    The purpose of this model report is to document the infiltration model used to estimate upper-bound, mean, and lower-bound spatially-distributed average annual net infiltration rates for present-day and potential future climates at Yucca Mountain, Nevada. Net infiltration is the component of infiltrated precipitation, snowmelt, or surface water run-on that has percolated below the zone of evapotranspiration as defined by the depth of the effective root zone. The estimates of net infiltration are primarily used for defining the upper boundary condition for the site-scale three-dimensional unsaturated zone (UZ) model. The UZ flow model is one of several process models abstracted by the total system performance assessment (TSPA) model used to evaluate performance of the repository at Yucca Mountain, Nevada. The net-infiltration model is important for assessing repository-system performance because output from this model provides the upper boundary condition for the UZ flow model used to generate flow fields; water percolating downward from the UZ will be the principal means by which radionuclides are potentially released to the saturated zone (SZ). The SZ is the principal pathway to the biosphere where the reasonably maximally exposed individual (RMEI) is exposed to radionuclides.

    The DOE Office of Civilian Radioactive Waste Management (OCRWM) tasked Oak Ridge Institute for Science and Education (ORISE) with providing an independent expert review of the documented model and prediction results for net infiltration of water into the unsaturated zone at Yucca Mountain. The specific purpose of the model, as documented in the report MDL-NBS-HS-000023, Rev. 01, is “to provide a spatial representation, including epistemic and aleatory uncertainty, of the predicted mean annual net infiltration at the Yucca Mountain site ...” (p. 1-1) The expert review panel assembled by ORISE concluded that the model report does not provide a technically credible spatial representation of net infiltration at Yucca Mountain. Specifically, the ORISE Review Panel found that: • A critical lack of site-specific meteorological, surface, and subsurface information prevents verification of (i) the net infiltration estimates, (ii) the uncertainty estimates of parameters caused by their spatial variability, and (iii) the assumptions used by the modelers (ranges and distributions) for the characterization of parameters. The paucity of site-specific data used by the modeling team for model implementation and validation is a major deficiency in this effort. • The model does not incorporate at least one potentially important hydrologic process. Subsurface lateral flow is not accounted for by the model, and the assumption that the effect of subsurface lateral flow is negligible is not adequately justified. This issue is especially critical for the wetter climate periods. This omission may be one reason the model results appear to underestimate net infiltration beneath wash environments and therefore imprecisely represent the spatial variability of net infiltration. • While the model uses assumptions consistently, such as uniform soil depths and a constant vegetation rooting depth, such assumptions may not be appropriate for this net infiltration simulation because they oversimplify a complex landscape and associated hydrologic processes, especially since the model assumptions have not been adequately corroborated by field and laboratory observations at Yucca Mountain.

    The Brookhaven Booster Main Magnet Power Supply (MMPS) is a 24 pulse thyristor control supply, rated at 5500 Amps, +/-2000 Volts, or 3000 Amps, +/-6000 Volts. The power supply is fed directly from the power utility and the peak magnet power is 18 MWatts. This peak power is seen directly at the incoming ac line. This power supply has been in operation for the last 18 years. This paper will describe the present topology and operation of the power supply, the feedback control system and the different modes of operation of the power supply. Since the power supply has been in operation for the last 18 years, upgrading this power supply is essential. A new power supply topology has been studied where energy is stored in capacitor banks. DC to DC converters are used to convert the dc voltage stored in the capacitor banks to pulsed DC voltage into the magnet load. This enables the average incoming power from the ac line to be constant while the peak magnet power is pulsed to +/- 18 MWatts. Simulations and waveforms of this power supply will be presented.

