    Interdisciplinary field teams for this energy assistance program consisted of staff from Los Alamos, the US Geological Survey, the country of the study, and consultants; this provided the wide range of expertise necessary for geothermal resource evaluation. The program was successful largely because of the field teams dedication to their goals of verifying new geothermal resources and of sharing exploration techniques with in-country collaborators. Training programs included the geochemical, geophysical, and geological techniques needed for geothermal exploration. However, the most important aspect was long-term field work with in-country collaborators. Four geothermal gradient coreholes were drilled, three in Honduras and one in Guatemala. One of the coreholes was co-financed with Honduras, and showed their commitment to the project. Three of the exploration holes encountered high-temperature fluids, which provided information on the nature and extent of the geothermal reservoirs at promising sites in both countries. A geothermal well logging system was built and is shared between four Central American countries. For the evaluation of geothermal fluids, a geochemistry laboratory was established in Tegucigalpa, Honduras; it is now self-sufficient, and is part of Honduras' energy program. Through the teaching process and by working with counterparts in the field, the team expanded its own experience with a wide variety of geothermal systems, an experience that will be beneficial in the future for both the US investigators and in-country collaborators. At the working-scientists level, new contacts were developed that may flourish and professional ties were strengthened between scientists from a variety of US agencies. Rather than competing for research and field budgets, they worked together toward a common goal.

    The potential economic benefits of the growing renewable energy sector have led to increased federal, state, and local investments in solar industries, including federal grants for expanded workforce training for U.S. solar installers. However, there remain gaps in the data required to understand the size and composition of the workforce needed to meet the demand for solar power. Through primary research on the U.S. solar installation employer base, this report seeks to address that gap, improving policymakers and other solar stakeholders understanding of both the evolving needs of these employers and the economic opportunity associated with solar market development. Included are labor market data covering current U.S. employment, expected industry growth, and employer skill preferences for solar installation-related occupations. This study offers an in-depth look at the solar installation sectors. A study published by the Solar Foundation in October 2011 provides a census of labor data across the entire solar value chain.

    The attention of developers in the power industry has shifted to foreign markets. The trend has caused significant additional risks to be assumed by the developer. One of these risks is the cost and availability of local skilled labor to construct projects. Especially projects built on a fast track schedule. To mitigate this risk, many developers and contractors bring in ex-patriot labor - often at a much higher cost. This paper addresses the Centro de Energia Escuintla, a 40 MW diesel power plant completed this year in Guatemala. Local labor pools provided the majority of the labor used to build the plant. Guatemalans were hired and trained to perform operations and maintenance duties. The plant was built to international standards, and produced power on time. The techniques used to manage the project construction and startup are discussed. The key conclusion is that it is possible to build plants with local labor, as long as the appropriate supervision is brought in, that language barriers can be overcome, that construction equipment is made available, and that time for training is allocated.

    Public agencies like the U.S. National Science Foundation (NSF) and the National Institutes of Health (NIH) award tens of billions of dollars in annual science funding. How can this money be distributed as efficiently as possible to best promote scientific innovation and productivity? The present system relies primarily on peer review of project proposals. In 2010 alone, NSF convened more than 15,000 scientists to review 55,542 proposals. Although considered the scientific gold standard, peer review requires significant overhead costs, and may be subject to biases, inconsistencies, and oversights. We investigate a class of funding models in which all participants receive an equal portion of yearly funding, but are then required to anonymously donate a fraction of their funding to peers.     Constituents of complex systems interact with each other and self-organize to form complex networks. Empirical results show that the link formation process of many real networks follows either the global principle of popularity or the local principle of similarity or a tradeoff between the two. In particular, it has been shown that in social networks individuals exhibit significant homophily when choosing their collaborators. We demonstrate, however, that in populations in which there is a division of labor, skill complementarity is an important factor in the formation of socioeconomic networks and an individual's choice of collaborators is strongly affected by heterophily. We analyze 124 evolving virtual worlds of a popular "massively multiplayer online role-playing game" (MMORPG) in which people belong to three different professions and are allowed to work and interact with each other in a somewhat realistic manner.     On June 17--18, 1998, the Department of Energy`s (DOE) Office of Worker and Community Transition convened its sixth National Stakeholder Workshop at the Ramada Plaza Hotel Old Town in Alexandria, Virginia. Approximately 325 stakeholders attended representing DOE headquarters and field offices, contractors, labor organizations, state and local government, education and community interest groups. The meeting addressed the progress made on the issues and challenges identified at the last stakeholder`s meeting in Oakland, California on April 9--11, 1997. Also discussed were the full range of the Department`s work force issues and creative solutions to the inherent challenges of simultaneously implementing the Department`s post Cold-War mission, work force restructuring guidance, contract reform objectives, asset disposition, performance-based management requirements, and business process improvement policies. The format of the Workshop included several plenary sessions and a number of small group discussion sessions. The small group sessions focused on topics related to labor issues, work force restructuring, work force planning, community transition, and employee concerns. The sessions provided a wide range of views on worker and community transition issues. The plenary sessions of the Workshop included presentations on the following topics: welcome and introductions; opening remarks; building a better labor-management relationship; keynote speech from Secretary of Energy Federico Pena; meeting tomorrow`s challenges (early site closures); harnessing the contracting process to encourage local growth; and, the British experience in economic conversion.

