Some exemplary devices comprise an adaptor for a radiation detector, wherein the adaptor can be configured to collimate radiation passing through the adapter from an external radiation source to the radiation detector and the adaptor can be configured to enclose a radiation source within the adapter to allow the radiation detector to measure radiation emitted from the enclosed radiation source.

    The NPD data base has been developed from the Petroleum Marketing Index (PMI) market research survey. The source for PMI is a national diary panel of approximately 4100 households balanced against the U.S. Census according to demography and geographic location. Survey participants maintain diaries in which they record purchases of gasoline and motor oil for each household vehicle. The PMI survey was augmented to include EPA fuel economy numbers for post 1975 model year vehicles. The steps taken to prepare the data for analysis are discussed, including error correction, smoothing, and collapsing to monthly summary records. This preparation yields a manageable data base which includes monthly summary statistics on travel and fuel use. A statistical smoothing of fuel purchase data was used to reduce the uncertainty in fuel economy calculations introduced by the difference between fuel purchased and fuel consumed. Collapsing to monthly summaries also was done to standardize the observations across the data base to uniform time periods. An overview is given of available data on in-use fuel economy, vehicle miles of travel, and fuel demand, highlighting the quarterly trends in these variables. The data presented are divided into three parts: in-use fuel economy, vehicle miles of travel, and fuel demand and fuel prices.

    Although various legislation and regulations have been adopted to promote the use of alternative-fuel vehicles for curbing urban air pollution problems, there is a lack of systematic comparisons of emission control cost-effectiveness among various alternative-fuel vehicle types. In this paper, life-cycle emission reductions and life-cycle costs were estimated for passenger cars fueled with methanol, ethanol, liquefied petroleum gas, compressed natural gas, and electricity. Vehicle emission estimates included both exhaust and evaporative emissions for air pollutants of hydrocarbon, carbon monoxide, nitrogen oxides, and air-toxic pollutants of benzene, formaldehyde, 1,3-butadiene, and acetaldehyde. Vehicle life-cycle cost estimates accounted for vehicle purchase prices, vehicle life, fuel costs, and vehicle maintenance costs. Emission control cost-effectiveness presented in dollars per ton of emission reduction was calculated for each alternative-fuel vehicle types from the estimated vehicle life-cycle emission reductions and costs. Among various alternative-fuel vehicle types, compressed natural gas vehicles are the most cost-effective vehicle type in controlling vehicle emissions. Dedicated methanol vehicles are the next most cost-effective vehicle type. The cost-effectiveness of electric vehicles depends on improvements in electric vehicle battery technology. With low-cost, high-performance batteries, electric vehicles are more cost-effective than methanol, ethanol, and liquified petroleum gas vehicles.

    The City of Las Vegas was awarded Department of Energy (DOE) project funding in 2009, for the City of Las Vegas Plug-in Hybrid Electric Vehicle Demonstration Program. This project allowed the City of Las Vegas to purchase electric and plug-in hybrid electric vehicles and associated electric vehicle charging infrastructure. The City anticipated the electric vehicles having lower overall operating costs and emissions similar to traditional and hybrid vehicles.

    Quiet, clean, and efficient, electric vehicles (EVs) may someday become a practical mode of transportation for the general public. Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

    There are various kinds of autonomous vehicles (AV`s) which can operate with varying levels of autonomy. This paper is concerned with underwater, ground, and aerial vehicles operating in a fully autonomous (nonteleoperated) mode. Further, this paper deals with AV`s as a special kind of device, rather than full-scale manned vehicles operating unmanned. The distinction is one in which the AV is likely to be designed for autonomous operation rather than being adapted for it as would be the case for manned vehicles. The authors provide a survey of the technological progress that has been made in AV`s, the current research issues and approaches that are continuing that progress, and the applications which motivate this work. It should be noted that issues of control are pervasive regardless of the kind of AV being considered, but that there are special considerations in the design and operation of AV`s depending on whether the focus is on vehicles underwater, on the ground, or in the air. The authors have separated the discussion into sections treating each of these categories.

