    The FHFA regulates Fannie Mae, Freddie Mac, and the 12 Federal Home Loan Banks (the government-sponsored enterprises - GSEs). On June 18, 2009, James B. Lockhart III, then Director of FHFA, released a letter expressing concern about the negative impact of energy loan tax assessment programs (ELTAPs) - also known as Property Assessed Clean Energy (PACE) programs - on both the housing finance system and homeowner program participants. Subsequently, a number of PACE proponents responded to the concerns laid out in the FHFA letter. In early Fall 2009, word circulated that FHFA was planning to follow its June letter with guidance to other agencies, possibly including Fannie Mae and Freddie Mac, discouraging them from buying loans on properties subject to PACE-type assessment liens. This triggered a second round of stakeholder letters, several of which were addressed to President Obama. On October 18, 2009, the White House, in what some believe was an attempt to obviate the need for FHFA guidance, released a Policy Framework for PACE Financing Programs that outlined best practices guidance for homeowner and lender protection. As of February 2010, FHFA and the GSEs have agreed to monitor PACE programs and work with stakeholders and the Administration to consider additional guidance beyond the Policy Framework and to collect more information on PACE program efficacy and risks. A summary of the communications timeline and highlights of the communications are provided.

The OE-417 reports enable the DOE to monitor electric emergency incidents and disturbances in the United States so that the Government may help prevent the physical or virtual disruption of the operation of any critical infrastructure.

    The International Energy Agency (IEA) responded to the 1973-1974 oil embargo with an emergency allocation program outlined in the Agreement on an International Energy Program (IEP), viewed by the US as an executive agreement and by most participants as a treaty. The IEA's four standing groups on Relations with Producer and other Consumer Countries, on Long-Term Cooperation, on the Oil Market, and on Emergency Questions are organized to accommodate co041869flicting interests through voting rights and to allow constructive interaction among intergovernmental bodies. A description of the allocation system and industry's role in emergencies is followed by a summary of US legal requirements relating to these activities. Four appendices reproduce the IEP Agreement and diagram the IEA organizational structure, the IEA emergency allocation system, and the Emergency Management Organization. (DCK)

The U.S. Department of Energy Bioenergy Technologies Office Demonstration and Market Transformation Program Manager Jim Spaeth will be moderating a panel on multidisciplinary projects within IEA Bioenergy. He will also be attending the IEA Executive Committee meeting on October 26, during which plans and commitments will be made for the IEA Bioenergy projects for the next triennium.

Hanford Summit II provided a summary of how Secretary of Energy O`Leary is proceeding on the above strategic issues. The DOE and Westinghouse School for Environmental Excellence frequently offers a six-week course for environmental professionals and workers. Approximately thirty to forty individuals attend the training course, which provides training in environmental regulation compliance. The Hanford Site has hosted two previous International Atomic Energy Agency training courses. The courses lasted two weeks and had approximately eight to ten participants. Nuclear Material Management and Neutron Monitoring were the courses hosted by the Hanford Site.

    Global concern about the environment is increasing, and the People's Republic of China (PRC) is not immune from such concerns. The Chinese face issues similar to those of many other developing nations. The US Department of Energy is particularly interested in national and world pollution issues, especially those that may infringe on other countries' economic growth and development. The DOE is also interested in any opportunities that might exist for US technical assistance and equipment in combating environmental problems. Our studies of articles in the China Daily, and English-language daily newspaper published by the Chinese government, show that population, pollution, and energy are major concerns of the Chinese Communist Party. Thus this report emphasizes the official Chinese government view. Supporting data were also obtained from other sources. Regardless of the severity of their various environmental problems, the Chinese will only try to remedy those problems with the greatest negative effects on its developing economy. They will be looking for foreign assistance, financial and informational, to help implement solutions. With the Chinese government seeking assistance, the United States has an opportunity to export basic technical information, especially in the areas of pollution control and monitoring, oil exploration methods, oil drilling technology, water and sewage treatment procedures, hazardous waste and nuclear waste handling techniques, and nuclear power plant safety procedures. In those areas the US has expertise and extensive technical experience, and by exporting the technologies the US would benefit both economically and politically. 59 refs., 3 figs.

