    At the request of the Department of Energy and Westinghouse Hanford Company, the Bureau of Mines has investigated the flammability of mixtures of hydrogen, ammonia, nitrous oxide, and air. The tests were performed in a spherical chamber under quiescent and turbulent conditions. This paper describes combustion calculations using the GASFLOW code and compares the calculated pressure ratios with experiments mentioned above. GASFLOW is a finite-volume computer code that solves the transient, three-dimensional, compressible fluid, Navier-Stokes equations with multiple species coupled with finite-rate chemical kinetics. The computational results show good agreement with the experimental data and confirm GASFLOW to be a valuable tool for evaluating the above combustion process.

    The Bureau of Land Management (BLM) has developed a {open_quotes}Blueprint for the Future{close_quotes} changing its organizational structure to better manage nearly 270 million acres of public lands and 540 million acres of subsurface mineral resources. Both efforts focus on ecosystem management and better business practices. The mission identified in the {open_quotes}Blueprint{close_quotes} is {open_quotes}to sustain the health, diversity and productivity of the public lands for the use and enjoyment of present and future generations.{close_quotes} Within this mission goals include maintaining healthy ecosystems and improving customer service and business practices. In conjunction with the Blueprint, the BLM developed strategies to streamline its headquarters and field organizational structures and to accommodate an ecosystem management approach. The new headquarters structure uses flexible interdisciplinary work teams in place of the programmatic hierarchical approach. These teams may be established on either a permanent or temporary basis. For example, one team is responsible for reporting on the condition of the public lands as an essential part of maintaining healthy ecosystems. Although it is too early to judge the success of the BLM`s reinvention efforts, insights can be gained from a review of these efforts. One insight is that most people are so used to thinking about the public lands on a statute by statute, resource by resource, project by project basis, that is difficult for them to adjust to the ecosystem management or streamlining paradigms.

The IEA's four standing groups on Relations with Producer and other Consumer Countries, on Long-Term Cooperation, on the Oil Market, and on Emergency Questions are organized to accommodate co041869flicting interests through voting rights and to allow constructive interaction among intergovernmental bodies. A description of the allocation system and industry's role in emergencies is followed by a summary of US legal requirements relating to these activities. The EURATOM Supply Agency (the Agency) is a signatory to almost all EC-company contracts for transactions that occur on the territory of the Community, which includes Belgium, Denmark, France, the Federal Republic of Germany (FRG), Great Britain, Greece, Ireland, Italy, Luxembourg, the Netherlands, Portugal, and Spain. During the 1980s, the Supply Agency has rarely tried to influence the commercial decisions of EC member companies. The nuclear fuel industry has largely perceived the Agency as an administrative office that registers contracts and maintains relations with some outside governments, particularly Australia, Canada, and the USA. However, in 1988 the Agency began to have a more direct commercial impact when it reviewed the practice-previously conducted routinely by the EURATOM Safeguards Directorate in Luxembourg at the request of EC-member companies-of swapping safeguards obligations on equivalent quantities of uranium at different locations (flag swapping). The Agency`s actions inhibiting flag swaps, as well as a related de facto policy restricting material swaps of Southern African uranium, caused it to be viewed as obstructive by some EC companies. During 1989 the discussion about flag swaps and swaps involving South African and Namibian uranium has subsided, and a far-reaching discussion has arisen about EC trade policy in general.

    The DOE, Naval Petroleum reserves in California (NPRC), proposes to sign an Amendment to the Cooperative Agreement and Supplement with the California Department of Food and Agriculture (CDFA) to extend the term of the Curly Top Virus Control Program (CTVCP) in California. This program involves Malathion spraying on NPRC lands to control the beet leafhopper, over a five year period from 1997 through 2001. It is expected that approximately 330 acres on Naval Petroleum Reserve Number 1 (NPR-1) and approximately 9,603 acres on Naval Petroleum Reserve Number 2 (NPR-2) will be treated with Malathion annually by CDFA during the course of this program. The actual acreage subject to treatment can vary from year to year. Pursuant to the requirements of the National Environmental Policy Act of 1969 (NEPA), as amended, the potential impacts of the proposed action were analyzed in a Joint Environmental Assessment (DOE/EA-1011) with the US Department of Interior, Bureau of Land Management (BLM) acting as lead agency, in consultation with the CDFA, and the DOE acting as a cooperating agency. Based on the analysis in the EA, DOE has determined that the conduct of the Curly Top Virus Control Program in California is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the NEPA. Therefore, the preparation of an Environmental Impact Statement is not required and DOE is consequently issuing a FONSI.