    Fuel cell vehicles may create the first mass market for hydrogen as an energy carrier. Directed Technologies, Inc., working with the US Department of Energy hydrogen systems analysis team, has developed a time-dependent computer market penetration model. This model estimates the number of fuel cell vehicles that would be purchased over time as a function of their cost and the cost of hydrogen relative to the costs of competing vehicles and fuels. The model then calculates the return on investment for fuel cell vehicle manufacturers and hydrogen fuel suppliers. The model also projects the benefit/cost ratio for government--the ratio of societal benefits such as reduced oil consumption, reduced urban air pollution and reduced greenhouse gas emissions to the government cost for assisting the development of hydrogen energy and fuel cell vehicle technologies. The purpose of this model is to assist industry and government in choosing the best investment strategies to achieve significant return on investment and to maximize benefit/cost ratios. The model can illustrate trends and highlight the sensitivity of market penetration to various parameters such as fuel cell efficiency, cost, weight, and hydrogen cost. It can also illustrate the potential benefits of successful R and D and early demonstration projects. Results will be shown comparing the market penetration and return on investment estimates for direct hydrogen fuel cell vehicles compared to fuel cell vehicles with onboard fuel processors including methanol steam reformers and gasoline partial oxidation systems. Other alternative fueled vehicles including natural gas hybrids, direct injection diesels and hydrogen-powered internal combustion hybrid vehicles will also be analyzed.

    Intrinsic standards are widely used in the metrology community because they realize the best level uncertainty for many metrology parameters. For some intrinsic standards, recommended practices have been developed to assist metrologists in the selection of equipment and the development of appropriate procedures in order to realize the intrinsic standard. As with the addition of any new standard, the metrology laboratory should consider the pros and cons relative to their needs before purchasing the standard so that the laboratory obtains the maximum benefit from setting up and maintaining these standards. While the specific issues that need to be addressed depend upon the specific intrinsic standard and the level of realization, general issues that should be considered include ensuring that the intrinsic standard is compatible with the laboratory environment, that the standard is compatible with the current and future workload, and whether additional support standards will be required in order to properly maintain the intrinsic standard. When intrinsic standards are used to realize the best level of uncertainty for a specific metrology parameter, they usually require critical and important maintenance activities. These activities can including training of staff in the system operation, as well as safety procedures; performing periodic characterization measurements to ensure proper system operation; carrying out periodic intercomparisons with similar intrinsic standards so that proper operation is demonstrated; and maintaining control or trend charts of system performance. This paper has summarized many of these important issues and therefore should be beneficial to any laboratory that is considering the purchase of an intrinsic standard.

    Battery electric vehicles (BEVs) offer the potential to reduce both oil imports and greenhouse gas emissions, but high upfront costs discourage many potential purchasers. Making an economic comparison with conventional alternatives is complicated in part by strong sensitivity to drive patterns, vehicle range, and charge strategies that affect vehicle utilization and battery wear. Identifying justifiable battery replacement schedules and sufficiently accounting for the limited range of a BEV add further complexity to the issue. The National Renewable Energy Laboratory developed the Battery Ownership Model to address these and related questions. The Battery Ownership Model is applied here to examine the sensitivity of BEV economics to drive patterns, vehicle range, and charge strategies when a high-fidelity battery degradation model, financially justified battery replacement schedules, and two different means of accounting for a BEV's unachievable vehicle miles traveled (VMT) are employed. We find that the value of unachievable VMT with a BEV has a strong impact on the cost-optimal range, charge strategy, and battery replacement schedule; that the overall cost competitiveness of a BEV is highly sensitive to vehicle-specific drive patterns; and that common cross-sectional drive patterns do not provide consistent representation of the relative cost of a BEV.

    The Advanced Vehicle Testing Activity (AVTA) conducts hybrid electric vehicle (HEV) and plug-in hybrid electric vehicle (PHEV) testing in order to provide benchmark data for technology modeling and research and development programs, and to be an independent source of test data for fleet managers and other early adaptors of advanced-technology vehicles. To date, the AVTA has completed baseline performance testing on 12 HEV models and accumulated 2.7 million fleet testing miles on 35 HEVs. The HEV baseline performance testing includes dynamometer and closed-track testing to document HEV performance in a controlled environment. During fleet testing, two of each HEV model accumulate 160,000 test miles within 36 months, during which maintenance and repair events and fuel use were recorded. Three models of PHEVs, from vehicle converters Energy CS and Hymotion and the original equipment manufacturer Renault, are currently in testing. The PHEV baseline performance testing includes 5 days of dynamometer testing with a minimum of 26 test drive cycles, including the Urban Dynamometer Driving Schedule, the Highway Fuel Economy Driving Schedule, and the US06 test cycle, in charge-depleting and charge-sustaining modes. The PHEV accelerated testing is conducted with dedicated drivers for 4,240 miles, over a series of 132 driving loops that range from 10 to 200 miles over various combinations of defined 10-mile urban and 10-mile highway loops, with 984 hours of vehicle charging. The AVTA is part of the U.S. Department of Energy’s FreedomCAR and Vehicle Technologies Program. These AVTA testing activities were conducted by the Idaho National Laboratory and Electric Transportation Applications, with dynamometer testing conducted at Argonne National Laboratory. This paper discusses the testing methods and results.

