    We examine the statistical number of states, from which statistical entropy can be derived, and we show that it is an explicit function of the metric and thus observer dependent. We find a constraint on a transformation of the metric that preserves the number of states but does not preserve curvature. In showing exactly how curvature independence arises in the conventional definition of statistical entropy, we gain a precise understanding of the direction in which it needs to be redefined in the treatment of black hole entropy.

    In October and November 1986, two secret U.S. Government operations were publicly exposed, potentially implicating Reagan Administration officials in illegal activities. These operations were the provision of assistance to the military activities of the Nicaraguan contra rebels during an October 1984 to October 1986 prohibition on such aid, and the sale of U.S. arms to Iran in contravention of stated U.S. policy and in possible violation of arms-export controls. In late November 1986, Reagan Administration officials announced that some of the proceeds from the sale of U.S. arms to Iran had been diverted to the contras. As a result, Attorney General Edwin Meese III sought the appointment of an independent counsel to investigate and prosecute possible crimes. Volume II contains indictments, plea agreements, interim reports to Congress and administrative matters from that investigation.

    The Bonneville Power Administration (BPA) contracted with the Pacific Northwest National Laboratory (PNNL) to provide technical analytical support for system-wide fish passage information (BPA Project No. 2006-010-00). The goal of this project was to produce rigorous technical analysis products using independent analysts and anonymous peer reviewers. In the past, regional parties have interacted with a single entity, the Fish Passage Center to access the data, analyses, and coordination related to fish passage. This project provided an independent technical source for non-routine fish passage analyses while allowing routine support functions to be performed by other well-qualified entities.

    In this first part of the book we shall study aspects of classical statistical physics that every physicist should know, but are not usually treated in elementary thermodynamics courses. Our study will lay the microphysical (particle-scale) foundations for the continuum physics of Parts II—VI. As a central feature of our approach, we shall emphasize the intimate connections between the relativistic formulation of statistical physics and its nonrelativistic limit, and between quantum statistical physics and the classical theory. Throughout, we shall presume that the reader is familiar with elementary thermodynamics, but not with other aspects of statistical physics. In Chap. 2 we will study kinetic theory — the simplest of all formalisms for analyzing systems of huge numbers of particles (e.g., molecules of air, or neutrons diffusing through a nuclear reactor, or photons produced in the big-bang origin of the Universe). In kinetic theory the key concept is the “distribution function ” or “number density of particles in phase space”, N; i.e., the number of particles per unit 3-dimensional volume of ordinary space and per unit 3-dimensional volume of momentum space.     In this first part of the book we shall study aspects of classical statistical physics that every physicist should know but are not usually treated in elementary thermodynamics courses. This study will lay the microphysical (particle-scale) foundations for the continuum physics of Parts II—VI.     Non-commutative quantum field theories and their global quantum group symmetries provide an intriguing attempt to go beyond the realm of standard local quantum field theory. A common feature of these models is that the quantum group symmetry of their Hilbert spaces induces additional structure in the multiparticle states which reflects a non-trivial momentum-dependent statistics. We investigate the properties of this "rainbow statistics" in the particular context of $\\kappa$-quantum fields and discuss the analogies/differences with models with twisted statistics.

    Randomness is an invaluable resource in today's life with a broad use reaching from numerical simulations through randomized algorithms to cryptography. However, on the classical level no true randomness is available and even the use of simple quantum devices in a prepare-measure setting suffers from lack of stability and controllability. This gave rise to a group of quantum protocols that provide randomness certified by classical statistical tests -- Device Independent Quantum Random Number Generators. In this paper we review the most relevant results in this field, which allow the production of almost perfect randomness with help of quantum devices, supplemented with an arbitrary weak source of additional randomness. This is in fact the best one could hope for to achieve, as with no starting randomness (corresponding to no free will in a different concept) even a quantum world would have a fully deterministic description.

    In this paper we explore stochastical and statistical properties of so-called recurring spike induced Kasner sequences. Such sequences arise in recurring spike formation, which is needed together with the more familiar BKL scenario to yield a complete description of generic spacelike singularities. In particular we derive a probability distribution for recurring spike induced Kasner sequences, complementing similar available BKL results, which makes comparisons possible. As examples of applications, we derive results for so-called large and small curvature phases and the Hubble-normalized Weyl scalar.

