    To Whom it May Concern, I am a citizen of the Commonwealth of Massachusetts and I vehemently oppose the construction of new Natural Gas Pipelines in Massachusetts, and specifically the newly proposed expansion pipeline that may traverse my rural town in North Central Mass. If tariffs are to be imposed on electric customers to provide more electricity to the region, these tariffs should be used to fund expansion of renewable energy sources, not a continued dependence on fossil fuels like natural gas. The process of procuring natural gas is harmful to the environment and the methane leaks that occur during the procurement and transit process have a negative impact on the reduction of greenhouse gas emissions. Natural gas is not a clean energy source. We know what those are and we should be investing heavily in them. Conservation and energy efficiency programs should continue to be heavily expanded. Not only is the expansion of natural gas pipelines a bad environmental choice, it's also a bad economic choice. The signs seem clear that while there may be a drop in natural gas prices at the outset of an expansion, the over-reliance on fossil fuels over the long term will cause increased pressure on markets that will demand more and more of a non-renewable resource. We have seen this play out with oil, and it clearly is already happening with the natural gas market. Let's invest only in sources of energy that are renewable. Renewable sources will clearly produce more stable prices for the long term and are truly "clean". To do anything else is governing irresponsibly, ignoring basic facts and thinking of only short term gain to the detriment of the global environment and the stability of our economy in the future. The term Smart Meter refers specifically to advanced electric meters being deployed to enhance management of electricity distribution for residential and industrial consumers. The underlying functional and security requirements for Smart Meter upgradability are specified in NEMA standard SG-AMI 1-2009. The purpose of NISTIR 7823 is to describe conformance test requirements that may be used voluntarily by testers and/or test laboratories to determine whether Smart Meters and Upgrade Management Systems conform to the requirements of NEMA SG-AMI 1-2009.

    Information security analysis can be performed using game theory implemented in dynamic Agent Based Game Theoretic (ABGT) simulations. Such simulations can be verified with the results from game theory analysis and further used to explore larger scale, real world scenarios involving multiple attackers, defenders, and information assets. We concentrated our analysis on the Advanced Metering Infrastructure (AMI) functional domain which the National Electric Sector Cyber security Organization Resource (NESCOR) working group has currently documented 29 failure scenarios. The strategy for the game was developed by analyzing five electric sector representative failure scenarios contained in the AMI functional domain. From these five selected scenarios, we characterize them into three specific threat categories affecting confidentiality, integrity and availability (CIA). The analysis using our ABGT simulation demonstrates how to model the AMI functional domain using a set of rationalized game theoretic rules decomposed from the failure scenarios in terms of how those scenarios might impact the AMI network with respect to CIA.

    The overarching campaign, which includes the ARM Mobile Facility 2 (AMF2) deployment in conjunction with the Dynamics of the Madden-Julian Oscillation (DYNAMO) and the Cooperative Indian Ocean experiment on intraseasonal variability in the Year 2011 (CINDY2011) campaigns, is designed to test several current hypotheses regarding the mechanisms responsible for Madden-Julian Oscillation (MJO) initiation and propagation in the Indian Ocean area. The synergy between the proposed AMF2 deployment with DYNAMO/CINDY2011, and the corresponding funded experiment on Manus, combine for an overarching ARM MJO Investigation Experiment (AMIE) with two components: AMF2 on Gan Island in the Indian Ocean (AMIE-Gan), where the MJO initiates and starts its eastward propagation; and the ARM Manus site (AMIE-Manus), which is in the general area where the MJO usually starts to weaken in climate models. AMIE-Gan will provide measurements of particular interest to Atmospheric System Research (ASR) researchers relevant to improving the representation of MJO initiation in climate models. The framework of DYNAMO/CINDY2011 includes two proposed island-based sites and two ship-based locations forming a square pattern with sonde profiles and scanning precipitation and cloud radars at both island and ship sites. These data will be used to produce a Variational Analysis data set coinciding with the one produced for AMIE-Manus. The synergy between AMIE-Manus and AMIE-Gan will allow studies of the initiation, propagation, and evolution of the convective cloud population within the framework of the MJO. As with AMIE-Manus, AMIE-Gan/DYNAMO also includes a significant modeling component geared toward improving the representation of MJO initiation and propagation in climate and forecast models.     While holistically defining the smart grid is a challenge, one area of interest is demand-response. In 2009, the Department of Energy announced over $4 billion in grant and project funding for the Smart Grid. A significant amount of this funding was allotted to utilities for cost sharing projects to deploy Smart Grid technologies, many of whom have deployed and are deploying advanced metering infrastructure (AMI). AMI is an enabler to increase the efficiency of utilities and the bulk power grid. The bulk electrical system is unique in that it produces electricity as it is consumed. Most other industries have a delay between generation and consumption. This aspect of the power grid means that there must be enough generation capacity to meet the highest demand whereas other industries could over produce during off-peak times. This requires significant investment in generation capacity to cover the few days a year of peak consumption. Since bulk electrical storage doesn't yet exist at scale another way to curb the need for new peak period generation is through demand-response; that is to incentivize consumers (demand) to curtail (respond) electrical usage during peak periods. Of the various methods proposed for enabling demand-response, this paper will focus on the communication requirements for creating an energy market using transactional controls. More specifically, the paper will focus on the communication requirements needed to send the peak period notices and receive the response back from the consumers.