    One of the most promising battery types under development for use in both pure electric and hybrid electric vehicles is the lithium-ion battery. These batteries are well on their way to meeting the challenging technical goals that have been set for vehicle batteries. However, they are still far from achieving the current cost goals. The Center for Transportation Research at Argonne National Laboratory undertook a project for the US Department of Energy to estimate the costs of lithium-ion batteries and to project how these costs might change over time, with the aid of research and development. Cost reductions could be expected as the result of material substitution, economies of scale in production, design improvements, and/or development of new material supplies. The most significant contributions to costs are found to be associated with battery materials. For the pure electric vehicle, the battery cost exceeds the cost goal of the US Advanced Battery Consortium by about $3,500, which is certainly enough to significantly affect the marketability of the vehicle. For the hybrid, however, the total cost of the battery is much smaller, exceeding the cost goal of the Partnership for a New Generation of Vehicles by only about $800, perhaps not enough to deter a potential buyer from purchasing the power-assist hybrid.

    An approach to the optimal purchasing of raw materials that will achieve a desired product quality at a minimum cost is presented. A PLS (Partial Least Squares) approach to formulation modeling is used to combine databases on raw material properties and on past process operations and to relate these to final product quality. These PLS latent variable models are then used in a sequential quadratic programming (SQP) or mixed integer nonlinear programming (MINLP) optimization to select those raw-materials, among all those available on the market, the ratios in which to combine them and the process conditions under which they should be processed. The approach is illustrated for the optimal purchasing of metallurgical coals for coke making in the steel industry.

    A comparison of Potomac Electric Power Co. (PEPCO) materials operations with those of eight similar companies showed that, while most have a formal materials group with stated functions, there was no consensus on organization. The study found inadequate warehousing facilities because stores were generally omitted from plant design and later crowded into unwanted space. Most did have central warehousing for transmission and distribution facilities. The companies have purchasing and contract managers, but vendor performance follow up is a problem. Two approaches to vendor bid evaluation have either the user or purchasing make the decision. There was little consistency in inventory control. The study also found that an investment recovery specialist handles most scrap sales, computers are in wide use in material groups, and most utilities evaluate transformer losses over the total life cycle. 2 tables.

    Sandia is a national security laboratory operated for the U.S. department of Energy by the Sandia Corporation, a Lockheed Martin Company. Sandia designs all non-nuclear components for the nation's nuclear weapons, performs a wide variety of energy research and development projects, and works on assignments that respond to national security threats - both military and economic. They encourage and seek partnerships with appropriate U.S. industry and government groups to collaborate on emerging technologies that support their mission. Today, Sandia has two primary facilities, one in Albuquerque, New Mexico, and one in Livermore, California. They employ about 7,600 people and manage about $1.4 billion of work per year. In 1995, a decision was made to move from their in-house developed systems to commercial software. This decision was driven partly by Y2K compliance issues associated with the existing operating system and support environment. Peoplesoft was selected for human resources and Oracle for manufacturing and financial. They implemented Peoplesoft for human resources (HR) in 1997. They then implemented 7 Oracle modules in manufacturing in October 1998, including WIP, BOM, engineering, quality, inventory, MRP, cost management and limited HR/purchasing/receiving functionality required to support manufacturing. In March of 1999, they brought a portion of their Projects module up to allow for input of project/task information by their line customers and on October 1, 1999, they went live with the fill-blown financial package. They implemented projects, GL, receivables, payables, purchasing, assets and incorporated manufacturing modules and HR. This paper will discuss the analysis and implementation of the purchasing module.

