    The Eastern Band of Cherokee Indians was awarded a grant under the U.S. Department of Energy Tribal Energy Program (TEP) to develop a Tribal Strategic Energy Plan (SEP). The grant, awarded under the “First Steps” phase of the TEP, supported the development of a SEP that integrates with the Tribe’s plans for economic development, preservation of natural resources and the environment, and perpetuation of Tribal heritage and culture. The Tribe formed an Energy Committee consisting of members from various departments within the Tribal government. This committee, together with its consultant, the South Carolina Institute for Energy Studies, performed the following activities: • Develop the Tribe’s energy goals and objectives • Establish the Tribe’s current energy usage • Identify available renewable energy and energy efficiency options • Assess the available options versus the goals and objectives • Create an action plan for the selected options

  1. Geothermal Energy Market Study on the Atlantic Coastal Plain: Technical Feasibility of use of Eastern Geothermal Energy in Vacuum Distillation of Ethanol Fuel

    The DOE is studying availability, economics, and uses of geothermal energy. These studies are being conducted to assure maximum cost-effective use of geothermal resources. The DOE is also aiding development of a viable ethanol fuel industry. One important point of the ethanol program is to encourage use of non-fossil fuels, such as geothermal energy, as process heat to manufacture ethanol. Geothermal waters available in the eastern US tend to be lower in temperature (180 F or less) than those available in the western states (above 250 F). Technically feasible use of eastern geothermal energy for ethanol process heat requires use of technology that lowers ethanol process temperature requirements. Vacuum (subatmospheric) distillation is one such technology. This study, then, addresses technical feasibility of use of geothermal energy to provide process heat to ethanol distillation units operated at vacuum pressures. They conducted this study by performing energy balances on conventional and vacuum ethanol processes of ten million gallons per year size. Energy and temperature requirements for these processes were obtained from the literature or were estimated (for process units or technologies not covered in available literature). Data on available temperature and energy of eastern geothermal resources was obtained from the literature. These data were compared to ethanol process requirements, assuming a 150 F geothermal resource temperature. Conventional ethanol processes require temperatures of 221 F for mash cooking to 240 F for stripping. Fermentation, conducted at 90 F, is exothermic and requires no process heat. Many organizations supporting efforts to resolve problems in this region have found that consensus building--a prerequisite for action--is a difficult process. Reaching agreement on priorities for investment, technical collaboration, and policy incentives depends upon informed decision-making by governments and local stakeholders. And while vast quantities of data and numerous analyses and reports are more accessible than ever, wading through the many potential sources in search of timely and relevant data is a formidable task. To facilitate more successful data searches and retrieval, this document provides annotated references to over 200 specific information sources, and over twenty primary search engines and data retrieval services, that provide relevant and timely information related to the environment, energy, and economic development around the Caspian and Black Seas. This document is an advance copy of the content that Oak Ridge National Laboratory (ORNL) plans to transfer to the web in HTML format to facilitate interactive search and retrieval of information using standard web-browser software.

    The objective of this report is to provide a source of weather data for direct use with a number of simplified energy calculation methods available today. Complete weather data for a number of cities in the United States are provided for use in the following methods: degree hour, modified degree hour, bin, modified bin, and variable degree day. This report contains sets of weather data for 23 cities in the continental United States using Test Reference Year (TRY) source weather data. The weather data at each city has been summarized in a number of ways to provide differing levels of detail necessary for alternative simplified energy calculation methods. Weather variables summarized include dry bulb and wet bulb temperature, percent relative humidity, humidity ratio, wind speed, percent possible sunshine, percent diffuse solar radiation, total solar radiation on horizontal and vertical surfaces, and solar heat gain through standard DSA glass. Monthly and annual summaries, in some cases by time of day, are available. These summaries are produced in a series of nine computer generated tables.

