    At the request of the US Department of Energy (DOE), a team from Oak Ridge National Laboratory conducted a radiological survey at the Porter Street City Park, Beverly, Massachusetts. The survey was performed in May 1991. The purpose of the survey was to determine if uranium from work performed under government contract at the former Ventron facility had migrated off-site to neighboring areas. The survey included a surface gamma scan and the collection of soil samples for radionuclide analyses.     A total of 220 units were tested in the City of Philadelphia. Every control carries its own serial number of identification and test purposes. The units were installed in March of 1978 and to date we show zero failures. Data on burning time consistancy will be available from their engineering staff and will be made available to interested engineers with the City of Philadelphia's permission. Th basic design of the unit and current 20 month filed evaluation indicated that our solid state control is living up to expectations. We feel that a unit warranted at 6 times the current period that offers substantial savings in line service calls at a 100% bonus by our rough calculations, deserves a chance to prove itself in the field.

    The rise of Uber as the global alternative taxi operator has attracted a lot of interest recently. Aside from the media headlines which discuss the new phenomenon, e.g. on how it has disrupted the traditional transportation industry, policy makers, economists, citizens and scientists have engaged in a discussion that is centred around the means to integrate the new generation of the sharing economy services in urban ecosystems. In this work, we aim to shed new light on the discussion, by taking advantage of a publicly available longitudinal dataset that describes the mobility of yellow taxis in New York City. In addition to movement, this data contains information on the fares paid by the taxi customers for each trip. As a result we are given the opportunity to provide a first head to head comparison between the iconic yellow taxi and its modern competitor, Uber, in one of the world's largest metropolitan centres.     In order to advance the scientific understanding of carbon exchange with the land surface, build an effective carbon monitoring system and contribute to quantitatively-based U.S. climate change policy interests, fine spatial and temporal quantification of fossil fuel CO2 emissions, the primary greenhouse gas, is essential. Called the ‘Hestia Project’, this research effort is the first to use bottom-up methods to quantify all fossil fuel CO2 emissions down to the scale of individual buildings, road segments, and industrial/electricity production facilities on an hourly basis for an entire urban landscape. a large city (Indianapolis, Indiana USA). Here, we describe the methods used to quantify the on-site fossil fuel CO2 emissions across the city of Indianapolis, Indiana. This effort combines a series of datasets and simulation tools such as a building energy simulation model, traffic data, power production reporting and local air pollution reporting. The system is general enough to be applied to any large U.S. city and holds tremendous potential as a key component of a carbon monitoring system in addition to enabling efficient greenhouse gas mitigation and planning. We compare our estimate of fossil fuel emissions from natural gas to consumption data provided by the local gas utility. At the zip code level, we achieve a bias adjusted pearson r correlation value of 0.92 (p<0.001).

    Between 1913 and 1924, several Denver area facilities extracted radium from carnotite ore mined from the Paradox basin region of Colorado. Tailings or abandoned ores from these facilities were apparently incorporated into asphalt used to pave approximately 7.2 kilometers (4.5 miles) of streets in Denver. A majority of the streets are located in residential areas. The radionuclides are bound within the asphalt matrix and pose minimal risk unless they are disturbed. The City and County of Denver (CCoD) is responsible for controlling repairs and maintenance on these impacted streets. Since 2002, the CCoD has embarked on a significant capital improvement project to remove the impacted asphalt for secure disposal followed by street reconstruction. To date, Parsons has removed approximately 55 percent of the impacted asphalt. This paper discusses the history of the Denver Radium Streets and summarizes on-going project efforts. (authors)