This situation and current commitments by the Congress and EPA to expand the use of market based pollution control programs have generated interest in certain circles as to whether and how Federal agencies can dispose of ERCs and similar pollution rights and allowances. This paper will discuss ERCs, why the disposal of ERCs by Federal agencies is a pressing issue, and how Federal agencies can dispose of ERCs under existing Federal property laws and regulations.

    In the United States we generate greater than 500 million tons of toxic waste per year which pose a threat to human health and the environment. Some of the most toxic of these wastes are those that are radioactively contaminated. This thesis explores the need for permanent disposal facilities to isolate radioactive waste materials that are being stored temporarily, and therefore potentially unsafely, at generating facilities. Because of current controversies involving the interstate transfer of toxic waste, more states are restricting the flow of wastes into - their borders with the resultant outcome of requiring the management (storage and disposal) of wastes generated solely within a state`s boundary to remain there. The purpose of this project is to study nuclear waste storage issues and public perceptions of this important matter. Temporary storage at generating facilities is a cause for safety concerns and underscores, the need for the opening of permanent disposal sites. Political controversies and public concern are forcing states to look within their own borders to find solutions to this difficult problem. Permanent disposal or retrievable storage for radioactive waste may become a necessity in the near future in Colorado. Suitable areas that could support - a nuclear storage/disposal site need to be explored to make certain the health, safety and environment of our citizens now, and that of future generations, will be protected.

This program provides opportunities to share information about HEC systems and computational techniques across multiple disciplines and organizations through conferences and exhibitions of HEC advances held in Washington DC so that mission agency staff, scientists, and industry can come together with White House, Congressional and Legislative staff in an environment conducive to the sharing of technical information, accomplishments, goals, and plans. A common thread across this series of conferences is the understanding of computational science and applied mathematics techniques across a diverse set of application areas of interest to the Nation. The specific objectives of this program are: Program Objective 1. To provide opportunities to share information about advances in high-end computing systems and computational techniques between mission critical agencies, agency laboratories, academics, and industry. Program Objective 2. To gather pertinent data, address specific topics of wide interest to mission critical agencies. Program Objective 3. To promote a continuing discussion of critical issues in high-end computing. Program Objective 4.To provide a venue where a multidisciplinary scientific audience can discuss the difficulties applying computational science techniques to specific problems and can specify future research that, if successful, will eliminate these problems.

    The quality of the steel used for most galvanizing (and tinplate) applications makes scrap derived from their production and use a premier solid charge material for steelmaking. In 1989 the AISI created a Task Force to define the issues and to recommend technologically and economically sound approaches to assure continued, unhindered recyclability of the growing volume of galvanized scrap. The AISI program addressed the treatment of full-sized industrial bales of scrap. The current, on-going MRI (US)--Argonne National Laboratory program is focused on ``loose`` scrap from industrial and post-consumer sources. Results from these programs, issues of scrap management from source to steel melting, the choices for handling zinc in iron and steelmaking and the benefits/costs for removal of zinc (and lead) from scrap prior to melting in BOF and foundry operations are reviewed in this paper.

    In Citizens Coal Council v. EPA, an en banc panel for the Sixth Circuit Court of Appeals considered a challenge to EPA regulations promulgated pursuant to the Clean Water Act (CWA). The EPA promulgated the regulations in an attempt to incentivize coal companies to remine once abandoned mine sites. Petitioners, two nonprofit environmental organizations, claimed that the regulations violated the Clean Water Act and Administrative Procedure Act by allowing coal companies to remine without adhering to any enforceable pollution limitations. The EPA countered that more remining would improve water quality at abandoned sites. The Sixth Circuit rejected Petitioners' claims, finding that the EPA's regulations were reasonably consistent with the CWA's goal of restoring the integrity of the nation's waters. In so holding, the court struggled to understand the meaning of the CWA's complex procedural and technical language, and allowed the EPA to justify the rule based on the CWA's broad statement of purpose. Such superficial judicial review sets a dangerous precedent in environmental law, because it exacerbates the risk of agency capture. A captured agency promulgates regulations that benefit-industry, not the environment. Without the judiciary acting as a meaningful check against agency capture, the public loses a valuable tool in the fight against major-industrial polluters like the domestic coal industry. Citizens Coal Council therefore stands as a cautionary tale, a warning sign that the judiciary may be unable to identify agency capture where the regulations at issue are promulgated pursuant to a complex statute like the Clean Water Act.

