    An article is described, including an inner surface which can be exposed to a first fluid; an inlet; and an outer surface spaced from the inner surface, which can be exposed to a hotter second fluid. The article further includes at least one row or other pattern of passage holes. Each passage hole includes an inlet bore extending through the substrate from the inlet at the inner surface to a passage hole-exit proximate to the outer surface, with the inlet bore terminating in a chevron outlet adjacent the hole-exit. The chevron outlet includes a pair of wing troughs having a common surface region between them. The common surface region includes a valley which is adjacent the hole-exit; and a plateau adjacent the valley. The article can be an airfoil. Related methods for preparing the passage holes are also described.

    A method of removing substantially all of the volatile component in a green, volatile-containing ceramic article is disclosed. The method comprises freezing the ceramic article; and then subjecting the frozen article to a vacuum for a sufficient time to freeze-dry the article. Frequently, the article is heated while being freeze-dried. Use of this method efficiently reduces the propensity for any warpage of the article. The article is often formed from a ceramic slurry in a gel-casting process. A method for fabricating a ceramic core used in investment casting is also described.

    This article contributes to the debate of the meaning of relationalism and background independence, which has remained of interest in theoretical physics from Newton versus Leibniz through to foundational issues for today's leading candidate theories of quantum gravity. I contrast and compose the substantially different Leibniz--Mach--Barbour (LMB) and Rovelli--Crane (RC) uses of the word `relational'. Leibniz advocated primary timelessness and Mach that `time is to be abstracted from change'. I consider 3 distinct viewpoints on Machian time: Barbour's, Rovelli's and my own. I provide four expansions on Barbour's taking configuration space to be primary: to (perhaps a weakened notion of) phase space, categorizing, perspecting and propositioning. Categorizing means considering not only object spaces but also the corresponding morphisms and then functors between such pairs. Perspecting means considering the set of subsystem perspectives; this is an arena in which the LMB and Rovelli approaches make contact. By propositioning, I mean considering the set of propositions about a physical (sub)system. I argue against categorization being more than a formal pre-requisite for quantization in general; however, perspecting is a categorical operation, and propositioning leads one to considering topoi, with Isham and Doering's work represents one possibility for a mathematically sharp implementation of propositioning. Further applications of this article are arguing for Ashtekar variables as being relational in LMB as well as just the usually-ascribed RC sense, relationalism versus supersymmetry, string theory and M-theory. The question of whether scale is relational is also considered, with quantum cosmology in mind.

    A neutron absorbing article, preferably in long, thin, flat form , suitable for but not necessarily limited to use in storage racks for spent nuclear fuel at locations between volumes of such stored fuel, to absorb neutrons from said spent fuel and prevent uncontrolled nuclear reaction of the spent fuel material, is composed of finely divided boron carbide particles and a solid, irreversibly cured phenolic polymer, forming a continuous matrix about the boron carbide particles, in such proportions that at least 6% of b10 from the boron carbide content is present therein. The described articles withstand thermal cycling from repeated spent fuel insertions and removals, withstand radiation from said spent nuclear fuel over long periods of time without losing desirable neutron absorbing and physical properties, are sufficiently chemically inert to water so as to retain neutron absorbing properties if brought into contact with it, are not galvanically corrodible and are sufficiently flexible so as to withstand operational basis earthquake and safe shutdown earthquake seismic events, without loss of neutron absorbing capability and other desirable properties, when installed in storage racks for spent nuclear fuel. The disclosure also relates to a plurality of such neutron absorbing articles in a storage rack for spent nuclear fuel and to a method for the manufacture of the articles.

    This invention provides an electrically conductive, less anisotropic, recompressed exfoliated graphite article comprising a mixture of (a) expanded or exfoliated graphite flakes; and (b) particles of non-expandable graphite or carbon, wherein the non-expandable graphite or carbon particles are in the amount of between about 3% and about 70% by weight based on the total weight of the particles and the expanded graphite flakes combined; wherein the mixture is compressed to form the article having an apparent bulk density of from about 0.1 g/cm.sup.3 to about 2.0 g/cm.sup.3. The article exhibits a thickness-direction conductivity typically greater than 50 S/cm, more typically greater than 100 S/cm, and most typically greater than 200 S/cm. The article, when used in a thin foil or sheet form, can be a useful component in a sheet molding compound plate used as a fuel cell separator or flow field plate. The article may also be used as a current collector for a battery, supercapacitor, or any other electrochemical cell.

