After 9/11, the United States (U.S.) was suddenly pushed into challenging situations they could no longer ignore as simple spectators. The War on Terrorism (WoT) was suddenly ignited and no one knows when this war will end. While the government is exploring many existing and potential technologies, the area of wireless Sensor networks (WSN) has emerged as a foundation for establish future national security. Unlike other technologies, WSN could provide virtual presence capabilities needed for precision awareness and response in military, intelligence, and homeland security applications. The Advance Concept Group (ACG) vision of Sense/Decide/Act/Communicate (SDAC) sensor system is an instantiation of the WSN concept that takes a 'systems of systems' view. Each sensing nodes will exhibit the ability to: Sense the environment around them, Decide as a collective what the situation of their environment is, Act in an intelligent and coordinated manner in response to this situational determination, and Communicate their actions amongst each other and to a human command. This LDRD report provides a review of the research and development done to bring the SDAC vision closer to reality.

The purpose of the Uranium Mill Tailings Remedial Action (UMTRA) Project Public Affairs Plan is to establish goals for the fiscal year (FY) 1996 UMTRA Project public affairs program and to identify specific activities to be conducted during the year. It describes the roles of various agencies involved in the public affairs program and defines the functions of the UMTRA Project Technical Assistance Contractor (TAC) Public Affairs Department. It replaces the FY 1995 Public Affairs Plan (DOE/AL/62350-154). The plan also describes the US Department of Energy`s (DOE) plans to keep stakeholders and other members of the public informed about UMTRA Project policies, plans, and activities, and provide opportunities for stakeholders and interested segments of the public to participate in UMTRA Project decision-making processes. The plan applies to the UMTRA Project Team; the DOE Grand Junction Projects Office (GJPO); the DOE Albuquerque Operations Office, Office of Public Affairs (OPA); the TAC; the UMTRA Project Remedial Action Contractor (RAC); and other cooperating agencies.

The detection of nuclear or radioactive materials for homeland or national security purposes is inherently difficult. This is one reason detection efforts must be seen as just one part of an overall nuclear defense strategy which includes, inter alia, material security, detection, interdiction, consequence management and recovery. Nevertheless, one could argue that there has been a revolution in detection affairs in the past several decades as the innovative application of new technology has changed the character and conduct of detection operations. This revolution will likely be most effectively reinforced in the coming decades with the networking of detectors and innovative application of anomaly detection algorithms.

Museum security and the Thomas Crown Affair.

Over the years, I've daydreamed about stealing a Vermeer, a Picasso, or Rembrandt. It tickles me, as much as watching the reboot of The Thomas Crown Affair. Why is it, do you suppose, so much fun to think about stealing a world renowned piece off the wall of a major metropolitan museum? Is it the romantic thoughts of getting away with it, walking past infrared detectors, and pressure sensors ala Indiana Jones with the sack of sand to remove the idol without triggering the security system? Is it the idea of snatching items with such fantastic prices, where the romance of possessing an item of such value is less intoxicating than selling it to a private collector for it to never be seen again? I suspect others share my daydreams as they watch theater or hear of a brazen daylight heist at museums around the world, or from private collections. Though when reality sets in, the mind of the security professional kicks in. How could one do it, why would one do it, what should you do once it's done? The main issue a thief confronts when acquiring unique goods is how to process or fence them. They become very difficult to sell because they are one-of-a-kind, easy to identify, and could lead to the people involved with the theft. The whole issue of museum security takes up an ironic twist when one considers the secretive British street artist 'Banksy'. Banksy has made a name for himself by brazenly putting up interesting pieces of art in broad daylight (though many critics don't consider his work to be art) on building walls, rooftops, or even museums. I bring him up for a interesting take on what may become a trend in museum security. In March of 2005, Banksy snuck a piece of his called 'Vandalized Oil Painting' into the Brooklyn Museum's Great Historical Painting Wing, plus 3 other pieces into major museums in New York. Within several days, 2 paintings had been torn down, but 2 stayed up much longer. In his home country of the UK, a unauthorized piece he created and placed in the British Museum known as 'Early Man Goes to Market' received different treatment when placed inside the walls. It was adopted into the permanent collection! I like his story because it's so counter-intuitive. Who would have thought that modern museum security might involve preventing people not just from stealing art, but from sneaking 'unauthorized' art into museums? What is next, tampering with the archive records in order to make it look like the piece in question has always been there? To learn more about museum security, I interviewed multiple experts in the field. It turns out that the glamorous lifestyle of Thomas Crown is not particularly relevant. In fact, usually nobody can point to a Mr. Big of the underworld coordinating thefts, though some organized crime families have been known to use stolen art as black market chips to trade. The common consensus among experts in the field of art theft is that, instead of most high-value pieces being stolen by outsiders with a blue print in hand and rappelling from a ceiling skylight, in reality, 80 percent of art thefts involve insiders or accomplices that execute the crime over a period of time while working or volunteering in the museum. Indeed, according to FBI statistics, between 70 and 80 percent of all solved art theft cases involve insider participation of some kind, yet according to Tom Cremers of the Musuem Security Network, 'Having been involved in risk assessments in over hundreds of museums over the past ten years, it is quite astonishing how rarely the risk of insider participation is discussed.' In regards to the insider threat, a museum is not much different from any corporation or other organization. There are directors, employees, interns, and cleaning staff (very often outsourced), security guards (again outsourced, typically with very high turnover rates). Unlike corporations, most museums also have volunteer staff, docents, and authorized visiting scholars. The purpose of this paper is to recommend regulatory guidance for reviewers examining computer communication systems used in nuclear power plants. The recommendations cover three areas important to these communications systems: system design, communication protocols, and communication media. The first area, system design, considers three aspects of system design--questions about architecture, specific risky design elements or omissions to look for in designs being reviewed, and recommendations for multiplexed data communication systems used in safety systems. The second area reviews pertinent aspects of communication protocol design and makes recommendations for newly designed protocols or the selection of existing protocols for safety system, information display, and non-safety control system use. The third area covers communication media selection, which differs significantly from traditional wire and cable. The recommendations for communication media extend or enhance the concerns of published IEEE standards about three subjects: data rate, imported hazards and maintainability.