    Street parking spots for automobiles are a scarce commodity in most urban environments. The heterogeneity of car sizes makes it inefficient to rigidly define fixed-sized spots. Instead, unmarked streets in cities like New York leave placement decisions to individual drivers, who have no direct incentive to maximize street utilization. In this paper, we explore the effectiveness of two different behavioral interventions designed to encourage better parking, namely (1) educational campaigns to encourage parkers to "kiss the bumper" and reduce the distance between themselves and their neighbors, or (2) painting appropriately-spaced markings on the street and urging drivers to "hit the line". Through analysis and simulation, we establish that the greatest densities are achieved when lines are painted to create spots roughly twice the length of average-sized cars.     Cities are living organisms. They are out of equilibrium, open systems that never stop developing and sometimes die. The local geography can be compared to a shell constraining its development. In brief, a city's current layout is a step in a running morphogenesis process. Thus cities display a huge diversity of shapes and none of traditional models from random graphs, complex networks theory or stochastic geometry takes into account geometrical, functional and dynamical aspects of a city in the same framework. We present here a global mathematical model dedicated to cities that permits describing, manipulating and explaining cities' overall shape and layout of their street systems. This street-based framework conciliates the topological and geometrical sides of the problem. From the static analysis of several French towns (topology of first and second order, anisotropy, streets scaling) we make the hypothesis that the development of a city follows a logic of division / extension of space. We propose a dynamical model that mimics this logic and which from simple general rules and a few parameters succeeds in generating a large diversity of cities and in reproducing the general features the static analysis has pointed out.

    The Post Street project had four (4), 7.960 MW, Solar Taurus-70-10801S natural gas combustion turbines. Each turbine equipped with a 40,000 lb/hr heat recovery steam generator (HRSG). The dual-fuel HRSGs was capable of generating steam using gas turbine exhaust heat or surplus electric power. The generation capacity was nominally rated at 29.2 MW. The project as proposed had a fuel rate chargeable to power of 4,900 - 5,880 Btu/kWh dependent on time of year. The CHP plant, when operating at 29.2 MW, can recycle turbine exhaust into supply 145 kpph of steam to SSC per hour. The actual SSC steam loads will vary based on weather, building occupation, plus additions / reductions of customer load served. SSC produces up to 80 kpph of steam from a biomass boiler, which is currently base loaded all year.

    The advent of modern industrialization and, in particular, the motor vehicle has witnessed dramatic increases in lead usage both as a component of lead-acid storage battery and from 1923 as organic lead alkyl anti-knock additive in petroleum. Several workers have established a correlation between increasing lead concentration in roadside soils and vehicular traffic density. Although researchers studied the heavy metal content in Lake Victoria sediments, no urban roadside soils were investigated. Since lead is used as a petrol additive in Kenya, it is necessary to document the extent and magnitude of lead contamination of roadside soils in inland and coastal urban environments and evaluate its environmental implications.

    This paper provides a new geospatial perspective on whether or not Zipf's law holds for all cities or for the largest cities in the United States. A major problem around this issue is how to define cities or city boundaries. Most of the investigations of Zipf's law rely on the demarcations of cities imposed by census data, e.g., metropolitan areas and census-designated places. These demarcations or definitions are criticized for being arbitrary. Alternative solutions to defining cities are suggested, but they still rely on census data for their definition. In this paper we demarcate urban agglomerations by clustering street nodes (including intersections and ends), forming what we call natural cities. Based on the demarcation, we found that Zipf's law holds remarkably well for all the natural cities (over 2-4 million in total) across the United States.     Members of the Task HI (Strategic Evaluation) team were responsible for the development of a methodology to evaluate policies designed to alleviate air pollution in Mexico City. This methodology utilizes information from various reports that examined ways to reduce pollutant emissions, results from models that calculate the improvement in air quality due to a reduction in pollutant emissions, and the opinions of experts as to the requirements and trade-offs that are involved in developing a program to address the air pollution problem in Mexico City. The methodology combines these data to produce comparisons between different approaches to improving Mexico City`s air quality. These comparisons take into account not only objective factors such as the air quality improvement or cost of the different approaches, but also subjective factors such as public acceptance or political attractiveness of the different approaches. The end result of the process is a ranking of the different approaches and, more importantly, the process provides insights into the implications of implementing a particular approach or policy.