The apparatus includes a container for containing one or more articles coupled to a suitable fluidizer for suspending articles within the container and transporting articles to an induction tube. A vacuum pulls articles through the induction tube separating the articles from the group of articles in the container. The apparatus and method can be combined with one or more unit operations or modules, e.g., for inspecting articles, assessing quality of articles, or ascertaining material properties and/or parameters of articles, including layers thereof.

    Special theory of relativity has been formulated in a vacuum momentum-energy representation which is equivalent to Einstein special relativity and predicts just the same results as it. Although in this sense such a formulation would be at least classically useless, its consistent extension to noninertial frames produces a momentum-energy metric which behaves as a new dynamical quantity that is here interpreted in terms of a cosmological field. This new field would be complementary to gravity in that its strength varies inversely to as that of gravity does. Using a strong-field approximation, we suggest that the existence of this cosmological field would induce a shift of luminous energy which could justify the existence of all the assumed invisible matter in the universe, so as the high luminousities found in active galactic nuclei and quasars.

    A method of texturing a multifilamentary article having filaments comprising a desired oxide superconductor or its precursors by torsionally deforming the article is provided. The texturing is induced by applying a torsional strain which is at least about 0.3 and preferably at least about 0.6 at the surface of the article, but less than the strain which would cause failure of the composite. High performance multifilamentary superconducting composite articles having a plurality of low aspect ratio, twisted filaments with substantially uniform twist pitches in the range of about 1.00 inch to 0.01 inch (25 to 0.25 mm), each comprising a textured desired superconducting oxide material, may be obtained using this texturing method. If tighter twist pitches are desired, the article may be heat treated or annealed and the strain repeated as many times as necessary to obtain the desired twist pitch. It is preferred that the total strain applied per step should be sufficient to provide a twist pitch tighter than 5 times the diameter of the article, and twist pitches in the range of 1 to 5 times the diameter of the article are most preferred. The process may be used to make a high performance multifilamentary superconducting article, having a plurality of twisted filaments, wherein the degree of texturing varies substantially in proportion to the radial distance from the center of the article cross-section, and is substantially radially homogeneous at any given cross-section of the article. Round wires and other low aspect ratio multifilamentary articles are preferred forms. The invention is not dependent on the melting characteristics of the desired superconducting oxide. Desired oxide superconductors or precursors with micaceous or semi-micaceous structures are preferred. When used in connection with desired superconducting oxides which melt irreversibly, it provides multifilamentary articles that exhibit high DC performance characteristics and AC performance markedly superior to any currently available for these materials. In a preferred embodiment, the desired superconducting oxide material is BSCCO 2223.

    A carbon based foam article is made by heating the surface of a carbon foam block to a temperature above its graphitizing temperature, which is the temperature sufficient to graphitize the carbon foam. In one embodiment, the surface is heated with infrared pulses until heat is transferred from the surface into the core of the foam article such that the graphitizing temperature penetrates into the core to a desired depth below the surface. The graphitizing temperature is maintained for a time sufficient to substantially entirely graphitize the portion of the foam article from the surface to the desired depth below the surface. Thus, the foam article is an integral monolithic material that has a desired conductivity gradient with a relatively high thermal conductivity in the portion of the core that was graphitized and a relatively low thermal conductivity in the remaining portion of the foam article.

The mirrors comprise: a first mirror positionable adjacent the exit of the article and a second mirror positioned relative to the other of said plurality of mirrors. The first mirror receives scattered emissions exiting the article and substantially collimates the scattered emissions.     Preliminary design studies of the 95 kWe-class SOFC test article continue resulting in a stack architecture of that is 1/3 of 250 kWe-class SOFC advanced module. The 95 kWeclass test article is envisioned to house 20 bundles (eight cells per bundle) of Delta8 cells with an active length of 100 cm. Significant progress was made in the conceptual design of the internal recirculation loop. Flow analyses were initiated in order to optimize the bundle row length for the 250 kWeclass advanced module. A preferred stack configuration based on acceptable flow and thermal distributions was identified. Potential module design and analysis issues associated with pressurized operation were identified.