  3. Failure Impact Analysis of Key Management in AMI Using Cybernomic Situational Assessment (CSA)

    In earlier work, we presented a computational framework for quantifying the security of a system in terms of the average loss a stakeholder stands to sustain as a result of threats to the system. We named this system, the Cyberspace Security Econometrics System (CSES). In this paper, we refine the framework and apply it to cryptographic key management within the Advanced Metering Infrastructure (AMI) as an example. The stakeholders, requirements, components, and threats are determined. We then populate the matrices with justified values by addressing the AMI at a higher level, rather than trying to consider every piece of hardware and software involved. We accomplish this task by leveraging the recently established NISTR 7628 guideline for smart grid security. This allowed us to choose the stakeholders, requirements, components, and threats realistically. We reviewed the literature and selected an industry technical working group to select three representative threats from a collection of 29 threats. From this subset, we populate the stakes, dependency, and impact matrices, and the threat vector with realistic numbers. Each Stakeholder s Mean Failure Cost is then computed.

    Efficient management and coordination of distributed energy resources with advanced automation schemes requires accurate distribution system modeling and monitoring. Big data from smart meters and photovoltaic (PV) micro-inverters can be leveraged to calibrate existing utility models. This paper presents computationally efficient distribution system parameter estimation algorithms to improve the accuracy of existing utility feeder radial secondary circuit model parameters. The method is demonstrated using a real utility feeder model with advanced metering infrastructure (AMI) and PV micro-inverters, along with alternative parameter estimation approaches that can be used to improve secondary circuit models when limited measurement data is available.     The motivation for this research is to develop a precipitation classification and rain rate estimation method using cloud radar-only measurements for Atmospheric Radiation Measurement (ARM) long-term cloud observation analysis, which are crucial and unique for studying cloud lifecycle and precipitation features under different weather and climate regimes. Based on simultaneous and collocated observations of the Ka-band ARM zenith radar (KAZR), two precipitation radars (NCAR S-PolKa and Texas A&M University SMART-R), and surface precipitation during the DYNAMO/AMIE field campaign, a new cloud radar-only based precipitation classification and rain rate estimation method has been developed and evaluated. The resulting precipitation classification is equivalent to those collocated SMART-R and S-PolKa observations. Both cloud and precipitation radars detected about 5% precipitation occurrence during this period. The convective (stratiform) precipitation fraction is about 18% (82%). The 2-day collocated disdrometer observations show an increased number concentration of large raindrops in convective rain compared to dominant concentration of small raindrops in stratiform rain. The composite distributions of KAZR reflectivity and Doppler velocity also show two distinct structures for convective and stratiform rain. These indicate that the method produces physically consistent results for two types of rain. The cloud radar-only rainfall estimation is developed based on the gradient of accumulative radar reflectivity below 1 km, near-surface Ze, and collocated surface rainfall (R) measurement. The parameterization is compared with the Z-R exponential relation. The relative difference between estimated and surface measured rainfall rate shows that the two-parameter relation can improve rainfall estimation.

