    High frequency irradiance variability measured on the ground is caused by the formation, dissipation, and passage of clouds in the sky. If we can identify and associate different cloud types/patterns from satellite imagery, we may be able to predict irradiance variability in areas lacking sensors. With satellite imagery covering the entire U.S., this allows for more accurate integration planning and power flow modeling over wide areas. Satellite imagery from southern Nevada was analyzed at 15 minute intervals over a year. Methods for image stabilization, cloud detection, and textural classification of clouds were developed and tested. High Performance Computing parallel processing algorithms were also investigated and tested. Artificial Neural Networks using imagery as inputs were trained on ground-based measurements of irradiance to model the variability and were tested to show some promise as a means for predicting irradiance variability.

  4. The Potential Uses of Commercial Satellite Imagery in the Middle East

    It became clear during the workshop that the applicability of commercial satellite imagery to the verification of future regional arms control agreements is limited at this time. Non-traditional security topics such as environmental protection, natural resource management, and the development of infrastructure offer the more promising applications for commercial satellite imagery in the short-term. Many problems and opportunities in these topics are regional, or at least multilateral, in nature. A further advantage is that, unlike arms control and nonproliferation applications, cooperative use of imagery in these topics can be done independently of the formal Middle East Peace Process. The value of commercial satellite imagery to regional arms control and nonproliferation, however, will increase during the next three years as new, more capable satellite systems are launched. Aerial imagery, such as that used in the Open Skies Treaty, can also make significant contributions to both traditional and non-traditional security applications but has the disadvantage of requiring access to national airspace and potentially higher cost. There was general consensus that commercial satellite imagery is under-utilized in the Middle East and resources for remote sensing, both human and institutional, are limited. This relative scarcity, however, provides a natural motivation for collaboration in non-traditional security topics. Collaborations between scientists, businesses, universities, and non-governmental organizations can work at the grass-roots level and yield contributions to confidence building as well as scientific and economic results. Joint analysis projects would benefit the region as well as establish precedents for cooperation.

  5. Man-made objects cuing in satellite imagery

    We present a multi-scale framework for man-made structures cuing in satellite image regions. The approach is based on a hierarchical image segmentation followed by structural analysis. A hierarchical segmentation produces an image pyramid that contains a stack of irregular image partitions, represented as polygonized pixel patches, of successively reduced levels of detail (LOOs). We are jumping off from the over-segmented image represented by polygons attributed with spectral and texture information. The image is represented as a proximity graph with vertices corresponding to the polygons and edges reflecting polygon relations. This is followed by the iterative graph contraction based on Boruvka's Minimum Spanning Tree (MST) construction algorithm. The graph contractions merge the patches based on their pairwise spectral and texture differences. Concurrently with the construction of the irregular image pyramid, structural analysis is done on the agglomerated patches. Man-made object cuing is based on the analysis of shape properties of the constructed patches and their spatial relations. The presented framework can be used as pre-scanning tool for wide area monitoring to quickly guide the further analysis to regions of interest.

  6. PlumeSat: A Micro-Satellite Based Plume Imagery Collection Experiment

    This paper describes a technical approach to cost-effectively collect plume imagery of boosting targets using a novel micro-satellite based platform operating in low earth orbit (LEO). The plume collection Micro-satellite or PlueSat for short, will be capable of carrying an array of multi-spectral (UV through LWIR) passive and active (Imaging LADAR) sensors and maneuvering with a lateral divert propulsion system to different observation altitudes (100 to 300 km) and different closing geometries to achieve a range of aspect angles (15 to 60 degrees) in order to simulate a variety of boost phase intercept missions. The PlumeSat will be a cost effective platform to collect boost phase plume imagery from within 1 to 10 km ranges, resulting in 0.1 to 1 meter resolution imagery of a variety of potential target missiles with a goal of demonstrating reliable plume-to-hardbody handover algorithms for future boost phase intercept missions. Once deployed on orbit, the PlumeSat would perform a series phenomenology collection experiments until expends its on-board propellants. The baseline PlumeSat concept is sized to provide from 5 to 7 separate fly by data collects of boosting targets. The total number of data collects will depend on the orbital basing altitude and the accuracy in delivering the boosting target vehicle to the nominal PlumeSat fly-by volume.

