    The objective of this Public Interest Energy Research (PIER)scoping project is to identify options for public-interest research and development (R&D) to improve transmission-planning tools, techniques, and methods. The information presented was gathered through a review of current California utility, California Independent System Operator (ISO), and related western states electricity transmission-planning activities and emerging needs. This report presents the project teams findings organized under six topic areas and identifies 17 distinct R&D activities to improve transmission-planning in California and the West. The findings in this report are intended for use, along with other materials, by PIER staff, to facilitate discussions with stakeholders that will ultimately lead to development of a portfolio of transmission-planning R&D activities for the PIER program.

    This document presents the findings of a scoping study commissioned by the Public Interest Energy Research (PIER) program of the California Energy Commission to determine what research is necessary to develop new residential ventilation requirements for California. This study is one of three companion efforts needed to complete the job of determining the needs of California, determining residential ventilation requirements, and determining appropriate ventilation technologies to meet these needs and requirements in an energy efficient manner. Rather than providing research results, this scoping study identifies important research questions along with the level of effort necessary to address these questions and the costs, risks, and benefits of pursuing alternative research questions. In approaching these questions and level of effort, feasibility and timing were important considerations. The Commission has specified Summer 2005 as the latest date for completing this research in time to update the 2008 version of California's Energy Code (Title 24).

    The goals of this scoping study are to identify research needed to develop improved ventilation standards for California's Title 24 Building Energy Efficiency Standards. The 2008 Title 24 Standards are the primary target for the outcome of this research, but this scoping study is not limited to that timeframe. We prepared this scoping study to provide the California Energy Commission with broad and flexible options for developing a research plan to advance the standards. This document presents the findings of a scoping study commissioned by the Public Interest Energy Research (PIER) program of the California Energy Commission to determine what research is necessary to develop new residential ventilation requirements for California. This study is one of three companion efforts needed to complete the job of determining the ventilation needs of California residences, determining the bases for setting residential ventilation requirements, and determining appropriate ventilation technologies to meet these needs and requirements in an energy efficient manner. Rather than providing research results, this scoping study identifies important research questions along with the level of effort necessary to address these questions and the costs, risks, and benefits of pursuing alternative research questions. In approaching these questions and corresponding levels of effort, feasibility and timing were important considerations. The Commission has specified Summer 2005 as the latest date for completing this research in time to update the 2008 version of California's Energy Code (Title 24).

    In this project, a concept to improve the performance of aluminum production cells by introducing potlining additives was examined and tested. Boron oxide was added to cathode blocks, and titanium was dissolved in the metal pool; this resulted in the formation of titanium diboride and caused the molten aluminum to wet the carbonaceous cathode surface. Such wetting reportedly leads to operational improvements and extended cell life. In addition, boron oxide suppresses cyanide formation. This final report presents and discusses the results of this project. Substantial economic benefits for the practical implementation of the technology are projected, especially for modern cells with graphitized blocks. For example, with an energy savings of about 5% and an increase in pot life from 1500 to 2500 days, a cost savings of $ 0.023 per pound of aluminum produced is projected for a 200 kA pot.

    An additive comprising a phosphazene compound that has at least two reactive functional groups and at least one capping functional group bonded to phosphorus atoms of the phosphazene compound. One of the at least two reactive functional groups is configured to react with cellulose and the other of the at least two reactive functional groups is configured to react with a resin, such as an amine resin of a polycarboxylic acid resin. The at least one capping functional group is selected from the group consisting of a short chain ether group, an alkoxy group, or an aryloxy group. Also disclosed are an additive-resin admixture, a method of treating a wood product, and a wood product.