    The International Petroleum Statistics Report is a monthly publication that provides current international oil data. This report is published for the use of Members of Congress, Federal agencies, State agencies, industry, and the general public. Publication of this report is in keeping with responsibilities given the Energy Information Administration in Public Law 95-91. The International Petroleum Statistics Report presents data on international oil production, demand, imports, and stocks. The report has four sections. Section 1 contains time series data on world oil production, and on oil demand and stocks in the Organization for Economic Cooperation and Development (OECD). This section contains annual data beginning in 1985, and monthly data for the most recent two years. Section 2 presents an oil supply/demand balance for the world. This balance is presented in quarterly intervals for the most recent two years. Section 3 presents data on oil imports by OECD countries. This section contains annual data for the most recent year, quarterly data for the most recent two quarters, and monthly data for the most recent twelve months. Section 4 presents annual time series data on world oil production and oil stocks, demand, and trade in OECD countries. World oil production and OECD demand data are for the years 1970 through 1995; OECD stocks from 1973 through 1995; and OECD trade from 1985 through 1995.

    A statistical study of crumpled paper is allowed by a minimal 1D model: a self-avoiding line bent at sharp angles -- in which resides the elastic energy -- put in a confining potential. Many independent equilibrium configurations are generated numerically and their properties are investigated. At small confinement, the distribution of segment lengths is log-normal in agreement with previous predictions and experiments. At high confinement, the system approaches a jammed state with a critical behavior, whereas the length distribution follows a Gamma law which parameter is predicted as a function of the number of layers in the system.

    The purpose of this task was to perform an Independent Validation Review to evaluate the successful implementation and effectiveness of Safety Basis controls, including new and revised controls, to support the implementation of a new DSA/TSR for B239. This task addresses Milestone 2 of FY10 PEP 7.6.6. As the first IVR ever conducted on a LLNL nuclear facility, it was designated a pilot project. The review follows the outline developed for Milestone 1 of the PEP, which is based on the DOE Draft Guide for Performance of Independent Verification Review of Safety Basis Controls. A formal Safety Basis procedure will be developed later, based on the lessons learned with this pilot project. Note, this review is termed a ''Validation'' in order to be consistent with the PEP definition and address issues historically raised about verification mechanisms at LLNL. Validation is intended to confirm that implementing mechanisms realistically establish the ability of TSR LCO, administrative control or safety management program to accomplish its intended safety function and that the controls are being implemented. This effort should not, however, be confused with a compliance assessment against all relevant DOE requirements and national standards. Nor is it used as a vehicle to question the derivation of controls already approved by LSO unless a given TSR statement simply cannot be implemented as stated.

    It has been believed that statistical inequality such as Bell inequality should be modified once measurement independence (MI), the assumption that observers can freely choose measurement settings without changing the probability distribution of hidden variables, is relaxed. However, we show that there exists the possibility that Bell inequality is still valid even if MI is relaxed. MI is only a sufficient condition to derive Bell inequality when both determinism and setting independence, usually called as local realism, are satisfied. We thus propose a new condition necessary and sufficient for deriving Bell inequality, called as concealed measurement dependence.

    Certifying the entanglement of quantum states with Bell inequalities allows one to guarantee the security of quantum information protocols independently of imperfections in the measuring devices. Here we present a similar procedure for witnessing entangled measurements, which play a central role in many quantum information tasks. Our procedure is termed semi-device-independent, as it uses uncharacterized quantum preparations of fixed Hilbert space dimension. Using a photonic setup, we experimentally certify an entangled measurement using measurement statistics only. We also apply our techniques to certify unentangled but nevertheless inherently quantum measurements.

