    We estimate the fusion-barrier height B{sub fu}{sup (two-body)} for approaching ions in cold-fusion reactions in a model where the projectile deformation and quadrupole zero-point vibrational energy are taken into account. This barrier height is defined as the barrier energy at the target and projectile separation distance where an original oblate deformation of projectile and/or target caused by a repulsive Coulomb force turns into a large prolate deformation caused by the attractive nuclear force as the target and projectile come closer. The instability develops before touching because the attractive short-range nuclear force overcomes the repulsive Coulomb force and the shape-stabilizing effect of shell structure. The shell structure of the doubly magic {sup 208}Pb target is sufficiently strong that its shape remains very close to spherical in all cases studied here. The fusion potential for approaching ions in the two-body channel is calculated in the macroscopic-microscopic model with the quadrupole vibrational zero-point energy obtained in the WKB approximation. We compare our results with data from 10 experimental cold-fusion reactions and with the Bass barriers. Differences and similarities between the Yukawa-plus-exponential model and the Bass model are discussed. We also calculate five-dimensional potential-energy surfaces for the single compound system and show that well-established fission and fusion valleys are both present. For heavy systems, B{sub fu}{sup (two-body)} becomes lower than the fission barrier just beyond the ground state of the compound system. In the vicinity of this transition, the optimum collision energy for formation of evaporation residues can be expected to depend in a delicate fashion on the interplay among B{sub fu}{sup (two-body)}, the fusion valley, the fission barrier of the compound system, and the one- and two-neutron separation energies S{sub 1n} and S{sub 2n}. We discuss these issues in detail and calculate fission

    A custom mass spectrometer system, operating in static mode, has been used to measure helium in both solid and gas samples front cold-fusion type experiments. The mass spectrometer is a 2-in. Radius, 60{degrees}, permanent angle magnet instrument with a single electron-multiplier collecting. Depending on the absolute levels of helium expected, the analysis are conducted by isotope dilution or by measuring absolute collector values. Solid samples are vaporized to ensure complete helium release. Prior to analysis, the fraction of sample gas to be analyzed is exposed to a series of physical and chemical getters, including room temperature Zr-Al alloy (SAES type 101) and liquid-nitrogen cooled activated charcoal. This is done to remove active gases and hydrogen isotopes which could interfere with the helium determinations. Generally, the analysis protocol is to analyze an equal or greater number of {open_quotes}controls{close_quotes} along with the samples to accurately characterize system background and reproducibility. Absolute sensitivity for the system is approximately 1 x 10{sup 9} atoms. Absolute accuracy is 1% or better for helium levels > 10{sup 11} atoms. With few exceptions, helium analysis of solid samples front cold fusion type experiments have yielded no excess helium above usual system background. A few samples have shown helium levels in the low 10{sup 9} atom range, and some gas samples have shown {sup 4}He levels up to several hundred ppm.

    Coulomb barrier distributions for the capture process in the cold fusion reactions for 48Ti, 54Cr, 56Fe, 64Ni, 70Zn projectiles incident on 208Pb target are obtained by the measurement of the quasi-elastic scattering cross sections at backward angles. The obtained barrier distributions are compared with the result of a coupled-channels calculation. It is found that the barrier distributions are well reproduced by the calculation taking account of the coupling of one phonon of the quadrupole vibration for these projectile nuclei and two phonons of the octupole vibration for 208Pb.

    We discuss the relation between the fission-fusion potential-energy surfaces of very heavy nuclei and the formation process of these nuclei in cold-fusion reactions. In the potential-energy surfaces, we find a pronounced valley structure, with one valley corresponding to the cold-fusion reaction, the other to fission. As the touching point is approached in the cold-fusion entrance channel, an instability towards dynamical deformation of the projectile occurs, which enhances the fusion cross section. These two 'cluster effects' enhance the production of superheavy nuclei in cold-fusion reactions, in addition to the effect of the low compound-system excitation energy in these reactions. Heavy-ion fusion reactions have been used extensively to synthesize heavy elements beyond actinide nuclei. In order to proceed further in this direction, we need to understand the formation process more precisely, not just the decay process. The dynamics of the formation process are considerably more complex than the dynamics necessary to interpret the spontaneous-fission decay of heavy elements. However, before implementing a full dynamical description it is useful to understand the basic properties of the potential-energy landscape encountered in the initial stages of the collision. The collision process and entrance-channel landscape can conveniently be separated into two parts, namely the early-stage separated system before touching and the late-stage composite system after touching. The transition between these two stages is particularly important, but not very well understood until now. To understand better the transition between the two stages we analyze here in detail the potential energy landscape or 'collision surface' of the system both outside and inside the touching configuration of the target and projectile. In Sec. 2, we discuss calculated five-dimensional potential-energy landscapes inside touching and identify major features. In Sec. 3, we present calculated