    Section 805(a) of the Energy Independence and Security Act of 2007 (EISA), Public Law 110-1401 requires the U.S. Energy Information Administration (EIA) to establish a five-year plan to enhance the quality and scope of its data collection necessary to ensure that the scope, accuracy, and timeliness of the information needed for efficient functioning of energy markets and related financial operations.     Traditional approaches to determining the scope of environmental impact assessment have been based on an ad hoc selection of issues by the project proponent and other interested parties. Resulting in an inadequate consideration of both cumulative effects and impacts on biodiversity. Although public involvement in scoping the assessment must by resource-oriented, rather than activity-oriented, the appropriate scope of environmental impact assessment is the ecosystem. Drawing from the Council on Environmental Quality (CEQ) guidance on the consideration of biodiversity under the National Environmental Policy Act (NEPA) and the growing consensus on principles of ecosystem management, scoping should begin with the large-scale ecosystem focusing on essential components potentially affected by the project to determine the appropriate bounds for the study. Although the science of analyzing ecosystems has many limitation, progress in improving environmental impact assessment can be made at any of the three increasingly difficult steps in assessing at the ecosystem level: (1) The first step involves bounding the assessment within the regional context to address cumulative effects and biodiversity. The adoption of a landscape scale has proven to be the most effective solution to the problems of setting boundaries for study units in time and space that do not omit important sources, endpoints (indicators), or processes. (2) The second step involves the use of higher-level indicators to characterize biodiversity and ecosystem integrity. Useful measures include community indices of biological integrity and landscape parameters such as habitat composition and fragmentation. (3) The third step involves identifying ecosystem thresholds (i.e., carrying capacities) to analyze the significance of cumulative impacts. Trends analysis can help identify potential threshold effects when process models are not available.

It is recognized that the core damage frequency (CDF) of the sequence evaluated in this scoping effort would be considerably lower if evaluations considered new FLEX equipment being installed by industry. Nevertheless, because of uncertainties in instrumentation response when exposed to conditions beyond QE limits and alternate challenges associated with different sequences that may impact sensor performance, it is recommended that additional evaluations of instrumentation performance be completed to provide confidence that operators have access to accurate, relevant, and timely information on the status of reactor systems for a broad range of challenges associated with risk important severe accident sequences.

    While the National Environmental Policy Act (NEPA) implementing regulations focus on describing ''What'' must be done, they provide surprisingly little direction on ''how'' such requirements are to be implemented. Specific implementation of these requirements has largely been left to the discretion of individual agencies. More than a quarter of a century after NEPA's enactment, few rigorous tools, techniques, or methodologies have been developed or widely adopted for implementing the regulatory requirements. In preparing an Environmental Impact Statement, agencies are required to conduct a public scoping process to determine the range of actions, alternatives, and impacts that will be investigated. Determining the proper scope of analysis is an element essential in the successful planning and implementation of future agency actions. Lack of rigorous tools and methodologies can lead to project delays, cost escalation, and increased risk that the scoping process may not adequately capture the scope of decisions that eventually might need to be considered. Recently, selected Value Engineering (VE) techniques were successfully used in managing a prescoping effort. A new strategy is advanced for conducting a pre-scoping/scoping effort that combines NEPA with VE. Consisting of five distinct phases, this approach has potentially wide-spread implications in the way NEPA, and scoping in particular, is practiced.

