    This document provides information obtained during the performance of risk assessment tasks in support of the Assurance Program for Remedial Action (APRA) sponsored by the Office of Operational Safety of the Department of Energy. We have presented a method for the estimation of projected health effects at properties in the vicinity of uranium mill tailing piles due to transported tailings or emissions from the piles. Because radon and radon daughter exposure is identified as the principal factor contributing to health effects at such properties, the basis for estimating lung cancer risk as a result of such exposure is discussed in detail. Modeling of health risk due to a secondary pathway, ingestion of contaminated, home-grown food products, is also discussed since it is a potentially important additional source of exposure in certain geographic locations. Risk assessment methods used in various mill tailings reports are reviewed. The protocols for radiological surveys conducted in DOE-sponsored remedial action programs are critically reviewed with respect to their relevance to the needs of health risk estimation. The relevance of risk assessment to the APRA program is discussed briefly.

    This report summarizes the Department of Energy Voluntary Protection Program (DOE-VPP) Review Team`s findings from the five-day onsite evaluation of the Weldon Spring Site Remedial Action Project (WSSRAP), conducted November 17--21, 1997. The site was evaluated against the program requirements contained in ``US Department of Energy Voluntary Protection Program, Part 1: Program Elements`` to determine its success in implementing the five tenets of DOE-VPP. DOE-VPP consists of three programs, with names and functions similar to those in OSHA`s VPP. These programs are STAR, MERIT, and DEMONSTRATION. The STAR program is the core of DOE-VPP. The program is aimed at truly outstanding protectors of employee safety and health. The MERIT program is a steppingstone for contractors and subcontractors that have good safety and health programs but need time and DOE guidance to achieve STAR status. The DEMONSTRATION program is rarely used; it allows DOE to recognize achievements in unusual situations about which DOE needs to learn more before determining approval requirements for the STAR status.

    The Corrective Action Investigation Plan for Corrective Action Unit 263, the Area 25 Building 4839 Leachfield, has been developed in accordance with the Federal Facility Agreement and Consent Order that was agreed to by the US Department of Energy, Nevada Operations Office; the Nevada Division of Environmental Protection; and the US Department of Defense. Corrective Action Unit 263 is comprised of the Corrective Action Site 25-05-04 sanitary leachfield and associated collection system. This Corrective Action Investigation Plan is used in combination with the Work Plan for Leachfield Corrective Action Units: Nevada Test Site and Tonopah Test Range, Nevada (DOE/NV, 1998d). The Leachfield Work Plan was developed to streamline investigations at Leachfield Corrective Action Units by incorporating management, technical, quality assurance, health and safety, public involvement, field sampling, and waste management information common to a set of Corrective Action Units with similar site histories and characteristics into a single document that can be referenced. This Corrective Action Investigation Plan provides investigative details specific to Corrective Action Unit 263. Corrective Action Unit 263 is located southwest of Building 4839, in the Central Propellant Storage Area. Operations in Building 4839 from 1968 to 1996 resulted in effluent releases to the leachfield and associated collection system. In general, effluent released to the leachfield consisted of sanitary wastewater from a toilet, urinal, lavatory, and drinking fountain located within Building 4839. The subsurface soils in the vicinity of the collection system and leachfield may have been impacted by effluent containing contaminants of potential concern generated by support activities associated with the Building 4839 operations.

    This Corrective Action Decision Document/Closure Report presents information supporting the closure of Corrective Action Unit (CAU) 567: Miscellaneous Soil Sites, Nevada National Security Site, Nevada. The purpose of this Corrective Action Decision Document/Closure Report is to provide justification and documentation supporting the recommendation that no further corrective action is needed for CAU 567 based on the implementation of the corrective actions. The corrective actions implemented at CAU 567 were developed based on an evaluation of analytical data from the CAI, the assumed presence of COCs at specific locations, and the detailed and comparative analysis of the CAAs. The CAAs were selected on technical merit focusing on performance, reliability, feasibility, safety, and cost. The implemented corrective actions meet all requirements for the technical components evaluated. The CAAs meet all applicable federal and state regulations for closure of the site. Based on the implementation of these corrective actions, the DOE, National Nuclear Security Administration Nevada Field Office provides the following recommendations: • No further corrective actions are necessary for CAU 567. • The Nevada Division of Environmental Protection issue a Notice of Completion to the DOE, National Nuclear Security Administration Nevada Field Office for closure of CAU 567. • CAU 567 be moved from Appendix III to Appendix IV of the FFACO.

Additional information will be obtained by conducting a corrective action investigation before evaluating corrective action alternatives and selecting the appropriate corrective action for each CAS. The results of the field investigation will support a defensible evaluation of viable corrective action alternatives that will be presented in the Corrective Action Decision Document. The sites will be investigated based on the data quality objectives (DQOs) developed on January 22, 2008, by representatives from the Nevada Division of Environmental Protection; U.S. Department of Energy (DOE), National Nuclear Security Administration Nevada Site Office; Stoller-Navarro Joint Venture; and National Security Technologies, LLC.     This paper provides a novel and comprehensive model?based assessment of possible outcomes of the Durban Platform negotiations with a focus on emissions reduction requirements, the consistency with the 2C target and global economic impacts. The Durban Action scenarios investigated in the LIMITS studyall assuming the implementation of comprehensive global emission reductions after 2020, but assuming different 2020 emission reduction levels and different long?term stabilization targetsshow that the probability of exceeding the 2C limit increases with stabilization target from below one third for 450?470 ppm to 40?60% for 490?510 ppm in 2100. Global time?averaged economic costs of the Durban Action scenarios are limited across models, and are largely unaffected by the stringency of 2020 pledges. By contrast, the economic impact of delaying action beyond 2030 is much stronger on transitional costs. The main significance of short term action in the period 2010?2030 lies in preparing the ground for steep emissions reductions thereafter by inducing global emissions to peak and decline. The institutional challenges of all scenarios with fragmented near?term climate policy can be expected to be high as reflected in a steep rise of carbon prices and decarbonization rates until 2040. We conclude that an agreement on comprehensive emissions reductions to be implemented from 2020 onwards has particular significance for meeting long term climate policy objectives.

