    Issues in Midterm Analysis and Forecasting 1998 (Issues) presents a series of nine papers covering topics in analysis and modeling that underlie the Annual Energy Outlook 1998 (AEO98), as well as other significant issues in midterm energy markets. AEO98, DOE/EIA-0383(98), published in December 1997, presents national forecasts of energy production, demand, imports, and prices through the year 2020 for five cases -- a reference case and four additional cases that assume higher and lower economic growth and higher and lower world oil prices than in the reference case. The forecasts were prepared by the Energy Information Administration (EIA), using EIA`s National Energy Modeling System (NEMS). The papers included in Issues describe underlying analyses for the projections in AEO98 and the forthcoming Annual Energy Outlook 1999 and for other products of EIA`s Office of Integrated Analysis and Forecasting. Their purpose is to provide public access to analytical work done in preparation for the midterm projections and other unpublished analyses. Specific topics were chosen for their relevance to current energy issues or to highlight modeling activities in NEMS. 59 figs., 44 tabs.

    For those PV technologies that rely upon Te, In, and Ga, first-order observations and calculations hint that there may be resource constraints that could inhibit their successful deployment at a SunShot level. These are only first-order approximations, however, and the possibility for an expansion in global Te, In, and Ga supplies needs to be considered in the event that there are upward revisions in their demand and prices.In this study, we examine the current, mid-term, and long-term prospects of Tellurium (Te) for use in PV. We find that the current global supply base of Te would support <10 GW of annual traditional CdTe PV manufacturing production. But as for the possibility that the supply base for Te might be expanded, after compiling several preliminary cumulative availability curves we find that there may be significant upside potential in the supply base for this element - principally vis a vis increasing demand and higher prices. Primarily by reducing the Tellurium intensity in manufacturing and by increasing the recovery efficiency of Te in Cu refining processes, we calculate that it may prove affordable to PV manufacturers to expand the supply base for Te such that 100 GW, or greater, of annual CdTe PV production is possible in the 2030 - 2050 timeframe.

    Japan-US cooperation program TITAN (Tritium, Irradiation and Thermofluid for America and Nippon) started in April 2007 as 6-year project. This is the summary report at the midterm of the project. Historical overview of the Japan-US cooperation programs and direction of the TITAN project in its second half are presented in addition to the technical highlights. Blankets are component systems whose principal functions are extraction of heat and tritium. Thus it is crucial to clarify the potentiality for controlling heat and tritium flow throughout the first wall, blanket and out-of-vessel recovery systems. The TITAN project continues the JUPITER-II activity but extends its scope including the first wall and the recovery systems with the title of 'Tritium and thermofluid control for magnetic and inertial confinement systems'. The objective of the program is to clarify the mechanisms of tritium and heat transfer throughout the first-wall, the blanket and the heat/tritium recovery systems under specific conditions to fusion such as irradiation, high heat flux, circulation and high magnetic fields. Based on integrated models, the breeding, transfer, inventory of tritium and heat extraction properties will be evaluated for some representative liquid breeder blankets and the necessary database will be obtained for focused research in the future.

    Purpose: This study was designed to present our experience with percutaneous treatment of hepatic artery stenosis in orthotopic liver transplant patients and to evaluate the efficacy, technical outcomes, and mid-term clinical results of the procedure. Methods: Twenty-two percutaneous transluminal angioplasties (PTAs) were performed in 19 liver transplant recipients at our institution between 1998 and 2010. Stents were placed into the hepatic/celiac artery in 16 PTAs, but balloon dilatation alone was performed in 6 because of the anatomical condition of the vessel. PTA/stenting was indicated in 17 patients because of elevated liver enzymes; 2 patients were asymptomatic. The objective of treating stenosis was prevention of long-term complications, including thrombosis. Results: Technical success was achieved in all patients. There was only one complication: dissection of the treated artery without any subsequent adverse effects. In all patients, elevated liver enzyme levels improved after treatment. No restenosis was observed in any patient during a mean follow-up of 2.6 years (1 month to 5.5 years). Conclusions: Percutaneous angioplasty/stent placement is a safe method for the treatment of hepatic artery stenosis after orthotopic liver transplantation, with a high technical success rate and promising mid-term results.

