    Volume I of this Review traces the origins of the Model Additional Protocol. It covers the period from 1991, when events in Iraq triggered an intensive review of the safeguards system, until 1996, when the IAEA Board of Governors established Committee 24 to negotiate a new protocol to safeguards agreement. The period from 1991-1996 set the stage for this negotiation and shaped its outcome in important ways. During this 5-year period, many proposals for strengthening safeguards were suggested and reviewed. Some proposals were dropped, for example, the suggestion by the IAEA Secretariat to verify certain imports, and others were refined. A rough consensus was established about the directions in which the international community wanted to go, and this was reflected in the draft of an additional protocol that was submitted to the IAEA Board of Governors on May 6, 1996 in document GOV/2863, Strengthening the Effectiveness and Improving the Efficiency of the Safeguards System - Proposals For Implementation Under Complementary Legal Authority, A Report by the Director General. This document ended with a recommendation that, 'the Board, through an appropriate mechanism, finalize the required legal instrument taking as a basis the draft protocol proposed by the Secretariat and the explanation of the measures contained in this document.'

    In this section of the report, the development of INFCIRC/540 is traced by a compilation of citations from the IAEA documents presented to the Board of Governors and the records of discussions in the Board that took place prior to the establishment of Committee 24 as well as the documents and discussions of that committee. The evolution of the text is presented separately for each article or, for the more complex articles, for each paragraph or group of paragraphs of the article. This section covers all articles, including those involving no issues. Background, issues, interpretations and conclusions, which were addressed in Volumes I, II, and III are not repeated here. The comments by states that are included are generally limited to objections and suggested changes. Requests for clarification or elaboration have been omitted, although it is recognized that such comments were sometimes veiled objections.

The Communique of the Washington Nuclear Security Summit stated that 'Nuclear terrorism is one of the most challenging threats to international security, and strong nuclear security measures are the most effective means to prevent terrorists, criminals, or other unauthorized actors from acquiring nuclear materials.' The Illicit Trafficking panel is one means to strengthen nuclear security and cooperation at bilateral, regional and multilateral levels. Such a panel promotes nuclear security culture through technology development, human resources development, education and training. It is a tool which stresses the importance of international cooperation and coordination of assistance to improve efforts to prevent and respond to incidents of illicit nuclear trafficking. Illicit trafficking panel included representatives from US government, an international organization (IAEA), private industry and a non-governmental organization to discuss illicit nuclear trafficking issues. The focus of discussions was on best practices and challenges for addressing illicit nuclear trafficking. Terrorism connection. Workshop discussions pointed out the identification of terrorist connections with several trafficking incidents. Several trafficking cases involved real buyers (as opposed to undercover law enforcement agents) and there have been reports identifying individuals associated with terrorist organizations as prospective plutonium buyers. Some specific groups have been identified that consistently search for materials to buy on the black market, but no criminal groups were identified that specialize in nuclear materials or isotope smuggling. In most cases, sellers do not find legitimate buyers; however, there have been specific cases where sellers did find actual terrorist group representatives. There appears to be a connection between terrorist groups engaged in trafficking conventional arms and explosives components that are also looking for both nuclear materials and radioisotopes. Sale opportunities may create additional demand for such materials. As we can observe from Figure 1, many cases in the mid-90s involved kilogram quantities of material. There were smaller amounts of material moved in 2001, 2003 and 2006. While we have seen less trafficking cases involving PujHEU in recent years, the fact that it continues at all is troubling. The trafficking cases can be presented through their life cycle: Diversion of materials leads to Trafficker and then to Terrorist/Proliferator. Most of the information we have in trafficking cases is on the Trafficker. In 16 cases reported by the IAEA, there are 10 prosecutions of the involved trafficker. However, there are no confirmed diversions of material recorded in any of the 18 seizures. Most seizures were sting operations performed by law enforcement or security agents with no actual illicit end-user involved.