Experimental Satellite Quantum Communications

Quantum Communications on planetary scale require complementary channels including ground and satellite links. The former have progressed up to commercial stage using fiber-cables, while for satellite links, the absence of terminals in orbit has impaired theirs development. However, the demonstration of the feasibility of such links is crucial for designing space payloads and to eventually enable the realization of protocols such as quantum-key-distribution (QKD) and quantum teleportation along satellite-to-ground or intersatellite links. We demonstrated the faithful transmission of qubits from space to ground by exploiting satellite corner cube retroreflectors acting as transmitter in orbit, obtaining a low error rate suitable for QKD. We also propose a two-way QKD protocol exploiting modulated retroreflectors that necessitates a minimal payload on satellite, thus facilitating the expansion of Space Quantum Communications.

Eliot Brenner, Director NRC Office of Public Affairs, March 12, 2011. For the past four years we have been speaking to audiences at Waste Management about communications issues. Last year, though we were kept from attending because of the federal budget crisis, our surrogates described to you the lessons the nuclear industry should draw from the BP Gulf oil spill crisis. Those remarks were delivered 11 days before the Fukushima Daiichi tragedy became the nuclear landmark of a generation - an industry changing event with worldwide ramifications, both in science and regulation and in communications. Eliot Brenner cut his teeth on crisis communication in the aviation industry where tragedy unfolds rapidly. He has been a speech-writer to three cabinet secretaries, spokesman for the Federal Aviation Administration and now spokesman for the Nuclear Regulatory Commission since 2004. Holly Harrington manages the NRC crisis response program and has 26 years federal public affairs experience, including eight years at the Federal Emergency Management Agency. Her crisis experience includes the 1989 Loma Prieta earthquake, numerous hurricanes and floods, Sept 11, and, now Fukushima Daiichi. Rebecca Schmidt is a veteran government relations professional whose decades in Washington include service with the House Armed Services Committee, the House Budget Committee and the Secretary of Defense. Collectively, the Offices of Public Affairs and Congressional Affairs conducted the largest outreach for the agency since Three Mile Island. We worked with the basic rule, described to Waste Management last year just 11 days before Fukushima - communicate early, often and clearly. The response - while not without its problems and lessons - went as smoothly as a chaotic event like Fukushima could go. That was due in large measure to the fact that the NRC has a well-tested system of responding to nuclear emergencies, and we followed our plan. (authors)

An airborne wireless communication system includes circuitry configured to access information describing a configuration of a terrestrial wireless communication base station that has become disabled. The terrestrial base station is configured to implement wireless communication between wireless devices located within a geographical area and a network when the terrestrial base station is not disabled. The circuitry is further configured, based on the information, to configure the airborne station to have the configuration of the terrestrial base station. An airborne communication method includes answering a 911 call from a terrestrial cellular wireless phone using an airborne wireless communication system.