    Deep convection in the tropics plays an important role in driving global circulations and the transport of energy from the tropics to the mid-latitudes. Understanding the mechanisms that control tropical convection is a key to improving climate modeling simulations of the global energy balance. One of the dominant sources of tropical convective variability is the Madden-Julian Oscillation (MJO), which has a period of approximately 30–60 days. There is no agreed-upon explanation for the underlying physics that maintain the MJO. Many climate models do not show well-defined MJO signals, and those that do have problems accurately simulating the amplitude, propagation speed, and/or seasonality of the MJO signal. Therefore, the MJO is a very important modeling target for the ARM modeling community geared specifically toward improving climate models. The ARM MJO Investigation Experiment (AMIE) period coincides with a large international MJO initiation field campaign called CINDY2011 (Cooperative Indian Ocean experiment on intraseasonal variability in the Year 2011) that will take place in and around the Indian Ocean from October 2011 to January 2012. AMIE, in conjunction with CINDY2011 efforts, will provide an unprecedented data set that will allow investigation of the evolution of convection within the framework of the MJO. AMIE observations will also complement the long-term MJO statistics produced using ARM Manus data and will allow testing of several of the current hypotheses related to the MJO phenomenon. Taking advantage of the expected deployment of a C-POL scanning precipitation radar and an ECOR surface flux tower at the ARM Manus site, we propose to increase the number of sonde launches to eight per day starting in about mid-October of the field experiment year, which is climatologically a period of generally suppressed conditions at Manus and just prior to the climatologically strongest MJO period.     This paper investigates the mechanisms of convective cloud organization by precipitation-driven cold pools over the warm tropical Indian Ocean during the 2011 Atmospheric Radiation Measurement (ARM) Madden-Julian Oscillation (MJO) Investigation Experiment / Dynamics of the MJO (AMIE/DYNAMO) field campaign. A high-resolution regional model simulation is performed using the Weather Research and Forecasting model during the transition from suppressed to active phases of the November 2011 MJO. The simulated cold pool lifetimes, spatial extent and thermodynamic properties agree well with the radar and ship-borne observations from the field campaign. The thermodynamic and dynamic structures of the outflow boundaries of isolated and intersecting cold pools in the simulation and the associated secondary cloud populations are examined. Intersecting cold pools last more than twice as long, are twice as large, 41% more intense (measured by buoyancy), and 62% deeper than isolated cold pools. Consequently, intersecting cold pools trigger 73% more convective clouds than isolated ones. This is possibly due to stronger outflows that enhance secondary updraft velocities by up to 45%. However, cold pool-triggered convective clouds grow into deep convection not because of the stronger secondary updrafts at cloud base, but rather due to closer spacing (aggregation) between clouds and larger cloud clusters that formed along the cold pool boundaries when they intersect. The close spacing of large clouds moistens the local environment and reduces entrainment drying, allowing the clouds to further develop into deep convection. Implications to the design of future convective parameterization with cold pool-modulated entrainment rates are discussed.

    To improve understanding of the convective processes key to the Madden-Julian-Oscillation (MJO) initiation, the Dynamics of the MJO (DYNAMO) and Atmospheric Radiation Measurement MJO Investigation Experiment (AMIE) collected four months of observations from three radars, the S-band Polarization Radar (S-Pol), the C-band Shared Mobile Atmospheric Research & Teaching Radar (SMART-R), and Ka-band Zenith Radar (KAZR) on Addu Atoll in the tropical Indian Ocean. This study compares the measurements from the S-Pol and SMART-R to those from the more sensitive KAZR in order to characterize the hydrometeor detection capabilities of the two scanning precipitation radars. Frequency comparisons for precipitating convective clouds and non-precipitating high clouds agree much better than non-precipitating low clouds for both scanning radars due to issues in ground clutter. On average, SMART-R underestimates convective and high cloud tops by 0.3 to 1.1 km, while S-Pol underestimates cloud tops by less than 0.4 km for these cloud types. S-Pol shows excellent dynamic range in detecting various types of clouds and therefore its data are well suited for characterizing the evolution of the 3D cloud structures, complementing the profiling KAZR measurements. For detecting non-precipitating low clouds and thin cirrus clouds, KAZR remains the most reliable instrument. However, KAZR is attenuated in heavy precipitation and underestimates cloud top height due to rainfall attenuation 4.3% of the time during DYNAMO/AMIE. An empirical method to correct the KAZR cloud top heights is described, and a merged radar dataset is produced to provide improved cloud boundary estimates, microphysics and radiative heating retrievals.

