    Information is provided on the solar energy system installed at the Huntsville Senior Citizen Center. The solar space heating and hot water facility and the project involved in its construction are described in considerable detail and detailed drawings of the complete system and discussions of the planning, the hardware, recommendations, and other pertinent information are included. The facility was designed to provide 85 percent of the hot water and 85 percent of the space heating requirements. Two important factors concerning this project for commercial demonstration are the successful use of silicon oil as a heat transfer fluid and the architecturally aesthetic impact of a large solar energy system as a visual centerpoint. There is no overheat or freeze protection due to the characteristics of the silicon oil and the design of the system. Construction proceeded on schedule with no cost overruns. It is designed to be relatively free of scheduled maintenance, and has experienced practically no problems.

    The present invention relates to a citizen's dosimeter. More specifically, the invention relates to a small, portable, personal dosimetry device designed to be used in the wake of a event involving a Radiological Dispersal Device (RDD), Improvised Nuclear Device (IND), or other event resulting in the contamination of large area with radioactive material or where on site personal dosimetry is required. The card sized dosimeter generally comprises: a lower card layer, the lower card body having an inner and outer side; a upper card layer, the layer card having an inner and outer side; an optically stimulated luminescent material (OSLM), wherein the OSLM is sandwiched between the inner side of the lower card layer and the inner side of the upper card layer during dosimeter radiation recording, a shutter means for exposing at least one side of the OSLM for dosimeter readout; and an energy compensation filter attached to the outer sides of the lower and upper card layers.

    In 1991, a small group of citizens from communities near the Savannah River Site (SRS) formed a pro-nuclear education and advocacy group, Citizens for Nuclear Technology Awareness (CNTA). Their purpose was to: (1) counter nuclear misinformation that dominated the nation's news outlets, (2) provide education on nuclear subjects to area citizens, students, elected officials, and (3) provide informed citizen support for potential new missions for SRS when needed. To effectively accomplish these objectives it is also essential to establish and maintain good relations with community leaders and reporters that cover energy and nuclear subjects. The organization has grown considerably since its inception and has expanded its sphere of influence. We believe that our experiences over these fifteen years are a good model for effectively communicating nuclear subjects with the public. This paper describes the structure, operation and some of the results of CNTA. (authors)

It enriched the social lives of many people. Surprisingly, it supported the emerging civil society and advanced the course of democracy Bio Dr Mo Ibrahim is a global expert in mobile communications with a distinguished academic and business career. In 1998, Dr Ibrahim founded Celtel International to build and operate mobile networks in Africa. Celtel became one of Africa’s most successful companies with operations in 15 countries, covering more than a third of the continent’s population and investing more than US$750 million in Africa. The company was sold to MTC Kuwait in 2005 for $3.4billion. In 2006 Dr Ibrahim established the Mo Ibrahim Foundation to support great African leadership. The Foundation focuses on two major initiatives to stimulate debate around, and improve the quality of, governance in Africa. The Ibrahim Prize for Achievement in African Leadership recognises and celebrates excellence; and the Ibrahim Index of African Governance provides civil society with a comprehensive and quantifiable tool to promote government accountability. Dr Ibrahim is also Founding Chairman of Satya Capital Ltd, an investment company focused on opportunities in Africa.     The purpose of the program was to develop a system for citizens to independently measure radiation levels in and around their communities. This report describes the process by which the Program was developed and operated. It also presents the methods used to select and train the citizens in making and interpreting the measurements. The test procedures used to select the equipment for the program are described as are the results of the testing. Finally, the actual monitoring results are discussed along with the citizens' reactions to the program.