  7. Unsupervised individual tree crown detection in high-resolution satellite imagery

    Rapidly and accurately detecting individual tree crowns in satellite imagery is a critical need for monitoring and characterizing forest resources. We present a two-stage semiautomated approach for detecting individual tree crowns using high spatial resolution (0.6 m) satellite imagery. First, active contours are used to recognize tree canopy areas in a normalized difference vegetation index image. Given the image areas corresponding to tree canopies, we then identify individual tree crowns as local extrema points in the Laplacian of Gaussian scale-space pyramid. The approach simultaneously detects tree crown centers and estimates tree crown sizes, parameters critical to multiple ecosystem models. Asmore » a demonstration, we used a ground validated, 0.6 m resolution QuickBird image of a sparse forest site. The two-stage approach produced a tree count estimate with an accuracy of 78% for a naturally regenerating forest with irregularly spaced trees, a success rate equivalent to or better than existing approaches. In addition, our approach detects tree canopy areas and individual tree crowns in an unsupervised manner and helps identify overlapping crowns. Furthermore, the method also demonstrates significant potential for further improvement.« less

  8. Retrieval Using Texture Features in High Resolution Multi-spectral Satellite Imagery

    Texture features have long been used in remote sensing applications to represent and retrieve image regions similar to a query region. Various representations of texture have been proposed based on the Fourier power spectrum, spatial co-occurrence, wavelets, Gabor filters, etc. These representations vary in their computational complexity and their suitability for representing different region types. Much of the work done thus far has focused on panchromatic imagery at low to moderate spatial resolutions, such as images from Landsat 1-7 which have a resolution of 15-30 m/pixel, and from SPOT 1-5 which have a resolution of 2.5-20 m/pixel. However, it is not clear which texture representation works best for the new classes of high resolution panchromatic (60-100 cm/pixel) and multi-spectral (4 bands for red, green, blue, and near infra-red at 2.4-4 m/pixel) imagery. It is also not clear how the different spectral bands should be combined. In this paper, we investigate the retrieval performance of several different texture representations using multi-spectral satellite images from IKONOS. A query-by-example framework, along with a manually chosen ground truth dataset, allows different combinations of texture representations and spectral bands to be compared. We focus on the specific problem of retrieving inhabited regions from images of urban and rural scenes. Preliminary results show that (1) the use of all spectral bands improves the retrieval performance, and (2) co-occurrence, wavelet and Gabor texture features perform comparably.

  9. Seasonally-managed wetland footprint delineation using Landsat ETM+ satellite imagery

    One major challenge in water resource management is the estimation of evapotranspiration losses from seasonally managed wetlands. Quantifying these losses is complicated by the dynamic nature of the wetlands’ areal footprint during the periods of flood-up and drawdown. In this study we present a data-lean solution to this problem using an example application in the San Joaquin River Basin of California, USA. Through analysis of high-resolution (30 meter) Landsat Enhanced Thematic Mapper Plus (ETM+) satellite imagery, we develop a metric for more fully capturing the extent of total flooded wetland area. The procedure is validated using year-long, continuously-logged field datasets at two separate wetlands within the study area. Based on this record, the proposed classification using a Landsat ETM+ Band 5 (mid-IR wavelength) to Band 2 (visible green wavelength) ratio improves estimates by 30-50% relative to previous attempts at wetland delineation. Requiring modest ancillary data, the results of our study provide a practical and efficient option for wetland management in data-sparse regions or un-gauged watersheds.

  10. Cost analysis of aerial photographic and satellite imagery for monitoring mined land reclamation

    Five sections of the Surface Mining Control and Reclamation Act of 1977 require information that is easily and efficiently obtainable by aerial photographic and remote sensing methods. Most states in which mining is important and to which the Act most specifically applies, maintain or have available to them aerial photographic or remotely sensed information of the type required. This information could be used to meet the requirements of the Act which call for monitoring reclamation progress, identifying land areas unsuitable for mining and determining land use prior to mining to name a few examples. At the regional scale, LANDSAT imagery of a scale of 1:250,000 provides a good combination of aerial coverage and detail for regional problem solving. At the local scale, such coverage as is provided by the Agricultural Stabilization and Conservation Service through their aerial observation method of compliance technique can supply local, detailed information to meet site specific needs.