    Irreversible electroporation (IRE) is a novel nonthermal tissue ablation technique by high current application leading to apoptosis without affecting extracellular matrix. Previous results of renal IRE shall be supplemented by functional MRI and differentiated histological analysis of renal parenchyma in a chronic treatment setting. Three swine were treated with two to three multifocal percutaneous IRE of the right kidney. MRI was performed before, 30 min (immediate-term), 7 days (short-term), and 28 days (mid-term) after IRE. A statistical analysis of the lesion surrounded renal parenchyma intensities was made to analyze functional differences depending on renal part, side and posttreatment time. Histological follow-up of cortex and medulla was performed after 28 days. A total of eight ablations were created. MRI showed no collateral damage of surrounded tissue. The highest visual contrast between lesions and normal parenchyma was obtained by T2-HR-SPIR-TSE-w sequence of DCE-MRI. Ablation zones showed inhomogeneous necroses with small perifocal edema in the short-term and sharp delimitable scars in the mid-term. MRI showed no significant differences between adjoined renal parenchyma around ablations and parenchyma of untreated kidney. Histological analysis demonstrated complete destruction of cortical glomeruli and tubules, while collecting ducts, renal calyxes, and pelvis of medulla were preserved. Adjoined kidney parenchyma around IRE lesions showed no qualitative differences to normal parenchyma of untreated kidney. This porcine IRE study reveals a multifocal renal ablation, while protecting surrounded renal parenchyma and collecting system over a mid-term period. That offers prevention of renal function ablating centrally located or multifocal renal masses.

    Drug-coated balloon (DCB) technologies represent the latest and hottest development in the field of endovascular treatment of peripheral arterial disease. Initial experience with paclitaxel-coated balloon use in the femoral artery has demonstrated lower mid-term restenosis and superior mid-term clinical outcomes in terms of improved wound healing and reduced repeat angioplasty rates compared with standard balloon angioplasty. Many companies are presently developing and/or improving DCB catheters and therefore ongoing, technical improvements of the already existing platforms, new drugs, and innovative carriers are expected. The ongoing basic research studies and various multicenter randomized, controlled trials that are currently in progress will offer valuable scientific insights regarding the long-term effectiveness and other crucial issues, such as efficacy in various vascular beds, optimal balloon dosage, and post angioplasty antiplatelet therapy. Future applications of these devices also could include in-stent restenosis, anastomotic stenosis of surgical bypass, and benign stenoses of the central venous system. The authors envision that DCB angioplasty will evolve to a major paradigm shift in the endovascular treatment of occlusive vascular diseases.

    Purpose. To evaluate the mid-term clinical results and patient satisfaction following uterine artery embolization (UAE) in women with symptomatic fibroids. Methods. Between August 1998 and December 2002, 135 patients had UAE for symptomatic uterine fibroids. All patients were asked to fill in a questionnaire. Questions were aimed at changes in bleeding, pain, and bulk-related symptoms. Symptoms after UAE were scored as disappeared, improved, unchanged or worsened. Adverse events were noted, such as vaginal dryness and discharge, menopausal complaints or fibroid expulsion. Patient satisfaction after UAE was assessed. Patient satisfaction of women embolized with polyvinyl alcohol (PVA) particles was compared with satisfaction of women embolized with calibrated microspheres. Results. The questionnaire was returned by 110 of 135 women (81%) at a median time interval of 14 months following UAE. In 10 women additional embolization or hysterectomy had been performed. Of the 110 responders, 86 (78%) were satisfied with the result of UAE. The proportion of satisfied women was higher in the group embolized with calibrated microspheres than in women embolized with PVA, although this difference was not statistically significant (p = 0.053). Conclusion. UAE in women with symptomatic uterine fibroids leads to improvement of symptoms and patient satisfaction is good in the vast majority after a median follow-up period of 14 months.

