The vast continent of Africa hosts over eight sedimentary basins, covering approximately half its total area. Of these basins, only 82% have entered a mature exploration phase, 9% have had little or no exploration at all. Since oil was first discovered in Africa during the mid-1950s, old play concepts continue to bear fruit, for example in Egypt and Nigeria, while new play concepts promise to become more important, such as in Algeria, Angola, Chad, Egypt, Gabon, and Sudan. The most exciting developments of recent years in African oil exploration are: (1) the Gamba/Dentale play, onshore Gabon; (2) the Pinda play, offshore Angola; (3) the Lucula/Toca play, offshore Cabinda; (4) the Metlaoui play, offshore Libya/Tunisia; (5) the mid-Cretaceous sand play, Chad/Sudan; and (6) the TAG-I/F6 play, onshore Algeria. Examples of these plays are illustrated along with some of the more traditional oil plays. Where are the future oil plays likely to develop No doubt, the Saharan basins of Algeria and Libya will feature strongly, also the presalt of Equatorial West Africa, the Central African Rift System and, more speculatively, offshore Ethiopia and Namibia, and onshore Madagascar, Mozambique, and Tanzania.

This paper acquaints the audience with the history of the Hanford Site, America's first full-scale defense plutonium production site. The paper includes the founding and basic operating history of the Hanford Site, including World War II construction and operations, three major postwar expansions (1947-55), the peak years of production (1956-63), production phase downs (1964-the present), a brief production spurt from 1984-86, the end of the Cold War, and the beginning of the waste cleanup mission. The paper also delineates historical waste practices and policies as they changed over the years at the Hanford Site, past efforts to chemically treat, ''fractionate,'' and/or immobilize Hanford's wastes, and resulting major waste legacies that remain today. This paper presents original, primary-source research into the waste history of the Hanford Site. Finally, the paper places the current Hanford Site waste remediation endeavors in the broad context of American and world history.

The talk consists of three parts. ``History'' briefly describes the emergence and evolution of the concept of photon during the first two decades of the 20th century. ``Mass'' gives a short review of the literature on the upper limit of the photon's mass. ``Charge'' is a critical discussion of the existing interpretation of searches for photon charge. Schemes, in which all photons are charged, are grossly inconsistent. A model with three kinds of photons (positive, negative and neutral) seems at first sight to be more consistent, but turns out to have its own serious problems.

This report describes the history of the Pacific Northwest Laboratory`s (PNL`s) work in development of energy standards for commercial and residential construction in the United States. PNL`s standards development efforts are concentrated in the Building Energy Standards Program (the Program), which PNL conducts for the U.S. Department of Energy (DOE) Office of Codes and Standards. The Program has worked with DOE, the American Society of Heating, Refrigerating and Air-Conditioning Engineers, Inc. (ASHRAE), and other building codes and standards organizations to develop, evaluate, and promulgate energy standards in all sectors of the building industry. This report describes the recent history of U.S. code development and PNL`s contributions through the 1980s and early 1990s, up to the passage of the Energy Policy Act of 1992. Impacts to standards development resulting from the passage of this act will be described in other reports.

History - We give a brief account of the main analyses and results of the BRS collaboration concerning the renormalized gauge theories, in particular the method of the regularization independent, algebraic renormalization, the algebraic proof of S-matrix unitarity and that of gauge choice independence of the renormalized physics. Latin America is the most urbanized region in the developing world. In recent years, significant economic growth has resulted in population migration from rural areas to urban centers, as well as in a substantial rise in the standard of living within the Region. These changes have impacted the air quality of Latin American countries as increased numbers of industrial facilities and motor vehicles release pollutants into the air. With the advent of new free trade agreements such as MERCOSUR and NAFTA, economic activity and associated pollutant levels can only be expected to continue to expand in the future. In order to address growing air pollution problems, many Latin America countries including Argentina, Brazil, Chile, Columbia, Costa Rica, and Mexico have passed, or will soon pass, new legislation to develop and strengthen their environmental frameworks with respect to air quality. As a first step toward understanding the impacts that this increased environmental regulation will have, this paper will examine the regulatory systems in six Latin American countries with respect to ambient air quality and for each of these countries: review a short history of the air quality problems within the country; outline the legal and institutional framework including key laws and implementing institutions; summarize in brief the current status of the country in terms of program development and implementation; and identify projected future trends. In addition, the paper will briefly review the international treaties that have bearing on Latin American air quality. Finally, the paper will conclude by identifying and exploring emerging trends in individual countries and the region as a whole.

In this talk, I recall the history of the development of the unified electroweak theory, incorporating the symmetry-breaking Higgs mechanism, as I saw it from my standpoint as a member of Abdus Salam's group at Imperial College. I start by describing the state of physics in the years after the Second World War, explain how the goal of a unified gauge theory of weak and electromagnetic interactions emerged, the obstacles encountered, in particular the Goldstone theorem, and how they were overcome, followed by a brief account of more recent history, culminating in the historic discovery of the Higgs boson in 2012.

The Central American Energy Resources Project is designed to help the countries of Honduras, Costa Rica, El Salvador, Guatemala, and Panama develop their geothermal resources. Auxiliary project goals are to increase economic development and employment in Central America; to provide a scientific basis for the private sector to develop natural resources; and to provide scientific training to in-country scientists, engineers, and technicians. The energy resources project began in March 1985. The progress being made in El Salvador (production well logging and geophysical operations), Panama (site selection for the first temperature-gradient well), and Honduras (well drilling of temperature-gradient wells) is summarized.