  11. Assessment of acreage and vegetation change in Florida`s Big Bend tidal wetlands using satellite imagery

    Fluctuations in sea level and impending development on the west coast of Florida have aroused concern for the relatively pristine tidal marshes of the Big Bend. Landsat Thematic Mapper (TM) images for 1986 and 1995 are processed and evaluated for signs of change. The images cover 250 km of Florida`s Big Bend Gulf Coast, encompassing 160,000 acres of tidal marshes. Change is detected using the normalized difference vegetation index (NDVI) and land cover classification. The imagery shows negligible net loss or gain in the marsh over the 9-year period. However, regional changes in biomass are apparent and are due to natural disturbances such as low winter temperatures, fire, storm surge, and the conversion of forest to marsh. Within the marsh, the most prominent changes in NDVI and in land cover result from the recovery of mangroves from freezes, a decline of transitional upland vegetation, and susceptibility of the marsh edge and interior to variations in tidal flooding.

    Biofuels are important alternatives for meeting our future energy needs. Successful bioenergy crop production requires maintaining environmental sustainability and minimum impacts on current net annual food, feed, and fiber production. The objectives of this study were to: (1) determine under-productive areas within an agricultural field in a watershed using a single date; high resolution remote sensing and (2) examine impacts of growing bioenergy crops in the under-productive areas using hydrologic modeling in order to facilitate sustainable landscape design. Normalized difference indices (NDIs) were computed based on the ratio of all possible two-band combinations using the RapidEye and the National Agricultural Imagery Program images collected in summer 2011. A multiple regression analysis was performed using 10 NDIs and five RapidEye spectral bands. The regression analysis suggested that the red and near infrared bands and NDI using red-edge and near infrared that is known as the red-edge normalized difference vegetation index (RENDVI) had the highest correlation (R2 = 0.524) with the reference yield. Although predictive yield map showed striking similarity to the reference yield map, the model had modest correlation; thus, further research is needed to improve predictive capability for absolute yields. Forecasted impact using the Soil and Water Assessment Tool model of growing switchgrass (Panicum virgatum) on under-productive areas based on corn yield thresholds of 3.1, 4.7, and 6.3 Mg·ha-1 showed reduction of tile NO3-N and sediment exports by 15.9%–25.9% and 25%–39%, respectively. Corresponding reductions in water yields ranged from 0.9% to 2.5%. While further research is warranted, the study demonstrated the integration of remote sensing and hydrologic modeling to quantify the multifunctional value of projected future landscape patterns in a context of sustainable bioenergy crop production.

  1. Unsupervised Feature Learning for High-Resolution Satellite Image Classification

    The rich data provided by high-resolution satellite imagery allow us to directly model geospatial neighborhoods by understanding their spatial and structural patterns. In this paper we explore an unsupervised feature learning approach to model geospatial neighborhoods for classification purposes. While pixel and object based classification approaches are widely used for satellite image analysis, often these approaches exploit the high-fidelity image data in a limited way. In this paper we extract low-level features to characterize the local neighborhood patterns. We exploit the unlabeled feature measurements in a novel way to learn a set of basis functions to derive new features. The derived sparse feature representation obtained by encoding the measured features in terms of the learned basis function set yields superior classification performance. We applied our technique on two challenging image datasets: ORNL dataset representing one-meter spatial resolution satellite imagery representing five land-use categories and, UCMERCED dataset consisting of 21 different categories representing sub-meter resolution overhead imagery. Our results are highly promising and, in the case of UCMERCED dataset we outperform the best results obtained for this dataset. We show that our feature extraction and learning methods are highly effective in developing a detection system that can be used to automatically scan large-scale high-resolution satellite imagery for detecting large-facility.