A double acting bit holder that permits bits held in it to be resharpened during cutting action to increase energy efficiency by reducing the amount of small chips produced. The holder consist of: a stationary base portion capable of being fixed to a cutter head of an excavation machine and having an integral extension therefrom with a bore hole therethrough to accommodate a pin shaft; a movable portion coextensive with the base having a pin shaft integrally extending therefrom that is insertable in the bore hole of the base member to permit the moveable portion to rotate about the axis of the pin shaft; a recess in the movable portion of the holder to accommodate a shank of a bit; and a biased spring disposed in adjoining openings in the base and moveable portions of the holder to permit the moveable portion to pivot around the pin shaft during cutting action of a bit fixed in a turret to allow front, mid and back positions of the bit during cutting to lessen creation of small chip amounts and resharpen the bit during excavation use.

Making a Lasting Impression: Recovery Act Reporting At Hanford - 12528

The award of American Recovery and Reinvestment Act funding came with an unprecedented request for transparency to showcase to the American public how the stimulus funding was being put to work to achieve the goals put forth by the U.S. Government. At the U.S. Department of Energy Hanford Site, this request manifested in a contract requirement to provide weekly narrative, photos and video to highlight Recovery Act-funded projects. For DOE contractor CH2M HILL Plateau Remediation Company (CH2M HILL), the largest recipient of Hanford's funding, the reporting mechanism evolved into a communications tool for documenting the highly technical cleanup, then effectively sharing that story with the DOE and its varying stakeholder audiences. The report set the groundwork for building a streaming narrative of week-by-week progress. With the end of the Recovery Act, CH2M HILL is applying lessons learned from this stringent, transparent reporting process to its long-term reporting and communications of the progress being made in nuclear decommissioning at Hanford. A unitary interaction coupling two parties enables quantum communication in both the forward and backward directions. Each communication capacity can be thought of as a tradeoff between the achievable rates of specific types of forward and backward communication. Our first result shows that for any bipartite unitary gate, coherent classical communication is no more difficult than classical communication -- they have the same achievable rate regions. Previously this result was known only for the unidirectional capacities (i.e., the boundaries of the tradeoff). We then relate the tradeoff curve for two-way coherent communication to the tradeoff for two-way quantum communication and the tradeoff for coherent communiation in one direction and quantum communication in the other.

Communicating Performance Assessments Results - 13609

The F-Area Tank Farms (FTF) and H-Area Tank Farm (HTF) are owned by the U.S. Department of Energy (DOE) and operated by Savannah River Remediation LLC (SRR), Liquid Waste Operations contractor at DOE's Savannah River Site (SRS). The FTF and HTF are active radioactive waste storage and treatment facilities consisting of 51 carbon steel waste tanks and ancillary equipment such as transfer lines, evaporators and pump tanks. Performance Assessments (PAs) for each Tank Farm have been prepared to support the eventual closure of the underground radioactive waste tanks and ancillary equipment. PAs provide the technical bases and results to be used in subsequent documents to demonstrate compliance with the pertinent requirements for final closure of the Tank Farms. The Tank Farms are subject to a number of regulatory requirements. The State regulates Tank Farm operations through an industrial waste water permit and through a Federal Facility Agreement approved by the State, DOE and the Environmental Protection Agency (EPA). Closure documentation will include State-approved Tank Farm Closure Plans and tank-specific closure modules utilizing information from the PAs. For this reason, the State of South Carolina and the EPA must be involved in the performance assessment review process. The residual material remaining after tank cleaning is also subject to reclassification prior to closure via a waste determination pursuant to Section 3116 of the Ronald W. Reagan National Defense Authorization Act of Fiscal Year 2005. PAs are performance-based, risk-informed analyses of the fate and transport of FTF and HTF residual wastes following final closure of the Tank Farms. Since the PAs serve as the primary risk assessment tools in evaluating readiness for closure, it is vital that PA conclusions be communicated effectively. In the course of developing the FTF and HTF PAs, several lessons learned have emerged regarding communicating PA results. When communicating PA results it is important to stress that the primary goal of the PA results is to provide risk understanding, recognizing the magnitude of risk and identifying the conceptual model decisions and critical assumptions that most impact the results. Conceptual models that describe reality using simplified, mathematical approaches, and their roles in arriving at the PA results, must also be communicated. When presenting PA results, evaluations will typically be focused on a single baseline (or Base Case) to provide a foundation for discussion. The PA results are supplemented by other studies (alternate configurations, uncertainty analyses, and sensitivity analyses) which provide a breadth of modeling to supplement the Base Case. The suite of information offered by the various modeling cases and studies provides confidence that the overall risk is understood along with the underlying parameters and conditions that contribute to risk. Rapid exhaust of pressurized gas from the pneumatically loaded side of the piston facilitates an extremely rapid piston stroke. Surface code quantum communication

