    In recent years China's energy consumption has increased rapidly. The problem of high energy consumption intensity and low energy utilization efficiency is serious, and the contradiction between economic development and energy and environmental resources has become increasingly acute, making energy conservation and consumption reduction an important society-wide concern. At the same time, global climate change has and will continue to have profound impacts on human survival and development, and is another major challenge to all countries. In order to accelerate China's energy conservation and emission reduction work, the National Leading Group to Address Climate Change, Energy Conservation and Emission Reduction was founded with Premier Wen Jiabao as the head, and the 'Comprehensive Work Program of Energy Conservation and Emission Reduction' and 'China's National Program of Addressing Climate Change' were issued, under which China's energy conservation and emission reduction work has been fully deployed. Efforts to promote energy efficiency have been further strengthened in all levels of government, and various policies and measures have progressively been issued and implemented. In addition, based on China's experience with implementing energy-saving priority strategies over the past 20+ years, our government established a goal of a 20% decrease in energy consumption per unit GDP in the 'Eleventh Five-year Development Plan'. Furthermore, in November 2009, in order to support global greenhouse gas emission reduction activities and promote China's low carbon economic development, the government established a further 40-50% reduction in energy consumption per unit GDP by 2020 compared to the year 2005. Improving energy utilization efficiency by scientific and technological progress will undoubtedly play an important role in achieving the above stated objectives. The improvement of energy efficiency of energy consuming products has always been an important component of all countries energy strategies. As we all know, a very large amount of total energy consumption is due to energy consuming products and equipment, which account for about 50% of China's total energy consumption. However, the current average energy utilization efficiency of this sector is only about 60%, 10 percent lower than the international advanced level. Therefore, China's energy consuming products and equipment sector holds great energy-saving potential. On the other hand, the energy supplied to these products is mainly from fossil fuel combustion, a major source of greenhouse gas (GHG) emissions. Therefore, improving the energy efficiency and augmenting the market share of market-dominant energy consuming products is of significant importance to achieving China's energy saving and emission reduction target and is an effective means to deal with energy and environmental constraints and climate change issues. Main energy consuming products generally include widely-used home appliances, industrial equipment, office equipment, transportation vehicles, etc. China is one of the major manufacturers and exporters of energy end-using products such as air-conditioners, refrigerators, televisions, etc. Their overall energy efficiency is comparatively low and the products are poorly designed, leading to great energy-saving potential. For example, electricity consumption of air conditioners accounts for about 20% of China's total electricity consumption and 40% of the summer electricity peak load in large and medium cities. However, less than 5% of units sold in the domestic market in 2009 reached the standard's highly efficient level of grade 2 above. The electricity consumption of electric motors and their related drive systems accounts for about 60% of China's total electricity consumption; however, less than 2% of the domestic market share consists of energy-efficient electric motor products.     The piping inspection round robin was conducted in 1981 at the Pacific Northwest National Laboratory (PNNL) to quantify the capability of ultrasonics for inservice inspection and to address some aspects of reliability for this type of nondestructive evaluation (NDE). The round robin measured the crack detection capabilities of seven field inspection teams who employed procedures that met or exceeded the 1977 edition through the 1978 addenda of the American Society of Mechanical Engineers (ASME) Section 11 Code requirements. Three different types of materials were employed in the study (cast stainless steel, clad ferritic, and wrought stainless steel), and two different types of flaws were implanted into the specimens (intergranular stress corrosion cracks (IGSCCs) and thermal fatigue cracks (TFCs)). When considering near-side inspection, far-side inspection, and false call rate, the overall performance was found to be best in clad ferritic, less effective in wrought stainless steel and the worst in cast stainless steel. Depth sizing performance showed little correlation with the true crack depths.