    Beyond uranium heavy elements rapidly become increasingly unstable with respect to spontaneous fission as the proton number Z increases, because of the disruptive effect of the long-range Coulomb force. However, in the region just beyond Z = 100 magic proton and neutron numbers and the associated shell structure enhances nuclear stability sufficient to allow observation of additional nuclei. Some thirty years ago it was speculated that an island of spherical, relatively stable superheavy nuclei would exist near the next doubly magic proton-neutron combination beyond {sup 208}Pb, that is, at proton number Z = 114 and neutron number N = 184. Theory and experiment now show that there also exists a rock of stability in the vicinity of Z = 110 and N = 162 between the actinide region, which previously was the end of the peninsula of known elements, and the predicted island of spherical superheavy nuclei slightly southwest of the magic numbers Z = 114 and N = 184. The authors review here the stability properties of the heavy region of nuclei. Just as the decay properties of nuclei in the heavy region depend strongly on shell structure, this structure also dramatically affects the fusion entrance channel. The six most recently discovered new elements were all formed in cold-fusion reactions. They discuss here the effect of the doubly magic structure of the target in cold-fusion reactions on the fusion barrier and on dissipation.

    The Penning trap mass spectrometer SHIPTRAP at GSI Darmstadt allows accurate mass measurements of radionuclides, produced in fusion-evaporation reactions and separated by the velocity filter SHIP from the primary beam. Recently, the masses of the three nobelium isotopes {sup 252-254}No were determined. These are the first direct mass measurements of transuranium elements, which provide new anchor points in this region. The heavy nuclides were produced in cold-fusion reactions by irradiating a PbS target with a {sup 48}Ca beam, resulting in production rates of the nuclei of interest of about one atom per second. In combination with data from decay spectroscopy our results are used to perform a new atomic-mass evaluation in this region.

    A primary focus of the StreamNet project in FY-02 was maintenance and update of ongoing data types. Significant progress was made toward updating data for the primary data categories in the StreamNet regional database. Data updates had been slowed in previous years due to the time required for conversion of georeferencing for most data types from the 1:250,000 scale River Reach Number (RRN) system to the 1:100,000 Longitude-Latitude Identifier (LLID) system. In addition, data relating to Protected Areas and Smolt Density Model results, the last data sets in the StreamNet database still in the 1:250,000 RRN format, were converted this year to the LLID system, making them available through the on-line Web Query System. The Protected Areas data were also made available through an on-line interactive mapping application. All routine project activities continued, including project administration at the full project and cooperating project levels, project management through the StreamNet Steering Committee, maintenance of databases and Internet data delivery systems, and providing data related services to the Northwest Power Planning Council's (NWPPC) Fish and Wildlife Program. As part of system management, a new web server was put in operation, significantly improving speed and reliability of Internet data delivery. The web based data query system was modified to utilize ColdFusion, in preparation for a full conversion to ColdFusion from the custom programming in Delphi. This greatly increased flexibility and the ability to modify query system function, correct errors, and develop new query capabilities. All project participants responded to numerous requests for information (data, maps, technical assistance, etc.) throughout the year. A significant accomplishment this year was resolution of long standing differences in how fish distribution is defined and presented.     The spontaneous-fission properties of Fm isotopes undergo dramatic changes between {sup 256}Fm and {sup 258} Fm. The fission fragments of the former isotope are mass asymmetric with kinetic energies of about 200 MeV, whereas the fission fragments of the latter isotope are symmetric with kinetic energies of about 235 MeV. This rapid change occurs because the division into nearly doubly magic fragments near {sup 132}Sn becomes possible and opens up new valleys in the fission potential-energy surface. In the cold-fusion reactions leading to the heaviest elements, the nearly doubly magic targets and/or projectiles may give rise to important features associated with this magicity. Cold fusion is thought to favor heavy-element formation because it leads to low excitation energies of the compound nuclei. We investigate how near-magic targets and projectiles may lead to persistent survivability of the shells in the fusion valley as the ions merge, in addition to their effect on the compound-nucleus excitation energy.

    Experimental science is replete with multi-dimensional information which is often poorly represented by the two dimensions of presentation slides and print media. Past efforts to disseminate such information to a wider audience have failed for a number of reasons, including a lack of standards which are easy to implement and have broad support. Adobe's Portable Document Format (PDF) has in recent years become the de facto standard for secure, dependable electronic information exchange. It has done so by creating an open format, providing support for multiple platforms and being reliable and extensible. By providing support for the ECMA standard Universal 3D (U3D) file format in its free Adobe Reader software, Adobe has made it easy to distribute and interact with 3D content. By providing support for scripting and animation, temporal data can also be easily distributed to a wide, non-technical audience. We discuss how the field of radiation imaging could benefit from incorporating full 3D information about not only the detectors, but also the results of the experimental analyses, in its electronic publications. In this article, we present examples drawn from high-energy physics, mathematics and molecular biology which take advantage of this functionality. We demonstrate how 3D detector elements can be documented, using either CAD drawings or other sources such as GEANT visualizations as input.

