In a recent report titled "Indications of anomalous heat energy production in a reactor device containing hydrogen loaded nickel powder" and published on arXiv, G. Levi and co-workers put forth several claims concerning the operations and performance of the so-called E-Cat of inventor Andrea Rossi. We note first of all that the circumstances and people involved in the test make it far from being an independent one. We examine the claims put forth by the authors and note that in many cases they are not supported by the facts given in the report. We present results from thermal calculations showing that alternative explanations are possible were the authors seem to jump to conclusions fitting pre-conceived ideas. In general we find that much attention is drawn to trivialities, while important pieces of information and investigation are lacking and seem not to have been conducted or considered. We also note that the proposed claims would require new physics in not only one but several areas. Besides a cold-fusion like process without production of any radiation also extreme new material properties would be needed to explain what rather seems to be a problem of correct measurement. Therefore, it is clear to us that a truly independent and scientific investigation of the so called E-Cat device, convincingly demonstrating an "anomalous heat energy production" has not been presented in the arXiv report and is thus, to-date, still lacking.

Extra Dimensions: 3D and Time in PDF Documentation

High energy physics is replete with multi-dimensional information which is often poorly represented by the two dimensions of presentation slides and print media. Past efforts to disseminate such information to a wider audience have failed for a number of reasons, including a lack of standards which are easy to implement and have broad support. Adobe's Portable Document Format (PDF) has in recent years become the de facto standard for secure, dependable electronic information exchange. It has done so by creating an open format, providing support for multiple platforms and being reliable and extensible. By providing support for the ECMA standard Universal 3D (U3D) file format in its free Adobe Reader software, Adobe has made it easy to distribute and interact with 3D content. By providing support for scripting and animation, temporal data can also be easily distributed to a wide audience. In this talk, we present examples of HEP applications which take advantage of this functionality. We demonstrate how 3D detector elements can be documented, using either CAD drawings or other sources such as GEANT visualizations as input. Using this technique, higher dimensional data, such as LEGO plots or time-dependent information can be included in PDF files. In principle, a complete event display, with full interactivity, can be incorporated into a PDF file. This would allow the end user not only to customize the view and representation of the data, but to access the underlying data itself.

An energy-momentum tensor for general relativistic spinning fluids compatible with Tulczyjew-type supplementary condition is derived from the variation of a general Lagrangian with unspecified explicit form. This tensor is the sum of a term containing the Belinfante-Rosenfeld tensor and a modified perfect-fluid energy-momentum tensor in which the four-velocity is replaced by a unit four-vector in the direction of fluid momentum. The equations of motion are obtained and it is shown that they admit a Friedmann-Robertson-Walker space-time as a solution.

Star Formation and the Growth of Stellar Mass

Recent observations have demonstrated a significant growth in the integrated stellar mass of the red sequence since z=1, dominated by a steadily increasing number of galaxies with stellar masses M* 3x10^10 M_sun blue galaxies would also be overproduced; i.e., most of the new stars formed in blue cloud galaxies are in the massive galaxies. We explore a simple truncation scenario in which these `extra' blue galaxies have their star formation suppressed by an unspecified mechanism or mechanisms; simple cessation of star formation in these extra blue galaxies is approximately sufficient to build up the red sequence at M*<10^11 M_sun.

Spontaneous Fission Modes and Lifetimes of Superheavy Elements in the Nuclear Density Functional Theory

Background: The reactions with the neutron-rich 48Ca beam and actinide targets resulted in the detection of new superheavy (SH) nuclides with Z=104 118. The unambiguous identification of the new isotopes, however, still poses a problem because their -decay chains terminate by spontaneous fission (SF) before reaching the known region of the nuclear chart. The understanding of the competition between -decay and SF channels in SH nuclei is, therefore, of crucial importance for our ability to map the SH region and to assess its extent.

Purpose: We perform self-consistent calculations of the competing decay modes of even-even SH isotopes with 108 Z 126 and 148 N 188.

Methods: We use the state-of-the-art computational framework based on self-consistent symmetry-unrestricted nuclear density functional theory capable of describing the competition between nuclear attraction and electrostatic repulsion. We apply the SkM* Skyrme energy density functional. The collective mass tensor of the fissioning superfluid nucleus is computed by means of the cranking approximation to the adiabatic time-dependent Hartree-Fock-Bogoliubov (HFB) approach. This paper constitutes a systematic self-consistent study of spontaneous fission in the SH region, carried out at a full HFB level, that simultaneously takes into account both triaxiality and reflection asymmetry.

