    Volume I of this Review traces the origins of the Model Additional Protocol. It covers the period from 1991, when events in Iraq triggered an intensive review of the safeguards system, until 1996, when the IAEA Board of Governors established Committee 24 to negotiate a new protocol to safeguards agreement. The period from 1991-1996 set the stage for this negotiation and shaped its outcome in important ways. During this 5-year period, many proposals for strengthening safeguards were suggested and reviewed. Some proposals were dropped, for example, the suggestion by the IAEA Secretariat to verify certain imports, and others were refined. A rough consensus was established about the directions in which the international community wanted to go, and this was reflected in the draft of an additional protocol that was submitted to the IAEA Board of Governors on May 6, 1996 in document GOV/2863, Strengthening the Effectiveness and Improving the Efficiency of the Safeguards System - Proposals For Implementation Under Complementary Legal Authority, A Report by the Director General. This document ended with a recommendation that, 'the Board, through an appropriate mechanism, finalize the required legal instrument taking as a basis the draft protocol proposed by the Secretariat and the explanation of the measures contained in this document.'

    In this project, a concept to improve the performance of aluminum production cells by introducing potlining additives was examined and tested. Boron oxide was added to cathode blocks, and titanium was dissolved in the metal pool; this resulted in the formation of titanium diboride and caused the molten aluminum to wet the carbonaceous cathode surface. Such wetting reportedly leads to operational improvements and extended cell life. In addition, boron oxide suppresses cyanide formation. This final report presents and discusses the results of this project. Substantial economic benefits for the practical implementation of the technology are projected, especially for modern cells with graphitized blocks. For example, with an energy savings of about 5% and an increase in pot life from 1500 to 2500 days, a cost savings of $ 0.023 per pound of aluminum produced is projected for a 200 kA pot.

    The Illicit nuclear trafficking panel was conducted at the 4th Annual INMM workshop on Reducing the Risk from Radioactive and Nuclear Materials on February 2-3, 2010 in Washington DC. While the workshop occurred prior to the Nuclear Security Summit, April 12-13 2010 in Washington DC, some of the summit issues were raised during the workshop. The Communique of the Washington Nuclear Security Summit stated that 'Nuclear terrorism is one of the most challenging threats to international security, and strong nuclear security measures are the most effective means to prevent terrorists, criminals, or other unauthorized actors from acquiring nuclear materials.' The Illicit Trafficking panel is one means to strengthen nuclear security and cooperation at bilateral, regional and multilateral levels. Such a panel promotes nuclear security culture through technology development, human resources development, education and training. It is a tool which stresses the importance of international cooperation and coordination of assistance to improve efforts to prevent and respond to incidents of illicit nuclear trafficking. Illicit trafficking panel included representatives from US government, an international organization (IAEA), private industry and a non-governmental organization to discuss illicit nuclear trafficking issues. The focus of discussions was on best practices and challenges for addressing illicit nuclear trafficking. Terrorism connection. Workshop discussions pointed out the identification of terrorist connections with several trafficking incidents. Several trafficking cases involved real buyers (as opposed to undercover law enforcement agents) and there have been reports identifying individuals associated with terrorist organizations as prospective plutonium buyers. Some specific groups have been identified that consistently search for materials to buy on the black market, but no criminal groups were identified that specialize in nuclear materials or isotope smuggling. In most cases, sellers do not find legitimate buyers; however, there have been specific cases where sellers did find actual terrorist group representatives. There appears to be a connection between terrorist groups engaged in trafficking conventional arms and explosives components that are also looking for both nuclear materials and radioisotopes. Sale opportunities may create additional demand for such materials. As we can observe from Figure 1, many cases in the mid-90s involved kilogram quantities of material. There were smaller amounts of material moved in 2001, 2003 and 2006. While we have seen less trafficking cases involving PujHEU in recent years, the fact that it continues at all is troubling. The trafficking cases can be presented through their life cycle: Diversion of materials leads to Trafficker and then to Terrorist/Proliferator. Most of the information we have in trafficking cases is on the Trafficker. In 16 cases reported by the IAEA, there are 10 prosecutions of the involved trafficker. However, there are no confirmed diversions of material recorded in any of the 18 seizures. Most seizures were sting operations performed by law enforcement or security agents with no actual illicit end-user involved.

