The report details line-item changes in the proposed appropriations, and compares them with budget estimates and House allowances. The commtitee recommends less than the budget estimate and more than the House allowance for the overall Title I and II budgets, but both the House and Senate recommend substantial increases in the proposed land and water conservation fund.     The application of information available for risk assessment from the federal perspective is described. Different federal agencies conduct varying degrees of hazard evaluation, and some also generate empirical data. The role of the Agency for Toxic Substances and Disease Registry in hazard assessments of potential public health impacts of Superfund sites includes identification of the 275 most significant substances. ATSDR is responsible for preparing toxicological profiles. ATSDR also identifies data gaps and needs critical to adequately assessing human health impacts.

    From 1978 to 1981, the Department of Energy (DOE) awarded more than 2200 small grants worth more than $25 million to individuals, organizations and small businesses across the nation for the purposes of researching, developing and demonstrating appropriate technologies. Grants were given in the full range of technology areas, including conservation, solar, biomass, wind, geothermal, and hydro power. The final report from each DOE grantee was reviewed in an effort to extract information about new ideas and proven concepts that could be of value to the public. To manage the growing wealth of information from the grant reports, and to monitor the report review process, the Appropriate Technology Management Information System (ATMIS), a computer data base, was developed. The ATMIS can classify data into numerous categories (technology area, geographic location, project status, etc.). This manual was generated directly from the data base.

    The Department of Energy is the lead federal agency for research related to atmospheric carbon dioxide. Its responsibility is to sponsor a program of relevant research, and to coordinate this research with that of others. As part of its responsibilities, the Department of Energy has prepared a research plan. The plan documented in this Summary delineated the logic, objectives, organization, background and current status of the research activities. The Summary Plan is based on research subplans in four specific areas: global carbon cycle, climate effects, vegetative response and indirect effects. These subplans have emanated from a series of national and international workshops, conferences, and from technical reports. The plans have been peer reviewed by experts in the relevant scientific fields. Their execution is being coordinated between the responsible federal and international government agencies and the involved scientific community.

    This report provides relevant information and analysis to the Department of Homeland Security (DHS) that will assist DHS in determining how to meet the requirements of federal technology transfer legislation. These legal requirements are grouped into five categories: (1) establishing an Office of Research and Technology Applications, or providing the functions thereof; (2) information management; (3) enabling agreements with non-federal partners; (4) royalty sharing; and (5) invention ownership/obligations. These five categories provide the organizing framework for this study, which benchmarks other federal agencies/laboratories engaged in technology transfer/transition Four key agencies--the Department of Health & Human Services (HHS), the U.S. Department of Agriculture (USDA), the Department of Energy (DOE), and the Department of Defense (DoD)--and several of their laboratories have been surveyed. An analysis of DHS's mission needs for commercializing R&D compared to those agencies/laboratories is presented with implications and next steps for DHS's consideration. Federal technology transfer legislation, requirements, and practices have evolved over the decades as agencies and laboratories have grown more knowledgeable and sophisticated in their efforts to conduct technology transfer and as needs and opinions in the federal sector have changed with regards to what is appropriate. The need to address requirements in a fairly thorough manner has, therefore, resulted in a lengthy paper. There are two ways to find summary information. Each chapter concludes with a summary, and there is an overall ''Summary and Next Steps'' chapter on pages 57-60.     The author addresses the following questions in his presentation: what is USAID; where does the money go and who makes the decisions; where does USAID fund energy programs, and especially renewable energy; who are their `partners`; what is the approach to renewable energy; what in summary, has USAID funded that is relevant to village power. USAID is the foreign aid agency of the US Government. Approximately 75 countries receive regular assistance. The fiscal year 97 budget for the agency is approximately $5.8 billion. About half of the total budget goes to Israel, Egypt, and the countries of the former Soviet Union. These budgeting decisions are geopolitical. Congress earmarks total budgets for a few sectors or subjects, such as family planning. The goal of USAID`s renewable energy programs is simple: They are interested in accelerating the market penetration of commercial technologies. They do not engage in technology R&D. Developing countries have energy needs now, and commercial technologies are available now. USAID has taken note of the interest taken by subsidiaries of US utilities in the past couple of years in bringing their expertise and resources to bear on meeting the challenge of rural energy needs in developing countries. They believe that the entry into the market of these players could be one of the most important catalysts for making the rural energy revolution happen.