    Between 1973 and 1985, when energy prices were high, all Organization for Economic Cooperation and Development (OECD) countries improved their E/GNP by about 2.5% annually. Increased energy efficiency accounted for 2/3rds of this improvement; the remaining portion was due to structural changes in the economy. In the US, analytic and policy tools that have successfully promoted energy efficiency include integrated resource planning, energy use labels, energy use standards, ``Golden Carrot`` incentive programs, and revenue-neutral ``feebates.`` In addition, a number of low cost, environmentally sound, energy-efficient technologies, such as electronic ballasts, compact fluorescent lamps, and low-emissivity windows, have recently been developed. We discuss how many of these policies and technologies are probably exportable to developing countries and Eastern Europe, giving examples of successful starts in India, the ASEAN countries, and Brazil.

Single-crystal X-ray diffraction studies reveal that Sr3AlAs3 and Ba3AlAs3 adopt the Ba3AlSb3-type structure (Pearson symbol oC56, space group Cmce, Z = 8).   4. HIGH-RESOLUTION MID-INFRARED IMAGING OF THE CIRCUMSTELLAR DISKS OF HERBIG Ae/Be STARS

    We have imaged the circumstellar environments of 17 Herbig Ae/Be stars at 12 and 18 {mu}m using MICHELLE on Gemini North and T-ReCS on Gemini South. Our sample contained eight Group I sources, those having large rising near- to far-infrared (IR) fluxes, and nine Group II sources, those having more modest mid-IR fluxes relative to their near-IR flux (in the classification of Meeus et al.). We have resolved extended emission from all Group I sources in our target list. The majority of these sources have radially symmetric mid-IR emission extending from a radius of 10 AU to hundreds of AU. Only one of the nine Group II sources is resolved at the FWHM level, with another two Group II sources resolved at fainter levels. Models by Dullemond et al. explain the observed spectral energy distribution of Group II sources using self-shadowed cold disks. If this is the case for all the Group II sources, we do not expect to detect extended emission with this study, since the IR emission measured should arise from a region only a few AU in size, which is smaller than our resolution. The fact that we do resolve some of the Group II sources implies that their disks are not completely flat, and might represent an intermediate stage. We also find that none of the more massive (>3 M{sub sun}) Herbig Ae/Be stars in our sample belongs to Group I, which may point to a relationship between stellar mass and circumstellar dust evolution. Disks around more massive stars might evolve faster so that stars are surrounded by a more evolved flat disk by the time they become optically visible, or they might follow a different evolutionary path altogether.

    Here the authors assess Eastern European risk management practices through the evaluation of the nuclear power plants in the region. This evaluation is limited to the Soviet-designed and -built VVER-440 pressurized water reactors (PWRs) that are currently operating in Bulgaria, Czechoslovakia, Hungary, Russia, and the Ukraine and until recently operated at Greifswald in the former East Germany. This evaluation is based on the basic design of the plants, a safety evaluation of the Greifswald facility by representatives from the Federal Republic of Germany and personal visits by the author to Greifswald and Loviisa.

    Development efforts for dry scrubbing technology for flue gas desulfurization (FGD) have been geared toward utility boilers burning low-sulfur western coals rather than eastern high-sulfur coals. This has been due to the low quantity of reagent and lower SO/sub 2/ removal required with the use of western coals and has contributed to the economic attractiveness of the dry scrubber system. To evaluate the use of the dry scrubber for flue gas desulfurization of eastern high-sulfur coals, the US Department of Energy contracted with the Babcock and Wilcox Company to perform a study to determine the technical and economical feasibility of such systems. The program was organized into the following tasks: (1) configuration specification and system preparation; (2) performance evaluation; (3) load-following and reliability evaluation; (4) commercial unit economic evaluation; and (5) report. The general conclusions of the program are: Effective dry scrubber operation for an eastern high-sulfur coal would include a higher stoichiometric ratio, low spray dryer approach temperature, and the optimized use of recycle material. A dry scrubber system designed for an eastern high-sulfur coal using a high-calcium lime reagent would not be economically competitive with a limestone wet scrubber system due to reagent costs. Use of an optimized furnace limestone injection system and recycle material would substantially reduce reagent costs and increase economic attractiveness of dry scrubber systems for eastern high-sulfur coals. This is in comparison to dry scrubber systems with nonlimestone injection. 10 references, 87 figures, 26 tables.

