    The urban climate is changing rapidly. Therefore, climate change and its projected impacts on environmental conditions must be considered in assessing and comparing urban planning alternatives. In this paper, we present an integrated framework for urban climate adaptation tool (Urban-CAT) that will help cities to plan for, rather than react to, possible risks. Urban-CAT will be developed as a scenario planning tool that is locally relevant to existing urban decision-making processes.

  16. Sources and transport of nitrogen in arid urban watersheds

    Urban watersheds are often sources of nitrogen (N) to downstream systems, contributing to poor water quality. However, it is unknown which components (e.g., land cover and stormwater infrastructure type) of urban watersheds contribute to N export and which may be sites of retention. In this study we investigated which watershed characteristics control N sourcing, biogeochemical processing of nitrate (NO3–) during storms, and the amount of rainfall N that is retained within urban watersheds. We used triple isotopes of NO3– (δ15N, δ18O, and Δ17O) to identify sources and transformations of NO3– during storms from 10 nested arid urban watersheds that varied in stormwater infrastructure type and drainage area. Stormwater infrastructure and land cover—retention basins, pipes, and grass cover—dictated the sourcing of NO3– in runoff. Urban watersheds can be strong sinks or sources of N to stormwater depending on the proportion of rainfall that leaves the watershed as runoff, but we found no evidence that denitrification occurred during storms. Our results suggest that watershed characteristics control the sources and transport of inorganic N in urban stormwater but that retention of inorganic N at the timescale of individual runoff events is controlled by hydrologic, rather than biogeochemical, mechanisms.

    This report assesses the environmental consequences of the transportation of radioactive materials in densely populated urban areas, including estimates of the radiological, nonradiological, and social impacts arising from this process. The chapters of the report and the appendices which follow detail the methodology and results for each of four causative event categories: incident free transport, vehicular accidents, human errors or deviations from accepted quality assurance practices, and sabotage or malevolent acts. The numerical results are expressed in terms of the expected radiological and economic impacts from each. Following these discussions, alternatives to the current transport practice are considered. Then, the detailed analysis is extended from a limited area of New York city to other urban areas. The appendices contain the data bases and specific models used to evaluate these impacts, as well as discussions of chemical toxicity and the social impacts of radioactive material transport in urban areas. The latter are evaluated for each causative event category in terms of psychological, sociological, political, legal, and organizational impacts. The report is followed by an extensive bibliography covering the many fields of study which were required in performing the analysis.

  18. Data Assimilation in the ADAPT Photospheric Flux Transport Model

    Global maps of the solar photospheric magnetic flux are fundamental drivers for simulations of the corona and solar wind and therefore are important predictors of geoeffective events. However, observations of the solar photosphere are only made intermittently over approximately half of the solar surface. The Air Force Data Assimilative Photospheric Flux Transport (ADAPT) model uses localized ensemble Kalman filtering techniques to adjust a set of photospheric simulations to agree with the available observations. At the same time, this information is propagated to areas of the simulation that have not been observed. ADAPT implements a local ensemble transform Kalman filter (LETKF) to accomplish data assimilation, allowing the covariance structure of the flux-transport model to influence assimilation of photosphere observations while eliminating spurious correlations between ensemble members arising from a limited ensemble size. We give a detailed account of the implementation of the LETKF into ADAPT. Advantages of the LETKF scheme over previously implemented assimilation methods are highlighted.

    This general article is based on the inaugural talk delivered at the opening of OMTAT 2013 conference. It notes that the integration of renewable energy sources into living and transport sectors presents a daunting task, still. In spite of the fact that the earth and its atmosphere continually receive 1.7 10{sup 17} watts of radiation from the sun, in the portfolio of sustainable and environment friendly energy options, which is about 16% of the worlds energy consumption and mostly met by biomass, only a paltry 0.04% is accredited to solar. First and second generation solar cells offer mature technologies for applications. The most important difficulty with regards to integration with structures is not only the additional cost, but also the lack of sufficient knowledge in managing the available energy smartly and efficiently. The incorporation of PV as a part of building fabric greatly reduces the overall costs compared with retrofitting. BIPV (Building Integrated photovoltaic) is a critical technology for establishing aesthetically pleasing solar structures. Infusing PV and building elements is greatly simplified with some of the second generation thin film technologies now manufactured as flexible panels. The same holds true for 3{sup rd} generation technologies under development such as, and dye- and quantum dot- sensitized solar cells. Additionally, these technologies offer transparent or translucent solar cells for incorporation into windows and skylights. This review deals with the present state of solar cell technologies suitable for BIPV and the status of BIPV applications and its future prospects.

    As the world's largest developing country, China currently is undergoing rapid urbanization and motorization, which will result in far-reaching impacts on energy and the environment. According to estimates, energy use and carbon emissions in the transportation sector will comprise roughly 30% of total emissions by 2030. Since the late 1990s, transportation-related issues such as energy, consumption, and carbon emissions have become a policy focus in China. To date, most research and policies have centered on vehicle technologies that promote vehicle efficiency and reduced emissions. Limited research exists on the control of greenhouse gases through mode shifts in urban transportation - in particular, through the promotion of public transit. The purpose of this study is to establish a methodology to analyze carbon emissions from the urban transportation sector at the Chinese city level. By using Jinan, the capital of China's Shandong Province, as an example, we have developed an analytical model to simulate energy consumption and carbon emissions based on the number of trips, the transportation mode split, and the trip distance. This model has enabled us to assess the impacts of the transportation mode split on energy consumption and carbon emissions. Furthermore, this paper reviews a set of methods for data collection, estimation, and processing for situations where statistical data are scarce in China. This paper also describes the simulation of three transportation system development scenarios. The results of this study illustrate that if no policy intervention is implemented for the transportation mode split (the business-as-usual (BAU) case), then emissions from Chinese urban transportation systems will quadruple by 2030. However, a dense, mixed land-use pattern, as well as transportation policies that encourage public transportation, would result in the elimination of 1.93 million tons of carbon emissions - approximately 50% of the BAU scenario emissions.

  10. Environmental impact assessment in urban transport planning: Exploring process-related barriers in Spanish practice

    The effectiveness of EIA for evaluating transport planning projects is increasingly being questioned by practitioners, institutions and scholars. The academic literature has traditionally focused more on solving content-related problems with EIA (i.e. the measurement of environmental effects) than on process-related issues (i.e. the role of EIA in the planning process and the interaction between key actors). Focusing only on technical improvements is not sufficient for rectifying the effectiveness problems of EIA. In order to address this knowledge gap, the paper explores how EIA is experienced in the Spanish planning context and offers in-depth insight into EIA process-related issues in the field of urban transport planning. From the multitude of involved actors, the research focuses on exploring the perceptions of the two main professional groups: EIA developers and transport planners. Through a web-based survey we assess the importance of process-related barriers to the effective use of EIA in urban transport planning. The analyses revealed process issues based fundamentally on unstructured stakeholders involvement and an inefficient public participation - Highlights: • Qualitative research on perceptions of EIA participants on EIA processes. • Web-based survey with different participants (EIA-developers; transport planners). • It was seen an inefficient participation of stakeholders during the EIA processes.

  11. Extending cost–benefit analysis for the sustainability impact of inter-urban Intelligent Transport Systems

    The paper reports research involving three cost–benefit analyses performed on different ITS schemes (Active Traffic Management, Intelligent Speed Adaptation and the Automated Highway System) on one of the UK's busiest highways — the M42. The environmental scope of the assets involved is widened to take into account the possibility of new technology linked by ICT and located within multiple spatial regions. The areas focused on in the study were data centre energy emissions, the embedded emissions of the road-side infrastructure, vehicle tailpipe emissions, additional hardware required by the vehicles (if applicable) and safety, and all aspects of sustainability. Dual discounting is applied which aims to provide a separate discount rate for environmental elements. For ATM, despite the energy costs of the data centre, the initial implementation costs and mitigation costs of its embedded emissions, a high cost–benefit ratio of 5.89 is achieved, although the scheme becomes less effective later on its lifecycle due to rising costs of energy. ISA and AHS generate a negative result, mainly due to the cost of getting the vehicle on the road. In order to negate these costs, the pricing of the vehicle should be scaled depending upon the technology that is outfitted. Retrofitting on vehicles without the technology should be paid for by the driver. ATM will offset greenhouse gas emissions by 99 kt of CO{sub 2} equivalency over a 25 year lifespan. This reduction has taken into account the expected improvement in vehicle technology. AHS is anticipated to save 280 kt of CO{sub 2} equivalency over 15 years of operational usage. However, this offset is largely dependent on assumptions such as the level of market penetration. - Highlights: • Three cost–benefit analyses are applied to inter-urban intelligent transport. • For ATM, a high cost–benefit ratio of 5.89 is achieved. • ATM offsets greenhouse gas emissions by 99 kt of CO{sub 2} equivalency over 25 years.