    During April and May 2007, the Columbia Basin Fish and Wildlife Authority's (CBFWA) Regional HEP Team (RHT) conducted baseline Habitat Evaluation Procedures (HEP) (USFWS 1980, 1980a) analyses on five parcels collectively designated the West Foster Creek Expansion Project (3,756.48 acres). The purpose of the HEP analyses was to document extant habitat conditions and to determine how many baseline/protection habitat units (HUs) to credit Bonneville Power Administration (BPA) for funding maintenance and enhancement activities on project lands as partial mitigation for habitat losses associated with construction of Grand Coulee and Chief Joseph Dams. HEP evaluation models included mule deer (Odocoileus hemionus), western meadowlark (Sturnella neglecta), sharp-tailed grouse, (Tympanuchus phasianellus), Bobcat (Lynx rufus), mink (Neovison vison), mallard (Anas platyrhynchos), and black-capped chickadee (Parus atricapillus). Combined 2007 baseline HEP results show that 4,946.44 habitat units were generated on 3,756.48 acres (1.32 HUs per acre). HEP results/habitat conditions were generally similar for like cover types at all sites. Unlike crediting of habitat units (HUs) on other WDFW owned lands, Bonneville Power Administration received full credit for HUs generated on these sites.

    Regional cloud permitting model simulations of cloud populations observed during the 2011 ARM Madden Julian Oscillation Investigation Experiment/ Dynamics of Madden-Julian Experiment (AMIE/DYNAMO) field campaign are evaluated against radar and ship-based measurements. Sensitivity of model simulated surface rain rate statistics to parameters and parameterization of hydrometeor sizes in five commonly used WRF microphysics schemes are examined. It is shown that at 2 km grid spacing, the model generally overestimates rain rate from large and deep convective cores. Sensitivity runs involving variation of parameters that affect rain drop or ice particle size distribution (more aggressive break-up process etc) generally reduce the bias in rain-rate and boundary layer temperature statistics as the smaller particles become more vulnerable to evaporation. Furthermore significant improvement in the convective rain-rate statistics is observed when the horizontal grid-spacing is reduced to 1 km and 0.5 km, while it is worsened when run at 4 km grid spacing as increased turbulence enhances evaporation. The results suggest modulation of evaporation processes, through parameterization of turbulent mixing and break-up of hydrometeors may provide a potential avenue for correcting cloud statistics and associated boundary layer temperature biases in regional and global cloud permitting model simulations.

    A follow-up habitat evaluation procedures (HEP) analysis was conducted on the West Foster Creek (Smith acquisition) wildlife mitigation site in May 2007 to determine the number of additional habitat units to credit Bonneville Power Administration (BPA) for providing funds to enhance and maintain the project site as partial mitigation for habitat losses associated with construction of Grand Coulee Dam. The West Foster Creek 2007 follow-up HEP survey generated 2,981.96 habitat units (HU) or 1.51 HUs per acre for a 34% increase (+751.34 HUs) above baseline HU credit (the 1999 baseline HEP survey generated 2,230.62 habitat units or 1.13 HUs per acre). The 2007 follow-up HEP analysis yielded 1,380.26 sharp-tailed grouse (Tympanuchus phasianellus) habitat units, 879.40 mule deer (Odocoileus hemionus) HUs, and 722.29 western meadowlark (Sturnella neglecta) habitat units. Mule deer and sharp-tailed grouse habitat units increased by 346.42 HUs and 470.62 HUs respectively over baseline (1999) survey results due largely to cessation of livestock grazing and subsequent passive restoration. In contrast, the western meadowlark generated slightly fewer habitat units in 2007 (-67.31) than in 1999, because of increased shrub cover, which lowers habitat suitability for that species.

    Waste treatment facilities are often shared among different municipalities as a means of managing wastes more efficiently. Usually, management costs are assigned to each municipality depending on the size of the population or total amount of waste produced, regardless of important environmental aspects such as per capita waste generation or achievements in composting or recycling. This paper presents a feebate (fee+rebate) system aimed to foster urban waste reduction and recovery. The proposal suggests that municipalities achieving better results in their waste management performance (from an ecological viewpoint) be recompensated with a rebate obtained from a fee charged to those municipalities that are less environmentally sound. This is a dynamic and flexible instrument that would positively encourage municipalities to reduce waste whilst increasing the recycling.