    In 1993, the Government Performance and Results Act (GPRA, PL 103-62) was enacted. GPRA, which applies to all federal programs, has three components: strategic plans, annual performance plans, and metrics to show how well annual plans are being followed. As part of meeting the GRPA requirement in FY2000, a 14-member external peer review panel (the Garwin Committee) was convened on May 17-19, 2000 to review Sandia National Laboratories' Pulsed Power Programs as a component of the Performance Appraisal Process negotiated with the Department of Energy (DOE). The scope of the review included activities in inertial confinement fission (ICF), weapon physics, development of radiation sources for weapons effects simulation, x-ray radiography, basic research in high energy density physics (HEDP), and pulsed power technology research and development. In his charge to the committee, Jeffrey Quintenz, Director of Pulsed Power Sciences (1600) asked that the review be based on four criteria (1) quality of science, technology, and engineering, (2) programmatic performance, management, and planning, (3) relevance to national needs and agency missions, and (4) performance in the operation and construction of major research facilities. In addition, specific programmatic questions were posed by the director and by the DOE-Defense Programs (DP). The accompanying report, produced as a SAND document, is the report of the committee's findings.

    Does the sum of correlations in subsystems constitute the correlation in the total system? Such a concept can be expressed by an additivity relationship of correlations. From a strong subadditivity condition of von Neumann entropy, four different additivity relations in total correlation are derived and quantified. Based upon the classification of the additivity in total correlation, we identify the corresponding additive relationships in entanglement. It is also discussed that similar relationships are satisfied for quantum discord of pure states, but it is not always true for mixed states.

    The Secretary of Energy directed that an independent review of the current cost and schedule baseline for the SSC be conducted. The purpose of this independent review was to validate the current cost and schedule baseline and to ensure that the project status is accurate as currently reported. Through May 1993, approximately $1.5 billion of the baseline cost of $8.249 billion had been expended, with project completion forecasted on the baseline schedule as of September 1999. This report documents the findings of the SSC Baseline Validation Review Committee (the Committee). The report is organized into five parts. The first section is the Executive Summary. This introduction is followed by a discussion of the project progress/status as determined by the Committee. The next section describes the Committee`s estimate of the cost at completion for the SSC project, followed by an assessment of the adequacy of the business management systems currently being used to manage the project. The final section presents the Committee`s conclusions and recommendations. The main body of the report is followed by the subcommittee reports and appendices.

Among them, the output minimum entropy is simplest, and hence many researchers are focusing on this quantity. Here, we suggest yet another entanglement measure, whose strong superadditivity and additivity are equivalent to the additivity of the quantities mentioned above. This quantity is as simple as the output minimum entropy, and in existing proofs of additivity conjecture of the output minimum entropy for the specific examples, they are essentially proving the strong superadditivity of this quantity.

    Data and metadata standards promote the consistent recording of information and are necessary to ensure the stability and high quality of Atmospheric Radiation Measurement (ARM) Climate Research Facility data products for scientific users. Standards also enable automated routines to be developed to examine data, which leads to more efficient operations and assessment of data quality. Although ARM Infrastructure agrees on the utility of data and metadata standards, there is significant confusion over the existing standards and the process for allowing the release of new data products with exceptions to the standards. The ARM Standards Policy Committee was initiated in March 2012 to develop a set of policies and best practices for ARM data and metadata standards.