    The purpose of this analysis is to provide the U.S. Department of the Interior (DOI) and the Bureau of Land Management (BLM) with an overview of renewable energy (RE) generation markets, transmission planning efforts, and the ongoing role of the BLM RE projects in the electricity markets of the 11 states (Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming) that comprise the Western Electricity Coordinating Council (WECC) Region. This analysis focuses on the status of, and projections for, likely development of non-hydroelectric renewable electricity from solar (including photovoltaic [PV] and concentrating solar power [CSP]), wind, biomass and geothermal resources in these states. Absent new policy drivers and without the extension of the DOE loan guarantee program and Treasury's 1603 program, state RPS requirements are likely to remain a primary driver for new RE deployment in the western United States. Assuming no additional policy incentives are implemented, projected RE demand for the WECC states by 2020 is 134,000 GWh. Installed capacity to meet that demand will need to be within the range of 28,000-46,000 MW.

    The author addresses the following questions in his presentation: what is USAID; where does the money go and who makes the decisions; where does USAID fund energy programs, and especially renewable energy; who are their `partners`; what is the approach to renewable energy; what in summary, has USAID funded that is relevant to village power. USAID is the foreign aid agency of the US Government. Approximately 75 countries receive regular assistance. The fiscal year 97 budget for the agency is approximately $5.8 billion. About half of the total budget goes to Israel, Egypt, and the countries of the former Soviet Union. These budgeting decisions are geopolitical. Congress earmarks total budgets for a few sectors or subjects, such as family planning. The goal of USAID`s renewable energy programs is simple: They are interested in accelerating the market penetration of commercial technologies. They do not engage in technology R&D. Developing countries have energy needs now, and commercial technologies are available now. USAID has taken note of the interest taken by subsidiaries of US utilities in the past couple of years in bringing their expertise and resources to bear on meeting the challenge of rural energy needs in developing countries. They believe that the entry into the market of these players could be one of the most important catalysts for making the rural energy revolution happen.

    This report presents recommendations relative to the use of expert systems and machine learning techniques by the Bureau of Labor Statistics (BLS) to substantially automate product substitution decisions associated with the Consumer Price Index (CPI). Thirteen commercially available, PC-based expert system shells have received in-depth evaluations. Various machine learning techniques were also reviewed. Two recommendations are given: (1) BLS should use the expert system shell LEVEL5 OBJECT and establish a software development methodology for expert systems; and (2) BLS should undertake a small study to evaluate the potential of machine learning techniques to create and maintain the approximately 350 ELI-specific knowledge bases to be used in CPI product substitution review.

    The Environmental Protection Agency of the State of Illinois (Illinois EPA) has programs in water, air, and land pollution and water supplies paralleling those of the US Environmental Protection Agency (EPA). The organization is part of a tripartite arrangement in which the Pollution Control Board is the judicial arm, the Department of Energy and Natural Resources is the research arm, and the Illinois EPA is the enforcement arm. Other state agencies are also concerned with various aspects of the environment and may do risk assessments for chemicals. Although there are various risk assessment activities, both formal and informal, in our agency and in others, this paper will discuss only recent initiatives in water quality criteria.