    The Bonneville Power Administration (BPA) contracted with the Pacific Northwest National Laboratory (PNNL) to provide technical analytical support for system-wide fish passage information (BPA Project No. 2006-010-00). The goal of this project was to produce rigorous technical analysis products using independent analysts and anonymous peer reviewers. This project provided an independent technical source for non-routine fish passage analyses while allowing routine support functions to be performed by other well-qualified entities. The Independent Technical Analysis Process (ITAP) was created to provide non-routine analysis for fish and wildlife agencies and tribes in particular and the public in general on matters related to juvenile and adult salmon and steelhead passage through the mainstem hydrosystem. The process was designed to maintain the independence of analysts and reviewers from parties requesting analyses, to avoid potential bias in technical products. The objectives identified for this project were to administer a rigorous, transparent process to deliver unbiased technical assistance necessary to coordinate recommendations for storage reservoir and river operations that avoid potential conflicts between anadromous and resident fish. Seven work elements, designated by numbered categories in the Pisces project tracking system, were created to define and accomplish project goals as follows: (1) 118 Coordination - Coordinate technical analysis and review process: (a) Retain expertise for analyst/reviewer roles. (b) Draft research directives. (c) Send directive to the analyst. (d) Coordinate two independent reviews of the draft report. (e) Ensure reviewer comments are addressed within the final report. (2) 162 Analyze/Interpret Data - Implement the independent aspects of the project. (3) 122 Provide Technical Review - Implement the review process for the analysts. (4) 132 Produce Annual Report - FY06 annual progress report with Pisces Disseminate (5) 161 Disseminate Raw/Summary Data and Results - Post technical products on the ITAP web site. (6) 185-Produce Pisces Status Report - Provide periodic status reports to BPA. (7) 119 Manage and Administer Projects - project/contract administration.

    Statistical convergence was introduced in connection with problems of series summation. The main idea of the statistical convergence of a sequence l is that the majority of elements from l converge and we do not care what is going on with other elements. We show (Section 2) that being mathematically formalized the concept of statistical convergence is directly connected to convergence of such statistical characteristics as the mean and standard deviation. At the same time, it known that sequences that come from real life sources, such as measurement and computation, do not allow, in a general case, to test whether they converge or statistically converge in the strict mathematical sense. To overcome limitations induced by vagueness and uncertainty of real life data, neoclassical analysis has been developed. It extends the scope and results of the classical mathematical analysis by applying fuzzy logic to conventional mathematical objects, such as functions, sequences, and series. The goal of this work is the further development of neoclassical analysis. This allows us to reflect and model vagueness and uncertainty of our knowledge, which results from imprecision of measurement and inaccuracy of computation. In the context on the theory of fuzzy limits, we develop the structure of statistical fuzzy convergence and study its properties.

    We investigate the statistical behaviors of 3D hairy black holes in the presence of a scalar field. The present study is made in terms of two relevant parameters: rotation parameter a and B parameter related to the scalar field. More precisely, we compute various statistical quantities including the partition function for non-charged and charged black hole solutions. Using a partition function calculation, we show that the probability is independent of a and B parameters.

    Statistical methods are central to safeguards work. Measurements forming the basis of much materials accountancy are not perfect - ``perfect`` in the sense of being error free. Other sessions in this course address the destructive and nondestructive measurement of nuclear material, together with the inherent limitations in those measurements. The bottom line is that measurement errors are a fact of life and, since we can`t eliminate them, we have to find a rational way to deal with them. Which leads to the world of statistics. Beyond dealing with measurement errors, another area of statistical application involves the sampling of items for verification. Inspectors from the IAEA and domestic regulatory agencies periodically visit operating facilities and make measurements of selected items. By comparing their own measured values to those declared by the facilities, increased confidence is obtained. If verification measurements were not expensive, time consuming, and disruptive to operations, perhaps verification of 100% of the inventories would be desirable. In reality, many constraints lead to inspection of only a portion of those inventories. Drawing inferences about a larger ``population`` of declared items in a facility based on verification information obtained from a sample of those items is a statistical problem. There are few texts on statistics in safeguards. The lengthy exposition ``IAEA Safeguards: Statistical Concepts and Techniques`` and the US NRC book edited by Bowen and Bennet are two good sources of general information. In the next section, the subject of measurement quality is addressed. The third section covers the evaluation of MUFs, and discusses the related subjects of error propagation and sequential analysis. The final section covers verification, inspection sample size calculations, and the D statistic. The text is written at an elementary level, with references to the safeguards literature for more detailed treatment.

