suburb. It combines a modified direct-gain sun space system with a thermal envelope. The living space is separated from the sun space by a three-story mass wall. Sunlight enters the three-story solarium and heats the mass wall which in turn heats the air. The warm air is then distributed through the thermal envelope. Manually operated shades provide night insulation for the south-facing windows, and roof overhangs and a turbine vent in the solarium roof prevent overheating. Domestic hot water is preheated in four tanks located behind the window of the basement sunroom. The concrete floor in the basement provides part of the heat storage. Wood burning stoves and electric baseboard heaters provide auxiliary heating. Five modes of operation are described: collector-to-storage, collector-to-space heating, storage-to-space heating, solarium cooling and domestic hot water preheating. The instrumentation for the National Solar Data Network is described. The solar energy portion of the construction costs is estimated to be $7000. (LEW)

    This report describes operations at SunLine Transit Agency for their newest prototype fuel cell bus and five compressed natural gas (CNG) buses. In May 2010, SunLine began operating its sixth-generation hydrogen fueled bus, an Advanced Technology (AT) fuel cell bus that incorporates the latest design improvements to reduce weight and increase reliability and performance. The agency is collaborating with the U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) to evaluate the bus in revenue service. This report provides the early data results and implementation experience of the AT fuel cell bus since it was placed in service.

    On June 17--18, 1998, the Department of Energy`s (DOE) Office of Worker and Community Transition convened its sixth National Stakeholder Workshop at the Ramada Plaza Hotel Old Town in Alexandria, Virginia. Approximately 325 stakeholders attended representing DOE headquarters and field offices, contractors, labor organizations, state and local government, education and community interest groups. The meeting addressed the progress made on the issues and challenges identified at the last stakeholder`s meeting in Oakland, California on April 9--11, 1997. Also discussed were the full range of the Department`s work force issues and creative solutions to the inherent challenges of simultaneously implementing the Department`s post Cold-War mission, work force restructuring guidance, contract reform objectives, asset disposition, performance-based management requirements, and business process improvement policies. The format of the Workshop included several plenary sessions and a number of small group discussion sessions. The small group sessions focused on topics related to labor issues, work force restructuring, work force planning, community transition, and employee concerns. The sessions provided a wide range of views on worker and community transition issues. The plenary sessions of the Workshop included presentations on the following topics: welcome and introductions; opening remarks; building a better labor-management relationship; keynote speech from Secretary of Energy Federico Pena; meeting tomorrow`s challenges (early site closures); harnessing the contracting process to encourage local growth; and, the British experience in economic conversion.

    The U.S. Environmental Protection Agency (EPA) recently developed a searchable database and website for the Environmental Radiation Ambient Monitoring System (ERAMS) data. This site contains nationwide radiation monitoring data for air particulates, precipitation, drinking water, surface water and pasteurized milk. This site provides location-specific as well as national information on environmental radioactivity across several media. It provides high quality data for assessing public exposure and environmental impacts resulting from nuclear emergencies and provides baseline data during routine conditions. The database and website are accessible at www.epa.gov/enviro/. This site contains (1) a query for the general public which is easy to use--limits the amount of information provided, but includes the ability to graph the data with risk benchmarks and (2) a query for a more technical user which allows access to all of the data in the database, (3) background information on ER AMS.

    This document is meant to describe the status of the International Energy Agency (IEA), Annex 11 (Integrated Systems), Subtask B (Analytical Tools) effort being carried out by the Member Nations. The goal of this Annex is to identify, compile, and integrate models of hydrogen technology components into system models that will describe overall pathways. Examples would include: PV/electrolysis/pipeline transport/hydride storage/PEM fuel cell utilization or natural gas steam reforming/liquefaction/truck transport/hydrogen refueling station. Component models are developed by the Member Nations and integrated into the desired overall system. Subtask B is concerned with identifying and compiling existing component models from Member Nations, or developing these models from data supplied by the Member Nations via Subtask A.