The purpose of the survey was, as described by Rich, 'to determine the present condition of the various tributaries with respect to their availability and usefulness for the migration, breeding, and rearing of migratory fishes'. Current estimates of the loss of anadromous fish habitat in the Columbia River Basin are based on a series of reports published from 1949-1952 by the U.S. Fish and Wildlife Service. The reports were brief, qualitative accounts of over 5000 miles of stream surveys conducted by the BOF from 1934-1946 (Bryant, 1949; Bryant and Parkhurst, 1950; Parkhurst, 1950a-c; Parkhurst et al., 1950). Despite their brevity, these BOF reports have formed the basis for estimating fish habitat losses and conditions in the Columbia River Basin (Fulton, 1968, 1970; Thompson, 1976; NPPC, 1986). Recently, the field notebooks from the BOF surveys were discovered. The data is now archived and stored in the Forest Science DataBank at Oregon State University (Stafford et al., 1984; 1988). These records are the earliest and most comprehensive documentation available of the condition and extent of anadromous fish habitat before hydropower development in the Columbia River Basin. They provide the baseline data for quantifying changes and setting a benchmark for future restoration of anadromous fish habitat throughout the Basin. The summaries in this book are exact replicates of the originals. Due to discrepancies between the field data and the summaries, the database should be used to assess pool and substrate conditions.     Intense magnetic fields are an essential tool for understanding layered superconductors. Fundamental electronic properties of organic superconductors are revealed in intense (60 tesla) magnetic fields. Properties such as the topology of the Fermi surface and the nature of the superconducting order parameter are revealed. With modest maximum critical temperatures~13K the charge transfer salt organic superconductors prove to be incredibly valuable materials as their electronically clean nature and layered (highly anisotropic) structures yield insights to the high temperature superconductors. Observation of de Haas-van Alphen and Shubnikov-de Haas quantum oscillatory phenomena, magnetic field induced superconductivity and re-entrant superconductivity are some of the physical phenomena observed in the charge transfer organic superconductors. In this talk, I will discuss the nature of organic superconductors and give an overview of the generation of intense magnetic fields; from the 60 tesla millisecond duration to the extreme 1000 tesla microsecond pulsed magnetic fields.

    To address safety issues regarding effective waste management efforts of underground organic waste storage tanks at the Hanford Site, the Bureau of Mines conducted a series of tests, at the request of the Westinghouse Hanford company. In this battery of tests, the thermal and explosive characteristics of surrogate materials, chosen by Hanford, were determined. The surrogate materials were mixtures of inorganic and organic sodium salts, representing fuels and oxidants. The oxidants were sodium nitrate and sodium nitrite. The fuels were sodium salts of oxalate, citrate and ethylenediamine tetraacetic acid (EDTA). Polyethylene powder was also used as a fuel with the oxidant(s). Sodium aluminate was used as a diluent. In addition, a sample of FeCN, supplied by Hanford was also investigated.

    The 2015 International Energy Agency (IEA) Bioenergy Conference will be hosted in Berlin, Germany, from October 27 to 29, 2015. The conference will highlight recent research and market developments in bioenergy, such as challenges across bioenergy value chains, as well as crosscutting topics such as environmental sustainability, socioeconomic issues, and trade. The U.S. Department of Energy Bioenergy Technologies Office Demonstration and Market Transformation Program Manager Jim Spaeth will be moderating a panel on multidisciplinary projects within IEA Bioenergy. He will also be attending the IEA Executive Committee meeting on October 26, during which plans and commitments will be made for the IEA Bioenergy projects for the next triennium.

    In Citizens Coal Council v. EPA, an en banc panel for the Sixth Circuit Court of Appeals considered a challenge to EPA regulations promulgated pursuant to the Clean Water Act (CWA). The EPA promulgated the regulations in an attempt to incentivize coal companies to remine once abandoned mine sites. Petitioners, two nonprofit environmental organizations, claimed that the regulations violated the Clean Water Act and Administrative Procedure Act by allowing coal companies to remine without adhering to any enforceable pollution limitations. The EPA countered that more remining would improve water quality at abandoned sites. The Sixth Circuit rejected Petitioners' claims, finding that the EPA's regulations were reasonably consistent with the CWA's goal of restoring the integrity of the nation's waters. In so holding, the court struggled to understand the meaning of the CWA's complex procedural and technical language, and allowed the EPA to justify the rule based on the CWA's broad statement of purpose. Such superficial judicial review sets a dangerous precedent in environmental law, because it exacerbates the risk of agency capture. A captured agency promulgates regulations that benefit-industry, not the environment. Without the judiciary acting as a meaningful check against agency capture, the public loses a valuable tool in the fight against major-industrial polluters like the domestic coal industry. Citizens Coal Council therefore stands as a cautionary tale, a warning sign that the judiciary may be unable to identify agency capture where the regulations at issue are promulgated pursuant to a complex statute like the Clean Water Act.

This document was developed to inventory organizations within the federal government on current chemical industry-related research and development. While an amount of funding or number of projects specifically relating to chemical industry research and development was not defined in all organizations, identified were about 60 distinct organizations representing 7 cabinet-level departments and 4 independent agencies, with research efforts exceeding $3.5 billion in fiscal year 1995. Effort were found to range from less than $500 thousand per year at the Departments of Agriculture and the Interior to over $100 million per year at the Departments of Commerce, Defense, Energy, and Health and Human Services and the National Aeronautics and Space Administration. The total number of projects in these programs exceeded 10,000. This document is complete to the extent that agencies volunteered information. Additions, corrections, and changes are encouraged and will be incorporated in future revisions.

