    A multi-dimensional user oriented synthetic environment system allows application programs to be programmed and accessed with input/output device independent, generic functional commands which are a distillation of the actual functions performed by any application program. A shared memory structure allows the translation of device specific commands to device independent, generic functional commands. Complete flexibility of the mapping of synthetic environment data to the user is thereby allowed. Accordingly, synthetic environment data may be provided to the user on parallel user information processing channels allowing the subcognitive mind to act as a filter, eliminating irrelevant information and allowing the processing of increase amounts of data by the user. The user is further provided with a craft surrounding the user within the synthetic environment, which craft, imparts important visual referential an motion parallax cues, enabling the user to better appreciate distances and directions within the synthetic environment. Display of this craft in close proximity to the user's point of perspective may be accomplished without substantially degrading the image resolution of the displayed portions of the synthetic environment.

    Xgrid, with a capital-X is the name for Apple's grid computing system. With a lower case x, xgrid is the name of the command line utility that clients can use, among other ways, to submit jobs to a controller. An Xgrid divides into three logical components: Agent, Controller and Client. Client computers submit jobs (a set of tasks) they want run to a Controller computer. The Controller queues the Client jobs and distributes tasks to Agent computers. Agent computers run the tasks and report their output and status back to the controller where it is stored until deleted by the Client. The Clients can asynchronously query the controller about the status of a job and the results. Any OSX computer can be any of these. A single mac can be more than one: it's possible to be Agent, Controller and Client at the same time. There is one Controller per Grid. Clients can submit jobs to Controllers of different grids. Agents can work for more than one grid. Xgrid's setup has a pleasantly small palette of choices. The first two decisions to make are the kind of authentication & authorization to use and if a shared file system is needed. A shared file system that all the agents can access can be very beneficial for many computing problems, but it is not appropriate for every network.

    Conventional wisdom holds that no prudent investor or lender will ante up a penny of investment money in a geothermal project unless and until there is a geothermal resources law in place. Since every law depends on a regulatory regime to make the law work in actual practice, implemented regulations are equally important conditions precedent for geothermal development. In recognition of the importance of assisting geothermal regulatory development in the emerging geothermal countries of Latin America, during the 1995 to 1996 timeframe, the Geothermal Energy Association has acted in an advisory capacity to the Ministry of Energy and Mines of Peru, in the drafting of geothermal regulations for Peru. These regulations are designed to promote developmental investment in the geothermal resources of Peru, while simultaneously establishing reasonable standards for the protection of the people and the environment of the country. While these regulations are specific to Peru, they may well serve as a model for other countries of Latin America. Thus, the lessons learned in crafting the Peru regulatory regime may have applicability in other countries in which the geothermal industry is now working or may work in the future.

    The present research papers deals with the artificial neural network (ANN) and the response surface methodology (RSM) based mathematical modeling and also an optimization analysis on marking characteristics on alumina ceramic. The experiments have been planned and carried out based on Design of Experiment (DOE). It also analyses the influence of the major laser marking process parameters and the optimal combination of laser marking process parametric setting has been obtained. The output of the RSM optimal data is validated through experimentation and ANN predictive model. A good agreement is observed between the results based on ANN predictive model and actual experimental observations.

    Residual radioactive material guidelines for uranium were derived for the former Alba Craft Laboratory site in Oxford, Ohio. This site has been identified for remedial action under the Formerly Utilized Sites Remedial Action Program (FUSRAP) of the US Department of Energy (DOE). Single nuclide and total uranium guidelines were derived on the basis of the requirement that the 50-year committed effective dose equivalent to a hypothetical individual who lives or works in the immediate vicinity of the former Alba Craft Laboratory site should not exceed a dose of 30 mrem/yr following remedial action for the current use and likely future use scenarios or a dose of 100 mrem/yr for less likely future use scenarios (Yu et al. 1993). The DOE residual radioactive material guideline computer code, RESRAD, which implements the methodology described in the DOE manual for implementing residual radioactive material guidelines, was used in this evaluation.

    Purpose/Objective(s): The aim of this study is to build the estimator of toxicity using artificial neural network (ANN) for head and neck cancer patients Materials/Methods: An ANN can combine variables into a predictive model during training and considered all possible correlations of variables. We constructed an ANN based on the data from 73 patients with advanced H and N cancer treated with external beam radiotherapy and/or chemotherapy at our institution. For the toxicity estimator we defined input data including age, sex, site, stage, pathology, status of chemo, technique of external beam radiation therapy (EBRT), length of treatment, dose of EBRT, status of post operation, length of follow-up, the status of local recurrences and distant metastasis. These data were digitized based on the significance and fed to the ANN as input nodes. We used 20 hidden nodes (for the 13 input nodes) to take care of the correlations of input nodes. For training ANN, we divided data into three subsets such as training set, validation set and test set. Finally, we built the estimator for the toxicity from ANN output. Results: We used 13 input variables including the status of local recurrences and distant metastasis and 20 hidden nodes for correlations. 59 patients for training set, 7 patients for validation set and 7 patients for test set and fed the inputs to Matlab neural network fitting tool. We trained the data within 15% of errors of outcome. In the end we have the toxicity estimation with 74% of accuracy. Conclusion: We proved in principle that ANN can be a very useful tool for predicting the RT outcomes for high risk H and N patients. Currently we are improving the results using cross validation.