    This report assesses the use of institutional change principles and the institutional impact of award-winning projects through interviews with 22 Department of Energy Federal Energy Management Program (DOE FEMP) award winners. Award winners identified institutional facilitators and barriers in their projects and programs as well as factors in their implementation processes, thus providing information that can guide other efforts. We found that award winners do use strategies based on eight principles of institutional change, most frequently in terms of making changes to infrastructure, engaging leadership, and capitalizing on multiple motivations for making an energy efficiency improvement. The principles drawn on the least often were commitment and social empowerment. Award winners also faced five major types of obstacles that were institutional in nature: lack of resources, constraints of rules, psychological barriers, lack of information, and communication problems. We also used the seven categories of Energy Management Excellence (EME) as a lens to interpret the interview data and assess whether these categories relate to established institutional change principles. We found that the eight principles reflect strategies that have been found to be useful in improving energy efficiency in organizations, whereas the EME categories capture more of a blend of social contextual factors and strategies. The EME categories fill in some of the social context gaps that facilitate institutional change and energy management excellence, for example, personal persistence, a culture that supports creativity and innovation, regular engagement with tenants, contractors, and staff at all levels. Taking together the use of principles, EME criteria, and obstacles faced by interviewees, we make recommendations for how FEMP can better foster institutional change in federal agencies.

    Evidence from in vivo and epidemiological studies suggests that organophosphorus insecticides (OPs) are developmental neurotoxicants, but possible underlying mechanisms are still unclear. Astrocytes are increasingly recognized for their active role in normal neuronal development. This study sought to investigate whether the widely-used OP diazinon (DZ), and its oxygen metabolite diazoxon (DZO), would affect glialneuronal interactions as a potential mechanism of developmental neurotoxicity. Specifically, we investigated the effects of DZ and DZO on the ability of astrocytes to foster neurite outgrowth in primary hippocampal neurons. The results show that both DZ and DZO adversely affect astrocyte function, resulting in inhibited neurite outgrowth in hippocampal neurons. This effect appears to be mediated by oxidative stress, as indicated by OP-induced increased reactive oxygen species production in astrocytes and prevention of neurite outgrowth inhibition by antioxidants. The concentrations of OPs were devoid of cytotoxicity, and cause limited acetylcholinesterase inhibition in astrocytes (18 and 25% for DZ and DZO, respectively). Among astrocytic neuritogenic factors, the most important one is the extracellular matrix protein fibronectin. DZ and DZO decreased levels of fibronectin in astrocytes, and this effect was also attenuated by antioxidants. Underscoring the importance of fibronectin in this context, adding exogenous fibronectin to the co-culture system successfully prevented inhibition of neurite outgrowth caused by DZ and DZO. These results indicate that DZ and DZO increase oxidative stress in astrocytes, and this in turn modulates astrocytic fibronectin, leading to impaired neurite outgrowth in hippocampal neurons. - Highlights: DZ and DZO inhibit astrocyte-mediated neurite outgrowth in rat hippocampal neurons.     The City of Lakeland, Florida, Foster Wheeler and the Westinghouse Electric Corporation have embarked on the demonstration of a Clean Coal Technology at the City of Lakeland`s McIntosh Power Station in lakeland, Polk County, Florida. The project will demonstrate the Pressurized Circulating Fluidized Bed Combustion (PCFB) technology developed by Foster Wheeler and Westinghouse. The Lakeland McIntosh Unit 4 Project is a nominal 170 MW power plant designed to burn a range of low- to high-sulfur coals. The combined cycle plant employs a Westinghouse 251B12 gas turbine engine in conjunction with a steam turbine operating in a 2400/1000/1000 steam cycle. The plant will demonstrate both the PCFB and topped PCFB combustion technologies.     At approximately 0330 hours on April 8, 2003, a phase-to-phase arc blast occurred in the boiler electrical control panel at the Foster Wheeler Environmental Corporation (FWENC) Transuranic (TRU) Waste Processing Facility.     On-site disposal cells are in use and being considered at several U.S. Department of Energy (USDOE) sites as the final disposition for large amounts of waste associated with cleanup of contaminated areas and facilities. These facilities are typically developed with regulatory oversight from States and/or the US Environmental Protection Agency (USEPA) in addition to USDOE. The facilities are developed to meet design standards for disposal of hazardous waste as well as the USDOE performance based standards for disposal of radioactive waste. The involvement of multiple and different regulators for facilities across separate sites has resulted in some differences in expectations for performance assessments and risk assessments (PA/RA) that are developed for the disposal facilities. The USDOE-EM Office of Site Restoration formed a working group to foster improved communication and sharing of information for personnel associated with these Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) disposal cells and work towards more consistent assumptions, as appropriate, for technical and policy considerations related to performance and risk assessments in support of a Record of Decision and Disposal Authorization Statement. The working group holds teleconferences, as needed, focusing on specific topics of interest. The topics addressed to date include an assessment of the assumptions used for performance assessments and risk assessments (PA/RAs) for on-site disposal cells, requirements and assumptions related to assessment of inadvertent intrusion, DOE Manual 435.1-1 requirements, and approaches for consideration of the long-term performance of liners and covers in the context of PAs. The working group has improved communication among the staff and oversight personnel responsible for onsite disposal cells and has provided a forum to identify and resolve common concerns.