In principle, a complete event display, with full interactivity, can be incorporated into a PDF file. This would allow the end user not only to customize the view and representation of the data, but to access the underlying data itself.

    Control of the transfer of quantum information encoded in quantum wave packets moving along a spin chain is demonstrated. Specifically, based on a relationship with control in a paradigm of quantum chaos, it is shown that wave packets with slow dispersion can automatically emerge from a class of initial superposition states involving only a few spins, and that arbitrary unspecified traveling wave packets can be nondestructively stopped and later relaunched with perfection. The results establish an interesting application of quantum chaos studies in quantum information science.

  9. Spontaneous Fission Modes and Lifetimes of Superheavy Elements in the Nuclear Density Functional Theory

    Background: The reactions with the neutron-rich 48Ca beam and actinide targets resulted in the detection of new superheavy (SH) nuclides with Z=104 118. The unambiguous identification of the new isotopes, however, still poses a problem because their -decay chains terminate by spontaneous fission (SF) before reaching the known region of the nuclear chart. The understanding of the competition between -decay and SF channels in SH nuclei is, therefore, of crucial importance for our ability to map the SH region and to assess its extent.

    Purpose: We perform self-consistent calculations of the competing decay modes of even-even SH isotopes with 108 Z 126 and 148 N 188.

    Methods: We use the state-of-the-art computational framework based on self-consistent symmetry-unrestricted nuclear density functional theory capable of describing the competition between nuclear attraction and electrostatic repulsion. We apply the SkM* Skyrme energy density functional. The collective mass tensor of the fissioning superfluid nucleus is computed by means of the cranking approximation to the adiabatic time-dependent Hartree-Fock-Bogoliubov (HFB) approach. This paper constitutes a systematic self-consistent study of spontaneous fission in the SH region, carried out at a full HFB level, that simultaneously takes into account both triaxiality and reflection asymmetry.

    Results: Breaking axial symmetry and parity turns out to be crucial for a realistic estimate of collective action; it results in lowering SF lifetimes by more than 7 orders of magnitude in some cases. We predict two competing SF modes: reflection symmetric modes and reflection asymmetric modes.

    Conclusions: The shortest-lived SH isotopes decay by SF; they are expected to lie in a narrow corridor formed by 280Hs, 284Fl, and 118284Uuo that separates the regions of SH nuclei synthesized in cold-fusion and hot-fusion reactions. The region of long-lived SH nuclei is expected to be centered on 294Ds with a total half-life of

  10. Deep PDF parsing to extract features for detecting embedded malware.

    The number of PDF files with embedded malicious code has risen significantly in the past few years. This is due to the portability of the file format, the ways Adobe Reader recovers from corrupt PDF files, the addition of many multimedia and scripting extensions to the file format, and many format properties the malware author may use to disguise the presence of malware. Current research focuses on executable, MS Office, and HTML formats. In this paper, several features and properties of PDF Files are identified. Features are extracted using an instrumented open source PDF viewer. The feature descriptions of benign and malicious PDFs can be used to construct a machine learning model for detecting possible malware in future PDF files. The detection rate of PDF malware by current antivirus software is very low. A PDF file is easy to edit and manipulate because it is a text format, providing a low barrier to malware authors. Analyzing PDF files for malware is nonetheless difficult because of (a) the complexity of the formatting language, (b) the parsing idiosyncrasies in Adobe Reader, and (c) undocumented correction techniques employed in Adobe Reader. In May 2011, Esparza demonstrated that PDF malware could be hidden from 42 of 43 antivirus packages by combining multiple obfuscation techniques [4]. One reason current antivirus software fails is the ease of varying byte sequences in PDF malware, thereby rendering conventional signature-based virus detection useless. The compression and encryption functions produce sequences of bytes that are each functions of multiple input bytes. As a result, padding the malware payload with some whitespace before compression/encryption can change many of the bytes in the final payload. In this study we analyzed a corpus of 2591 benign and 87 malicious PDF files. While this corpus is admittedly small, it allowed us to test a system for collecting indicators of embedded PDF malware.   11. Massive gravitational waves in Chern-Simons modified gravity

    We consider the nondynamical Chern-Simons (nCS) modified gravity, which is regarded as a parity-odd theory of massive gravity in four dimensions. We first find polarization modes of gravitational waves for θ=x/μ in nCS modified gravity by using the Newman-Penrose formalism where the null complex tetrad is necessary to specify gravitational waves. We show that in the Newman–Penrose formalism, the number of polarization modes is one in addition to an unspecified Ψ{sub 4}, implying three degrees of freedom for θ=x/μ. This compares with two for a canonical embedding of θ=t/μ. Also, if one introduces the Ricci tensor formalism to describe a massive graviton arising from the nCS modified gravity, one finds one massive mode after making second-order wave equations, which is compared to five found from the parity-even Einstein–Weyl gravity.

