The Advanced Neutron Source (ANS) project: A world-class research reactor facility

This paper provides an overview of the Advanced Neutron Source (ANS), a new research facility being designed at Oak Ridge National Laboratory. The facility is based on a 330 MW, heavy-water cooled and reflected reactor as the neutron source, with a thermal neutron flux of about 7.5{times}10{sup 19}m{sup {minus}2}{center_dot}sec{sup {minus}1}. Within the reflector region will be one hot source which will serve 2 hot neutron beam tubes, two cryogenic cold sources serving fourteen cold neutron beam tubes, two very cold beam tubes, and seven thermal neutron beam tubes. In addition there will be ten positions for materials irradiation experiments, five of them instrumented. The paper touches on the project status, safety concerns, cost estimates and scheduling, a description of the site, the reactor, and the arrangements of the facilities.

The primary objective of this project was to conduct advanced reservoir characterization and modeling studies in the Antelope Shale of the Bureau Vista Hills Field. Work was subdivided into two phases or budget periods. The first phase of the project focused on a variety of advanced reservoir characterization techniques to determine the production characteristics of the Antelope Shale reservoir. Reservoir models based on the results of the characterization work would then be used to evaluate how the reservoir would respond to enhanced oil recovery (EOR) processes such as of CO2 flooding. The second phase of the project would be to implement and evaluate a CO2 in the Buena Vista Hills Field. A successful project would demonstrate the economic viability and widespread applicability of CO2 flooding in siliceous shale reservoirs of the San Joaquin Valley.

Class III Mid-Term Project, "Increasing Heavy Oil Reserves in the Wilmington Oil Field Through Advanced Reservoir Characterization and Thermal Production Technologies"

The overall objective of this project was to increase heavy oil reserves in slope and basin clastic (SBC) reservoirs through the application of advanced reservoir characterization and thermal production technologies. The project involved improving thermal recovery techniques in the Tar Zone of Fault Blocks II-A and V (Tar II-A and Tar V) of the Wilmington Field in Los Angeles County, near Long Beach, California. A primary objective has been to transfer technology that can be applied in other heavy oil formations of the Wilmington Field and other SBC reservoirs, including those under waterflood. The first budget period addressed several producibility problems in the Tar II-A and Tar V thermal recovery operations that are common in SBC reservoirs. A few of the advanced technologies developed include a three-dimensional (3-D) deterministic geologic model, a 3-D deterministic thermal reservoir simulation model to aid in reservoir management and subsequent post-steamflood development work, and a detailed study on the geochemical interactions between the steam and the formation rocks and fluids. State of the art operational work included drilling and performing a pilot steam injection and production project via four new horizontal wells (2 producers and 2 injectors), implementing a hot water alternating steam (WAS) drive pilot in the existing steamflood area to improve thermal efficiency, installing a 2400-foot insulated, subsurface harbor channel crossing to supply steam to an island location, testing a novel alkaline steam completion technique to control well sanding problems, and starting on an advanced reservoir management system through computer-aided access to production and geologic data to integrate reservoir characterization, engineering, monitoring, and evaluation. The second budget period phase (BP2) continued to implement state-of-the-art operational work to optimize thermal recovery processes, improve well drilling and completion practices, and evaluate the geomechanical characteristics of the producing formations. The objectives were to further improve reservoir characterization of the heterogeneous turbidite sands, test the proficiency of the three-dimensional geologic and thermal reservoir simulation models, identify the high permeability thief zones to reduce water breakthrough and cycling, and analyze the nonuniform distribution of the remaining oil in place. This work resulted in the redevelopment of the Tar II-A and Tar V post-steamflood projects by drilling several new wells and converting idle wells to improve injection sweep efficiency and more effectively drain the remaining oil reserves. Reservoir management work included reducing water cuts, maintaining or increasing oil production, and evaluating and minimizing further thermal-related formation compaction. The BP2 project utilized all the tools and knowledge gained throughout the DOE project to maximize recovery of the oil in place.