    In 2001, a National Research Council (NRC) committee conducted a retrospective study of the benefits of some of the energy efficiency and fossil energy programs in the U.S. Department of Energy (DOE). As part of its study, the NRC committee developed a methodological framework for estimating these benefits. Following the NRC report, a conference was organized by Oak Ridge National Laboratory to discuss ways of adapting and refining the NRC framework for possible use by DOE offices to help plan and manage their R&D.     The Institutional Glovebox Safety Committee (IGSC) was chartered to minimize and/or prevent glovebox operational events. Highlights of the IGSC's third year are discussed. The focus of this working committee is to address glovebox operational and safety issues and to share Lessons Learned, best practices, training improvements, and glovebox glove breach and failure data. Highlights of the IGSC's third year are discussed. The results presented in this annual report are pivotal to the ultimate focus of the glovebox safety program, which is to minimize work-related injuries and illnesses.     The Secretary of Energy directed that an independent review of the current cost and schedule baseline for the SSC be conducted. The purpose of this independent review was to validate the current cost and schedule baseline and to ensure that the project status is accurate as currently reported. Through May 1993, approximately $1.5 billion of the baseline cost of $8.249 billion had been expended, with project completion forecasted on the baseline schedule as of September 1999. This report documents the findings of the SSC Baseline Validation Review Committee (the Committee). The report is organized into five parts. The first section is the Executive Summary. This introduction is followed by a discussion of the project progress/status as determined by the Committee. The next section describes the Committee`s estimate of the cost at completion for the SSC project, followed by an assessment of the adequacy of the business management systems currently being used to manage the project. The final section presents the Committee`s conclusions and recommendations. The main body of the report is followed by the subcommittee reports and appendices.

    A group of scientists at Los Alamos have held a series of discussions of the issues in and prospects for improvements in Long-range Weather Predictions Enabled by Proving of the Atmosphere at High Space-Time Resolution. The group contained the requisite skills for a full evaluation, although this report presents only an informal discussion of the main technical issues. The group discussed all aspects of the proposal, which are grouped below into the headings: (1) predictability; (2) sensors and satellites, (3) DIAL and atmospheric sensing; (4) localized transponders; and (5) summary and integration. Briefly, the group agreed that the relative paucity of observations of the state of the atmosphere severely inhibits the accuracy of weather forecasts, and any program that leads to a more dense and uniform observational network is welcome. The essential step is to show that the needed technologies are available for field test and space qualification.

    This executive summary addresses the activities associated with the National Transuranic (TRU) Program managed by the Carlsbad Area Office (CAO). The CAO programmatically reports to the Assistant Secretary for Environmental Management and receives administrative support through the Albuquerque Operations Office. The mission of the Carlsbad Area Office (CAO) is to protect human health and the environment by opening and operating the Waste Isolation Pilot Plant for site disposal of TRU waste and by establishing an effective system for management of TRU waste from generation to disposal. It includes personnel assigned to the CAO, the Waste Isolation Pilot Plant (WIPP) site operations, and other activities associated with the National TRU Program. The CAO develops and directs implementation of the program, while the DOE Headquarters establishes policy and guidelines. The CAO assesses compliance with the program guidance, as well as the commonality of activities and assumptions among all the sites. Since the development of the February 28, 1997, database used to develop this Discussion Draft, the opening of the WIPP facility for receipt of Contact Handled waste has been delayed from November 1997 to May 1998. This slippage is significant enough to require a change in the milestones and volumes included in the documents to be reviewed by our stakeholders. Changes have been incorporated into this Discussion Draft and its supporting Project Baseline Summaries (PBSs).

    The panel discussion was introduced by Mr. Z.T.(Richard) Bieniawski and then continued with five additional speakers. The topics covered in the discussion included rock mechanics pertaining to the design of underground facilities for the disposal of radioactive wastes and the safety of such facilities.     Between 2010 and 2012 the Eastern Interconnection Planning Collaborative (EIPC) conducted a major long-term resource and transmission study of the Eastern Interconnection (EI). With guidance from a Stakeholder Steering Committee (SSC) that included representatives from the Eastern Interconnection States Planning Council (EISPC) among others, the project was conducted in two phases. Phase 1 involved a long-term capacity expansion analysis that involved creation of eight major futures plus 72 sensitivities. Three scenarios were selected for more extensive transmission- focused evaluation in Phase 2. Five power flow analyses, nine production cost model runs (including six sensitivities), and three capital cost estimations were developed during this second phase. The results from Phase 1 and 2 provided a wealth of data that could be examined further to address energy-related questions. A list of 14 topics was developed for further analysis. This paper brings together the earlier interim reports of the first 13 topics plus one additional topic into a single final report.