These radionuclides are 3H, 14C, 85Kr, and 129I. Of these, 129I has the longest half-life and potentially high biological impact. Accordingly, control of the release of 129I is most critical with respect to the regulations for the release of radioactive material in stack emissions. It is estimated that current EPA regulations (EPA 2010) would require any reprocessing plant in the United States to limit 129I release to less than 0.05 Ci/MTIHM for a typical fuel burnup of 55 gigawatt days per metric tonne (GWd/t) (Jubin 2011). The study of inorganic iodide in off-gas systems has been almost exclusively limited to I2 and the focus of organic iodide studies has been CH3I. In this document, we provide the results of an examination of publically available literature that is relevant to the presence and sources of both inorganic and organic iodine-bearing species in reprocessing plants. We especially focus on those that have the potential to be poorly sequestered with traditional capture methodologies. Based on the results of the literature survey and some limited thermodynamic modeling, the inorganic iodine species hypoiodous acid (HOI) and iodine monochloride (ICl) were identified as potentially low-sorbing iodine species that could present in off-gas systems. Organic species of interest included both short chain alkyl iodides such as methyl iodide (CH3I) and longer alkyl iodides up to iodododecane (C10H21I). It was found that fuel dissolution may provide conditions conducive to HOI formation and has been shown to result in volatile long-chain alkyl iodides, though these may not volatilize until later in the reprocessing sequence. Solvent extraction processes were found to be significant sources of various organic iodine-bearing species; formation of these was facilitated by the presence of radiolytic decomposition products resulting from radiolysis of tri-n-butyl phosphate and dodecane. Primarily inorganic iodine compounds were expected from waste management processes, including chlorinated species such as ICl. Critical knowledge gaps that must still be addressed include confirmation of the existence and quantification of low-sorbing species in the off-gas of reprocessing facilities. The contributions from penetrating forms of iodine to the plant DF are largely unknown and highly dependent on the magnitude of their presence. These species are likely to be more difficult to remove and it is likely that their sequestration could be improved through the use of different sorbents, through design modifications of the off-gas capture system, or through chemical conversion prior to iodine abatement that would produce more easily captured forms.

    The warm sunny climate and unoccupied arid lands in the American southwest are favorable factors for algae cultivation. However, additional resources affect the overall viability of specific sites and regions. We investigated the tradeoffs between growth rate, water, and CO2 availability and costs for two strains: N. salina and Chlorella sp. We conducted site selection exercises (~88,000 US sites) to produce 21 billion gallons yr-1 (BGY) of renewable diesel (RD). Experimental trials from the National Alliance for Advanced Biofuels and Bio-Products (NAABB) team informed the growth model of our Biomass Assessment Tool (BAT). We simulated RD production by both lipid extraction and hydrothermal liquefaction. Sites were prioritized by the net value of biofuel minus water and flue gas costs. Water cost models for N. salina were based on seawater and high salinity groundwater and for Chlorella, fresh and brackish groundwater. CO2 costs were based on a flue gas delivery model. Selections constrained by production and water were concentrated along the Gulf of Mexico and southeast Atlantic coasts due to high growth rates and low water costs. Adding flue gas constraints increased the spatial distribution, but the majority of sites remained in the southeast. The 21 BGY target required ~3.8 million hectares of mainly forest (41.3%) and pasture (35.7%). Exclusion in favor of barren and scrub lands forced most production to the southwestern US, but with increased water consumption (5.7 times) and decreased economic efficiency (-38%).