Results: Breaking axial symmetry and parity turns out to be crucial for a realistic estimate of collective action; it results in lowering SF lifetimes by more than 7 orders of magnitude in some cases. We predict two competing SF modes: reflection symmetric modes and reflection asymmetric modes.

Conclusions: The shortest-lived SH isotopes decay by SF; they are expected to lie in a narrow corridor formed by 280Hs, 284Fl, and 118284Uuo that separates the regions of SH nuclei synthesized in cold-fusion and hot-fusion reactions. The region of long-lived SH nuclei is expected to be centered on 294Ds with a total half-life of 1.5 days. Our survey provides a solid benchmark for the future improvements of self-consistent SF calculations in the region of SH nuclei.

We solve the kinetic equations assuming that power is supplied to the coronal electrons through Coulomb collisions with a population of hot protons and/or through the injection of non-thermal energetic electrons by some unspecified acceleration process. We compute numerically the steady state particle distributions and escaping photon spectra. We consider a linearly elastic body consisting of two equal symmetrically arranged layers (or half-planes) connected by a structured interface as a prospective crack path. The interface is comprised by periodic discrete system of bonds. In the initial state with no external forces, the bonds are assumed to be stressed in such a way that tensile and compressive forces of the same value alternate. Willingness to pay for electricity from renewable energy

National polls reveal widespread public preference and willingness to pay more for renewables. ``Green pricing`` programs attempt to capitalize on these preferences and on an expressed willingness to pay more for environmental protection. This report explores the utility option of green pricing as a method of aggregating public preferences for renewables. It summarizes national data on public preferences for renewables and willingness to pay (WTP) for electricity from renewable energy sources; examines utility market studies on WTP for renewables and green-pricing program features; critiques utility market research on green pricing; and discusses experiences with selected green-pricing programs. The report draws inferences for program design and future research. Given the limited experiences with the programs so far, the evidence suggests that programs in which customers pay a monthly premium for a specific renewable electricity product elicit a higher monthly financial commitment per customer than programs asking for contributions to unspecified future actions involving renewables. The experience with green-pricing programs is summarized and factors likely to affect customer participation are identified.

Thus, insofar as price stability to length term is developed, better way of comparing the two choices would be to have recourse to the data on the prices in the long term natural gas, and not with forecasts of the prices. During three last years at least, the use of these prices in the long term would have besides license to correct a methodological error who, obviously, seem to have supported unduly, and of relatively important way, power stations with natural gas compared to their competitors of renewable energies.

Assessing conformance to safety goals using nonparametric empirical Bayes methods: A nuclear reactor application

Nonparametric empirical Bayes methods are used to develop decision criteria for use in deciding whether the risk of a given facility is compatible with a corresponding specified quantitative safety goal. The criteria utilize the uncertain results of a probabilistic risk assessment (PRA) and are derived from an empirical Bayes point of view in which the results from a set of similar facilities are used to estimate the population variability curve (PVC) for the parameter of interest. The PVC is estimated nonparametrically in the sense that the distributional family to which the PVC belongs is completely unknown and unspecified. For the assumed model, the method guarantees that all facilities ultimately accepted as being compatible with the goal have a prespecified exact assurance probability that the goal is not exceeded. The method also accounts for two possible biases in the PRA results. Criteria are developed for use in assessing the compatibility of nuclear power plant PRA-produced severe core damage frequency estimates with a corresponding subsidiary objective.

The development of a new edition of the gamma-ray spectrum catalogues designed for presentation in electronic format

New editions of the original Gamma-ray Spectrum Catalogues are being prepared for publication in electronic format. The objective of this program is to produce versions of the Catalogues in CD-ROM format and as an Internet resource. Additions to the original content of the Catalogues will include integrated decay scheme drawings, tables of related decay data, and updated text on the techniques of gamma-ray spectrometry. Related decay data from the Evaluated Nuclear Structure Data File (ENSDF) are then added, and all data converted to the Adobe Acrobat (PDF) format for CD-ROM production and availability on the Internet. At a later date the catalogues will be expanded to include spectra representing the response of large-volume Ge detectors, alpha-particle spectra, prompt neutron capture and inelastic scattering gamma-ray spectra, and gross fission product spectra characteristic of fuel cycle waste materials. Characterization of radioactivity in materials is a requirement in many phases of radioactive waste management. Movement, shipping, treatment, all activities which involve handling of mixed waste or TRU categories of waste at all DOE sites will require that measurements and assessment documentation utilize basic nuclear data which are tracable to internationally accepted standard values. This program will involve the identification of data needs unique to the development and application of specialized detector systems for radioactive waste characterization.