Bio Dr. Alph Bingham is a pioneer in the field of open innovation and an advocate of collaborative approaches to research and development. He is co-founder, and former president and chief executive officer of InnoCentive Inc., a Web-based community that matches companies facing R&D; challenges with scientists who propose solutions. Through InnoCentive, a platform that leverages the ability to connect to a whole planet of people through the Internet, organizations can access individuals ? problem solvers ? who might never have been found. Alph spent more than 25 years with Eli Lilly and Company, and offers deep experience in pharmaceutical research and development, research acquisitions and collaborations, and R&D; strategic planning.     The original intent of the NEPA was to open the decisionmaking process and the information on which it is based and to enable greater, more effective examination, assessment, scrutiny, and input by both public officials and citizens. NEPA procedures must insure environmental information is available to public officials and citizens before decisions are made and before actions are taken. The information must be of high quality. Accurate scientific analysis, expert agency comments, and public scrutiny are essential to implementing NEPA. The NEPA is clearly one of the broadest and subtly comprehensive pieces of legislation in history and its very breadth has also made it one of the most extensively studied, argued, and litigated laws in history. Yet, much of the decisionmaking process and the NEPA itself remain relatively foreign, closed inaccessible, and enigmatic to the majority of the public at large and to many public officials, even including many who have environmental or public lands management responsibilities. The majority of both public officials and citizens alike remain spectators, rather than participants, and the NEPA remains an arcane battleground, increasingly populated by lawyers, special interests, environmental activists, and haggard agency specialists. Prepared by laypersons with virtually no vested interest in the NEPA itself, this paper examines several recent implementations of the NEPA Process with the goal of looking past the specific environmental issues involved and focusing on our experience with the actual procedural implementation of the NEPA. Attempting to adhere to an objective examination of the process in the spirit of Total Quality Management, the paper seeks to assess process level problems and, through root cause analysis, begin to identify possible process level solutions.

    Citizens Gas and Coke Utility is a Public Charitable Trust which operates as the Department of Utilities of the City of Indianapolis, Indiana. Indianapolis Coke, the trade name for the Manufacturing Division of the Utility, operates a by-products coke plant in Indianapolis, Indiana. The facility produces both foundry and blast furnace coke. Surplus Coke Oven gas, generated by the process, is mixed with Natural Gas for sale to industrial and residential customers. In anticipation of regulatory developments, beginning in 1990, Indianapolis Coke undertook the task to develop an alternate Coke Oven Gas desulfurization technology for its facility. The new system was intended to perform primary desulfurization of the gas, dramatically extending the oxide bed life, thus reducing disposal liabilities. Citizens Gas chose the VACASULF technology for its primary desulfurization system. VACASULF requires a single purchased material, Potassium Hydroxide (KOH). The KOH reacts with Carbon Dioxide in the coke Oven Gas to form Potassium Carbonate (potash) which in turn absorbs the Hydrogen Sulfide. The rich solution releases the absorbed sulfide under strong vacuum in the desorber column. Operating costs are reduced through utilization of an inherent heat source which is transferred indirectly via attendant reboilers. The Hydrogen Sulfide is transported by the vacuum pumps to the Claus Kiln and Reactor for combustion, reaction, and elemental Sulfur recovery. Regenerated potash solution is returned to the Scrubber.

Two main types of solar collectors are described: flat plate collectors and concentrating collectors. Efficiency of air and hydronic collectors among the flat plate types are compared.     The assets that Citizen Potawatomi Nation holds were evaluated to help define the strengths and weaknesses to be used in pursuing economic prosperity. With this baseline assessment, a Planning Team will create a vision for the tribe to integrate into long-term energy and business strategies. Identification of energy efficiency devices, systems and technologies was made, and an estimation of cost benefits of the more promising ideas is submitted for possible inclusion into the final energy plan. Multiple energy resources and sources were identified and their attributes were assessed to determine the appropriateness of each. Methods of saving energy were evaluated and reported on and potential revenue-generating sources that specifically fit the tribe were identified and reported. A primary goal is to create long-term energy strategies to explore development of tribal utility options and analyze renewable energy and energy efficiency options. Associated goals are to consider exploring energy efficiency and renewable economic development projects involving the following topics: (1) Home-scale projects may include construction of a home with energy efficiency or renewable energy features and retrofitting an existing home to add energy efficiency or renewable energy features. (2) Community-scale projects may include medium to large scale energy efficiency building construction, retrofit project, or installation of community renewable energy systems. (3) Small business development may include the creation of a tribal enterprise that would manufacture and distribute solar and wind powered equipment for ranches and farms or create a contracting business to include energy efficiency and renewable retrofits such as geothermal heat pumps. (4) Commercial-scale energy projects may include at a larger scale, the formation of a tribal utility formed to sell power to the commercial grid, or to transmit and distribute power throughout the tribal community, or hydrogen production, and propane and natural-gas distribution systems.