    Saline water disposal is one of the most pressing issues with regard to increasing petroleum and natural gas production in the Uinta Basin of northeastern Utah. Conventional oil fields in the basin provide 69 percent of Utah?s total crude oil production and 71 percent of Utah?s total natural gas, the latter of which has increased 208% in the past 10 years. Along with hydrocarbons, wells in the Uinta Basin produce significant quantities of saline water ? nearly 4 million barrels of saline water per month in Uintah County and nearly 2 million barrels per month in Duchesne County. As hydrocarbon production increases, so does saline water production, creating an increased need for economic and environmentally responsible disposal plans. Current water disposal wells are near capacity, and permitting for new wells is being delayed because of a lack of technical data regarding potential disposal aquifers and questions concerning contamination of freshwater sources. Many companies are reluctantly resorting to evaporation ponds as a short-term solution, but these ponds have limited capacity, are prone to leakage, and pose potential risks to birds and other wildlife. Many Uinta Basin operators claim that oil and natural gas production cannot reach its full potential until a suitable, long-term saline water disposal solution is determined. The enclosed project was divided into three parts: 1) re-mapping the base of the moderately saline aquifer in the Uinta Basin, 2) creating a detailed geologic characterization of the Birds Nest aquifer, a potential reservoir for large-scale saline water disposal, and 3) collecting and analyzing water samples from the eastern Uinta Basin to establish baseline water quality. Part 1: Regulators currently stipulate that produced saline water must be disposed of into aquifers that already contain moderately saline water (water that averages at least 10,000 mg/L total dissolved solids). The UGS has re-mapped the moderately saline water boundary in the subsurface of the Uinta Basin using a combination of water chemistry data collected from various sources and by analyzing geophysical well logs. By re-mapping the base of the moderately saline aquifer using more robust data and more sophisticated computer-based mapping techniques, regulators now have the information needed to more expeditiously grant water disposal permits while still protecting freshwater resources. Part 2: Eastern Uinta Basin gas producers have identified the Birds Nest aquifer, located in the Parachute Creek Member of the Green River Formation, as the most promising reservoir suitable for large-volume saline water disposal. This aquifer formed from the dissolution of saline minerals that left behind large open cavities and fractured rock. This new and complete understanding the aquifer?s areal extent, thickness, water chemistry, and relationship to Utah?s vast oil shale resource will help operators and regulators determine safe saline water disposal practices, directly impacting the success of increased hydrocarbon production in the region, while protecting potential future oil shale production. Part 3: In order to establish a baseline of water quality on lands identified by the U.S. Bureau of Land Management as having oil shale development potential in the southeastern Uinta Basin, the UGS collected biannual water samples over a three-year period from near-surface aquifers and surface sites. The near-surface and relatively shallow groundwater quality information will help in the development of environmentally sound water-management solutions for a possible future oil shale and oil sands industry and help assess the sensitivity of the alluvial and near-surface bedrock aquifers. This multifaceted study will provide a better understanding of the aquifers in Utah?s Uinta Basin, giving regulators the tools needed to protect precious freshwater resources while still allowing for increased hydrocarbon production.

    What possesses someone to volunteer and go through hoops and red tape to make a presentation at a conference? For that matter, why does anyone ever present anything to anyone? Actually, presentations are a fact of life and there are many reasons for doing a presentation and doing it well. New and existing staff need training and orientation to the way things are done here. Handing all of them a manual and hoping they read it is pretty much a waste of paper. On the other hand, an effective, entertaining and upbeat presentation on the relevant topics is more likely to stick with those people. They will even have a name and face to remember and seek out when they have an issue on or with that topic. This can be a very effective beginning for networking with new peers. The presenter is seen as knowledgeable, as a source of information on company topics and possibly evaluated as a potential mentor or future manager. Project staff and/or peers benefit from clear, concise, presentations of topical knowledge. This is one way that a group working on various aspects of the same project or program can stay in touch and in step with each other. Most importantly, presentations may be the best or only door into the minds (and budgets) of management and customers. These presentations are a wonderful opportunity to address legal and compliance issues, budget, staffing, and services. Here is a chance, maybe the only one, to demonstrate and explain the wonderfulness of a program and the benefit they get by using the services offered most effectively. An interactive presentation on legal and compliance issues can be an effective tool in helping customers and/or management make good risk management decisions.

    This presentation library summarizes findings of NREL's Renewable Electricity Futures study, published in June 2012. RE Futures investigated the challenges and impacts of achieving very high renewable electricity generation levels in the contiguous United States by 2050. It was presented at Wind Powering America States Summit. The Summit, which follows the American Wind Energy Association's (AWEA's) annual WINDPOWER Conference and Exhibition, provides state Wind Working Groups, state energy officials, U.S. Energy Department and national laboratory representatives, and professional and institutional partners an opportunity to review successes, opportunities, and challenges for wind energy and plan future collaboration.