    This Remedial Action Work Plan provides the framework for operation of the Idaho Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Disposal Facility Complex (ICDF). This facility includes (a) an engineered landfill that meets the substantial requirements of DOE Order 435.1, Resource Conservation and Recovery Act Subtitle C, Idaho Hazardous Waste Management Act, and Toxic Substances Control Act polychlorinated biphenyl landfill requirements; (b) centralized receiving, inspections, administration, storage/staging, and treatment facilities necessary for CERCLA investigation-derived, remedial, and removal waste at the Idaho National Laboratory (INL) prior to final disposition in the disposal facility or shipment off-Site; and (c) an evaporation pond that has been designated as a corrective action management unit. The ICDF Complex, including a buffer zone, will cover approximately 40 acres, with a landfill disposal capacity of approximately 510,000 yd3. The ICDF Complex is designed and authorized to accept INL CERCLA-generated wastes, and includes the necessary subsystems and support facilities to provide a complete waste management system. This Remedial Action Work Plan presents the operational approach and requirements for the various components that are part of the ICDF Complex. Summaries of the remedial action work elements are presented herein, with supporting information and documents provided as appendixes to this work plan that contain specific detail about the operation of the ICDF Complex. This document presents the planned operational process based upon an evaluation of the remedial action requirements set forth in the Operable Unit 3-13 Final Record of Decision.

    Corrective Action Unit 374 is located in Areas 18 and 20 of the Nevada Test Site, which is approximately 65 miles northwest of Las Vegas, Nevada. Corrective Action Unit 374 comprises the five corrective action sites (CASs) listed below: • 18-22-05, Drum • 18-22-06, Drums (20) • 18-22-08, Drum • 18-23-01, Danny Boy Contamination Area • 20-45-03, U-20u Crater (Schooner) These sites are being investigated because existing information on the nature and extent of potential contamination is insufficient to evaluate and recommend corrective action alternatives (CAAs). Additional information will be obtained by conducting a corrective action investigation before evaluating CAAs and selecting the appropriate corrective action for each CAS. The results of the field investigation will support a defensible evaluation of viable CAAs that will be presented in the Corrective Action Decision Document. The sites will be investigated based on the data quality objectives (DQOs) developed on October 20, 2009, by representatives of the Nevada Division of Environmental Protection and the U.S. Department of Energy (DOE), National Nuclear Security Administration Nevada Site Office. The DQO process was used to identify and define the type, amount, and quality of data needed to develop and evaluate appropriate corrective actions for CAU 374.

    In 1991, in order to provide BPA's management with environmental information for decision making, and to comply with the National Environmental Policy Act (NEPA) of 1969, BPA completed 15 environmental impact evaluations and decision documents, with many more in progress. BPA received the results of two US Department of Energy (DOE) environmental management audits, which noted areas for improvement in our operations. We completed Action Plans in response to each DOE report. We received one administrative complaint from the US Environmental Protection Agency (EPA) concerning a 1990 spill in Arlington, Oregon, caused by a BPA subcontractor. BPA responded promptly to EPA's findings and concerns. There were 32 new spill/release incidents, most involving failure of Polychlorinated biphenyl (PCB) capacitors. Cleanup of these spills/releases has proceeded satisfactorily. BPA continued vigorous efforts to clean up substations contaminated with residuals of oil and PCB from past spills. BPA took several actions to improve our environmental performance with respect to water quality. The BPA environmental team developed a long-term schedule for environmental appraisals and audits, identifying facilities and projects that will receive audits through 1996.

    This Corrective Action Decision Document/Closure Report (CADD/CR) was prepared by the Defense Threat Reduction Agency (DTRA) for Corrective Action Unit (CAU) 383, Area 12 E-Tunnel Sites, which is the joint responsibility of DTRA and the U.S. Department of Energy (DOE), National Nuclear Security Administration Nevada Site Office (NNSA/NSO). This CADD/CR is consistent with the requirements of the Federal Facility Agreement and Consent Order (FFACO) agreed to by the State of Nevada, the DOE, and the U.S. Department of Defense. Corrective Action Unit 383 is comprised of three Corrective Action Sites (CASs) and two adjacent areas: • CAS 12-06-06, Muckpile • CAS 12-25-02, Oil Spill • CAS 12-28-02, Radioactive Material • Drainage below the Muckpile • Ponds 1, 2, and 3 The purpose of this CADD/CR is to provide justification and documentation to support the recommendation for closure with no further corrective action, by placing use restrictions at the three CASs and two adjacent areas of CAU 383.