    The continued growth of highway traffic in the United States has led to unwanted urban traffic congestion as well as to noticeable urban air quality problems. These problems include emissions covered by the 1990 Clean Air Act Amendments (CAAA) and 1991 Intermodal Surface Transportation Efficiency Act (ISTEA), as well as carbon dioxide and related {open_quotes}greenhouse gas{close_quotes} emissions. Urban travel also creates a major demand for imported oil. Therefore, for economic as well as environmental reasons, transportation planning agencies at both the state and metropolitan area level are focussing a good deal of attention on urban travel reduction policies. Much discussed policy instruments include those that encourage fewer trip starts, shorter trip distances, shifts to higher-occupancy vehicles or to nonvehicular modes, and shifts in the timing of trips from the more to the less congested periods of the day or week. Some analysts have concluded that in order to bring about sustainable reductions in urban traffic volumes, significant changes will be necessary in the way our households and businesses engage in daily travel. Such changes are likely to involve changes in the ways we organize and use traffic-generating and-attracting land within our urban areas. The purpose of this review is to evaluate the ability of current analytic methods and models to support both the evaluation and possibly the design of such vehicle travel reduction strategies, including those strategies involving the reorganization and use of urban land. The review is organized into three sections. Section 1 describes the nature of the problem we are trying to model, Section 2 reviews the state of the art in operational urban land use-transportation simulation models, and Section 3 provides a critical assessment of such models as useful urban transportation planning tools. A number of areas are identified where further model development or testing is required.

  13. Goal-based angular adaptivity applied to a wavelet-based discretisation of the neutral particle transport equation

    A method for applying goal-based adaptive methods to the angular resolution of the neutral particle transport equation is presented. The methods are applied to an octahedral wavelet discretisation of the spherical angular domain which allows for anisotropic resolution. The angular resolution is adapted across both the spatial and energy dimensions. The spatial domain is discretised using an inner-element sub-grid scale finite element method. The goal-based adaptive methods optimise the angular discretisation to minimise the error in a specific functional of the solution. The goal-based error estimators require the solution of an adjoint system to determine the importance to the specified functional. The error estimators and the novel methods to calculate them are described. Several examples are presented to demonstrate the effectiveness of the methods. It is shown that the methods can significantly reduce the number of unknowns and computational time required to obtain a given error. The novelty of the work is the use of goal-based adaptive methods to obtain anisotropic resolution in the angular domain for solving the transport equation. -- Highlights: •Wavelet angular discretisation used to solve transport equation. •Adaptive method developed for the wavelet discretisation. •Anisotropic angular resolution demonstrated through the adaptive method. •Adaptive method provides improvements in computational efficiency.

  14. A general hybrid radiation transport scheme for star formation simulations on an adaptive grid

    Radiation feedback plays a crucial role in the process of star formation. In order to simulate the thermodynamic evolution of disks, filaments, and the molecular gas surrounding clusters of young stars, we require an efficient and accurate method for solving the radiation transfer problem. We describe the implementation of a hybrid radiation transport scheme in the adaptive grid-based FLASH general magnetohydrodyanmics code. The hybrid scheme splits the radiative transport problem into a raytracing step and a diffusion step. The raytracer captures the first absorption event, as stars irradiate their environments, while the evolution of the diffuse component of the radiation field is handled by a flux-limited diffusion solver. We demonstrate the accuracy of our method through a variety of benchmark tests including the irradiation of a static disk, subcritical and supercritical radiative shocks, and thermal energy equilibration. We also demonstrate the capability of our method for casting shadows and calculating gas and dust temperatures in the presence of multiple stellar sources. Our method enables radiation-hydrodynamic studies of young stellar objects, protostellar disks, and clustered star formation in magnetized, filamentary environments.

  15. Urban airshed modeling of air quality impacts of alternative transportation fuel use in Los Angeles and Atlanta

    The main objective of NREL in supporting this study is to determine the relative air quality impact of the use of compressed natural gas (CNG) as an alternative transportation fuel when compared to low Reid vapor pressure (RVP) gasoline and reformulated gasoline (RFG). A table lists the criteria, air toxic, and greenhouse gas pollutants for which emissions were estimated for the alternative fuel scenarios. Air quality impacts were then estimated by performing photochemical modeling of the alternative fuel scenarios using the Urban Airshed Model Version 6.21 and the Carbon Bond Mechanism Version IV (CBM-IV) (Geary et al., 1988) Using this model, the authors examined the formation and transport of ozone under alternative fuel strategies for motor vehicle transportation sources for the year 2007. Photochemical modeling was performed for modeling domains in Los Angeles, California, and Atlanta, Georgia.

  16. Minimising the error in eigenvalue calculations involving the Boltzmann transport equation using goal-based adaptivity on unstructured meshes

    This article presents a method for goal-based anisotropic adaptive methods for the finite element method applied to the Boltzmann transport equation. The neutron multiplication factor, k{sub eff}, is used as the goal of the adaptive procedure. The anisotropic adaptive algorithm requires error measures for k{sub eff} with directional dependence. General error estimators are derived for any given functional of the flux and applied to k{sub eff} to acquire the driving force for the adaptive procedure. The error estimators require the solution of an appropriately formed dual equation. Forward and dual error indicators are calculated by weighting the Hessian of each solution with the dual and forward residual respectively. The Hessian is used as an approximation of the interpolation error in the solution which gives rise to the directional dependence. The two indicators are combined to form a single error metric that is used to adapt the finite element mesh. The residual is approximated using a novel technique arising from the sub-grid scale finite element discretisation. Two adaptive routes are demonstrated: (i) a single mesh is used to solve all energy groups, and (ii) a different mesh is used to solve each energy group. The second method aims to capture the benefit from representing the flux from each energy group on a specifically optimised mesh. The k{sub eff} goal-based adaptive method was applied to three examples which illustrate the superior accuracy in criticality problems that can be obtained.

  18. History of transportation in Chicago: Its impact on the urban landscape

    In this paper the author presents some of his thoughts on the relationship between transportation and how Chicago used its land. He has chosen to do this by looking at the question from a historical perspective. He attempts to do this by tracking the link between transportation and the use of land. This linkage actually involves only a few simple human factors such as a desire to pay the least amount for land, getting from place to place as swiftly as possible, being paid the most for work done and living in a country-like setting with all of the serenity that image conjures. The author argues these factors are what brought Chicago to where it is, and makes no attempt to judge this as good or bad. The author argues that energy consumption or scarcity, like railroad or transit strikes, have had little long-term effect on how people travel and therefore how they use land. The notion that resources were inexhaustible permeated Chicago`s early history. Human factors appear to the author to have had and probably will continue to have a more profound effect on transportation than anything else. He does not believe society knows what individuals will pay in energy costs to maintain their real or perceived mobility. The real cost of fuel and vehicles is much higher (and so is transit usage) in Europe, but VMT and vehicle ownership still are growing at an astounding rate. Mobility is perceived as good, not bad. How does one convince people to limit their mobility when it is good?