    The Cross-Section Evaluation Working Group (CSEWG) is a long-standing committee charged with responsibility for organizing and overseeing the US cross-section evaluation effort. It`s main product is the official US evaluated nuclear data file, ENDF. In 1992 CSEWG added the Measurements Committee to its list of standing committees and subcommittees. This action was based on a recognition of the importance of experimental data in the evaluation process as well as the realization that measurement activities in the US were declining at an alarming rate and needed considerable encouragement to avoid the loss of this resource. The mission of the Committee is to maintain contact with experimentalists in the Us and to encourage them to contribute to the national nuclear data effort. Improved communication and the facilitation of collaborative activities are among the tools employed in achieving this objective. In 1994 the Committee was given an additional mission, namely, to serve as an interface between the applied interests represented in CSEWG and the basic nuclear science community. Accordingly, its name was changed to the Measurement and Basic Physics Committee. The present annual report is the third such document issued by the Committee. It contains voluntary contributions from several laboratories in the US. Their contributions were submitted to the Chairman for compilation and editing.

After an invited talk by Machleidt, published elsewhere in these proceedings, brief remarks are made by Epelbaum, Cohen, and Gross, followed by discussion from the floor moderated by the chair. The chair asked the round table and the participants to focus on the following issues: (1)What does each approach (chiral effective field theory, large Nc, and relativistic phenomenology) contribute to our knowledge of the nuclear force? Do we need them all? Is any one transcendent? (2) How important for applications (few body, nuclear structure, EMC effect, for example) are precise fits to the NN data below 350 MeV? How precise do these fits have to be? (3) Can we learn anything about nonperturbative QCD from these studies of the nuclear force? The discussion presented here is based on a video recording made at the conference and transcribed afterward.

    We explore complementarity between output and environment of a quantum channel (or, more generally, CP map), making an observation that the output purity characteristics for complementary CP maps coincide. Hence, validity of the mutiplicativity/additivity conjecture for a class of CP maps implies its validity for complementary maps. The class of CP maps complementary to entanglement-breaking ones is described and is shown to contain diagonal CP maps as a proper subclass, resulting in new class of CP maps (channels) for which the multiplicativity/additivity holds. Covariant and Gaussian channels are discussed briefly in this context.

    There has been invented a method for incorporating additives into polymers comprising: (a) forming an aqueous or alcohol-based colloidal system of the polymer; (b) emulsifying the colloidal system with a compressed fluid; and (c) contacting the colloidal polymer with the additive in the presence of the compressed fluid. The colloidal polymer can be contacted with the additive by having the additive in the compressed fluid used for emulsification or by adding the additive to the colloidal system before or after emulsification with the compressed fluid. The invention process can be carried out either as a batch process or as a continuous on-line process.

    As part of the MHD Integrated Topping Cycle (ITC) project, TRW was given the responsibility to organize, charter and co-chair, with the Department of Energy (DOE), an MHD Technology Transfer, Integration and Review Committee (TTIRC). The Charter of the TTIRC, which was approved by the DOE in June 1988 and distributed to the committee members, is included as part of this Summary. As stated in the Charter, the purpose of this committee is to: (1) review all Proof-of-Concept (POC) projects and schedules in the national MHD program; to assess their compatibility with each other and the first commercial MHD retrofit plant; (2) establish and implement technology transfer formats for users of this technology; (3) identify interfaces, issues, and funding structures directly impacting the success of the commercial retrofit; (4) investigate and identify the manner in which, and by whom, the above should be resolved; and (5) investigate and assess other participation (foreign and domestic) in the US MHD Program. The DOE fiscal year 1989 MHD Program Plan Schedule is included at the end of this Summary. The MHD Technology Transfer, Integration and Review Committee's activities to date have focused primarily on the technology transfer'' aspects of its charter. It has provided a forum for the dissemination of technical and programmatic information among workers in the field of MHD and to the potential end users, the utilities, by holding semi-annual meetings.     The Cross-Section Evaluation Working Group (CSEWG) is a long-standing committee charged with responsibility for organizing and overseeing the US cross-section evaluation effort. Its main product is the official US evaluated nuclear data file, ENDF. The current version of this file is Version VI. All evaluations included in ENDF, as well as periodic modifications and updates to the file, are reviewed and approved by CSEWG and issued by the US Nuclear Data Center, Brookhaven National Laboratory. CSEWG is comprised of volunteers from the US nuclear data community who possess expertise in evaluation methodologies and who collectively have been responsible for producing most of the evaluations included in ENDF. In 1992 CSEWG added the Measurements Committee to its list of standing committees and subcommittees. This action was based on a recognition of the importance of experimental data in the evaluation process as well as the realization that measurement activities in the US were declining at an alarming rate and needed considerable encouragement to avoid the loss of this resource. The mission of the Committee is to maintain contact with experimentalists in the US and to encourage them to contribute to the national nuclear data effort. Improved communication and the facilitation of collaborative activities are among the tools employed in achieving this objective. In 1994 the Committee was given an additional mission, namely, to serve as an interface between the applied interests represented in CSEWG and the basic nuclear science community. Accordingly, its name was changed to the Measurement and Basic Physics Committee. The present annual report is the third such document issued by the Committee. It contains voluntary contributions from several laboratories in the US. Their contributions were submitted to the Chairman for compilation and editing.