    We apply a formalism of nonextensive statistical mechanics to experimental wall turbulence data, for the first time to our knowledge. Wind tunnel data for velocity differences a streamwise distance $r$ apart are compared to the prediction from theory as developed by Beck. The simplest theory, in which all free parameters are removed, is found to reproduce statistics for the wall-normal velocity component remarkably well, even for $r$ well beyond the corresponding integral scale, while the corresponding description of the streamwise velocity fluctuations is reasonable at separations below the integral scale. A least-squares 2-parameter fit is performed, and the dependence of the optimum parameter values on wall separation and $r$ is analysed. Both parameters are found to be approximately independent of wall-separation in the logarithmic sub-layer.

    The International Petroleum Statistics Report is a monthly publication that provides current international oil data. This report presents data on international oil production, demand, imports, exports and stocks. The report has four sections. Section 1 contains time series data on world oil production, and on oil demand and stocks in the Organization for Economic Cooperation and Development (OECD). Section 2 presents an oil supply/demand balance for the world, in quarterly intervals for the most recent two years. Section 3 presents data on oil imports by OECD countries. Section 4 presents annual time series data on world oil production and oil stocks, demand, and trade in OECD countries.

    The volume fluctuations in statistical mechanics are discussed. First, the volume fluctuations in ensembles with a fixed external pressure, the so called pressure ensembles, are considered. This section contains annual data beginning in 1985, and monthly data for the most recent two years. Section 2 presents an oil supply/demand balance for the world. This balance is presented in quarterly intervals for the most recent two years. Section 3 presents data on oil imports by OECD countries. This section contains annual data for the most recent year, quarterly data for the most recent two quarters, and monthly data for the most recent twelve months. Section 4 presents annual time series data on world oil production and oil stocks, demand, and trade in OECD countries. World oil production and OECD demand data are for the years 1970 through 1993; OECD stocks from 1973 through 1993; and OECD trade from 1983 through 1993. Data for the United States are developed by the Energy Information Administration`s (EIA) Office of Oil and Gas. Data for other countries are derived largely from published sources, including International Energy Agency publications, the EIA International Energy Annual, and the trade press. (See sources after each section.) All data are reviewed by the International Statistics Branch of EIA. All data have been converted to units of measurement familiar to the American public. Definitions of oil production and consumption are consistent with other EIA publications.

This section contains annual data for the most recent year, quarterly data for the most recent two quarters, and monthly data for the most recent twelve months. Section 4 presents annual time series data on world oil production and oil stocks, demand, and trade in OECD countries. Data for the United States are developed by the Energy Information Administration (EIA) Office of Oil and Gas. Data for other countries are derived largely from published sources including International Energy Agency publications, the EIA International Energy Annual, and the trade press. (See sources after each section). All data are reviewed by the International Statistics Branch of EIA. All data have been converted to units of measurement familiar to the American public. Definitions of oil production and consumption are consistent with other EIA publications.

    I review several issues related to statistical description of gravitating systems in both static and expanding backgrounds. After briefly reviewing the results for the static background, I concentrate on gravitational clustering of collisionless particles in an expanding universe. In particular, I describe (a) how the non linear mode-mode coupling transfers power from one scale to another in the Fourier space if the initial power spectrum is sharply peaked at a given scale and (b) the asymptotic characteristics of gravitational clustering which are independent of the initial conditions. Numerical simulations as well as analytic work shows that power transfer leads to a universal power spectrum at late times, somewhat reminiscent of the existence of Kolmogorov spectrum in fluid turbulence.

    It is demonstrated that any statistics can be represented by an attractor of the solution to a corresponding systen of ODE coupled with its Liouville equation. Such a non-Newtonian representation allows one to reduce foundations of statistics to better established foundations of ODE. In addition to that, evolution to the attractor reveals possible micro-mechanisms driving random events to the final distribution of the corresponding statistical law. Special attention is concentrated upon the power law and its dynamical interpretation: it is demonstrated that the underlying dynamics supports a " violent reputation" of the power law statistics.