  20. A mesh-adaptive collocation technique for the simulation of advection-dominated single- and multiphase transport phenomena in porous media

    A new mesh-adaptive 1D collocation technique has been developed to efficiently solve transient advection-dominated transport problems in porous media that are governed by a hyperbolic/parabolic (singularly perturbed) PDE. After spatial discretization a singularly perturbed ODE is obtained which is solved by a modification of the COLNEW ODE-collocation code. The latter also contains an adaptive mesh procedure that has been enhanced here to resolve linear and nonlinear transport flow problems with steep fronts where regular FD and FE methods often fail. An implicit first-order backward Euler and a third-order Taylor-Donea technique are employed for the time integration. Numerical simulations on a variety of high Peclet-number transport phenomena as they occur in realistic porous media flow situations are presented. Examples include classical linear advection-diffusion, nonlinear adsorption, two-phase Buckley-Leverett flow without and with capillary forces (Rapoport-Leas equation) and Burgers` equation for inviscid fluid flow. In most of these examples sharp fronts and/or shocks develop which are resolved in an oscillation-free manner by the present adaptive collocation method. The backward Euler method has some amount of numerical dissipation is observed when the time-steps are too large. The third-order Taylor-Donea technique is less dissipative but is more prone to numerical oscillations. The simulations show that for the efficient solution of nonlinear singularly perturbed PDE`s governing flow transport a careful balance must be struck between the optimal mesh adaptation, the nonlinear iteration method and the time-stepping procedure. More theoretical research is needed with this regard.

    Hopping robots provide the possibility of breaking the link between the size of a ground vehicle and the largest obstacle that it can overcome. For more than a decade, DARPA and Sandia National Laboratories have been developing small-scale hopping robot technology, first as part of purely hopping platforms and, more recently, as part of platforms that are capable of both wheeled and hopping locomotion. In this paper we introduce the Urban Hopper robot and summarize its capabilities. The advantages of hopping for overcoming certain obstacles are discussed. Several configurations of the Urban Hopper are described, as are intelligent capabilities of the system. Key challenges are discussed.

    This paper describes the efficiency of radioactive decontamination activities of the urban landscape in the town of Pripyat, Ukraine. Different methods of treatment for various urban infrastructure and different radioactive contaminants are assessed. Long term changes in the radiation condition of decontaminated urban landscapes are evaluated: 1. Decontamination of the urban system requires the simultaneous application of multiple methods including mechanical, chemical, and biological. 2. If a large area has been contaminated, decontamination of local areas of a temporary nature. Over time, there is a repeated contamination of these sites due to wind transport from neighboring areas. 3. Involvement of earth-moving equipment and removal of top soil by industrial method achieves 20-fold reduction in the level of contamination by radioactive substances, but it leads to large amounts of waste (up to 1500 tons per hectare), and leads to the re-contamination of treated areas due to scatter when loading, transport pollutants on the wheels of vehicles, etc.. During the project period a pilot scale process, based on the bench scale process developed at NREL (National Renewable Energy Lab), was developed and successfully operated to produce hydrogen from peanut shells. The technoeconomic analysis of the process suggests that the production of hydrogen via this method is cost-competitive with conventional means of hydrogen production.

    Climate change related extreme events (such as flooding, storms, and drought) are already impacting millions of people globally at a cost of billions of dollars annually. Hence, there are urgent needs for urban areas to develop adaptation strategies that will alleviate the impacts of these extreme events. However, lack of appropriate decision support tools that match local applications is limiting local planning efforts. In this paper, we present a quantitative analysis and optimization system with customized decision support modules built on geographic information system (GIS) platform to bridge this gap. This platform is called Urban Climate Adaptation Tool (Urban-CAT). For all Urban-CAT models, we divide a city into a grid with tens of thousands of cells; then compute a list of metrics for each cell from the GIS data. These metrics are used as independent variables to predict climate impacts, compute vulnerability score, and evaluate adaptation options. Overall, the Urban-CAT system has three layers: data layer (that contains spatial data, socio-economic and environmental data, and analytic data), middle layer (that handles data processing, model management, and GIS operation), and application layer (that provides climate impacts forecast, adaptation optimization, and site evaluation). The Urban-CAT platform can guide city and county governments in identifying and planning for effective climate change adaptation strategies.

    Heavy ion beam transport through the containment chamber plays a crucial role in all heavy ion fusion (HIF) scenarios. Here, several parameters are used to characterize the operating space for HIF beams; transport modes are assessed in relation to evolving target/accelerator requirements; results of recent relevant experiments and simulations of HIF transport are summarized; and relevant instabilities are reviewed. All transport options still exist, including (1) vacuum ballistic transport, (2) neutralized ballistic transport, and (3) channel-like transport. Presently, the European HIF program favors vacuum ballistic transport, while the US HIF program favors neutralized ballistic transport with channel-like transport as an alternate approach. Further transport research is needed to clearly guide selection of the most attractive, integrated HIF system.

In contrast, TRANSIMS provides disaggregated information that more explicitly represents the complex nature of humans interacting with the transportation system. It first generates a synthetic population that represents individuals and their households in the metropolitan region in a statistically valid way. The demographic makeup and spatial distribution of this synthetic population is derived from census data so that it matches that of the region’s real population. From survey data, a model is built of household and individual activities that may occur at home, in the workplace, school or shopping centers, for example. Trip plans including departure times, travel modes, and specific routes are created for each individual to get to his or her daily activities. TRANSIMS then simulates the movement of millions of individuals, following their trip plans throughout the transportation network, including their use of vehicles such as cars or buses, on a second-by-second basis. The virtual travel in TRANSIMS mimics the traveling and driving behavior of real people in the metropolitan region. The interactions of individual vehicles produce realistic traffic dynamics from which analysts can judge to performance of the transportation sysime and estimate vehicle emissions. Los Alamos, in cooperation with the Department of Transportation, Federal HIghway Administration and the local Metropolitan Planning Offices, has done TRANSIMS micro-simulations of auto traffic patterns in these two urban areas and completed associated scenario-based studies.« less