    The objective of this two-phase study is to demonstrate an integrated methodology for reservoir characterization of shallow shelf carbonate reservoir that is feasible, and cost effective for the independent operator. Furthermore, it will provide one of the first public demonstrations of the enhancement of reservoir characterization using high-resolution three dimensional (3D) seismic data. This particular project is evaluating the Grayburg and San Andres reservoirs in the Foster and South Cowden Fields, Ector County, Texas. This 68 year old field was approaching its economic limit and the leases evaluated would have been abandoned in 10 years. A multidisciplinary approach to waterflood design and implementation, along with the addition of reserves by selective infill drilling and deepening, is being applied to this field. This approach in reservoir development will be applicable to a wide range of shallow shelf carbonate reservoirs throughout the US. The first phase of the project included the design, acquisition, and interpretation of the 3D seismic survey, the collection and evaluation of geologic (core and log) data, and engineering (historical production, well test, injection) data from a variety of sources. From this work, a geologically based production history model was simulated. Based on the recommendations made at the end of Phase One, three new wells were drilled, one existing well was deepened, two wells were worked over, one TA`d well was re-entered, and one well was converted to injection. In addition, the quality of the injection water was greatly improved, a step necessary prior to increasing injection in the project area. The realignment of the waterflood and all additional well work await the completion of the seismic based history match and engineering simulation.

    The many new distributed energy resources being installed at the distribution system level require increased visibility into system operations that will be enabled by distribution system state estimation (DSSE) and situational awareness applications. Reliable and accurate DSSE requires both robust methods for managing the big data provided by smart meters and quality distribution system models. This paper presents intelligent methods for detecting and dealing with missing or inaccurate smart meter data, as well as the ways to process the data for different applications. It also presents an efficient and flexible parameter estimation method based on the voltage drop equation and regression analysis to enhance distribution system model accuracy. Finally, it presents a 3-D graphical user interface for advanced visualization of the system state and events. Moreover, we demonstrate this paper for a university distribution network with the state-of-the-art real-time and historical smart meter data infrastructure.

Without the Additional Protocol (AP) it is possible, as demonstrated in Iraq, for a country party to the Non-Proliferation Treaty (NPT) to clandestinely work toward nuclear weapons and be undetected by the IAEA. This is because classical safeguards under the NPT are directed at diversion of nuclear material from declared activities. But a country may instead build undeclared activities to produce weapons-grade nuclear material. The AP is directed at detecting those undeclared activities. As of May 2003, 73 countries had signed the AP, but only 35 have entered into force. To further adherence to the AP, the IAEA has held regional, high-level seminars in Japan, South Africa, Kazakhstan, Peru, Romania, and Malaysia to explain AP provisions. To supplement these policy-level seminars, the U.S. Department of Energy (DOE) has undertaken to develop a set of modules of technical competencies required to implement the AP. The intent is to work closely with the IAEA by providing these technical competencies to countries as well as to complement the IAEA’s regional seminars and other outreach efforts. This paper briefly describes the technical competency modules.