    Casting premium-quality magnesium alloy components for aerospace and automotive applications poses unique challenges. Magnesium alloys are known to freeze rapidly prior to filling a casting cavity, resulting in misruns and cold shuts. In addition, melt oxidation, solute segregation and turbulent metal flow during casting contribute to the formation of fold defects. In this research, formation of fold defects in AZ91D and AE42 magnesium alloys cast via the permanent mold casting process was investigated. Computer simulations of the casting process predicted the development of a turbulent metal flow in a critical casting region with abrupt geometrical transitions. SEM and light optical microscopy examinations revealed the presence of folds in this region for both alloys. However, each alloy exhibited a unique mechanism responsible for fold formation. In the AZ91D alloy, melt oxidation and velocity gradients in the critical casting region prevented fusion of merging metal front streams. In the AE42 alloy, limited solubility of rare-earth intermetallic compounds in the {alpha}-Mg phase resulted in segregation of Al{sub 2}RE particles at the leading edge of a metal front and created microstructural inhomogeneity across the fold.

    P-implantation (10/sup 17/ ions cm/sup -2/, 40 KeV) into 304 stainless steel (ss) has been carried out, and an amorphous surface alloy was formed. Polarization studies in deaerated 1N H/sub 2/SO/sub 4/+ 2% NaCl showed that P-implantation improved both the general and localized corrosion resistance of 304 ss. A comparative study has been carried out between the implanted and unimplanted steel to determine what influence P-implantation has upon the properties of the passive film formed 1N H/sub 2/SO/sub 4/. The influence of Cl ions on pre-formed passive films was also studied. RHEED, XPS and AES were used to evaluate the nature of the passive films formed in these studies.

    Lighting consumes more than 20% of electricity generated in the United States. Solid state lighting relies upon either inorganic or organic light-emitting diodes (OLEDs). OLED devices because of their thinness, fast response, excellent color, and efficiency could become the technology of choice for future lighting applications, provided progress is made to increase power efficiency and device lifetime and to develop cost-effective manufacturing processes. As a first step in this process, Eastman Kodak Company has demonstrated an OLED device architecture having an efficacy over 50 lm/W that exceeds the specifications of DOE Energy Star Program Requirements for Solid State Lighting. The project included work designed to optimize an OLED device, based on a stacked-OLED structure, with performance parameters of: low voltage; improved light extraction efficiency; improved internal quantum efficiency; and acceptable lifetime. The stated goal for the end of the project was delivery of an OLED device architecture, suitable for development into successful commercial products, having over 50 lum/W power efficiency and 10,000 hours lifetime at 1000 cd/m{sup 2}. During the project, Kodak developed and tested a tandem hybrid IES device made with a fluorescent blue emitter, a phosphorescent yellow emitter, and a phosphorescent red emitter in a stacked structure. The challenge was to find low voltage materials that do not absorb excessive amounts of emitted light when the extraction enhancement structure is applied. Because an extraction enhancement structure forces the emitted light to travel several times through the OLED layers before it is emitted, it exacerbates the absorption loss. A variety of ETL and HTL materials was investigated for application in the low voltage SSL device structure. Several of the materials were found to successfully yield low operating device voltages without incurring excessive absorption loss when the extraction enhancement structure was applied