    While typical SAR imaging employs a co-located (monostatic) RADAR transmitter and receiver, bistatic SAR imaging separates the transmitter and receiver locations. The transmitter and receiver geometry determines if the scattered signal is back scatter, forward scatter, or side scatter. The monostatic SAR image is backscatter. Therefore, depending on the transmitter/receiver collection geometry, the captured imagery may be quite different that that sensed at the monostatic SAR. This document presents imagery and image products formed from captured signals during the validation stage of the bistatic SAR research. Image quality and image characteristics are discussed first. Then image products such as two-color multi-view (2CMV) and coherent change detection (CCD) are presented.

    Synthetic satellite imagery can be employed to evaluate simulated cloud fields. Past studies have revealed that the Weather Research and Forecasting (WRF) WRF Single-Moment 6-class (WSM6) microphysics in WRF-ARW produces less upper level ice clouds within synthetic images compared to observations. Synthetic Geostationary Operational Environmental Satellite (GOES)-13 imagery at 10.7 ?m of simulated cloud fields from the 4 km National Severe Storms Laboratory (NSSL) WRF-ARW is compared to observed GOES-13 imagery. Histograms suggest that too few points contain upper level simulated ice clouds. In particular, side-by-side examples are shown of synthetic and observed convective anvils. Such images illustrate the lack of anvil cloud associated with convection produced by the NSSL WRF-ARW. A vertical profile of simulated hydrometeors suggests that too much cloud water mass may be converted into graupel mass, effectively reducing the main source of ice mass in a simulated anvil. Further, excessive accretion of ice by snow removes ice from an anvil by precipitation settling. Idealized sensitivity tests reveal that a 50% reduction of the conversion of cloud water mass to graupel and a 50% reduction of the accretion rate of ice by snow results in a significant increase in anvil ice of a simulated storm. Such results provide guidance as to which conversions could be reformulated, in a more physical manner, to increase simulated ice mass in the upper troposphere.

    Recently, many studies have provided abundant evidence to show the trend of tree mortality is increasing in many regions, and the cause of tree mortality is associated with drought, insect outbreak, or fire. Unfortunately, there is no current capability available to monitor vegetation changes, and correlate and predict tree mortality with CO{sub 2} change, and climate change on the global scale. Different survey platforms (methods) have been used for forest management. Typical ground-based forest surveys measure tree stem diameter, species, and alive or dead. The measurements are low-tech and time consuming, but the sample sizes are large, running into millions of trees, covering large areas, and spanning many years. These field surveys provide powerful ground validation for other survey methods such as photo survey, helicopter GPS survey, and aerial overview survey. The satellite imagery has much larger coverage. It is easier to tile the different images together, and more important, the spatial resolution has been improved such that close to or even higher than aerial survey platforms. Today, the remote sensing satellite data have reached sub-meter spatial resolution for panchromatic channels (IKONOS 2: 1 m; Quickbird-2: 0.61 m; Worldview-2: 0.5 m) and meter spatial resolution for multi-spectral channels (IKONOS 2: 4 meter; Quickbird-2: 2.44 m; Worldview-2: 2 m). Therefore, high resolution satellite imagery can allow foresters to discern individual trees. This vital information should allow us to quantify physiological states of trees, e.g. healthy or dead, shape and size of tree crowns, as well as species and functional compositions of trees. This is a powerful data resource, however, due to the vast amount of the data collected daily, it is impossible for human analysts to review the imagery in detail to identify the vital biodiversity information.   14. Learning Scene Categories from High Resolution Satellite Image for Aerial Video Analysis

    Automatic scene categorization can benefit various aerial video processing applications. This paper addresses the problem of predicting the scene category from aerial video frames using a prior model learned from satellite imagery. We show that local and global features in the form of line statistics and 2-D power spectrum parameters respectively can characterize the aerial scene well. The line feature statistics and spatial frequency parameters are useful cues to distinguish between different urban scene categories. We learn the scene prediction model from highresolution satellite imagery to test the model on the Columbus Surrogate Unmanned Aerial Vehicle (CSUAV) dataset ollected by high-altitude wide area UAV sensor platform. e compare the proposed features with the popular Scale nvariant Feature Transform (SIFT) features. Our experimental results show that proposed approach outperforms te SIFT model when the training and testing are conducted n disparate data sources.