    With Naval Reactors (NR) approval of the Naval Reactors Prime Contractor Team (NRPCT) recommendation to develop a gas cooled reactor directly coupled to a Brayton power conversion system as the space nuclear power plant (SNPP) for Project Prometheus (References a and b) the reactor outlet piping was recognized to require a design that utilizes internal insulation (Reference c). The initial pipe design suggested ceramic fiber blanket as the insulation material based on requirements associated with service temperature capability within the expected range, very low thermal conductivity, and low density. Nevertheless, it was not considered to be well suited for internal insulation use because its very high surface area and proclivity for holding adsorbed gases, especially water, would make outgassing a source of contaminant gases in the He-Xe working fluid. Additionally, ceramic fiber blanket insulating materials become very friable after relatively short service periods at working temperatures and small pieces of fiber could be dislodged and contaminate the system. Consequently, alternative insulation materials were sought that would have comparable thermal properties and density but superior structural integrity and greatly reduced outgassing. This letter provides technical information regarding insulation and materials issues for the Hot Leg Piping preconceptual design developed for the Project Prometheus space nuclear power plant (SNPP).

    Radioecology is the study of the fate and transport and potential effects of radionuclides and associated contaminants in the environment. In short, it is the science that describes the fundamental connection between environmental health and human health risks. As such, radioecology can and has provided the credible, consistent and defensible basis for the successful and cost-effective environmental cleanup and closure of nuclear production and waste sites. In addition, radioecology also provides the technical basis for making timely and reliable decisions on cleanup in the aftermath of nuclear incidents such as Chernobyl and Fukushima. The 1986 Chernobyl Nuclear Power Plant (ChNPP) accident resulted in catastrophic health, social, and economic consequences in many countries, predominantly, Ukraine, Belarus, and Russia. The extent of radioactive contamination, levels and forms of contamination, and diversity of the ecosystems affected by the accident did not have any precedent and provided unique opportunities for environmental scientists around the world. Following the natural course of their development, populations of species and their communities found themselves in conditions of chronic radiation exposure that exceeded the natural background by factors of hundreds and thousands. Anything similar would have been extremely difficult if not impossible to recreate in a scientific laboratory. Consequently, since the first few years after the accident, many teams of scientists have visited the Chernobyl Exclusion Zone (ChEZ). The knowledge gained by studying the consequences of this accident has tremendous importance. The concept of an international research and technical center to address the problems involving nuclear and radiological accidents became a reality with the establishment of the International Chernobyl Center (ICC). In May 1995, the US and Ukraine signed a Protocol of Intent on establishment of the ICC, and the government of Ukraine appealed to the international scientific community to support ICC and join its activities (Chernobyl Center 2006). In December 1995, a memorandum of understanding (MOU) on the ChNPP closure was signed by the government of Ukraine, all of the G7 governments, and the European Commission. The ICC foundation was considered critical to ensure the safe decommissioning of the ChNPP reactor units and improvement of the safety of the Chernobyl Containment Shelter. On the 10th anniversary of the Chernobyl accident (26 April 1996), Mr. Viktor Yushchenko, the President of Ukraine, issued a decree to establish the Chernobyl Center for Nuclear Safety, Radioactive Waste and Radioecology (Chernobyl Center). On the same day, a MOU involving the US participation in Chernobyl Center activities was signed by the US and Ukraine (Chernobyl Center 2006). In July 1998, the US and Ukraine signed an agreement to establish the International Radioecology Laboratory (IRL) as part of the Chernobyl Center. The creation of IRL was a logical continuation of previous programs to conduct scientific research in radioecology and provide Ukraine and the rest of the world with the necessary infrastructure and scientific basis to conduct research in radioecology, radiobiology, dosimetry, and environmental protection in the ChEZ (Chernobyl Center 2006). A recent collaborative effort with IRL has been implemented through a project titled 'Long-term impacts from radiation/contamination within the Chernobyl Exclusion Zone' (Farfan et al. 2008; Gerdes et al. 2009; Marra et al. 2010). This collaboration had the following objectives: (1) Assess the long-term impacts to the environment from radiation exposure within the ChEZ; (2) Provide information on remediation guidelines and ecological risk assessment within radioactively contaminated territories based on the results of long-term field monitoring, analytical measurements, and numerical modeling of soils and groundwater radioactive contamination; and (3) Recommend the development and testing of effective cleanup technologies to reduce environmental and health risks. Based on this work, a large amount of data are now available for publication, some of which are presented in this Special Issue of the Health Physics Journal.