    The objective of this scoping study is: (1) to identify current market drivers and technology trends that can improve the demand responsiveness of commercial building lighting systems and (2) to quantify the energy, demand and environmental benefits of implementing lighting demand response and energy-saving controls strategies Statewide. Lighting systems in California commercial buildings consume 30 GWh. Lighting systems in commercial buildings often waste energy and unnecessarily stress the electrical grid because lighting controls, especially dimming, are not widely used. But dimmable lighting equipment, especially the dimming ballast, costs more than non-dimming lighting and is expensive to retrofit into existing buildings because of the cost of adding control wiring. Advances in lighting industry capabilities coupled with the pervasiveness of the Internet and wireless technologies have led to new opportunities to realize significant energy saving and reliable demand reduction using intelligent lighting controls. Manufacturers are starting to produce electronic equipment--lighting-application specific controllers (LAS controllers)--that are wirelessly accessible and can control dimmable or multilevel lighting systems obeying different industry-accepted protocols. Some companies make controllers that are inexpensive to install in existing buildings and allow the power consumed by bi-level lighting circuits to be selectively reduced during demand response curtailments. By intelligently limiting the demand from bi-level lighting in California commercial buildings, the utilities would now have an enormous 1 GW demand shed capability at hand. By adding occupancy and light sensors to the remotely controllable lighting circuits, automatic controls could harvest an additional 1 BkWh/yr savings above and beyond the savings that have already been achieved.     This project conducted a survey, consisting of a written questionaire, a workshop, and site visits to determine what facets of substation engineering would benefit from incorporation into a workstation environment. Based on the needs expressed by the respondents, a program for the staged development of a Substation Workstation is recommended. Six analytical function modules for assisting in substation engineering were identified for potential inclusion in the workstation: Initial Planning Activities; Physical Plant Design; Analytical Functions; Civil/Structural Design; Environmental Design; and Project Management. The initial release of the Substation Workstation is recommended to include the workstation environment (including MENTOR -- a concept for on-line help, tutorials, notepad, a minor spreadsheet, and interfaces to other regular desktop functions) and portions of the first three functional modules listed above. Recommendations for progress beyond this first release of the workstation included the development of additional capabilities within the initial functional modules, as well as the development of the remaining modules. An overlap exists between the analytical requirements for this workstation and those already included in the EPRI TLWorkstation and the ICWorkstation. In some cases, elements of these other workstations are also suggested for incorporation into the Substation Workstation (such as the foundation analyses from the TLWorkstation), and in others, an assimilation of the other workstation into the Substation Workstation is recommended (as with the ICWorkstation). Estimated resources for implementing the recommended program, including both costs and development time, are also provided.

    The Canadian Senate voted late last week to ban use of the manganese-based fuel additive MMT, produced only in the US by Ethyl. MMT, which has been sold in Canada for the past 20 years and accounts for about half of Ethyl`s Canadian sales, has been criticized by environmentalists, who have raised public health concerns, and automakers, who say it harms emission control systems. {open_quotes}Canada`s vote is a great victory for public health and the environment,{close_quotes} says Environmental Defense Fund executive director Fred Krupp. {open_quotes}The US should move swiftly to follow suit and suspend sales of MMT until adequate toxicity testing on the additive is completed.{close_quotes} EPA had refused to approve MMT for sale because of health concerns but was compelled to do so by a December 1995 court ruling. Ethyl asserts the ban violates Canada`s obligations under Nafta and says it will file a damage claim with the Nafta arbitration panel.

    During the past several years, an International Scoping Study (ISS) of a Neutrino Factory was carried out, with the aim of developing an internationally accepted baseline facility design. Progress toward that goal will be described. Many of the key technical aspects of a Neutrino Factory facility design are presently being investigated experimentally, and the status of these investigations will be mentioned. Plans for the recently launched International Design Study (IDS), which serves as a follow-on to the ISS, will be briefly described.

    A Settlement Agreement between the Department of Energy (DOE) and the State of Idaho mandates that all high-level radioactive waste (HLW) now stored at the Idaho Chemical Processing Plant (ICPP) on the Idaho National Engineering and Environmental Laboratory (INEEL) will be treated so that it is ready to be moved out of Idaho for disposal by a target date of 2035. This study investigates the nonseparations Cementitious Waste Option (CWO) as a means to achieve this goal. Under this option all liquid sodium-bearing waste (SBW) and existing HLW calcine would be recalcined with sucrose, grouted, canisterized, and interim stored as a mixed-HLW for eventual preparation and shipment off-Site for disposal. The CWO waste would be transported to a Greater Confinement Disposal Facility (GCDF) located in the southwestern desert of the US on the Nevada Test Site (NTS). All transport preparation, shipment, and disposal facility activities are beyond the scope of this study. CWO waste processing, packaging, and interim storage would occur over a 5-year period between 2013 and 2017. Waste transport and disposal would occur during the same time period.