    This document contains summary reports of stream habitat surveys, conducted in Idaho, by the Bureau of Fisheries (BOF, now National Marine Fisheries Service) from 1938-1942.. These surveys were part of a larger project to survey streams in the Columbia River basin that provided, or had provided, spawning and rearing habitat for salmon and steelhead (Rich, 1948). The purpose of the survey was, as described by Rich, 'to determine the present condition of the various tributaries with respect to their availability and usefulness for the migration, breeding, and rearing of migratory fishes'. The Idaho portion of the survey consisted of extensive surveys of the Clearwater, Salmon, Weiser, and Payette River Subbasins. Current estimates of the loss of anadromous fish habitat in the Columbia River Basin are based on a series of reports published from 1949-1952 by the U.S. Fish and Wildlife Service. The reports were brief, qualitative accounts of over 5000 miles of stream surveys conducted by the BOF from 1934-1946 (Bryant, 1949; Bryant and Parkhurst, 1950; Parkhurst, 1950a-c; Parkhurst et al., 1950). Despite their brevity, these BOF reports have formed the basis for estimating fish habitat losses and conditions in the Columbia River Basin (Fulton, 1968, 1970; Thompson, 1976; NPPC, 1986).     Although production of U/sub 3/O/sub 8/ declined only slightly in 1980, New Mexico's share of domestic production has declined from 48% in 1976 to 35% in 1980. Production projections indicate a continued decline in 1981 and lower production until at least 1984. New Mexico has 41% of total domestic reserves producible in the $50-per-lb cost category. In keeping with the anticipated steady depletion of reserves, production of crude oil in New Mexico was 69.9 million bls, a 6.3% decline in production from 1979. Condensate production of 5.4 million bbls in 1980, however, represented an increase of 7% from 1979 production. Although natural gas production was the lowest since 1970 and declined by 2.6% from 1979 production, 1980 was the 15th year that production exceeded 1 trillion cu ft. Despite declines in production, the valuation of oil and gas production has increased significantly with oil sales doubling from the previous year and gas sales increasing by $409 million because of higher prices. Reserves have been estimated to be 959 million bbls of crude oil and 17.667 trillion cu ft of natural gas. Production of 19.5 million short tons of coal in 1980 represented a 33% increase over 1979 production and an increase of 157% since 1970. Coal resources in New Mexico are estimated to be 180.79 billion short tons, and production is projected to incease to 39.61 million tons in 1985 and 67.53 million tons in 1990. The most notable developments in geothermal energy have been in technical advances in drilling, testing, and applications, especially in the area of hot dry rock systems. The US Bureau of Land Management has issued 113 geothermal leases that remain active. Recent geothermal exploration activity has been detailed for 21 companies.

    Since 1957, the International Atomic Energy Agency (IAEA) has worked to ensure the safe and responsible promotion of nuclear technology throughout the world. The IAEA operates at the intersection of the Nuclear Nonproliferation Treaty’s (NPT) fourth and third articles, which guarantee Parties to the Treaty the right to peaceful uses of nuclear technology, provided those activities are placed under safeguards verified by the IAEA. However, while the IAEA has enjoyed substantial success and prestige in the international community, there is a concern that its resources are being stretched to a point where it may no longer be possible to execute its multifaceted mission in its entirety. As noted by the Director General (DG) in 2008, demographics suggest that every aspect of the IAEA’s operations will be in higher demand due to increasing reliance on non-carbon-based energy and the concomitant nonproliferation, safety, and security risks that growth entails. In addition to these nuclear energy concerns, the demand for technical developmental assistance in the fields of food security, resource conservation, and human health is also predicted to increase as the rest of the world develops. Even with a 100% value-for-money rating by the U.S. Office of Management and Budget (OMB) and being described as an “extraordinary bargain” by the United Nations Secretary-General’s High-level Panel on Threats, Challenges and Change, real budget growth at the Agency has been limited to zero-real growth for a better part of the last two decades. Although the 2012 regular budget (RB) received a small increase for most programs, the 2013 RB has been set at zero-real growth. As a result, the IAEA has had to defer infrastructure investments, which has hindered its ability to provide the public goods its Members seek, decreased global security and development opportunities, and functionally transformed the IAEA into a charity, dependent on extrabudgetary (EB) contributions to sustain