    Four JAEA researchers visited PNNL for two weeks in February, 2013 to learn the PNNL-developed, unsteady, one-dimensional, river model, TODAM and the PNNL-developed, time-dependent, three dimensional, coastal water model, FLESCOT. These codes predict sediment and contaminant concentrations by accounting sediment-radionuclide interactions, e.g., adsorption/desorption and transport-deposition-resuspension of sediment-sorbed radionuclides. The objective of the river and coastal water modeling is to simulate • 134Cs and 137Cs migration in Fukushima rivers and the coastal water, and • their accumulation in the river and ocean bed along the Fukushima coast. Forecasting the future cesium behavior in the river and coastal water under various scenarios would enable JAEA to assess the effectiveness of various on-land remediation activities and if required, possible river and coastal water clean-up operations to reduce the contamination of the river and coastal water, agricultural products, fish and other aquatic biota. PNNL presented the following during the JAEA visit to PNNL: • TODAM and FLESCOT’s theories and mathematical formulations • TODAM and FLESCOT model structures • Past TODAM and FLESCOT applications • Demonstrating these two codes' capabilities by applying them to simple hypothetical river and coastal water cases. • Initial application of TODAM to the Ukedo River in Fukushima and JAEA researchers' participation in its modeling. PNNL also presented the relevant topics relevant to Fukushima environmental assessment and remediation, including • PNNL molecular modeling and EMSL computer facilities • Cesium adsorption/desorption characteristics • Experiences of connecting molecular science research results to macro model applications to the environment • EMSL tour • Hanford Site road tour.     The validity of omitting stability considerations when simulating transport and dispersion in the urban environment is explored using observations from the Joint URBAN 2003 field experiment and computational fluid dynamics simulations of that experiment. Four releases of sulfur hexafluoride, during two daytime and two nighttime intensive observing periods, are simulated using the building-resolving computational fluid dynamics model, FEM3MP to solve the Reynolds Averaged Navier-Stokes equations with two options of turbulence parameterizations. One option omits stability effects but has a superior turbulence parameterization using a non-linear eddy viscosity (NEV) approach, while the other considers buoyancy effects with a simple linear eddy viscosity (LEV) approach for turbulence parameterization. Model performance metrics are calculated by comparison with observed winds and tracer data in the downtown area, and with observed winds and turbulence kinetic energy (TKE) profiles at a location immediately downwind of the central business district (CBD) in the area we label as the urban shadow. Model predictions of winds, concentrations, profiles of wind speed, wind direction, and friction velocity are generally consistent with and compare reasonably well with the field observations. Simulations using the NEV turbulence parameterization generally exhibit better agreement with observations. To further explore this assumption of a neutrally-stable atmosphere within the urban area, TKE budget profiles slightly downwind of the urban wake region in the 'urban shadow' are examined. Dissipation and shear production are the largest terms which may be calculated directly. The advection of TKE is calculated as a residual; as would be expected downwind of an urban area, the advection of TKE produced within the urban area is a very large term.     As accurate modeling of atmospheric flows in urban environments requires sophisticated representation of complex urban geometries, much work has been devoted to treatment of the urban surface. However, the importance of the larger-scale flow impinging upon the urban complex to the flow, transport and dispersion within it and downwind has received less attention. Building-resolving computational fluid dynamics (CFD) models are commonly employed to investigate interactions between the flow and three-dimensional structures comprising the urban environment, however such models are typically forced with simplified boundary conditions that fail to include important regional-scale phenomena that can strongly influence the flow within the urban complex and downwind. This paper investigates the interaction of an important and frequently occurring regional-scale phenomenon, the nocturnal low-level jet (LLJ), with urban-scale turbulence and dispersion in Oklahoma City using data from the Joint URBAN 2003 (JU2003) field experiment. Two simulations of nocturnal tracer release experiments from JU2003 using Lawrence Livermore National laboratory's FEM3MP CFD model yield differing levels of agreement with the observations in wind speed, turbulence kinetic energy (TKE) and concentration profiles in the urban wake, approximately 750m downwind of the central business district. Profiles of several observed turbulence parameters at this location indicate characteristics of both bottom-up and top-down boundary layers during each of the experiments. These data are consistent with turbulence production due to at least two sources, the complex flow structures of the urban area and the region of strong vertical wind shear occurring beneath the LLJs present each night. While strong LLJs occurred each night, their structures varied considerably, resulting in significant differences in the magnitudes of the turbulence parameters observed during the two experiments.     A primary characteristic of transportation in the United States is its high per capita energy consumption. The average US citizen consumes nearly five times as much energy for transportation as the average Japanese and nearly three times as much as the average citizen of France, Britain, or West Germany. The energy efficiency of US transportation has improved substantially over the past two decades (both absolutely and in comparison to Europe), and US travel volume has grown more slowly than in most of the developed world. However, the United States still consumes more than one-third of the world`s transport energy. Also, 96 percent of US transport energy is in the form of oil products. This is more oil than the United States produces, despite its position as one of the world`s largest oil producers. With current problems and expectation of continued growth in travel and energy use, Congress has increasingly turned to transportation energy conservation - in the form of improvements in the technical efficiency of travel, increases in load factors, reductions in travel demand, shifting to alternative fuels, and shifts to more efficient travel modes - as an important policy goal. For example, the Clean Air Amendments of 1990 incorporate transportation demand management as a critical tool in reducing urban air pollution. Legislation proposed in the 102d Congress sought rigorous new automobile and light truck fuel economy standards. With continued increases in U.S. oil imports, urban traffic congestion, and greenhouse gas emissions, and the failure of many urban areas to meet air quality standards, strong congressional interest in new energy conservation initiates is likely to continue.

    Adaptive systems are critical for future space and other unmanned and intelligent systems. Verification of these systems is also critical for their use in systems with potential harm to human life or with large financial investments. Due to their nondeterministic nature and extremely large state space, current methods for verification of software systems are not adequate to provide a high level of assurance for them. The combination of stabilization science, high performance computing simulations, compositional verification and traditional verification techniques, plus operational monitors, provides a complete approach to verification and deployment of adaptive systems that has not been used before. This paper gives an overview of this approach.

As the economy grows, the transportation is developing dramatically and becoming the key for further economic development. The air quality is threatened by the rapid growth of the vehicles in the city. The most urgent task in improving urban traffic is to establish a sound traffic system. The municipal government takes great effort to improve the traffic condition, as well as to reduce green house gases and protect air environment. Some management and technical measures are carried out. Those management measures are mainly as follows: (1) systematic planning of the city arrangement and city functional division, and integrated planning of the urban roads system, (2) putting great emphasis on tail gas monitoring and management, and (3) establishing optimized utilization of motor vehicles. Those included in the main technical measures are (1) making the roads clear, (2) enlarging traffic capacity, and (3) developing the public transport. The most urgent task in improving urban traffic is to establish a sound traffic system. The city municipal government and Transportation Management Bureau plan to make a series of reforms to improve the urban traffic condition, such as building high quality road around the city, reducing the number of one way roads and replacing gasoline buses with electric buses. An optimized traffic system of Xiamen, taking public transport as the main means, is the key to meet the needs of both traffic improvement and urban transportation pollution control.

    Urban metabolism components define the energy and material exchanges within a city and, therefore, can provide valuable information on the environmental quality of urban areas. Assessing the potential impact of urban planning alternatives on urban metabolism components (such as energy, water, carbon and pollutants fluxes) can provide a quantitative estimation of their sustainability performance. Urban metabolism impact assessment can, therefore, contribute to the identification of sustainable urban structures with regards, for example, to building types, materials and layout, as well as to location and capacity of transportation and infrastructural developments. In this way, it enables the formulation of planning and policy recommendations to promote efficient use of resources and enhance environmental quality in urban areas. The European FP7 project BRIDGE (sustainaBle uRban plannIng Decision support accountinG for urban mEtabolism) has developed a decision-support system (DSS) that systematically integrates urban metabolism components into impact assessment processes with the aim of accurately quantifying the potential effects of proposed planning interventions. The DSS enables integration of multiple spatial and non-spatial datasets (e.g. physical flows of energy and material with variables of social and economic change) in a systematic manner to obtain spatially defined assessment results and to thus inform planners and decision-makers. This multi-criteria approach also enables incorporation of stakeholders' perceptions in order to prioritise decisive assessment criteria.     Air motions in and around cities are highly complex, and the increasing threat of harmful releases into urban atmospheres makes advancing the state-of-science of understanding and modeling atmospheric flows and dispersion in and around cities essential. The four-year Urban Dispersion Program (UDP) funded primarily by the U.S. Department of Homeland Security and the Defense Threat Reduction Agency has recently been completed. The program’s primary focus was to conduct tracer and meteorological field studies in Manhattan to improve our understanding of flow and dispersion of airborne contaminants through and around the deep street canyons of New York City, including outdoor-indoor-subway exchange mechanisms. Additionally, urban dispersion models are being validated and first-responder guidance are being refined using data collected during the two UDP field studies. Pacific Northwest National Laboratory led several government laboratories, universities and private companies in conducting the two UDP field studies. The first study was a small-scale study that investigated dispersion in the immediate vicinity of the Madison Square Garden during March 2005 (MSG05), while the second UDP study was an extensive study conducted during August 2005 in Midtown Manhattan (MID05). A brief overview of the UDP field studies will be given followed by a discussion of some limitations of current urban models in simulating dispersion in urban areas. Some first-responder guidance based on findings from recent urban field studies will also be presented.

    An adaptive sequential controller (50/50') for controlling a circuit breaker (52) or other switching device to substantially eliminate transients on a distribution line caused by closing and opening the circuit breaker. The device adaptively compensates for changes in the response time of the circuit breaker due to aging and environmental effects. A potential transformer (70) provides a reference signal corresponding to the zero crossing of the voltage waveform, and a phase shift comparator circuit (96) compares the reference signal to the time at which any transient was produced when the circuit breaker closed, producing a signal indicative of the adaptive adjustment that should be made. Similarly, in controlling the opening of the circuit breaker, a current transformer (88) provides a reference signal that is compared against the time at which any transient is detected when the circuit breaker last opened. An adaptive adjustment circuit (102) produces a compensation time that is appropriately modified to account for changes in the circuit breaker response, including the effect of ambient conditions and aging. When next opened or closed, the circuit breaker is activated at an appropriately compensated time, so that it closes when the voltage crosses zero and opens when the current crosses zero, minimizing any transients on the distribution line. Phase angle can be used to control the opening of the circuit breaker relative to the reference signal provided by the potential transformer.