    The program consists of two main tasks encompassing (1) the development of an improved SiGe alloy and (2) the development of an as yet unspecified advanced material intended to have superior performance characteristics when compared to SiGe alloys. Significant progress was made toward the goal of producing a SiGe based material with an improved figure-of-merit during this reporting period. In these studies, a quantitative evaluation of the characteristics which produce the low thermal conductivities observed in SiGe alloys is being developed. Specific areas of emphasis include the effects of grain size, charge carrier and GaP concentrations. An alternate method for alloying with GaP was evaluated in which the GaP was added to SiGe during the melting operation.

    Electromagnetic scattering problems, thus the question how radiated energy spreads when impinging on an object, are an essential part of wave propagation. Though the Maxwells differential equations as starting point, are actually quite simple,the integral formulation of an objects boundary conditions, respectively the solution for unknown induced currents can only be solved numerically in most cases.As a timely topic of practical importance the scattering of rotating wind turbines is discussed, the numerical description of which is still based on rigorous approximations with yet unspecified accuracy. In this context the issue of validating numerical solutions is addressed, both with reference simulations but in particular with the experimental approach of scaled measurements. For the latter the idea of an incremental validation is proposed allowing a step by step validation of required new mathematical models in scattering theory.

    Students and faculty from an American University work with indigenous Peruvians to electrify their village and improve their quality of life. The remote village of Malvas in the Andes seems typical of many in Peru. The 500 Inca descendants have no electricity, no running water, one telephone and mud adobe houses. At a 10,000-foot (3,048 m) altitude, residents survive through subsistence farming. And this project might sound like a typical solar system installation--a system is donated, consultants install it, no one owns it and if something goes wrong, no one fixes it. The equipment ultimately helps no one and few learn from the experience. But two aspects of this project make it unique - the unusual level of communal sharing in the town and the design and installation of the solar system by students.

    Facility-level industrial combustion energy use is calculated from greenhouse gas emissions data reported by large emitters (>25,000 metric tons CO2e per year) under the U.S. EPA's Greenhouse Gas Reporting Program (GHGRP, https://www.epa.gov/ghgreporting). The calculation applies EPA default emissions factors to reported fuel use by fuel type. Additional facility information is included with calculated combustion energy values, such as industry type (six-digit NAICS code), location (lat, long, zip code, county, and state), combustion unit type, and combustion unit name. Further identification of combustion energy use is provided by calculating energy end use (e.g., conventional boiler use, co-generation/CHP use, process heating, other facility support) by manufacturing NAICS code. Manufacturing facilities are matched by their NAICS code and reported fuel type with the proportion of combustion fuel energy for each end use category identified in the 2010 Energy Information Administration Manufacturing Energy Consumption Survey (MECS, http://www.eia.gov/consumption/manufacturing/data/2010/).     The fundamental conclusion that we draw from this analysis is that one should not to base itself blindly on forecasts prices of natural gas when one compare contracts at price fixes with producers of renewable energy with contracts at variable prices with promoters power stations with gas. Indeed, forecasts of the prices of gas do not succeed not to enter the associated costs with the covering of the risk, that they are connected to the negative pressure against the cover, with the CAPM, with costs of transaction or with unspecified combination of three. Thus, insofar as price stability to length term is developed, better way of comparing the two choices would be to have recourse to the data on the prices in the long term natural gas, and not with forecasts of the prices. During three last years at least, the use of these prices in the long term would have besides license to correct a methodological error who, obviously, seem to have supported unduly, and of relatively important way, power stations with natural gas compared to their competitors of renewable energies.

  12. Beryllium Wipe Sampling (differing methods - differing exposure potentials)

    This research compared three wipe sampling techniques currently used to test for beryllium contamination on room and equipment surfaces in Department of Energy facilities. Efficiencies of removal of beryllium contamination from typical painted surfaces were tested by wipe sampling without a wetting agent, with water-moistened wipe materials, and by methanol-moistened wipes. Analysis indicated that methanol-moistened wipe sampling removed about twice as much beryllium/oil-film surface contamination as water-moistened wipes, which removed about twice as much residue as dry wipes. Criteria at 10 CFR 850.30 and .31 were established on unspecified wipe sampling method(s). The results of this study reveal a need to identify criteria-setting method and equivalency factors. As facilities change wipe sampling methods among the three compared in this study, these results may be useful for approximate correlations. Accurate decontamination decision-making depends on the selection of appropriate wetting agents for the types of residues and surfaces. Evidence for beryllium sensitization via skin exposure argues in favor of wipe sampling with wetting agents that provide enhanced removal efficiency such as methanol when surface contamination includes oil mist residue.