    In April 1997, a panel of experts representing private sector electricity companies met to identify emerging critical issues in the electricity sector and to ascertain how technology can help with these issues. Sandia National laboratories sponsored and conducted the meeting. The panel determined the top eight issues that will be critically important over the next five to ten years, when the electricity sector is expected to undergo a major transition in its market and the regulations that govern it. This report presents a discussion of the selection and ranking of critical issues identified by the panel and the research priorities that were identified.

    As part of ongoing US Nuclear Regulatory Commission (NRC) efforts to ensure the quality and accountability of safety issue information, the NRC established a program for publishing an annual report on the status of licensee implementation and NRC verification of safety issues in major NRC requirements areas. This information was initially compiled and reported in three NUREG-series volumes. Volume 1, published in March 1991, addressed the status of Three Mile Island (TMI) Action Plan Requirements. Volume 2, published in May 1991, addressed the status of unresolved safety issues (USIs). Volume 3, published in June 1991, addressed the implementation and verification status of generic safety issues (GSIs). The first annual supplement, which combined these volumes into a single report and presented updated information as of September 30, 1991, was published in December 1991. The second annual supplement, which provided updated information as of September 30, 1992, was published in December 1992. Supplement 2 also provided the status of licensee implementation and NRC verification of other multiplant action (MPA) issues not related to TMI Action Plan requirements, USIs, or GSIs. This third annual NUREG report, Supplement 3, presents updated information as of September 30, 1993. This report gives a comprehensive description of the implementation and verification status of TMI Action Plan requirements, safety issues designated as USIs, GSIs, and other MPAs that have been resolved and involve implementation of an action or actions by licensees. This report makes the information available to other interested parties, including the public. Additionally, this report serves as a follow-on to NUREG-0933, ``A Prioritization of Generic Safety Issues,`` which tracks safety issues until requirements are approved for imposition at licensed plants or until the NRC issues a request for action by licensees.

    The Department of Energy (DOE) is moving towards Long-Term Stewardship (LTS) of many environmental restoration sites that cannot be released for unrestricted use. One aspect of information management for LTS is geospatial data archiving. This report discusses the challenges facing the DOE LTS program concerning the data management and archiving of geospatial data. It discusses challenges in using electronic media for archiving, overcoming technological obsolescence, data refreshing, data migration, and emulation. It gives an overview of existing guidance and policy and discusses what the United States Geological Service (USGS), National Oceanic and Atmospheric Administration (NOAA) and the Federal Emergency Management Agency (FEMA) are doing to archive the geospatial data that their agencies are responsible for. In the conclusion, this report provides issues for further discussion around long-term spatial data archiving.

    One goal of the WIPP Land Withdrawal Act was to assure the safe disposal of the nation’s defense transuranic waste into a deep repository in southeast New Mexico. The governing legislation required the U.S. Department of Energy (DOE) to provide to the U.S. Environmental Protection Agency (EPA) analyses of the anticipated performance of the repository. Disposal operations could not begin until the EPA determined that the project demonstrated compliance with EPA Standards (40 CFR 191) and EPA Criteria (40 CFR 194) for such disposal. The Land Withdrawal Act inherently recognized that the EPA Certification would have to rely on best available knowledge at the time when the application was submitted. The Act also recognized that after the initial certification of WIPP and start of disposal operations, operating experience and ongoing research would result in new technical and scientific information. Thus, the legislation requires recertification of the WIPP every five years, following the first receipt of waste. This report updates issues that the Environmental Evaluation Group (EEG) considers important as the Department of Energy (DOE) works towards the first recertification. These issues encompass a variety of technical areas including actinide solubility, fluid injection scenarios, solution mining, Culebra flow and transport, spallings modeling, and non-random waste emplacement. Given the 24,000-year half life of 239Pu, understanding the characteristics of plutonium in the WIPP environment is obviously important to the validity of long-term performance assessment of the repository. Some uncertainty remains in the understanding of the persistence of higher oxidation states because of reliance on modeling (with its associated assumptions) and limited experimental results. The EEG recommends additional experimental work towards parameters for a proposed conceptual kinetic model of plutonium solubility. In addition, the EEG recommends an intrusion scenario during performance assessment which would account for a heterogeneous, non-inundated repository which may include persisting higher oxidation states of plutonium.