    The goal of nuclear forensics is to develop a preferred approach to support illicit trafficking investigations. This approach must be widely understood and accepted as credible. The principal objectives of the Round Robin Tests are to prioritize forensic techniques and methods, evaluate attribution capabilities, and examine the utility of database. The HEU (Highly Enriched Uranium) Round Robin, and previous Plutonium Round Robin, have made tremendous contributions to fulfilling these goals through a collaborative learning experience that resulted from the outstanding efforts of the nine participating internal laboratories. A prioritized list of techniques and methods has been developed based on this exercise. Current work is focused on the extent to which the techniques and methods can be generalized. The HEU Round Robin demonstrated a rather high level of capability to determine the important characteristics of the materials and processes using analytical methods. When this capability is combined with the appropriate knowledge/database, it results in a significant capability to attribute the source of the materials to a specific process or facility. A number of shortfalls were also identified in the current capabilities including procedures for non-nuclear forensics and the lack of a comprehensive network of data/knowledge bases. The results of the Round Robin will be used to develop guidelines or a ''recommended protocol'' to be made available to the interested authorities and countries to use in real cases.

    The MCC has conducted six round robins for the waste management, research, and development community from 1987 to present. The laboratories participating regularly are Ames, Argonne, Catholic University, Lawrence Livermore, Pacific Northwest Laboratory, Savannah River, and West Valley Nuclear. Glass types analyzed in these round robins all have been simulated nuclear waste compositions expected from vitrification of high-level nuclear waste. A wide range of analytical procedures have been used by the participating laboratories including Atomic Absorption spectroscopy, inductively coupled plasma-atomic emission spectroscopy, direct current plasma-emission spectroscopy, and inductively coupled plasma-mass spectroscopy techniques. Consensus average relative error for Round Robins 1 through 6 is 5.4%, with values ranging from 9.4 to 1.1%. Trend on the average improved with each round robin. When the laboratories analyzed samples over longer periods of time, the intralaboratory variability increased. Lab-to-lab variation accounts for most of the total variability found in all the round robins. Participation in the radiochemistry portion has been minimal, and analytical results poor compared to nonradiochemistry portion. Additional radiochemical work is needed in future round robins.

The fixture includes a pair of chuck assemblies oriented substantially transversely with respect to one another and mounted on a common base. Each chuck assembly preferably includes a rotary stage and a wobble plate affixed thereto. A ball chuck affixed to each wobble plate is operable to selectively support a ball to be measured for roundness, with the wobble plate permitting the ball chuck to be tilted to center the ball on the axis of rotation of the rotary stage. In a preferred embodiment, each chuck assembly includes a vacuum chuck operable to selectively support the ball to be measured for roundness. The mounting fixture enables a series of roundness measurements to be taken with a conventional rotating gagehead roundness instrument, which measurements can be utilized to determine the sphericity of the ball. 6 figs.

    CH2M HILL Plateau Remediation Company (CHPRC) is currently developing a 200-West Area groundwater pump-and-treat system as the remedial action selected under the Comprehensive Environmental Response, Compensation, and Liability Act Record of Decision for Operable Unit (OU) 200-ZP-1. This report documents the results of treatability tests Pacific Northwest National Laboratory researchers conducted to quantify the ability of selected activated carbon products (or carbons) to adsorb technetium-99 (Tc-99) from 200-West Area groundwater. The Tc-99 adsorption performance of seven activated carbons (J177601 Calgon Fitrasorb 400, J177606 Siemens AC1230AWC, J177609 Carbon Resources CR-1240-AW, J177611 General Carbon GC20X50, J177612 Norit GAC830, J177613 Norit GAC830, and J177617 Nucon LW1230) were evaluated using water from well 299-W19-36. Four of the best performing carbons (J177606 Siemens AC1230AWC, J177609 Carbon Resources CR-1240-AW, J177611 General Carbon GC20X50, and J177613 Norit GAC830) were selected for batch isotherm testing. The batch isotherm tests on four of the selected carbons indicated that under lower nitrate concentration conditions (382 mg/L), Kd values ranged from 6,000 to 20,000 mL/g. In comparison. Under higher nitrate (750 mg/L) conditions, there was a measureable decrease in Tc-99 adsorption with Kd values ranging from 3,000 to 7,000 mL/g. The adsorption data fit both the Langmuir and the Freundlich equations. Supplemental tests were conducted using the two carbons that demonstrated the highest adsorption capacity to resolve the issue of the best fit isotherm. These tests indicated that Langmuir isotherms provided the best fit for Tc-99 adsorption under low nitrate concentration conditions. At the design basis concentration of Tc 0.865 g/L(14,700 pCi/L), the predicted Kd values from using Langmuir isotherm constants were 5,980 mL/g and 6,870 mL/g for for the two carbons. These Kd values did not meet the target Kd value of 9,000 mL/g. Tests conducted to ascertain the effects of changing pH showed that at pH values of 6.5 and 7.5, no significant differences existed in Tc-adsorption performance for three of the carbons, but the fourth carbon performed better at pH 7.5. When the pH was increased to 8.5, a slight decline in performance was observed for all carbons. Tests conducted to ascertain the temperature effect on Tc-99 adsorption indicated that at 21 C, 27 C, and 32 C there were no significant differences in Tc-99 adsorption for three of the carbons. The fourth carbon showed a noticeable decline in Tc-99 adsorption performance with increasing temperature. The presence of volatile organic compounds (VOCs) in the source water did not significantly affect Tc-99 adsorption on either of two carbons tested. Technetium-99 adsorption differed by less than 15% with or without VOCs present in the test water, indicating that Tc-99 adsorption would not be significantly affected if VOCs were removed from the water prior to contact with carbon.