    Fermi National Accelerator Laboratory convened the ILC Citizens' Task Force to provide guidance and advice to the laboratory to ensure that community concerns and ideas are included in all public aspects of planning and design for a proposed future accelerator, the International Linear Collider. In this report, the members of the Task Force describe the process they used to gather and analyze information on all aspects of the proposed accelerator and its potential location at Fermilab in northern Illinois. They present the conclusions and recommendations they reached as a result of the learning process and their subsequent discussions and deliberations. While the Task Force was charged to provide guidance on the ILC, it became clear during the process that the high cost of the proposed accelerator made a near-term start for the project at Fermilab unlikely. Nevertheless, based on a year of extensive learning and dialogue, the Task Force developed a series of recommendations for Fermilab to consider as the laboratory develops all successor projects to the Tevatron. The Task Force recognizes that bringing a next-generation particle physics project to Fermilab will require both a large international effort and the support of the local community. While the Task Force developed its recommendations in response to the parameters of a future ILC, the principles they set forth apply directly to any large project that may be conceived at Fermilab, or at other laboratories, in the future. With this report, the Task Force fulfills its task of guiding Fermilab from the perspective of the local community on how to move forward with a large-scale project while building positive relationships with surrounding communities. The report summarizes the benefits, concerns and potential impacts of bringing a large-scale scientific project to northern Illinois.

    A demonstration project to heat the Senior Citizens Center at Truth or Consequences, New Mexico with geothermal waters is described. There were three phases to the project: Phase I - design and permitting; Phase II - installation of the heating system and well drilling; and Phase III - operation of the system. All three phases went well and there was only one major problem encountered. This was that the well which was drilled to serve as the geothermal source was dry. This could not have been anticipated and there was, as a contingency plan, the option of using an existing sump in the Teen Center adjacent to the Senior Citizens Center as the geothermal source. The system was made operational in August of 1981 and has virtually supplied all of the heat to the Senior Citizens Center during this winter.

    Following the 1973 oil embargo, the US government initiated a program to develop and use solar energy. This led to individual programs devoted to developing various solar radiation energy conversion technologies: photovoltaic and solar-thermal conversion devices. Nearly concurrently, it was recognized that understanding the available insolation resources was required to develop and deploy solar energy devices and systems. It was also recognized that the insolation information available at that time (1973) was not adequate to meet the specific needs of the solar energy community. Federal efforts were initiated and conducted to produce new and more extensive information and data. The primary federal agencies that undertook such efforts were the Department of Energy (DOE) and the National Oceanic and Atmospheric Administration (NOAA). NOAA's efforts included activities performed by the National Weather Service (NWS) and the National Climatic Data Center (NCDC). This book has two man objectives: to report some of the insolation energy data, information, and products produced by the federal efforts and to describe how they were produced. Products include data bases, models and algorithms, monitoring networks, instrumentation, and scientific techniques. The scope of products and results does not include all those produced by past federal efforts. The book's scope and subject matter are oriented to support the intent and purpose of the other volumes in this series. In some cases, other pertinent material is presented to provide a more complete coverage of a given subject. 385 refs., 149 figs., 50 tabs.

    The field of this invention is solar collectors, and more particularly, the invention pertains to a flat plate collector that employs high performance thin films. The solar collector of this invention overcomes several problems in this field, such as excessive hardware, cost and reliability, and other prior art drawbacks outlined in the specification. In the preferred form, the apparatus features a substantially rigid planar frame. A thin film window is bonded to one planar side of the frame. An absorber of laminate construction is comprised of two thin film layers that are sealed perimetrically. The layers define a fluid-tight planar envelope of large surface area to volume through which a heat transfer fluid flows. Absorber is bonded to the other planar side of the frame. The thin film construction of the absorber assures substantially full envelope wetting and thus good efficiency. The window and absorber films stress the frame adding to the overall strength of the collector.