  13. Localized PEPII Storage Ring Optics Measurements (SULI paper)

    The current technique employed to determine the parameters which specify the betatron oscillation in the PEPII ring at SLAC is a global procedure in that the data from each BPM (Beam Position Monitor) is weighted equally. However for more accurate interaction point (IP) measurements it would be beneficial to weight the data from the BPMs closest to the IP much more heavily. Researchers are thus considering the possibility of developing a technique to determine the oscillation parameters near the IP using as few BPMs as possible. In this paper, allowing BPM gains and cross coupling, we show analytically that given data from N BPMs there remain 6N + 2 degrees of freedom in the matrices M{sub A,A}, M{sub B,A}, ..., M{sub N,N-1} unspecified by the observable data alone. From this we demonstrate that data from at least 3 BPMs is required to completely specify the system when the transfer maps between BPMs are assumed known, and that 4 BPMs may be more suitable.

  14. DYNA3D Code Practices and Developments

    DYNA3D is an explicit, finite element code developed to solve high rate dynamic simulations for problems of interest to the engineering mechanics community. The DYNA3D code has been under continuous development since 1976[1] by the Methods Development Group in the Mechanical Engineering Department of Lawrence Livermore National Laboratory. The pace of code development activities has substantially increased in the past five years, growing from one to between four and six code developers. This has necessitated the use of software tools such as CVS (Concurrent Versions System) to help manage multiple version updates. While on-line documentation with an Adobe PDF manual helps to communicate software developments, periodically a summary document describing recent changes and improvements in DYNA3D software is needed. The first part of this report describes issues surrounding software versions and source control. The remainder of this report details the major capability improvements since the last publicly released version of DYNA3D in 1996. Not included here are the many hundreds of bug corrections and minor enhancements, nor the development in DYNA3D between the manual release in 1993[2] and the public code release in 1996.

  15. Assessment of industrial attitudes toward generic research needs in tribology

    Based on extended discussions during visits with 27 companies representing 13 different parts of the tribology industry (such as bearings, lubricants, coatings, powerplants), it is apparent that only a tiny fraction of the large sums publicly reported as R and D expenditures by industry are used to fund generic tribology research. For example, of the greater than $2 B expenditures reported for R and D in the lubricants sector for 1982, the estimated total for generic tribology research was $12 M. This was the largest expenditure in any sector of the tribology industry and one-third of the total of $36 M. In the automotive industry out of a reported expenditure of $4 B, the estimated generic tribology research was $3 M. In some segments of the tribology industry, for example coatings and filters, there were no expenditures on generic research. There was little tendency to improve the state of the art of the tribology industry through long-term investment in generic R and D in ways that would foster innovation and productivity of energy conservation technology. Expenditures were oriented to development of specific commercial and military products, or to basic research focused on unspecified far term results, although useful spin-off of military developments into commercial fields sometimes occurs. There was a broad consensus in the companies visited that existing research results were not always made easily accessible to potential users in industry. The implication was that industry might benefit more if a larger fraction of the funds were devoted to putting the research results into a form design and development engineers could more readily apply. The need for a more effective presentation of research results was expressed with greater urgency at the smaller companies, but there seemed to be a broad consensus on the need for improvement. Recommendations are given.

  16. Validation Studies for Numerical Simulations of Flow Phenomena Expected in the Lower Plenum of a Prismatic VHTR Reference Design

    The final design of the very high temperature reactor (VHTR) of the fourth generation of nuclear power plants (Gen IV) has not yet been established. The VHTR may be either a prismatic (block) or pebble bed type. It may be either gas-cooled or cooled with an as yet unspecified molten salt. However, a conceptual design of a gas-cooled VHTR, based on the General Atomics GT-MHR, does exist and is called the prismatic VHTR reference design, MacDonald et al [2003], General Atomics [1996]. The present validation studies are based on the prismatic VHTR reference design. In the prismatic VHTR reference design, the flow in the lower plenum will be introduced by dozens of turbulent jets issuing into a large crossflow that must negotiate dozens of cylindrical support columns as it flows toward the exit duct of the reactor vessel. The jets will not all be at the same temperature due to the radial variation of power density expected in the core. However, it is important that the coolant be well mixed when it enters the power conversion unit to ensure proper operation and long life of the power conversion machinery. Hence, it is deemed important to be able to accurately model the flow and mixing of the variable temperature coolant in the lower plenum and exit duct. Accurate flow modeling involves determining modeling strategies including the fineness of the grid needed, iterative convergence tolerance, numerical discretization method used, whether the flow is steady or unsteady, and the turbulence model and wall treatment employed. It also involves validation of the computer code and turbulence model against a series of separate and combined flow phenomena and selection of the data used for the validation. The present report describes progress made to date for the task entitled ‘CFD software validation of jets in crossflow’ which was designed to investigate the issues pertaining to the validation process.

