    Annex XIII on 'Fuel Cell Vehicles' of the Implementing Agreement Hybrid and Electric Vehicles of the International Energy Agency has been operating since 2006, complementing the ongoing activities on battery and hybrid electric vehicles within this group. This paper provides an overview of the Annex XIII final report for 2010, compiling an up-to-date, neutral, and comprehensive assessment of current trends in fuel cell vehicle technology and related policy. The technological description includes trends in system configuration as well as a review of the most relevant components including the fuel cell stack, batteries, and hydrogen storage. Results from fuel cell vehicle demonstration projects around the world and an overview of the successful implementation of fuel cells in specific transport niche markets will also be discussed. The final section of this report provides a detailed description of national research, development, and demonstration (RD&D) efforts worldwide.

    The Naval Postgraduate School has been conducting Tactical Network Topology (TNT) Maritime Interdiction Operations (MIO) experiments with Lawrence Livermore National Laboratory (LLNL) since early in 2005. In this work, we are investigating cutting edge technology to evaluate use of networks, advanced sensors and collaborative technology for globally-supported maritime interdiction operations. Some examples of our research include communications in harsh environments, between moving ships at sea; small boat drive-by radiation detection; network-centric collaboration with global partners; situational awareness; prototype sensors & biometric instruments. Since 2006, we have studied the concept of using a small vessel with fixed radiation sensors to do initial searches for illicit radioactive materials. In our work, we continue to evaluate concepts of operation for small boat monitoring. For example, in San Francisco Bay we established a simulated choke point using two RHIBs. Each RHIB had a large sodium iodide radiation sensor on board, mounted on the side nearest to the passing potential target boats. Once detections were made, notification over the network prompted a chase RHIB also equipped with a radiation sensor to further investigate the potential target. We have also used an unmanned surface vessel (USV) carrying a radiation sensor to perform the initial discovery. The USV was controlled remotely and to drive by boats in different configurations. The potential target vessels were arranged in a line, as a choke point and randomly spaced in the water. Search plans were problematic when weather, waves and drift complicated the ability to stay in one place. A further challenge is to both detect and identify the radioactive materials during the drive-by. Our radiation detection system, ARAM, Adaptable Radiation Area Monitor, is able to detect, alarm and quickly identify plausible radionuclides in real time.     This study examines the North Atlantic Treaty Organization, (NATO), from the perspective of its collective maritime forces; how those forces were organized, what task they were given, and how they related to the broader strategic and political doctrines of the Alliance. Drawing upon much heretofore classified material, the study begins with a history and analysis of the cold water at sea. It then examines the impact of the growth in Soviet maritime capabilities and the adoption by NATO of a strategy of flexible response upon the allied posture at sea. A single chapter is devoted to the reinforcement sealift problem. The concluding chapter discusses NATO and the war at sea in the early 1980s. The study comes to the following basic conclusions: (1) the collective maritime forces of the Alliance, both nuclear and conventional, have had as their tasks the traditional task all maritime forces have had in the past - to exploit the strategic value of the seas for the purposes of conveyance and projection and to deny these usages to the enemy; (2) NATO's maritime posture has been consistent with the overall strategies of the Alliance (3) the strategy of flexible response only increased NATO's need to exploit that strategic value of the seas, but did so at a time when the Soviets were becoming increasingly able to deny NATO effective use of the sea to support its position on the European continent.

  2. Maritime shipping as a high reliability industry: A qualitative analysis

    The maritime oil shipping industry has great public demands for safe and reliable organizational performance. Researchers have identified a set of organizations and industries that operate at extremely high levels of reliability, and have labelled them High Reliability Organizations (HRO). Following the Exxon Valdez oil spill disaster of 1989, public demands for HRO-level operations were placed on the oil industry. It will be demonstrated that, despite enormous improvements in safety and reliability, maritime shipping is not operating as an HRO industry. An analysis of the organizational, environmental, and cultural history of the oil industry will help to provide justification and explanation. The oil industry will be contrasted with other HRO industries and the differences will inform the shortfalls maritime shipping experiences with regard to maximizing reliability. Finally, possible solutions for the achievement of HRO status will be offered.