The system also includes at least one second level cache and a main memory. For thread memory access requests, the core uses an address associated with an instruction format of the core. The first level cache uses an address format related to the size of the main memory plus an offset corresponding to hardware thread meta data. The second level cache uses a physical main memory address plus software thread meta data to store the memory access request. The second level cache accesses the main memory using the physical address with neither the offset nor the thread meta data after resolving speculation. The onsite portion of the audit was conducted October 24-November 4, 1994, by the DOE Office of Environmental Audit (EH-24), located within the Office of Environment, Safety, and Health (EH).     Kansas City`s Union Station, located at the center of a 1.7 million metropolitan population, is the second largest train station in the United States. The Station ceased to operate as a train station in 1983 and has since been falling into an increasing state of disrepair. This paper provides an insight into ``brownfield`` redevelopment and renovation for adaptive reuse of major turn of the century facilities such as Union Station. Substantial assessment and investigation activities have been conducted at Union Station for compliance and corrective action under RCRA, TSCA, and associated state regulations encompassing remediation estimated at more than $3 million. Recognized environmental conditions identified at Union Station included potential underground storage tanks; solid wastes, special wastes, and potentially hazardous wastes located inside the building; free liquids in sumps and elevator pits; asbestos-containing materials; lead-based paint; and potential for soil contamination on the surrounding property.

    I present the case for fundamental physics experiments in space playing an important role in addressing the current "dark energy'' crisis. If cosmological observations continue to favor a value of the dark energy equation of state parameter w=-1, with no change over cosmic time, then we will have difficulty understanding this new fundamental physics. We will then face a very real risk of stagnation unless we detect some other experimental anomaly. The advantages of space-based experiments could prove invaluable in the search for the a more complete understanding of dark energy. This talk was delivered at the start of the Fundamental Physics Research in Space Workshop in May 2006.

    This paper presents an experimental, numerical and analytical study of the effect of open roof on acoustic propagation along a 3D urban canyon. The experimental study is led by means of a street scale model. The numerical results are performed with a 2D Finite Difference in Time Domain approach adapted to take into account the acoustic radiation losses due to the street open roof. An analytical model, based on the modal decomposition of the pressure field in a horizontal plane mixed with a 2D image sources model to describe the attenuation along the street, is also proposed. Results are given for several frequencies in the low frequency domain (1000-2500 Hz). The comparison of the three approaches shows a good agreement until f=100 Hz at full scale, the analytical model and the 2D numerical simulation adapted to 3D permit to modelize the acoustic propagation along a street.     Three types of streamline topology in a Karman vortex street flow are shown under the variation of spatial parameters. For the motion of dilute particles in the K\\'arm\\'an vortex street flow, there exist a route of bifurcation to a chaotic orbit and more attractors in a bifurcation diagram for the proportion of particle density to fluid density. Along with the increase of spatial parameters in the flow filed, the bifurcation process is suspended, as well as more and more attractors emerge. In the motion of dilute particles, a drag term and gravity term dominate and result in the bifurcation phenomenon.

    Accurate estimates of the volumes of contaminated soils or sediments are critical to effective program planning and to successfully designing and implementing remedial actions. Unfortunately, data available to support the preremedial design are often sparse and insufficient for accurately estimating contaminated soil volumes, resulting in significant uncertainty associated with these volume estimates. The uncertainty in the soil volume estimates significantly contributes to the uncertainty in the overall project cost estimates, especially since excavation and off-site disposal are the primary cost items in soil remedial action projects. The Army Corps of Engineers Buffalo District's experience has been that historical contaminated soil volume estimates developed under the Formerly Utilized Sites Remedial Action Program (FUSRAP) often underestimated the actual volume of subsurface contaminated soils requiring excavation during the course of a remedial activity. In response, the Buffalo District has adopted a variety of programmatic methods for addressing contaminated volume uncertainties. These include developing final status survey protocols prior to remedial design, explicitly estimating the uncertainty associated with volume estimates, investing in predesign data collection to reduce volume uncertainties, and incorporating dynamic work strategies and real-time analytics in predesign characterization and remediation activities. This paper describes some of these experiences in greater detail, drawing from the knowledge gained at Ashland1, Ashland2, Linde, and Rattlesnake Creek. In the case of Rattlesnake Creek, these approaches provided the Buffalo District with an accurate predesign contaminated volume estimate and resulted in one of the first successful FUSRAP fixed-price remediation contracts for the Buffalo District.