    The Agency for Toxic Substances and Disease Registry is required to conduct a health assessment of any site that is listed on or proposed for the US Environmental Protection Agency's National Priorities List. Sixteen US Department of Energy (DOE) sites currently fall into this category. Health assessments contain a qualitative description of impacts to public health and the environment from hazardous waste sites, as well as recommendations for actions to mitigate or eliminate risk. Because these recommendations may have major impacts on compliance activities at DOE facilities, the health assessments are an important source of information for the monitoring activities of DOE's Office of Environmental Compliance (OEC). This report provides an overview of the activities involved in preparing the health assessment, its role in environmental management, and its key elements.

This is the second results report for the AT fuel cell bus since it was placed in service, and it focuses on the newest data analysis and lessons learned since the previous report. The appendices, referenced in the main report, provide the full background for the evaluation. They will be updated as new information is collected but will contain the original background material from the first report.

In May 2010, SunLine began operating its sixth-generation hydrogen fueled bus, an Advanced Technology (AT) fuel cell bus that incorporates the latest design improvements to reduce weight and increase reliability and performance. NREL has previously published two reports documenting the operation of the fuel cell bus in service.     A review of previous efforts in process monitoring for safeguards was conducted. Previous efforts touched on various concepts and a few specific applications, but none was comprehensive in addressing all aspects of a process monitoring application for safeguards. This report develops prototypical process monitoring concepts that can be incorporated into the International Atomic Energy Agency's (IAEA's) general safeguards approach for fuel reprocessing plants. This effort considers existing approaches, recognizing limitations and needed improvements. Prototypical process monitoring applications are developed and proposed for implementation and demonstration in the Integrated Equipment Test facility, which is located at the Oak Ridge National Laboratory. The specific information needed to accomplish the process monitoring objectives are defined, and the mechanics for obtaining that information are described. Effort is given to the identification and assessment of potential impacts and benefits associated with process monitoring concepts, with particular attention to IAEA, state, and plant operator interests. The historical development of process monitoring is described and the implications of using process monitoring in international safeguards are discussed. Specific process process monitoring applications for demonstration in the IET facility are developed in Sects. 6 through 14. 1 fig.

    ENERGY STAR is a voluntary energy efficiency-labeling program operated jointly by the United States Department of Energy and the United States Environmental Protection Agency (US EPA). Since the program inception in 1992, ENERGY STAR has become a leading international brand for energy efficient products. ENERGY STAR's central role in the development of regional, national, and international energy programs necessitates an open process whereby its program achievements to date as well as projected future savings are shared with committed stakeholders. Through 2006, US EPA?S ENERGY STAR labeled products saved 4.8 EJ of primary energy and avoided 82 Tg C equivalent. We project that US EPA?S ENERGY STAR labeled products will save 12.8 EJ and avoid 203 Tg C equivalent over the period 2007-2015. A sensitivity analysis examining two key inputs (carbon factor and ENERGY STAR unit sales) bounds the best estimate of carbon avoided between 54 Tg C and 107 Tg C (1993 to 2006) and between 132 Tg C and 278 Tg C (2007 to 2015).

However, there remain gaps in the data required to understand the size and composition of the workforce needed to meet the demand for solar power. Through primary research on the U.S. solar installation employer base, this report seeks to address that gap, improving policymakers and other solar stakeholders understanding of both the evolving needs of these employers and the economic opportunity associated with solar market development. Included are labor market data covering current U.S. employment, expected industry growth, and employer skill preferences for solar installation-related occupations. This study offers an in-depth look at the solar installation sectors. A study published by the Solar Foundation in October 2011 provides a census of labor data across the entire solar value chain.

    The goal of environmental management is to reduce environmental pollution and minimize risks associated with a facility's production, operations and maintenance. An environmental management program oversees the environmental functions within an agency, generally providing guidance and technical support throughout the entire organization. An environmental audit program is a critical component of an agency's ongoing environmental management program. Auditing increasingly is being used as a systematic method for verifying compliance with applicable statutes and regulations, evaluating the effectiveness of environmental management systems already in place, and identifying unregulated risks present at a facility. In essence, environmental auditing provides the data for a facility or agency to prepare a report card to ensure that the goals and objectives of their ongoing environmental program are achieved. The Environmental Protection Agency (EPA) defines environmental auditing as a systematic, documented, periodic and objective review of facility operations and practices related to meeting environmental requirements. In addition, EPA policy encourages all Federal agencies to develop auditing programs and offers technical assistance to help Federal agencies design audit programs. The guidance document is one means by which EPA is following through on its commitment to provide such assistance to other Federal agencies.