    The economies of East Asia are predominantly export based and, therefore, place special emphasis on the security of the sea lines of communication (SLOCs). Due to economic globalization, the United States shares these concerns. Cooperative measures by the concerned parties could reduce the potential for disruption by maritime conflicts. Primary threats against the SLOCs are disputes over the resources under the seas, disputes over some small island groups, disputes between particular parties (China-Taiwan and North-South Korea), or illegal activities like smuggling, piracy, or terrorism. This paper provides an overview on these threats, issue by issue, to identify common elements and needed cooperation. Cooperation on other topics such as search and rescue, fisheries protection, and oil spill response may help support improved relations to prevent maritime conflicts. Many technologies can help support maritime cooperation, including improved communications links, tracking and emergency beacon devices, and satellite imaging. Appropriate technical and political means are suggested for each threat to the SLOCs.

    Redeployment of existing law enforcement resources and optimal use of geographic terrain are examined for countering the threat of a maritime based small-vessel radiological or nuclear attack. The evaluation was based on modeling conducted by the Savannah River National Laboratory that involved the development of options for defensive resource allocation that can reduce the risk of a maritime based radiological or nuclear threat. A diverse range of potential attack scenarios has been assessed. As a result of identifying vulnerable pathways, effective countermeasures can be deployed using current resources. The modeling involved the use of the Automated Vulnerability Evaluation for Risks of Terrorism (AVERT{reg_sign}) software to conduct computer based simulation modeling. The models provided estimates for the probability of encountering an adversary based on allocated resources including response boats, patrol boats and helicopters over various environmental conditions including day, night, rough seas and various traffic flow rates.

    In October of 2003 experts involved in various aspects of homeland security from the Pacific region met to engage in a free-wheeling discussion and brainstorming (a 'fest') on the role that technology could play in winning the war on terrorism in the Pacific region. The result was a concise and relatively thorough definition of the terrorism problem in the Pacific region, emphasizing the issues unique to Island nations in the Pacific setting, along with an action plan for developing working demonstrations of advanced technological solutions to these issues. Since PacFest 2003, the maritime dimensions of the international security environment have garnered increased attention and interest. To this end, PacFest 2004 sought to identify gaps and enabling technologies for maritime domain awareness and responsive decision-making in the Asia-Pacific region. The PacFest 2004 participants concluded that the technologies and basic information building blocks exist to create a system that would enable the Pacific region government and private organizations to effectively collaborate and share their capabilities and information concerning maritime security. The proposed solution summarized in this report integrates national environments in real time, thereby enabling effective prevention and first response to natural and terrorist induced disasters through better use of national and regional investments in people, infrastructure, systems, processes and standards.

The author of the second essay looks at the US Navy's capability for maritime theater nuclear warfare, identifying problems and recommending improvements.     The paper addresses technological and operational challenges of developing a global plug-and-play Maritime Domain Security testbed for the Global War on Terrorism mission. This joint NPS-LLNL project is based on the NPS Tactical Network Topology (TNT) composed of long-haul OFDM networks combined with self-forming wireless mesh links to air, surface, ground, and underwater unmanned vehicles. This long-haul network is combined with ultra-wideband (UWB) communications systems for wireless communications in harsh radio propagation channels. LLNL's UWB communication prototypes are designed to overcome shortcomings of the present narrowband communications systems in heavy metallic and constricted corridors inside ships. In the center of our discussion are networking solutions for the Maritime Interdiction Operation (MIO) Experiments in which geographically distributed command centers and subject matter experts collaborate with the Boarding Party in real time to facilitate situational understanding and course of action selection. The most recent experiment conducted via the testbed extension to the Alameda Island exercised several key technologies aimed at improving MIO. These technologies included UWB communications from within the ship to Boarding Party leader sending data files and pictures, advanced radiation detection equipment for search and identification, biometric equipment to record and send fingerprint files to facilitate rapid positive identification of crew members, and the latest updates of the NPS Tactical Network Topology facilitating reachback to LLNL, Biometric Fusion Center, USCG, and DTRA experts.