    The Paducah Environmental Advisory Committee was formed as: (1) an outgrowth of other Environmental Advisory Committees already in existence at Oak Ridge and other Martin Marietta Energy Systems plants; (2) a result of public concern following significant nuclear incidents at Bhopal and Chernobyl; (3) a result of the new direction and commitment of the management of the Paducah Gaseous Diffusion Plant following contract acquisition by Martin Marietta Energy Systems; and (4) a means of reducing and/or preventing local and/or public concern regarding the activities of and potential risks created by PGDP. This report discusses the following issues and concerns of the Committee arrived at through a series of meetings: (1) groundwater monitoring; (2) long-range tails storage; C-404, scrap yrads, and PCB and TCE cleanup; nuclear criticality plan and alarm systems; documentation of historical data regarding hazardous waste burial grounds; dosimeter badges; and asbestos handling and removal.

  16. Additivity and non-additivity of multipartite entanglement measures

    We study the additivity property of three multipartite entanglement measures, i.e. the geometric measure of entanglement (GM), the relative entropy of entanglement and the logarithmic global robustness. First, we show the additivity of GM of multipartite states with real and non-negative entries in the computational basis. Many states of experimental and theoretical interests have this property, e.g. Bell diagonal states, maximally correlated generalized Bell diagonal states, generalized Dicke states, the Smolin state, and the generalization of D\\"{u}r's multipartite bound entangled states. We also prove the additivity of other two measures for some of these examples. Second, we show the non-additivity of GM of all antisymmetric states of three or more parties, and provide a unified explanation of the non-additivity of the three measures of the antisymmetric projector states. In particular, we derive analytical formulae of the three measures of one copy and two copies of the antisymmetric projector states respectively. Third, we show, with a statistical approach, that almost all multipartite pure states with sufficiently large number of parties are nearly maximally entangled with respect to GM and relative entropy of entanglement. However, their GM is not strong additive; what's more surprising, for generic pure states with real entries in the computational basis, GM of one copy and two copies, respectively, are almost equal. Hence, more states may be suitable for universal quantum computation, if measurements can be performed on two copies of the resource states. We also show that almost all multipartite pure states cannot be produced reversibly with the combination multipartite GHZ states under asymptotic LOCC, unless relative entropy of entanglement is non-additive for generic multipartite pure states.

    We propose a test to measure the bosonic quality of particles with respect to physical operations of single-particle addition and subtraction. We apply our test to investigate bosonic properties of composite particles made of an even number of fermions and suggest its experimental implementation. Furthermore, we discuss features of the processes of particle addition and subtraction in terms of optimal quantum operations.

