    Lantz, R.; Buss, D.F.

    1990-12-01T23:59:59.000Z

The state passed the Illinois Groundwater Protection Act (IGPA) in September 1987, which among other things, directed the Illinois Environmental Protection Agency (IEPA) to develop groundwater classification system and nondegradation procedures. The IGPA also mandated that the Illinois Department of Energy and Natural Resources conduct an Economic Impact Study of the IEPA's proposed regulations. The report also analyzed alternatives considered during the development of the Code 620 regulations in addition to the final outcome. The proposed regulations would establish a groundwater classification which would be partially use-based and partially water quality-based. Numeric groundwater quality standards are also established which apply to General Resource and Potable Resource Groundwater. Cleanup criteria are identified for sites of contamination. As determined by this investigation, the most significant costs of the IEPA's proposed regulations could be expected to be groundwater remediation costs, which are those costs associated with returning contaminated groundwater to compliance with the standards.

The purpose of this project was to investigate metal-induced crystallization of amorphous silicon at low temperatures using excitation sources such as laser and rapid thermal annealing, as well as, electric field. Deposition of high quality crystalline silicon at low temperatures allows the use of low cost soda-lime glass and polymeric films for economically viable photovoltaic solar cells and low cost large area flat panel displays. In light of current and expected demands on Si supply due to expanding use of consumer electronic products throughout the world and the incessant demand for electric power the need for developing high grade Si thin films on low cost substrate becomes even more important. We used hydrogenated and un-hydrogenated amorphous silicon deposited by plasma enhanced chemical vapor deposition and sputtering techniques (both of which are extensively used in electronic and solar cell industries) to fabricate nano-crystalline, poly-crystalline (small as well as large grain), and single-crystalline (epitaxial) films at low temperatures. We demonstrated Si nanowires on flat surfaces that can be used for fabricating nanometer scale transistors. We also demonstrated lateral crystallization using Al with and without an applied electric field. These results are critical for high mobility thin film transistors (TFT) for large area display applications. Large grain silicon (~30-50 m grain size for < 0.5 m thick films) was demonstrated on glass substrates at low temperatures. We also demonstrated epitaxial growth of silicon on (100) Si substrates at temperatures as low as 450?C. Thin film Si solar cells are being projected as the material of choice for low cost high efficiency solar cells when properly coupled with excellent light-trapping schemes. Ar ion laser (CW) was shown to produce dendritic nanowire structures at low power whereas at higher powers yielded continuous polycrystalline films. The power density required for films in contact with Al was demonstrated to be at least two orders of magnitude lower that that reported in the literature before. Polysilicon was successfully achieved on polyimide (Kapton) films. Thin film Si solar cells on lightweight stoable polymer offer great advantage for terrestrial and space power applications. In summary we have demonstrated through this research the viability of producing low cost nano-, poly-, and epitaxial Si material on substrates of choice for applications in economically viable environmentally friendly sustainable solar power systems. This truly enabling technology has widespread applications in multibillion dollar electronic industry and consumer products.

  13. NEW - DOE O 422.1 Admin Chg 2, Conduct of Operations

Broader source: Directives, Delegations, and Requirements [Office of Management (MA)]

The objective of this Order is to define the requirements for establishing and implementing Conduct of Operations Programs at Department of Energy (DOE), including National Nuclear Security Administration (NNSA), facilities and projects. A Conduct of Operations Program consists of formal documentation, practices, and actions implementing disciplined and structured operations that support mission success and promote worker, public, and environmental protection. The goal is to minimize the likelihood and consequences of human fallibility or technical and organizational system failures. Conduct of Operations is one of the safety management programs recognized in the Nuclear Safety Rule [Title 10 Code of Federal Regulations (CFR) Part 830, Nuclear Safety Management], but it also supports safety and mission success for a wide range of hazardous, complex, or mission-critical operations, and some conduct of operations attributes can enhance even routine operations. It supports the Integrated Safety Management (ISM) System by providing concrete techniques and practices to implement the ISM Core Functions of Develop and Implement Hazard Controls and Perform Work Within Controls. It may be implemented through facility policies, directives, plans, and safety management systems and need not be a stand-alone program.

    Nelson, R.N. (ed.)