    In December 2009, the Southern Alliance for Clean Energy (SACE), through a partnership with the Appalachian Regional Commission, EKPC, Kentucky's Department for Energy Development and Independence, SACE, Tennessee's Department of Environment and Conservation, and TVA, and through a contract with the Department of Energy, established the Tennessee Valley and Eastern Kentucky Wind Working Group (TVEKWWG). TVEKWWG consists of a strong network of people and organizations. Working together, they provide information to various organizations and stakeholders regarding the responsible development of wind power in the state. Members include representatives from utility interests, state and federal agencies, economic development organizations, non-government organizations, local decision makers, educational institutions, and wind industry representatives. The working group is facilitated by the Southern Alliance for Clean Energy. TVEKWWG supports the Department of Energy by helping educate and inform key stakeholders about wind energy in the state of Tennessee.

    This report presents the results of an in-depth geotechnical investigation aimed at assessing the roof, floor, and coal pillar conditions in the area mined by an experimental Automatic Extraction System (AES), built by National Mine Service Co. The study included diamond core drilling, borescope observations, and detailed engineering geological mapping in Consolidation Coal's McElroy coal mine in West Virginia. The field investigations were accompanied by regional geology studies involving aerial photography and lineament analysis as well as by laboratory testing of 103 rock and coal samples. The roof conditions were interpreted by means of an engineering rock mass classification system, known as the Geomechanics Classification. It was found that the roof quality in the areas mined by the AES machine was poor and that the action of the AES support beams could be detrimental to the overall roof stability. Improvements in the procedures for evaluating future AES-type mining are suggested.

    This report presents the control of renewable energy sources, including the variable-speed wind generators and solar photovoltaic (PV) generators, for frequency regulation and inter-area oscillation damping in the U.S. Eastern Interconnection (EI). In this report, based on the user-defined wind/PV generator electrical control model and the 16,000-bus Eastern Interconnection dynamic model, the additional controllers for frequency regulation and inter-area oscillation damping are developed and incorporated and the potential contributions of renewable energy sources to the EI system frequency regulation and inter-area oscillation damping are evaluated.

    Assistance to Russia, Ukraine, and Central and Eastern Europe countries (CEEC) in the area of nuclear power safety has been undertaken in the United States. The U.S. Department of Energy is responsible for implementing the nuclear safety portion of this assistance. One aspect of this work is to provide near-term improvement to the safety of VVER and RBMK nuclear power plants (NPPs). This activity has been designated as near-term risk reduction (NTRR). This accident risk reduction effort is being conducted by utilizing teams of experts.

The session was arranged to convey what is known about avian migration, particularly in the eastern US. The first presentation ''Migration Ecology: Issues of Scale and Behavior'' by Sarah Mabey frames the issue of migratory bird interactions with wind energy facilities from an ecological perspective: when, where, and why are migrant bird species vulnerable to wind turbine collision. The second presentation ''Radar Studies of Nocturnal Migration at Wind Sites in the Eastern US'' by Brian Cooper reported on radar studies conducted at wind sites in the eastern US, including Mount Storm, Clipper Wind, and others.

    OAK-B135 In the Asian Energy Security (AES) Project, Nautilus Institute works together with a network of collaborating groups from the countries of Northeast Asia to evaluate the energy security implications of different national and regional energy ''paths''. The goal of the Asia Energy Security project is to illuminate energy paths--and the energy policy choices that might help to bring them about--that result in a higher degree of energy security for the region and for the world as a whole, that is, to identify energy paths that are ''robust'' in meeting many different energy security and development objectives, while also offering flexibility in the face of uncertainty. In work to date, Nautilus has carefully assembled a network of colleagues from the countries of the region, trained them together as a group in the use of a common, flexible, and transparent energy and environmental analysis planning software tool (LEAP, the Long-range Energy Alternatives Planning system), and worked with them to prepare base-year energy sector models for each country. To date, complete data sets and models for ''Business as Usual'' (BAU) energy paths have been compiled for China, Japan, the Republic of Korea, and the Democratic Peoples' Republic of Korea. A partial data set and BAU path has been compiled for the Russian Far East, and a data set is being started in Mongolia, where a team of researchers has just joined the AES project. In several countries, ''Alternative'' energy paths have been developed as well, or partially elaborated. National energy sector developments, progress on national LEAP modeling, additional LEAP training, and planning for the next phase of the AES project were the topics of a recent (early November) workshop held in Vancouver, British Columbia. With funding from the Department of Energy, Nautilus is poised to build upon the successes of the project to date with a coordinated international effort to research the energy security ramifications of