    On July 1--2, 1997, Sandia National Laboratories hosted the External Committee to Evaluate Sandia`s Risk Expertise. Under the auspices of SIISRS (Sandia`s International Institute for Systematic Risk Studies), Sandia assembled a blue-ribbon panel of experts in the field of risk management to assess their risk programs labs-wide. Panelists were chosen not only for their own expertise, but also for their ability to add balance to the panel as a whole. Presentations were made to the committee on the risk activities at Sandia. In addition, a tour of Sandia`s research and development programs in support of the US Nuclear Regulatory Commission was arranged. The panel attended a poster session featuring eight presentations and demonstrations for selected projects. Overviews and viewgraphs from the presentations are included in Volume 1 of this report. Presentations are related to weapons, nuclear power plants, transportation systems, architectural surety, environmental programs, and information systems.

  1. Additional EIPC Study Analysis: Interim Report on High Priority Topics

    Between 2010 and 2012 the Eastern Interconnection Planning Collaborative (EIPC) conducted a major long-term resource and transmission study of the Eastern Interconnection (EI). With guidance from a Stakeholder Steering Committee (SSC) that included representatives from the Eastern Interconnection States Planning Council (EISPC) among others, the project was conducted in two phases. Phase 1 involved a long-term capacity expansion analysis that involved creation of eight major futures plus 72 sensitivities. Three scenarios were selected for more extensive transmission- focused evaluation in Phase 2. Five power flow analyses, nine production cost model runs (including six sensitivities), and three capital cost estimations were developed during this second phase. The results from Phase 1 and 2 provided a wealth of data that could be examined further to address energy-related questions. A list of 13 topics was developed for further analysis; this paper discusses the first five.

    For many decades, interest in occupational medicine has been focused on the wide variety of organic additives, which includes a large number of substances, for example, dyestuffs, pigments, and auxiliaries for the textile, leather, and paper industries. The reason is that, if the recommended precautions are not observed, there is a risk of exposure to most of these substances during both production and use. Moreover, over the years, some additives have caused concern and aroused suspicion regarding adverse effects on health. In order to deal with health problems in this field, it is important to be aware of how, what, and where occupational diseases or accidents arise. Much knowledge has been gained about these, and it would be an impossible task to give a systematic survey of the data that have accumulated, especially since it is necessary to take account of the problem of exposure to more than one substance. Thus an attempt is made to report on occupational health experience in general, and to demonstrate how an industrial hygienist may approach the many and various problems. Some epidemiological studies on organic additives (auramine, anthraquinone dyestuffs, organic dyes, etc.) are discussed.

    A decontamination formulation and method of making that neutralizes the adverse health effects of both chemical and biological compounds, especially chemical warfare (CW) and biological warfare (BW) agents, and toxic industrial chemicals. The formulation provides solubilizing compounds that serve to effectively render the chemical and biological compounds, particularly CW and BW compounds, susceptible to attack, and at least one reactive compound that serves to attack (and detoxify or kill) the compound. The formulation includes at least one solubilizing agent, a reactive compound, a bleaching activator, a sorbent additive, and water. The highly adsorbent, water-soluble sorbent additive (e.g., sorbitol or mannitol) is used to "dry out" one or more liquid ingredients, such as the liquid bleaching activator (e.g., propylene glycol diacetate or glycerol diacetate) and convert the activator into a dry, free-flowing powder that has an extended shelf life, and is more convenient to handle and mix in the field.

    The ninth evaluation of the RIKEN BNL Research Center (RBRC) took place on Nov. 17-18, 2008, at Brookhaven National Laboratory. The members of the Scientific Review Committee (SRC) were Dr. Dr. Wit Busza (Chair), Dr. Miklos Gyulassy, Dr. Akira Masaike, Dr. Richard Milner, Dr. Alfred Mueller, and Dr. Akira Ukawa. We are pleased that Dr. Yasushige Yano, the Director of the Nishina Institute of RIKEN, Japan participated in this meeting both in informing the committee of the activities of the Nishina Institute and the role of RBRC and as an observer of this review. In order to illustrate the breadth and scope of the RBRC program, each member of the Center made a presentation on his/her research efforts. This encompassed three major areas of investigation, theoretical, experimental and computational physics. In addition the committee met privately with the fellows and postdocs to ascertain their opinions and concerns. Although the main purpose of this review is a report to RIKEN Management (Dr. Ryoji Noyori, RIKEN President) on the health, scientific value, management and future prospects of the Center, the RBRC management felt that a compendium of the scientific presentations are of sufficient quality and interest that they warrant a wider distribution. Therefore we have made this compilation and present it to the community for its information and enlightenment.