    Data and metadata standards promote the consistent recording of information and are necessary to ensure the stability and high quality of Atmospheric Radiation Measurement (ARM) Climate Research Facility data products for scientific users. Standards also enable automated routines to be developed to examine data, which leads to more efficient operations and assessment of data quality. Although ARM Infrastructure agrees on the utility of data and metadata standards, there is significant confusion over the existing standards and the process for allowing the release of new data products with exceptions to the standards. The ARM Standards Policy Committee was initiated in March 2012 to develop a set of policies and best practices for ARM data and metadata standards.

    The syntheses of silicon-containing compounds and the studies of their rearrangements have been active research areas in the Barton research group. Previously, the addition of disilanes to acetylenes was studied in the group and an intramolecular 2S + 2A mechanism has been proposed. In this thesis, the work is focused on the addition of disilanes to cumulenes. The syntheses of the precursors are discussed and the possible mechanisms for their thermal, photochemical and catalytic rearrangements are proposed. Conjugated organic polymers have been studied in the group since 1985 because of their potential for exhibiting high electroconductivity, photoconductivity, strong non-linear optical response and intense fluorescence. In the second section of this dissertation, the synthesis and property studies of poly(phenylene vinylene) analogues are discussed.

    There has been invented a method for incorporating additives into polymers comprising: (a) forming an aqueous or alcohol-based colloidal system of the polymer; (b) emulsifying the colloidal system with a compressed fluid; and (c) contacting the colloidal polymer with the additive in the presence of the compressed fluid. The colloidal polymer can be contacted with the additive by having the additive in the compressed fluid used for emulsification or by adding the additive to the colloidal system before or after emulsification with the compressed fluid. The invention process can be carried out either as a batch process or as a continuous on-line process.

    Between 2010 and 2012 the Eastern Interconnection Planning Collaborative (EIPC) conducted a major long-term resource and transmission study of the Eastern Interconnection (EI). With guidance from a Stakeholder Steering Committee (SSC) that included representatives from the Eastern Interconnection States Planning Council (EISPC) among others, the project was conducted in two phases. Phase 1 involved a long-term capacity expansion analysis that involved creation of eight major futures plus 72 sensitivities. Three scenarios were selected for more extensive transmission- focused evaluation in Phase 2. Five power flow analyses, nine production cost model runs (including six sensitivities), and three capital cost estimations were developed during this second phase. The results from Phase 1 and 2 provided a wealth of data that could be examined further to address energy-related questions. A list of 13 topics was developed for further analysis; this paper discusses the first five.

    Ethyl and EPA are trading punches over EPA`s doubts about the safety of Ethyl`s gasoline additive methylcyclopentadienyl manganese (MMT). Late last week, EPA released a statement reaffirming its position that there has not been enough research on health effects of MMT and asking gas stations to label pumps that contain the additive so consumers will be aware they are using it. Responding to that statement, Ethyl has written Administrator Carol Browner asking why she appears to be supporting the Environmental Defense Fund`s (EDF; Washington) campaign against MMT and advocating the delay of the additive use in light of its known emission-reducing characteristics. The tension began in the early `90s, when the EPA refused to allow Ethyl to market MMT and required it to perform more long-term health studies. Last October a court ordered the agency to grant Ethyl approval to use MMT in nonreformulated gasoline.

This report discusses the following issues and concerns of the Committee arrived at through a series of meetings: (1) groundwater monitoring; (2) long-range tails storage; C-404, scrap yrads, and PCB and TCE cleanup; nuclear criticality plan and alarm systems; documentation of historical data regarding hazardous waste burial grounds; dosimeter badges; and asbestos handling and removal.

