    To Whom it May Concern, I am a citizen of the Commonwealth of Massachusetts and I vehemently oppose the construction of new Natural Gas Pipelines in Massachusetts, and specifically the newly proposed expansion pipeline that may traverse my rural town in North Central Mass. If tariffs are to be imposed on electric customers to provide more electricity to the region, these tariffs should be used to fund expansion of renewable energy sources, not a continued dependence on fossil fuels like natural gas. The process of procuring natural gas is harmful to the environment and the methane leaks that occur during the procurement and transit process have a negative impact on the reduction of greenhouse gas emissions. Natural gas is not a clean energy source. We know what those are and we should be investing heavily in them. Conservation and energy efficiency programs should continue to be heavily expanded. Not only is the expansion of natural gas pipelines a bad environmental choice, it's also a bad economic choice. The signs seem clear that while there may be a drop in natural gas prices at the outset of an expansion, the over-reliance on fossil fuels over the long term will cause increased pressure on markets that will demand more and more of a non-renewable resource. We have seen this play out with oil, and it clearly is already happening with the natural gas market. Let's invest only in sources of energy that are renewable. Renewable sources will clearly produce more stable prices for the long term and are truly "clean". To do anything else is governing irresponsibly, ignoring basic facts and thinking of only short term gain to the detriment of the global environment and the stability of our economy in the future.     Information security analysis can be performed using game theory implemented in dynamic Agent Based Game Theoretic (ABGT) simulations. Such simulations can be verified with the results from game theory analysis and further used to explore larger scale, real world scenarios involving multiple attackers, defenders, and information assets. We concentrated our analysis on the Advanced Metering Infrastructure (AMI) functional domain which the National Electric Sector Cyber security Organization Resource (NESCOR) working group has currently documented 29 failure scenarios. The strategy for the game was developed by analyzing five electric sector representative failure scenarios contained in the AMI functional domain. From these five selected scenarios, we characterize them into three specific threat categories affecting confidentiality, integrity and availability (CIA). The analysis using our ABGT simulation demonstrates how to model the AMI functional domain using a set of rationalized game theoretic rules decomposed from the failure scenarios in terms of how those scenarios might impact the AMI network with respect to CIA.

    The overarching campaign, which includes the ARM Mobile Facility 2 (AMF2) deployment in conjunction with the Dynamics of the Madden-Julian Oscillation (DYNAMO) and the Cooperative Indian Ocean experiment on intraseasonal variability in the Year 2011 (CINDY2011) campaigns, is designed to test several current hypotheses regarding the mechanisms responsible for Madden-Julian Oscillation (MJO) initiation and propagation in the Indian Ocean area. The synergy between the proposed AMF2 deployment with DYNAMO/CINDY2011, and the corresponding funded experiment on Manus, combine for an overarching ARM MJO Investigation Experiment (AMIE) with two components: AMF2 on Gan Island in the Indian Ocean (AMIE-Gan), where the MJO initiates and starts its eastward propagation; and the ARM Manus site (AMIE-Manus), which is in the general area where the MJO usually starts to weaken in climate models. AMIE-Gan will provide measurements of particular interest to Atmospheric System Research (ASR) researchers relevant to improving the representation of MJO initiation in climate models. The framework of DYNAMO/CINDY2011 includes two proposed island-based sites and two ship-based locations forming a square pattern with sonde profiles and scanning precipitation and cloud radars at both island and ship sites. These data will be used to produce a Variational Analysis data set coinciding with the one produced for AMIE-Manus. The synergy between AMIE-Manus and AMIE-Gan will allow studies of the initiation, propagation, and evolution of the convective cloud population within the framework of the MJO. As with AMIE-Manus, AMIE-Gan/DYNAMO also includes a significant modeling component geared toward improving the representation of MJO initiation and propagation in climate and forecast models. This campaign involves the deployment of the second, marine-capable, AMF; all of the included measurement systems; and especially the scanning and vertically pointing radars. The campaign will include sonde launches at a rate of eight per day for the duration of the deployment. The increased sonde launches for the entire period matches that of the AMIE-Manus campaign and makes possible a far more robust Variational Analysis forcing data set product for the entire campaign, and thus better capabilities for modeling studies and synergistic research using the data from both AMIE sites.