  20. A Study of the Effects of Different Urban Wind Models on Dispersion Patterns Using Joint Urban 2003 Data

    The Quick Urban & Industrial Complex (QUIC) Dispersion Modeling System has been developed to rapidly compute the transport and dispersion of toxic agent releases in the vicinity of buildings. It is composed of a wind solver, an 'urbanized' Lagrangian random-walk model, and a graphical user interface. QUIC has two different wind models: (a) The QUIC-URB wind solver, an empirically-based diagnostic wind model and (b) The QUIC-CFD (RANS) solver, based on the 3D Reynolds-Averaged Navier-Stokes (RANS) equations. In this paper, we discuss the effect of different wind models on dispersion patterns in dense built-up areas. The model-computed wind from the two urban wind models- QUIC-URB and QUIC-CFD are used to drive the dispersion model. The concentration fields are then compared to measurements from the Oklahoma City Joint Urban 2003 field experiment. QUIC produces high-resolution 3-D mean wind and concentration fields around buildings, in addition to deposition on the ground and building surfaces. It has options for different release types, including point, moving point, line, area, and volumetric sources, as well as dense gas, explosive buoyant rise, multi-particle size, bioslurry, and two-phase releases. Other features include indoor infiltration, a pressure solver, outer grid simulations, vegetative canopies, and population exposure calculations. It has been used for biological agent sensor siting in cities, vulnerability assessments for heavier-than-air chemical releases at industrial facilities, and clean-up assessments for radiological dispersal device (RDD) releases in cities (e.g., see Linger et al., 2005; Brown, 2006a, b). QUIC has also been used for dust transport studies (Bowker et al., 2007a) and for the impact of highway sound barriers on the transport and dispersion of vehicle emissions (Bowker et al., 2007b).

    An adaptive feedforward control loop is provided to stabilize accelerator beam loading of the radio frequency field in an accelerator cavity during successive pulses of the beam into the cavity. A digital signal processor enables an adaptive algorithm to generate a feedforward error correcting signal functionally determined by the feedback error obtained by a beam pulse loading the cavity after the previous correcting signal was applied to the cavity. Each cavity feedforward correcting signal is successively stored in the digital processor and modified by the feedback error resulting from its application to generate the next feedforward error correcting signal. A feedforward error correcting signal is generated by the digital processor in advance of the beam pulse to enable a composite correcting signal and the beam pulse to arrive concurrently at the cavity.

    Sustainable urban development requires the integration of environmental interests in urban planning. Although various methods of environmental assessment have been developed, plan outcomes are often disappointing due to the complex nature of decision-making in urban planning, which takes place in multiple arenas within multiple policy networks involving diverse stakeholders. We argue that the concept of ‘decision windows’ can structure this seemingly chaotic chain of interrelated decisions. First, explicitly considering the dynamics of the decision-making process, we further conceptualized decision windows as moments in an intricate web of substantively connected deliberative processes where issues are reframed within a decision-making arena, and interests may be linked within and across arenas. Adopting this perspective in two case studies, we then explored how decision windows arise, which factors determine their effectiveness and how their occurrence can be influenced so as to arrive at more sustainable solutions. We conclude that the integration of environmental interests in urban planning is highly dependent on the ability of the professionals involved to recognize and manipulate decision windows.     The form and design of cities and towns have a direct impact on the quality of the natural environment, particularly air and water quality. This paper illustrates some of the dynamic relationships between the form of urban environments and air and water pollution. Recent research suggests how urban form affects environmental quality in at least three ways: (a) how suburban development and its dependency on the private motor vehicle increases air pollution, (b) how exterior building materials help to generate urban heat islands and ozone precursors, and (c) how conventional stormwater drainage systems transport polluted urban runoff into waterways. Today`s aging urban infrastructure provides an important and timely opportunity to re-examine the design of cities and towns with a goal of enhancing overall environmental quality. Many miles of roads, freeways, bridges, and stormwater culverts and pipes are in poor condition and need to be repaired or replaced, while many cities are now failing to meet air and water quality standards designed to protect human and environmental health. This paper also explores seven urban planning and design concepts that could reduce the magnitude of air and water pollution in urban environments and help to improve the health of both cities and their residents.

  10. SCALING AN URBAN EMERGENCY EVACUATION FRAMEWORK: CHALLENGES AND PRACTICES

    Critical infrastructure disruption, caused by severe weather events, natural disasters, terrorist attacks, etc., has significant impacts on urban transportation systems. We built a computational framework to simulate urban transportation systems under critical infrastructure disruption in order to aid real-time emergency evacuation. This framework will use large scale datasets to provide a scalable tool for emergency planning and management. Our framework, World-Wide Emergency Evacuation (WWEE), integrates population distribution and urban infrastructure networks to model travel demand in emergency situations at global level. Also, a computational model of agent-based traffic simulation is used to provide an optimal evacuation plan for traffic operation purpose [1]. In addition, our framework provides a web-based high resolution visualization tool for emergency evacuation modelers and practitioners. We have successfully tested our framework with scenarios in both United States (Alexandria, VA) and Europe (Berlin, Germany) [2]. However, there are still some major drawbacks for scaling this framework to handle big data workloads in real time. On our back-end, lack of proper infrastructure limits us in ability to process large amounts of data, run the simulation efficiently and quickly, and provide fast retrieval and serving of data. On the front-end, the visualization performance of microscopic evacuation results is still not efficient enough due to high volume data communication between server and client. We are addressing these drawbacks by using cloud computing and next-generation web technologies, namely Node.js, NoSQL, WebGL, Open Layers 3 and HTML5 technologies. We will describe briefly about each one and how we are using and leveraging these technologies to provide an efficient tool for emergency management organizations. But on a global scale he reviews the population growth in major cities, the type of transport employed, the correlation of vehicle ownership and gross national product, as well as the costs, direct and indirect of letting more personal wealth drive one to personal vehicles as a way to transport oneself to work. The increased speed comes with many costs for the individual and for society. The development of mass transportation systems provides a number of benefits, in the form of urban development, less reliance on imported fuels, transport system health, general health and productivity of work force, and reduced costs to government to support transportation systems.

    This paper reviews the concept of adaptive capacity and various approaches to assessing it, particularly with respect to climate variability and change. I find that adaptive capacity is a relatively under-researched topic within the sustainability science and global change communities, particularly since it is uniquely positioned to improve linkages between vulnerability and resilience research. I identify opportunities for advancing the measurement and characterization of adaptive capacity by combining insights from both vulnerability and resilience frameworks, and I suggest several assessment approaches for possible future development that draw from both frameworks and focus on analyzing the governance, institutions, and management that have helped foster adaptive capacity in light of recent climatic events.

  1. COSMOLOGICAL ADAPTIVE MESH REFINEMENT MAGNETOHYDRODYNAMICS WITH ENZO

    In this work, we present EnzoMHD, the extension of the cosmological code Enzo to include the effects of magnetic fields through the ideal magnetohydrodynamics approximation. We use a higher order Godunov method for the computation of interface fluxes. We use two constrained transport methods to compute the electric field from those interface fluxes, which simultaneously advances the induction equation and maintains the divergence of the magnetic field. A second-order divergence-free reconstruction technique is used to interpolate the magnetic fields in the block-structured adaptive mesh refinement framework already extant in Enzo. This reconstruction also preserves the divergence of the magnetic field to machine precision. We use operator splitting to include gravity and cosmological expansion. We then present a series of cosmological and non-cosmological test problems to demonstrate the quality of solution resulting from this combination of solvers.

  2. Adaptive multiconfigurational wave functions

    A method is suggested to build simple multiconfigurational wave functions specified uniquely by an energy cutoff ?. These are constructed from a model space containing determinants with energy relative to that of the most stable determinant no greater than ?. The resulting ?-CI wave function is adaptive, being able to represent both single-reference and multireference electronic states. We also consider a more compact wave function parameterization (?+SD-CI), which is based on a small ?-CI reference and adds a selection of all the singly and doubly excited determinants generated from it. We report two heuristic algorithms to build ?-CI wave functions. The first is based on an approximate prescreening of the full configuration interaction space, while the second performs a breadth-first search coupled with pruning. The ?-CI and ?+SD-CI approaches are used to compute the dissociation curve of N{sub 2} and the potential energy curves for the first three singlet states of C{sub 2}. Special attention is paid to the issue of energy discontinuities caused by changes in the size of the ?-CI wave function along the potential energy curve. This problem is shown to be solvable by smoothing the matrix elements of the Hamiltonian. Our last example, involving the Cu{sub 2}O{sub 2}{sup 2+} core, illustrates an alternative use of the ?-CI method: as a tool to both estimate the multireference character of a wave function and to create a compact model space to be used in subsequent high-level multireference coupled cluster computations.