    EPA on Nov. 16, 1990, issued stormwater discharge regulations associated with industrial activity'' under the authority of CWA's National Pollutant Discharge Elimination System (NPDES). Those regulations established NPDES permit application requirements for industrial and certain municipal separate stormwater discharge systems. Three permit application options were made available for industrial stormwater discharges -- filing an individual application, becoming a participant in a group application or filing a notice of intent to be covered under a general permit and its requirements. The Agency of Nov. 19 proposed a draft general permit for group applications. Industrial dischargers choosing the group option previously were required to file in two parts. Part 1 was due by Sept. 30, 1991, and Part 2 was due by Oct. 1, 1992. The proposed permit would apply to industrial facilities, including certain Indian lands, in selected areas of EPA Regions I, II, III, IV, VI, VIII, IX and X. The permit would cover industrial stormwater discharges to US waters, and would include discharges transmitted through large, medium-sized and other municipal separate storm sewer systems.

    Executive Order 12898 and the accompanying memorandum addressed to Federal agency heads, both issued on February 11, 1994, require NEPA processes to incorporate environmental justice. The NEPA processes affected are: (1) public involvement formats, (2) analyses of potential impacts. The Executive Order clearly indicates that research strategies and mitigation measure should be developed with the input of the populations mentioned in the Executive Order, i.e., minority and low-income populations. However, an enhanced public involvement process may not occur because the NEPA activity may have been underway before the Executive Order was issued or because the agency chooses not to change traditional public participation mechanisms. It is also possible that enhanced mechanisms may not effectively elicit involvement. In either case, analysis that considers environmental justice must proceed. These analyses could be highly data-intensive--requiring new or modified methodological approaches-- and time-intensive, particularly if the process elements of the executive order are interpreted broadly, Federal agencies and NEPA project managers already have expressed concern about the potential cost of conducting exhaustive environmental justice related analyses where they may not be warranted. Also, the time and resources required to conduct a full environmental justice analysis is counter to recent trends to streamline the NEPA process. In light of this, a process to screen for indicators of the potential for environmental justice issues has been developed. The method incorporates separate screens for human health impacts, socioeconomic impacts, and social structural impacts. Positive results of any screen indicates the need for full-scale, environmental-justice-related analysis of that category of impact. The screen is intended as a useful tool in implementing environmental justice in environmental impact statements.

    Issues in Midterm Analysis and Forecasting 1998 (Issues) presents a series of nine papers covering topics in analysis and modeling that underlie the Annual Energy Outlook 1998 (AEO98), as well as other significant issues in midterm energy markets. AEO98, DOE/EIA-0383(98), published in December 1997, presents national forecasts of energy production, demand, imports, and prices through the year 2020 for five cases -- a reference case and four additional cases that assume higher and lower economic growth and higher and lower world oil prices than in the reference case. The forecasts were prepared by the Energy Information Administration (EIA), using EIA`s National Energy Modeling System (NEMS). The papers included in Issues describe underlying analyses for the projections in AEO98 and the forthcoming Annual Energy Outlook 1999 and for other products of EIA`s Office of Integrated Analysis and Forecasting. Their purpose is to provide public access to analytical work done in preparation for the midterm projections and other unpublished analyses. Specific topics were chosen for their relevance to current energy issues or to highlight modeling activities in NEMS. 59 figs., 44 tabs.

    Pacific Northwest National Laboratory (PNNL) was tasked by Bechtel National Inc. (BNI) on the River Protection Project-Hanford Tank Waste Treatment and Immobilization Plant (RPP-WTP) project to perform research and development activities to resolve technical issues identified for the Pretreatment Facility (PTF). The Pretreatment Engineering Platform (PEP) was designed, constructed, and operated as part of a plan to respond to issue M12, Undemonstrated Leaching Processes of the External Flowsheet Review Team (EFRT) issue response plan.( ) The PEP is a 1/4.5-scale test platform designed to simulate the WTP pretreatment caustic leaching, oxidative leaching, ultrafiltration solids concentration, and slurry washing processes. The PEP replicates the WTP leaching processes using prototypic equipment and control strategies. The PEP also includes non-prototypic ancillary equipment to support the core processing.