    Demand response (DR) resources present a potentially important source of grid flexibility particularly on future systems with high penetrations of variable wind and solar power generation. However, managed loads in grid models are limited by data availability and modeling complexity. This presentation focuses on the value of co-optimized DR resources to provide energy and ancillary services in a production cost model. There are significant variations in the availabilities of different types of DR resources, which affect both the operational savings as well as the revenue for each DR resource. The results presented include the system-wide avoided fuel and generator start-up costs as well as the composite revenue for each DR resource by energy and operating reserves. In addition, the revenue is characterized by the capacity, energy, and units of DR enabled.

    The capital intensive nature of clean energy technologies suggests that manufacturing clean energy equipment has the potential to support state and local economic development efforts. However, manufacturing siting decisions tend to be complex and multi-variable decision processes that require in-depth knowledge of specific markets, the logistical requirements of a given technology, and insight into global clean tech trends. This presentation highlights the potential of manufacturing in supporting economic development opportunities while also providing examples of the financial considerations affecting manufacturing facility siting decisions for wind turbine blades and solar PV. The presentation also includes discussion of other more qualitative drivers of facility siting decisions as gleaned from NREL industry interviews and discusses strategies state and local policymakers may employee to bolster their chances of successfully attracting clean energy manufacturers to their localities.

    Topological information has proven very valuable in the analysis of scientific data. An important challenge that remains is presenting this highly abstract information in a way that it is comprehensible even if one does not have an in-depth background in topology. Furthermore, it is often desirable to combine the structural insight gained by topological analysis with complementary information, such as geometric information. We present an overview over methods that use metaphors to make topological information more accessible to non-expert users, and we demonstrate their applicability to a range of scientific data sets. With the increasingly complex output of exascale simulations, the importance of having effective means of providing a comprehensible, abstract overview over data will grow. The techniques that we present will serve as an important foundation for this purpose.

    Demand response (DR) resources present a potentially important source of grid flexibility however, DR in grid models is limited by data availability and modeling complexity. This presentation focuses on the co-optimization of DR resources to provide energy and ancillary services in a production cost model of the Colorado "test system". We assume each DR resource can provide energy services by either shedding load or shifting its use between different times, as well as operating reserves: frequency regulation, contingency reserve, and flexibility (or ramping) reserve. There are significant variations in the availabilities of different types of DR resources, which affect both the operational savings as well as the revenue for each DR resource. The results presented include the system-wide avoided fuel and generator start-up costs as well as the composite revenue for each DR resource by energy and operating reserves.

    This document updates and expands the report with a similar title issued in October 1980. This document examines a number of legal and regulatory issues that potentially can affect implementation of the aquifer thermal energy storage (ATES) concept. This concept involves the storage of thermal energy in an underground aquifer until a later date when it can be effectively utilized. Either heat energy or chill can be stored. Potential end uses of the energy include district space heating and cooling, industrial process applications, and use in agriculture or aquaculture. Issues are examined in four categories: regulatory requirements, property rights, potential liability, and issues related to heat or chill delivery.

    While crude oil production continues to drop in the Russian Federation at a rate of 15% to 20% per year, Kazakhstan's output rose from 440,000 bopd in 1991 to 446,000 bopd, as of November 1992. Much of this increase was exported to the Russian Federation to supplement the latter's declining production. while Kazakhstan received needed Russian goods in exchange for this oil, it isn't getting the hard currency that will be required to upgrade its petroleum industry. This is a serious problem for Kazakh officials, since they are counting on revenues from petroleum exports to invigorate their overall plan for economic growth in this newly independent country. In order to convert Kazakhstan's hydrocarbon potential into economic reality, two critical issues must be addressed immediately. First, Kazakhstan must develop a tax and minerals law that gives multinational petroleum companies an incentive to invest in opening a dedicated crude oil export route through Russia, and at least one alternate export route to the Caspian Sea or Persian Gulf. At present, even the most successful petroleum venture inside Kazakhstan would have to weave its way through the Russian bureaucracy to utilize that existing and inadequate export pipeline system. This quandary, of course, has recently become the undoing of several Western petroleum operations that have managed to actually produce exportable oil inside the Russian Federation itself, but they can't get it out. In addition, three other variables should be considered by any party that is evaluating Kazakhstan as a future area (see map for current fields) of interest for petroleum operations. These are political stability, field operating conditions, and the country's natural gas crisis. Each of these factors, though not as critical as the legal regime and export access, can radically affect how an operator might approach negotiating the terms of its particular project.