Los Alamos National Laboratory has been working with five Central American countries to assist in the development of their energy and mineral resources. Since 1985, mineral resources in Costa Rica, peat resources in Costa Rica and Panama, geothermal energy resources in Honduras and Guatemala, and geothermal field development in El Salvador and Costa Rica have been topics of study. This paper presents an overview of this work -- within these proceedings are papers that deal with specific aspects of each topic, and these will be duly noted. 15 refs., 4 figs.

The geothermal commercialization potential in American Samoa was investigated. With geothermal energy harnessed in American Samoa, a myriad of possibilities would arise. Existing residential and business consumers would benefit from reduced electricity costs. The tuna canneries, demanding about 76% of the island's process heat requirements, may be able to use process heat from a geothermal source. Potential new industries include health spas, aquaculture, wood products, large domestic and transhipment refrigerated warehouses, electric cars, ocean nodule processing, and a hydrogen economy. There are no territorial statutory laws of American Samoa claiming or reserving any special rights (including mineral rights) to the territorial government, or other interests adverse to a land owner, for subsurface content of real property. Technically, an investigation has revealed that American Samoa does possess a geological environment conducive to geothermal energy development. Further studies and test holes are warranted.

In 1994 AEF signed a Cooperative Agreement with DOE to address a program called the African Power /Energy and Environmental Development Plan. The Program initially addressed five area: (1) Historical Black Colleges and Universities Energy/Environmental Program; (2) The Department of Energy and United States Private Industry Africa Program; (3) The Annual United States Energy Study Tour; (4) South African Training Program, and (5) South African Environmental Program. The programs were implemented in conjunction with DOE, institutions, agencies and the private sector support in the USA and within African nations. AEF has worked with government and technical representatives from 13 African nations and expanded the program to address sponsorship of South African students in Historical Black Colleges and Universities, supporting DOE trade missions through participation and planning, and giving presentations in the U.S., and Africa regarding business opportunities in the African energy sector. The programs implemented have also opened doors for the US private sector to seek business opportunities in Africa and for African nations to gain exposure to US products and services.

As African countries continue a slow drift towards democratic government and market economics, the continent is increasingly attractive to international oil and gas companies. Though Africa remains politically diverse, and its volatile politics remains a major barrier to petroleum companies, a number of recent developments reflect its growing significance for the industry. Among recent projects and events reflecting changes in Africa: oil and gas exporter Algeria has invited foreign oil companies to help develop major gas discoveries, with a view to boosting exports to Europe; oil and gas producer Egypt invited foreign companies to explore in the Nile Delta region, and the result appears to be a flowering world scale gas play; west African offshore exploration has entered deep water and new areas, and a number of major projects are expected in years to come; Nigeria`s reputation as a difficult place to operate has been justified by recent political and civil events, but a long-planned liquefied natural gas (LNG) export plant is being built there; South Africa, which has returned to the international scene after years of trade isolation because of apartheid, is emerging as a potential driver for energy industry schemes throughout the continent. This book is designed to be primarily a history of research facts, measurements, and ideas and the people who developed them. ''Research'' is defined very broadly to include from bench-top laboratory experiments to worldwide environmental investigations. The book is not a monograph or a critical review. The findings and conclusions are presented largely as the investigators saw and reported them. Frequently, the discussion utilizes the terminology and units of the time, unless they are truly antiquated or potentially unclear. It is only when the work being reported is markedly iconoclastic or obviously wrong that I chose to make special note of it or to correct it. Nevertheless, except for direct quotations, the language is mine, and I take full responsibility for it. The working materials for this volume included published papers in scientific journals, books, published conferences and symposia, personal interviews with over 100 individuals, some of them more than once (see Appendix A), and particularly for the 1940--1950 decade and for the large government-supported laboratories to the present day, ''in-house'' reports. These reports frequently represent the only comprehensive archive of what was done and why. Unfortunately, this source is drying up because of storage problems and must be retrieved by ever more complex and inconvenient means. For this reason, special efforts have been taken to review and document these sources, though even now some sections of the field are partially inaccessible. Nevertheless, the volume of all materials available for this review was surprisingly large and the quality much better than might have been expected for so complex and disparate a fields approached under conditions of considerable urgency.

We investigate whether quantum history theories can be consistent with Bayesian reasoning and whether such an analysis helps clarify the interpretation of such theories. First, we summarise and extend recent work categorising two different approaches to formalising multi-time measurements in quantum theory. The standard approach consists of describing an ordered series of measurements in terms of history propositions with non-additive `probabilities'. The non-standard approach consists of defining multi-time measurements to consist of sets of exclusive and exhaustive history propositions and recovering the single-time exclusivity of results when discussing single-time history propositions. We analyse whether such history propositions can be consistent with Bayes' rule. We show that certain class of histories are given a natural Bayesian interpretation, namely the linearly positive histories originally introduced by Goldstein and Page. Thus we argue that this gives a certain amount of interpretational clarity to the non-standard approach. We also attempt a justification of our analysis using Cox's axioms of probability theory.

We study the specific influence of African dust on each one of the categories of Atlantic hurricanes. By applying wavelet analysis, we find a strong decadal modulation of African dust on Category 5 hurricanes and an annual modulation on all other categories of hurricanes. We identify the formation of Category 5 hurricanes occurring mainly around the decadal minimum variation of African dust and in deep water areas of the Atlantic Ocean, where hurricane eyes have the lowest pressure. According to our results, future tropical cyclones will not evolve to Category 5 until the next decadal minimum that is, by the year 2015 +/- 2.