    We discuss two experiments - the Very Small Array (VSA) and the Arcminute MicroKelvin Imager (AMI) - and their prospects for observing the CMB at high angular multipoles. Whilst the VSA is primarily designed to observe primary anisotropies in the CMB, AMI is designed to image secondary anisotropies via the Sunyaev-Zel'dovich effect.     The ATLAS Metadata Interface (AMI), a mature application of more than 10 years of existence, is currently under adaptation to some recently available technologies. The web interfaces, which previously manipulated XML documents using XSL transformations, are being migrated to Asynchronous JavaScript (AJAX). Web development is considerably simplified by the introduction of a framework based on JQuery and Twitter Bootstrap. Finally, the AMI services are being migrated to an OpenStack cloud infrastructure.

    The ATLAS Metadata Interface (AMI) can be considered to be a mature application because it has existed for at least 10 years. Over the last year, we have been adapting the application to some recently available technologies. The web interface, which previously manipulated XML documents using XSL transformations, has been migrated to Asynchronous Java Script (AJAX). Web development has been considerably simplified by the development of a framework for AMI based on JQuery and Twitter Bootstrap. Finally there has been a major upgrade of the python web service client.

    While holistically defining the smart grid is a challenge, one area of interest is demand-response. In 2009, the Department of Energy announced over $4 billion in grant and project funding for the Smart Grid. A significant amount of this funding was allotted to utilities for cost sharing projects to deploy Smart Grid technologies, many of whom have deployed and are deploying advanced metering infrastructure (AMI). AMI is an enabler to increase the efficiency of utilities and the bulk power grid. The bulk electrical system is unique in that it produces electricity as it is consumed. Most other industries have a delay between generation and consumption. This aspect of the power grid means that there must be enough generation capacity to meet the highest demand whereas other industries could over produce during off-peak times. This requires significant investment in generation capacity to cover the few days a year of peak consumption. Since bulk electrical storage doesn't yet exist at scale another way to curb the need for new peak period generation is through demand-response; that is to incentivize consumers (demand) to curtail (respond) electrical usage during peak periods. Of the various methods proposed for enabling demand-response, this paper will focus on the communication requirements for creating an energy market using transactional controls. More specifically, the paper will focus on the communication requirements needed to send the peak period notices and receive the response back from the consumers.

    The AMY experiment aims to measure the microwave bremsstrahlung radiation (MBR) emitted by air-showers secondary electrons accelerating in collisions with neutral molecules of the atmosphere. The measurements are performed using a beam of 510 MeV electrons at the Beam Test Facility (BTF) of Frascati INFN National Laboratories. The goal of the AMY experiment is to measure in laboratory conditions the yield and the spectrum of the GHz emission in the frequency range between 1 and 20 GHz. The final purpose is to characterise the process to be used in a next generation detectors of ultra-high energy cosmic rays. A description of the experimental setup and the first results are presented.

    During April and May 2007, the Columbia Basin Fish and Wildlife Authority's (CBFWA) Regional HEP Team (RHT) conducted baseline Habitat Evaluation Procedures (HEP) (USFWS 1980, 1980a) analyses on five parcels collectively designated the West Foster Creek Expansion Project (3,756.48 acres). The purpose of the HEP analyses was to document extant habitat conditions and to determine how many baseline/protection habitat units (HUs) to credit Bonneville Power Administration (BPA) for funding maintenance and enhancement activities on project lands as partial mitigation for habitat losses associated with construction of Grand Coulee and Chief Joseph Dams. HEP evaluation models included mule deer (Odocoileus hemionus), western meadowlark (Sturnella neglecta), sharp-tailed grouse, (Tympanuchus phasianellus), Bobcat (Lynx rufus), mink (Neovison vison), mallard (Anas platyrhynchos), and black-capped chickadee (Parus atricapillus). Combined 2007 baseline HEP results show that 4,946.44 habitat units were generated on 3,756.48 acres (1.32 HUs per acre). HEP results/habitat conditions were generally similar for like cover types at all sites. Unlike crediting of habitat units (HUs) on other WDFW owned lands, Bonneville Power Administration received full credit for HUs generated on these sites.