    Energy consumption by private and commercial sectors in the U.S. has steadily grown over the last decade. The uncertainty in future availability of imported oil, on which the energy consumption relies strongly, resulted in a dramatic increase in the cost of energy. About 20% of this consumption are used to heat and cool houses and commercial buildings. To reduce dependence on the foreign oil and cut down emission of greenhouse gases, it is necessary to eliminate losses and reduce total energy consumption by buildings. To achieve this goal it is necessary to redefine the role of the conventional windows. At a minimum, windows should stop being a source for energy loss. Ideally, windows should become a source of energy, providing net gain to reduce energy used to heat and cool homes. It is possible to have a net energy gain from a window if its light transmission can be dynamically altered, ideally electronically without the need of operator assistance, providing optimal control of the solar gain that varies with season and climate in the U.S. In addition, the window must not require power from the building for operation. Resolution of this problem is a societal challenge and of national interest and will have a broad global impact. For this purpose, the year-round, allclimate window solution to provide an electronically variable solar heat gain coefficient (SHGC) with a wide dynamic range is needed. AlphaMicron, Inc. (AMI) developed and manufactured 1ft 1ft prototype panels for the worlds first auto-adjusting Adaptive Liquid Crystal Windows (ALCWs) that can operate from sunlight without the need for external power source and demonstrate an electronically adjustable SHGC.     Rainfall runoff becomes contaminated as it passes over urban land. Billions of gallons of water can be recovered for beneficial uses if urban stormwater is properly controlled and treated. The Storm and Combined Sewer Program of the United States Environmental Protection Agency Office of Research and Development has continuously supported the development and demonstration of stormwater control systems and treatment processes. Water quality of the treated storm runoff can meet the required standards for subpotable usage. Current urban stormwater control and treatment technology are discussed, leading to the feasibility of urban stormwater reuse for various purposes in industry, irrigation and recreation. A hypothetical case study illustrating the cost effectiveness of reclaiming urban stormwater for complete industrial supply is presented.

Through smart technology, it will anticipate user needs; detect available bandwidths and frequencies then seamlessly connect vehicles, infrastructures, and consumer devices; and it will support the Department of Transportation IntelliDrive Program, helping researchers, auto manufacturers, and Federal and State officials advance the connectivity of US transportation systems for improved safety, mobility, and environmental conditions. Using cognitive radio, a commercial vehicle will know its driver, onboard freight and destination route. Drivers will save time and resources communicating with automatic toll booths and know ahead of time whether to stop at a weigh station or keep rolling. At accident scenes, cognitive radio sensors on freight and transportation modes can alert emergency personnel and measure on-site, real-time conditions such as a chemical leak. The sensors will connect freight to industry, relaying shipment conditions and new delivery schedules. For industry or military purposes, cognitive radio will enable real-time freight tracking around the globe and its sensory technology can help prevent cargo theft or tampering by alerting shipper and receiver if freight is tampered with while en route. For the average consumer, a vehicle will tailor the transportation experience to the passenger such as delivering age-appropriate movies via satellite. Cognitive radio will enhance transportation safety by continually sensing what is important to the user adapting to its environment and incoming information, and proposing solutions that improve mobility and quality of life.

Research was undertaken with human test subjects to identify the factors that contribute to adaptive thinking.     Terrorists have threatened and carried out chemicalhiological agent attacks on targets in major cities. The nerve agent sarin figured prominently in one well-publicized incident. Vapors disseminating from open containers in a Tokyo subway caused thousands of casualties. High-resolution tracer transport modeling of agent dispersion is at hand and will be enhanced by data on reactions with components of the urban atmosphere. As a sample of the level of complexity currently attainable, we elaborate the mechanisms by which sarin can decompose in polluted air. A release scenario is outlined involving the passage of a gas-phase agent through a city locale in the daytime. The atmospheric chemistry database on related organophosphorus pesticides is mined for rate and product information. The hydroxyl,radical and fine-mode particles are identified as major reactants. A review of urban air chernistry/rnicrophysics generates concentration tables for major oxidant and aerosol types in both clean and dirty environments. Organic structure-reactivity relationships yield an upper limit of 10-1' cm3 molecule-' S-* for hydrogen abstraction by hydroxyl. The associated midday loss time scale could be as little as one hour. Product distributions are difficult to define but may include nontoxic organic oxygenates, inorganic phosphorus acids, sarin-like aldehydes, and nitrates preserving cholinergic capabilities. Agent molecules will contact aerosol surfaces in on the order of minutes, with hydrolysis and side-chain oxidation as likely reaction channels.

    This paper describes the monitoring of several existing landslides in an urban area near Wollongong in the state of New South Wales, Australia. A brief overview of topography and geology is given and reference is made to the types of slope movement, processes and causal factors. Often the slope movements are extremely slow and imperceptible to the eye, and catastrophic failures are quite infrequent. However, cumulative movements at these slower rates do, over time, cause considerable distress to structures and disrupt residential areas and transport routes. Inclinometers and piezometers have been installed at a number of locations and monitoring of these has been very useful. The performance of instrumentation at different sites is discussed in relation to the monitoring of slope movements and pore pressures. Interval rates of inclinometer shear displacement have been compared with various periods of cumulative rainfall to assess the relationships.

    Adaptive management is a policy framework within which an iterative process of decision making is allowed based on the observed responses to and effectiveness of previous decisions. The use of adaptive management allows science-based research and monitoring of natural resource and ecological community responses, in conjunction with societal values and goals, to guide decisions concerning man`s activities. The adaptive management process has been proposed for application to hydropower operations at Glen Canyon Dam on the Colorado River, a situation that requires complex balancing of natural resources requirements and competing human uses. This example is representative of the general increase in public interest in the operation of hydropower facilities and possible effects on downstream natural resources and of the growing conflicts between uses and users of river-based resources. This paper describes the adaptive management process, using the Glen Canyon Dam example, and discusses ways to make the process work effectively in managing downstream natural resources and biodiversity. 10 refs., 2 figs.

The handling and transport of hazardous materials/waste involves a significant number of workers who are subject to a varying degree of risk should an accident occur during handling or transport. Effective transportation training can help workers address these risks and mitigate them, and at the same time enable ORNL to comply with the federal regulations concerning the transport of hazardous materials/waste. This presentation will outline how the Environmental and Health Protection Division's Technical Resources and Training Section at the Oak Ridge National Laboratory, working with transportation and waste disposal personnel, have developed and implemented a comprehensive transportation safety training program to meet the needs of our workers while satisfying appropriate federal regulations. 8 refs., 3 tabs.

    The authors are attempting to simulate the transport and fate of pollutants through air and water pathways in an urban environment. This cross-disciplinary study involves linking together models of mesoscale meteorology, air pollution chemistry and deposition, urban runoff and stormwater transport, water quality, and wetland chemistry and biology. The authors are focusing on the transport and fate of nitrogen species because (1) they track through both air and water pathways, (2) the physics, chemistry, and biology of the complete cycle is not well understood, and (3) they have important health, local ecosystem, and global climate implications. The authors will apply their linked modeling system to the Los Angeles basin, following the fate of nitrates from their beginning as nitrate-precursors produced by auto emissions and industrial processes, tracking their dispersion and chemistry as they are transported by regional winds and eventually wet or dry deposit on the ground, tracing their path as they are entrained into surface water runoff during rain events and carried into the stormwater system, and then evaluating their impact on receiving water bodies such as wetlands where biologically-mediated chemical reactions take place. In this paper, the authors wish to give an overview of the project and at the conference show preliminary results.