    The Devonian oil shales of the Eastern United States are a significant domestic energy resource. The overall objective of the multi-year program, initiated in October 1987 by the US Department of Energy is to perform the research necessary to develop the Pressurized Fluidized-Bed Hydroretorting (PFH) process for producing oil from Eastern oil shales. The program also incorporates research on technologies in areas such as raw shale preparation, beneficiation, product separation, and waste disposal that have the potential of improving the economics and/or environmental acceptability of recovering oil from oil shales using the PFH process. The results of the original 3-year program, which was concluded in May 1991, have been summarized in a four-volume final report published by IGT. DOE subsequently approved a 1-year extension to the program to further develop the PFH process specifically for application to beneficiated shale as feedstock. Studies have shown that beneficiated shale is the preferred feedstock for pressurized hydroretorting. The program extension is divided into the following active tasks. Task 3. testing of process improvement concepts; Task 4. beneficiation research; Task 5. operation of PFH on beneficiated shale; Task 6. environmental data and mitigation analyses; Task 7. sample procurement, preparation, and characterization; and Task 8. project management and reporting. In order to accomplish all the program objectives, the Institute of Gas Technology (IGT), the prime contractor, worked with four other institutions: the University of Alabama/Mineral Resources Institute (MRI), the University of Kentucky Center for Applied Energy Research (UK-CAER), the University of Nevada (UN) at Reno, and Tennessee Technological University (TTU). This report presents the work performed during the program extension from June 1, 1991 through May 31, 1992.

    In the United States, recent environmental regulations will likely result in the removal of nearly 30 GW of oil and coal-fired generation from the power grid, mostly in the Eastern Interconnection (EI). The effects of this transition on voltage stability and transmission line flows have previously not been studied from a system-wide perspective. This report discusses the results of power flow studies designed to simulate the evolution of the EI over the next few years as traditional generation sources are replaced with environmentally friendlier ones such as natural gas and wind.

    The countries of Eastern and Central Europe have emerged from a political system which for decades has ignored protection of human health from hazardous wastes. While the economies of the countries in this region are stretched, awareness and concern about hazardous waste issues are a part of the new realities. At a recent conference sponsored in part by the National Institute of Environmental Health Sciences, representatives of seven countries in the region described the status of hazardous waste programs, issues of major concern, and steps being taken to protect human health. This report summarizes the deliberations, outlines some of the problems remaining in dealing with the legacy of the past, addressing the problems of the present, and providing a framework for future research and collaborative efforts. 30 refs., 1 tab.

    The oxygen deficient perovskites, Bi{sub 0.15}Sr{sub 0.85-x}Ae{sub x}CoO{sub 3-{delta}}, x = 0 and Ae{sub x} = Ba{sub 0.28}, Ca{sub 0.17}, were studied with in-situ neutron powder diffraction and combined TGA/DSC in order to investigate their behaviour at elevated temperatures in oxidising conditions. The phase stability of the I4/mmm supercell structure adopted by Bi{sub 0.15}Sr{sub 0.85}CoO{sub 3-{delta}} is shown to be dependent on temperature and the oxygen content of the phase, with three structural events, at T {approx} 250, 590 and 880 {sup o}C, detected. The first transition occurs as the perovskite supercell vanishes due to oxygen absorption; the second transition is also associated with oxidation and involves the decomposition of the perovskite phase via an exothermic process to yield a dominant hexagonal phase. Finally, at T {approx} 900 {sup o}C the perovskite phase re-forms. For the Ba and Ca containing materials the decomposition to the hexagonal phase occurs at T {approx} 600 {sup o}C and {approx} 650 {sup o}C respectively. The presence of Ca at the A-site is found to stabilise the I4/mmm supercell structure in the range RT - 650 {sup o}C. The antiferromagnetic to paramagnetic transitions occur at T{sub N} {approx} 250 {sup o}C, T{sub N} {approx} 175 {sup o}C and T{sub N} {approx} 145 {sup o}C for the samples with Ae{sub x} = Ba{sub 0.28}, x = 0 and Ae{sub x} = Ca{sub 0.17}, respectively.