    Hydrophobic cellular material is coated with a thin hydrophilic polymer skin which stretches tightly over the foam but which does not fill the cells of the foam, thus resulting in a polymer-coated foam structure having a smoothness which was not possible in the prior art. In particular, when the hydrophobic cellular material is a specially chosen hydrophobic polymer foam and is formed into arbitrarily chosen shapes prior to the coating with hydrophilic polymer, inertial confinement fusion (ICF) targets of arbitrary shapes can be produced by subsequently coating the shapes with metal or with any other suitable material. New articles of manufacture are produced, including improved ICF targets, improved integrated circuits, and improved solar reflectors and solar collectors. In the coating method, the cell size of the hydrophobic cellular material, the viscosity of the polymer solution used to coat, and the surface tension of the polymer solution used to coat are all very important to the coating.

    Designing and developing the 1.7 to 2.1-MJ Power Conditioning System (PCS), that will power the flashlamps of the main and power amplifiers for the National Ignition Facility (NIF) lasers, is one of several responsibilities assumed by Sandia National Labs (SNL) in support of the NIF Project. Maxwell Physics International has been a partner in this process. The NIF is currently being constructed at Lawrence Livermore National Labs (LLNL). The test facility that has evolved over the last three years to satisfy the project requirements is called FANTM, for the First Article NIF Test Module. It was built at SNL and operated for about 17,000 shots to demonstrate component performance expectations over the lifetime of NIF. A few modules similar to the one shown in Fig. 1 will be used initially in the amplifier test phase of the project. The final full NIF system will require at least 192 of them in four capacitor bays. This paper briefly summarizes the final design of the FANTM facility and compares its performance with the predictions of circuit simulations for both normal operation and fault-mode response. Applying both the measured and modeled power pulse waveforms as input to a physics-based, semi-empirical amplifier gain code indicates that the 20-capacitor PCS can satisfy the NIF requirement for an average gain coefficient of 5.00 %/cm and can exceed 5.20 %/cm with 24 capacitors.

If the starting metal is enriched in a radioactive isotope or a precursor thereof, the end product can provide a more intense radiation source than conventionally manufactured radioactive wire, foil, or the like.