    The U.S. Department of Energy’s (DOE) Advanced Vehicle Testing Activity (AVTA) tests plug-in hybrid electric vehicles (PHEV) in closed track, dynamometer and onroad testing environments. The onroad testing includes the use of dedicated drivers on repeated urban and highway driving cycles that range from 10 to 200 miles, with recharging between each loop. Fleet demonstrations with onboard data collectors are also ongoing with PHEVs operating in several dozen states and Canadian Provinces, during which trips- and miles-per-charge, charging demand and energy profiles, and miles-per-gallon and miles-per-kilowatt-hour fuel use results are all documented, allowing an understanding of fuel use when vehicles are operated in charge depleting, charge sustaining, and mixed charge modes. The intent of the PHEV testing includes documenting the petroleum reduction potential of the PHEV concept, the infrastructure requirements, and operator recharging influences and profiles. As of May 2008, the AVTA has conducted track and dynamometer testing on six PHEV conversion models and fleet testing on 70 PHEVs representing nine PHEV conversion models. A total of 150 PHEVs will be in fleet testing by the end of 2008, all with onboard data loggers. The onroad testing to date has demonstrated 100+ miles per gallon results in mostly urban applications for approximately the first 40 miles of PHEV operations. The primary goal of the AVTA is to provide advanced technology vehicle performance benchmark data for technology modelers, research and development programs, and technology goal setters. The AVTA testing results also assist fleet managers in making informed vehicle purchase, deployment and operating decisions. The AVTA is part of DOE’s Vehicle Technologies Program. These AVTA testing activities are conducted by the Idaho National Laboratory and Electric Transportation Engineering Corporation, with Argonne National Laboratory providing dynamometer testing support. The apparatus can include a pressurizable vessel that is adapted for fluid-tight coupling to the braking system. Impact to the rear of the vehicle by a pursuit vehicle, shooting a target mounted on the vehicle or sending a signal from a remote control can all result in the fluid pressures in the braking system of the vehicle being modified so that the vehicle is stopped and rendered temporarily inoperable. A control device can also be provided in the driver's compartment of the vehicle for similarly rendering the vehicle inoperable. A driver or hijacker of the vehicle preferably cannot overcome the stopping action from the driver's compartment.

    In this article, we investigate the competitive interaction between electrical vehicles or hybrid oil-electricity vehicles in a Cournot market consisting of electricity transactions to or from an underlying electricity distribution network. We provide a mean field game formulation for this competition, and introduce the set of fundamental differential equations ruling the behavior of the vehicles at the system equilibrium, namely the mean field equilibrium. This framework allows for a consistent analysis of the evolution of the sale-and-purchase price of electricity as well as of the instantaneous total demand. Simulations precisely quantify those parameters and suggest that following the charge and discharge policy at the equilibrium allows for a significant reduction of the daily electricity peak demand.

    The authors describe a hydrogen vehicle fueling station that receives and stores hydrogen in liquid form and dispenses it either as a liquid or compressed gas. The economics that accrue from the favorable weight and volume advantages of liquid hydrogen support this concept both now and probably for some time to come. The model for liquid transfer to a 120-liter vehicle tank shows that transfer times under five minutes are feasible with pump-assisted transfer, or for pressure transfer with subcooling greater than 1 K. The model for compressed gas transfer shows that underfilling of nearly 30% can occur during rapid filling. Cooling the fill gas to 214 K completely eliminates underfilling.

    The objective of the United States (U.S.) Department of Energy?s (DOEs) Advanced Vehicle Testing and Evaluation (AVTE) project was to provide test and evaluation services for advanced technology vehicles, to establish a performance baseline, to determine vehicle reliability, and to evaluate vehicle operating costs in fleet operations. Vehicles tested include light and medium-duty vehicles in conventional, hybrid, and all-electric configurations using conventional and alternative fuels, including hydrogen in internal combustion engines. Vehicles were tested on closed tracks and chassis dynamometers, as well as operated on public roads, in fleet operations, and over prescribed routes. All testing was controlled by procedures developed specifically to support such testing. Testing and evaluations were conducted in the following phases: ? Development of test procedures, which established testing procedures; ? Baseline performance testing, which established a performance baseline; ? Accelerated reliability testing, which determined vehicle reliability; ? Fleet testing, used to evaluate vehicle economics in fleet operation, and ? End of test performance evaluation. Test results are reported by two means and posted by Idaho National Laboratory (INL) to their website: quarterly progress reports, used to document work in progress; and final test reports. This final report documents work conducted for the entirety of the contract by the Clarity Group, Inc., doing business as ECOtality North America (ECOtality). The contract was performed from 1 October 2005 through 31 March 2013. There were 113 light-duty on-road (95), off-road (3) and low speed (15) vehicles tested.