    This report describes operations at SunLine Transit Agency for their newest prototype fuel cell bus and five compressed natural gas (CNG) buses. In May 2010, SunLine began operating its sixth-generation hydrogen fueled bus, an Advanced Technology (AT) fuel cell bus that incorporates the latest design improvements to reduce weight and increase reliability and performance. The agency is collaborating with the U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) to evaluate the bus in revenue service. This report provides the early data results and implementation experience of the AT fuel cell bus since it was placed in service.

    The potential economic benefits of the growing renewable energy sector have led to increased federal, state, and local investments in solar industries, including federal grants for expanded workforce training for U.S. solar installers. However, there remain gaps in the data required to understand the size and composition of the workforce needed to meet the demand for solar power. Through primary research on the U.S. solar installation employer base, this report seeks to address that gap, improving policymakers and other solar stakeholders understanding of both the evolving needs of these employers and the economic opportunity associated with solar market development. Included are labor market data covering current U.S. employment, expected industry growth, and employer skill preferences for solar installation-related occupations. This study offers an in-depth look at the solar installation sectors. A study published by the Solar Foundation in October 2011 provides a census of labor data across the entire solar value chain.

    In Citizens Coal Council v. EPA, an en banc panel for the Sixth Circuit Court of Appeals considered a challenge to EPA regulations promulgated pursuant to the Clean Water Act (CWA). The EPA promulgated the regulations in an attempt to incentivize coal companies to remine once abandoned mine sites. Petitioners, two nonprofit environmental organizations, claimed that the regulations violated the Clean Water Act and Administrative Procedure Act by allowing coal companies to remine without adhering to any enforceable pollution limitations. The EPA countered that more remining would improve water quality at abandoned sites. The Sixth Circuit rejected Petitioners' claims, finding that the EPA's regulations were reasonably consistent with the CWA's goal of restoring the integrity of the nation's waters. In so holding, the court struggled to understand the meaning of the CWA's complex procedural and technical language, and allowed the EPA to justify the rule based on the CWA's broad statement of purpose. Such superficial judicial review sets a dangerous precedent in environmental law, because it exacerbates the risk of agency capture. A captured agency promulgates regulations that benefit-industry, not the environment. Without the judiciary acting as a meaningful check against agency capture, the public loses a valuable tool in the fight against major-industrial polluters like the domestic coal industry. Citizens Coal Council therefore stands as a cautionary tale, a warning sign that the judiciary may be unable to identify agency capture where the regulations at issue are promulgated pursuant to a complex statute like the Clean Water Act.

    Estuaries are waterways, such as bays and sounds, where fresh water drained from the surrounding watershed mixes with salt water from the ocean. Section 320 of the Clean Water Act established the National Estuary Program (NEP) to identify nationally significant estuaries threatened by pollution, development, or overuse and to promote the preparation of comprehensive management plans to ensure their ecological integrity. The program's goals are protection and improvement of water quality and enhancement of living resources. To reach these goals, the Administrator of the U.S. Environmental Protection Agency (EPA) convenes management conferences for each estuary in the NEP to provide a forum for consensus building and problem solving among interested agencies and user groups.