    The Department of Energy (DOE) manages one of the world`s largest programs for storage, treatment, and disposal of low-level radioactive wastes. This system with facilities located at sites across the nation has evolved over some forty years in response to changing needs, technologies, and increasing public awareness and concerns for environmental protection. The DOE has operated in a self regulatory mode in most aspects of its low-level waste (LLW) programs. It has been DOE`s policy and practice to provide at least the same level of safety and protection for the public, DOE and contractor employees, and the general environment, as that required by the Nuclear Regulatory Commission for commercial operations. DOE`s policies have been implemented through a management system that historically has been highly decentralized so as to be responsive to the needs of DOE sites which generate a wide variety of wastes at some 25 locations. In addition to concerns with the LLW that it manages, DOE has an interest in the US Environmental Protection Agency`s (EPA) promulgation of 40 CFR Part 193 because of its responsibilities under the Low Level Radioactive Waste Policy Amendments Act (LLRWPAA) to manage certain classes of waste and to assist and encourage the development of interstate compact-managed regional low-level waste disposal sites.

    Since 1957, the International Atomic Energy Agency (IAEA) has worked to ensure the safe and responsible promotion of nuclear technology throughout the world. The IAEA operates at the intersection of the Nuclear Nonproliferation Treaty’s (NPT) fourth and third articles, which guarantee Parties to the Treaty the right to peaceful uses of nuclear technology, provided those activities are placed under safeguards verified by the IAEA. However, while the IAEA has enjoyed substantial success and prestige in the international community, there is a concern that its resources are being stretched to a point where it may no longer be possible to execute its multifaceted mission in its entirety. As noted by the Director General (DG) in 2008, demographics suggest that every aspect of the IAEA’s operations will be in higher demand due to increasing reliance on non-carbon-based energy and the concomitant nonproliferation, safety, and security risks that growth entails. In addition to these nuclear energy concerns, the demand for technical developmental assistance in the fields of food security, resource conservation, and human health is also predicted to increase as the rest of the world develops. Even with a 100% value-for-money rating by the U.S. Office of Management and Budget (OMB) and being described as an “extraordinary bargain” by the United Nations Secretary-General’s High-level Panel on Threats, Challenges and Change, real budget growth at the Agency has been limited to zero-real growth for a better part of the last two decades. Although the 2012 regular budget (RB) received a small increase for most programs, the 2013 RB has been set at zero-real growth. As a result, the IAEA has had to defer infrastructure investments, which has hindered its ability to provide the public goods its Members seek, decreased global security and development opportunities, and functionally transformed the IAEA into a charity, dependent on extrabudgetary (EB) contributions to sustain its mission and capabilities. To resolve these resource constraints, we recommend the creation of an endowment, funded entirely through private contributions. Our initial estimates for the endowment are that a €2B principal. This level of capitalization could provide significant support to all aspects of the IAEA’s mission, including Capital Investment and Innovation; Technical Cooperation; as well as incentivizing the policy and technology entrepreneurship that will be necessary for the future health of the nonproliferation regime. Given this potential, our future efforts will focus on a more rigorous assessment of the financial requirements, while simultaneously creating the beginnings of a functional organization. These include: organizational structure, metrics for grant-making and performance evaluation, and outreach and fundraising strategies. At the end of this process, there should be sufficient information and engagement to begin to operationalize the endowment through external funding sources.