    Three crystalline silicon module designs were distributed in five replicas each to five laboratories for testing according to the IEC 62804 (Committee Draft) system voltage durability qualification test for crystalline silicon photovoltaic (PV) modules. The stress tests were performed in environmental chambers at 60 degrees C, 85% relative humidity, 96 h, and with module nameplate system voltage applied.

  8. CHP REGIONAL APPLICATION CENTERS: ACTIVITIES AND SELECTED RESULTS

    Between 2001 and 2005, the U.S. Department of Energy (DOE) created a set of eight Regional Application Centers (RACs) to facilitate the development and deployment of Combined Heat and Power (CHP) technologies. By utilizing the thermal energy that is normally wasted when electricity is produced at central generating stations, Combined Heat and Power installations can save substantial amounts of energy compared to more traditional technologies. In addition, the location of CHP facilities at or near the point of consumption greatly reduces or eliminates electric transmission and distribution losses. The regional nature of the RACs allows each one to design and provide services that are most relevant to the specific economic and market conditions in its particular geographic area. Between them, the eight RACs provide services to all 50 states and the District of Columbia. Through the end of the federal 2009 fiscal year (FY 2009), the primary focus of the RACs was on providing CHP-related information to targeted markets, encouraging the creation and adoption of public policies and incentives favorable to CHP, and providing CHP users and prospective users with technical assistance and support on specific projects. Beginning with the 2010 fiscal year, the focus of the regional centers broadened to include district energy and waste heat recovery and these entities became formally known as Clean Energy Application Centers, as required by the Energy Independence and Security Act (EISA) of 2007. In 2007, ORNL led a cooperative effort to establish metrics to quantify the RACs accomplishments. That effort began with the development of a detailed logic model describing RAC operations and outcomes, which provided a basis for identifying important activities and accomplishments to track. A data collection spreadsheet soliciting information on those activities for FY 2008 and all previous years of RAC operations was developed and sent to the RACs in the summer of 2008. This represents the first systematic attempt at RAC program measurement in a manner consistent with approaches used for other efforts funded by DOE's Industrial Technologies Program (ITP). In addition, data on CHP installations and associated effects were collected for the same years from a state-by-state database maintained for DOE by ICF international. A report documenting the findings of that study was produced in September, 2009. The purpose of the current report is to present the findings from a new study of RAC activities and accomplishments which examined what the Centers did in FY 2009, the last year in which they concentrated exclusively on CHP technologies. This study focused on identifying and describing RAC activities and was not designed to measure how those efforts influenced CHP installations or other outcomes.

The first goal of the project is to check the ability of numerical modeling tools to correctly describe the relevant deformation phenomena in rock salt under various influences. Achieving this goal will lead to increased confidence in the results of numerical simulations related to the secure storage of radioactive wastes in rock salt, thereby enhancing the acceptance of the results. These results may ultimately be used to make various assertions regarding both the stability analysis of an underground repository in salt, during the operating phase, and the long-term integrity of the geological barrier against the release of harmful substances into the biosphere, in the post-operating phase.