    In 2001, a diverse group of citizens ranging from conservationists to industrial developers joined forces to produce a factual description of Oak Ridge's environment and the issues associated with contamination on the U.S. Department of Energy (DOE) reservation. This consensus effort was a result of common values not generally seen in this spectrum of philosophies, and of shared concerns about rising property taxes, declining city services, fleeing retail establishments, and diminishing real estate values. These problems are attributed to waning local DOE budgets coupled with Oak Ridge's national reputation of being contaminated and unsafe. This undeserved reputation harms the city's ability to attract new industry to replace declining federal employment and to induce families to live in the community. Representatives from a spectrum of conservation, environmental, economic development, local government, and civic organizations were invited to meet regarding how to best explain the complex environmental story of Oak Ridge and the DOE reservation. This large group decided to publish a straightforward explanation of the environmental quality of the city and its relationship to the DOE reservation in easy-to-understand language. The result was Oak Ridge, Tennessee--A Citizen's Guide to the Environment, a 28-page glossy booklet, distributed through the Chamber of Commerce and other organizations. The Oak Ridger ensured wide distribution in the community by publishing it as an insert in the daily paper. The material is also available on several web sites. A trifold brochure summarizing and promoting the larger document was also produced for wider distribution. The integrity of the Citizen's Guide was ensured by having a six-member editorial team manage writing and review of the document. There was no direct involvement by the DOE and its contractor. Knowledgeable citizen writers from throughout the community contributed technical and descriptive text. A professional technical editor melded the disparate styles into a cohesive publication. Volunteers from about 100 organizations reviewed the draft for accuracy of content and readability. Participating organizations, upon review of the final draft, then decided whether their names would be listed in the document as contributors and supporters. While the writing and editing was primarily accomplished by conservation and civic organizations, funding to print the final publications came largely from economic development interests and their supporters. The positive reception from the public upon release of Oak Ridge, Tennessee--A Citizen's Guide to the Environment stands as testament to the ability of diverse interest groups to come to consensus and communicate the environmental value of their community.

    A reflective shutter rotates within a skylight housing in such a fashion as to control solar energy thereby providing a combination of heating, lighting, and ventilation. The skylight housing has three faces: a glazed southern face, a glazed northern face, and an open downwardly oriented face to the interior of the structure. Counter-weighted pivot arms support the shutter at either end causing the center of rotation to pass through the center of gravity. The shutter has three basic positions: In the first position, during the winter day, the shutter closes off the northern face, allowing solar energy to enter directly into the supporting structure providing heat gain and daylighting. In the second position, during the winter night, the shutter closes off the open face to the interior, providing insulation between the structure and the skylight housing. In the third position, during the non-heating season, the shutter closes off the southern face blocking unwanted heat gain but allowing diffuse northern light to penetrate for daylighting. In this last position, a means is provided for ventilating by natural convection. The apparatus can be operated either manually or by motor.

    The invention pertains to a flat plate collector that employs high performance thin films. The solar collector of this invention overcomes several problems in this field, such as excessive hardware, cost and reliability, and other prior art drawbacks outlined in the specification. In the preferred form, the apparatus features a substantially rigid planar frame. A thin film window is bonded to one planar side of the frame. An absorber of laminate construction is comprised of two thin film layers that are sealed perimetrically. The layers define a fluid-tight planar envelope of large surface area to volume through which a heat transfer fluid flows. Absorber is bonded to the other planar side of the frame. The thin film construction of the absorber assures substantially full envelope wetting and thus good efficiency. The window and absorber films stress the frame adding to the overall strength of the collector.

    A process including forming a photovoltaic solar cell on a substrate, the photovoltaic solar cell comprising an anchor positioned between the photovoltaic solar cell and the substrate to suspend the photovoltaic solar cell from the substrate. A surface of the photovoltaic solar cell opposite the substrate is attached to a receiving substrate. The receiving substrate may be bonded to the photovoltaic solar cell using an adhesive force or a metal connecting member. The photovoltaic solar cell is then detached from the substrate by lifting the receiving substrate having the photovoltaic solar cell attached thereto and severing the anchor connecting the photovoltaic solar cell to the substrate. Depending upon the type of receiving substrate used, the photovoltaic solar cell may be removed from the receiving substrate or remain on the receiving substrate for use in the final product.