    Equatorial thermospheric tidal temperatures and densities inferred from Atmosphere Explorer E (AE-E) mass spectrometer data are compared with theoretical predictions from the National Center for Atmospheric Research Thermosphere/Ionisphere General Circulation Model (TIGCM) for solar minimum, solstice conditions. The thermospheric diurnal and semidiurnal tides are excited in situ by solar heating and by ion-neutral momentum coupling. Semidiurnal tides are also generated by upward propagating waves excited by heating in the lower atmosphere. The model calculations include all of these sources. The TIGCM reproduces the gross tidal features observed by the satellite, including the midnight temperature anomaly, and the diurnal phases are in good agreement for the densities of atomic oxygen and molecular nitrogen. However, for the neutral temperature, the predicted phases are 1-2 hours earlier than observed. In addition, the diurnal temperature and density amplitudes predicted by the model are considerably weaker than indicated by the AE-E measurements. The semidiurnal variations found in the observations agree well with the model for December solstice but not for June. The present results indicate that upward propagating tides from the lower atmosphere are responsible for at least half of the amplitude of the semidiurnal tide in the upper thermosphere.

    The Devonian oil shales of the Eastern United States are a significant domestic energy resource. The overall objective of the multi-year program, initiated in September 1987 by the US Department of Energy was to perform the research necessary to develop the pressurized fluidized-bed hydroretorting (PFH) process for producing oil from Eastern oil shales. The program also incorporates research on technologies in areas such as raw shale preparation, beneficiation, product separation and upgrading, and waste disposal that have the potential of improving the economics and/or environmental acceptability of recovering oil from oil shales using the PFH process. The program was divided into the following active tasks: Task 3 -- Testing of Process Improvement Concepts; Task 4 -- Beneficiation Research; Task 6 -- Environmental Data and Mitigation Analyses; and Task 9 -- Information Required for the National Environmental Policy Act. In order to accomplish all of the program objectives, tho Institute of Gas Technology (ICT), the prime contractor, worked with four other institutions: The University of Alabama/Mineral Resources Institute (MRI), the University of Alabama College of Engineering (UA), University of Kentucky Center for Applied Energy Research (UK-CAER), and Tennessee Technological University (TTU). This report presents the work performed by IGT from June 1, 1992 through January 31, 1993.

    We investigate the effect of photodesorption on the snow line position at the surface of a protoplanetary disk around a Herbig Ae/Be star, motivated by the detection of water ice particles at the surface of the disk around HD142527 by Honda et al. For this aim, we obtain the density and temperature structure in the disk with a 1+1D radiative transfer and determine the distribution of water ice particles in the disk by the balance between condensation, sublimation, and photodesorption. We find that photodesorption induced by far-ultraviolet radiation from the central star depresses the ice-condensation front toward the mid-plane and pushes the surface snow line significantly outward when the stellar effective temperature exceeds a certain critical value. This critical effective temperature depends on the stellar luminosity and mass, the water abundance in the disk, and the yield of photodesorption. We present an approximate analytic formula for the critical temperature. We separate Herbig Ae/Be stars into two groups on the HR diagram according to the critical temperature: one is the disks where photodesorption is effective and from which we may not find ice particles at the surface, and the other is the disks where photodesorption is not effective. We estimate the snow line position at the surface of the disk around HD142527 to be 100-300 AU, which is consistent with the water ice detection at >140 AU in the disk. All the results depend on the dust grain size in a complex way, and this point requires more work in the future.