    Deep convection in the tropics plays an important role in driving global circulations and the transport of energy from the tropics to the mid-latitudes. Understanding the mechanisms that control tropical convection is a key to improving climate modeling simulations of the global energy balance. One of the dominant sources of tropical convective variability is the Madden-Julian Oscillation (MJO), which has a period of approximately 30–60 days. There is no agreed-upon explanation for the underlying physics that maintain the MJO. Many climate models do not show well-defined MJO signals, and those that do have problems accurately simulating the amplitude, propagation speed, and/or seasonality of the MJO signal. Therefore, the MJO is a very important modeling target for the ARM modeling community geared specifically toward improving climate models. The ARM MJO Investigation Experiment (AMIE) period coincides with a large international MJO initiation field campaign called CINDY2011 (Cooperative Indian Ocean experiment on intraseasonal variability in the Year 2011) that will take place in and around the Indian Ocean from October 2011 to January 2012. AMIE, in conjunction with CINDY2011 efforts, will provide an unprecedented data set that will allow investigation of the evolution of convection within the framework of the MJO. AMIE observations will also complement the long-term MJO statistics produced using ARM Manus data and will allow testing of several of the current hypotheses related to the MJO phenomenon. Taking advantage of the expected deployment of a C-POL scanning precipitation radar and an ECOR surface flux tower at the ARM Manus site, we propose to increase the number of sonde launches to eight per day starting in about mid-October of the field experiment year, which is climatologically a period of generally suppressed conditions at Manus and just prior to the climatologically strongest MJO period. The field experiment will last until the end of the MJO season (typically March), affording the documentation of conditions before, during, and after the peak MJO season. The increased frequency of sonde launches throughout the experimental period will provide better diurnal understanding of the thermodynamic profiles, and thus a better representation within the variational analysis data set. Finally, a small surface radiation and ceilometer system will be deployed at the PNG Lombrum Naval Base about 6 km away from the ARM Manus site in order to provide some documentation of scale variability with respect to the representativeness of the ARM measurements.

    A total of 447 dissertation abstracts were received for the DIALOG V Program, with 146 individuals applying for the DIALOG V Symposium; 47 were invited and 45 have accepted. This represents a significant increase compared to the DIALOG IV Program in which 221 abstracts were registered and 124 applied for the symposium. The importance of the dissertation registration service is indicated by the increasing number of individuals who take time to register their dissertation even when they are not interested in applying to the symposium. The number of visits to the webpage has also increased significantly over the years. This also reflects graduate interest in being part of the on-line Dissertation Registry and receiving the weekly electronic DIALOG Newsletter. See http://aslo.org/phd.html for details. The DIALOG symposium reaches approximately 40 new PI's at a pivotal point in their research careers. Based on their comments, the symposium changes the way participants think, communicate, and approach their research. The science community and the general population will benefit from the perspectives these new PI's bring back to their home institutions and share with their students and colleagues. This group should act as a catalyst to move the entire field in exciting new, interdisciplinary directions. To reach more graduates, plans are underway to establish the symposium on an annual basis. By facilitating the development of close collegial ties, symposium participants come away with a network of colleagues from around the globe with interests in aquatic science research and education. Past participants are collaborating on research proposals, and all have noted that participation has enabled them to develop a more interdisciplinary view of their field, influencing the way they interpret, communicate, and approacli their research. The dissertation registry provides a unique introduction to the work of this most recent generation of aquatic scientists. Each year increasing numbers of graduates take advantage of the opportunity to be part of this international collection, and more scientists, employers and administrators use this resource to identify recent graduates and get an overview of their work. Dissertation abstracts are submitted on line and immediately posted on the ASLO web site in a format that can be searched by year, name, and key words (www.aslo.org/phd.html). In addition to the recognition, program participants receive a compilation of abstracts, a directory, and a demographic profile of their cohort. An electronic distribution list keeps recent grads informed about job opportunities, resources, recent advances across the aquatic sciences, and-other research and professional news. Finally, the interdisciplinary symposium offers a unique opportunity for grads to get to know each other and share common experiences, and address the challenges and opportunities facing new professionals. The DIALOG Program is a long-term investment in human resources and science infrastructure. The most interesting and important questions in aquatic and other sciences are increasingly interdisciplinary and this program brings together scientists from across the full spectrum of biologically relevant aquatic science. The DIALOG database will become increasingly useful as more graduates participate. While the full impact of the program will probably not be realized for many years, there have already been many tangible results. Several interdisciplinary (including some international) research collaborations have been started; an international student exchange program has been set up at two institutions; several workshops and meeting sessions have been organized; and the entire group continues to communicate about research, education, and science policy issues via an electronic distribution list.     To improve understanding of the convective processes key to the Madden-Julian-Oscillation (MJO) initiation, the Dynamics of the MJO (DYNAMO) and Atmospheric Radiation Measurement MJO Investigation Experiment (AMIE) collected four months of observations from three radars, the S-band Polarization Radar (S-Pol), the C-band Shared Mobile Atmospheric Research & Teaching Radar (SMART-R), and Ka-band Zenith Radar (KAZR) on Addu Atoll in the tropical Indian Ocean. This study compares the measurements from the S-Pol and SMART-R to those from the more sensitive KAZR in order to characterize the hydrometeor detection capabilities of the two scanning precipitation radars. Frequency comparisons for precipitating convective clouds and non-precipitating high clouds agree much better than non-precipitating low clouds for both scanning radars due to issues in ground clutter. On average, SMART-R underestimates convective and high cloud tops by 0.3 to 1.1 km, while S-Pol underestimates cloud tops by less than 0.4 km for these cloud types. S-Pol shows excellent dynamic range in detecting various types of clouds and therefore its data are well suited for characterizing the evolution of the 3D cloud structures, complementing the profiling KAZR measurements. For detecting non-precipitating low clouds and thin cirrus clouds, KAZR remains the most reliable instrument. However, KAZR is attenuated in heavy precipitation and underestimates cloud top height due to rainfall attenuation 4.3% of the time during DYNAMO/AMIE. An empirical method to correct the KAZR cloud top heights is described, and a merged radar dataset is produced to provide improved cloud boundary estimates, microphysics and radiative heating retrievals.