Implementation of the work program of Budget Period 2 of the East Binger Unit (''EBU'') DOE Project continues. Significant advances with the reservoir simulation model have led to changes in the program. One planned horizontal well location, EBU 44-3H, has been eliminated from the program, and another, EBU 45-3H, has been deferred, and may be replaced by a vertical well or completely eliminated at a future date. A new horizontal well location, EBU 63-2H, has been added. EBU 74G-2, the one new injection well planned for the project, was completed and brought on production. It will be produced for a period of time before converting it to injection. Performance is exceeding expectations. Work also continued on projects aimed at increasing injection in the pilot area. EBU 65-1 was converted to injection service. The project to add compression and increase injection capacity at the nitrogen management facility is nearing completion. Additional producer-to-injector conversions will follow.

Enveloped animal viruses fuse their membrane with a host cell membrane, thus delivering the virus genetic material into the cytoplasm and initiating infection. This critical membrane fusion reaction is mediated by a virus transmembrane protein known as the fusion protein, which inserts its hydrophobic fusion peptide into the cell membrane and refolds to drive the fusion reaction. This review describes recent advances in our understanding of the structure and function of the class II fusion proteins of the alphaviruses and flaviviruses. Inhibition of the fusion protein refolding reaction confirms its importance in fusion and suggests new antiviral strategies for these medically important viruses.

Advanced LIGO

The Advanced LIGO gravitational wave detectors are second generation instruments designed and built for the two LIGO observatories in Hanford, WA and Livingston, LA. The two instruments are identical in design, and are specialized versions of a Michelson interferometer with 4 km long arms. As in initial LIGO, Fabry-Perot cavities are used in the arms to increase the interaction time with a gravitational wave, and power recycling is used to increase the effective laser power. Signal recycling has been added in Advanced LIGO to improve the frequency response. In the most sensitive frequency region around 100 Hz, the design strain sensitivity is a factor of 10 better than initial LIGO. In addition, the low frequency end of the sensitivity band is moved from 40 Hz down to 10 Hz. All interferometer components have been replaced with improved technologies to achieve this sensitivity gain. Much better seismic isolation and test mass suspensions are responsible for the gains at lower frequencies. Higher laser power, larger test masses and improved mirror coatings lead to the improved sensitivity at mid- and high- frequencies. Data collecting runs with these new instruments are planned to begin in mid-2015.

Recently Manchanda, Meenakshi and Siddiqi have studied Haar-Vilenkin wavelet and a special type of non-uniform multiresolution analysis. Haar-Vilenkin wavelet is a generalization of Haar wavelet. Motivated by the paper of Gabardo and Nashed we have introduced a class of multiresolution analysis extending the concept of classical multiresolution analysis. We present here a resume of these results. We hope that applications of these concepts to some significant real world problems could be found.

NO{sub x} is the only air emission which exceeds a threshold limit at both properties. The potential to emit NO{sub x} is 72 tpy for Annapolis and 51 tpy for Carderock. The facilities are in different counties but each county has a trigger limit for NO{sub x} of 25 tpy making both facilities major sources. In preparation for the Title V permit applications to the state of Maryland, Carderock budgeted $150,000 in fiscal year 1996 to have a contractor conduct air emission inventories and prepare the Title V permits for both Carderock and Annapolis. However, the Carderock Air Program Manager did not pursue a contractor to perform the work but personally conducted the air emission inventory for both Annapolis and Carderock. Noticing a large difference between the potential-to-emit and the actual emissions of NO{sub x}, the Air Program Manager began negotiations with the Maryland Department of the Environment (MDE) to waive the requirement for the Title V permit application. MDE responded in December 1996 that if the facility`s actual emissions would not exceed 50% of any of the threshold limits during any 12 month period, then a letter of understanding stating such should be submitted to MDE. This letter of understanding would be recognized by the US EPA and MDE and would act as a waiver to the Title V permit applicability up to July 31, 1998. Carderock and Annapolis meet this requirement and letters of understanding were drafted and sent to MDE in January 1997.