    A program is being conducted at the Oak Ridge National Laboratory (ORNL to assist the Nuclear Regulatory Commission (NRC)) in their assessment of the effects of degradation (primarily corrosion) on the structural capacity and leaktight integrity of metal containments and steel liners of reinforced concrete structures in nuclear power plants. One of the program objectives is to characterize and quantify manifestations of corrosion on the properties of steels used to construct containment pressure boundary components. This report describes a plan for use in collecting and presenting data and information on ferrous alloys permitted for use in construction of pressure retaining components in concrete and metal containments. Discussions about various degradation mechanisms that could potentially affect the mechanical properties of these materials are also included. Conclusions and recommendations presented in this report will be used to guide the collection of data and information that will be used to prepare a material properties data base for containment steels.

    Distributed wind market demand is driven by current and future wind price and performance, along with several non-price market factors like financing terms, retail electricity rates and rate structures, future wind incentives, and others. We developed a new distributed wind technology diffusion model for the contiguous United States that combines hourly wind speed data at 200m resolution with high resolution electricity load data for various consumer segments (e.g., residential, commercial, industrial), electricity rates and rate structures for utility service territories, incentive data, and high resolution tree cover. The model first calculates the economics of distributed wind at high spatial resolution for each market segment, and then uses a Bass diffusion framework to estimate the evolution of market demand over time. The model provides a fundamental new tool for characterizing how distributed wind market potential could be impacted by a range of future conditions, such as electricity price escalations, improvements in wind generator performance and installed cost, and new financing structures. This paper describes model methodology and presents sample results for distributed wind market potential in the contiguous U.S. through 2050.

    The present paper is devoted to the scattering theory of a class of continuum Schrdinger operators with deterministic sparse potentials. We first establish the limiting absorption principle for both modified free resolvents and modified perturbed resolvents. This actually is a weak form of the classical limiting absorption principle. We then prove the existence and completeness of local wave operators, which, in particular, imply the existence of wave operators. Under additional assumptions on the sparse potential, we prove the completeness of wave operators. In the context of continuum Schrdinger operators with sparse potentials, this paper gives the first proof of the completeness of wave operators.

    The prevailing image of wood and waste burning as dirty and environmentally harmful is no longer valid. The use of biomass combustion for energy can solve many of our nation`s problems. Wood and other biomass residues that are now causing expensive disposal problems can be burned as cleanly and efficiently as natural gas, and at a fraction of the cost. New breakthroughs in integrated waste-to-energy systems, from fuel handling, combustion technology and control systems to heat transfer and power generation, have dramatically improved system costs, efficiencies, cleanliness of emissions, maintenance-free operation, and end-use applications. Increasing costs for fossil fuels and for waste disposal strict environmental regulations and changing political priorities have changed the economics and rules of the energy game. This report will describe the new rules, new playing fields and key players, in the hope that those who make our nation`s energy policy and those who play in the energy field will take biomass seriously and promote its use.

The potential benefits of E-roadway include more electrified driving miles from battery electric vehicles, plug-in hybrid electric vehicles, or even properly equipped hybrid electric vehicles (i.e., more electrified miles could be obtained from a given battery size, or electrified driving miles could be maintained while using smaller and less expensive batteries, thereby increasing cost competitiveness and potential market penetration).     The report describes a geospatial analysis method to estimate the economic potential of several renewable resources available for electricity generation in the United States. Economic potential, one measure of renewable generation potential, is defined in this report as the subset of the available resource technical potential where the cost required to generate the electricity (which determines the minimum revenue requirements for development of the resource) is below the revenue available in terms of displaced energy and displaced capacity.