    Currently, small Unmanned Aerial Vehicles (UAVs) are primarily used for capturing and down-linking real-time video. To date, their role as a low-cost airborne platform for capturing high-resolution, georeferenced still imagery has not been fully utilized. On-going work within the Unmanned Vehicle Systems Program at the Idaho National Laboratory (INL) is attempting to exploit this small UAV-acquired, still imagery potential. Initially, a UAV-based still imagery work flow model was developed that includes initial UAV mission planning, sensor selection, UAV/sensor integration, and imagery collection, processing, and analysis. Components to support each stage of the work flow are also being developed. Critical to use of acquired still imagery is the ability to detect changes between images of the same area over time. To enhance the analysts’ change detection ability, a UAV-specific, GIS-based change detection system called SADI or System for Analyzing Differences in Imagery is under development. This paper will discuss the associated challenges and approaches to collecting still imagery with small UAVs. Additionally, specific components of the developed work flow system will be described and graphically illustrated using varied examples of small UAV-acquired still imagery.

    We present results from an ongoing effort to extend neuromimetic machine vision algorithms to multispectral data using adaptive signal processing combined with compressive sensing and machine learning techniques. Our goal is to develop a robust classification methodology that will allow for automated discretization of the landscape into distinct units based on attributes such as vegetation, surface hydrological properties, and topographic/geomorphic characteristics. We use a Hebbian learning rule to build spectral-textural dictionaries that are tailored for classification. We learn our dictionaries from millions of overlapping multispectral image patches and then use a pursuit search to generate classification features. Land cover labelsmore » are automatically generated using unsupervised clustering of sparse approximations (CoSA). We demonstrate our method on multispectral WorldView-2 data from a coastal plain ecosystem in Barrow, Alaska. We explore learning from both raw multispectral imagery and normalized band difference indices. We explore a quantitative metric to evaluate the spectral properties of the clusters in order to potentially aid in assigning land cover categories to the cluster labels. In this study, our results suggest CoSA is a promising approach to unsupervised land cover classification in high-resolution satellite imagery.« less

    This slide presentation focuses on the growing role and importance of imagery analysis for IAEA safeguards applications and how commercial satellite imagery, together with the newly available geospatial tools, can be used to promote 'all-source synergy.' As additional sources of openly available information, satellite imagery in conjunction with the geospatial tools can be used to significantly augment and enhance existing information gathering techniques, procedures, and analyses in the remote detection and assessment of nonproliferation relevant activities, facilities, and programs. Foremost of the geospatial tools are the 'Digital Virtual Globes' (i.e., GoogleEarth, Virtual Earth, etc.) that are far better than previously used simple 2-D plan-view line drawings for visualization of known and suspected facilities of interest which can be critical to: (1) Site familiarization and true geospatial context awareness; (2) Pre-inspection planning; (3) Onsite orientation and navigation; (4) Post-inspection reporting; (5) Site monitoring over time for changes; (6) Verification of states site declarations and for input to State Evaluation reports; and (7) A common basis for discussions among all interested parties (Member States). Additionally, as an 'open-source', such virtual globes can also provide a new, essentially free, means to conduct broad area search for undeclared nuclear sites and activities - either alleged through open source leads; identified on internet BLOGS and WIKI Layers, with input from a 'free' cadre of global browsers and/or by knowledgeable local citizens (a.k.a.: 'crowdsourcing'), that can include ground photos and maps; or by other initiatives based on existing information and in-house country knowledge.     Human settlement regions with different physical and socio-economic attributes exhibit unique spatial characteristics that are often illustrated in high-resolution overhead imageries. For example- size, shape and spatial arrangements of man-made structures are key attributes that vary with respect to the socioeconomic profile of the neighborhood. Successfully modeling these attributes is crucial in developing advanced image understanding systems for interpreting complex aerial scenes. In this paper we present three different approaches to model the spatial context in the overhead imagery. First, we show that the frequency domain of the image can be used to model the spatial context [1]. The shape of the spectral energy contours characterize the scene context and can be exploited as global features. Secondly, we explore a discriminative framework based on the Conditional Random Fields (CRF) [2] to model the spatial context in the overhead imagery. The features derived from the edge orientation distribution calculated for a neighborhood and the associated class labels are used as input features to model the spatial context. Our third approach is based on grouping spatially connected pixels based on the low-level edge primitives to form support-regions [3]. The statistical parameters generated from the support-region feature distributions characterize different geospatial neighborhoods. We apply our approaches on high-resolution overhead imageries. We show that proposed approaches characterize the spatial context in overhead imageries.