    Federal fleets are a frequent subject of legislative and executive efforts to lead a national transition to alternative fuels and advanced vehicle technologies. Section 701 of the Energy Policy Act of 2005 requires that all dual-fueled alternative fuel vehicles in the federal fleet be operated on alternative fuel 100% of the time when they have access to it. However, in Fiscal Year (FY) 2012, drivers of federal flex fuel vehicles (FFV) leased through the General Services Administration refueled with E85 24% of the time when it was available--falling well short of the mandate. The U.S. Department of Energy's National Renewable Energy Laboratory completed a 2-year Laboratory Directed Research and Development project to identify the factors that influence the refueling behavior of federal FFV drivers. The project began with two primary hypotheses. First, information scarcity increases the tendency to miss opportunities to purchase E85. Second, even with perfect information, there are limits to how far drivers will go out of their way to purchase E85. This paper discusses the results of the project, which included a June 2012 survey of federal fleet drivers and an empirical analysis of actual refueling behavior from FY 2009 to 2012. This research will aid in the design and implementation of intervention programs aimed at increasing alternative fuel use and reducing petroleum consumption.

    An analysis of the number of stations and vehicles necessary to achieve future goals for sales of ethanol fuel (E85) is presented. Issues related to the supply of ethanol, which may turn out to be of even greater concern, are not analyzed here. A model of consumers decisions to purchase E85 versus gasoline based on prices, availability, and refueling frequency is derived, and preliminary results for 2010, 2017, and 2030 consistent with the president s 2007 biofuels program goals are presented. A limited sensitivity analysis is carried out to indicate key uncertainties in the trade-off between the number of stations and fuels. The analysis indicates that to meet a 2017 goal of 26 billion gallons of E85 sold, on the order of 30% to 80% of all stations may need to offer E85 and that 125 to 200 million flexible-fuel vehicles (FFVs) may need to be on the road, even if oil prices remain high. These conclusions are tentative for three reasons: there is considerable uncertainty about key parameter values, such as the price elasticity of choice between E85 and gasoline; the future prices of E85 and gasoline are uncertain; and the method of analysis used is highly aggregated it does not consider the potential benefits of regional strategies or the possible existence of market segments predisposed to purchase E85. Nonetheless, the preliminary results indicate that the 2017 biofuels program goals are ambitious and will require a massive effort to produce enough FFVs and ensure widespread availability of E85.

    Our need for wide-band global communications, earth imaging and sensing, atmospheric measurements and military reconnaissance is extensive, but growing dependence on space-based systems raises concerns about vulnerability. Military commanders require space assets that are more accessible and under local control. As a result, a robust and low cost access to space-like capability has become a national priority. Free floating buoyant vehicles in the middle stratosphere can provide the kind of cost effective access to space-like capability needed for a variety of missions. These vehicles are inexpensive, invisible, and easily launched. Developments in payload electronics, atmospheric modeling, and materials combined with improving communications and navigation infrastructure are making balloon-borne concepts more attractive. The important milestone accomplished by this project was the planned test flight over the continental United States. This document is specifically intended to review the technology development and preparations leading up to the test flight. Although the test flight experienced a payload failure just before entering its assent altitude, significant data were gathered. The results of the test flight are presented here. Important factors included in this report include quality assurance testing of the balloon, payload definition and characteristics, systems integration, preflight testing procedures, range operations, data collection, and post-flight analysis. 41 figs., 5 tabs.