    We report experimental results for the photoionization efficiency (PIE) spectrum of Br{sub 2}O along with the ionization energy (derived form the ionization threshold) and the appearance energy (AE) of BrO{sup +} (Br{sub 2}O). A value for the heat of formation of Br{sub 2}O is derived form the AE result. Experiments were performed by employing a discharge flow-photoionization mass spectrometer (DF-PIMS) apparatus coupled to beamline U-11 at the National Synchrotron Light Source (NSLS) at Brookhaven National Laboratory.

    Advanced RTG concepts utilizing improved thermoelectric materials and converter concepts are under study at Fairchild for DOE. The design described here is based on DOE's newly developed radioisotope heat source, and on an improved silicon-germanium material and a multicouple converter module under development at Syncal. Fairchild's assignment was to combine the above into an attractive power system for use in space, and to assess the specific power and other attributes of that design. The resultant design is highly modular, consisting of standard RTG slices, each producing 24 watts at the desired output voltage of 28 volt. Thus, the design could be adapted to various space missions over a wide range of power levels, with little or no redesign. Each RTG slice consists of a 250-watt heat source module, eight multicouple thermoelectric modules, and standard sections of insulator, housing, radiator fins, and electrical circuit. The design makes it possible to check each thermoelectric module for electrical performance, thermal contact, leaktightness, and performance stability, after the generator is fully assembled; and to replace any deficient modules without disassembling the generator or perturbing the others. The RTG end sections provide the spring-loaded supports required to hold the free-standing heat source stack together during launch vibration. Detailed analysis indicates that the present generation of RTGs, using the same heat source modules. There is a duplicate copy of this document. OSTI has a copy of this paper.

    The US Department of Energy is funding a research and development program entitled the Eastern Gas Shales Project designed to increase commercial production of natural gas in the eastern United States from Middle and Upper Devonian Shales. On September 28, 1978 the Department of Energy entered into a cooperative agreement with Mitchell Energy Corporation to explore Devonian shale gas potential in Gallia County, Ohio. Objectives of the cost-sharing contract were the following: (1) to select locations for a series of five wells to be drilled around the periphery of a possible gas reservoir in Gallia County, Ohio; (2) to drill, core, log, case, fracture, clean up, and test each well, and to monitor production from the wells for a five-year period. This report summarizes the procedures and results of core characterization work performed at the Eastern Gas Shales Project Core Laboratory on core retrieved from the Gallia County EGSP wells, designated OH No. 6/1, OH No. 6/2, OH No. 6/3, OH No. 6/4, and OH No. 6/5. Characterization work performed includes photographic logs, fracture logs, measurements of core color variation, and stratigraphic interpretation of the cored intervals. In addition the following tests were performed by Michigan Technological University to obtain the following data: directional ultrasonic velocity; directional tensile strength, strength in point load; trends of microfractures; and hydraulic fracturing characteristics.