    1985-05-01T23:59:59.000Z

This publication lists all report number codes processed by the Office of Scientific and Technical Information. The report codes are substantially based on the American National Standards Institute, Standard Technical Report Number (STRN)-Format and Creation Z39.23-1983. The Standard Technical Report Number (STRN) provides one of the primary methods of identifying a specific technical report. The STRN consists of two parts: The report code and the sequential number. The report code identifies the issuing organization, a specific program, or a type of document. The sequential number, which is assigned in sequence by each report issuing entity, is not included in this publication. Part I of this compilation is alphabetized by report codes followed by issuing installations. Part II lists the issuing organization followed by the assigned report code(s). In both Parts I and II, the names of issuing organizations appear for the most part in the form used at the time the reports were issued. However, for some of the more prolific installations which have had name changes, all entries have been merged under the current name.

The purposes of the Lawrence Livermore National Laboratory Environmental Report 2008 are to record Lawrence Livermore National Laboratory's (LLNL's) compliance with environmental standards and requirements, describe LLNL's environmental protection and remediation programs, and present the results of environmental monitoring at the two LLNL sites - the Livermore site and Site 300. The report is prepared for the U.S. Department of Energy (DOE) by LLNL's Environmental Protection Department. Submittal of the report satisfies requirements under DOE Order 231.1A, Environmental Safety and Health Reporting, and DOE Order 5400.5, Radiation Protection of the Public and Environment. The report is distributed electronically and is available at https://saer.lln.gov/, the website for the LLNL annual environmental report. Previous LLNL annual environmental reports beginning in 1994 are also on the website. Some references in the electronic report text are underlined, which indicates that they are clickable links. Clicking on one of these links will open the related document, data workbook, or website that it refers to. The report begins with an executive summary, which provides the purpose of the report and an overview of LLNL's compliance and monitoring results. The first three chapters provide background information: Chapter 1 is an overview of the location, meteorology, and hydrogeology of the two LLNL sites; Chapter 2 is a summary of LLNL's compliance with environmental regulations; and Chapter 3 is a description of LLNL's environmental programs with an emphasis on the Environmental Management System including pollution prevention. The majority of the report covers LLNL's environmental monitoring programs and monitoring data for 2008: effluent and ambient air (Chapter 4); waters, including wastewater, storm water runoff, surface water, rain, and groundwater (Chapter 5); and terrestrial, including soil, sediment, vegetation, foodstuff, ambient radiation, and special status wildlife and plants (Chapter 6). Complete monitoring data, which are summarized in the body of the report, are provided in Appendix A. The remaining three chapters discuss the radiological impact on the public from LLNL operations (Chapter 7), LLNL's groundwater remediation program (Chapter 8), and quality assurance for the environmental monitoring programs (Chapter 9). The report uses Systeme International units, consistent with the federal Metric Conversion Act of 1975 and Executive Order 12770, Metric Usage in Federal Government Programs (1991). For ease of comparison to environmental reports issued prior to 1991, dose values and many radiological measurements are given in both metric and U.S. customary units. A conversion table is provided in the glossary. The report is the responsibility of LLNL's Environmental Protection Department. Monitoring data were obtained through the combined efforts of the Environmental Protection Department; Environmental Restoration Department; Physical and Life Sciences Environmental Monitoring Radiation Laboratory; and the Hazards Control Department.

Brookhaven National Laboratory (BNL) prepares an annual Site Environmental Report (SER) in accordance with DOE Order 231.1A, Environment, Safety and Health Reporting of the U.S. Department of Energy. The report is written to inform the public, regulators, employees, and other stakeholders of the Laboratory's environmental performance during the calendar year in review. Volume I of the SER summarizes environmental data; environmental management performance; compliance with applicable DOE, federal, state, and local regulations; and performance in restoration and surveillance monitoring programs. BNL has prepared annual SERs since 1971 and has documented nearly all of its environmental history since the Laboratory's inception in 1947. Volume II of the SER, the Groundwater Status Report, also is prepared annually to report on the status of and evaluate the performance of groundwater treatment systems at the Laboratory. Volume II includes detailed technical summaries of groundwater data and its interpretation, and is intended for internal BNL users, regulators, and other technically oriented stakeholders. A brief summary of the information contained in Volume II is included in Chapter 7, Groundwater Protection, of this volume. Both reports are available in print and as downloadable files on the BNL web page at http://www.bnl.gov/ewms/ser/. An electronic version on compact disc is distributed with each printed report. In addition, a summary of Volume I is prepared each year to provide a general overview of the report, and is distributed with a compact disc containing the full report. BNL is operated and managed for DOE's Office of Science by Brookhaven Science Associates (BSA), a partnership formed by Stony Brook University and Battelle Memorial Institute. For more than 60 years, the Laboratory has played a lead role in the DOE Science and Technology mission and continues to contribute to the DOE missions in energy resources, environmental quality, and national security. BNL manages its world-class scientific research with particular sensitivity to environmental issues and community concerns. The Laboratory's motto, 'Exploring Life's Mysteries...Protecting its Future,' and its Environmental, Safety, Security and Health Policy reflect the commitment of BNL's management to fully integrate environmental stewardship into all facets of its mission and operations.