    We compare and contrast the basic principles of two philosophies: Bayesianism and relationalism. These two philosophies are both based upon criteria of rationality. The analogy invoked in such a comparison seems rather apt when discussing tentative proofs of quantum nonlocality.     We present an analysis of the literature of solid-state lighting, based on a comprehensive dataset of 35,851 English-language articles and 12,420 U.S. patents published or issued during the years 1977-2004 in the foundational knowledge domain of electroluminescent materials and phenomena. The dataset was created using a complex, iteratively developed search string. The records in the dataset were then partitioned according to: whether they are articles or patents, their publication or issue date, their national or continental origin, whether the active electroluminescent material was inorganic or organic, and which of a number of emergent knowledge sub-domains they aggregate into on the basis of bibliographic coupling. From these partitionings, we performed a number of analyses, including: identification of knowledge sub-domains of historical and recent importance, and trends over time of the contributions of various nations and continents to the knowledge domain and its sub-domains. Among the key results: (1) The knowledge domain as a whole has been growing quickly: the average growth rates of the inorganic and organic knowledge sub-domains have been 8%/yr and 25%/yr, respectively, compared to average growth rates less than 5%/yr for English-language articles and U.S. patents in other knowledge domains. The growth rate of the organic knowledge sub-domain is so high that its historical dominance by the inorganic knowledge sub-domain will, at current trajectories, be reversed in the coming decade. (2) Amongst nations, the U.S. is the largest contributor to the overall knowledge domain, but Japan is on a trajectory to become the largest contributor within the coming half-decade. Amongst continents, Asia became the largest contributor during the past half-decade, overwhelmingly so for the organic knowledge sub-domain. (3) The relative contributions to the article and patent datasets differ for the major continents: North America contributing relatively more patents, Europe contributing relatively more articles, and Asia contributing in a more balanced fashion. (4) For the article dataset, the nations that contribute most in quantity also contribute most in breadth, while the nations that contribute less in quantity concentrate their contributions in particular knowledge sub-domains. For the patent dataset, North America and Europe tend to contribute improvements in end-use applications (e.g., in sensing, phototherapy and communications), while Asia tends to contribute improvements at the materials and chip levels. (5) The knowledge sub-domains that emerge from aggregations based on bibliographic coupling are roughly organized, for articles, by the degree of localization of electrons and holes in the material or phenomenon of interest, and for patents, according to both their emphasis on chips, systems or applications, and their emphasis on organic or inorganic materials. (6) The six 'hottest' topics in the article dataset are: spintronics, AlGaN UV LEDs, nanowires, nanophosphors, polyfluorenes and electrophosphorescence. The nine 'hottest' topics in the patent dataset are: OLED encapsulation, active-matrix displays, multicolor OLEDs, thermal transfer for OLED fabrication, ink-jet printed OLEDs, phosphor-converted LEDs, ornamental LED packages, photocuring and phototherapy, and LED retrofitting lamps. A significant caution in interpreting these results is that they are based on English-language articles and U.S. patents, and hence will tend to over-represent the strength of English-speaking nations (particularly the U.S.), and under-represent the strength of non-English-speaking nations (particularly China).

    Uranium articles are provided with anodized oxide coatings in an aqueous solution of an electrolyte selected from the group consisting of potassium phosphate, potassium hydroxide, ammonium hydroxide, and a mixture of potassium tetraborate and boric acid. The uranium articles are anodized at a temperature greater than about 75.degree. C. with a current flow of less than about 0.036 A/cm.sup.2 of surface area while the pH of the solution is maintained in a range of about 2 to 11.5. The pH values of the aqueous solution and the low current density utilized during the electrolysis prevent excessive dissolution of the uranium and porosity in the film or watering. The relatively high temperature of the electrolyte bath inhibits hydration and the attendant deleterious pitting so as to enhance corrosion resistance of the anodized coating.