    The purpose of this study was to investigate geometrical stability and preservation of height gain of vertebral bodies after percutaneous vertebroplasty during 2 years' follow-up and to elucidate the geometric remodeling process of the vertebral bidisk unit (VDU) of the affected segment. Patients with osteoporotic vertebral compression fractures with pain resistant to analgetic drugs were treated with polymethylmethacrylate vertebroplasty. Mean {+-} standard error cement volume was 5.1 {+-} 2.0 ml. Vertebral geometry was documented by sagittal and coronal reformations from multidetector computed tomography data sets: anterior, posterior, and lateral vertebral heights, end plate angles, and compression index (CI = anterior/posterior height). Additionally, the VDU (vertebral bodies plus both adjacent disk spaces) was calculated from the multidetector computed tomography data sets: anterior, posterior, and both lateral aspects. Patients were assigned to two groups: moderate compression with CI of >0.75 (group 1) and severe compression with CI of <0.75 (group 2). A total of 83 vertebral bodies of 30 patients (7 men, 23 women, age 70.7 {+-} 9.7 years, range 40-82 years) were treated with vertebroplasty and prospectively followed for 24 months. In the moderate compression group (group 1), the vertebral heights were stabilized over time at the preinterventional levels. Compared with group 1, group 2 showed a greater anterior height gain (+2.8 {+-} 2.2 mm vs. +0.8 {+-} 2.0 mm, P < 0.001), better reduction of end plate angle (-4.9 {+-} 4.8{sup o} vs. -1.0 {+-} 2.7{sup o}, P < 0.01), and improved CI (+0.12 {+-} 0.13 vs. +0.02 {+-} 0.07, P < 0.01) and demonstrated preserved anterior height gain at 2 years (+1.2 {+-} 3.2 mm, P < 0.01) as well as improved end plate angles (-5.2 {+-} 5.0{sup o}, P < 0.01) and compression indices (+0.11 {+-} 0.15, P < 0.01). Thus, posterior height loss of vertebrae and adjacent intervertebral disk spaces contributed to a remodeling of the VDU, resulting in some compensation of the kyphotic malposition of the affected vertebral segment. Vertebroplasty improved vertebral geometry during midterm follow-up. In severe vertebral compression, significant height gain and improvement of end plate angles were achieved. The remodeling of the VDUs contributes to reduction of kyphosis and an overall improvement of the statics of the spine.

    The present status of double beta decay experiments (including the search for $2\\beta^{+}$, EC$\\beta^{+}$ and ECEC processes) are reviewed. The results of the most sensitive experiments are discussed. Average and recommended half-life values for two-neutrino double beta decay are presented. Conservative upper limits on effective Majorana neutrino mass and the coupling constant of the Majoron to the neutrino are established as $ beta decay experiments with a sensitivity for the $$ at the level of (0.01-0.1) eV are considered.

    The presentation discussed findings of a recent NREL technical report on best practices for designing and implementing incentives for small and mid-sized residential and commercial distributed solar energy projects. Topics covered included: factors to consider in setting and modifying incentive levels over time, differentiating incentives to encourage various market segments, and administrative issues such as providing equitable access to incentives and customer protection. In addition, the presentation explored how incentive programs can be designed to respond to changing market conditions while attempting to provide a longer-term and stable environment for the solar industry. The findings of the report were based on interviews with program administrators, regulators, and industry representatives as well as data from numerous incentive programs nationally, particularly the largest and longest-running programs.

    The present capability and future potential of accelerator-based monoenergetic and white neutron sources are outlined in the context of fundamental and applied neutron-nuclear research. The neutron energy range extends from thermal to 500 MeV, and the time domain from steady-state to pico-second pulsed sources. Accelerator technology is summarized, including the production of intense light-ion, heavy-ion and electron beams. Target capabilities are discussed with attention to neutron-producing efficiency and power-handling capabilities. The status of underlying neutron-producing reactions is summarized. The present and future use of neutron sources in: fundamental neutron-nuclear research, nuclear data acquisition, materials damage studies, engineering tests, and biomedical applications are discussed.     PV modules must provide mechanical support for the cells, protect the world from the voltages inside, protect the cells, diodes and interconnects from the weather outside, couple as much light as possible into the PV cells and minimize the temperature increase of the cells. The package must continue to serve these functions for at least 25 years as that is the typical module warranty period today. Furthermore the package must do all this for as low a cost as possible since the key to large scale PV growth is a reduction in cost while retaining excellent module reliability and durability. This paper will review current module construction practices for both crystalline silicon and thin film PV with emphasis on explaining why the present designs and materials have been selected. Possible long term issues with today's designs and materials will be discussed. Several proposed solutions to these issues will be presented, highlighting the research efforts that will be necessary in order to verify that they can cost effectively solve the identified issues.