    The Chairman of the Senate Committee on Govermental Affairs asked the United States General Accounting Office (GAO) to review the safeguards and nuclear power plant safety programs of the International Atomic Energy Agency (IAEA). This report examines (1) the effectiveness of IAEA`s safeguards program and the adequacy of program funding, (2) the management of U.S. technical assistance to the IAEA`s safeguards program, and (3) the effectiveness of IAEA`s program for advising United Nations (UN) member states about nuclear power plant safety and the adequacy of program funding. Under its statute and the Treaty on the Non-Proliferation of Nuclear Weapons, IAEA is mandated to administer safeguards to detect diversions of significant quantities of nuclear material from peaceful uses. Because of limits on budget growth and unpaid contributions, IAEA has had difficulty funding the safeguards program. IAEA also conducts inspections of facilities or locations containing declared nuclear material, and manages a program for reviewing the operational safety of designated nuclear power plants. The U.S. technical assistance program for IAEA safeguards, overseen by an interagency coordinating committee, has enhanced the agency`s inspection capabilities, however, some weaknesses still exist. Despite financial limitations, IAEA is meeting its basic safety advisory responsibilities for advising UN member states on nuclear safety and providing requested safety services. However, IAEA`s program for reviewing the operational safety of nuclear power plants has not been fully effective because the program is voluntary and UN member states have not requested IAEA`s review of all nuclear reactors with serious problems. GAO believes that IAEA should have more discretion in selecting reactors for review.

The primary objective of the Office of Industrial Technologies Chemical Industry Team is to work in partnership with the US chemical industry to maximize economic, energy, and environmental benefits through research and development of innovative technologies. This document was developed to inventory organizations within the federal government on current chemical industry-related research and development. While an amount of funding or number of projects specifically relating to chemical industry research and development was not defined in all organizations, identified were about 60 distinct organizations representing 7 cabinet-level departments and 4 independent agencies, with research efforts exceeding $3.5 billion in fiscal year 1995. Effort were found to range from less than $500 thousand per year at the Departments of Agriculture and the Interior to over $100 million per year at the Departments of Commerce, Defense, Energy, and Health and Human Services and the National Aeronautics and Space Administration. The total number of projects in these programs exceeded 10,000. This document is complete to the extent that agencies volunteered information. Additions, corrections, and changes are encouraged and will be incorporated in future revisions.

    SunLine Transit Agency, which provides public transit services to the Coachella Valley area of California, has demonstrated hydrogen and fuel cell bus technologies for more than 10 years. In May 2010, SunLine began demonstrating the advanced technology (AT) fuel cell bus with a hybrid electric propulsion system, fuel cell power system, and lithium-based hybrid batteries. This report describes operations at SunLine for the AT fuel cell bus and five compressed natural gas buses. The U.S. Department of Energy's National Renewable Energy Laboratory (NREL) is working with SunLine to evaluate the bus in real-world service to document the results and help determine the progress toward technology readiness. NREL has previously published three reports documenting the operation of the fuel cell bus in service.     The National Energy Modeling System (NEMS) is a computer-based, energy-economy modeling system of U.S. through 2030. NEMS projects the production, imports, conversion, consumption, and prices of energy, subject to assumptions on macroeconomic and financial factors, world energy markets, resource availability and costs, behavioral and technological choice criteria, cost and performance characteristics of energy technologies, and demographics. NEMS was designed and implemented by the Energy Information Administration (EIA) of the U.S. Department of Energy (DOE). NEMS can be used to analyze the effects of existing and proposed government laws and regulations related to energy production and use; the potential impact of new and advanced energy production, conversion, and consumption technologies; the impact and cost of greenhouse gas control; the impact of increased use of renewable energy sources; and the potential savings from increased efficiency of energy use; and the impact of regulations on the use of alternative or reformulated fuels. NEMS has also been used for a number of special analyses at the request of the Administration, U.S. Congress, other offices of DOE and other government agencies, who specify the scenarios and assumptions for the analysis. Modules allow analyses to be conducted in energy topic areas such as residential demand, industrial demand, electricity market, oil and gas supply, renewable fuels, etc.