    On September 14-16, 2004, the Advanced Concepts Group of Sandia National Laboratories in conjunction with the University of Texas at El Paso and the North American Institute hosted a workshop (fest) designed to explore the concept of a North American continental approach to countering terrorism. The fest began with the basic premise that the successful defense of North America against the threat of terrorism will require close collaboration among the North American allies--Canada, Mexico and the U.S.--as well as a powerful set of information collection and analysis tools and deterrence strategies. The NorthAm Fest recast the notion of ''homeland defense'' as a tri-national effort to protect the North American continent against an evolving threat that respects no borders. This is a report of the event summarizing the ideas explored. The fest examined the uniqueness of dealing with terrorism from a tri-national North American viewpoint, the role and possible features of joint security systems, concepts for ideal continental security systems for North America, and the challenges and opportunities for such systems to become reality. The following issues were identified as most important for the advancement of this concept. (1) The three countries share a set of core values--democracy, prosperity and security--which form the basis for joint interactions and allow for the development of a culture of cooperation without affecting the sovereignty of the members. (2) The creation of a continental defensive strategy will require a set of strategic guidelines and that smart secure borders play a pivotal role. (3) Joint security systems will need to operate from a set of complementary but not identical policies and procedures. (4) There is a value in joint task forces for response and shared information systems for the prevention of attacks. (5) The private sector must play a critical role in cross-border interactions. Finally, participants envisioned a ''Tri-National Security Laboratory'' to develop and test new counter-terrorism technologies and processes. The fest was an important first step in developing a tri-national approach to continental security and very different approaches to countering terrorism were explored. Participants came to the conclusion that continental security would be easier to achieve if the focus were on broader security issues, such as transnational crime, with terrorism being only a part of the focus. A series of fledgling relationships were begun between individuals and organizations through which actions can occur. A first commitment is the publication by a set of participants representing the three countries of a joint paper outlining the elements of a Continental Security approach.

    The LEDS Global Partnership (LEDS GP) strives to advance climate-resilient, low-emission development through catalyzing collaboration, information exchange, and action on the ground. The Government of Kenya is a key LEDS GP member and offers an inspiring example of how LEDS GP is having an impact globally. The 2012 LEDS Collaboration in Action workshop in London provided an interactive space for members to share experiences on cross-ministerial LEDS leadership and to learn about concrete development impacts of LEDS around the world. Inspired by these stories, the Kenya's Ministry of State for Planning, National Development and Vision 2030 (MPND) began to collaborate closely with the Ministry of Environment and Mineral Resources to create strong links between climate change action and development in the country, culminating in the integration of Kenya's National Climate Change Action Plan and the country's Medium Term Development Plan.

    A project to recover economic amounts of oil from a very mature oil field is being conducted by Laguna Petroleum Corporation of Midland, Texas, with partial funding from a U. S. Department of Energy (DOE) grant to study shallow carbonate rock reservoirs. The objectives of the project are to use modern engineering methods to optimize oil field management and to use geological and geophysical data to recover untapped potential within the petroleum reservoirs. The integration of data and techniques from these disciplines has yielded results greater than those achievable without their cooperation. The cost of successfully accomplishing these goals is to be low enough for even small independent operators to afford. This article is a report describing accomplishments for the fiscal year 1998-1999.

    Purpose: Medical Physicists and Radiation Oncologists are two professions who should be working as a team for optimal patient care, yet lack of mutual understanding about each others respective role and work environment creates barriers To improve collaboration and learning, we designed a shared didactic and work space for physics and radiation oncology residents to maximize interaction throughout their professional training. Methods: Physician and Physics residents are required to take the same didactic classes, including journal clubs and respective seminars. The residents also share an office environment among the seven physician and two physic residents. Results: By maximizing didactic overlap and sharing office space, the two resident groups have developed a close professional relationship and supportive work environment. Several joint research projects have been initiated by the residents. Awareness of physics tasks in the clinic has led to a request by the physician residents to change physics didactics, converting the physics short course into a lab-oriented course for the medical residents which is in part taught by the physics residents. The physics seminar is given by both residency groups; increased motivation and interest in learning about physics has led to several medical resident-initiated topic selections which generated lively discussion. The physics long course has changed toward including more discussion among residents to delve deeper into topics and study beyond what passing the boards would require. A supportive work environment has developed, embedding the two physics residents into a larger residents group, allowing them to find mentor and peers more easily. Conclusion: By creating a shared work and didactic environment, physician and physics residents have improved their understanding of respective professional practice. Resident-initiated changes in didactic practice have led to improved learning and joint research. A strong social support system has developed, embedding physics residents into a larger peer group.