    With the coming liberalization of trade and industry within the European Community (EC) and a more centrally-coordinated EC external trade policy, it is timely to ask if in the 1990s there will be any significant changes in the commercial relations between the EC and non-EC companies trading in nuclear fuel. The key vehicle for implementing any change of policy would probably be the European Atomic Energy Community (EURATOM) Supply Agency in Brussels, which is charged under the EURATOM Treaty with overseeing the equitable supply of nuclear fuel to and among EC companies. The EURATOM Supply Agency (the Agency) is a signatory to almost all EC-company contracts for transactions that occur on the territory of the Community, which includes Belgium, Denmark, France, the Federal Republic of Germany (FRG), Great Britain, Greece, Ireland, Italy, Luxembourg, the Netherlands, Portugal, and Spain. During the 1980s, the Supply Agency has rarely tried to influence the commercial decisions of EC member companies. The nuclear fuel industry has largely perceived the Agency as an administrative office that registers contracts and maintains relations with some outside governments, particularly Australia, Canada, and the USA. However, in 1988 the Agency began to have a more direct commercial impact when it reviewed the practice-previously conducted routinely by the EURATOM Safeguards Directorate in Luxembourg at the request of EC-member companies-of swapping safeguards obligations on equivalent quantities of uranium at different locations (flag swapping). The Agency`s actions inhibiting flag swaps, as well as a related de facto policy restricting material swaps of Southern African uranium, caused it to be viewed as obstructive by some EC companies. During 1989 the discussion about flag swaps and swaps involving South African and Namibian uranium has subsided, and a far-reaching discussion has arisen about EC trade policy in general.

    This paper discusses ways in which the navies of both India and Pakistan can cooperate on issues of maritime and naval significance. Although the militaries and navies of the two countries have traditionally seen each other as rivals, international economic developments make cooperation imperative. South Asia requires an approach that can alter the existing hostile images and perceptions. This can be achieved through developing an incremental approach towards confidence building that would allow consistency and help build confidence gradually. The aim is to make confidence building a sustainable activity that would help transform hostile images and build cooperative and nonhostile relationships. This paper proposes a five-step model to suggest what the two navies can do jointly to build confidence, with the ultimate goal of naval arms control. The steps include (1) the Signaling Stage to initiate communication between the two navies, (2) the Warming-Up Stage to build confidence through nonmilitary joint ventures, (3) the Handshake Stage to build confidence between the two navies through military joint ventures, (4) the Problem-Solving Stage to resolve outstanding disputes, and (5) the Final Nod Stage to initiate naval arms control. This model would employ communication, navigation, and remote sensing technologies to achieve success.

Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

The economics of electric-steel production in general, and of electric minimills in particular, seem clearly established. The trend towards electric steelmaking provides significant economic and competitive advantages for producers and important overall economic, environmental, and energy advantages for the United States at large. Conversion to electric steelmaking offers up to a 4-to-1 advantage in terms of the overall energy used to produce a ton of steel, and s similar savings in energy cost for the producer. The amount of old scrap used to produce a ton of steel has doubled since 1967 because of the use of electric furnaces.