Based on estimates provided, this project generated a minimum of 1,441,000 new gallons of propane sold for the vehicle market annually.     The Advanced Vehicle Testing Activity teamed with Electric Transportation Applications and Arizona Public Service to develop and monitor the operations of the APS Alternative Fuel (Hydrogen) Pilot Plant. The Pilot Plant provides 100% hydrogen, and hydrogen and compressed natural gas (H/CNG)-blended fuels for the evaluation of hydrogen and H/CNG internal combustion engine (ICE) vehicles in controlled and fleet testing environments. Since June 2002, twenty hydrogen and H/CNG vehicles have accumulated 300,000 test miles and 5,700 fueling events. The AVTA is part of the Department of Energy’s FreedomCAR and Vehicle Technologies Program. These testing activities are managed by the Idaho National Laboratory.     The security plans for many DOE facilities require the monitoring of pedestrians and vehicles to control the movement of special nuclear material (SNM). Vehicle monitors often provide the outer-most barrier against the theft of SNM. Automatic monitors determine the presence of SNM by comparing the gamma-ray and neutron intensity while occupied, to the continuously updated background radiation level which is measured while the unit is unoccupied. The most important factors in choosing automatic vehicle monitors are sensitivity, cost and in high traffic applications total monitoring time. The two types of automatic vehicle monitors presently in use are the vehicle monitoring station and the drive-through vehicle monitor. These two types have dramatically different cost and sensitivities. The vehicle monitoring station has a worst-case detection sensitivity of 40 g of highly enriched uranium, HEU, and a cost approximately $180k. This type of monitor is very difficult to install and can only be used in low traffic flow locations. The drive-through vehicle portal has a worst-case detection sensitivity of 1 kg of HEU and a cost approximately $20k. The world`s political situation has created a pressing need to prevent the diversion of SNM from FSU nuclear facilities and across international borders. Drive-through vehicle monitors would be an effective and practical nuclear material proliferation deterrent if their sensitivity can be improved to a sufficient level. The goal of this project is to evaluate different detector configurations as a means of improving the sensitivity of these instruments to achieve a vehicle monitor that is economical, practical to install, and has adequate sensitivity to be an effective barrier to illegal transportation of SNM.

    Hybrid electric vehicles with the capability of being recharged from the grid may provide a significant decrease in oil consumption. These ''plug-in'' hybrids (PHEVs) will affect utility operations, adding additional electricity demand. Because many individual vehicles may be charged in the extended overnight period, and because the cost of wireless communication has decreased, there is a unique opportunity for utilities to directly control the charging of these vehicles at the precise times when normal electricity demand is at a minimum. This report evaluates the effects of optimal PHEV charging, under the assumption that utilities will indirectly or directly control when charging takes place, providing consumers with the absolute lowest cost of driving energy. By using low-cost off-peak electricity, PHEVs owners could purchase the drive energy equivalent to a gallon of gasoline for under 75 cents, assuming current national average residential electricity prices.

    Activities during the second quarter included the second meeting of the Site Operators in Phoenix, AZ in late April. The meeting was held in conjunction with the Solar and Electric 500 Race activities. Delivery of vehicles ordered previously has begun, although two of the operators are experiencing some delays in receiving their vehicles. Public demonstration activities continue, with an apparent increasing level of awareness and interest being displayed by the public. Initial problems with the Site Operator Database have been corrected and revised copies of the program have been supplied to the Program participants. Operating and Maintenance data is being supplied and submitted to INEL on a monthly basis. Interest in the Site Operator Program is being reflected in requests for information from several organizations from across the country, representing a wide diversity of interests. These organizations have been referred to existing Site Operators with the explanation that the program will not be adding new participants, but that most of the existing organizations are willing to work with other groups. The exception to this was the addition of Potomac Electric Power Company (PEPCO) to the program. PEPCO has been awarded a subcontract to operate and maintain the DOE owned G-Van and Escort located in Washington, DC. They will provide data on these vehicles, as well as a Solectria Force which PEPCO has purchased. The Task Force intends to be actively involved in the infrastructure development in a wide range of areas. These include, among others, personnel development, safety, charging, and servicing. Work continues in these areas. York Technical College (YORK) has completed the draft outline for the EV Technician course. This is being circulated to organizations around the country for comments. Kansas State University (KSU) is working with a private sector company to develop a energy dispensing meter for opportunity charging in public areas.