    In Citizens Coal Council v. EPA, an en banc panel for the Sixth Circuit Court of Appeals considered a challenge to EPA regulations promulgated pursuant to the Clean Water Act (CWA). The EPA promulgated the regulations in an attempt to incentivize coal companies to remine once abandoned mine sites. Petitioners, two nonprofit environmental organizations, claimed that the regulations violated the Clean Water Act and Administrative Procedure Act by allowing coal companies to remine without adhering to any enforceable pollution limitations. The EPA countered that more remining would improve water quality at abandoned sites. The Sixth Circuit rejected Petitioners' claims, finding that the EPA's regulations were reasonably consistent with the CWA's goal of restoring the integrity of the nation's waters. In so holding, the court struggled to understand the meaning of the CWA's complex procedural and technical language, and allowed the EPA to justify the rule based on the CWA's broad statement of purpose. Such superficial judicial review sets a dangerous precedent in environmental law, because it exacerbates the risk of agency capture. A captured agency promulgates regulations that benefit-industry, not the environment. Without the judiciary acting as a meaningful check against agency capture, the public loses a valuable tool in the fight against major-industrial polluters like the domestic coal industry. Citizens Coal Council therefore stands as a cautionary tale, a warning sign that the judiciary may be unable to identify agency capture where the regulations at issue are promulgated pursuant to a complex statute like the Clean Water Act.

    This Solar Design Workbook presents solar building design applications for commercial buildir^s. The book is divided into four sections. The first section describes the variety of solar applications in buildings including conservation aspects, solar fundamentals, passive systems, active systems, daylighting, and other solar options. Solar system design evaluation techniques including considerations for building energy requirements, passive systems, active systems, and economics are presented in Section II. The third section attempts to assist the designer in the building design process for energy conservation and solar applications including options and considerations for pre-design, design, and post-design phases. The information required for the solar design proee^ has not been fully developed at this time. Therefore, Section III is incomplete, but an overview of the considerations with some of the design proces elements is presented. Section IV illustrates ease studies that utilize solar applications in the building design.

    Portable solar heater structure is described. A substantially rectangular frame has a back with openings therethrough for permitting air to be drawn into the solar heater. A layer of insulating materials is in contact with the back. A plurality of cupshaped solar collectors open toward the front of the solar heater structure are positioned adjacent the insulating material. A cover is over the front of the solar heater having openings therein adjacent the top thereof through which air heated by the solar heater is passed. A passage is between the openings in the back and cover of the solar heater through which relatively cool air is drawn through the openings in the back over the collectors to be heated for subsequent withdrawal through the openings in the cover.

    A solar thermal powered aircraft powered by heat energy from the sun. A heat engine, such as a Stirling engine, is carried by the aircraft body for producing power for a propulsion mechanism, such as a propeller. The heat engine has a thermal battery in thermal contact with it so that heat is supplied from the thermal battery. A solar concentrator, such as reflective parabolic trough, is movably connected to an optically transparent section of the aircraft body for receiving and concentrating solar energy from within the aircraft. Concentrated solar energy is collected by a heat collection and transport conduit, and heat transported to the thermal battery. A solar tracker includes a heliostat for determining optimal alignment with the sun, and a drive motor actuating the solar concentrator into optimal alignment with the sun based on a determination by the heliostat.

    The project will identify promising locations for photovoltaic installations and create a roadmap for commercial and residential system developers. The roadmap, published as the Solar Developers Guide to Philadelphia, will be used to promote and attract solar energy investment. Philadelphia’s long-term goal for solar energy is to fully utilize the potential of solar energy to safely, reliably, and cost-effectively displace the use of energy generated by fossil fuels. To achieve its solar energy goals, the City of Philadelphia must add large commercial scale (> 500 kW) solar installations to its ongoing efforts on the smaller scale (we note that a new 1 MW PV installation will be installed at the Philadelphia Navy Yard by the end of 2008).

    Guidelines are given for selecting R-values and infiltration levels, and determining the size of the solar collection area for passive solar buildings. The guidelines are based on balancing the incremental cost/benefit of conservation and passive solar strategies. Tables are given for 90 cities in the United States and the results are also displayed on maps. The procedures are developed in an appendix, which gives the cost assumptions used and explains how to develop different guidelines for different costs.