It was also sometimes necessary to make clarifications as to process throughout the meetings. Topics covered federal involvement in the HGP-EIS; NEPA compliance; public awareness, review, and access to information; Native Hawaiian concerns; the record of decision, responsibility with respect to international issues; the impacts of prior and on-going geothermal development activities; project definition; alternatives to the proposed action; necessary studies; Section 7 consultations; socioeconomic impacts; and risk analysis. Presentations followed, in ten meetings, 163 people presented issues and concerns, 1 additional person raised process questions only.

    There has been invented a method for incorporating additives into polymers comprising: (a) forming an aqueous or alcohol-based colloidal system of the polymer; (b) emulsifying the colloidal system with a compressed fluid; and (c) contacting the colloidal polymer with the additive in the presence of the compressed fluid. The colloidal polymer can be contacted with the additive by having the additive in the compressed fluid used for emulsification or by adding the additive to the colloidal system before or after emulsification with the compressed fluid. The invention process can be carried out either as a batch process or as a continuous on-line process.

    This study encompasses initial scoping tests on the incorporation of a novel iodine loaded getter material into the Sandia developed low temperature sintering glass ceramic material (GCM) waste form. In particular, we studied the PNNL Ag-I-Aerogel. Optical microscopy indicates inhomogenous samples based on particle sizes and variations in color (AgI vs Ag/AgO on silica). TGA/MS data when heated in air indicates loss of iodine and organics (CO2) between 250-450°C a total of ~15wt% loss, with additional / small iodine loss when during 550°C hold for 1 hr. TGA/MS data when heated in N2 indicates less organic and slightly less iodine loss below 550°C, with no loss of iodine in 550°C 1 hour hold. Furthermore, a substantial mass loss of sulfur containing compounds is observed (m/e of 34 and 36) between 150 – 550°C in both air and N2 sintering atmospheres. In an effort to capture iodine lost to volatilization during heating (at temps below glass sintering temperature of 550°C), we added 5 wt% Ag flake to the AgIaerogel. Resulting data indicates the iodine is retained with the addition of the Ag flake, resulting in only a small iodine loss (< 1wt%) at ~350°C. No method of curtailing loss of sulfur containing compounds due to heating was successful in this scoping study.

    This project conducted a survey, consisting of a written questionaire, a workshop, and site visits to determine what facets of substation engineering would benefit from incorporation into a workstation environment. Based on the needs expressed by the respondents, a program for the staged development of a Substation Workstation is recommended. Six analytical function modules for assisting in substation engineering were identified for potential inclusion in the workstation: Initial Planning Activities; Physical Plant Design; Analytical Functions; Civil/Structural Design; Environmental Design; and Project Management. The initial release of the Substation Workstation is recommended to include the workstation environment (including MENTOR -- a concept for on-line help, tutorials, notepad, a minor spreadsheet, and interfaces to other regular desktop functions) and portions of the first three functional modules listed above. Recommendations for progress beyond this first release of the workstation included the development of additional capabilities within the initial functional modules, as well as the development of the remaining modules. An overlap exists between the analytical requirements for this workstation and those already included in the EPRI TLWorkstation and the ICWorkstation. In some cases, elements of these other workstations are also suggested for incorporation into the Substation Workstation (such as the foundation analyses from the TLWorkstation), and in others, an assimilation of the other workstation into the Substation Workstation is recommended (as with the ICWorkstation). Estimated resources for implementing the recommended program, including both costs and development time, are also provided.

    Ethyl and EPA are trading punches over EPA`s doubts about the safety of Ethyl`s gasoline additive methylcyclopentadienyl manganese (MMT). Late last week, EPA released a statement reaffirming its position that there has not been enough research on health effects of MMT and asking gas stations to label pumps that contain the additive so consumers will be aware they are using it. Responding to that statement, Ethyl has written Administrator Carol Browner asking why she appears to be supporting the Environmental Defense Fund`s (EDF; Washington) campaign against MMT and advocating the delay of the additive use in light of its known emission-reducing characteristics. The tension began in the early `90s, when the EPA refused to allow Ethyl to market MMT and required it to perform more long-term health studies. Last October a court ordered the agency to grant Ethyl approval to use MMT in nonreformulated gasoline.