Advanced Hydrogen Turbine Development

Siemens has developed a roadmap to achieve the DOE goals for efficiency, cost reduction, and emissions through innovative approaches and novel technologies which build upon worldwide IGCC operational experience, platform technology, and extensive experience in G-class operating conditions. In Phase 1, the technologies and concepts necessary to achieve the program goals were identified for the gas turbine components and supporting technology areas and testing plans were developed to mitigate identified risks. Multiple studies were conducted to evaluate the impact in plant performance of different gas turbine and plant technologies. 2015 gas turbine technologies showed a significant improvement in IGCC plant efficiency, however, a severe performance penalty was calculated for high carbon capture cases. Thermodynamic calculations showed that the DOE 2010 and 2015 efficiency targets can be met with a two step approach. A risk management process was instituted in Phase 1 to identify risk and develop mitigation plans. For the risks identified, testing and development programs are in place and the risks will be revisited periodically to determine if changes to the plan are necessary. A compressor performance prediction has shown that the design of the compressor for the engine can be achieved with additional stages added to the rear of the compressor. Tip clearance effects were studied as well as a range of flow and pressure ratios to evaluate the impacts to both performance and stability. Considerable data was obtained on the four candidate combustion systems: diffusion, catalytic, premix, and distributed combustion. Based on the results of Phase 1, the premixed combustion system and the distributed combustion system were chosen as having the most potential and will be the focus of Phase 2 of the program. Significant progress was also made in obtaining combustion kinetics data for high hydrogen fuels. The Phase 1 turbine studies indicate initial feasibility of the advanced hydrogen turbine that meets the aggressive targets set forth for the advanced hydrogen turbine, including increased rotor inlet temperature (RIT), lower total cooling and leakage air (TCLA) flow, higher pressure ratio, and higher mass flow through the turbine compared to the baseline. Maintaining efficiency with high mass flow Syngas combustion is achieved using a large high AN2 blade 4, which has been identified as a significant advancement beyond the current state-of-the-art. Preliminary results showed feasibility of a rotor system capable of increased power output and operating conditions above the baseline. In addition, several concepts were developed for casing components to address higher operating conditions. Rare earth modified bond coat for the purpose of reducing oxidation and TBC spallation demonstrated an increase in TBC spallation life of almost 40%. The results from Phase 1 identified two TBC compositions which satisfy the thermal conductivity requirements and have demonstrated phase stability up to temperatures of 1850 C. The potential to join alloys using a bonding process has been demonstrated and initial HVOF spray deposition trials were promising. The qualitative ranking of alloys and coatings in environmental conditions was also performed using isothermal tests where significant variations in alloy degradation were observed as a function of gas composition. Initial basic system configuration schematics and working system descriptions have been produced to define key boundary data and support estimation of costs. Review of existing materials in use for hydrogen transportation show benefits or tradeoffs for materials that could be used in this type of applications. Hydrogen safety will become a larger risk than when using natural gas fuel as the work done to date in other areas has shown direct implications for this type of use. Studies were conducted which showed reduced CO{sub 2} and NOx emissions with increased plant efficiency. We study the average density of states in a small metallic grain coupled to two superconductors with the phase difference $\\pi$, in a magnetic field. The spectrum of the low-energy excitations in the grain is described by the random matrix theory whose symmetry depends on the magnetic field strength and coupling to the superconductors. In the limiting cases, a pure superconducting symmetry class is realized. For intermediate magnetic fields or couplings to the superconductors, the system experiences a crossover between different symmetry classes. With the help of the supersymmetric sigma-model we derive the exact expressions for the average density of states in the crossovers between the symmetry classes A-C and CI-C.

Advanced fuel chemistry for advanced engines.