    From 1942 through approximately 1966, the Mallinckrodt Chemical Works operated four plants in St. Louis, Missouri, for the Manhattan Engineer District and the Atomic Energy Commission. A variety of production processes using uranium- and radium-bearing ore materials were performed at the plants. It is the policy of the DOE to verify that radiological conditions at such sites or facilities comply with current DOE guidelines. Guidelines for release and use of such sites have become more stringent as research has provided more information since previous cleanups. The Formerly Utilized Sites Remedial Action Program (FUSRAP) was established as part of that effort to confirm the closeout status of facilities under contract to agencies preceding DOE during early nuclear energy development. Under the FUSRAP program, the Mallinckrodt properties have been previously investigated to determine the extent of on-site radiological contamination. At the request of DOE, Oak Ridge National Laboratory (ORNL) conducted a survey in May 1990, of public roadways and suspected haul routes between the Mallinckrodt plant and storage sites in St. Louis to ensure that no residual radioactive materials were conveyed off-site. A mobile gamma scanning van with an on-board computer system was used to identify possible anomalies. Suspect areas are those displaying measurements deviating from gamma exposure rates identified as typical for radiologically unenhanced areas in the vicinity of the areas of interest. The instrumentation highlighted three anomaly locations each of which measured less than 1m{sup 2} in size. None of the slightly elevated radiation levels originated from material associated with former AEC-related processing operations in the area. The anomalies resulted from elevated concentrations of radionuclides present in phosphate fertilizers, increased thorium in road-base gravel, and emanations from the radioactive storage site near the Latty Avenue airport. 9 refs., 3 figs.

    The Gearbox Reliability Collaborative (GRC) at the National Wind Technology Center (NWTC) tested two identical gearboxes. One was tested on the NWTCs 2.5 MW dynamometer and the other was field tested in a turbine in a nearby wind plant. In the field, the test gearbox experienced two oil loss events that resulted in damage to its internal bearings and gears. Since the damage was not severe, the test gearbox was removed from the field and retested in the NWTCs dynamometer before it was disassembled. During the dynamometer retest, some vibration data along with testing condition information were collected. These data enabled NREL to launch a Wind Turbine Gearbox Condition Monitoring Round Robin project, as described in this report. The main objective of this project was to evaluate different vibration analysis algorithms used in wind turbine condition monitoring (CM) and find out whether the typical practices are effective. With involvement of both academic researchers and industrial partners, the project sets an example on providing cutting edge research results back to industry.

    In the U-Pu co-denitration facility at Rokkasho Reprocessing Plant (RRP), Active Test which composes of 5 steps was performed by using uranium-plutonium nitrate solution that was extracted from spent fuels. During Active Test, two kinds of tests were performed in parallel. One was denitration performance test in denitration ovens, and expected results were successfully obtained. The other was validation and calibration of non-destructive assay (NDA) systems, and expected performances were obtained and their effectiveness as material accountancy and safeguards system was validated.     Purpose: To verify the design criteria on heavy ion beam irradiation, developing a proto type active scanning system was purposed. The active scanning system consists of scanning magnet, power supplies, beam monitors, energy modulation system, and irradiation control system. Methods: Each components of the active scanning system was designed for carbon beam first. For the fast ramping a laminated yoke was purposed. To measure incoming dose and profile, a plate and strip type of ion chambers were designed. Also, ridge filter and range shifter was manufactured. And, the scanning system was modified to adopt 45 MeV of proton beam because of the absence of carbon ion beam in Korea. The system was installed in a beam line at MC-50, KIRAMS. Also, the irradiation control system and planning software was provided. Results: The scanning experiment was performed by drawing KHIMA logo on GaF film. The logo was scanned by 237 scanning points through time normalized intensity modulation. Also, a grid points scanning was performed to measure the scanning resolution and intensity resolution. Conclusion: A prototype active scanning system was successfully designed and manufactured. Also, an initial experiment to print out a drawing on GaF film through the scanning system was completed. More experiments would be required to specify the system performance.