    Within the past several years, wind turbines rated at 400 kW and higher have been introduced into the market, and some manufacturers are developing machines rated at 750 - 1,000+ kW. This raises the question: What is the appropriate size for utility-grade wind turbines today? The answer depends upon the site where the machines will be used and the local conditions.   10. Mixing Appropriations and Private Financing to Meet Federal Energy Management Goals

    This report compares several strategies for mixing appropriations and private financing in a typical federal agency that has identified $100 million in required energy conservation measures (ECMs) at its facilities. The analysis shows that in order to maximize savings and minimize overall life-cycle cost, the best strategy for the agency is to use private financing to fund as many of the ECMs as possible within the statutory maximum 25-year project term, beginning with the ECMs with the shortest paybacks. Available appropriations should either be applied to a privately financed project as a one-time payment from savings (i.e., as a buydown ) or used to directly fund longer-payback ECMs that cannot be included in the privately financed project.

    A task was undertaken to determine primarily the permeation behavior of various glove compounds from four manufacturers. As part of the basic characterization task, the opportunity to obtain additional mechanical and thermal properties presented itself. Consequently, a total of fifteen gloves were characterized for permeation, Thermogravimetric Analysis, Puncture Resistance, Tensile Properties and Dynamic Mechanical Analysis. Detailed reports were written for each characterization technique used. This report contains the summary of the results.

    With the coming liberalization of trade and industry within the European Community (EC) and a more centrally-coordinated EC external trade policy, it is timely to ask if in the 1990s there will be any significant changes in the commercial relations between the EC and non-EC companies trading in nuclear fuel. The key vehicle for implementing any change of policy would probably be the European Atomic Energy Community (EURATOM) Supply Agency in Brussels, which is charged under the EURATOM Treaty with overseeing the equitable supply of nuclear fuel to and among EC companies. The EURATOM Supply Agency (the Agency) is a signatory to almost all EC-company contracts for transactions that occur on the territory of the Community, which includes Belgium, Denmark, France, the Federal Republic of Germany (FRG), Great Britain, Greece, Ireland, Italy, Luxembourg, the Netherlands, Portugal, and Spain. During the 1980s, the Supply Agency has rarely tried to influence the commercial decisions of EC member companies. The nuclear fuel industry has largely perceived the Agency as an administrative office that registers contracts and maintains relations with some outside governments, particularly Australia, Canada, and the USA. However, in 1988 the Agency began to have a more direct commercial impact when it reviewed the practice-previously conducted routinely by the EURATOM Safeguards Directorate in Luxembourg at the request of EC-member companies-of swapping safeguards obligations on equivalent quantities of uranium at different locations (flag swapping). The Agency`s actions inhibiting flag swaps, as well as a related de facto policy restricting material swaps of Southern African uranium, caused it to be viewed as obstructive by some EC companies. During 1989 the discussion about flag swaps and swaps involving South African and Namibian uranium has subsided, and a far-reaching discussion has arisen about EC trade policy in general.

    An essential component of the effort to rebuild the Columbia Basin's anadromous fish resources is that available information and experience be organized and shared among numerous organizations and individuals. Past experience and knowledge must form the basis for actions into the future. Much of this knowledge exists only in unpublished form in agency and individual files. Even that information which is published in the form of technical and contract reports receives only limited distribution and is often out of print and unavailable after a few years. Only a small fixtion of the basin's collective knowledge is captured in permanent and readily available databases (such as the Northwest Environmental Database) or in recognized journals. State, tribal, and fedend fishery managers have recognized these information management problems and have committed to a program, the Coordinated Information System Project, to capture and share more easily the core data and other information upon which management decisions am based. That project has completed scoping and identification of key information needs and development of a project plan. Work performed under the CM project will be coordinated with and extend information contained in the Northwest Environmental Database. Construction of prototype systems will begin in Phase 3. This report is one in a series of seven describing the results of the Coordinated Information System scoping and needs identification phase. A brief description of each of these reports follows. This report (Roger 1992) summarizes and integrates the results of the next five reports and relates them to deliverables identified in the Phase II cooperative agreement. Broader issues of organization and operation which are not appropriate for the more focused reports are also discussed.     The US Department of Energy Office of Nuclear and Facility Safety provides nuclear safety policy, independent technical evaluation, and technical support. A summary of these activities is provided in this report. These include: (1) changing the mission of the former production facilities to storage and waste management; (2) stabilizing nuclear materials not recycled due to production cessation or interruptions; (3) reformulating the authorization basis for existing facilities to convert to a standards based approach for operations consistent with modern expectations; and (4) implementing a modern regulatory framework for nuclear facilities. Enforcement of the Price-Anderson Amendments Act is also reported.