Autoignition chemistry is central to predictive modeling of many advanced engine designs that combine high efficiency and low inherent pollutant emissions. This chemistry, and especially its pressure dependence, is poorly known for fuels derived from heavy petroleum and for biofuels, both of which are becoming increasingly prominent in the nation's fuel stream. We have investigated the pressure dependence of key ignition reactions for a series of molecules representative of non-traditional and alternative fuels. These investigations combined experimental characterization of hydroxyl radical production in well-controlled photolytically initiated oxidation and a hybrid modeling strategy that linked detailed quantum chemistry and computational kinetics of critical reactions with rate-equation models of the global chemical system. Comprehensive mechanisms for autoignition generally ignore the pressure dependence of branching fractions in the important alkyl + O{sub 2} reaction systems; however we have demonstrated that pressure-dependent 'formally direct' pathways persist at in-cylinder pressures.

Oil and gas: Oilfield class actions

The use of class actions is getting alot of attention in the oilfield. Plaintiffs have filed class actions challenging two of the most rooted industry practices, oil posted prices and deregulated natural gas affiliate deduction and charges. The classes will include tens or hundreds of thousands of plaintiffs and may transform two of the industry`s most settled practices. The emotions surrounding the class action risk obscuring the fact that it is an old and oft-used tool in oilfield litigation. The class action {open_quotes}provides a means by which, where a large group of persons are interested in a matter, one or more may sue or be sued as representatives of the class without needing to join every member of the class.{close_quotes} The procedure avoids waste by combining scattered disputes, even if some injured might sue individually, and it enables plaintiffs who could not afford to sue to be represented anyway. The lawyers draw their fees from any recovery. Almost all oilpatch class actions are brought to resolve a {open_quotes}common question{close_quotes} under Federal Rules of Civil Procedure 23(b)(3) or state counterparts. The rule`s {open_quotes}opt-out{close_quotes} provisions give class actions a tremendous boost because members stay in unless they take steps to get out. This article discusses present and future class actions.

Technical Review Report for the Mound 1KW Package Safety Analysis Report for Packaging Waiver for the Use of Modified Primary Containment Vessel (PCV)

This Technical Review Report (TRR) documents the review, performed by the Lawrence Livermore National Laboratory (LLNL) staff, at the request of the U.S. Department of Energy (DOE), on the Waiver for the Use of Modified Primary Containment Vessels (PCV). The waiver is to be used to support a limited number of shipments of fuel for the Multi-Mission Radioisotope Thermoelectric Generator (MMRTG) Project in support of the National Aeronautics and Space Administration's (NASA's) Mars Science Laboratory (MSL) mission. Under the waiver, an inventory of existing national security PCVs will be converted to standard PCVs. Both types of PCVs are currently approved for use by the Office of Nuclear Energy. LLNL has previously reviewed the national security PCVs under Mound 1KW Package Safety Analysis Report for Packaging, Addendum No. 1, Revision c, dated June 2007 (Addendum 1). The safety analysis of the package is documented in the Safety Analysis Report for Packaging (SARP) for the Mound 1KW Package (i.e., the Mound 1KW SARP, or the SARP) where the standard PCVs have been reviewed by LLNL. The Mound 1KW Package is certified by DOE Certificate of Compliance (CoC) number USA/9516/B(U)F-85 for the transportation of Type B quantities of plutonium heat source material. The waiver requests an exemption, claiming safety equivalent to the requirements specified in 10 CFR 71.12, Specific Exemptions, and will lead to a letter amendment to the CoC. Under the waiver, the Office of Radioisotope Power Systems, NE-34, is seeking an exemption from 10 CFR 71.19(d)(1), Previously Approved Package,[5] which states: '(d) NRC will approve modifications to the design and authorized contents of a Type B package, or a fissile material package, previously approved by NRC, provided--(1) The modifications of a Type B package are not significant with respect to the design, operating characteristics, or safe performance of the containment system, when the package is subjected to the tests specified in {section}71.71 and 71.73.' The LLNL staff had previously reviewed a request from Idaho National Laboratory (INL) to reconfigure national security PCVs to standard PCVs. With a nominal 50% reduction in both the height and the volume, the LLNL staff initially deemed the modifications to be significant, which would not be allowed under the provisions of 10 CFR 71.19(d)(1)--see above. As a follow-up, the DOE requested additional clarification from the Nuclear Regulatory Commission (NRC). The NRC concluded that the reconfiguration would be a new fabrication, and that an exemption to the regulations would be required to allow its use, as per the requirements specified in 10 CFR 71.19(c)(1), Previously Approved Package: '(c) A Type B(U) package, a Type B(M) package, or a fissile material package previously approved by the NRC with the designation '-85' in the identification number of the NRC CoC, may be used under the general license of {section}71.17 with the following additional conditions: (1) Fabrication of the package must be satisfactorily completed by December 31, 2006, as demonstrated by application of its model number in accordance with 71.85(c).' Although the preferred approach toward the resolution of this issue would be for the applicant to submit an updated SARP, the applicant has stated that the process of updating the Model Mound 1KW Package SARP is a work that is in progress, but that the updated SARP is not yet ready for submittal. The applicant has to provide a submittal, proving that the package meets the '-96' requirements of International Atomic Energy Agency (IAEA) Safety Standards Series No. TS-R-1, in order to fabricate approved packagings after December 31, 2006. The applicant has further stated that all other packaging features, as described in the currently approved Model Mound 1KW Package SARP, remain unchanged. This report documents the LLNL review of the waiver request. The specific review for each SARP Chapter is documented.