    Regional cloud permitting model simulations of cloud populations observed during the 2011 ARM Madden Julian Oscillation Investigation Experiment/ Dynamics of Madden-Julian Experiment (AMIE/DYNAMO) field campaign are evaluated against radar and ship-based measurements. Sensitivity of model simulated surface rain rate statistics to parameters and parameterization of hydrometeor sizes in five commonly used WRF microphysics schemes are examined. It is shown that at 2 km grid spacing, the model generally overestimates rain rate from large and deep convective cores. Sensitivity runs involving variation of parameters that affect rain drop or ice particle size distribution (more aggressive break-up process etc) generally reduce the bias in rain-rate and boundary layer temperature statistics as the smaller particles become more vulnerable to evaporation. Furthermore significant improvement in the convective rain-rate statistics is observed when the horizontal grid-spacing is reduced to 1 km and 0.5 km, while it is worsened when run at 4 km grid spacing as increased turbulence enhances evaporation. The results suggest modulation of evaporation processes, through parameterization of turbulent mixing and break-up of hydrometeors may provide a potential avenue for correcting cloud statistics and associated boundary layer temperature biases in regional and global cloud permitting model simulations.

  9. The FEMP Awards Program: Fostering Institutional Change and Energy Management Excellence

    This report assesses the use of institutional change principles and the institutional impact of award-winning projects through interviews with 22 Department of Energy Federal Energy Management Program (DOE FEMP) award winners. Award winners identified institutional facilitators and barriers in their projects and programs as well as factors in their implementation processes, thus providing information that can guide other efforts. We found that award winners do use strategies based on eight principles of institutional change, most frequently in terms of making changes to infrastructure, engaging leadership, and capitalizing on multiple motivations for making an energy efficiency improvement. The principles drawn on the least often were commitment and social empowerment. Award winners also faced five major types of obstacles that were institutional in nature: lack of resources, constraints of rules, psychological barriers, lack of information, and communication problems. We also used the seven categories of Energy Management Excellence (EME) as a lens to interpret the interview data and assess whether these categories relate to established institutional change principles. We found that the eight principles reflect strategies that have been found to be useful in improving energy efficiency in organizations, whereas the EME categories capture more of a blend of social contextual factors and strategies. The EME categories fill in some of the social context gaps that facilitate institutional change and energy management excellence, for example, personal persistence, a culture that supports creativity and innovation, regular engagement with tenants, contractors, and staff at all levels. Taking together the use of principles, EME criteria, and obstacles faced by interviewees, we make recommendations for how FEMP can better foster institutional change in federal agencies.