    The Salton Sea Scientific g Project (SSSDP) completed the first major well in the United States Continental Scientific Drilling Program. The well (State 2-14) was drilled to 10,W ft (3,220 m) in the Salton Sea Geothermal Field in California's Imperial Valley, to permit scientific study of a deep, high-temperature portion of an active geothermal system. The program was designed to investigate, through drilling and testing, the subsurface thermal, chemical, and mineralogical environments of this geothermal area. Extensive samples and data, including cores, cuttings, geothermal fluids and gases, and geophysical logs, were collected for future scientific analysis, interpretation, and publication. Short duration flow tests were conducted on reservoirs at a depth of approximately 6,120 ft (1,865 m) and at 10,136 ft (3,089 m). This report summarizes all major activities of the SSSDP, from project inception in the fall of 1984 through brine-pond cleanup and site restoration, ending in February 1989. This report presents a balanced summary of drilling, coring, logging, and flow-test operations, and a brief summary of technical and scientific results. Frequent reference is made to original records, data, and publication of results. The report also reviews the proposed versus the final well design, and operational summaries, such as the bit record, the casing and cementing program, and the coring program. Summaries are and the results of three flow tests. Several teamed during the project.

    The Mesaba Energy Project is a nominal 600 MW integrated gasification combine cycle power project located in Northeastern Minnesota. It was selected to receive financial assistance pursuant to code of federal regulations (?CFR?) 10 CFR 600 through a competitive solicitation under Round 2 of the Department of Energy?s Clean Coal Power Initiative, which had two stated goals: (1) to demonstrate advanced coal-based technologies that can be commercialized at electric utility scale, and (2) to accelerate the likelihood of deploying demonstrated technologies for widespread commercial use in the electric power sector. The Project was selected in 2004 to receive a total of $36 million. The DOE portion that was equally cost shared in Budget Period 1 amounted to about $22.5 million. Budget Period 1 activities focused on the Project Definition Phase and included: project development, preliminary engineering, environmental permitting, regulatory approvals and financing to reach financial close and start of construction. The Project is based on ConocoPhillips? E-Gas? Technology and is designed to be fuel flexible with the ability to process sub-bituminous coal, a blend of sub-bituminous coal and petroleum coke and Illinois # 6 bituminous coal. Major objectives include the establishment of a reference plant design for Integrated Gasification Combined Cycle (?IGCC?) technology featuring advanced full slurry quench, multiple train gasification, integration of the air separation unit, and the demonstration of 90% operational availability and improved thermal efficiency relative to previous demonstration projects. In addition, the Project would demonstrate substantial environmental benefits, as compared with conventional technology, through dramatically lower emissions of sulfur dioxide, nitrogen oxides, volatile organic compounds, carbon monoxide, particulate matter and mercury. Major milestones achieved in support of fulfilling the above goals include obtaining Site, High Voltage Transmission Line Route, and Natural Gas Pipeline Route Permits for a Large Electric Power Generating Plant to be located in Taconite, Minnesota. In addition, major pre-construction permit applications have been filed requesting authorization for the Project to i) appropriate water sufficient to accommodate its worst case needs, ii) operate a major stationary source in compliance with regulations established to protect public health and welfare, and iii) physically alter the geographical setting to accommodate its construction. As of the current date, the Water Appropriation Permits have been obtained.

    Two international round-robin studies were conducted on transport properties measurements of bulk thermoelectric materials. The study discovered current measurement problems. In order to get ZT of a material four separate transport measurements must be taken. The round-robin study showed that among the four properties Seebeck coefficient is the one can be measured consistently. Electrical resistivity has +4-9% scatter. Thermal diffusivity has similar +5-10% scatter. The reliability of the above three properties can be improved by standardizing test procedures and enforcing system calibrations. The worst problem was found in specific heat measurements using DSC. The probability of making measurement error is great due to the fact three separate runs must be taken to determine Cp and the baseline shift is always an issue for commercial DSC. It is suggest the Dulong Petit limit be always used as a guide line for Cp. Procedures have been developed to eliminate operator and system errors. The IEA-AMT annex is developing standard procedures for transport properties testing.