    Radiation-belt relativistic (E > 0.6, > 2.0, and > 4.0 MeV) electron acceleration is studied for solar cycle 23 (1995-2008). High-intensity, long-duration, continuous AE activity (HILDCAA) events are considered as the basis of the analyses. All of the 35 HILDCAA events under study were found to be characterized by flux enhancements of magnetospheric relativistic electrons of all three energies compared to the pre-event flux levels. For the E > 2.0 MeV electron fluxes, enhancement of >50% occurred during 100% of HILDCAAs. Cluster-4 passes were examined for electromagnetic chorus waves in the 5 < L < 10 and 0 < MLT < 12 region when wave data were available. Fully 100% of these HILDCAA cases were associated with enhanced whistler-mode chorus waves. The enhancements of E > 0.6, > 2.0, and > 4.0 MeV electrons occurred ∼1.0 day, ∼1.5 days, and ∼2.5 days after the statistical HILDCAA onset, respectively. The statistical acceleration rates for the three energy ranges were ∼1.8 × 10{sup 5}, 2.2 × 10{sup 3}, and 1.0 × 10{sup 1} cm{sup –2} s{sup –1} sr{sup –1} d{sup –1}, respectively. The relativistic electron-decay timescales were determined to be ∼7.7, 5.5, and 4.0 days for the three energy ranges, respectively. The HILDCAAs were divided into short-duration (D ≤ 3 days) and long-duration (D > 3 days) events to study the dependence of relativistic electron variation on HILDCAA duration. For long-duration events, the flux enhancements during HILDCAAs with respect to pre-event fluxes were ∼290%, 520%, and 82% for E > 0.6, > 2.0, and > 4.0 MeV electrons, respectively. The enhancements were ∼250%, 400%, and 27% respectively, for short-duration events. The results are discussed with respect to the current understanding of radiation-belt dynamics.

    The US Department of Energy is funding a research and development program entitled the Eastern Gas Shales Project designed to increase commercial production of natural gas in the eastern United States from Middle and Upper Devonian Shales. The program's objectives are as follows: (1) to evaluate recoverable reserves of gas contained in the shales; (2) to enhanced recovery technology for production from shale gas reservoirs; and (3) to stimulate interest among commercial gas suppliers in the concept of producing large quantities of gas from low-yield, shallow Devonian Shale wells. The EGSP-Ohio No. 5 well was cored under a cooperative cost-sharing agreement between the Department of Energy (METC) and Columbia Gas Transmission Corporation. Detailed characterization of the core was performed at the Eastern Gas Shale Project's Core Laboratory. At the well site, suites of wet and dry hole geophysical logs were run. Characterization work performed at the Laboratory included photographic logs, lithologic logs, fracture logs, measurements of core color variation, and stratigraphic interpretation of the cored intervals. In addition samples were tested for physical properties by Michigan Technological University. Physical properties data obtained were for: directional ultrasonic velocity; directional tensile strength; strength in point load; and trends of microfractures.

    The eastern part of Indonesia covers approximately 3 million square kilometers, 35 percent being landmass and 65 percent covered by ocean. Only three of 38 sedimentary basins are producing hydrocarbon (Salawati, Bintuni, and Seram Basins). Oil and gas have discovered in the Lariang, Bone, Timor, Banggai, Sula and Biak Basins, however the discoveries have not developed yet. Hydrocarbon systems in Northern Australia and Papua New Guinea give the major contributions to the geological idea of Pre-Tertiary section in the less explored area in the Eastern Indonesia. The Triassic-Middle Jurassic marine carbonaceous shale sequences are the main hydrocarbon source rock in the Irian Jaya and surrounding area (Buton, gula and Seram basins). The main Mesozoic reservoir are the Kembelangan Formation in the Bintuni Basin of Irian Jaya and Bobong Formation in the North Sula Region. Exploration play types in the Eastern Indonesia can be divided into five types: 1 - Peri Cratonic, 2 - Marginal Rift Graben, 3 - Thrust Fold Belt Island Arc, 4 - Early Collision and 5 -Microcontinental Block - Advanced Collision. Recent discoveries through Mesozoic section in Eastern Indonesia are: Roabiba-1 (1990) in Bintuni Basin-Irian Jaya (Kambelangan Formation); Loku- 1 (1990) in North Sula region (Pre-Tertiary sediments); Oseil-1 (1993/94) in Bula-Seram Basin (Jurassic Manusela Formation); Elang-1 (1 994); Kakaktua-1 (1994) and Laminaria-1 in North Bonaparte Basin (Upper Jurassic Sands).