    On-site disposal cells are in use and being considered at several U.S. Department of Energy (USDOE) sites as the final disposition for large amounts of waste associated with cleanup of contaminated areas and facilities. These facilities are typically developed with regulatory oversight from States and/or the US Environmental Protection Agency (USEPA) in addition to USDOE. The facilities are developed to meet design standards for disposal of hazardous waste as well as the USDOE performance based standards for disposal of radioactive waste. The involvement of multiple and different regulators for facilities across separate sites has resulted in some differences in expectations for performance assessments and risk assessments (PA/RA) that are developed for the disposal facilities. The USDOE-EM Office of Site Restoration formed a working group to foster improved communication and sharing of information for personnel associated with these Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) disposal cells and work towards more consistent assumptions, as appropriate, for technical and policy considerations related to performance and risk assessments in support of a Record of Decision and Disposal Authorization Statement. The working group holds teleconferences, as needed, focusing on specific topics of interest. The topics addressed to date include an assessment of the assumptions used for performance assessments and risk assessments (PA/RAs) for on-site disposal cells, requirements and assumptions related to assessment of inadvertent intrusion, DOE Manual 435.1-1 requirements, and approaches for consideration of the long-term performance of liners and covers in the context of PAs. The working group has improved communication among the staff and oversight personnel responsible for onsite disposal cells and has provided a forum to identify and resolve common concerns.

    Polarization of the >~400 keV hard tail of the microquasar Cygnus X-1 has been independently reported by INTEGRAL/IBIS, and INTEGRAL/SPI and interpreted as emission from a compact jet. These conclusions were, however, based on the accumulation of all INTEGRAL data regardless of the spectral state. We utilize additional INTEGRAL exposure accumulated until December 2012, and include the AMI/Ryle (15 GHz) radio data in our study. We separate the observations into hard, soft, and intermediate/transitional states and detect radio emission from a compact jet in hard and intermediate states, but not in the soft. The 10-400 keV INTEGRAL (JEM-X and IBIS) state resolved spectra are well modeled with thermal Comptonization and reflection components. We detect a hard tail in the 0.4-2 MeV range for the hard state only. We extract the state dependent polarigrams of Cyg X-1, which all are compatible to no or undetectable level of polarization except in 400-2000 keV range in the hard state where the polarization fraction is...

    The increasing asymmetric nature of threats to the security, health and sustainable growth of our society requires that anticipatory reasoning become an everyday activity. Currently, the use of anticipatory reasoning is hindered by the lack of systematic methods for combining knowledge- and evidence-based models, integrating modeling algorithms, and assessing model validity, accuracy and utility. The workshop addresses these gaps with the intent of fostering the creation of a community of interest on model integration and evaluation that may serve as an aggregation point for existing efforts and a launch pad for new approaches.

    A country’s adherence to the International Atomic Energy Agency’s (IAEA) Additional Protocol is an important statement to the world of that country’s commitment to nuclear nonproliferation. Without the Additional Protocol (AP) it is possible, as demonstrated in Iraq, for a country party to the Non-Proliferation Treaty (NPT) to clandestinely work toward nuclear weapons and be undetected by the IAEA. This is because classical safeguards under the NPT are directed at diversion of nuclear material from declared activities. But a country may instead build undeclared activities to produce weapons-grade nuclear material. The AP is directed at detecting those undeclared activities. As of May 2003, 73 countries had signed the AP, but only 35 have entered into force. To further adherence to the AP, the IAEA has held regional, high-level seminars in Japan, South Africa, Kazakhstan, Peru, Romania, and Malaysia to explain AP provisions. To supplement these policy-level seminars, the U.S. Department of Energy (DOE) has undertaken to develop a set of modules of technical competencies required to implement the AP. The intent is to work closely with the IAEA by providing these technical competencies to countries as well as to complement the IAEA’s regional seminars and other outreach efforts. This paper briefly describes the technical competency modules.