    Exploration wells drilled offshore from floating structures require blow-out preventors (BOP) at or below the seafloor. In the Beaufort Sea, where water depths are relatively shallow, unprotected BOPs are subject to potential impact from ice features. Currently, to protect the BOP from ice damage, it is installed within unretained excavations (gloryholes) below the seafloor. Since 1980, six gloryholes have been excavated for exploration drilling purposes on behalf of Gulf Canada Resources Inc. (GCRI) in water depths ranging from 18 m to 35 metres. Three of these gloryholes were completed in 1983. Recent changes in the methods used for gloryhole excavations have reduced costs. This paper reviews the excavation techniques used to date and presents a case history of a gloryhole excavated during 1983. Costs are described together with a technical evaluation of the various techniques employed. During the development phase, larger gloryholes are anticipated for well clusters. Modified dredging equipment may well be the most economical method of excavating these large depressions. The concept of ''retained'' gloryholes using a caisson is also discussed.

    Distributed wind market demand is driven by current and future wind price and performance, along with several non-price market factors like financing terms, retail electricity rates and rate structures, future wind incentives, and others. We developed a new distributed wind technology diffusion model for the contiguous United States that combines hourly wind speed data at 200m resolution with high resolution electricity load data for various consumer segments (e.g., residential, commercial, industrial), electricity rates and rate structures for utility service territories, incentive data, and high resolution tree cover. The model first calculates the economics of distributed wind at high spatial resolution for each market segment, and then uses a Bass diffusion framework to estimate the evolution of market demand over time. The model provides a fundamental new tool for characterizing how distributed wind market potential could be impacted by a range of future conditions, such as electricity price escalations, improvements in wind generator performance and installed cost, and new financing structures. This paper describes model methodology and presents sample results for distributed wind market potential in the contiguous U.S. through 2050.

Recent analyses of perturbations around a cosmological background have revealed power law instabilities in both scalar and tensor perturbations, motivating an analysis of the initial conditions, evolution, and cosmological observables to determine the viability of these theories. In this paper we focus on the tensor sector, and study a primordial stochastic gravitational wave background in massive bigravity. The phenomenology can differ from standard General Relativity due to non-trivial mixing between the two linearized tensor fluctuations in the theory, only one of which couples to matter. We study perturbations about two classes of cosmological solutions in bigravity, computing the tensor contribution to the temperature anisotropies in the Cosmic Microwave Background radiation and the present stochastic gravitational wave background. The result is strongly dependent on the choice of cosmological background and initial conditions. One class of background solution generically displaying tremendous growth in the amplitude of large-wavelength gravitational waves, while the other remains observationally indistinguishable from standard General Relativity for a wide variety of initial conditions. We analyze the initial conditions for tensor modes expected in an inflationary cosmology, finding again that there is a strong dependence on the assumed background. For one choice of background, the semi-classical theory is beyond the perturbative regime. For the other choice, inflation generically yields initial conditions that, when evolved, give rise to a stochastic background observationally indistinguishable from standard General Relativity.

    The status of technical activities of the Texasgulf Solar Cogeneration Program at the Comanche Creek Sulfur Mine is described. The program efforts reported focus on preparation of a system specification, selection of a site-specific configuration, conceptual design, and facility performance. Trade-off studies performed to select the site-specific cogeneration facility configuration that would be the basis for the conceptual design efforts are described. Study areas included solar system size, thermal energy storage, and field piping. The conceptual design status is described for the various subsystems of the Comanche Creek cogeneration facility. The subsystems include the collector, receiver, master control, fossil energy, energy storage, superheat boiler, electric power generation, and process heat subsystems.     The activities of BENE during 2004 and 2005 are reviewed. Neutrino oscillation experiments at accelerators offer the richest possibilities of precision studies of neutrino mixing and mass differences, with the potential of important discoveries including leptonic CP or T violation. Two main options for a major initiative have been studied: 1) a high-energy Neutrino Factory coupled to a large dense magnetized detector; 2) a lower energy betabeam and conventional superbeam, coupled to a very large low-density, non-magnetic, detector. Both offer signi cant scienti c breakthroughs over other planned facilities. Much remains to be done to optimize and establish the cost, performance, and feasibility of either solution so as to allow comparison and decision. The proposal of a FP7 Design Study of a Neutrino Facility to be completed by the end of the decade is being prepared.