  17. Southeast Asia: `A robust market`

    Southeast Asia is emerging as a robust market for exploration and field development activities. While much of the worldwide attention is focused on lucrative deep water drilling and production in the U.S. Gulf of Mexico, Brazil, and West Africa, the burgeoning Pacific Rim region is very much in the spotlight. As the industry approaches the next century. Southeast Asia is a key growth area that will be the focus of extensive drilling and development. Regional licensing activity is buoyant as oil and gas companies continue to express interest in Southeast Asian opportunities. During 1996, about 75 new license awards were granted. This year, at least an equal number of licenses likely will be awarded to international major and independent oil companies. In the past five years, the number of production-sharing contracts and concessions awarded declined slightly as oil companies apparently opted to invest in other foreign markets. Brunei government officials plan to open offshore areas to licensing in 1997, including what may prove to be attractive deep water areas. Indonesia`s state oil company Pertamina will offer 26 offshore tracts under production-sharing and technical assistance contracts this year. Malaysia expects to attract international interest in some 30 blocks it will soon offer under production-sharing terms. Bangladesh expects to call for tenders for an unspecified number of concessions later this year. Nearby, bids were submitted earlier this year to the Australian government for rights to explore 38 offshore areas. Results are expected to be announced by mid-year.

  18. Historical Exposures to Chemicals at the Rocky Flats Nuclear Weapons Plant: A Pilot Retrospective Exposure Assessment

    In a mortality study of white males who had worked at the Rocky Flats Nuclear Weapons Plant between 1952 and 1979, an increased number of deaths from benign and unspecified intracranial neoplasms was found. A case-control study nested within this cohort investigated the hypothesis that an association existed between brain tumor death and exposure to either internally deposited plutonium or external ionizing radiation. There was no statistically significant association found between estimated radiation exposure from internally deposited plutonium and the development of brain tumors. Exposure by job or work area showed no significant difference between the cohort and the control groups. An update of the study found elevated risk estimates for (1) all lymphopoietic neoplasms, and (2) all causes of death in employees with body burdens greater than or equal to two nanocuries of plutonium. There was an excess of brain tumors for the entire cohort. Similar cohort studies conducted on worker populations from other plutonium handling facilities have not yet shown any elevated risks for brain tumors. Historically, the Rocky Flats Nuclear Weapons Plant used large quantities of chemicals in their production operations. The use of solvents, particularly carbon tetrachloride, was unique to Rocky Flats. No investigation of the possible confounding effects of chemical exposures was done in the initial studies. The objectives of the present study are to (1) investigate the history of chemical use at the Rocky Flats facility; (2) locate and analyze chemical monitoring information in order to assess employee exposure to the chemicals that were used in the highest volume; and (3) determine the feasibility of establishing a chemical exposure assessment model that could be used in future epidemiology studies.

The first report, Environmental Management 1994, was published in February 1994. The first section of this report describes the Department of Energy`s Environmental Management program. This is followed by a closer look at what the program is doing across the country, organized by region to help the reader identify and locate sites of interest. Within each region, details of the largest sites are followed by site summaries reported by State and a summary of activities under the Formerly Utilized Sites Remedial Action Program (FUSRAP) and Uranium Mill Tailings Remedial Action Project (UMTRA). For the purposes of this report, a ``site`` is a Department of Energy installation; a ``facility`` is a building located on a Department of Energy site; and an ``area`` is a geographical area, operable unit, or waste area group of unspecified dimension within a site. Throughout this report, ``year`` refers to the Federal Government`s Fiscal Year, which begins on October 1. For example, Fiscal Year 1995 began on October 1, 1994 and will end on September 30, 1995. Budget totals for Hanford include the Hanford Site and Richland Operations Office. The Idaho National Engineering Laboratory includes the Idaho Chemical Processing Plant and the Idaho Operations Office.   20. Waste form product characteristics

    The Department of Energy has operated nuclear facilities at the Idaho National Engineering Laboratory (INEL) to support national interests for several decades. Since 1953, it has supported the development of technologies for the storage and reprocessing of spent nuclear fuels (SNF) and the resultant wastes. However, the 1992 decision to discontinue reprocessing of SNF has left nearly 768 MT of SNF in storage at the INEL with unspecified plans for future dispositioning. Past reprocessing of these fuels for uranium and other resource recovery has resulted in the production of 3800 M{sup 3} calcine and a total inventory of 7600 M{sup 3} of radioactive liquids (1900 M{sup 3} destined for immediate calcination and the remaining sodium-bearing waste requiring further treatment before calcination). These issues, along with increased environmental compliance within DOE and its contractors, mandate operation of current and future facilities in an environmentally responsible manner. This will require satisfactory resolution of spent fuel and waste disposal issues resulting from the past activities. A national policy which identifies requirements for the disposal of SNF and high level wastes (HLW) has been established by the Nuclear Waste Policy Act (NWPA) Sec.8,(b) para(3)) [1982]. The materials have to be conditioned or treated, then packaged for disposal while meeting US Environmental Protection Agency (EPA) and Nuclear Regulatory Commission (NRC) regulations. The spent fuel and HLW located at the INEL will have to be put into a form and package that meets these regulatory criteria. The emphasis of Idaho Chemical Processing Plant (ICPP) future operations has shifted toward investigating, testing, and selecting technologies to prepare current and future spent fuels and waste for final disposal. This preparation for disposal may include mechanical, physical and/or chemical processes, and may differ for each of the various fuels and wastes.