    The upper-air sounding network for DYNAMO (Dynamics of the Madden-Julian Oscillation or MJO) has provided an unprecedented set of observations for studying the MJO over the Indian Ocean (IO) where coupling of this oscillation with deep convection first occurs. With 72 sounding sites and dropsonde data from 13 aircraft mission, the sonde network covers the tropics from Eastern African to the West Pacific. In total nearly 26,000 sondes were collected from this network during the experiment’s 6-month extended observing period (from October 2011 to March 2012). Slightly more than half of the sondes, collected from 33 sites, are at high vertical resolution. Rigorous post-field phase processing of the sonde data included several levels of quality checks and a variety of corrections which address a number of issues (e.g., daytime dry bias, baseline surface data errors, ship deck-heating effects, artificial dry spikes in slow ascent sondes). Because of the importance of an accurate description of the moisture field in meeting the scientific goals of the experiments, particular attention is given to humidity correction and its validation. The humidity corrections, though small relative to some previous field campaigns, produced high fidelity moisture analyses in which sonde precipitable water compared well with independent estimates. An assessment of model operational analyses moisture using corrected sonde data shows an overall good agreement with the exception at upper-levels where model moisture and clouds are more abundant than the sounding data would indicate.

    In the global competition, companies are propelled by an immense pressure to innovate. The trend to produce more new knowledge-intensive products or services and the rapid progress of information technologies arouse huge interest on knowledge management for innovation. However the strategy of knowledge management is not widely adopted for innovation in industries due to a lack of an effective approach of their integration. This study aims to help the designers to innovate more efficiently based on an integrated approach of knowledge management. Based on this integrated approach, a prototype of distributed knowledge management system for innovation is developed. An industrial application is presented and its initial results indicate the applicability of the approach and the prototype in practice.

    The Topping Pressurized Circulating Fluidized Bed combustion process (TPFBC), sometimes referred to as Second Generation PCFB, can convert coal to electric power at high efficiency while achieving low stack emissions.     A less-studied aspect of radiation therapy and medical dosimetry education is experiential learning through attendance at interprofessional conferences. University of North Carolina radiation therapy and medical dosimetry students regularly attended morning conferences and daily pretreatment peer review, including approximately 145 hours of direct interaction with medical attending physicians and residents, medical physicists, and other faculty. We herein assessed the effect of their participation in these interprofessional conferences on knowledge and communication. The students who graduated from our radiation therapy and medical dosimetry programs who were exposed to the interprofessional education initiative were compared with those who graduated in the previous years. The groups were compared with regard to their knowledge (as assessed by grades on end-of-training examinations) and team communication (assessed via survey). The results for the 2 groups were compared via exact tests. There was a trend for the examination scores for the 2012 cohort to be higher than for the 2007 to 2011 groups. Survey results suggested that students who attended the interprofessional education sessions were more comfortable speaking with attending physicians, residents, physicists, and faculty compared with earlier students who did not attend these educational sessions. Interprofessional education, particularly vertical integration, appears to provide an enhanced educational experience both in regard to knowledge (per the examination scores) and in building a sense of communication (via the survey results). Integration of interprofessional education into radiation therapy and medical dosimetry educational programs may represent an opportunity to enrich the learning experience in multiple ways and merits further study.

    The LEDS Global Partnership (LEDS GP) strives to advance climate-resilient, low-emission development through catalyzing collaboration, information exchange, and action on the ground. The Government of Kenya is a key LEDS GP member and offers an inspiring example of how LEDS GP is having an impact globally. The 2012 LEDS Collaboration in Action workshop in London provided an interactive space for members to share experiences on cross-ministerial LEDS leadership and to learn about concrete development impacts of LEDS around the world. Inspired by these stories, the Kenya's Ministry of State for Planning, National Development and Vision 2030 (MPND) began to collaborate closely with the Ministry of Environment and Mineral Resources to create strong links between climate change action and development in the country, culminating in the integration of Kenya's National Climate Change Action Plan and the country's Medium Term Development Plan.