In May 2010, SunLine began operating its sixth-generation hydrogen fueled bus, an Advanced Technology (AT) fuel cell bus that incorporates the latest design improvements to reduce weight and increase reliability and performance. The agency is collaborating with the U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) to evaluate the bus in revenue service. This is the second results report for the AT fuel cell bus since it was placed in service, and it focuses on the newest data analysis and lessons learned since the previous report. The appendices, referenced in the main report, provide the full background for the evaluation. They will be updated as new information is collected but will contain the original background material from the first report.

    This paper reports that the relaxation of prohibitions on the use of propane as a motor fuel has spurred sizeable business activity in carburetion and higher demand for LPG throughout Mexico and particularly in Mexico City. However, a number of unforeseen problems have developed that required tough, immediate solutions. After the alternative fuels project began at city hall in Mexico City, publicity spread nationwide, reportedly spurring conversion activity in many other cities. That led to additional demand for fuel of a magnitude that few people had anticipated. In order to assume control of the situation, the national oil company, Pemex, established an official LPG Motor Fuel Department on June 1. Operating in conjunction with the Ministry of Industry, the new department has been busy registering every major propane-powered fleet in the country. Most important, the rate of conversion work must now be pegged to the availability of fuel. It is believed that conversion activity has become more evenly paced since the new Pemex agency took over.over.

    Nonprofit agencies are a critical component of the health and human services system in the US. It has been clearly demonstrated by programs that offer energy efficiency services to nonprofits that, with minimal investment, they can educe their energy consumption by ten to thirty percent. This energy conservation potential motivated the Department of Energy and Oak Ridge National Laboratory to conceive a project to help states develop energy efficiency programs for nonprofits. The purpose of the project was two-fold: (1) to analyze existing programs to determine which design and delivery mechanisms are particularly effective, and (2) to create model programs for states to follow in tailoring their own plans for helping nonprofits with energy efficiency programs. Twelve existing programs were reviewed, and three model programs were devised and put into operation. The model programs provide various forms of financial assistance to nonprofits and serve as a source of information on energy efficiency as well. After examining the results from the model programs (which are still on-going) and from the existing programs, several replicability factors'' were developed for use in the implementation of programs by other states. These factors -- some concrete and practical, others more generalized -- serve as guidelines for states devising program based on their own particular needs and resources.

    ENERGY STAR is a voluntary energy efficiency-labeling program operated jointly by the United States Department of Energy and the United States Environmental Protection Agency (US EPA). Since the program inception in 1992, ENERGY STAR has become a leading international brand for energy efficient products. ENERGY STAR's central role in the development of regional, national, and international energy programs necessitates an open process whereby its program achievements to date as well as projected future savings are shared with committed stakeholders. Through 2006, US EPA?S ENERGY STAR labeled products saved 4.8 EJ of primary energy and avoided 82 Tg C equivalent. We project that US EPA?S ENERGY STAR labeled products will save 12.8 EJ and avoid 203 Tg C equivalent over the period 2007-2015. A sensitivity analysis examining two key inputs (carbon factor and ENERGY STAR unit sales) bounds the best estimate of carbon avoided between 54 Tg C and 107 Tg C (1993 to 2006) and between 132 Tg C and 278 Tg C (2007 to 2015).

    A prototype smart repeater that provides interoperability capabilities for radio communication systems in multi-agency and multi-user scenarios is being developed by the Oak Ridge National Laboratory. The smart repeater functions as a deployable communications platform that can be dynamically reconfigured to cross-link the radios of participating federal, state, and local government agencies. This interconnection capability improves the coordination and execution of multi-agency operations, including coordinated law enforcement activities and general emergency or disaster response scenarios. The repeater provides multiple channels of operation in the 30--50, 118--136, 138--174, and 403--512 MHz land mobile communications and aircraft bands while providing the ability to cross-connect among multiple frequencies, bands, modulation types, and encryption formats. Additionally, two telephone interconnects provide links to the fixed and cellular telephone networks. The 800- and 900-MHz bands are not supported by the prototype, but the modular design of the system accommodates future retrofits to extend frequency capabilities with minimal impact to the system. Configuration of the repeater is through a portable personal computer with a Windows-based graphical interface control screen that provides dynamic reconfiguration of network interconnections and formats.