  1. What Employees Need (and Want) to Hear When Justifying the Suspension of a Regulated Metals Plan for the Processing of Drums Containing Metal Turnings

    A Regulated Metals Plan (RMP) was implemented for outdoor work activities involving the removal and disposition of approximately 4,000 deteriorated waste drums containing 236 metric tonnes (260 tons) of lead turnings from various, unspecified machine shop facilities at the Paducah Gaseous Diffusion Plant. Until exposure monitoring could prove otherwise, the work area established for processing the drums was conservatively defined as a Lead Regulated Area (LRA) subject to the Occupational Safety and Health Administration's Lead Standard found in Title 29 of the Code of Federal Regulations, Part 1910.1025. The vast majority of the analytical results for the industrial hygiene breathing zone samples collected and tested for arsenic, beryllium, cadmium, chromium, lead, nickel, selenium, silver, and thallium using the National Institute for Occupational Safety and Health's analytical method 7300 were equivalent to the laboratory detection limits for each analyte. All results were less than 6% of their respective Permissible Exposure Limits (PEL), except for one nickel result that was approximately 17% of its PEL. The results provided justification to eventually down-post the LRA to existing employee protection requirements. In addition to removing the deteriorated drums and accompanying debris, the success of this project was quantified in terms of zero recordable injuries. The primary contributor in achieving this success was the sharing and communication of information between management, safety, and the field teams. Specifically, this was what the employees needed (and wanted) to hear when justifying the suspension of the RMP for the processing of drums containing metal turnings. Daily briefings on the status of the project and field monitoring results were just as important as maintaining budget and schedule milestones.     Aromatic rice (Oryza sativa L.) is considered as the best quality premium rice. The varieties are preferred by consumers because of its preference criteria such as shape, colour, distinctive aroma and flavour. The price of aromatic rice is higher than ordinary rice due to its special needed growth condition for instance specific climate and soil. Presently, the aromatic rice quality is identified by using its key elements and isotopic variables. The rice can also be classified via Gas Chromatography Mass Spectrometry (GC-MS) or human sensory panels. However, the uses of human sensory panels have significant drawbacks such as lengthy training time, and prone to fatigue as the number of sample increased and inconsistent. The GC–MS analysis techniques on the other hand, require detailed procedures, lengthy analysis and quite costly. This paper presents the application of in-house developed Electronic Nose (e-nose) to classify new aromatic rice varieties. The e-nose is used to classify the variety of aromatic rice based on the samples odour. The samples were taken from the variety of rice. The instrument utilizes multivariate statistical data analysis, including Principal Component Analysis (PCA), Linear Discriminant Analysis (LDA) and K-Nearest Neighbours (KNN) to classify the unknown rice samples. The Leave-One-Out (LOO) validation approach is applied to evaluate the ability of KNN to perform recognition and classification of the unspecified samples. The visual observation of the PCA and LDA plots of the rice proves that the instrument was able to separate the samples into different clusters accordingly. The results of LDA and KNN with low misclassification error support the above findings and we may conclude that the e-nose is successfully applied to the classification of the aromatic rice varieties.

    The Portland District of the U.S. Army Corps of Engineers requested that the Pacific Northwest National Laboratory (PNNL) conduct fish-passage studies at Bonneville Dam in 2005. These studies support the Portland District's goal of maximizing fish-passage efficiency (FPE) and obtaining 95% survival for juvenile salmon passing Bonneville Dam. Major passage routes include 10 turbines and a sluiceway at Powerhouse 1 (B1), an 18-bay spillway, and eight turbines and a sluiceway at Powerhouse 2 (B2). In this report, we present results of two studies related to juvenile salmonid passage at Bonneville Dam. The studies were conducted between April 16 and July 15, 2005, encompassing most of the spring and summer migrations. Studies included evaluations of (1) Project fish passage efficiency and other major passage metrics, and (2) smolt approach and fate at B1 Sluiceway Outlet 3C from the B1 forebay. Some of the large appendices are only presented on the compact disk (CD) that accompanies the final report. Examples include six large comma-separated-variable (.CSV) files of hourly fish passage, hourly variances, and Project operations for spring and summer from Appendix E, and large Audio Video Interleave (AVI) files with DIDSON-movie clips of the area upstream of B1 Sluiceway Outlet 3C (Appendix H). Those video clips show smolts approaching the outlet, predators feeding on smolts, and vortices that sometimes entrained approaching smolts into turbines. The CD also includes Adobe Acrobat Portable Document Files (PDF) of the entire report and appendices.