    1996-10-01T23:59:59.000Z

This report summarizes experimental and theoretical work in basic nuclear physics carried out between October 1, 1995, the closing of our last Progress Report, and September 30, 1996 at the Nuclear Physics Laboratory of the University of Colorado, Boulder, under contracts DE-FG03-93ER-40774 and DE-FG03-95ER-40913 with the United States Department of Energy. The experimental contract supports broadly-based experimental research in intermediate energy nuclear physics. This report includes results from studies of Elementary Systems involving the study of the structure of the nucleon via polarized high-energy positron scattering (the HERMES experiment) and lower energy pion scattering from both polarized and unpolarized nucleon targets. Results from pion- and kaon-induced reactions in a variety of nuclear systems are reported under the section heading Meson Reactions; the impact of these and other results on understanding the nucleus is presented in the Nuclear Structure section. In addition, new results from scattering of high-energy electrons (from CEBAF/TJNAF) and pions (from KEK) from a broad range of nuclei are reported in the section on Incoherent Reactions. Finally, the development and performance of detectors produced by the laboratory are described in the section titled Instrumentation.

    2009-08-11T23:59:59.000Z

Since this report was originally issued in 2001, several options proposed for increasing double-shell tank (DST) storage space were implemented or are in the process of implementation. Changes to the single-shell tank (SST) waste retrieval schedule, completion of DST space saving options, and the DST space saving options in progress have delayed the projected shortfall of DST storage space from the 2007-2011 to the 2018-2025 timeframe (ORP-11242, River Protection Project System Plan). This report reevaluates options from Rev. 0 and includes evaluations of new options for alleviating projected restrictions on SST waste retrieval beginning in 2018 because of the lack of DST storage space.

The DEWPOINT (Directed Energy POwer INTegration) program was aimed at providing the large amounts of electric power required for a laser or accelerator based in space, or on an aircraft or satellite platform. This is our final report on our efforts as a part of this program which was cancelled before completion. This report summarizes the entire scope of effort funded by this program. It also includes some related information on cryogenically cooled microchannel heatsinks which was funded internally by LLNL. Specifically, the DEWPOINT program was to provide the electrical power for the proposed Neutral Particle Beam weapon system of the Strategic Defense Initiative. The Neutral Particle Beam called for a space-based accelerator driven by radio frequency power sources. The radio frequency solid-state power amplifiers generate waste heat which must be dissipated.

The purpose of the ''Criticality Model Report'' is to validate the MCNP (CRWMS M&O 1998h) code's ability to accurately predict the effective neutron multiplication factor (k{sub eff}) for a range of conditions spanned by various critical configurations representative of the potential configurations commercial reactor assemblies stored in a waste package may take. Results of this work are an indication of the accuracy of MCNP for calculating eigenvalues, which will be used as input for criticality analyses for spent nuclear fuel (SNF) storage at the proposed Monitored Geologic Repository. The scope of this report is to document the development and validation of the criticality model. The scope of the criticality model is only applicable to commercial pressurized water reactor fuel. Valid ranges are established as part of the validation of the criticality model. This model activity follows the description in BSC (2002a).