    The amount of information available about urban traffic from aerial video imagery is extremely high. Here we discuss the collection of such video imagery from a helicopter platform with a low-cost sensor, and the post-processing used to correct radial distortion in the data and register it. The radial distortion correction is accomplished using a Harris model. The registration is implemented in a two-step process, using a globally applied polyprojective correction model followed by a fine scale local displacement field adjustment. The resulting cleaned-up data is sufficiently well-registered to allow subsequent straight-forward vehicle tracking.

    While collection capabilities have yielded an ever-increasing volume of aerial imagery, analytic techniques for identifying patterns in and extracting relevant information from this data have seriously lagged. The vast majority of imagery is never examined, due to a combination of the limited bandwidth of human analysts and limitations of existing analysis tools. In this report, we describe an alternative, novel approach to both encoding and analyzing aerial imagery, using the concept of a geospatial semantic graph. The advantages of our approach are twofold. First, intuitive templates can be easily specified in terms of the domain language in which an analyst converses. These templates can be used to automatically and efficiently search large graph databases, for specific patterns of interest. Second, unsupervised machine learning techniques can be applied to automatically identify patterns in the graph databases, exposing recurring motifs in imagery. We illustrate our approach using real-world data for Anne Arundel County, Maryland, and compare the performance of our approach to that of an expert human analyst.

    The Savannah River National Laboratory (SRNL) collected thermal imagery and ground truth data at two commercial power plant cooling lakes to investigate the applicability of laboratory empirical correlations between surface heat flux and wind speed, and statistics derived from thermal imagery. SRNL demonstrated in a previous paper [1] that a linear relationship exists between the standard deviation of image temperature and surface heat flux. In this paper, SRNL will show that the skewness of the temperature distribution derived from cooling lake thermal images correlates with instantaneous wind speed measured at the same location. SRNL collected thermal imagery, surface meteorology and water temperatures from helicopters and boats at the Comanche Peak and H. B. Robinson nuclear power plant cooling lakes. SRNL found that decreasing skewness correlated with increasing wind speed, as was the case for the laboratory experiments. Simple linear and orthogonal regression models both explained about 50% of the variance in the skewness - wind speed plots. A nonlinear (logistic) regression model produced a better fit to the data, apparently because the thermal convection and resulting skewness are related to wind speed in a highly nonlinear way in nearly calm and in windy conditions.

    The 1994 Loch Linnhe radar ocean imaging trials were held from September 4 through September 17. Two ships were used: the R.V. Colonel Templer, and the RMAS Collie. Thorn EMI, Inc., fielded a dual band, dual polarization radar on a hillside overlooking the loch. A primary purpose of the experiment was to obtain highly visible images of ship generated internal waves. Presented here is imagery for a few of the good ship runs, as well as a study of the environment of the visibility of ship generated internal waves.