  1. The US Geological Survey-Bureau of Land Management cultural resources program in the National Petroleum Reserve in Alaska, 1977-1981

    Utilization of northern Alaska's riches long predates the recent oil exploration program in the National Petroleum Reserve in Alaska (NPRA). Though the earliest known archaeological site in the reserve dates back only 7600 yr, most archaeologists believe human groups first occupied the area at least 4000 yr earlier. The as-yet-undiscovered physical remains left behind by these first inhabitants of the area, as well as the known and unknown traces of the peoples who succeeded them through time, constitute the cultural resources of the NPRA. First among the laws protecting cultural resources is the Antiquities Act of 1906, which provides for the establishment of national monuments by Presidential proclamation, sets up a permit system for the scientific investigation of cultural resources on Federal land, and details penalities for unauthorized disturbance of archaeological remains. The Archaeological and Historic Preservation Act of 1974, which extended the earlier Reservoir Salvage Act of 1960, authorizes funds for the preservation of historical and archaeological data that otherwise might be lost through any Federal construction project or federally licensed or assisted activity or program. The National Historic Preservation Act of 1966 established the National Register of Historic Places and a National Advisory Council to assist all Federal agencies in evaluating the effects of their actions on properties included, or eligible for inclusion, in the National Register. Finally, Executive Order 11593 of May 13, 1971, requires all Federal agencies to inventory cultural resources on lands they manage or affect in order to determine eligibility for the National Register, and to use due caution in regard to those resources until the inventory, evaluation, and nomination processes are completed. The oil exploration program in the NPRA is subject to this body of law for cultural resource protection.

    This document is part of a larger, programmatic effort to assist federal agencies in taking action and changing their institutions to achieve and maintain federal sustainability goals, while meeting their mission goals. FEMP is developing guidance for federal agency efforts to enable institutional behavior change for sustainability, and for making sustainability “business as usual.” The driving requirement for this change is Executive Order (EO) 13514, Federal Leadership in Environmental, Energy, and Economic Performance. FEMP emphasizes strategies for increasing energy efficiency and renewable energy utilization as critical components of attaining sustainability, and promotes additional non-energy action pathways contained in EO 13514. This report contributes to the larger goal by laying out the conceptual and evidentiary underpinnings of guidance to federal agencies. Conceptual frameworks focus and organize the development of guidance. We outline a series of progressively refined conceptual frameworks, including a multi-layer approach, key steps in sustainability implementation, a process view of specific approaches to institutional change, the agency Strategic Sustainability Performance Plans (SSPPs), and concepts related to context-specific rules, roles and tools for sustainability. Additionally, we tap pertinent bodies of literature in drawing eight evidence-based principles for behavior change. These principles are important foundations upon which to build in selecting strategies to effect change in organizations. Taken together, this report presents a suite of components that inform the training materials, presentations, web site, and other products that provide guidance to federal agencies.

    Groundwater at the Connecticut Yankee Atomic Power Company (CYAPCO) Haddam Neck Plant (HNP) requires investigation of both radionuclides and chemical constituents in order to achieve closure. Cleanup criteria for groundwater are regulated both by federal and state agencies. These requirements vary in both numerical values as well as the duration of post remediation monitoring. The only consistent requirement is the development of a site conceptual model and an understanding of the hydrogeologic conditions that will govern contaminant transport and identify potential receptors. To successfully reach closure under each agency, it is paramount to understand the different requirements during the planning stages of the investigation. Therefore, the conceptual site model, groundwater transport mechanisms, and potential receptors must be defined. Once the hydrogeology is understood, a long term groundwater program can then be coordinated to meet each regulatory agency requirement to both terminate the NRC license and reach site closure under RCRA. Based on the different criteria, the CTDEP-LR (or RSR criteria) are not only bounding, but also requires the longest duration. As with most decommissioning efforts, regulatory attention is focused on the NRC, however, with the recent industry initiatives based on concern of tritium releases to groundwater at other plants, it is likely that the USEPA and state agencies may continue to drive site investigations. By recognizing these differences, data quality objectives can include all agency requirements, thus minimizing rework or duplicative efforts. CYAPCO intends to complete groundwater monitoring for the NRC and CTDEP-RD by July 2007. However, because shallow remediations are still being conducted, site closure under USEPA and CTDEP-LR is projected to be late 2011.

