    The vast continent of Africa hosts over eight sedimentary basins, covering approximately half its total area. Of these basins, only 82% have entered a mature exploration phase, 9% have had little or no exploration at all. Since oil was first discovered in Africa during the mid-1950s, old play concepts continue to bear fruit, for example in Egypt and Nigeria, while new play concepts promise to become more important, such as in Algeria, Angola, Chad, Egypt, Gabon, and Sudan. The most exciting developments of recent years in African oil exploration are: (1) the Gamba/Dentale play, onshore Gabon; (2) the Pinda play, offshore Angola; (3) the Lucula/Toca play, offshore Cabinda; (4) the Metlaoui play, offshore Libya/Tunisia; (5) the mid-Cretaceous sand play, Chad/Sudan; and (6) the TAG-I/F6 play, onshore Algeria. Examples of these plays are illustrated along with some of the more traditional oil plays. Where are the future oil plays likely to develop No doubt, the Saharan basins of Algeria and Libya will feature strongly, also the presalt of Equatorial West Africa, the Central African Rift System and, more speculatively, offshore Ethiopia and Namibia, and onshore Madagascar, Mozambique, and Tanzania.

    Of 18 nonblack patients with sickle cell disease, 14 had sickle cell anemia, 2 had hemoglobin SC disease, and 2 had hemoglobin S-{beta}{sup o}-thalassemia. The {beta}{sup s} gene cluster haplotypes that were determined in 7 patients were of African origin and were identified as Central African Republic, Central African Republic minor II, Benin, and Senegal. The haplotype Central African Republic minor II was present on the {beta}{sup o}-thalassemia chromosome in 2 patients. None of 10 patients whose {alpha}-gene status was determined had {alpha}-thalassemia-2. These data strongly support the concept that the {beta}{sup s} gene on chromosome 11 of these individuals is of African origin and that the {alpha}-gene locus on chromosome 16 is of white or native American origin. The clinical severity of the disease in these nonblack patients is appropriate to their haplotype without {alpha}-thalassemia-2 and is comparable with that of black patients. All persons with congenital hemolytic anemia should be examined for the presence of sickle cell disease regardless of physical appearance or ethnic background.

    This paper acquaints the audience with the history of the Hanford Site, America's first full-scale defense plutonium production site. The paper includes the founding and basic operating history of the Hanford Site, including World War II construction and operations, three major postwar expansions (1947-55), the peak years of production (1956-63), production phase downs (1964-the present), a brief production spurt from 1984-86, the end of the Cold War, and the beginning of the waste cleanup mission. The paper also delineates historical waste practices and policies as they changed over the years at the Hanford Site, past efforts to chemically treat, ''fractionate,'' and/or immobilize Hanford's wastes, and resulting major waste legacies that remain today. This paper presents original, primary-source research into the waste history of the Hanford Site. Finally, the paper places the current Hanford Site waste remediation endeavors in the broad context of American and world history.

    North Africa, including Sinai, contains some of the most important hydrocarbon-producing basins in the world. The North African Symposium is devoted to examining the exploration potential of the North African margin in light of the most recent and promising exploration discoveries. The geologic variety of the region is extraordinary and can challenge any exploration philosophy. Of primary interest are the Sirte basin of Libya, which has produced several billion barrels of oil, and the Gulf of Suez, a narrow, evaporite-capped trough with five fields that will produce more than 5 billion bbl. Both are extensional basins with minimal lateral movement and with good source rocks in direct proximity to reservoirs. Structural models of these basins give firm leads for future exploration. More difficult to evaluate are the Tethyan realm basins of the northern Sinai, and the Western Desert of Egypt, the Cyrenaican Platform of Libya, and the Tunisia-Sicily shelf area, where there are only limited subsurface data. These basins are extensional in origin also, but have been influenced by lateral tectonics. Favorable reservoirs exist, but source rocks have been a problem locally. Structural models with strong stratigraphic response offer several favorable play concepts. The Paleozoic Ghadames basin in Libya, Tunisia, and Algeria has the least complex structural history, and production appears to be limited to small structures. A series of stratigraphic models indicates additional areas with exploration potential. The Paleozoic megabasin of Morocco, with its downfaulted Triassic grabens, remains an untested but attractive area.