    As a scientific discipline, Astronomy is rather unique. We only have one laboratory, the Universe, and we cannot, of course, change the initial conditions and study the resulting effects. On top of this, acquiring Astronomical data has historically been a very labor-intensive effort. As a result, data has traditionally been preserved for posterity. With recent technological advances, however, the rate at which we acquire new data has grown exponentially, which has generated a Data Tsunami, whose wave train threatens to overwhelm the field. In this conference proceedings, we present and define the concept of virtual observatories, which we feel is the only logical answer to this dilemma.

  8. Assessment of the labor market experiences of CETA-trained solar workers

    This study assessed solar training offered by CETA-funded programs and labor market experiences of program graduates. The initial research was restricted to programs within California, because the state is involved in a variety of solar-related activities, including development of jobs and training programs in solar energy. Interviews were conducted with 12 CETA solar training programs and graduates in 1979, in cooperation with California's SolarCal Office. Information on graduates includes demographics, educational and work experience, satisfaction with solar training, types of jobs found, wage levels, and job tenure. Program information includes length, types of training, and the number and kinds of solar systems installed. Results show that major programs problems were: limited funding; shortages of trained instructors; insufficient staff; need for local employment information; need for better defined role for unions; and pressures for high placement rates. The curricula involved general skills, skills specific to solar technologies, and basic job behavior and skills. The training involved both classroom and hands-on experience and was mainly tailored to participants and the local job market. Successful placement of program participants was relatively high; over half the initial job placements involved solar energy. Solar jobs appeared to pay more than nonsolar jobs. Participants generally felt that their training had prepared them adequately for their current work.

The research parks are used to evaluate the environmental consequences of energy use and development as well as the strategies to mitigate these effects.     Since 1957, the International Atomic Energy Agency (IAEA) has worked to ensure the safe and responsible promotion of nuclear technology throughout the world. The IAEA operates at the intersection of the Nuclear Nonproliferation Treaty’s (NPT) fourth and third articles, which guarantee Parties to the Treaty the right to peaceful uses of nuclear technology, provided those activities are placed under safeguards verified by the IAEA. However, while the IAEA has enjoyed substantial success and prestige in the international community, there is a concern that its resources are being stretched to a point where it may no longer be possible to execute its multifaceted mission in its entirety. As noted by the Director General (DG) in 2008, demographics suggest that every aspect of the IAEA’s operations will be in higher demand due to increasing reliance on non-carbon-based energy and the concomitant nonproliferation, safety, and security risks that growth entails. In addition to these nuclear energy concerns, the demand for technical developmental assistance in the fields of food security, resource conservation, and human health is also predicted to increase as the rest of the world develops. Even with a 100% value-for-money rating by the U.S. Office of Management and Budget (OMB) and being described as an “extraordinary bargain” by the United Nations Secretary-General’s High-level Panel on Threats, Challenges and Change, real budget growth at the Agency has been limited to zero-real growth for a better part of the last two decades. Although the 2012 regular budget (RB) received a small increase for most programs, the 2013 RB has been set at zero-real growth. As a result, the IAEA has had to defer infrastructure investments, which has hindered its ability to provide the public goods its Members seek, decreased global security and development opportunities, and functionally transformed the IAEA into a charity, dependent on extrabudgetary (EB) contributions to sustain its mission and capabilities. To resolve these resource constraints, we recommend the creation of an endowment, funded entirely through private contributions. Our initial estimates for the endowment are that a €2B principal. This level of capitalization could provide significant support to all aspects of the IAEA’s mission, including Capital Investment and Innovation; Technical Cooperation; as well as incentivizing the policy and technology entrepreneurship that will be necessary for the future health of the nonproliferation regime. Given this potential, our future efforts will focus on a more rigorous assessment of the financial requirements, while simultaneously creating the beginnings of a functional organization. These include: organizational structure, metrics for grant-making and performance evaluation, and outreach and fundraising strategies. At the end of this process, there should be sufficient information and engagement to begin to operationalize the endowment through external funding sources.