    Rab GTPases are molecular switches that orchestrate vesicular trafficking, maturation and fusion by cycling between an active, GTP-bound form, and an inactive, GDP-bound form. The activity cycle is coupled to GTP hydrolysis and is tightly controlled by regulatory proteins. Missense mutations of the GTPase Rab7 cause a dominantly inherited axonal degeneration known as Charcot-Marie-Tooth type 2B through an unknown mechanism. We present the 2.8 A crystal structure of GTP-bound L129F mutant Rab7 which reveals normal conformations of the effector binding regions and catalytic site, but an alteration to the nucleotide binding pocket that is predicted to alter GTP binding. Through extensive biochemical analysis, we demonstrate that disease-associated mutations in Rab7 do not lead to an intrinsic GTPase defect, but permit unregulated nucleotide exchange leading to both excessive activation and hydrolysis-independent inactivation. Consistent with augmented activity, mutant Rab7 shows significantly enhanced interaction with a subset of effector proteins. In addition, dynamic imaging demonstrates that mutant Rab7 is abnormally retained on target membranes. However, we show that the increased activation of mutant Rab7 is counterbalanced by unregulated, GTP hydrolysis-independent membrane cycling. Notably, disease mutations are able to rescue the membrane cycling of a GTPase-deficient mutant. Thus, we demonstrate that disease mutations uncouple Rab7 from the spatial and temporal control normally imposed by regulatory proteins and cause disease not by a gain of novel toxic function, but by misregulation of native Rab7 activity.

    The U.S. Nuclear Regulatory Commission has established the Program to Assess the Reliability of Emerging Nondestructive Techniques (PARENT) whose goal is to investigate the effectiveness of current and novel nondestructive examination procedures and techniques to find flaws in nickel-alloy welds and base materials. This is to be done by conducting a series of open and blind international round-robin tests on a set of piping components that include large-bore dissimilar metal welds, small-bore dissimilar metal welds, and bottom-mounted instrumentation penetration welds. The blind testing is being conducted in two segments, one is called Quick-Blind and the other is called Blind. The Quick-Blind testing and destructive analysis of the test blocks has been completed. This report describes the four Quick-Blind test blocks used, summarizes their destructive analysis, gives an overview of the nondestructive evaluation (NDE) techniques applied, provides an analysis inspection data, and presents the conclusions drawn.

    Eight Regional CHP Application Centers (RACs) are funded by the U.S. Department of Energy (DOE) to facilitate the development and deployment of Combined Heat and Power (CHP) technologies in all 50 states. The RACs build end-user awareness by providing CHP-related information to targeted markets through education and outreach; they work with the states and regulators to encourage the creation and adoption of favorable public policies; and they provide CHP users and prospective users with technical assistance and support on specific projects. The RACs were started by DOE as a pilot program in 2001 to support the National CHP Roadmap developed by industry to accelerate deployment of energy efficient CHP technologies (U.S. Combined Heat and Power Association 2001). The intent was to foster a regional presence to build market awareness, address policy issues, and facilitate project development. Oak Ridge National Laboratory (ORNL) has supported DOE with the RAC program since its inception. In 2007, ORNL led a cooperative effort involving DOE and some CHP industry stakeholders to establish quantitative metrics for measuring the RACs accomplishments. This effort incorporated the use of logic models to define and describe key RAC activities, outputs, and outcomes. Based on this detailed examination of RAC operations, potential metrics were identified associated with the various key sectors addressed by the RACs: policy makers; regulatory agencies; investor owned utilities; municipal and cooperative utilities; financiers; developers; and end users. The final product was reviewed by a panel of representatives from DOE, ORNL, RACs, and the private sector. The metrics developed through this effort focus on major RAC activities as well as on CHP installations and related outcomes. All eight RACs were contacted in August 2008 and asked to provide data for every year of Center operations for those metrics on which they kept records. In addition, data on CHP installations and related outcomes were obtained from an existing DOE-supported data base. The information provided on the individual RACs was summed to yield totals for all the Centers combined for each relevant item.