    This report describes the history of the Pacific Northwest Laboratory`s (PNL`s) work in development of energy standards for commercial and residential construction in the United States. PNL`s standards development efforts are concentrated in the Building Energy Standards Program (the Program), which PNL conducts for the U.S. Department of Energy (DOE) Office of Codes and Standards. The Program has worked with DOE, the American Society of Heating, Refrigerating and Air-Conditioning Engineers, Inc. (ASHRAE), and other building codes and standards organizations to develop, evaluate, and promulgate energy standards in all sectors of the building industry.     The report on the South African coal industry is the fourth in a series of studies on coal exporting countries requested by the House Appropriations Committee. The committee requested that the basic differences in mining costs for U.S. and foreign mines be identified, especially those costs incurred in complying with health, safety, and environmental regulations. Basic costs in extracting raw coal are analyzed for two mining methods -- underground conventional mining and open-pit operations. In the report there is also a limited analysis of the relative market competitiveness of selected South African and U.S. steam coal mines in electric utility markets in Japan, Western Europe, and the U.S. Gulf Coast area. The South African Government prohibits the exports of hard metallurgical coal.

    Brown oculocutaneous albinism (BOCA) is an autosomal recessive disorder involving a decrease in pigment of the skin, hair and eyes as well as decreased visual acuity. Evidence from two families who have co-existent BOCA and tyrosinase-positive oculocutaneous albinism (ty-pos OCA), suggests that the two conditions are allelic. Ty-pos OCA has been mapped to chromosome 15q11-q12 and the gene has been confirmed to be the human homologue (P) of the mouse pink-eyed dilute gene (p). Seven markers known to be linked to the P gene, D15S11, D15S10, MS14, GABA3, GABA5, IR10 and pCMW-1, were used to construct haplotypes in 5 families with BOCA. The haplotype data was subjected to linkage analysis and a maximum lod score of 2.85 ({theta} 0.0) was obtained. It has been reported previously that BOCA, in an Afro-American, was due to the lack of tyrosinase-protein 1 (Trp-1) in melanocytes. Trp-1 has been excluded as the disease-causing locus in the southern African families by linkage analysis with D9S43. A lod score of -2.02 was obtained at {theta} = 0.02.

    The geothermal commercialization potential in American Samoa was investigated. With geothermal energy harnessed in American Samoa, a myriad of possibilities would arise. Existing residential and business consumers would benefit from reduced electricity costs. The tuna canneries, demanding about 76% of the island's process heat requirements, may be able to use process heat from a geothermal source. Potential new industries include health spas, aquaculture, wood products, large domestic and transhipment refrigerated warehouses, electric cars, ocean nodule processing, and a hydrogen economy. There are no territorial statutory laws of American Samoa claiming or reserving any special rights (including mineral rights) to the territorial government, or other interests adverse to a land owner, for subsurface content of real property. Technically, an investigation has revealed that American Samoa does possess a geological environment conducive to geothermal energy development. Further studies and test holes are warranted.

    he objectives of this study were to determine whether cross-shift changes in peak expiratory flow rate (PEFR) were related to respirable dust exposure in South African coalminers. Fifty workers were randomly selected from a cohort of 684 miners from 3 bituminous coal mines in Mpumalanga, South Africa. Peak expiratory efforts were measured prior to the commencement of the shift, and at the end of the shift on at least two occasions separated by at least 2 weeks, with full shift personal dust sampling being conducted on each occasion for each participant. Interviews were conducted, work histories were obtained and cumulative exposure estimates were constructed. Regression models examined the associations of cross-shift changes in PEFR with current and cumulative exposure, controlling for shift, smoking and past history of tuberculosis. There were marginal differences in cross-shift PEFR (ranging from 0.1 to 2 L/min). Linear regression analyses showed no association between cross-shift change in PEFR and current or cumulative exposure. The specific shift worked by participants in the study showed no effect. Our study showed no association between current respirable dust exposure and cross-shift changes in PEFR. There was a non-significant protective effect of cumulative dust exposure on the outcome, suggesting the presence of a 'healthy worker survivor effect' in this data.