    This report describes the process and results of a demonstration of solid-state lighting (SSL) technology in a residential street lighting application, under the U.S. Department of Energy GATEWAY Solid-State Lighting Technology Demonstration Program. In this project, eight 100W (nominal) high-pressure sodium cobra head fixtures were replaced with a like number of LED street light luminaires manufactured by Leotek, Inc. The Leotek product achieved an estimated payback in the Lija Loop installation of about 20 years for replacement scenarios and a much shorter 7.6 years for new installations. Much of the associated energy savings (55%) supporting these payback periods, however, were achieved by reducing average horizontal photopic illuminance a similar amount (53%). Examined from a different perspective, the measured performance suggests that the Leotek product is at approximate parity with the HPS cobra head in terms of average delivered photopic illumination for a given power consumption. HPS comprises the second most efficacious street lighting technology available, exceeded only by low pressure sodium (LPS). LPS technology is not considered suitable for most street lighting applications due to its monochromatic spectral output and poor color rendering ability; therefore, this LED product is performing at an efficiency level comparable to its primary competition in this application.

    This report describes the work performed to develop and test a new switching system and communications network that is useful for economically switching lighting circuits in existing commercial buildings. The first section of the report provides the general background of the IBECS (Integrated Building Environmental Communications System) research and development work as well as the context for the development of the new switching system. The research and development effort that went into producing the first proof-of-concept (the IBECS Addressable Power Switch or APS) and the physical prototype of that concept is detailed in the second section. In the third section of the report, we detail the refined Powerline Carrier Based IBECS Title 24 Wall Switch system that evolved from the APS prototype. The refined system provided a path for installing IBECS switching technology in existing buildings that may not be already wired for light level switching control. The final section of the report describes the performance of the IBECS Title 24 Switch system as applied to a small demonstration in two offices at LBNL's Building 90. We learned that the new Powerline Carrier control systems (A-10 technology) that have evolved from the early X-10 systems have solved most of the noise problems that dogged the successful application of X-10 technologies in commercial buildings. We found that the new A-10 powerline carrier control technology can be reliable and effective for switching lighting circuits even in electrically noisy office environments like LBNL. Thus we successfully completed the task objectives by designing, building and demonstrating a new switching system that can provide multiple levels of light which can be triggered either from specially designed wall switches or from a digital communications network. By applying commercially available powerline carrier based technologies that communicate over the in-place lighting wiring system, this type of control can be economi cally installed even in existing buildings that were not wired for dual-level lighting.

    The Historically Black Colleges and Universities (HBCU) Solar Radiation Monitoring Network operated from July 1985 through December 1996. Funded by DOE, the six-station network provided 5-minute averaged measurements of direct normal, global, and diffuse horizontal solar irradiance. The data were processed at NREL to improve the assessment of the solar radiation resources in the southeastern United States. Historical HBCU data available online include quality assessed 5-min data, monthly reports, and plots. In January 1997 the HBCU sites became part of the CONFRRM solar monitoring network and data from the two remaining active stations, Bluefield State College and Elizabeth City State University, are collected by the NREL Measurement & Instrumentation Data Center (MIDC).