    As part of the MHD Integrated Topping Cycle (ITC) project, TRW was given the responsibility to organize, charter and co-chair, with the Department of Energy (DOE), an MHD Technology Transfer, Integration and Review Committee (TTIRC). The Charter of the TTIRC, which was approved by the DOE in June 1988 and distributed to the committee members, is included as part of this Summary. As stated in the Charter, the purpose of this committee is to: (1) review all Proof-of-Concept (POC) projects and schedules in the national MHD program; to assess their compatibility with each other and the first commercial MHD retrofit plant; (2) establish and implement technology transfer formats for users of this technology; (3) identify interfaces, issues, and funding structures directly impacting the success of the commercial retrofit; (4) investigate and identify the manner in which, and by whom, the above should be resolved; and (5) investigate and assess other participation (foreign and domestic) in the US MHD Program. The DOE fiscal year 1989 MHD Program Plan Schedule is included at the end of this Summary. The MHD Technology Transfer, Integration and Review Committee's activities to date have focused primarily on the technology transfer'' aspects of its charter. It has provided a forum for the dissemination of technical and programmatic information among workers in the field of MHD and to the potential end users, the utilities, by holding semi-annual meetings. The committee publishes this semi-annual report, which presents in Sections 2 through 11 capsule summaries of technical progress for all DOE Proof-of-Concept MHD contracts and major test facilities.

    A decontamination formulation and method of making that neutralizes the adverse health effects of both chemical and biological compounds, especially chemical warfare (CW) and biological warfare (BW) agents, and toxic industrial chemicals. The formulation provides solubilizing compounds that serve to effectively render the chemical and biological compounds, particularly CW and BW compounds, susceptible to attack, and at least one reactive compound that serves to attack (and detoxify or kill) the compound. The formulation includes at least one solubilizing agent, a reactive compound, a bleaching activator, a sorbent additive, and water. The highly adsorbent, water-soluble sorbent additive (e.g., sorbitol or mannitol) is used to "dry out" one or more liquid ingredients, such as the liquid bleaching activator (e.g., propylene glycol diacetate or glycerol diacetate) and convert the activator into a dry, free-flowing powder that has an extended shelf life, and is more convenient to handle and mix in the field.

    This review paper summarizes the state-of-the-art in laboratory based interstellar ice chemistry. The focus is on atom addition reactions, illustrating how water, carbon dioxide and methanol can form in the solid state at astronomically relevant temperatures, and also the formation of more complex species such as hydroxylamine, an important prebiotic molecule, and glycolaldehyde, the smallest sugar, is discussed. These reactions are particularly relevant during the dark ages of star and planet formation, i.e., when the role of UV light is restricted. A quantitative characterization of such processes is only possible through dedicated laboratory studies, i.e., under full control of a large set of parameters such as temperature, atom-flux, and ice morphology. The resulting numbers, physical and chemical constants, e.g., barrier heights, reaction rates and branching ratios, provide information on the molecular processes at work and are needed as input for astrochemical models, in order to bridge the timescales t...

    In 1995 the ATF project sent out an RFP for a CO2 Laser System having a TeraWatt output. Eight foreign and US firms responded. The Proposal Evaluation Panel on the second round selected Optoel, a Russian firm based in St. Petersburg, on the basis of the technical criteria and cost. Prior to the award, BNL representatives including the principal scientist, cognizant engineer and a QA representative visited the Optoel facilities to assess the company's capability to do the job. The contract required Optoel to provide a x-ray preionized high pressure amplifier that included: a high pressure cell, x-ray tube, internal optics and a HV pulse forming network for the main discharge and preionizer. The high-pressure cell consists of a stainless steel pressure vessel with various ports and windows that is filled with a gas mixture operating at 10 atmospheres. In accordance with BNL Standard ESH 1.4.1 ''Pressurized Systems For Experimental Use'', the pressure vessel design criteria is required to comply with the ASME Boiler and Pressure Vessel Code In 1996 a Preliminary Design Review was held at BNL. The vendor was requested to furnish drawings so that we could confirm that the design met the above criteria. The vendor furnished drawings did not have all dimensions necessary to completely analyze the cell. Never the less, we performed an analysis on as much of the vessel as we could with the available information. The calculations concluded that there were twelve areas of concern that had to be addressed to assure that the pressure vessel complied with the requirements of the ASME code. This information was forwarded to the vendor with the understanding that they would resolve these concerns as they continued with the vessel design and fabrication. The assembled amplifier pressure vessel was later hydro tested to 220 psi (15 Atm) as well as pneumatically to 181 psi (12.5 Atm) at the fabricator's Russian facility and was witnessed by a BNL engineer. The unit was shipped to the US and installed at the ATF. As part of the commissioning of the device the amplifier pressure vessel was disassembled several times at which time it became apparent that the vendor had not addressed 7 of the 12 issues previously identified. Closer examination of the vessel revealed some additional concerns including quality of workmanship. Although not required by the contract, the vendor furnished radiographs of a number of pressure vessel welds. A review of the Russian X-rays revealed radiographs of both poor and unreadable quality. However, a number of internal weld imperfections could be observed. All welds in question were excavated and then visually and dye penetrant inspected. These additional inspections confirmed that the weld techniques used to make some of these original welds were substandard. The applicable BNL standard, ESH 1.4.1, addresses the problem of pressure vessel non-compliance by having a committee appointed by the Department Chairman review the design and provide engineering solutions to assure equivalent safety. On January 24, 2000 Dr. M. Hart, the NSLS Chairman, appointed this committee with this charge. This report details the engineering investigations, deliberations, solutions and calculations which were developed by members of this committee to determine that with repairs, new components, appropriate NDE, and lowering the design pressure, the vessel can be considered safe to use.