    The report provides an overview of the development of Advanced Metering Infrastructure (AMI). Metering has historically served as the cash register for the utility industry. It measured the amount of energy used and supported the billing of customers for that usage. However, utilities are starting to look at meters in a whole different way, viewing them as the point of contact with customers in supporting a number of operational imperatives. The combination of smart meters and advanced communications has opened up a variety of methods for utilities to reduce operating costs while offering new services to customers. A concise look is given at what's driving interest in AMI, the components of AMI, and the creation of a business case for AMI. Topics covered include: an overview of AMI including the history of metering and development of smart meters; a description of the key technologies involved in AMI; a description of key government initiatives to support AMI; an evaluation of the current market position of AMI; an analysis of business case development for AMI; and, profiles of 21 key AMI vendors.

Geologic and engineering data will be integrated with the geophysical data to result in a detailed reservoir characterization. Reservoir simulation will then be used to determine infill drilling potential and the optimum waterflood design for the project area. This design will be implemented and the success of the waterflood evaluated.

    The Global Threat Reduction Initiative (GTRI) reduces and protects vulnerable nuclear and radiological material located at civilian sites worldwide from sabotage, theft or diversion. The GTRI program has worked successfully with foreign countries to remove and protect nuclear and radioactive materials including high-activity sources used in medical, commercial, and research applications. There are many barriers to successful bilateral cooperation that must be overcome including language, preconceived perceptions, long distances, and different views on the threat and protection requirements. Successful cooperation is often based on relationships and building trusting relationships takes time. In the case of Mexico, GTRI first made contact in 2005. The project then lost momentum and stalled. At the same time, GTRIs cooperation with the Republic of Colombia was a resounding success resulting in the securing of forty sites; the consolidation of numerous disused/orphan sources at a secure national storage facility; and, the development of a comprehensive approach to security including, inter alia, training and sustainability. The government of Colombia also showcased this comprehensive approach to thirteen Central American and Caribbean countries at a GTRI regional security conference held in Panama in October 2004. Representatives from the Colombian government were aware of GTRIs interest in initiating cooperation with the Government of Mexico and to facilitate this cooperation, they offered to invite their Mexican counterparts to Colombia to observe its successful cooperation with GTRI. Shortly after that visit, the Government of Mexico agreed to move forward and requested that the cooperative efforts in Mexico be performed in a tripartite manner, leveraging the skills, experience, and resources of the Colombians. As a result, 22 of Mexicos largest radioactive sites have had security upgrades in place within 18 months of cooperation.

In the case of Dominican Republic, the GTRI first received contact in 2008 from the Government of Dominican Republic. They requested cooperation that was similar to the tri-partite cooperation between Colombia, Mexico and the United States. Throughout the region it was widely known that the GTRIs cooperation with the Government of Colombia was a resounding success resulting in the securing of forty sites; the consolidation of numerous disused/orphan sources at a secure national storage facility; and, the development of a comprehensive approach to security including, inter alia, training and sustainability. The Government of Colombia also showcased this comprehensive approach to thirteen Central American and Caribbean countries at a GTRI regional security conference held in Panama in October 2004. In 2007, Colombia was an integral component of GTRI multi-lateral cooperation initiation in Mexico. As a result, twenty two of Mexicos largest radioactive sites have been upgraded in the past eighteen months. These two endeavors served as catalysts for cooperation opportunities in the Dominican Republic. Representatives from the Colombian government were aware of GTRIs interest in initiating cooperation with the Government of Dominican Republic and to facilitate this cooperation, they traveled to the Dominican Republic and provided briefings and presentations which demonstrated its successful cooperation with the GTRI. Shortly after that visit, the Government of Dominican Republic agreed to move forward and requested that the cooperative efforts in Dominican Republic be performed in a tripartite manner, leveraging the skills, experience, and resources of the Colombians, and the financial and technical support of the United States. As a result, two of Dominican Republics largest radioactive sites had security upgrades in place within 90 days of the cooperation visit in December 2008.