    The National Briefing Summaries is a compilation of publicly available information concerning the nuclear fuel cycle and radioactive waste management strategies and programs of 21 nations, including the United States and three international agencies that have publicized their activities in this field. It presents available highlight information with references that may be used by the reader for additional information. The information in this document is compiled primarily for use by the US Department of Energy and other US federal agencies and their contractors to provide summary information on radioactive waste management activities in other countries. This document provides an awareness to managers and technical staff of what is occurring in other countries with regard to strategies, activities, and facilities. The information may be useful in program planning to improve and benefit United States' programs through foreign information exchange. Benefits to foreign exchange may be derived through a number of exchange activities.

    The Department of Energy supports research in the geosciences in order to provide a sound foundation of fundamental knowledge in those areas of the geosciences that are germane to the DOE`s many missions. The Geosciences Research Program is supported by the Office of Energy Research. The participants in this program include DOE laboratories, academic institutions, and other governmental agencies. These activities are formalized by a contract or grant between the DOE and the organization performing the work, providing funds for salaries, equipment, research materials, and overhead. The summaries in this document, prepared by the investigators, describe the scope of the individual programs. The Geosciences Research Program includes research in geophysics, geochemistry, resource evaluation, solar-terrestrial interactions, and their subdivisions including earth dynamics, properties of earth materials, rock mechanics, underground imaging, rock-fluid interactions, continental scientific drilling, geochemical transport, solar-atmospheric physics, and modeling, with emphasis on the interdisciplinary areas.

Title I of the bill supplies funds for civilian projects of the Army Corps of Engineers; Title II, for reclamation projects of the Department of the Interior; Title III, for DOE defense, research, regulatory, geothermal, nuclear waste, power marketing, and uranium supply and enrichment activities; and Title IV, for independent agencies, including the Appalachian Regional Commission, Nuclear Regulatory Commission, and the Tennessee Valley Authority. The committee's recommendation of nearly $15.4 billion is $99.6 million below the budget estimates.     Section 121(d) of the Comprehensive Environmental Response Compensation and Liability Act (CERCLA) as amended by the Superfund Amendments and Reauthorization Act of 1986 (SARA), requires attainment of federal and state applicable or relevant and appropriate requirements (ARARs). Subpart E, Section 300.400(g) {open_quotes}Identification of applicable or relevant and appropriate requirements{close_quotes} of the National Oil and Hazardous Substances Pollution Contingency Plan (NCP)(55 FR 8666, March 8, 1990) describes the process for attaining ARARs. The purpose of this catalog is to provide DOE Program Offices and Field Organizations with all of the {open_quotes}Quick Reference Fact Sheets{close_quotes} on attaining ARARS. These fact sheets provide overviews of ARARs for CERCLA cleanup actions pertinent to DOE environmental restoration activities. All of the fact sheets in this catalog were prepared by the Environmental Protection Agency`s Office of Solid Waste and Emergency Response. Fact sheets 1-7 discuss land disposal restrictions (LDRs) and their applicability. LDRs may pertain to a number of CERCLA response actions at DOE facilities. Fact Sheets 8-13 are based on the CERCLA Compliance with Other Laws Manual: Parts I and II and provide an overview of many other CERCLA ARARs.     This presentation provides a high level summary of current research activities at the Los Alamos National Laboratory (LANL)-University of California Jacobs School of Engineering (UCSD) Engineering Institute that will be presented at Korea's Agency for Defense Development (ADD). These research activities are at the basic engineering science level with different level of maturity ranging from initial concepts to field proof-of-concept demonstrations. We believe that all of these activities are appropriate for collaborative research activities with ADD subject to approval by each institution. All the activities summarized herein have the common theme that they are multi-disciplinary in nature and typically involved the integration of high-fidelity predictive modeling, advanced sensing technologies and new development in information technology. These activities include: Wireless Sensor Systems, Swarming Robot sensor systems, Advanced signal processing (compressed sensing) and pattern recognition, Model Verification and Validation, Optimal/robust sensor system design, Haptic systems for large-scale data processing, Cyber-physical security for robots, Multi-source energy harvesting, Reliability-based approaches to damage prognosis, SHMTools software development, and Cyber-physical systems advanced study institute.