The FEMP is a Department of Energy (DOE)-owned facility that produced high-quality uranium metals for military defense for nearly 40 years. DOE suspended production at the FEMP in 1989 and formally ended production in 1991. Although production activities have ceased, the site continues to examine the air and liquid pathways as possible routes through which pollutants from past operations and current remedial activities may leave the FEMP. The Site Environmental Report (SER) is prepared annually in accordance with DOE Order 5400.1, General Environmental Protection Program. This 1996 SER provides the general public as well as scientists and engineers with the results from the ongoing Environmental Monitoring Program. Also included in this report is information concerning the FEMP progress toward achieving full compliance with requirements set forth by DOE, U.S. Environmental Protection Agency (EPA), and Ohio EPA (OEPA). For some readers, the highlights provided in this Executive Summary may provide sufficient information. Many readers, however, may wish are presented here. The Fernald site is a Department of Energy (DOE)-owned facility that produced high-quality uranium metals for military defense for nearly 40 years. DOE suspended production at the site in 1989 and formally ended production in 1991. Although production activities have ceased, the site continues to examine the air and liquid pathways as possible routes through which pollutants from past operations and current remedial activities may leave the site. The Site Environmental Report (SER) is prepared annually in accordance with DOE Order 5400.1, General Environmental Protection Program. This 1994 SER provides the general public as well as scientists and engineers with the results from the site`s ongoing Environmental Monitoring Program. Also included in this report is information concerning the site`s progress toward achieving full compliance with requirements set forth by DOE, U.S. Environmental Protection Agency (USEPA), and Ohio EPA (OEPA). For some readers, the highlights provided in this Executive Summary may provide sufficient information. Many readers, however, may wish to read more detailed descriptions of the information than those which are presented here. All information presented in this summary is discussed more fully in the main body of this report.

New and novel material and process technologies applied in wind blade designs and production are critical to increasing the competitiveness of wind power generation against traditional sources of energy. In this project, through collaboration between PPG Industries and MAG Industrial Automation Systems, the potential of using automated manufacturing for the production of fiber glass composite wind blades was evaluated from both technical and economic points of view. Further, it was demonstrated that by modifying the standard blade raw material forms through the use of cost effective pre-impregnated rovings coupled with using an automated fiber placement machine to lay up the parts, it is possible to produce state of the art composite laminates with significantly improved mechanical performance and with higher processing rates than standard blade production technology allows for today, thereby lowering the cost of energy over turbine blades made using traditional processes and materials. In conformity with the scope of work of the submitted proposal, the project team completed each task and documented and reported its findings on the appropriate quarterly report submitted to the DOE project team. The activities and this report are divided into 5 subtasks: (1) Material Investigation - Reviews traditional materials and key specifications and testing methods; (2) Manufacturing and Automation - Identifies new candidate material forms and automated layup processes; (3) Process Development - Performs trials of candidate materials and processes; (4) Predictive Analysis - Assesses impact of new material forms and automated processes on a model blade design; and (5) Feasibility Assessment - Compares traditional manufacturing processes and materials to new candidate material forms and automated processes.

High-level radioactive waste (HLW) stored at the Idaho Chemical Processing Plant (ICPP) in the form of calcine and liquid and liquid sodium-bearing waste (SBW) will be processed to provide a stable waste form and prepare the waste to be transported to a permanent repository. Because a permanent repository will not be available when the waste is processed, the waste must be stored at ICPP in an Interim Storage Facility (ISF). This report documents consideration of an ISF for each of the waste processing options under consideration.

The Yucca Mountain Project is entering a the license application (LA) stage in its mission to develop the nation's first underground nuclear waste repository. After a number of years of gathering data related to site characterization, including activities ranging from laboratory and site investigations, to numerical modeling of processes associated with conditions to be encountered in the future repository, the Project is realigning its activities towards the License Application preparation. At the current stage, the major efforts are directed at translating the results of scientific investigations into sets of data needed to support the design, and to fulfill the licensing requirements and the repository design activities. This document addresses the program need to address specific technical questions so that an assessment can be made about the suitability and adequacy of data to license and construct a repository at the Yucca Mountain Site. In July 2002, the U.S. Nuclear Regulatory Commission (NRC) published an Integrated Issue Resolution Status Report (NRC 2002). Included in this report were the Repository Design and Thermal-Mechanical Effects (RDTME) Key Technical Issues (KTI). Geotechnical agreements were formulated to resolve a number of KTI subissues, in particular, RDTME KTIs 3.04, 3.05, 3.07, and 3.19 relate to the physical, thermal and mechanical properties of the host rock (NRC 2002, pp. 2.1.1-28, 2.1.7-10 to 2.1.7-21, A-17, A-18, and A-20). The purpose of the Subsurface Geotechnical Parameters Report is to present an accounting of current geotechnical information that will help resolve KTI subissues and some other project needs. The report analyzes and summarizes available qualified geotechnical data. It evaluates the sufficiency and quality of existing data to support engineering design and performance assessment. In addition, the corroborative data obtained from tests performed by a number of research organizations is presented to reinforce conclusions derived from the pool of data gathered within a full QA-controlled domain. An evaluation of the completeness of the current data is provided with respect to the requirements for geotechnical data to support design and performance assessment.