    This report details the major trends in U.S. light-duty vehicle and medium/heavy truck markets as well as the underlying trends that caused them. This report is supported by the U.S. Department of Energy s (DOE) Vehicle Technologies Program (VTP), and, in accord with its mission, pays special attention to the progress of high-efficiency and alternative-fuel technologies. This third edition since this report was started in 2008 offers several marked improvements relative to its predecessors. Most significantly, where earlier editions of this report focused on supplying information through an examination of market drivers, new vehicle trends, and supplier data, this edition uses a different structure. After opening with a discussion of energy and economics, this report features a section each on the light-duty vehicle and heavy/medium truck markets, and concluding with a section each on technology and policy. In addition to making this sectional re-alignment, this year s edition of the report also takes a different approach to communicating information. While previous editions relied heavily on text accompanied by auxiliary figures, this third edition relies primarily on charts and graphs to communicate trends. Any accompanying text serves to introduce the trends communication by the graphic and highlight any particularly salient observations. The opening section on Energy and Economics discusses the role of transportation energy and vehicle markets on a national (and even international) scale. For example, Figures 11 through 13 discuss the connections between global oil prices and U.S. GDP, and Figures 20 and 21 show U.S. employment in the automotive sector. The following section examines Light-Duty Vehicle use, markets, manufacture, and supply chains.     The Digital Imaging and Remote Sensing Laboratory (DIRS) at the Rochester Institute of Technology, along with the Savannah River National Laboratory is investigating passive methods to quantify vehicle loading. The research described in this paper investigates multiple vehicle indicators including brake temperature, tire temperature, engine temperature, acceleration and deceleration rates, engine acoustics, suspension response, tire deformation and vibrational response. Our investigation into these variables includes building and implementing a sensing system for data collection as well as multiple full-scale vehicle tests. The sensing system includes; infrared video cameras, triaxial accelerometers, microphones, video cameras and thermocouples. The full scale testing includes both a medium size dump truck and a tractor-trailer truck on closed courses with loads spanning the full range of the vehicle's capacity. Statistical analysis of the collected data is used to determine the effectiveness of each of the indicators for characterizing the weight of a vehicle. The final sensing system will monitor multiple load indicators and combine the results to achieve a more accurate measurement than any of the indicators could provide alone.

The receptacle receives the optical key and at least one transmittable coded optical signal from the transmitter corresponding to the at least one preprogrammed coded signal stored in the first electric circuit. The receiver compares the at least one transmittable coded optical signal to at least one second preprogrammed coded signal stored in a second electric circuit and the receiver is adapted to trigger switching effects for at least one of enabling starting the motor vehicle and starting the motor vehicle upon determination that the at least one transmittable coded optical signal corresponds to the at least one second preprogrammed signal in the second electric circuit. The at least one optical fiber is operatively connected between the receptacle and the receiver for carrying the optical signal from the receptacle to the receiver.     In response to the Fuel Economy and Greenhouse Gas (GHG) emissions standards, automobile manufacturers will need to adopt new technologies to improve the fuel economy of their vehicles and to reduce the overall GHG emissions of their fleets. The U.S. Environmental Protection Agency (EPA) has developed the Optimization Model for reducing GHGs from Automobiles (OMEGA) to estimate the costs and benefits of meeting GHG emission standards through different technology packages. However, the model does not simulate the impact that increased technology costs will have on vehicle sales or on consumer surplus. As the model documentation states, “While OMEGA incorporates functions which generally minimize the cost of meeting a specified carbon dioxide (CO2) target, it is not an economic simulation model which adjusts vehicle sales in response to the cost of the technology added to each vehicle.” Changes in the mix of vehicles sold, caused by the costs and benefits of added fuel economy technologies, could make it easier or more difficult for manufacturers to meet fuel economy and emissions standards, and impacts on consumer surplus could raise the costs or augment the benefits of the standards. Because the OMEGA model does not presently estimate such impacts, the EPA is investigating the feasibility of developing an adjunct to the OMEGA model to make such estimates. This project is an effort to develop and test a candidate model. The project statement of work spells out the key functional requirements for the new model.

    Plug-in hybrid electric vehicles (PHEVs) offer significant improvements in fuel economy, convenient low-cost recharging capabilities, potential environmental benefits, and decreased reliance on imported petroleum. However, the cost associated with new components (e.g., advanced batteries) to be introduced in these vehicles will likely result in a price premium to the consumer. This study aims to overcome this market barrier by identifying and evaluating value propositions that will increase the qualitative value and/or decrease the overall cost of ownership relative to the competing conventional vehicles and hybrid electric vehicles (HEVs) of 2030 During this initial phase of this study, business scenarios were developed based on economic advantages that either increase the consumer value or reduce the consumer cost of PHEVs to assure a sustainable market that can thrive without the aid of state and Federal incentives or subsidies. Once the characteristics of a thriving PHEV market have been defined for this timeframe, market introduction steps, such as supportive policies, regulations and temporary incentives, needed to reach this level of sustainability will be determined. PHEVs have gained interest over the past decade for several reasons, including their high fuel economy, convenient low-cost recharging capabilities, potential environmental benefits and reduced use of imported petroleum, potentially contributing to President Bush's goal of a 20% reduction in gasoline use in ten years, or 'Twenty in Ten'. PHEVs and energy storage from advanced batteries have also been suggested as enabling technologies to improve the reliability and efficiency of the electric power grid. However, PHEVs will likely cost significantly more to purchase than conventional or other hybrid electric vehicles (HEVs), in large part because of the cost of batteries. Despite the potential long-term savings to consumers and value to stakeholders, the initial cost of PHEVs presents a major market barrier to their widespread commercialization. The purpose of this project is to identify and evaluate value-added propositions for PHEVs that will help overcome this market barrier. Candidate value propositions for the initial case study were chosen to enhance consumer acceptance of PHEVs and/or compatibility with the grid. Potential benefits of such grid-connected vehicles include the ability to supply peak load or emergency power requirements of the grid, enabling utilities to size their generation capacity and contingency resources at levels below peak. Different models for vehicle/battery ownership, leasing, financing and operation, as well as the grid, communications, and vehicle infrastructure needed to support the proposed value-added functions were explored during Phase 1. Rigorous power system, vehicle, financial and emissions modeling were utilized to help identify the most promising value propositions and market niches to focus PHEV deployment initiatives.