    During the period, March 1997 – February 2006, the Principal Investigator and his research team co-authored 47 peer-reviewed papers and presented, at least, 138 papers at conferences, meetings, and workshops that were supported either in whole or in part by this agreement. We developed a state-of-the-art satellite cloud processing system that generates cloud properties over the Atmospheric Radiation (ARM) surface sites and surrounding domains in near-real time and outputs the results on the world wide web in image and digital formats. When the products are quality controlled, they are sent to the ARM archive for further dissemination. These products and raw satellite images can be accessed at http://cloudsgate2.larc.nasa.gov/cgi-bin/site/showdoc?docid=4&cmd=field-experiment-homepage&exp=ARM and are used by many in the ARM science community. The algorithms used in this system to generate cloud properties were validated and improved by the research conducted under this agreement. The team supported, at least, 11 ARM-related or supported field experiments by providing near-real time satellite imagery, cloud products, model results, and interactive analyses for mission planning, execution, and post-experiment scientific analyses. Comparisons of cloud properties derived from satellite, aircraft, and surface measurements were used to evaluate uncertainties in the cloud properties. Multiple-angle satellite retrievals were used to determine the influence of cloud structural and microphysical properties on the exiting radiation field.

    Laboratory experiments show a linear relationship between the total heat flux from a water surface to air and the standard deviation of the surface temperature field, {sigma}, derived from thermal images of the water surface over a range of heat fluxes from 400 to 1800 Wm{sup -2}. Thermal imagery and surface data were collected at two power plant cooling lakes to determine if the laboratory relationship between heat flux and {sigma} exists in large heated bodies of water. The heat fluxes computed from the cooling lake data range from 200 to 1400 Wm{sup -2}. The linear relationship between {sigma} and Q is evident in the cooling lake data, but it is necessary to apply band pass filtering to the thermal imagery to remove camera artifacts and non-convective thermal gradients. The correlation between {sigma} and Q is improved if a correction to the measured {sigma} is made that accounts for wind speed effects on the thermal convection. Based on more than a thousand cooling lake images, the correlation coefficients between {sigma} and Q ranged from about 0.8 to 0.9.

    The automatic detection, recognition , and segmentation of object classes in remote sensed images is of crucial importance for scene interpretation and understanding. However, it is a difficult task because of the high variability of satellite data. Indeed, the observed scenes usually exhibit a high degree of complexity, where complexity refers to the large variety of pictorial representations of objects with the same semantic meaning and also to the extensive amount of available det.ails. Therefore, there is still a strong demand for robust techniques for automatic information extraction and interpretation of satellite images. In parallel, there is a growing interest in techniques that can extract vector features directly from such imagery. In this paper, we investigate the problem of automatic hierarchical segmentation and vectorization of multispectral satellite images. We propose a new algorithm composed of the following steps: (i) a non-uniform sampling scheme extracting most salient pixels in the image, (ii) an anisotropic triangulation constrained by the sampled pixels taking into account both strength and directionality of local structures present in the image, (iii) a polygonal grouping scheme merging, through techniques based on perceptual information , the obtained segments to a smaller quantity of superior vectorial objects. Besides its computational efficiency, this approach provides a meaningful polygonal representation for subsequent image analysis and/or interpretation.

    This is the final report of a one-year, Laboratory-Directed Research and Development (LDRD) project at the Los Alamos National Laboratory (LANL). The project`s primary objective is to determine the technical feasibility of using satellite-based laser wind sensing systems for detailed study of winds, aerosols, and particulates around and downstream of suspected proliferation facilities. Extensive interactions with the relevant operational organization resulted in enthusiastic support and useful guidance with respect to measurement requirements and priorities. Four candidate wind sensing techniques were evaluated, and the incoherent Doppler technique was selected. A small satellite concept design study was completed to identify the technical issues inherent in a proof-of-concept small satellite mission. Use of a Mach-Zehnder interferometer instead of a Fabry-Perot would significantly simplify the optical train and could reduce weight, and possibly power, requirements with no loss of performance. A breadboard Mach-Zehnder interferometer-based system has been built to verify these predictions. Detailed plans were made for resolving other issues through construction and testing of a ground-based lidar system in collaboration with the University of Wisconsin, and through numerical lidar wind data assimilation studies.