    This chapter summarizes the major advances made through our integrated geological studies of the Lisburne Group in northern Alaska. The depositional history of the Lisburne Group is discussed in a framework of depositional sequence stratigraphy. Although individual parasequences (small-scale carbonate cycles) of the Wahoo Limestone cannot be correlated with certainty, parasequence sets can be interpreted as different systems tracts within the large-scale depositional sequences, providing insights on the paleoenvironments, paleogeography and platform geometry. Conodont biostratigraphy precisely established the position of the Mississippian-Pennsylvanian boundary within an important reference section, where established foraminiferal biostratigraphy is inconsistent with respect to conodont-based time-rock boundaries. However, existing Carboniferous conodont zonations are not readily applicable because most zonal indicators are absent, so a local zonation scheme was developed. Diagenetic studies of the Lisburne Group recognized nineteen subaerial exposure surfaces and developed a cement stratigraphy that includes: early cements associated with subaerial exposure surfaces in the Lisburne Group; cements associated with the sub-Permian unconformity; and later burial cements. Subaerial exposure surfaces in the Alapah Limestone are easily explained, being associated with peritidal environments at the boundaries of Sequence A. The Lisburne exposed in ANWR is generally tightly cemented and supermature, but could still be a good reservoir target in the adjacent subsurface of ANWR given the appropriate diagenetic, deformational and thermal history. Our ongoing research on the Lisburne Group will hopefully provide additional insights in future publications.

    The principal objectives of the Fossil Energy Program are to seek new ideas, new data, fundamental knowledge that will support the ongoing programs, and new processes to better utilize the nation's fossil energy resources with greater efficiency and environmental acceptability. Toward this end, the Department of Energy supports research projects conducted by universities and colleges to: Ensure a foundation for innovative technology through the use of the capabilities and talents in our academic institutions; provide an effective, two-way channel of communication between the Department of Energy and the academic community; and ensure that trained technical manpower is developed to carry out basic and applied research in support of DOE's mission. Fossil Energy's university activities emphasize the type of research that universities can do best - research to explore the potential of novel process concepts, develop innovative methods and materials for improving existing processes, and obtain fundamental information on the structure of coal and mechanisms of reactions of coal, shale oil, and other fossil energy sources. University programs are managed by different Fossil Energy technical groups; the individual projects are described in greater detail in this book. It is clear that a number of research areas related to the DOE Fossil Energy Program have been appropriate for university involvement, and that, with support from DOE, university scientific and technical expertise can be expected to continue to play a significant role in the advancement of fossil energy technology in the years to come.

However, participation could have anticompetitive consequences and under U.S. antitrust laws could result in suits against U.S. companies. To ensure participation of major U.S. oil companies, legislation provides a statutory defense against any civil or criminal suit brought under federal or state antitrust laws for some actions. This report describes efforts to expand the antitrust and breach of contract defenses for oil company supply transactions during an oil emergency and to resolve the problem of foreign blockage of information critical to U.S. antitrust review of oil transactions involving foreign affiliates of U.S. companies.