    Under the Clean Energy Works (CEW) program, Craft3 developed a loan product that widened access to financing for homeowners, offered long term funding, and collected repayments through the customer?s utility bill. The program?s success led Craft3 to pursue the sale of the loan portfolio to both mitigate its own risks and replenish funds for lending. This sale breaks new ground for energy efficiency finance and is notable as it was completed even with many novel program design elements. It replenished Craft3?s program capital and uncovered some valuable lessons that may facilitate future transactions. However, the lack of data history and the unproven nature of the loan portfolio meant that Craft3 had to limit the risk of losses to Self-Help, the purchaser of the portfolio. It remains to be seen whether this experience will pave the way for more sales of on-bill energy efficiency loan portfolios. This case study illustrates how certain program design decisions can sometimes both facilitate programmatic objectives and possibly present challenges for the sale of a portfolio of energy efficiency loans.

    The objective of this Order is to define the requirements for establishing and implementing Conduct of Operations Programs at Department of Energy (DOE), including National Nuclear Security Administration (NNSA), facilities and projects. A Conduct of Operations Program consists of formal documentation, practices, and actions implementing disciplined and structured operations that support mission success and promote worker, public, and environmental protection. The goal is to minimize the likelihood and consequences of human fallibility or technical and organizational system failures. Conduct of Operations is one of the safety management programs recognized in the Nuclear Safety Rule [Title 10 Code of Federal Regulations (CFR) Part 830, Nuclear Safety Management], but it also supports safety and mission success for a wide range of hazardous, complex, or mission-critical operations, and some conduct of operations attributes can enhance even routine operations. It supports the Integrated Safety Management (ISM) System by providing concrete techniques and practices to implement the ISM Core Functions of Develop and Implement Hazard Controls and Perform Work Within Controls.   2. Maritime Interdiction Operations Small Craft Detection

    The Naval Postgraduate School has been conducting Tactical Network Topology (TNT) Maritime Interdiction Operations (MIO) experiments with Lawrence Livermore National Laboratory (LLNL) since early in 2005. In this work, we are investigating cutting edge technology to evaluate use of networks, advanced sensors and collaborative technology for globally-supported maritime interdiction operations. Some examples of our research include communications in harsh environments, between moving ships at sea; small boat drive-by radiation detection; network-centric collaboration with global partners; situational awareness; prototype sensors & biometric instruments. Since 2006, we have studied the concept of using a small vessel with fixed radiation sensors to do initial searches for illicit radioactive materials. In our work, we continue to evaluate concepts of operation for small boat monitoring. For example, in San Francisco Bay we established a simulated choke point using two RHIBs. Each RHIB had a large sodium iodide radiation sensor on board, mounted on the side nearest to the passing potential target boats. Once detections were made, notification over the network prompted a chase RHIB also equipped with a radiation sensor to further investigate the potential target. We have also used an unmanned surface vessel (USV) carrying a radiation sensor to perform the initial discovery. The USV was controlled remotely and to drive by boats in different configurations. The potential target vessels were arranged in a line, as a choke point and randomly spaced in the water. Search plans were problematic when weather, waves and drift complicated the ability to stay in one place. A further challenge is to both detect and identify the radioactive materials during the drive-by. Our radiation detection system, ARAM, Adaptable Radiation Area Monitor, is able to detect, alarm and quickly identify plausible radionuclides in real time. We have performed a number of experiments to better understand parameters of vessel speed, time, shielding, and distance in this complex three-dimensional space. At the NMIOTC in September 2009, we employed a dual detector portal followed by a chase. In this event, the challenge was to maintain communications after a lapse. When the chase went past the line-of sight reach of the Tactical Operational Center's (TOC) antenna, with interference from a fortress island in Suda Bay, Wave Relay extended the network for continued observation. Sodium iodide radiation detectors were mounted on two Hellenic Navy SEAL fast boats. After making the detection one of the portal boats maintained line-of sight while the other pursued the target vessel. Network access via Wave Relay antennas was maintained until the conclusion of the chase scenario. Progress has been made in the detection of radioactive materials in the maritime environment. The progression of the TNT MIO experiments has demonstrated the potential of the hardware to solve the problems encountered in this physically challenging environment. There continue to be interesting opportunities for research and development. These experiments provide a variety of platforms and motivated participants to perform real-world testing as solutions are made available.

    At the NRC?s request, ORAU conducted confirmatory surveys of the FNR during the period of December 4 through 6, 2012. The survey activities included visual inspections and measurement and sampling activities. Confirmatory activities also included the review and assessment of UM?s project documentation and methodologies. Surface scans identified elevated activity in two areas. The first area was on a wall outside of Room 3103 and the second area was in the southwest section on the first floor. The first area was remediated to background levels. However, the second area was due to gamma shine from a neighboring source storage area. A retrospective analysis of UM?s FSS data shows that for the SUs investigated by the ORAU survey team, UM met the survey requirements set forth in the FSSP. The total mean surface activity values were directly compared with the mean total surface activity reported by UM. Mean surface activity values determined by UM were within two standard deviations of the mean determined by ORAU. Additionally, all surface activity values were less than the corresponding gross beta DCGL{sub W}. Laboratory analysis of the soil showed that COC concentrations were less than the respective DCGL{sub W} values. For the inter-lab comparison, the DER was above 3 for only one sample. However, since the sum of fractions for each of the soil samples was below 1, thus none of the samples would fail to meet release guidelines. Based on the findings of the side-by-side direct measurements, and after discussion with the NRC and ORAU, UM decided to use a more appropriate source efficiency in their direct measurement calculations and changed their source efficiency from 0.37 to 0.25.