In contrast, in the High Soft State (HSS) both the proton temperature and magnetic field could be much higher. We also show that in both spectral states the magnetised corona could be powered essentially through acceleration of non-thermal particles. The main differences between the LHS and HSS coronal emission can then be understood as the consequence of the much stronger radiative cooling in the HSS caused by the soft thermal radiation coming from the geometrically thin accretion disc.

What Employees Need (and Want) to Hear When Justifying the Suspension of a Regulated Metals Plan for the Processing of Drums Containing Metal Turnings

A Regulated Metals Plan (RMP) was implemented for outdoor work activities involving the removal and disposition of approximately 4,000 deteriorated waste drums containing 236 metric tonnes (260 tons) of lead turnings from various, unspecified machine shop facilities at the Paducah Gaseous Diffusion Plant. Until exposure monitoring could prove otherwise, the work area established for processing the drums was conservatively defined as a Lead Regulated Area (LRA) subject to the Occupational Safety and Health Administration's Lead Standard found in Title 29 of the Code of Federal Regulations, Part 1910.1025. The vast majority of the analytical results for the industrial hygiene breathing zone samples collected and tested for arsenic, beryllium, cadmium, chromium, lead, nickel, selenium, silver, and thallium using the National Institute for Occupational Safety and Health's analytical method 7300 were equivalent to the laboratory detection limits for each analyte. All results were less than 6% of their respective Permissible Exposure Limits (PEL), except for one nickel result that was approximately 17% of its PEL. The results provided justification to eventually down-post the LRA to existing employee protection requirements. In addition to removing the deteriorated drums and accompanying debris, the success of this project was quantified in terms of zero recordable injuries. The primary contributor in achieving this success was the sharing and communication of information between management, safety, and the field teams. Specifically, this was what the employees needed (and wanted) to hear when justifying the suspension of the RMP for the processing of drums containing metal turnings. Daily briefings on the status of the project and field monitoring results were just as important as maintaining budget and schedule milestones. Also, the Environmental, Safety and Health organization maintained its presence by continuing to monitor evolving field conditions to ensure the effectiveness of its plans and procedures. (authors)

Historical Exposures to Chemicals at the Rocky Flats Nuclear Weapons Plant: A Pilot Retrospective Exposure Assessment

In a mortality study of white males who had worked at the Rocky Flats Nuclear Weapons Plant between 1952 and 1979, an increased number of deaths from benign and unspecified intracranial neoplasms was found. A case-control study nested within this cohort investigated the hypothesis that an association existed between brain tumor death and exposure to either internally deposited plutonium or external ionizing radiation. There was no statistically significant association found between estimated radiation exposure from internally deposited plutonium and the development of brain tumors. Exposure by job or work area showed no significant difference between the cohort and the control groups. An update of the study found elevated risk estimates for (1) all lymphopoietic neoplasms, and (2) all causes of death in employees with body burdens greater than or equal to two nanocuries of plutonium. There was an excess of brain tumors for the entire cohort. Similar cohort studies conducted on worker populations from other plutonium handling facilities have not yet shown any elevated risks for brain tumors. Historically, the Rocky Flats Nuclear Weapons Plant used large quantities of chemicals in their production operations. The use of solvents, particularly carbon tetrachloride, was unique to Rocky Flats. No investigation of the possible confounding effects of chemical exposures was done in the initial studies. The objectives of the present study are to (1) investigate the history of chemical use at the Rocky Flats facility; (2) locate and analyze chemical monitoring information in order to assess employee exposure to the chemicals that were used in the highest volume; and (3) determine the feasibility of establishing a chemical exposure assessment model that could be used in future epidemiology studies.

Environmental Management 1995 is the second report prepared in response to the requirements of the National Defense Authorization Act for Fiscal Year l994. The first report, Environmental Management 1994, was published in February 1994. This report is intended to provide a broad overview of the Environmental Management program`s activities in 1994, 1995, and 1996. The first section of this report describes the Department of Energy`s Environmental Management program. This is followed by a closer look at what the program is doing across the country, organized by region to help the reader identify and locate sites of interest. Within each region, details of the largest sites are followed by site summaries reported by State and a summary of activities under the Formerly Utilized Sites Remedial Action Program (FUSRAP) and Uranium Mill Tailings Remedial Action Project (UMTRA). For the purposes of this report, a ``site`` is a Department of Energy installation; a ``facility`` is a building located on a Department of Energy site; and an ``area`` is a geographical area, operable unit, or waste area group of unspecified dimension within a site. Throughout this report, ``year`` refers to the Federal Government`s Fiscal Year, which begins on October 1. For example, Fiscal Year 1995 began on October 1, 1994 and will end on September 30, 1995. Budget totals for Hanford include the Hanford Site and Richland Operations Office. The Idaho National Engineering Laboratory includes the Idaho Chemical Processing Plant and the Idaho Operations Office. Assessment of industrial attitudes toward generic research needs in tribology