    In 1995 the ATF project sent out an RFP for a CO2 Laser System having a TeraWatt output. Eight foreign and US firms responded. The Proposal Evaluation Panel on the second round selected Optoel, a Russian firm based in St. Petersburg, on the basis of the technical criteria and cost. Prior to the award, BNL representatives including the principal scientist, cognizant engineer and a QA representative visited the Optoel facilities to assess the company's capability to do the job. The contract required Optoel to provide a x-ray preionized high pressure amplifier that included: a high pressure cell, x-ray tube, internal optics and a HV pulse forming network for the main discharge and preionizer. The high-pressure cell consists of a stainless steel pressure vessel with various ports and windows that is filled with a gas mixture operating at 10 atmospheres. In accordance with BNL Standard ESH 1.4.1 ''Pressurized Systems For Experimental Use'', the pressure vessel design criteria is required to comply with the ASME Boiler and Pressure Vessel Code In 1996 a Preliminary Design Review was held at BNL. The vendor was requested to furnish drawings so that we could confirm that the design met the above criteria. The vendor furnished drawings did not have all dimensions necessary to completely analyze the cell. Never the less, we performed an analysis on as much of the vessel as we could with the available information. The calculations concluded that there were twelve areas of concern that had to be addressed to assure that the pressure vessel complied with the requirements of the ASME code. This information was forwarded to the vendor with the understanding that they would resolve these concerns as they continued with the vessel design and fabrication. The assembled amplifier pressure vessel was later hydro tested to 220 psi (15 Atm) as well as pneumatically to 181 psi (12.5 Atm) at the fabricator's Russian facility and was witnessed by a BNL engineer. The unit was shipped to the US and installed at the ATF. As part of the commissioning of the device the amplifier pressure vessel was disassembled several times at which time it became apparent that the vendor had not addressed 7 of the 12 issues previously identified. Closer examination of the vessel revealed some additional concerns including quality of workmanship. Although not required by the contract, the vendor furnished radiographs of a number of pressure vessel welds. A review of the Russian X-rays revealed radiographs of both poor and unreadable quality. However, a number of internal weld imperfections could be observed. All welds in question were excavated and then visually and dye penetrant inspected. These additional inspections confirmed that the weld techniques used to make some of these original welds were substandard. The applicable BNL standard, ESH 1.4.1, addresses the problem of pressure vessel non-compliance by having a committee appointed by the Department Chairman review the design and provide engineering solutions to assure equivalent safety. On January 24, 2000 Dr. M. Hart, the NSLS Chairman, appointed this committee with this charge. This report details the engineering investigations, deliberations, solutions and calculations which were developed by members of this committee to determine that with repairs, new components, appropriate NDE, and lowering the design pressure, the vessel can be considered safe to use.

    We consider $\\kappa$-deformed relativistic symmetries described algebraically by modified Majid-Ruegg bicrossproduct basis and investigate the quantization of field oscillators for the $\\kappa$-deformed free scalar fields on $\\kappa$-Minkowski space. By modification of standard multiplication rule, we postulate the $\\kappa$-deformed algebra of bosonic creation and annihilation operators. Our algebra permits to define the n-particle states with classical addition law for the fourmomenta in a way which is not in contradiction with the nonsymmetric quantum fourmomentum coproduct. We introduce $\\kappa$-deformed Fock space generated by our $\\kappa$-deformed oscillators which satisfy the standard algebraic relations with modified $\\kappa$-multiplication rule. We show that such a $\\kappa$-deformed bosonic Fock space is endowed with the conventional bosonic symmetry properties. Finally we discuss the role of $\\kappa$-deformed algebra of oscillators in field-theoretic noncommutative framework.