    The National Energy Modeling System (NEMS) is a computer-based, energy-economy modeling system of U.S. through 2030. NEMS projects the production, imports, conversion, consumption, and prices of energy, subject to assumptions on macroeconomic and financial factors, world energy markets, resource availability and costs, behavioral and technological choice criteria, cost and performance characteristics of energy technologies, and demographics. NEMS was designed and implemented by the Energy Information Administration (EIA) of the U.S. Department of Energy (DOE). NEMS can be used to analyze the effects of existing and proposed government laws and regulations related to energy production and use; the potential impact of new and advanced energy production, conversion, and consumption technologies; the impact and cost of greenhouse gas control; the impact of increased use of renewable energy sources; and the potential savings from increased efficiency of energy use; and the impact of regulations on the use of alternative or reformulated fuels. NEMS has also been used for a number of special analyses at the request of the Administration, U.S. Congress, other offices of DOE and other government agencies, who specify the scenarios and assumptions for the analysis. Modules allow analyses to be conducted in energy topic areas such as residential demand, industrial demand, electricity market, oil and gas supply, renewable fuels, etc.

    On April 9--11, 1997, the Department of Energy`s Office of Worker and Community Transition convened its fifth National Stakeholder Workshop. The workshop addressed a wide range of work force restructuring and community transition issues critical to the future success of the Department. Two important elements of the meeting were: (1) reviewing progress made on the challenges identified during the March 1996f stakeholder`s meeting in Atlanta, Georgia; and (2) identifying areas that needed priority attention during the early months of the second Clinton Administration. The format of the Workshop included several plenary sessions and a number of small group discussion sessions. The small group sessions focused on topics related to labor issues, work force restructuring, work force planning, community transition, and employee concerns. The sessions provided a wide range of views on worker and community transition issues.     SunLine Transit Agency, which provides public transit services to the Coachella Valley area of California, has demonstrated hydrogen and fuel cell bus technologies for more than 10 years. In May 2010, SunLine began demonstrating the advanced technology (AT) fuel cell bus with a hybrid electric propulsion system, fuel cell power system, and lithium-based hybrid batteries. This report describes operations at SunLine for the AT fuel cell bus and five compressed natural gas buses. The U.S. Department of Energy's National Renewable Energy Laboratory (NREL) is working with SunLine to evaluate the bus in real-world service to document the results and help determine the progress toward technology readiness. NREL has previously published three reports documenting the operation of the fuel cell bus in service. This report provides a summary of the results with a focus on the bus operation from February 2012 through November 2012.

    This report documents the results of the Environmental Monitoring Program at Brookhaven National Laboratory and summarizes information about environmental compliance for 1995. To evaluate the effect of Brookhaven National Laboratory`s operations on the local environment, measurements of direct radiation, and of a variety of radionuclides and chemical compounds in the ambient air, soil, sewage effluent, surface water, groundwater, fauna, and vegetation were made at the Brookhaven National Laboratory site and at adjacent sites. The report also evaluates the Laboratory`s compliance with all applicable guides, standards, and limits for radiological and nonradiological emissions and effluents to the environment. Areas of known contamination are subject to Remedial Investigation/Feasibility Studies under the Inter Agency Agreement established by the Department of Energy, Environmental Protection Agency and the New York Department of Environmental Conservation. Except for identified areas of soil and groundwater contamination, the environmental monitoring data has continued to demonstrate that compliance was achieved with the applicable environmental laws and regulations governing emission and discharge of materials to the environment. Also, the data show that the environmental impacts at Brookhaven National Laboratory are minimal and pose no threat to the public nor to the environment. This report meets the requirements of Department of Energy Orders 5484.1, Environmental Protection, Safety, and Health Protection Information reporting requirements and 5400.1, General Environmental Protection Programs.

    As a federal agency, the U.S. Department of Energy has been directed by Congress, the U.S. president, and the American public to provide leadership in the preservation of prehistoric, historic, and other cultural resources on the lands it administers. This mandate to preserve cultural resources in a spirit of stewardship for the future is outlined in various federal preservation laws, regulations, and guidelines such as the National Historic Preservation Act, the Archaeological Resources Protection Act, and the National Environmental Policy Act. The purpose of this Cultural Resource Management Plan is to describe how the Department of Energy, Idaho Operations Office will meet these responsibilities at Idaho National Laboratory in southeastern Idaho. The Idaho National Laboratory is home to a wide variety of important cultural resources representing at least 13,500 years of human occupation in the southeastern Idaho area. These resources are nonrenewable, bear valuable physical and intangible legacies, and yield important information about the past, present, and perhaps the future. There are special challenges associated with balancing the preservation of these sites with the management and ongoing operation of an active scientific laboratory. The Department of Energy, Idaho Operations Office is committed to a cultural resource management program that accepts these challenges in a manner reflecting both the spirit and intent of the legislative mandates. This document is designed for multiple uses and is intended to be flexible and responsive to future changes in law or mission. Document flexibility and responsiveness will be assured through regular reviews and as-needed updates. Document content includes summaries of Laboratory cultural resource philosophy and overall Department of Energy policy; brief contextual overviews of Laboratory missions, environment, and cultural history; and an overview of cultural resource management practices. A series of appendices provides important details that support the main text.