The programs were implemented in conjunction with DOE, institutions, agencies and the private sector support in the USA and within African nations. AEF has worked with government and technical representatives from 13 African nations and expanded the program to address sponsorship of South African students in Historical Black Colleges and Universities, supporting DOE trade missions through participation and planning, and giving presentations in the U.S., and Africa regarding business opportunities in the African energy sector. The programs implemented have also opened doors for the US private sector to seek business opportunities in Africa and for African nations to gain exposure to US products and services.

    The East African and Ethiopian Plateaus have long been recognized to be part of a much larger topographic anomaly on the African Plate called the African Superswell. One of the few places within the African Superswell that exhibit elevations of less than 1 km is southeastern Sudan and northern Kenya, an area containing both Mesozoic and Cenozoic rift basins. Crustal structure and uppermost mantle velocities are investigated in this area by modeling Rayleigh wave dispersion. Modeling results indicate an average crustal thickness of 25 {+-} 5 km, some 10-15 km thinner than the crust beneath the adjacent East African and Ethiopian Plateaus. The low elevations can therefore be readily attributed to an isostatic response from crustal thinning. Low Sn velocities of 4.1-4.3 km/s also characterize this region.

    This report documents the history of the major buildings in Sandia National Laboratories` Technical Area II. It was prepared in support of the Department of Energy`s compliance with Section 106 of the National Historic Preservation Act. Technical Area II was designed and constructed in 1948 specifically for the final assembly of the non-nuclear components of nuclear weapons, and was the primary site conducting such assembly until 1952. Both the architecture and location of the oldest buildings in the area reflect their original purpose. Assembly activities continued in Area II from 1952 to 1957, but the major responsibility for this work shifted to other sites in the Atomic Energy Commission`s integrated contractor complex. Gradually, additional buildings were constructed and the original buildings were modified. After 1960, the Area`s primary purpose was the research and testing of high-explosive components for nuclear weapons. In 1994, Sandia constructed new facilities for work on high-explosive components outside of the original Area II diamond-shaped parcel. Most of the buildings in the area are vacant and Sandia has no plans to use them. They are proposed for decontamination and demolition as funding becomes available.

    The history of wireless power transmission at microwave frequencies is reviewed with emphasis upon the time period starting with the post World War II efforts to use the new microwave technology developed during the war. A nationally televised demonstration of a microwave powered helicopter at the Spencer Laboratory of the Raytheon Co., in 1964 was the result of these early efforts and broadly introduced the concept of wireless power transmission to scientific and engineering communities and to the public. Subsequent development efforts centered on improving the efficiency of the interconversion of d.c. and microwave power at the ends of the system to reach a demonstrated overall d.c. to d.c. system efficiency of 54% in 1974. The response to the requirements of applications such as the Solar Power Satellite and high altitude microwave powered aircraft have changed the direction of technology development and greatly expanded the technology base. Recent and current efforts are centered on examining the use of higher frequencies than the baseline 2.45 GHz, and in reducing the system costs at 2.45 GHz. 26 refs., 14 figs.