    The author addresses the following questions in his presentation: what is USAID; where does the money go and who makes the decisions; where does USAID fund energy programs, and especially renewable energy; who are their `partners`; what is the approach to renewable energy; what in summary, has USAID funded that is relevant to village power. USAID is the foreign aid agency of the US Government. Approximately 75 countries receive regular assistance. The fiscal year 97 budget for the agency is approximately $5.8 billion. About half of the total budget goes to Israel, Egypt, and the countries of the former Soviet Union. These budgeting decisions are geopolitical. Congress earmarks total budgets for a few sectors or subjects, such as family planning. The goal of USAID`s renewable energy programs is simple: They are interested in accelerating the market penetration of commercial technologies. They do not engage in technology R&D. Developing countries have energy needs now, and commercial technologies are available now. USAID has taken note of the interest taken by subsidiaries of US utilities in the past couple of years in bringing their expertise and resources to bear on meeting the challenge of rural energy needs in developing countries. They believe that the entry into the market of these players could be one of the most important catalysts for making the rural energy revolution happen.

    This report documents the National Energy Modeling System Electricity Fuel Dispatch Submodule (EFD), a submodule of the Electricity Market Module (EMM) as it was used for EIA`s Annual Energy Outlook 1997. It replaces previous documentation dated March 1994 and subsequent yearly update revisions. The report catalogues and describes the model assumptions, computational methodology, parameter estimation techniques, model source code, and forecast results generated through the synthesis and scenario development based on these components. This document serves four purposes. First, it is a reference document providing a detailed description of the model for reviewers and potential users of the EFD including energy experts at the Energy Information Administration (EIA), other Federal agencies, state energy agencies, private firms such as utilities and consulting firms, and non-profit groups such as consumer and environmental groups. Second, this report meets the legal requirement of the Energy Information Administration (EIA) to provide adequate documentation in support of its statistical and forecast reports. Third, it facilitates continuity in model development by providing documentation which details model enhancements that were undertaken for AE097 and since the previous documentation. Last, because the major use of the EFD is to develop forecasts, this documentation explains the calculations, major inputs and assumptions which were used to generate the AE097.

  1. Utility Sector Impacts of Reduced Electricity Demand

    This report presents a new approach to estimating the marginal utility sector impacts associated with electricity demand reductions. The method uses publicly available data and provides results in the form of time series of impact factors. The input data are taken from the Energy Information Agency's Annual Energy Outlook (AEO) projections of how the electric system might evolve in the reference case, and in a number of side cases that incorporate different effciency and other policy assumptions. The data published with the AEO are used to define quantitative relationships between demand-side electricity reductions by end use and supply-side changes to capacity by plant type, generation by fuel type and emissions of CO2, Hg, NOx and SO2. The impact factors define the change in each of these quantities per unit reduction in site electricity demand. We find that the relative variation in these impacts by end use is small, but the time variation can be significant.

    A portable, hand held electric arc saw has a small frame for supporting an electrically conducting rotary blade which serves as an electrode for generating an electric arc to erode a workpiece. Electric current is supplied to the blade by biased brushes and a slip ring which are mounted in the frame. A pair of freely movable endless belts in the form of crawler treads stretched between two pulleys are used to facilitate movement of the electric arc saw. The pulleys are formed of dielectric material to electrically insulate the crawler treads from the frame.

    The displacement or deferral of substation equipment is a key benefit associated with several technologies that are being developed with the support of the US Department of Energy`s Office of Utility Technologies. This could occur, for example, as a result of installing a distributed generating resource within an electricity distribution system. The objective of this study was to develop a model for preparing preliminary estimates of substation capital costs based on rudimentary conceptual design information. The model is intended to be used by energy systems analysts who need ``ballpark`` substation cost estimates to help establish the value of advanced utility technologies that result in the deferral or displacement of substation equipment. This cost-estimating model requires only minimal inputs. More detailed cost-estimating approaches are recommended when more detailed design information is available. The model was developed by collecting and evaluating approximately 20 sets of substation design and cost data from about 10 US sources, including federal power marketing agencies and private and public electric utilities. The model is principally based on data provided by one of these sources. Estimates prepared with the model were compared with estimated and actual costs for the data sets received from the other utilities. In general, good agreement (for conceptual level estimating) was found between estimates prepared with the cost-estimating model and those prepared by the individual utilities. Thus, the model was judged to be adequate for making preliminary estimates of typical substation costs for US utilities.