    Groundwater at the Connecticut Yankee Atomic Power Company (CYAPCO) Haddam Neck Plant (HNP) requires investigation of both radionuclides and chemical constituents in order to achieve closure. Cleanup criteria for groundwater are regulated both by federal and state agencies. These requirements vary in both numerical values as well as the duration of post remediation monitoring. The only consistent requirement is the development of a site conceptual model and an understanding of the hydrogeologic conditions that will govern contaminant transport and identify potential receptors. To successfully reach closure under each agency, it is paramount to understand the different requirements during the planning stages of the investigation. Therefore, the conceptual site model, groundwater transport mechanisms, and potential receptors must be defined. Once the hydrogeology is understood, a long term groundwater program can then be coordinated to meet each regulatory agency requirement to both terminate the NRC license and reach site closure under RCRA. Based on the different criteria, the CTDEP-LR (or RSR criteria) are not only bounding, but also requires the longest duration. As with most decommissioning efforts, regulatory attention is focused on the NRC, however, with the recent industry initiatives based on concern of tritium releases to groundwater at other plants, it is likely that the USEPA and state agencies may continue to drive site investigations. By recognizing these differences, data quality objectives can include all agency requirements, thus minimizing rework or duplicative efforts. CYAPCO intends to complete groundwater monitoring for the NRC and CTDEP-RD by July 2007. However, because shallow remediations are still being conducted, site closure under USEPA and CTDEP-LR is projected to be late 2011.

    This report presents recommendations relative to the use of expert systems and machine learning techniques by the Bureau of Labor Statistics (BLS) to substantially automate product substitution decisions associated with the Consumer Price Index (CPI). Thirteen commercially available, PC-based expert system shells have received in-depth evaluations. Various machine learning techniques were also reviewed. Two recommendations are given: (1) BLS should use the expert system shell LEVEL5 OBJECT and establish a software development methodology for expert systems; and (2) BLS should undertake a small study to evaluate the potential of machine learning techniques to create and maintain the approximately 350 ELI-specific knowledge bases to be used in CPI product substitution review.

The purpose of these orders is to 1) implement sound stewardship practices that protect the air, water, land, and other natural and cultural resources that may be impacted by DOE operations, and 2) to establish standards and requirements for the operations of DOE and DOE contractors with respect to protection of the environment and members of the public against undue risk from radiation. This plan describes the organizations responsible for conducting environmental monitoring across the INL Site, the rationale for monitoring, the types of media being monitored, where the monitoring is conducted, and where monitoring results can be obtained. Detailed monitoring procedures, program plans, or other governing documents used by contractors or agencies to implement requirements are referenced in this plan. This plan covers all planned monitoring and environmental surveillance. Nonroutine activities such as special research studies and characterization of individual sites for environmental restoration are outside the scope of this plan.

In preparation for program design, USAID has asked the National Renewable Energy Laboratory (NREL) to assist in identifying options for enabling renewable energy in Mexico and reducing greenhouse gas (GHG) emissions in the energy sector. The floor scale is intended for use as a subsystem within PNNL’s nascent UF6 Cylinder Portal Monitor. The particular model was selected for its accuracy, size, and capacity. The intent will be to use it only for 30B cylinders; consequently, testing did not proceed beyond 8,000 lb.

The purpose of this Cultural Resource Management Plan is to describe how the Department of Energy, Idaho Operations Office will meet these responsibilities at the Idaho National Laboratory. This Laboratory, which is located in southeastern Idaho, is home to a wide variety of important cultural resources representing at least 13,500 years of human occupation in the southeastern Idaho area. These resources are nonrenewable; bear valuable physical and intangible legacies; and yield important information about the past, present, and perhaps the future. There are special challenges associated with balancing the preservation of these sites with the management and ongoing operation of an active scientific laboratory.