    This report relates to a series of discussions with electric utility engineers concerning the integration of high-temperature superconducting (HTS) generators into the present electric power system. The current and future interest of the utilities in the purchase and use of HTS generators is assessed. Various performance and economic factors are also considered as part of this inspection of the utility prospects for HTS generators. Integration of HTS generators into the electric utility sector is one goal of the Superconductivity Partnership Initiative (SPI). The SPI, a major part of the Department of Energy (DOE) Superconductivity Program for Electric Systems, features vertical teaming of a major industrial power apparatus manufacturers, a producer of HTS wire, and an end-user with assistance and technical support for the national laboratories. The SPI effort on HTS generators is headed by a General Electric Corporation internal team comprised of the Corporate Research Laboratories, Power Generation Engineering, and Power Systems Group. Intermagnetics General corporation, which assisted in the development of the superconducting coils, is the HTS wire and tape manufacturer. Additional technical support is provided by the national laboratories: Argonne, Los Alamos, and Oak Ridge, and the New York State Institute on Superconductivity. The end-user is represented by Niagara-Mohawk and the Electric Power Research Institute.

    This report of the Committee on Oil Pipeline Regulations is divided into five sections. Section I addresses Order 561, a final rule entitled [open quotes]Revisions to Oil Pipeline Regulations Pursuant to the Energy Policy Act of 1992,[close quotes] which was released by the Federal Energy Regulatory Commission (FERC) on October 23, 1993. Section II discusses the question of FERC jurisdiction over partial abandments of service, focusing on the ARCO Pipe Line Co. case which centered on whether a pipeline may discontinue shipping in one direction even though the pipeline will continue to ship in another direction, and the Chevron Pipe Line Co. case in which the Commission ruled that it does not have the authority to prevent a pipeline from temporarily suspending service. Section II addresses the Lakehead Pipe Line Co., Ltd. Partnership case, in which the Administrative Law Judge issued an Initial Decision resolving Phase I issues. Section IV of the article discusses whether or not a pipeline may base its rates on the cost of leasing capacity from an other pipeline. Five cases are examined in which pipelines that proposed initial rates allegedly based on the cost of a lease found their tariffs protested. Section V reviews the matter of the Williams Pipe Line Co. rate case in which the Commission issued an order on complaint in which it granted in part and denied in part several shippers' request for an order directing Williams Pipe Line Co. to (1) cease levying unauthorized charges, (2) pay reparations to shippers, and (3) be subjected to sanction for violations of the Interstate Commerce Act.

    The report in this document were submitted to the Department of Energy, Nuclear Data Committee (DOE-NDC) in April 1988. The reporting laboratories are those with a substantial program for the measurement of neutron and nuclear cross sections of relevance to the US applied nuclear energy program. Appropriate subjects are microscopic neutron cross sections relevant to the nuclear energy program, including shielding. Inverse reactions where pertinent are included; charged-particle cross sections where relevant to developing and testing nuclear models; gamma ray production, radioactive decay, and theoretical developments in nuclear structure which are applicable to nuclear energy programs; and proton and alpha-particle cross sections, at energies of up to 1 GeV, which are of interest to the space program.

    A computer code has been developed that implements the recommendations of ICRP Committee 2 for computing limits for occupational exposure of radionuclides. The purpose of this report is to describe the various modules of the computer code and to present a description of the methods and criteria used to compute the tables published in the Committee 2 report. The computer code contains three modules of which: (1) one computes specific effective energy; (2) one calculates cumulated activity; and (3) one computes dose and the series of ICRP tables. The description of the first two modules emphasizes the new ICRP Committee 2 recommendations in computing specific effective energy and cumulated activity. For the third module, the complex criteria are discussed for calculating the tables of committed dose equivalent, weighted committed dose equivalents, annual limit of intake, and derived air concentration.