    The purpose of this report is to develop and analyze the engineered barrier system (EBS) radionuclide transport abstraction model, consistent with Level I and Level II model validation, as identified in Technical Work Plan for: Near-Field Environment and Transport: Engineered Barrier System: Radionuclide Transport Abstraction Model Report Integration (BSC 2005 [DIRS 173617]). The EBS radionuclide transport abstraction (or EBS RT Abstraction) is the conceptual model used in the total system performance assessment (TSPA) to determine the rate of radionuclide releases from the EBS to the unsaturated zone (UZ). The EBS RT Abstraction conceptual model consists of two main components: a flow model and a transport model. Both models are developed mathematically from first principles in order to show explicitly what assumptions, simplifications, and approximations are incorporated into the models used in the TSPA. The flow model defines the pathways for water flow in the EBS and specifies how the flow rate is computed in each pathway. Input to this model includes the seepage flux into a drift. The seepage flux is potentially split by the drip shield, with some (or all) of the flux being diverted by the drip shield and some passing through breaches in the drip shield that might result from corrosion or seismic damage. The flux through drip shield breaches is potentially split by the waste package, with some (or all) of the flux being diverted by the waste package and some passing through waste package breaches that might result from corrosion or seismic damage. Neither the drip shield nor the waste package survives an igneous intrusion, so the flux splitting submodel is not used in the igneous scenario class. The flow model is validated in an independent model validation technical review. The drip shield and waste package flux splitting algorithms are developed and validated using experimental data.     The purpose of this Design Analysis is to develop preliminary design of the waste package transporter used for waste package (WP) transport and related functions in the subsurface repository. This analysis refines the conceptual design that was started in Phase I of the Viability Assessment. This analysis supports the development of a reliable emplacement concept and a retrieval concept for license application design. The scope of this analysis includes the following activities: (1) Assess features of the transporter design and evaluate alternative design solutions for mechanical components. (2) Develop mechanical equipment details for the transporter. (3) Prepare a preliminary structural evaluation for the transporter. (4) Identify and recommend the equipment design for waste package transport and related functions. (5) Investigate transport equipment interface tolerances. This analysis supports the development of the waste package transporter for the transport, emplacement, and retrieval of packaged radioactive waste forms in the subsurface repository. Once the waste containers are closed and accepted, the packaged radioactive waste forms are termed waste packages (WP). This terminology was finalized as this analysis neared completion; therefore, the term disposal container is used in several references (i.e., the System Description Document (SDD)) (Ref. 5.6). In this analysis and the applicable reference documents, the term ''disposal container'' is synonymous with ''waste package''.

    There is an increasing need for a quick, simple method to represent diurnal population change in metropolitan areas for effective emergency management and risk analysis. Many geographic studies rely on decennial U.S. Census data that assume that urban populations are static in space and time. This has obvious limitations in the context of dynamic geographic problems. The U.S. Department of Transportation publishes population data at the transportation analysis zone level in fifteen-minute increments. This level of spatial and temporal detail allows for improved dynamic population modeling. This article presents a methodology for visualizing and analyzing diurnal population change for metropolitan areas based on this readily available data. Areal interpolation within a geographic information system is used to create twenty-four (one per hour) population surfaces for the larger metropolitan area of Salt Lake County, Utah. The resulting surfaces represent diurnal population change for an average workday and are easily combined to produce an animation that illustrates population dynamics throughout the day. A case study of using the method to visualize population distributions in an emergency management context is provided using two scenarios: a chemical release and a dirty bomb in Salt Lake County. This methodology can be used to address a wide variety of problems in emergency management.

    The Clean Air Now (CAN) Solar Hydrogen Project, located at Xerox Corp., El Segundo, California, includes solar photovoltaic powered hydrogen generation, compression, storage and end use. Three modified Ford Ranger trucks use the hydrogen fuel. The stand-alone electrolyzer and hydrogen dispensing system are solely powered by a photovoltaic array. A variable frequency DC-AC converter steps up the voltage to drive the 15 horsepower compressor motor. On site storage is available for up to 14,000 standard cubic feet (SCF) of solar hydrogen, and up to 80,000 SCF of commercial hydrogen. The project is 3 miles from Los Angeles International airport. The engine conversions are bored to 2.9 liter displacement and are supercharged. Performance is similar to that of the Ranger gasoline powered truck. Fuel is stored in carbon composite tanks (just behind the driver`s cab) at pressures up to 3600 psi. Truck range is 144 miles, given 3600 psi of hydrogen. The engine operates in lean burn mode, with nil CO and HC emissions. NO{sub x} emissions vary with load and rpm in the range from 10 to 100 ppm, yielding total emissions at a small fraction of the ULEV standard. Two trucks have been converted for the Xerox fleet, and one for the City of West Hollywood. A public outreach program, done in conjunction with the local public schools and the Department of Energy, introduces the local public to the advantages of hydrogen fuel technologies. The Clean Air Now program demonstrates that hydrogen powered fleet development is an appropriate, safe, and effective strategy for improvement of urban air quality, energy security and avoidance of global warming impact. Continued technology development and cost reduction promises to make such implementation market competitive.

Special attention is given to the 'four D' factors of density, diversity, design and accessibility. The report concludes that policy-driven changes to the built environment could reduce transportation energy and GHG emissions from less than 1% to as much as 10% by 2050, the equivalent of 16%-18% of present-day urban light-duty-vehicle travel. This is one of a series of reports produced as a result of the Transportation Energy Futures (TEF) project, a Department of Energy-sponsored multi-agency project initiated to pinpoint underexplored strategies for abating GHGs and reducing petroleum dependence related to transportation.

Besides being clean burning, natural gas vehicles (NGVs) are economical to operate and maintain. The current cost of natural gas is lower than that of gasoline.     The authors smoothed and captured a set of expert rules with adaptive networks. The motivation for doing this is discussed. (1) Smoothing leads to stabler control actions. (2) For some sets of rules, the evaluation of the rules can be sped up. This is important in large-scale simulations where many intelligent elements are present. (3) Variability of the intelligent elements can be achieved by adjusting the weights in an adaptive network. (4) After capture has occurred, the weights can be adjusted based on performance criteria. The authors thus have the capability of learning a new set of rules that lead to better performance. The set of rules the authors chose to capture were based on a set of threat determining rules for tank commanders. The approach in this paper: (1) They smoothed the rules. The rule set was converted into a simple set of arithmetic statements. Continuous, non-binary inputs, are now permitted. (2) An operational measure of capturability was developed. (3) They chose four candidate networks for the rule set capture: (a) multi-linear network, (b) adaptive partial least squares, (c) connectionist normalized local spline (CNLS) network, and (d) CNLS net with a PLS preprocessor. These networks were able to capture the rule set to within a few percent. For the simple tank rule set, the multi-linear network performed the best. When the rules were modified to include more nonlinear behavior, CNLS net performed better than the other three nets which made linear assumptions. (4) The networks were tested for robustness to input noise. Noise levels of plus or minus 10% had no real effect on the network performance. Noise levels in the plus or minus 30% range degraded performance by a factor of two. Some performance enhancement occurred when the networks were trained with noisy data. (5) The scaling of the evaluation time was calculated. (6) Human variation can be mimicked in all the networks by perturbing the weights.

The impact the new Clean Air Act can have on emissions from gasoline powered autos, diesel burning trucks, fixed emission sources ranging from utilities to chemical plants, and consumer products like hair sprays and charcoal starters, will all work together to improve air quality in urban areas. The author also discusses Brownfields Economic Redevelopment Plan efforts being supported by the EPA in a coordinated plan to get municipalities involved in cleaning up areas with pollution, to remove the blight on the urban areas, provide new land for development, and promote additional jobs.