    The development of miniature surrogate human organs, coupled with highly sensitive mass spectrometry technologies, could one day revolutionize the way new drugs and toxic agents are studied. “By developing this ‘homo minutus,’ we are stepping beyond the need for animal or Petri dish testing: There are huge benefits in developing drug and toxicity analysis systems that can mimic the response of actual human organs,” said Rashi Iyer, a senior scientist at Los Alamos National Laboratory. ATHENA, the Advanced Tissue-engineered Human Ectypal Network Analyzer project team, is nearing the full integration of four human organ constructs — liver, heart, lung and kidney — each organ component is about the size of a smartphone screen, and the whole ATHENA “body” of interconnected organs will fit neatly on a desk. A new video available on the Los Alamos National Laboratory YouTube channel updates the ATHENA project as it begins to integrate the various organ systems into a single system (link to video here). Some 40 percent of pharmaceuticals fail their clinical trials and there are thousands of chemicals whose effects on humans are simply unknown. Providing a realistic, cost-effective and rapid screening system such as ATHENA with high-throughput capabilities could provide major benefits to the medical field, screening more accurately and offering a greater chance of clinical trial success. ATHENA is funded by the Defense Threat Reduction Agency (DTRA) and is a collaboration of Los Alamos National Laboratory, Harvard University, Vanderbilt University, Charité Universitätsmedizin, Berlin, Germany, CFD Research Corporation, and the University of California San Francisco.

    In the Department of Energy (DOE) Implementation Plan (IP) for Defense Nuclear Facilities Safety Board's Recommendation 2009-1, the DOE committed to studying the use of quantitative risk assessment methodologies at government agencies and industry. This study consisted of document reviews and interviews of senior management and risk assessment staff at six organizations. Data were collected and analyzed on risk assessment applications, risk assessment tools, and controls and infrastructure supporting the correct usage of risk assessment and risk management tools. The study found that the agencies were in different degrees of maturity in the use of risk assessment to support the analysis of high hazard operations and to support decisions related to these operations. Agencies did not share a simple, 'one size fits all' approach to tools, controls, and infrastructure needs. The agencies recognized that flexibility was warranted to allow use of risk assessment tools in a manner that is commensurate with the complexity of the application. The study also found that, even with the lack of some data, agencies application of the risk analysis structured approach could provide useful insights such as potential system vulnerabilities. This study, in combination with a companion study of risk assessment programs in the DOE Offices involved in high hazard operations, is being used to determine the nature and type of controls and infrastructure needed to support risk assessments at the DOE.

    Separable organics have been defined as “those organic compounds of very limited solubility in the bulk waste and that can form a separate liquid phase or layer” (Smalley and Nguyen 2013), and result from three main solvent extraction processes: U Plant Uranium Recovery Process, B Plant Waste Fractionation Process, and Plutonium Uranium Extraction (PUREX) Process. The primary organic solvents associated with tank solids are TBP, D2EHPA, and NPH. There is concern that, while this organic material is bound to the sludge particles as it is stored in the tanks, waste feed delivery activities, specifically transfer pump and mixer pump operations, could cause the organics to form a separated layer in the tank farms feed tank. Therefore, Washington River Protection Solutions (WRPS) is experimentally evaluating the potential of organic solvents separating from the tank solids (sludge) during waste feed delivery activities, specifically the waste mixing and transfer processes. Given the Hanford Tank Waste Treatment and Immobilization Plant (WTP) waste acceptance criteria per the Waste Feed Acceptance Criteria document (24590-WTP-RPT-MGT-11-014) that there is to be “no visible layer” of separable organics in the waste feed, this would result in the batch being unacceptable to transfer to WTP. This study is of particular importance to WRPS because of these WTP requirements.

    This report was prepared in response to a request for technical assistance from the Minnesota Pollution Control Agency (MPCA). The U.S. Department of Energy's (DOE) Office of Energy Efficiency and Renewable Energy supported the National Renewable Energy Laboratory (NREL) in its response to this request through the Technical Assistance Project.     The U.S. Environmental Protection Agency (EPA) built a successful water conservation program and reduced potable water use through a series of initiatives at EPA laboratories. The projects highlighted in this case study demonstrate EPA’s ability to reduce water use in laboratory and medical equipment by implementing vacuum pump and steam sterilizer replacements and retrofits. Due to the success of the initial vacuum pump and steam sterilizer projects described here, EPA is implementing similar projects at several laboratories throughout the nation.