    Following is complete draft.Geothermal Summary for AAPG Explorer J. L. Renner, Idaho National Laboratory Geothermal energy is used to produce electricity in 24 countries. The United States has the largest capacity (2,544 MWe) followed by Philippines (1,931 MWe), Mexico (953 MWe), Indonesia (797 MWe), and Italy (791 MWe) (Bertani, 2005). When Chevron Corporation purchased Unocal Corporation they became the leading producer of geothermal energy worldwide with projects in Indonesia and the Philippines. The U. S. geothermal industry is booming thanks to increasing energy prices, renewable portfolio standards, and a production tax credit. California (2,244 MWe) is the leading producer, followed by Nevada (243 MWe), Utah (26 MWe) and Hawaii (30 MWe) and Alaska (0.4 MWe) (Bertani, 2005). Alaska joined the producing states with two 0.4 KWe power plants placed on line at Chena Hot Springs during 2006. The plant uses 30 liters per second of 75C water from shallow wells. Power production is assisted by the availability of gravity fed, 7C cooling water (http://www.yourownpower.com/) A 13 MWe binary power plant is expected to begin production in the fall of 2007 at Raft River in southeastern Idaho. Idaho also is a leader in direct use of geothermal energy with the state capital building and several other state and Boise City buildings as well as commercial and residential space heated using fluids from several, interconnected geothermal systems. The Energy Policy Act of 2005 modified leasing provisions and royalty rates for both geothermal electrical production and direct use. Pursuant to the legislation the Bureau of Land management and Minerals Management Service published final regulations for continued geothermal leasing, operations and royalty collection in the Federal Register (Vol. 72, No. 84 Wednesday May 2, 2007, BLM p. 24358-24446, MMS p. 24448-24469).     Human agency is an essential determinant of the dynamics of agroecosystems. However, the manner in which agency is represented within different approaches to agroecosystem modeling is largely contingent on the scales of analysis and the conceptualization of the system of interest. While appropriate at times, narrow conceptualizations of agroecosystems can preclude consideration for how agency manifests at different scales, thereby marginalizing processes, feedbacks, and constraints that would otherwise affect model results. Modifications to the existing modeling toolkit may therefore enable more holistic representations of human agency. Model integration can assist with the development of multi-scale agroecosystem modeling frameworks that capture different aspects of agency. In addition, expanding the use of socioeconomic scenarios and stakeholder participation can assist in explicitly defining context-dependent elements of scale and agency. Finally, such approaches, however, should be accompanied by greater recognition of the meta agency of model users and the need for more critical evaluation of model selection and application.

The Division of Engineering and Geosciences, part of the Office of Basic Energy Sciences of the Office of Energy Research, supports the Geosciences Research Program. The participants in this program include Department of Energy laboratories, academic institutions, and other governmental agencies. These activities are formalized by a contract or grant between the Department of Energy and the organization performing the work, providing funds for salaries, equipment, research materials, and overhead. The summaries in this document, prepared by the investigators, describe the scope of the individual programs. The Geosciences Research Program includes research in geophysics, geochemistry, resource evaluation, solar-terrestrial interactions and their subdivisions including Earth dynamics, properties of Earth materials, rock mechanics, underground imaging, rock-fluid interactions, continental scientific drilling, geochemical transport, solar/atmospheric physics, and modeling, with emphasis on the interdisciplinary areas. All such research is related either directly or indirectly to the Department of Energy's long-range technological needs.

    An effective risk assessment system is needed to address the threat posed by an active or passive insider who, acting alone or in collusion, could attempt diversion or theft of nuclear material. The material control and accountability (MC&A) system effectiveness tool (MSET) is a self-assessment or inspection tool utilizing probabilistic risk assessment (PRA) methodology to calculate the system effectiveness of a nuclear facility's material protection, control, and accountability (MPC&A) system. The MSET process is divided into four distinct and separate parts: (1) Completion of the questionnaire that assembles information about the operations of every aspect of the MPC&A system; (2) Conversion of questionnaire data into numeric values associated with risk; (3) Analysis of the numeric data utilizing the MPC&A fault tree and the SAPHIRE computer software; and (4) Self-assessment using the MSET reports to perform the effectiveness evaluation of the facility's MPC&A system. The process should lead to confirmation that mitigating features of the system effectively minimize the threat, or it could lead to the conclusion that system improvements or upgrades are necessary to achieve acceptable protection against the threat. If the need for system improvements or upgrades is indicated when the system is analyzed, MSET provides the capability to evaluate potential or actual system improvements or upgrades. A facility's MC&A system can be evaluated at a point in time. The system can be reevaluated after upgrades are implemented or after other system changes occur. The total system or specific subareas within the system can be evaluated. Areas of potential system improvement can be assessed to determine where the most beneficial and cost-effective improvements should be made. Analyses of risk importance factors show that sustainability is essential for optimal performance and reveals where performance degradation has the greatest impact on total system risk. The risk importance factors show the amount of risk reduction achievable with potential upgrades and the amount of risk reduction achieved after upgrades are completed. Applying the risk assessment tool gives support to budget prioritization by showing where budget support levels must be sustained for MC&A functions most important to risk. Results of the risk assessment are also useful in supporting funding justifications for system improvements that significantly reduce system risk. The functional model, the system risk assessment tool, and the facility evaluation questionnaire are valuable educational tools for MPC&A personnel. These educational tools provide a framework for ongoing dialogue between organizations regarding the design, development, implementation, operation, assessment, and sustainability of MPC&A systems. An organization considering the use of MSET as an analytical tool for evaluating the effectiveness of its MPC&A system will benefit from conducting a complete MSET exercise at an existing nuclear facility.