    Sustainable development is a phrase that has come into common usage without benefit of clear definition or meaning. Usage very much reflects individual and group perspectives: foresters might consider sustainability in terms of maintaining ecological integrity as part of managing forests for wood harvesting, industry might emphasize pollution control, while government agencies may be looking for new ways to exploit resources on a more continuous basis. Perhaps the greatest commonality among groups considering these issues is that {open_quotes}sustainability{close_quotes} has not been attained but that it needs to occur. The National Association of Environmental Professionals (NAEP) agrees that it is critical to the health of the planet that sustainable development be actively pursued and implemented in international, national, regional, and local policies and practices. To contribute to this effort a {open_quotes}white paper{close_quotes} is being prepared. Its purpose is twofold: (1) to review the existing information from the NAEP Sustainable Development Working Group and the literature and through examination of these policies, to clarify the thinking, what is being done, and what is still needed; and (2) to develop a position and action plan. This action plan should direct NAEP`s actions in making a significant contribution to the national dialog. This paper presents the background and results of the review phase of this white paper development. Representative views on sustainable development policy and practice are presented from three perspectives: governmental agencies, industry, and other specialty groups.

    The author outlines what he considers to be the key environmental issues affecting Clean Coal Technology (CCT) deployment both in the US and internationally. Since the international issues are difficult to characterize given different environmental drivers in various countries and regions, the primary focus of his remarks is on US deployment. However, he makes some general remarks, particularly regarding the environmental issues in developing vs. developed countries and how these issues may affect CCT deployment. Further, how environment affects deployment depends on which particular type of clean coal technology one is addressing. It is not the author`s intention to mention many specific technologies other than to use them for the purposes of example. He generally categorizes CCTs into four groups since environment is likely to affect deployment for each category somewhat differently. These four categories are: Precombustion technologies such as coal cleaning; Combustion technologies such as low NOx burners; Postcombustion technologies such as FGD systems and postcombustion NOx control; and New generation technologies such as gasification and fluidized bed combustion.

Part 71 requires prenotification for large quantity radioactive waste shipments. Part 73 addresses prenotification for spent nuclear reactor fuel shipments.

    The assembly and packaging of MEMS (Microelectromechanical Systems) devices raise a number of issues over and above those normally associated with the assembly of standard microelectronic circuits. MEMS components include a variety of sensors, microengines, optical components, and other devices. They often have exposed mechanical structures which during assembly require particulate control, space in the package, non-contact handling procedures, low-stress die attach, precision die placement, unique process schedules, hermetic sealing in controlled environments (including vacuum), and other special constraints. These constraints force changes in the techniques used to separate die on a wafer, in the types of packages which can be used in the assembly processes and materials, and in the sealing environment and process. This paper discusses a number of these issues and provides information on approaches being taken or proposed to address them.

    Failure analysis and device characterization of MEMS components are critical steps in understanding the root causes of failure and improving device performance. At the wafer and die level these tasks can be performed with little or no sample preparation. Larger challenges occur after fabrication when the device is packaged, capped, sealed, or otherwise obstructed from view. The challenges and issues of MEMS failure analysis lie in identifying the root cause of failure for these packaged, capped, and sealed devices without perturbing the device or its immediate environment. Novel methods of gaining access to the device or preparing the device for analysis are crucial to accurately determining the root cause of failure. This paper will discuss issues identified in performing root cause failure analysis of packaged MEMS devices, as well as the methods employed to analyze them.

    In summary, stoker-fired boilers that cofire or switch to biomass fuel may potentially have to deal with ash behavior issues such as production of different concentrations and quantities of fine particulate or aerosols and ash-fouling deposition. Stoker boiler operators that are considering switching to biomass and adding potential infrastructure to accommodate the switch may also at the same time be looking into upgrades that will allow for generating additional power for sale on the grid. This is the case for the feasibility study being done currently for a small (<1-MW) stoker facility at the North Dakota State Penitentiary, which is considering not only the incorporation of a lower-cost biomass fuel but also a refurbishing of the stoker boiler to burn slightly hotter with the ability to generate more power and sell excess energy on the grid. These types of fuel and boiler changes can greatly affect ash behavior issues.