Though Africa remains politically diverse, and its volatile politics remains a major barrier to petroleum companies, a number of recent developments reflect its growing significance for the industry. Among recent projects and events reflecting changes in Africa: oil and gas exporter Algeria has invited foreign oil companies to help develop major gas discoveries, with a view to boosting exports to Europe; oil and gas producer Egypt invited foreign companies to explore in the Nile Delta region, and the result appears to be a flowering world scale gas play; west African offshore exploration has entered deep water and new areas, and a number of major projects are expected in years to come; Nigeria`s reputation as a difficult place to operate has been justified by recent political and civil events, but a long-planned liquefied natural gas (LNG) export plant is being built there; South Africa, which has returned to the international scene after years of trade isolation because of apartheid, is emerging as a potential driver for energy industry schemes throughout the continent.     This book is designed to be primarily a history of research facts, measurements, and ideas and the people who developed them. ''Research'' is defined very broadly to include from bench-top laboratory experiments to worldwide environmental investigations. The book is not a monograph or a critical review. The findings and conclusions are presented largely as the investigators saw and reported them. Frequently, the discussion utilizes the terminology and units of the time, unless they are truly antiquated or potentially unclear. It is only when the work being reported is markedly iconoclastic or obviously wrong that I chose to make special note of it or to correct it. Nevertheless, except for direct quotations, the language is mine, and I take full responsibility for it. The working materials for this volume included published papers in scientific journals, books, published conferences and symposia, personal interviews with over 100 individuals, some of them more than once (see Appendix A), and particularly for the 1940--1950 decade and for the large government-supported laboratories to the present day, ''in-house'' reports. These reports frequently represent the only comprehensive archive of what was done and why. Unfortunately, this source is drying up because of storage problems and must be retrieved by ever more complex and inconvenient means. For this reason, special efforts have been taken to review and document these sources, though even now some sections of the field are partially inaccessible. Nevertheless, the volume of all materials available for this review was surprisingly large and the quality much better than might have been expected for so complex and disparate a fields approached under conditions of considerable urgency.

    We investigate whether quantum history theories can be consistent with Bayesian reasoning and whether such an analysis helps clarify the interpretation of such theories. First, we summarise and extend recent work categorising two different approaches to formalising multi-time measurements in quantum theory. The standard approach consists of describing an ordered series of measurements in terms of history propositions with non-additive `probabilities'. The non-standard approach consists of defining multi-time measurements to consist of sets of exclusive and exhaustive history propositions and recovering the single-time exclusivity of results when discussing single-time history propositions. We analyse whether such history propositions can be consistent with Bayes' rule. We show that certain class of histories are given a natural Bayesian interpretation, namely the linearly positive histories originally introduced by Goldstein and Page. Thus we argue that this gives a certain amount of interpretational clarity to the non-standard approach. We also attempt a justification of our analysis using Cox's axioms of probability theory.

    Purpose: The purpose of this guideline was to provide a clinical framework for the use of radiation therapy after radical prostatectomy as adjuvant or salvage therapy. Methods and Materials: A systematic literature review using PubMed, Embase, and Cochrane database was conducted to identify peer-reviewed publications relevant to the use of radiation therapy after prostatectomy. The review yielded 294 articles; these publications were used to create the evidence-based guideline statements. Additional guidance is provided as Clinical Principles when insufficient evidence existed. Results: Guideline statements are provided for patient counseling, use of radiation therapy in the adjuvant and salvage contexts, defining biochemical recurrence, and conducting a restaging evaluation. Conclusions: Physicians should offer adjuvant radiation therapy to patients with adverse pathologic findings at prostatectomy (ie, seminal vesicle invastion, positive surgical margins, extraprostatic extension) and salvage radiation therapy to patients with prostate-specific antigen (PSA) or local recurrence after prostatectomy in whom there is no evidence of distant metastatic disease. The offer of radiation therapy should be made in the context of a thoughtful discussion of possible short- and long-term side effects of radiation therapy as well as the potential benefits of preventing recurrence. The decision to administer radiation therapy should be made by the patient and the multidisciplinary treatment team with full consideration of the patient's history, values, preferences, quality of life, and functional status.     The present tectonic features of the northeast African shelf margin between the Nile delta and the Gulf of Sirte are products of (1) precursory late Paleozoic basement arches, (2) early Mesozoic rifting and plate separation, and (3) Late Cretaceous structural inversion. Isopach and structural maps, cross sections, and sediment accumulation (geohistory) curves constructed from 89 wells in the Western Desert and 27 wells in northeastern Libya depict the structural and stratigraphic development of the northeast African shelf margin.