    We use high-resolution simulations of the formation of the local group, post-processed by a radiative transfer code for UV photons, to investigate the reionization of the satellite populations of an isolated Milky Way-M31 galaxy pair in a variety of scenarios. We use an improved version of ATON which includes a simple recipe for radiative feedback. In our baseline models, reionization is initiated by low-mass, radiatively regulated halos at high redshift, until more massive halos appear, which then dominate and complete the reionization process. We investigate the relation between reionization history and present-day positions of the satellite population. We find that the average reionization redshift (z {sub r}) of satellites is higher near galaxy centers (MW and M31). This is due to the inside out reionization patterns imprinted by massive halos within the progenitor during the epoch of reionization, which end up forming the center of the galaxy. Due to incomplete dynamical mixing during galaxy assembly, these early patterns survive to present day, resulting in a clear radial gradient in the average satellite reionization redshift, up to the virial radius of MW and M31 and beyond. In the lowest emissivity scenario, the outer satellites are reionized about 180 Myr later than the inner satellites. This delay decreases with increasing source model emissivity, or in the case of external reionization by Virgo or M31, because reionization occurs faster overall and becomes spatially quasi-uniform at the highest emissivity.

    In 2009, we used the Subaru telescope to observe all the faint irregular satellites of Neptune for the first time since 2004. These observations extend the data arcs for Halimede, Psamathe, Sao, Laomedeia, and Neso from a few years to nearly a decade. We also report on a search for unknown Neptune satellites in a half-square degree of sky and a limiting magnitude of 26.2 in the R band. No new satellites of Neptune were found. We numerically integrate the orbits for the five irregulars and summarize the results of the orbital fits in terms of the state vectors, post-fit residuals, and mean orbital elements. Sao and Neso are confirmed to be Kozai librators, while Psamathe is a 'reverse circulator'. Halimede and Laomedeia do not seem to experience any strong resonant effects.

    This is a report by six US scientists and engineers concerning the current state of the art and projections of future Soviet satellite communications technologies. The panel members are experts in satellite stabilization, spacecraft environments, space power generation, launch systems, spacecraft communications sciences and technologies, onboard processing, ground stations, and other technologies that impact communications. The panel assessed the Soviet ability to support high-data-rate space missions at 128 Mbps by evaluating current and projected Soviet satellite communications technologies. A variety of space missions were considered, including Earth-to-Earth communications via satellites in geostationary or highly elliptical orbits, those missions that require space-to-Earth communications via a direct path and those missions that require space-to-Earth communications via a relay satellite. Soviet satellite communications capability, in most cases, is 10 years behind that of the United States and other industrialized nations. However, based upon an analysis of communications links needed to support these missions using current Soviet capabilities, it is well within the current Soviet technology to support certain space missions outlined above at rates of 128 Mbps or higher, although published literature clearly shows that the Soviet Union has not exceeded 60 Mbps in its current space system. These analyses are necessary but not sufficient to determine mission data rates, and other technologies such as onboard processing and storage could limit the mission data rate well below that which could actually be supported via the communications links. Presently, the Soviet Union appears to be content with data rates in the low-Earth-orbit relay via geostationary mode of 12 Mbps. This limit is a direct result of power amplifier limits, spacecraft antenna size, and the utilization of K{sub u}-band frequencies. 91 refs., 16 figs., 15 tabs.

    Satellite (SPOT XS and Landsat TM) and airborne multispectral (CASI) imagery was acquired from the Turks and Caicos Islands, British West Indies. The descriptive resolution and accuracy of each image type is compared for two applications: mangrove habitat mapping and the measurement of mangrove canopy characteristics (leaf area index and canopy closure). Mangroves could be separated from non-mangrove vegetation to an accuracy of only 57% with SPOT XS data but better discrimination could be achieved with either Landsat TM or CASI (in both cases accuracy was >90%). CASI data permitted a more accurate classification of different mangrove habitats than was possible using Landsat TM. Nine mangrove habitats could be mapped to an accuracy of 85% with the high-resolution airborne data compared to 31% obtained with TM. A maximum of three mangrove habitats were separable with Landsat TM: the accuracy of this classification was 83%. Measurement of mangrove canopy characteristics is achieved more accurately with CASI than with either satellite sensor, but high costs probably make it a less cost-effective option. The cost-effectiveness of each sensor is discussed for each application.