    Approaches from statistical physics are applied to investigate the structure of network models whose growth rules mimic aspects of the evolution of the world-wide web. We first determine the degree distribution of a growing network in which nodes are introduced one at a time and attach to an earlier node of degree k with rate A_ksim k^gamma. Very different behaviors arise for gamma1. We also analyze the degree distribution of a heterogeneous network, the joint age-degree distribution, the correlation between degrees of neighboring nodes, as well as global network properties. An extension to directed networks is then presented. By tuning model parameters to reasonable values, we obtain distinct power-law forms for the in-degree and out-degree distributions with exponents that are in good agreement with current data for the web. Finally, a general growth process with independent introduction of nodes and links is investigated. This leads to independently growing sub-networks that may coalesce with other sub-networks. General results for both the size distribution of sub-networks and the degree distribution are obtained.

    This technical memorandum is intended to provide readers with information that may be useful in understanding the purposes, performance, and outcomes of the Department of Energy's (DOE's) Weatherization Assistance Program (Weatherization). Weatherization has been in operation for over thirty years and is the nation's largest single residential energy efficiency program. Its primary purpose, established by law, is 'to increase the energy efficiency of dwellings owned or occupied by low-income persons, reduce their total residential energy expenditures, and improve their health and safety, especially low-income persons who are particularly vulnerable such as the elderly, the handicapped, and children.' The American Reinvestment and Recovery Act PL111-5 (ARRA), passed and signed into law in February 2009, committed $5 Billion over two years to an expanded Weatherization Assistance Program. This has created substantial interest in the program, the population it serves, the energy and cost savings it produces, and its cost-effectiveness. This memorandum is intended to address the need for this kind of information. Statistically valid answers to many of the questions surrounding Weatherization and its performance require comprehensive evaluation of the program. DOE is undertaking precisely this kind of independent evaluation in order to ascertain program effectiveness and to improve its performance. Results of this evaluation effort will begin to emerge in late 2010 and 2011, but they require substantial time and effort. In the meantime, the data and statistics in this memorandum can provide reasonable and transparent estimates of key program characteristics. The memorandum is laid out in three sections. The first deals with some key characteristics describing low-income energy consumption and expenditures. The second section provides estimates of energy savings and energy bill reductions that the program can reasonably be presumed to be producing. The third section deals with estimates of program cost-effectiveness and societal impacts such as carbon reduction and reduced national energy consumption. Each of the sections is brief, containing statistics, explanatory graphics and tables as appropriate, and short explanations of the statistics in order to place them in context for the reader. The companion appendices at the back of the memorandum explain the methods and sources used in developing the statistics.

    We focus on the combined statistical and dynamical aspects of heavy ion induced reactions. The overall picture is illustrated by considering the reaction {sup 36}Ar + {sup 238}U at a projectile energy of 35 MeV/nucleon. We illustrate the time dependent bound excitation energy due to the fusion/relaxation dynamics as calculated with the Boltzmann master equation. An estimate of the mass, charge and excitation of an equilibrated nucleus surviving the fast (dynamic) fusion-relaxation process is used as input into an evaporation calculation which includes 20 heavy fragment exit channels. The distribution of excitations between residue and clusters is explicitly calculated, as is the further deexcitation of clusters to bound nuclei. These results are compared with the exclusive cluster multiplicity measurements of Kim et al., and are found to give excellent agreement. We consider also an equilibrated residue system at 25% lower initial excitation, which gives an unsatisfactory exclusive multiplicity distribution. This illustrates that exclusive fragment multiplicity may provide a thermometer for system excitation. This analysis of data involves successive binary decay with no compressional effects nor phase transitions. Several examples of primary versus final (stable) cluster decay probabilities for an A = 100 nucleus at excitations of 100 to 800 MeV are presented. From these results a large change in multifragmentation patterns may be understood as a simple phase space consequence, invoking neither phase transitions, nor equation of state information. These results are used to illustrate physical quantities which are ambiguous to deduce from experimental fragment measurements. 14 refs., 4 figs.