    A device and method for detecting ground potential rise (GPR) comprising a first electrode, a second electrode, and a voltage attenuator. The first electrode and the second electrode are both electrically connected to the voltage attenuator. A means for determining the presence of a dangerous ground potential is connected to the voltage attenuator. The device and method further comprises a means for enabling one or more alarms upon the detection of the dangerous ground potential. Preferably, a first transmitter/receiver is connected to the means for enabling one or more alarms. Preferably, a second transmitter/receiver, comprising a button, is electromagnetically connected to the first transmitter/receiver. Preferably, the means for determining the presence of a dangerous ground potential comprises a means for determining the true RMS voltage at the output of the voltage attenuator, a transient detector connected to the output of the voltage attenuator, or a combination thereof.

  4. BRIGHTEST CLUSTER GALAXIES AT THE PRESENT EPOCH

    We have obtained photometry and spectroscopy of 433 z ? 0.08 brightest cluster galaxies (BCGs) in a full-sky survey of Abell clusters to construct a BCG sample suitable for probing deviations from the local Hubble flow. The BCG Hubble diagram over 0 < z < 0.08 is consistent to within 2% of the Hubble relation specified by a ? {sub m} = 0.3, ? = 0.7 cosmology. This sample allows us to explore the structural and photometric properties of BCGs at the present epoch, their location in their hosting galaxy clusters, and the effects of the cluster environment on their structure and evolution. We revisit the L{sub m} -? relation for BCGs, which uses ?, the log-slope of the BCG photometric curve of growth, to predict the metric luminosity in an aperture with 14.3kpc radius, L{sub m} , for use as a distance indicator. Residuals in the relation are 0.27mag rms. We measure central stellar velocity dispersions, ?, of the BCGs, finding the Faber-Jackson relation to flatten as the metric aperture grows to include an increasing fraction of the total BCG luminosity. A three-parameter ''metric plane'' relation using ? and ? together gives the best prediction of L{sub m} , with 0.21mag residuals. The distribution of projected spatial offsets, r{sub x} of BCGs from the X-ray-defined cluster center is a steep ? = 2.33 power law over 1 < r{sub x} < 10{sup 3}kpc. The median offset is ?10kpc, but ?15% of the BCGs have r{sub x} > 100kpc. The absolute cluster-dispersion normalized BCG peculiar velocity |?V {sub 1}|/? {sub c} follows an exponential distribution with scale length 0.39 0.03. Both L{sub m} and ? increase with ? {sub c}. The ? parameter is further moderated by both the spatial and velocity offset from the cluster center, with larger ? correlated with the proximity of the BCG to the cluster mean velocity or potential center. At the same time, position in the cluster has little effect on L{sub m} . Likewise, residuals from the metric plane show no correlation with either the spatial or velocity offset from the cluster center. The luminosity difference between the BCG and second-ranked galaxy, M2, increases as the peculiar velocity of the BCG within the cluster decreases. Further, when M2 is a close luminosity ''rival'' of the BCG, the galaxy that is closest to either the velocity or X-ray center of the cluster is most likely to have the larger ?. We conclude that the inner portions of the BCGs are formed outside the cluster, but interactions in the heart of the galaxy cluster grow and extend the envelopes of the BCGs.

    This paper presents performance data from nearly 50,000 Photovoltaic systems totaling 1.7 Gigawatts installed capacity in the USA from 2009 to 2012. 90% of the systems performed to within 10% or better of expected performance. Only 2-4% of the data indicate issues significantly affecting the system performance. Special causes of underperformance and their impacts are delineated by reliability category. Delays and interconnections dominate project-related issues particularly in the first year, but total less than 0.5% of all systems. Hardware-related issues are dominated by inverter problems totaling less than 0.4% and underperforming modules to less than 0.1%.

He generally categorizes CCTs into four groups since environment is likely to affect deployment for each category somewhat differently. These four categories are: Precombustion technologies such as coal cleaning; Combustion technologies such as low NOx burners; Postcombustion technologies such as FGD systems and postcombustion NOx control; and New generation technologies such as gasification and fluidized bed combustion.