Quantum communication typically involves a linear chain of repeater stations, each capable of reliable local quantum computation and connected to their nearest neighbors by unreliable communication links. The communication rate in existing protocols is low as two-way classical communication is used. We show that, if Bell pairs are generated between neighboring stations with a probability of heralded success greater than 0.65 and fidelity greater than 0.96, two-way classical communication can be entirely avoided and quantum information can be sent over arbitrary distances with arbitrarily low error at a rate limited only by the local gate speed. The number of qubits per repeater scales logarithmically with the communication distance. If the probability of heralded success is less than 0.65 and Bell pairs between neighboring stations with fidelity no less than 0.92 are generated only every T_B seconds, the logarithmic resource scaling remains and the communication rate through N links is proportional to 1/(T_B log^2 N).

The data transmission in coherent fiber-optical communication lines using solitons with a variable phase is studied. It is shown that nonlinear coherent structures (solitons) can be applied for effective signal transmission over a long distance using amplitude and optical-phase keying of information. The optimum ratio of the pulse width to the bit slot at which the spectral efficiency (transmitted bits per second and hertz) is maximal is determined. It is shown that soliton fiber-optical communication lines can ensure data transmission at a higher spectral efficiency as compared to traditional communication lines and at a high signal-to-noise ratio.

Case Study- The Department of Veterans Affairs West Haven Campus, VA Connecticut Health Care System

The West Haven (Connecticut) Campus of the Veterans Affairs Connecticut Health Care System was the first Veteran's Hospital to award a shared energy savings (SES) contract (now known as energy savings performance contracts). The project involves replacement of the lighting system, installation of a cooling system, maintenance of the new chiller equipment, and several smaller efforts. Up-front costs are being provided through a $3.9 million investment by the contractor, EUA Cogenex, about $400,000 in rebates from the local utilities for gas and electric service (Southern Connecticut Gas and United Illuminating Company, respectively), and guaranteed energy cost savings over the life of the contract. The Government's share of energy savings over the 16 year contract is expected to be $880,000.

Unprecedented growth of required telecommunications services and telecommunications applications change the way the INL does business today. High speed connectivity compiled with a high demand for telephony and network services requires a robust communications infrastructure. The current state of the MFC communication infrastructure limits growth opportunities of current and future communication infrastructure services. This limitation is largely due to equipment capacity issues, aging cabling infrastructure (external/internal fiber and copper cable) and inadequate space for telecommunication equipment. While some communication infrastructure improvements have been implemented over time projects, it has been completed without a clear overall plan and technology standard. This document identifies critical deficiencies with the current state of the communication infrastructure in operation at the MFC facilities and provides an analysis to identify needs and deficiencies to be addressed in order to achieve target architectural standards as defined in STD-170. The intent of STD-170 is to provide a robust, flexible, long-term solution to make communications capabilities align with the INL mission and fit the various programmatic growth and expansion needs.

Hierarchical quantum communication

A general approach to study the hierarchical quantum information splitting (HQIS) is proposed and the same is used to systematically investigate the possibility of realizing HQIS using different classes of 4-qubit entangled states that are not connected by SLOCC. Explicit examples of HQIS using 4-qubit cluster state and 4-qubit |\\Omega> state are provided. Further, the proposed HQIS scheme is generalized to introduce two new aspects of hierarchical quantum communication. To be precise, schemes of probabilistic hierarchical quantum information splitting and hierarchical quantum secret sharing are obtained by modifying the proposed HQIS scheme. A number of practical situations where hierarchical quantum communication would be of use are also presented.