  4. Harmonics and Resonance Issues with Wind Plants

    Wind plants are susceptible to lightly-damped resonances which can attract and amplify ambient grid harmonic distortion and magnify wind turbine harmonic generation. Long-accepted harmonic modeling assumptions and practices are not appropriate for wind plants. VSCs are not ideal current sources and grid impedance is important. Attention to modeling detail and thorough evaluation over range of conditions is critical to meaningful analysis. In general, wind turbines are very slight sources of harmonics. Most harmonic issues are a result of resonance, caused by capacitor banks (for reactive power compensation) or from the extensive underground cabling in a collector system. Converter controls instability can be exacerbated by power system resonances. In some cases this has caused severe voltage distorDon and other problems. The IEEE 519 recommended guidelines are very restrictive. I recommend that they are used to resolve serious harmonic issues, and not to create petty problems.

    Groundwater at the Connecticut Yankee Atomic Power Company (CYAPCO) Haddam Neck Plant (HNP) requires investigation of both radionuclides and chemical constituents in order to achieve closure. Cleanup criteria for groundwater are regulated both by federal and state agencies. These requirements vary in both numerical values as well as the duration of post remediation monitoring. The only consistent requirement is the development of a site conceptual model and an understanding of the hydrogeologic conditions that will govern contaminant transport and identify potential receptors. To successfully reach closure under each agency, it is paramount to understand the different requirements during the planning stages of the investigation. Therefore, the conceptual site model, groundwater transport mechanisms, and potential receptors must be defined. Once the hydrogeology is understood, a long term groundwater program can then be coordinated to meet each regulatory agency requirement to both terminate the NRC license and reach site closure under RCRA. Based on the different criteria, the CTDEP-LR (or RSR criteria) are not only bounding, but also requires the longest duration. As with most decommissioning efforts, regulatory attention is focused on the NRC, however, with the recent industry initiatives based on concern of tritium releases to groundwater at other plants, it is likely that the USEPA and state agencies may continue to drive site investigations. By recognizing these differences, data quality objectives can include all agency requirements, thus minimizing rework or duplicative efforts. CYAPCO intends to complete groundwater monitoring for the NRC and CTDEP-RD by July 2007. However, because shallow remediations are still being conducted, site closure under USEPA and CTDEP-LR is projected to be late 2011.

    The vision of a nuclear renaissance has highlighted the issue of proliferation resistance. The prospects for a dramatic growth in nuclear power may depend on the effectiveness of, and the resources devoted to, plans to develop and implement technologies and approaches that strengthen proliferation resistance. The GenIV International Forum (GIF) and others have devoted attention and resources to proliferation resistance. However, the hope of finding a way to make the peaceful uses of nuclear energy resistant to proliferation has reappeared again and again in the history of nuclear power with little practical consequence. The concept of proliferation resistance has usually focused on intrinsic (technological) as opposed to extrinsic (institutional) factors. However, if there are benefits that may yet be realized from reactors and other facilities designed to minimize proliferation risks, it is their coupling with effective safeguards and other nonproliferation measures that likely will be critical. Proliferation resistance has also traditionally been applied only to state threats. Although there are no technologies that can wholly eliminate the risk of proliferation by a determined state, technology can play a limited role in reducing state threats and perhaps in eliminating many non-state threats. These and other issues are not academic. They affect efforts to evaluate proliferation resistance, including the methodology developed by GIF's Proliferation Resistance and Physical Protection (PR&PP) Working Group as well as the proliferation resistance initiatives that are being pursued or may be developed in the future. This paper will offer a new framework for thinking about proliferation resistance issues, including the ways the output of the methodology could be developed to inform the decisions that states, the International Atomic Energy (IAEA) and others will have to make in order to fully realize the promise of a nuclear renaissance.