    The US Department of Energy`s Defense Programs face unprecedented challenges of stewardship for an aging nuclear stockpile, cessation of nuclear testing, reduced federal budgets, and a smaller manufacturing complex. Partnerships with industry are essential in developing technology, modernizing the manufacturing complex, and maintaining the safety and reliability of the nation`s nuclear capability. The past decade of federal support for industrial partnerships has promoted benefits to US industrial competitiveness.     The goal of the project 'State Research, Outreach and Technical Assistance to Improve the Nation's Transmission and Distribution Systems' was for the National Association of State Energy Officials (NASEO) to partner with the National Governors Association (NGA) Center for Best Practices, the National Conference of State Legislators (NCSL), and the National Association of Regulatory Utility Commissioners (NARUC) to assist DOE's Office of Electricity Delivery and Energy Reliability (OE) in its effort to modernize and expand America's electric delivery system. NASEO focused on key transmission and distribution issues where coordination between the federal and state governments was critical. Throughout the duration of this program, NASEO engaged in monthly coordination - occasionally more often - with NGA, NCSL and NARUC. NASEO staff and General Counsel Jeff Genzer also had regular face-to-face meetings, phone calls and emails with OE staff to learn from DOE and share information and feedback from the state energy offices on transmission and distribution. To commence work on this project, NASEO met with OE, NGA, NCSL and NARUC in January 2005 and remained committed to regular communications with all involved entities throughout the duration of this project. NASEO provided comments and analysis to the other partners on deliverable reports under this award. This award provided support to NASEO's Energy Production Committee (chaired by Dub Taylor of Texas, followed by Tom Fuller of Wyoming) to plan and host sessions at NASEO's Annual Meeting and Energy Outlook Conferences. Sessions included presentations from state, DOE, national laboratory and private sector experts on transmission, distribution, distributed energy resources, integrating renewable resources into the electricity grid. NASEO disseminated information to its members through emails and its website on transmission and distribution technology and policy. NASEO was an active member of the National Council on Electricity Policy as part of its transmission and distribution work. The National Council on Electricity Policy (National Council) is a venture between NASEO, NARUC, NCSL, National Association of Clean Air Agencies (NACAA) and the National Governors Association (NGA). The National Council also includes several federal members including FERC, DOE, and the U.S. Environment Protection Agency (EPA). NASEO members serve on the policy committee and NASEO General Council Jeff Genzer is a member of the National Council's Executive Committee. NASEO staff participated on regularly scheduled policy committee and executive committee calls and helped to plan agendas and publications for various state decision-makers. Specifically, NASEO organized state energy officials and participating in formulating the agenda for meetings, including the Mid-Atlantic Distributed Generation Workshop in New Jersey in September 2007. NASEO shared the results of these meetings through its website, email communications and direct conversations with state energy officials. NASEO participated as a member of the National Action Plan for Energy Efficiency (NAPEE) Leadership Committee, representing the interests and expertise of the state energy offices. In addition, NASEO was part of the Long-Term Vision Committee. NASEO members also participated in these activities and NASEO has encouraged further efforts of its membership with regards to NAPEE. NASEO has worked to ensure that its membership has the most timely and accurate information about transmission and distribution technology and policy. Its work with other associations has facilitated greater partnerships to enhance activities across the nation and encourage state energy offices to collaborate with public utility commissions, legislatures and executives to improve modern transmission and distribution. NASEO has identified transmission and distribution as a key area for further action.

    On April 9--11, 1997, the Department of Energy`s Office of Worker and Community Transition convened its fifth National Stakeholder Workshop. The workshop addressed a wide range of work force restructuring and community transition issues critical to the future success of the Department. Two important elements of the meeting were: (1) reviewing progress made on the challenges identified during the March 1996f stakeholder`s meeting in Atlanta, Georgia; and (2) identifying areas that needed priority attention during the early months of the second Clinton Administration. The format of the Workshop included several plenary sessions and a number of small group discussion sessions. The small group sessions focused on topics related to labor issues, work force restructuring, work force planning, community transition, and employee concerns. The sessions provided a wide range of views on worker and community transition issues. The workshop included presentations on the following topics: Welcome and introductions; Opening remarks; Community reuse organizations: recent accomplishments; Privatization: policy, practice and potential pitfalls; Department of Energy`s integrated training initiatives; Congressional perspective on work force restructuring; and, Privatization and the Ten Year Plan.