Based on extended discussions during visits with 27 companies representing 13 different parts of the tribology industry (such as bearings, lubricants, coatings, powerplants), it is apparent that only a tiny fraction of the large sums publicly reported as R and D expenditures by industry are used to fund generic tribology research. For example, of the greater than $2 B expenditures reported for R and D in the lubricants sector for 1982, the estimated total for generic tribology research was $12 M. This was the largest expenditure in any sector of the tribology industry and one-third of the total of $36 M. In the automotive industry out of a reported expenditure of $4 B, the estimated generic tribology research was $3 M. In some segments of the tribology industry, for example coatings and filters, there were no expenditures on generic research. There was little tendency to improve the state of the art of the tribology industry through long-term investment in generic R and D in ways that would foster innovation and productivity of energy conservation technology. Expenditures were oriented to development of specific commercial and military products, or to basic research focused on unspecified far term results, although useful spin-off of military developments into commercial fields sometimes occurs. There was a broad consensus in the companies visited that existing research results were not always made easily accessible to potential users in industry. The implication was that industry might benefit more if a larger fraction of the funds were devoted to putting the research results into a form design and development engineers could more readily apply. The need for a more effective presentation of research results was expressed with greater urgency at the smaller companies, but there seemed to be a broad consensus on the need for improvement. Hydroacoustic Evaluation of Fish Passage Through Bonneville Dam in 2005

The Portland District of the U.S. Army Corps of Engineers requested that the Pacific Northwest National Laboratory (PNNL) conduct fish-passage studies at Bonneville Dam in 2005. These studies support the Portland District's goal of maximizing fish-passage efficiency (FPE) and obtaining 95% survival for juvenile salmon passing Bonneville Dam. Major passage routes include 10 turbines and a sluiceway at Powerhouse 1 (B1), an 18-bay spillway, and eight turbines and a sluiceway at Powerhouse 2 (B2). In this report, we present results of two studies related to juvenile salmonid passage at Bonneville Dam. The studies were conducted between April 16 and July 15, 2005, encompassing most of the spring and summer migrations. Studies included evaluations of (1) Project fish passage efficiency and other major passage metrics, and (2) smolt approach and fate at B1 Sluiceway Outlet 3C from the B1 forebay. Some of the large appendices are only presented on the compact disk (CD) that accompanies the final report. Examples include six large comma-separated-variable (.CSV) files of hourly fish passage, hourly variances, and Project operations for spring and summer from Appendix E, and large Audio Video Interleave (AVI) files with DIDSON-movie clips of the area upstream of B1 Sluiceway Outlet 3C (Appendix H). Those video clips show smolts approaching the outlet, predators feeding on smolts, and vortices that sometimes entrained approaching smolts into turbines. Technology Review of Nondestructive Methods for Examination of Water Intrusion Areas on Hanfords Double-Shell Waste Tanks