    The U.S. Department of Energy (DOE) is required by statute and Presidential Memorandum to establish guidelines for agencies to meter their Federal buildings for energy (electricity, natural gas, and steam) and water. See 42 U.S.C. § 8253(e). DOE issued guidance in February 2006 on the installation of electric meters in Federal buildings. A recent update to the 2006 guidance accounts for more current metering practices within the Federal Government. The updated metering guidance specifies that all Federal buildings shall be considered “appropriate” for energy or water metering unless identified for potential exclusion. In developing the updated guidance to carry out the statue, Congress also directed DOE to (among other things) establish exclusions from the metering requirements based on the de minimis quantity of energy use of a Federal building, industrial process, or structure. This paper discusses the method used to identify de minimis values.

    Traditional approaches to determining the scope of environmental impact assessment have been based on an ad hoc selection of issues by the project proponent and other interested parties. Resulting in an inadequate consideration of both cumulative effects and impacts on biodiversity. Although public involvement in scoping the assessment must by resource-oriented, rather than activity-oriented, the appropriate scope of environmental impact assessment is the ecosystem. Drawing from the Council on Environmental Quality (CEQ) guidance on the consideration of biodiversity under the National Environmental Policy Act (NEPA) and the growing consensus on principles of ecosystem management, scoping should begin with the large-scale ecosystem focusing on essential components potentially affected by the project to determine the appropriate bounds for the study. Although the science of analyzing ecosystems has many limitation, progress in improving environmental impact assessment can be made at any of the three increasingly difficult steps in assessing at the ecosystem level: (1) The first step involves bounding the assessment within the regional context to address cumulative effects and biodiversity. The adoption of a landscape scale has proven to be the most effective solution to the problems of setting boundaries for study units in time and space that do not omit important sources, endpoints (indicators), or processes. (2) The second step involves the use of higher-level indicators to characterize biodiversity and ecosystem integrity. Useful measures include community indices of biological integrity and landscape parameters such as habitat composition and fragmentation. (3) The third step involves identifying ecosystem thresholds (i.e., carrying capacities) to analyze the significance of cumulative impacts. Trends analysis can help identify potential threshold effects when process models are not available.

The summaries were prepared in order to allow EPA to respond to the mandate of Section 304(m) of the Clean Water Act. Summaries for categories already subject to rulemaking were developed for comparison purposes. The paint formulating industry is one of 12 industries identified in the DSS as a potential source of hazardous waste discharges to POTWs. The study gathered information to assist the Agency in deciding whether to develop national effluent limitations guidelines and standards for the industry. The document comprises three independent studies: a technical support study, an economic impact study, and an environmental impact study.

    A Shift and Replace Graph which is a very appropriate candidate for the topology of a multiple-processor system is a function of two positive integers r and m, and is denoted as SRF(r,m). Pradhan and Reddy proved that the node connectivity of SRG(r,m) is at least r and also give a routing algorithm which generally requires 2m jumps if the number of node failures is no larger than r - 1. Later, Esfahanian and Hakimi proved that SRG(r,m) has maximum node connectivity 2r - 2 and give routing algorithms which require: (1) at most m + 3 + log/sub r/m jumps if 3 + log/sub r/m does not exceed m and the number of node failures is at most r - 1; (2) at most m + 5 + log/sub r/m jumps if 4 + log/sub r/m less than or equal to m and the number of node failures if less than or equal to 2r - 3; (3) all the other situations require no more than 2m jumps. By modifying the SRG(r,m), it is first proved that node connectivity of SRG(r,m) can be increased to: (1) 2r - 1 when r = 2, m = 2, and (2) 2r when (r = 2, m > 2) or (r > 2, m greater than or equal to 2, m greater than or equal to 2). The routing algorithms are also given for the modified SRG (r,m), which require at most 2m + 3 jumps when the number of node failures is less than or equal to 2r - 1.