    The City of Brockton, Massachusetts sought to install New England’s largest solar array at a remediated brownfield site on Grove Street. The 425-kilowatt solar photovoltaic array – or “Brightfield” – was installed in an urban park setting along with interpretive displays to maximize the educational opportunities. The “Brightfield” project included 1,395 310-Watt solar panels connected in “strings” that span the otherwise unusable 3.7-acre site. The project demonstrated that it is both technically and economically feasible to install utility scale solar photovoltaics on a capped landfill site. The US Department of Energy conceived the Brightfields program in 2000, and Brockton’s Brightfield is the largest such installation nationwide. Brockton’s project demonstrated that while it was both technically and economically feasible to perform such a project, the implementation was extremely challenging due to the state policy barriers, difficulty obtaining grant funding, and level of sophistication required to perform the financing and secure required state approvals. This demonstration project can be used as a model for other communities that wish to implement “Brownfields to Brightfields” projects; 2) implementing utility scale solar creates economies of scale that can help to decrease costs of photovoltaics; 3) the project is an aesthetic, environmental, educational and economic asset for the City of Brockton.

    This report presents the preliminary findings from the first phase of the Environmental Survey of the United States Department of Energy (DOE), Kansas City Plant (KCP), conducted March 23 through April 3, 1987. The Survey is being conducted by a multidisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team members are outside experts being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the KCP. The Survey covers all environmental media and all areas of environmental regulations. It is being performed in accordance with the DOE Environmental Survey Manual. This phase of the Survey involves the review of existing site environmental data observations of the operations performed at the KCP, and interviews with site personnel. The Survey team developed a Sampling and Analysis Plan to assist in further assessing certain environmental problems identified during its on-site activities. The Sampling and Analysis Plan is being executed by DOE's Argonne National Laboratory. When completed, the results will be incorporated into the KCP Environmental Survey Interim Report. The Interim Report will reflect the final determinations of the KCP Survey. 94 refs., 39 figs., 55 tabs.

  19. New York City Energy-Water Integrated Planning: A Pilot Study

    The New York City Energy-Water Integrated Planning Pilot Study is one of several projects funded by Sandia National Laboratories under the U.S. Department of Energy Energy-Water Nexus Program. These projects are intended to clarify some key issues and research needs identified during the Energy-Water Nexus Roadmapping activities. The objectives of the New York City Pilot Project are twofold: to identify energy-water nexus issues in an established urban area in conjunction with a group of key stakeholders and to define and apply an integrated energy and water decision support tool, as proof-of-concept, to one or more of these issues. During the course of this study, the Brookhaven National Laboratory project team worked very closely with members of a Pilot Project Steering Committee. The Steering Committee members brought a breadth of experience across the energy, water and climate disciplines, and all are well versed in the particular issues faced by an urban environment, and by New York City in particular. The first task was to identify energy-water issues of importance to New York City. This exercise was followed by discussion of the qualities and capabilities that an ideal decision support tool should display to address these issues. The decision was made to start with an existing energy model, the New York City version of the MARKAL model, developed originally at BNL and now used globally by many groups for energy analysis. MARKAL has the virtue of being well-vetted, transparent, and capable of calculating 'material' flows, such as water use by the energy system and energy requirements of water technology. The Steering Committee members defined five scenarios of interest, representing a broad spectrum of New York City energy-water issues. Brookhaven National Laboratory researchers developed a model framework (Water-MARKAL) at the desired level of detail to address the scenarios, and then attempted to gather the New York City-specific information required to analyze the scenarios using Water-MARKAL. This report describes the successes and challenges of defining and demonstrating the decision tool, Water-MARKAL. The issues that the stakeholders perceive for New York City are listed and the difficulties in gathering required information for Water-MARKAL to analyze these issues at the desired level of detail are described.

  20. Flow of autonomous traffic on a single multi-lane street

    We investigate the behaviour of an original traffic model. The model considers a single multi-lane street, populated by autonomous vehicles directed from either end to the other. Lanes have no intrinsic directionality, and the vehicles are inserted at random at either end and any lane. Collision avoidance is fully automatic and, to enhance the transport capacity of the street, vehicles form_trains_ in which they may travel at high speed quite close to the vehicle in front. We report on the transit times for vehicles under a wide variety of conditions: vehicle insertion probability & imbalance and their maximum speed distribution. We also outline an interesting feature of the model, that the complex interactions of many vehicles are considerably more powerful than a simple "keep left" directive which each vehicle should obey.