    This report summarizes the broad range of activities that are focused on meeting the President's Executive Order on Federal Energy Management promulgated to meet energy savings goals and encourage more efficient management of all federal energy resources. These activities are reported semiannually under the auspices of the Federal Energy Resource Modernization (FERM) Coordinating Committee, and as such include activities undertaken from April 1, 1992, through September 30, 1992. The activities reported are classified into four major categories: (1) technology-base support, which includes development of processes, software, metering and monitoring equipment and strategies, and other tools for federal energy managers to better understand and characterize their energy resources; (2) federal energy systems testing and monitoring; (3) federal energy systems revitalization projects at federal installations in cooperation with the utilities serving the sites; and (4) energy supply, distribution and end-use conservation assessment for federal agencies and/or facilities.     The Advisory Committee on Human Radiation Experiments was created by President Clinton to advise the Human Radiation Interagency Working Group on the ethical and scientific criteria applicable to human radiation experiments carried out or sponsored by the U.S. Government. The Committee seeks to answer several fundamental question: What ethics criteria should be used to evaluate human radiation experiments? What was the Federal Government`s role in human radiation experiments? What are the criteria for determining appropriate Federal responses where wrongs or harms have occurred? What lessons learned from studying past and present research standards and practices should be applied to the future? The Committee has been gathering vast amounts of information and working to render it orderly and accessible. In the next six months, the Committee will continue with the tasks of data gathering and organizing. The focus of the work, however, will be developing criteria for judging historical and contemporary experiments, policies, and procedures, as well as criteria for remedies that may be appropriate where harms or wrongs have ocurred. Based on findings, the Committee will make specific recommendations regarding policies for the future.

    All the Doubly Special Relativity (DSR) models studied in literature so far involve a deformation of the energy conservation rule that forces us to release the hypothesis of the additivity of the energy for composite systems. In view of the importance of the issue for a consistent formulation of a DSR statistical mechanics and a DSR thermodynamics, we show that DSR models preserving the usual (i.e. additive) energy conservation rule can be found. These models allow the construction of a DSR-covariant extensive energy. The implications of the analysis for the dynamics of DSR-covariant multiparticle systems are also briefly discussed.

    We study the additivity problems for the classical capacity of quantum channels, the minimal output entropy and its convex closure. We show for each of them that additivity for arbitrary pairs of channels holds iff it holds for arbitrary equal pairs, which in turn can be taken to be unital. In a similar sense, weak additivity is shown to imply strong additivity for any convex entanglement monotone. The implications are obtained by considering direct sums of channels (or states) for which we show how to obtain several information theoretic quantities from their values on the summands. This provides a simple and general tool for lifting additivity results.

    Based on the previous years` studies concerning the efficiency of SO{sub 2} removal by spray dryers with high sulfur coal flue gas, the work for year five included investigations of lime dissolution rates at different slaking conditions and with the effect of additives. The prominent additives that have significant effects on lime dissolution rates were tested with the mini pilot spray drying absorber to see their effects on spray drying desulfurization applications. The mechanisms of these additive effects along with the properties of hygroscopic additives have been discussed and incorporated into the spray drying desulfurization model ``SPRAYMOD-M.`` Slaking conditions are very important factors in producing high quality lime slurry in spray drying desulfurization processes. At optimal slaking conditions, the slaked lime particles are very fine (3-5{mu}m) and the slaked lime has high BET surface areas which are beneficial to the desulfurization. The slaked lime dissolution rate experiments in our study are designed to determine how much lime can dissolve in a unit time if the initial lime surface area is kept constant. The purpose of the dissolution rate study for different additives is to find those effective additives that can enhance lime dissolution rates and to investigate the mechanisms of the dissolution rate enhancement properties for these additives. The applications of these additives on spray drying desulfurization are to further verify the theory that dissolution rate is a rate limiting step in the whole spray drying desulfurization process as well as to test the feasibility of these additives on enhancing SO{sub 2} removal in spray dryers.