  12. ELECTROMIGRATION ISSUES IN HIGH CURRENT HORN.

    The secondary particle focusing horn for the AGS neutrino experiment proposal is a high current and high current density device. The peak current of horn is 300 kA. At the smallest area of horn, the current density is near 8 kA/mm{sup 2}. At very high current density, a few kA/mm{sup 2}, the electromigration phenomena will occur. Momentum transfer between electrons and metal atoms at high current density causes electromigration. The reliability and lifetime of focusing horn can be severely reduced by electromigration. In this paper, we discuss issues such as device reliability model, incubation time of electromigration, and lifetime of horn.

  14. COOLING WATER ISSUES AND OPPORTUNITIES AT U.S. NUCLEAR POWER PLANTS

    This report has been prepared for the Department of Energy, Office of Nuclear Energy (DOE-NE), for the purpose of providing a status report on the challenges and opportunities facing the U.S. commercial nuclear energy industry in the area of plant cooling water supply. The report was prompted in part by recent Second Circuit and Supreme Court decisions regarding cooling water system designs at existing thermo-electric power generating facilities in the U.S. (primarily fossil and nuclear plants). At issue in the courts have been Environmental Protection Agency regulations that define what constitutes Best Technology Available for intake structures that withdraw cooling water that is used to transfer and reject heat from the plants steam turbine via cooling water systems, while minimizing environmental impacts on aquatic life in nearby water bodies used to supply that cooling water. The report was also prompted by a growing recognition that cooling water availability and societal use conflicts are emerging as strategic energy and environmental issues, and that research and development (R&D) solutions to emerging water shortage issues are needed. In particular, cooling water availability is an important consideration in siting decisions for new nuclear power plants, and is an under-acknowledged issue in evaluating the pros and cons of retrofitting cooling towers at existing nuclear plants. Because of the significant ongoing research on water issues already being performed by industry, the national laboratories and other entities, this report relies heavily on ongoing work. In particular, this report has relied on collaboration with the Electric Power Research Institute (EPRI), including its recent work in the area of EPA regulations governing intake structures in thermoelectric cooling water systems.

  19. Dust Combustion Safety Issues for Fusion Applications

    This report summarizes the results of a safety research task to identify the safety issues and phenomenology of metallic dust fires and explosions that are postulated for fusion experiments. There are a variety of metal dusts that are created by plasma erosion and disruptions within the plasma chamber, as well as normal industrial dusts generated in the more conventional equipment in the balance of plant. For fusion, in-vessel dusts are generally mixtures of several elements; that is, the constituent elements in alloys and the variety of elements used for in-vessel materials. For example, in-vessel dust could be composed of beryllium from a first wall coating, tungsten from a divertor plate, copper from a plasma heating antenna or diagnostic, and perhaps some iron and chromium from the steel vessel wall or titanium and vanadium from the vessel wall. Each of these elements has its own unique combustion characteristics, and mixtures of elements must be evaluated for the mixtures combustion properties. Issues of particle size, dust temperature, and presence of other combustible materials (i.e., deuterium and tritium) also affect combustion in air. Combustion in other gases has also been investigated to determine if there are safety concerns with inert atmospheres, such as nitrogen. Several coolants have also been reviewed to determine if coolant breach into the plasma chamber would enhance the combustion threat; for example, in-vessel steam from a water coolant breach will react with metal dust. The results of this review are presented here.

  20. Environmental issues related to biomass: An overview

    Now that public attention has grown increasingly focused on environmentalism and climate change, the commercial use of biomass could greatly accelerate. Renewable feedstocks like biomass can provide better environmentally balanced sources of energy and other nonfood products than fossil fuels. The future of biomass is uncertain, however, because public attention focuses on both its potential and its challenges. This paper is divided into five sections. Section 2 briefly addresses economic environmental issues. The extent to which externalities are accounted for in the market price of fuels plays a significant role in determining both the ultimate size of biofuel markets and the extent of the environmental benefits of feedstock cultivation and conversion processes. Sections 3 and 4 catalog the main hazards and benefits that are likely to arise in the large-scale commercialization of biomass fuel and note where the major uncertainties lay. Environmental issues arise with the cultivation of each feedstock and with each step in the process of its conversion to fuel. Feedstocks are discussed in Section 3 in terms of three main groups: wastes, energy crops, and traditional agricultural crops. In Section 4, conversion processes are also divided into three groups, on the basis of the end energy carrier: gas, liquid, and solid and electricity. Section 5 provides a conclusion and summary.