    Chemical and metallurgical operations involving plutonium, beryllium, and other materials in support of the U.S. Department of Energy's (DOE) nuclear weapons program account for most activities performed in gloveboxes at the Los Alamos National Laboratory. During the month of January 2007, two workers were injured in separate glovebox operations in which a break in a glovebox glove resulted in plutonium penetration into the skin. As a corrective action, the Institutional Glovebox Safety Committee (IGSC) was created under the authority of the Institutional Worker Safety and Security Team (IWSST) with membership made up of those workers and/or managers representing glovebox operations across the Lab. Since then, the IGSC has made numerous inroads in the areas of glovebox operational issues, 'Lessons Learned', 'best practice', training, and unplanned glove openings. Communication of these topics improves the safety configuration of the glovebox system and contributes to the Lab's scientific and technological excellence by increasing its operational safety. In this report, highlights of the IGSC's first year, and assessment of its effectiveness, and recommendations for improvements are discussed.

    During the ILWOG-42 held at LANL in May of 2010, a set of discussions between scientists from AWE, LANL, and LLNL was held to develop collaborative experiments that would improve radiochemical diagnostic evaluations. DOE headquarters has asked that a 5-year roadmap be developed to resolve outstanding issues. The goal of this discussion was to explore common areas of interest where collaborative experiments could be undertaken to resolve identified problems and to gain support across the weapons program and DOE for this work. Collaboration was encouraged not only between these laboratories, but with University collaborators who are funded through the NNSA Stewardship Science Academic Alliance. In the development of experiments there were some criteria that were established. The uncertainty budgets will need to be assessed for proposed experiments so that potential gains to the programs can be determined. Measurements using different methods should be encouraged to provide greater confidence (and hopefully improved accuracy) in the result. Six distinct subjects were discussed: (1) Experiments at critical assemblies/14-MeV neutron (D+T) facilities; (2) Fission-chain-yield (FCY) energy dependence; (3) Absolute FCY measurements; (4) Measurements of {sup 147}Nd 531-keV absolute gamma-ray intensity; (5) Atom scale cross calibrations; and (6) Other experimental issues. A short summary of the discussions is given.

    This report presents the Committee`s accomplishments for fiscal year 1994. Ergonomic issues are getting increased attention nationwide. This is a result of ergonomic hazards impacting the safety and health of employees, and companies ``bottom line`` via an increase in medical and workers` compensation costs. The Committee reviews injury and illness data, advises management of ergonomic trends at LBL, initiates corrective action to mitigate ergonomic hazards, and sponsors ergonomic awareness activities. Documented evidence supports the claim that implementing cost-effective ergonomic solutions are a good investment.

    The report in this document were submitted to the Department of Energy, Nuclear Data Committee (DOE-NDC) in April 1988. The reporting laboratories are those with a substantial program for the measurement of neutron and nuclear cross sections of relevance to the US applied nuclear energy program. Appropriate subjects are microscopic neutron cross sections relevant to the nuclear energy program, including shielding. Inverse reactions where pertinent are included; charged-particle cross sections where relevant to developing and testing nuclear models; gamma ray production, radioactive decay, and theoretical developments in nuclear structure which are applicable to nuclear energy programs; and proton and alpha-particle cross sections, at energies of up to 1 GeV, which are of interest to the space program.