Communicating about bioenergy sustainability

Defining and measuring sustainability of bioenergy systems are difficult because the systems are complex, the science is in early stages of development, and there is a need to generalize what are inherently context-specific enterprises. These challenges, and the fact that decisions are being made now, create a need for improved communications among scientists as well as between scientists and decision makers. In order for scientists to provide information that is useful to decision makers, they need to come to an agreement on how to measure and report potential risks and benefits of diverse energy alternatives, including problems and opportunities in various bioenergy production pathways. Scientists also need to develop approaches that contribute information relevant to policy and decision making. The need for clear communication is especially important at this time when there is a plethora of scientific papers and reports, and it is difficult for the public or decision makers to assess the merits of each analysis. We propose three communication guidelines for scientists whose work can contribute to decision making: (1) relationships between the question and the analytical approach should be clearly defined and make common sense; (2) the information should be presented in a manner that nonscientists can understand; and (3) the implications of methods, assumptions and limitations should be clear. The scientists job is to analyze information in order to build a better understanding of environmental, cultural and socioeconomic aspects of the sustainability of energy alternatives. The scientific process requires transparency, debate, review, and collaboration across disciplines and time. This paper serves as an introduction to the papers in the special issue on Sustainability of Bioenergy Systems: Cradle to Grave because scientific communication is essential to developing more sustainable energy systems. Together these four papers provide a framework under which the effects of bioenergy can be assessed and compared to other energy alternatives in order to foster sustainability.

Western Area Power Administration (Western) is proposing to construct, operate, and maintain eight microwave repeater stations in southwestern Colorado, southeastern Utah, and northern Arizona, in order to meet the minimum fade criteria established by the Western Systems Coordinating Council (WSCC) for the operation and protection of electric power systems. The proposed microwave facilities would increase the reliability of communication. This environmental assessment (EA) describes the existing environmental conditions and the impacts from construction of the eight microwave communication facilities. The EA was prepared in compliance with the National Environmental Policy Act of 1969, the Council on Environmental Quality Regulations (40 CFR 1500-1508), and the Department of Energy Guidelines (52 FR 47662, December 15, 1987). The proposed project would consist of constructing eight microwave facilities, each of which would include a self-supported lattice tower, an equipment building, a propane tank, distribution lines to provide electric power to the sites, and access roads to the sites. The facilities would be constructed in San Miguel and Montezuma Counties in Colorado, San Juan County, Utah, and Navajo, Apache, Coconino, and Yavapai Counties in Arizona. 20 refs., 2 figs., 2 tabs.

Bell Inequalities with Communication Assistance

In this paper we consider the possible correlations between two parties using local machines and shared randomness with an additional amount of classical communication. This is a continuation of the work initiated by Bacon and Toner in Ref. [\\textit{Phys. Rev. Lett.} \\textbf{90}, 157904 (2003)] who characterized the correlation polytope for $2\\times 2$ measurement settings with binary outcomes plus one bit of communication. Here, we derive a complete set of Bell Inequalities for $3\\times 2$ measurement settings and a shared bit of communication. When the communication direction is fixed, nine Bell Inequalities characterize the correlation polytope, whereas when the communication direction is bi-directional, 143 inequalities describe the correlations. We then prove a tight lower bound on the amount of communication needed to simulate all no-signaling correlations for a given number of measurement settings.

For centuries advances in what we now term media have generated concerns about the effect these advances have on values and morality-books, stage drama, movies, TV, and now computer-based fantasy and Internet-based distribution. These media comprise some of the most powerful agents for developing our fundamental strategies for living. Computer-based fantasy can provide waves of sensations that everyday life does not prepare us for; they create a wow effect. The implications are especially, strong for adolescents. Wow effects come to seem ordinary. We can easily overdose on them with a subsequent dulling of sensibility that motivates one to seek the next level. As the wow effect is numbed, socializing restrictions break down. A psychological strategy of distancing is one defense against enhanced imagery - a strategy of cool as antidote. The wow-cool dipole can foster a role as spectator that inhibits empathy and a fundamental distancing from the self. Technology - the source of our concerns-can also help to counteract them. The most powerful drive in children is to learn mastery of the world. New input and output devices and especially properly designed software can enhance the capacity to learn and to be creative, i.e. to gain mastery over the world. These powerful new modes of communication not only give us great access to the world, they give the world great access to us. We must supplant what is now mostly a passive broadcast system with interactive exploration and two-way communication.

The High Performance Computing and Communications (HPCC) Program was formally authorized by passage of the High Performance Computing Act of 1991, signed on December 9, 1991. Twelve federal agencies, in collaboration with scientists and managers from US industry, universities, and research laboratories, have developed the Program to meet the challenges of advancing computing and associated communications technologies and practices. This plan provides a detailed description of the agencies` HPCC implementation plans for FY 1995 and FY 1996. This Implementation Plan contains three additional sections. Section 3 provides an overview of the HPCC Program definition and organization. Section 4 contains a breakdown of the five major components of the HPCC Program, with an emphasis on the overall directions and milestones planned for each one. Section 5 provides a detailed look at HPCC Program activities within each agency.