    The AFIP-6 (ATR Full-size-plate In center flux trap Position) Characterization Summary Report outlines the fresh fuel characterization efforts performed during the AFIP-6 experiment. The AFIP-6 experiment was designed to evaluate the performance of monolithic uranium-molybdenum (U-Mo) fuels at a scale prototypic of Advanced Test Reactor (ATR) fuel plates (45-inches long). The AFIP-6 test was the first test with plates that were swaged into the rails of the assembly. This test served to examine the effects of a plate in a swaged condition with longer fuel zones (22.5-inches long), that were centered in the plate. AFIP-6 test plates employed a zirconium interlayer that was co-rolled with the fuel foil. Previous mini-plate and AFIP irradiation experiments performed in ATR have demonstrated the stable behavior of the interface between the U-Mo fuel and the zirconium interlayer.

  8. Deployment of ITS: A Summary of the 2010 National Survey Results

    This report presents summary results of the 2010 ITS Deployment Tracking survey, the most recent survey conducted by the ITS Deployment Tracking Project. The U.S. Department of Transportation and its member agencies, including the Research and Innovative Technology Administration, have pursued a research and development agenda, the Intelligent Transportation System (ITS) Program, designed to integrate the latest in information technologies to improve the safety, mobility, and reliability of surface transportation modes. Within metropolitan areas, implementation of these advanced technologies has been accomplished by a variety of state and local transportation and emergency management agencies as well as the private sector. In order to measure the rate of ITS deployment within the nation s largest metropolitan areas, the ITS Deployment Tracking Project has conducted a nationwide survey of state and local transportation and emergency management agencies nearly every year since 1997. The results presented in this report are intended to be a summary of the entire database from the 2010 survey. Access to the complete survey results and previous national surveys are available on-line at http://www.itsdeployment.its.dot.gov. The website also provides access to survey results in the form of downloadable reports, including a survey summary for each survey type and fact sheets. Nearly 1,600 surveys were distributed to state and local transportation agencies in 2010. A total of seven (7) survey types were distributed including: Freeway Management, Arterial Management, Transit Management, Transportation Management Center (TMC), Electronic Toll Collection (ETC), Public Safety Law Enforcement, and Public Safety Fire/Rescue. Among other things, the data collection results indicate that ITS has moved from being experimental to mainstream and interest in continuing investments in ITS continues to be very strong.     Since 1976, the International Program Support Office (IPSO) at the Pacific Northwest Laboratory (PNL) has collected and compiled publicly available information concerning foreign and international radioactive waste management programs. This National Briefing Summaries is a printout of an electronic database that has been compiled and is maintained by the IPSO staff. The database contains current information concerning the radioactive waste management programs (with supporting information on nuclear power and the nuclear fuel cycle) of most of the nations (except eastern European countries) that now have or are contemplating nuclear power, and of the multinational agencies that are active in radioactive waste management. Information in this document is included for three additional countries (China, Mexico, and USSR) compared to the prior issue. The database and this document were developed in response to needs of the US Department of Energy.

    The study, conducted by Foster Wheeler Corporation, was funded by the U.S. Trade and Development Agency on behalf of Lithuania's Ministry of Energy. The Mazheikiai Oil Refinery is the only one in the Baltic Region and serves the needs of Lithuania, Latvia, Estonia, and Kaliningrad. Before Lithuania's independence in 1990, the refinery was assured of crude supplies from Russia. However, since then the need has arisen to secure alternate sources of crude oil and the ability to process them. The purpose of the report is to provide recommendations to the Ministry of Energy for process improvements, environmental control measures, physical rehabilitation and energy conservation plans for the Mazheikiai Oil Refinery. The volume contains the Executive Summary.

  11. Summary of the psychological effects of tactical nuclear warfare

    The psychological component of the response of combat troops to tactical nuclear warfare is a troublesome variable which plagues military planners and commanders responsible for the preparation of the armed forces for the eventuality that nuclear weapons might one day be used in armed conflict. The devastating physical effects of nuclear weapons have been extensively documented and the biological response of animals and humans to radiation has also been well studied, but very little is known concerning the probable effects of experiencing a nuclear attack, upon the emotional stability, morale, and motivation of soldiers to perform their assigned duties. The literature addressing this topic has been reviewed and evaluated as part of the Defense Nuclear Agency's Intermediate Dose Program. A summary of the report resulting from this effort is presented herein. The full literature review and accompanying bibliography are available from the author upon request.