Developing Tutorials for Advanced Physics Students: Processes and Lessons Learned

When education researchers describe newly developed curricular materials, they typically concentrate on the research base behind their design, and the efficacy of the final products, but do not highlight the initial stages of creating the actual materials. With the aim of providing useful information for faculty engaged in similar projects, we describe here our development of a set of in-class tutorials for advanced undergraduate electrodynamics students, and discuss factors that influenced their initial design and refinement. Among the obstacles to be overcome was the investigation of student difficulties within the short time frame of our project, and devising ways for students to engage in meaningful activities on advanced-level topics within a single 50-minute class period. We argue for a process that leverages faculty experience and classroom observations, and present several guidelines for tutorial development and implementation in upper-division physics classrooms.

Advanced Turbine Systems (ATS) program conceptual design and product development

Achieving the Advanced Turbine Systems (ATS) goals of 60% efficiency, single-digit NO{sub x}, and 10% electric power cost reduction imposes competing characteristics on the gas turbine system. Two basic technical issues arise from this. The turbine inlet temperature of the gas turbine must increase to achieve both efficiency and cost goals. However, higher temperatures move in the direction of increased NO{sub x} emission. Improved coatings and materials technologies along with creative combustor design can result in solutions to achieve the ultimate goal. GE`s view of the market, in conjunction with the industrial and utility objectives, requires the development of Advanced Gas Turbine Systems which encompass two potential products: a new aeroderivative combined-cycle system for the industrial market, and a combined-cycle system for the utility sector that is based on an advanced frame machine. The GE Advanced Gas Turbine Development program is focused on two specific products: (1) a 70 MW class industrial gas turbine based on the GE90 core technology utilizing an innovative air cooling methodology; (2) a 200 MW class utility gas turbine based on an advanced Ge heavy-duty machine utilizing advanced cooling and enhancement in component efficiency. Both of these activities required the identification and resolution of technical issues critical to achieving ATS goals. The emphasis for the industrial ATS was placed upon innovative cycle design and low emission combustion. The emphasis for the utility ATS was placed on developing a technology base for advanced turbine cooling, while utilizing demonstrated and planned improvements in low emission combustion. Significant overlap in the development programs will allow common technologies to be applied to both products. GE Power Systems is solely responsible for offering GE products for the industrial and utility markets.