  5. HB-Line Plutonium Oxide Data Collection Strategy

    HB-Line and H-Canyon will handle and process plutonium material to produce plutonium oxide for feed to the Mixed Oxide Fuel Fabrication Facility (MFFF). However, the plutonium oxide product will not be transferred to the MFFF directly from HB-Line until it is packaged into a qualified DOE-STD-3013-2012 container. In the interim, HB-Line will load plutonium oxide into an inner, filtered can. The inner can will be placed in a filtered bag, which will be loaded into a filtered outer can. The outer can will be loaded into a certified 9975 with getter assembly in compliance with onsite transportation requirement, for subsequent storage and transfer to the K-Area Complex (KAC). After DOE-STD-3013-2012 container packaging capabilities are established, the product will be returned to HB-Line to be packaged into a qualified DOE-STD-3013-2012 container. To support the transfer of plutonium oxide to KAC and then eventually to MFFF, various material and packaging data will have to be collected and retained. In addition, data from initial HB-Line processing operations will be needed to support future DOE-STD-3013-2012 qualification as amended by the HB-Line DOE Standard equivalency. As production increases, the volume of data to collect will increase. The HB-Line data collected will be in the form of paper copies and electronic media. Paper copy data will, at a minimum, consist of facility procedures, nonconformance reports (NCRs), and DCS print outs. Electronic data will be in the form of Adobe portable document formats (PDFs). Collecting all the required data for each plutonium oxide can will be no small effort for HB-Line, and will become more challenging once the maximum annual oxide production throughput is achieved due to the sheer volume of data to be collected. The majority of the data collected will be in the form of facility procedures, DCS print outs, and laboratory results. The intent of these activities is to make the available physical and hydraulic property data more readily accessible and useable by technical staff and operable unit managers involved in waste site assessments and remedial action decisions for Hanford. In FY08 communications were established between PNNL and staff from Fluor-Hanford Co. (who formerly managed HEIS) to outline the design of a Virtual Library module that could be used to access the physical and hydraulic property data that are to be transferred into HEIS. Data dictionaries used by SoilVision{reg_sign} were also provided to Fluor-Hanford personnel (who are now with CHPRC). During ongoing work to ensure traceability and defensibility of all physical and hydraulic property data that currently reside in the SoilVision{reg_sign} database, it was recognized that further work would be required in this effort before the data were actually ported into HEIS. Therefore work on the Virtual Library module development and an accompanying User's Guide was deferred until an unspecified later date. In FY09 efforts have continued to verify the traceability and defensibility of the physical and hydraulic property datasets that are currently being maintained by PNNL. Although this is a work in progress, several of these datasets should be ready for transfer to HEIS in the very near future. This document outlines a plan for the migration of these datasets into HEIS.

  7. Technology Review of Nondestructive Methods for Examination of Water Intrusion Areas on Hanford’s Double-Shell Waste Tanks

    Under a contract with CH2M Hill Hanford Group, Inc., PNNL has performed a review of the NDE technology and methods for examination of the concrete dome structure of Hanford’s double-shell tanks. The objective was to provide a matrix of methodologies that could be evaluated based on applicability, ease of deployment, and results that could provide information that could be used in the ongoing structural analysis of the tank dome. PNNL performed a technology evaluation with the objective of providing a critical literature review for all applicable technologies based on constraints provided by CH2M HILL. These constraints were not mandatory, but were desired. These constraints included performing the evaluation without removing any soil from the top of the tank, or if necessary, requesting that the hole diameter needed to gain access to evaluate the top of the tank structure to be no greater than approximately 12-in. in diameter. PNNL did not address the details of statistical sampling requirements as they depend on an unspecified risk tolerance. PNNL considered these during the technology evaluation and have reported the results in the remainder of this document. Many of the basic approaches to concrete inspection that were reviewed in previous efforts are still in use. These include electromagnetic, acoustic, radiographic, etc. The primary improvements in these tools have focused on providing quantitative image reconstruction, thus providing inspectors and analysts with three-dimensional data sets that allow for operator visualization of relevant abnormalities and analytical integration into structural performance models. Available instruments, such as radar used for bridge deck inspections, rely on post-processing algorithms and do not provide real-time visualization. Commercially available equipment only provides qualitative indications of relative concrete damage. It cannot be used as direct input for structural analysis to assess fitness for use and if

    replaced the historic process of each DOE site gathering, organizing, and reporting their waste forecast information utilizing different databases and display technologies. In addition, WIMS meets DOE's objective to have the complex-wide waste forecast and transportation information available to all stakeholders and the public in one easy-to-navigate system. The enhancements to WIMS made since its initial deployment include the addition of new DOE sites and facilities, an updated waste and transportation information, and the ability to easily display and print customized waste forecast, the disposition maps, GIS maps and transportation information. The system also allows users to customize and generate reports over the web. These reports can be exported to various formats, such as Adobe{sup R} PDF, Microsoft Excel{sup R}, and Microsoft Word{sup R} and downloaded to the user's computer. Future enhancements will include database/application migration to the next level. A new data import interface will be developed to integrate 2012-13 forecast waste streams. In addition, the application is updated on a continuous basis based on DOE feedback. (authors)