The method typically involves dissolving polyisobutylene in a solvent such as hexane to form a tackifier solution, soaking the substrate in the tackifier to produce a preform, and then drying the preform to produce the cleaning medium.     We performed both a laboratory and a field intercompanison of two novel glass-based retrospective radon detectors previously used in major radon case-control studies performed in Missouri and Iowa. The new detectors estimate retrospective residential radon exposure from the accumulation of a long-lived radon decay product, 210Pb, in glass. The detectors use track registration material in direct contact with glass surfaces to measure the a-emission of a 210Pb-decay product, 210Po. The detector's track density generation rate (tracks per square centimeter per hour) is proportional to the sur6ce a-activity. In the absence of other strong sources of a-emission in the glass, the implanted surface a-activity should be proportional to the accumulated 210Po, and hence to the cumulative radon gas exposure. The goals of the intercomparison were to a) perform collocated measurements using two different glass-based retrospective radon detectors in a controlled laboratory environment to compare their relative response to implanted polonium in the absence of environmental variation, b) perform collocated measurements using two different retrospective radon progeny detectors in a variety of residential settings to compare their detection of glass-implanted polonium activities, and c) examne the correlation between track density rates and contemporary radon gas concentrations.     Stochastic processes that involve the creation of objects and relations over time are widespread, but relatively poorly studied. For example, accurate fault diagnosis in factory assembly processes requires inferring the probabilities of erroneous assembly operations, but doing this efficiently and accurately is difficult. Modeled as dynamic Bayesian networks, these processes have discrete variables with very large domains and extremely high dimensionality. In this paper, we introduce relational dynamic Bayesian networks (RDBNs), which are an extension of dynamic Bayesian networks (DBNs) to first-order logic. RDBNs are a generalization of dynamic probabilistic relational models (DPRMs), which we had proposed in our previous work to model dynamic uncertain domains.     Search engines, such as Google, assign scores to news articles based on their relevancy to a query. However, not all relevant articles for the query may be interesting to a user. For example, if the article is old or yields little new information, the article would be uninteresting. Relevancy scores do not take into account what makes an article interesting, which varies from user to user. Although methods such as collaborative filtering have been shown to be effective in recommendation systems, in a limited user environment, there are not enough users that would make collaborative filtering effective. A general framework, called iScore, is presented for defining and measuring the 'interestingness' of articles, incorporating user-feedback. iScore addresses various aspects of what makes an article interesting, such as topic relevancy, uniqueness, freshness, source reputation, and writing style. It employs various methods to measure these features and uses a classifier operating on these features to recommend articles. The basic iScore configuration is shown to improve recommendation results by as much as 20%. In addition to the basic iScore features, additional features are presented to address the deficiencies of existing feature extractors, such as one that tracks multiple topics, called MTT, and a version of the Rocchio algorithm that learns its parameters online as it processes documents, called eRocchio. The inclusion of both MTT and eRocchio into iScore is shown to improve iScore recommendation results by as much as 3.1% and 5.6%, respectively. Additionally, in TREC11 Adaptive Filter Task, eRocchio is shown to be 10% better than the best filter in the last run of the task. In addition to these two major topic relevancy measures, other features are also introduced that employ language models, phrases, clustering, and changes in topics to improve recommendation results. These additional features are shown to improve recommendation results by iScore by up to 14%. Due to varying reasons that users hold regarding why an article is interesting, an online feature selection method in naive Bayes is also introduced. Online feature selection can improve recommendation results in iScore by up to 18.9%. In summary, iScore in its best configuration can outperform traditional IR techniques by as much as 50.7%. iScore and its components are evaluated in the news recommendation task using three datasets from Yahoo! News, actual users, and Digg. iScore and its components are also evaluated in the TREC Adaptive Filter task using the Reuters RCV1 corpus.

    An alternative gravity theory is proposed which does not rely on Riemannian geometry and geodesic trajectories. The theory named periodic relativity (PR) does not use the weak field approximation and allows every two body system to deviate differently from the flat Minkowski metric. PR differs from general relativity (GR) in predictions of the proper time intervals of distant objects. PR proposes a definite connection between the proper time interval of an object and gravitational frequency shift of its constituent particles as the object travels through the gravitational field. PR is based on the dynamic weak equivalence principle which equates the gravitational mass with the relativistic mass. PR provides very accurate solutions for the Pioneer anomaly and the rotation curves of galaxies outside the framework of general relativity. PR satisfies Einstein's field equations with respect to the three major GR tests within the solar system and with respect to the derivation of Friedmann equation in cosmology. This article defines the underlying framework of the theory.

The resulting theory appears to be a noncommutative extension of the unimodular theory of gravitation. We compute the leading order noncommutative correction to the action and derive the noncommutative correction to the equations of motion of the weak gravitation field.

    A composite, neutron absorbing, coated article, suitable for installation in storage racks for spent nuclear fuel and for other neutron absorbing applications, includes a backing member, preferably of flexible material such as woven fiberglass cloth, a synthetic organic polymeric coating or a plurality of such coatings on the backing member, preferably of cured phenolic resin, such as phenol formaldehyde or trimethylolphenol formaldehyde and boron carbide particles held to the backing member by the cured coating or a plurality of such coatings. Also within the invention is a method for the manufacture of the neutron absorbing coated article and the use of such an article. In a preferred method the backing member is first coated on both sides thereof with a filling coating of thermosettable liquid phenolic resin, which is then partially cured to solid state, one side of the backing member is then coated with a mixture of thermosettable liquid resin and finely divided boron carbide particles and the resin is partially cured to solid state, the other side is coated with a similar mixture, larger boron carbide particles are applied to it and the resin is partially cured to solid state, such side of the article is coated with thermosettable liquid phenolic resin, the resin is partially cured to solid state and such resin, including previously applied partially cured resins, is cured to final cross-linked and permanently set form.