Under a contract with CH2M Hill Hanford Group, Inc., PNNL has performed a review of the NDE technology and methods for examination of the concrete dome structure of Hanfords double-shell tanks. The objective was to provide a matrix of methodologies that could be evaluated based on applicability, ease of deployment, and results that could provide information that could be used in the ongoing structural analysis of the tank dome. PNNL performed a technology evaluation with the objective of providing a critical literature review for all applicable technologies based on constraints provided by CH2M HILL. These constraints were not mandatory, but were desired. These constraints included performing the evaluation without removing any soil from the top of the tank, or if necessary, requesting that the hole diameter needed to gain access to evaluate the top of the tank structure to be no greater than approximately 12-in. in diameter. PNNL did not address the details of statistical sampling requirements as they depend on an unspecified risk tolerance. PNNL considered these during the technology evaluation and have reported the results in the remainder of this document. Many of the basic approaches to concrete inspection that were reviewed in previous efforts are still in use. These include electromagnetic, acoustic, radiographic, etc. The primary improvements in these tools have focused on providing quantitative image reconstruction, thus providing inspectors and analysts with three-dimensional data sets that allow for operator visualization of relevant abnormalities and analytical integration into structural performance models. Available instruments, such as radar used for bridge deck inspections, rely on post-processing algorithms and do not provide real-time visualization. Commercially available equipment only provides qualitative indications of relative concrete damage. It cannot be used as direct input for structural analysis to assess fitness for use and if necessary to de-rate critical components. There are currently no tools that automatically convert the NDE data to formats compatible with structural analysis programs. While radiographic techniques still provide significant advantages in spatial resolution, non-ionizing techniques are still preferred. Radar imagining in the 15 GHz has become the most useful. Unfortunately the algorithms and underlying assumptions used in these reconstructions are proprietary, and it is not possible to assess the quality and limitations of the analytical methods used to generate the derived structural data. The hypothesis that water intrusion may contribute to potential rebar corrosion of the tank domes provided the primary guidance in reviewing and evaluating available NDE technologies. Of primary concern is the need to employ technologies that provide the best opportunity for visualizing the rebar and providing quantitative data that can be integrated into structural analysis efforts to better understand and quantify the structural capacity of the domes. The conclusion is that an imaging system capable of locating and quantifying the distribution and conditions of the cement, aggregate, and rebar will provide the most valuable baseline upon which to build a case for the integrity of the structure. If successful, such a system would fulfill the need to incorporate valuable data into current structural load capacity analysis.

Description and crystal structure of nyholmite, a new mineral related to hureaulite, from Broken Hill, New South Wales, Australia

Nyholmite, Cd{sub 3}Zn{sub 2}(AsO{sub 3}OH){sub 2}(AsO{sub 4}){sub 2} {center_dot} 4H{sub 2}O, from the Block 14 Opencut, Broken Hill, New South Wales, Australia, is a new Cd-Zn arsenate species, isostructural with the minerals of the hureaulite group. The mineral occurs in a quartz-garnet-arsenopyrite matrix as white globules, tufted aggregates of fibrous crystals and radiating hemispheres of thin, colourless, bladed crystals. Associated minerals are goldquarryite, lavendulan-sampleite, scorodite-strengite and gypsum. Individual crystals are up to 0.2 mm in length and 0.05 mm across. The mineral is transparent to translucent with a vitreous lustre. It is brittle with an uneven fracture and a white streak. The Mohs hardness is 3-3.5 and the calculated density is 4.23 g cm{sup -3} for the empirical formula. Electron microprobe analyses yielded CdO 34.58, ZnO 9.72, MnO 3.59, CuO 3.39, Al{sub 2}O{sub 3} 0.20, CaO 0.16, PbO 0.37, As{sub 2}O{sub 5} 34.55, P{sub 2}O{sub 5} 6.29 totalling 92.85 wt.%. The empirical formula, based on 20 oxygen atoms, is Ca{sub 0.03}Pb{sub 0.02} Cd{sub 2.80}Al{sub 0.04}Zn{sub 1.24}-Cu{sub 0.44}Mn{sub 0.53}[(AsO{sub 4}){sub 3.13}(PO{sub 4}){sub 0.92}]{Sigma}{sub 4.05}H{sub 1.91} {center_dot} 3.79H{sub 2}O. Nyholmite is monoclinic, C2/c, a = 18.062(4) {angstrom}, b = 9.341(2) {angstrom}, c = 9.844(2) {angstrom}, {beta} = 96.17(3){sup o}, V = 1651.2(6) {angstrom}{sup 3} (single-crystal data, at 123 K). The six strongest lines in the X-ray powder diffraction pattern are [d({angstrom}),I,(hkl)]: 8.985,30,(200); 8.283, 85,(110); 6.169,25,(111); 4.878,25,(002); 3.234,100,(222, 420); 3.079,65,(222, 511); 2.976,45,(113). The crystal structure was solved by Patterson methods and refined using 2045 observed reflections to R1(F) = 3.73%. The structure is characterized by a kinked, five-membered chain of edge-sharing M{phi}{sub 6} ({phi} = unspecified anion) octahedra, or pentamer, that extends in the a direction. The pentamers link by sharing corners to form a sheet in the (001) plane. Pentamers are also linked, via corner-sharing, by (As,P)O{sub 4} groups forming thick slabs in the (001) plane. The slabs link in the c direction by cornersharing between octahedra and tetrahedra to form a dense heteropolyhedral framework. Moderate to weak hydrogen-bonding provides additional linkage between the slabs.