    This report describes work performed for an Early Career Research and Development project. This project developed a heavy-duty vehicle (HDV) sector model to assess the factors influencing alternative fuel and efficiency technology adoption. This model builds on a Sandia light duty vehicle sector model and provides a platform for assessing potential impacts of technological advancements developed at the Combustion Research Facility. Alternative fuel and technology adoption modeling is typically developed around a small set of scenarios. This HDV sector model segments the HDV sector and parameterizes input values, such as fuel prices, efficiencies, and vehicle costs. This parameterization enables sensitivity and trade space analyses to identify the inputs that are most associated with outputs of interest, such as diesel consumption and greenhouse gas emissions. Thus this analysis tool enables identification of the most significant HDV sector drivers that can be used to support energy security and climate change goals.

    The safety of electrified vehicles with high capacity energy storage devices creates challenges that must be met to assure commercial acceptance of EVs and HEVs. High performance vehicular traction energy storage systems must be intrinsically tolerant of abusive conditions: overcharge, short circuit, crush, fire exposure, overdischarge, and mechanical shock and vibration. Fail-safe responses to these conditions must be designed into the system, at the materials and the system level, through selection of materials and safety devices that will further reduce the probability of single cell failure and preclude propagation of failure to adjacent cells. One of the most important objectives of DOE's Office of Vehicle Technologies is to support the development of lithium ion batteries that are safe and abuse tolerant in electric drive vehicles. This Roadmap analyzes battery safety and failure modes of state-of-the-art cells and batteries and makes recommendations on future investments that would further DOE's mission.

    This report summarizes the activities and accomplishments of a two-year DOE-funded project on Grid-Integrated Vehicles (GIV) with vehicle to grid power (V2G). The project included several research and development components: an analysis of US driving patterns; an analysis of the market for EVs and V2G-capable EVs; development and testing of GIV components (in-car and in-EVSE); interconnect law and policy; and development and filing of patents. In addition, development activities included GIV manufacturing and licensing of technologies developed under this grant. Also, five vehicles were built and deployed, four for the fleet of the State of Delaware, plus one for the University of Delaware fleet.

    The availability of retail stations can be a significant barrier to the adoption of alternative fuel light-duty vehicles in household markets. This is especially the case during early market growth when retail stations are likely to be sparse and when vehicles are dedicated in the sense that they can only be fuelled with a new alternative fuel. For some bi-fuel vehicles, which can also fuel with conventional gasoline or diesel, limited availability will not necessarily limit vehicle sales but can limit fuel use. The impact of limited availability on vehicle purchase decisions is largely a function of geographic coverage and consumer perception. In this paper we review previous attempts to quantify the value of availability and present results from two studies that rely upon distinct methodologies. The first study relies upon stated preference data from a discrete choice survey and the second relies upon a station clustering algorithm and a rational actor value of time framework. Results from the two studies provide an estimate of the discrepancy between stated preference cost penalties and a lower bound on potential revealed cost penalties.

    This is the final report of a one-year, Laboratory Directed Research and Development (LDRD) project at the Los Alamos National Laboratory (LANL). The goal of this project was to evaluate detector configurations to achieve a vehicle monitor that is economical, practical to install, and has adequate sensitivity to be an effective barrier to illegal transportation of special nuclear materials. We designed a new detector configuration that improves the sensitivity of available drive-through vehicle monitors by more than a factor of 5 while not changing the nuisance alarm rate.