    Urban sprawl is a major issue for sustainable development. It represents a significant contribution to energy consumption of a territory especially due to transportation requirements. However, transport energy consumption is rarely taken into account when the sustainability of suburban structures is studied. In this context, the paper presents a method to estimate transport energy consumption in residential suburban areas. The study aimed, on this basis, at highlighting the most efficient strategies needed to promote awareness and to give practical hints on how to reduce transport energy consumption linked to urban sprawl in existing and future suburban neighborhoods. The method uses data collected by using empirical surveys and GIS. An application of this method is presented concerning the comparison of four suburban districts located in Belgium to demonstrate the advantages of the approach. The influence of several parameters, such as distance to work places and services, use of public transport and performance of the vehicles, are then discussed to allow a range of different development situations to be explored. The results of the case studies highlight that traveled distances, and thus a good mix between activities at the living area scale, are of primordial importance for the energy performance, whereas means of transport used is only of little impact. Improving the performance of the vehicles and favoring home-work give also significant energy savings.     During the last two decades, expanding industrial activity in east Asia has led to increased production of airborne pollutants that can be transported to North America. Previous efforts to detect this trans-Pacific pollution have relied upon remote sensing and remote sample locations. We tested whether Pb isotope ratios in airborne particles can be used to directly evaluate the Asian contribution to airborne particles of anthropogenic origin in western North America, using a time series of samples from a pair of sites upwind and downwind of the San Francisco Bay Area. Our results for airborne Pb at these sites indicate a median value of 29 Asian origin, based on mixing relations between distinct regional sample groups. This trans-Pacific Pb is present in small quantities but serves as a tracer for airborne particles within the growing Asian industrial plume. We then applied this analysis to archived samples from urban sites in central California. Taken together, our results suggest that the analysis of Pb isotopes can reveal the distribution of airborne particles affected by Asian industrial pollution at urban sites in northern California. Under suitable circumstances, this analysis can improve understanding of the global transport of pollution, independent of transport models.

    The indoor atmosphere is an ecological unit that impacts on public health. To investigate the composition of organisms in this space, we applied culture-independent approaches to microbes harvested from the air of two densely populated urban buildings, from which we analyzed 80 megabases genomic DNA sequence and 6000 16S rDNA clones. The air microbiota is primarily bacteria, including potential opportunistic pathogens commonly isolated from human-inhabited environments such as hospitals, but none of the data contain matches to virulent pathogens or bioterror agents. Comparison of air samples with each other and nearby environments suggested that the indoor air microbes are not random transients from surrounding outdoor environments, but rather originate from indoor niches. Sequence annotation by gene function revealed specific adaptive capabilities enriched in the air environment, including genes potentially involved in resistance to desiccation and oxidative damage. This baseline index of air microbiota will be valuable for improving designs of surveillance for natural or man-made release of virulent pathogens.

    The purpose of this report is to develop and analyze the engineered barrier system (EBS) radionuclide transport abstraction model, consistent with Level I and Level II model validation, as identified in ''Technical Work Plan for: Near-Field Environment and Transport: Engineered Barrier System: Radionuclide Transport Abstraction Model Report Integration'' (BSC 2005 [DIRS 173617]). The EBS radionuclide transport abstraction (or EBS RT Abstraction) is the conceptual model used in the total system performance assessment for the license application (TSPA-LA) to determine the rate of radionuclide releases from the EBS to the unsaturated zone (UZ). The EBS RT Abstraction conceptual model consists of two main components: a flow model and a transport model. Both models are developed mathematically from first principles in order to show explicitly what assumptions, simplifications, and approximations are incorporated into the models used in the TSPA-LA. The flow model defines the pathways for water flow in the EBS and specifies how the flow rate is computed in each pathway. Input to this model includes the seepage flux into a drift. The seepage flux is potentially split by the drip shield, with some (or all) of the flux being diverted by the drip shield and some passing through breaches in the drip shield that might result from corrosion or seismic damage. The flux through drip shield breaches is potentially split by the waste package, with some (or all) of the flux being diverted by the waste package and some passing through waste package breaches that might result from corrosion or seismic damage. Neither the drip shield nor the waste package survives an igneous intrusion, so the flux splitting submodel is not used in the igneous scenario class. The flow model is validated in an independent model validation technical review. The drip shield and waste package flux splitting algorithms are developed and validated using experimental data.     In the transport of radioactive material (RAM), e.g., spent nuclear fuel (SNF), stakeholders are generally most concerned about risks in high population density areas along transportation routes because of the perceived high consequences of potential accidents. The most significant portions of a transcontinental route and an alternative examined previously were evaluated again using population density data derived from US Census Block data. This method of characterizing population that adjoins route segments offers improved resolution of population density variations, especially in high population density areas along typical transport routes. Calculated incident free doses and accident dose risks for these routes, and the rural, suburban and urban segments are presented for comparison of their relative magnitudes. The results indicate that modification of this route to avoid major metropolitan areas through use of non-Interstate highways increases total risk yet does not eliminate a relatively small urban component of the accident dose risk. This conclusion is not altered by improved resolution of route segments adjoining high density populations.

    Stable stratification associated with nocturnal thermal circulation in areas of complex terrain leads to interesting and important phenomena that govern local meteorology and contaminant dispersion. Given that most urban areas are in complex topography, understanding and prediction of such phenomena are of immediate practical importance. This project dealt with theoretical, laboratory, numerical and field experimental studies aimed at understanding stratified flow and turbulence phenomena in urban areas, with particular emphasis on flow, turbulence and contaminant transport and diffusion in such flows. A myriad of new results were obtained and some of these results were used to improve the predictive capabilities of the models.

    This paper presents the results of the adaptive feedforward system in use on the Ground Test Accelerator (GTA). The adaptive feedforward system was shown to correct repetitive, high-frequency errors in the amplitude and phase of the RF field of the pulsed accelerator. The adaptive feedforward system was designed as an augmentation to the RF field feedback control system and was able to extend the closed-loop bandwidth and disturbance rejection by a factor of ten. Within a second implementation, the adaptive feedforward hardware was implemented in place of the feedback control system and was shown to negate both beam transients and phase droop in the klystron amplifier.

  6. Climate adaptation planning in practice: an evaluation of adaptation plans from three developed nations

    Formal planning for climate change adaptation is emerging rapidly at a range of geo-political scales. This first generation of adaptation plans provides useful information regarding how institutions are framing the issue of adaptation and the range of processes that are recognized as being part of an adaptation response. To better understand adaptation planning among developed nations, a set of 57 adaptation plans from Australia, the United Kingdom and the United States was evaluated against a suite of 19 planning processes identified from existing guidance instruments for adaptation planning. Total scores among evaluated plans ranged from 16% of the maximum possible score to 61%, with an average of 37%. These results suggest adaptation plans are largely under-developed. Critical weaknesses in adaptation planning are related to limited consideration for non-climatic factors as well as neglect for issues of adaptive capacity including entitlements to various forms of capital needed for effective adaptation. Such gaps in planning suggest there are opportunities for institutions to make better use of existing guidance for adaptation planning and the need to consider the broader governance context in which adaptation will occur. In addition, the adaptation options prescribed by adaptation plans reflect a preferential bias toward low-risk capacity-building (72% of identified options) over the delivery of specific actions to reduce vulnerability. To the extent these findings are representative of the state of developed nation adaptation planning, there appear to be significant deficiencies in climate change preparedness, even among those nations often assumed to have the greatest adaptive capacity.

  8. Potential benefits of superconductivity to transportation in the United States

    Research in US transportation applications of superconductors is strongly motivated by a number of potential national benefits. These include the reduction of dependence on petroleum-based fuels, energy savings, substantially reduced air and noise pollution, increased customer convenience, and reduced maintenance costs. Current transportation technology offers little flexibility to switch to alternative fuels, and efforts to achieve the other benefits are confounded by growing congestion at airports and on urban roadways. A program has been undertaken to identify possible applications of the emerging superconducting applications to transportation and to evaluate potential national benefits. The current phase of the program will select the most promising applications for a more detailed subsequent study. Transportation modes being examined include highway and industrial vehicles, as well as rail, sea, air transport and pipelines. Three strategies are being considered: (1) replacing present components with those employing superconductors, (2) substituting new combinations of components or systems for present systems, and (3) developing completely new technologies. Distinctions are made between low-, medium-, and near-room-temperature superconductors. The most promising applications include magnetically levitated passenger and freight vehicles; replacement of drive systems in locomotives, self-propelled rail cars, and ships; and electric vehicles inductively coupled to electrified roadways.