  10. Computer-based procedure for field activities: Results from three evaluations at nuclear power plants

    Nearly all activities that involve human interaction with the systems of a nuclear power plant are guided by procedures. The paper-based procedures (PBPs) currently used by industry have a demonstrated history of ensuring safety; however, improving procedure use could yield tremendous savings in increased efficiency and safety. One potential way to improve procedure-based activities is through the use of computer-based procedures (CBPs). Computer-based procedures provide the opportunity to incorporate context driven job aids, such as drawings, photos, just-in-time training, etc into CBP system. One obvious advantage of this capability is reducing the time spent tracking down the applicable documentation. Additionally, human performance tools can be integrated in the CBP system in such way that helps the worker focus on the task rather than the tools. Some tools can be completely incorporated into the CBP system, such as pre-job briefs, placekeeping, correct component verification, and peer checks. Other tools can be partly integrated in a fashion that reduces the time and labor required, such as concurrent and independent verification. Another benefit of CBPs compared to PBPs is dynamic procedure presentation. PBPs are static documents which limits the degree to which the information presented can be tailored to the task and conditions when the procedure is executed. The CBP system could be configured to display only the relevant steps based on operating mode, plant status, and the task at hand. A dynamic presentation of the procedure (also known as context-sensitive procedures) will guide the user down the path of relevant steps based on the current conditions. This feature will reduce the users workload and inherently reduce the risk of incorrectly marking a step as not applicable and the risk of incorrectly performing a step that should be marked as not applicable. As part of the Department of Energys (DOE) Light Water Reactors Sustainability Program, researchers at Idaho National Laboratory (INL) along with partners from the nuclear industry have been investigating the design requirements for computer-based work instructions (including operations procedures, work orders, maintenance procedures, etc.) to increase efficiency, safety, and cost competitiveness of existing light water reactors.

    The Transient Reactor Test Facility (TREAT), located at Idaho National Laboratory (INL), is a test facility designed to evaluate the performance of reactor fuels and materials under transient accident conditions. The facility, an air-cooled, graphite-moderated reactor designed to utilize fuel containing high-enriched uranium (HEU), has been in non-operational standby status since 1994. Currently, in support of the missions of the Department of Energy (DOE) National Nuclear Security Administration (NNSA) Material Management and Minimization (M3) Reactor Conversion Program, a new core design is being developed for TREAT that will utilize low-enriched uranium (LEU). The primary objective of this conversion effort is to design an LEU core that is capable of meeting the performance characteristics of the existing HEU core. Minimal, if any, changes are anticipated for the supporting systems (e.g. reactor trip system, filtration/cooling system, etc.); therefore, the LEU core must also be able to function with the existing supporting systems, and must also satisfy acceptable safety limits. In support of the LEU conversion effort, a range of ancillary safety analyses are required to evaluate the LEU core operation relative to that of the existing facility. These analyses cover neutronics, shielding, and thermal hydraulic topics that have been identified as having the potential to have reduced safety margins due to conversion to LEU fuel, or are required to support the required safety analyses documentation. The majority of these ancillary tasks have been identified in [1] and [2]. The purpose of this report is to document the ancillary safety analyses that have been performed at Argonne National Laboratory during the early stages of the LEU design effort, and to describe ongoing and anticipated analyses. For all analyses presented in this report, methodologies are utilized that are consistent with, or improved from, those used in analyses for the HEU Final Safety Analysis Report (FSAR) [3]. Depending on the availability of historical data derived from HEU TREAT operation, results calculated for the LEU core are compared to measurements obtained from HEU TREAT operation. While all analyses in this report are largely considered complete and have been reviewed for technical content, it is important to note that all topics will be revisited once the LEU design approaches its final stages of maturity. For most safety significant issues, it is expected that the analyses presented here will be bounding, but additional calculations will be performed as necessary to support safety analyses and safety documentation. It should also be noted that these analyses were completed as the LEU design evolved, and therefore utilized different LEU reference designs. Preliminary shielding, neutronic, and thermal hydraulic analyses have been completed and have generally demonstrated that the various LEU core designs will satisfy existing safety limits and standards also satisfied by the existing HEU core. These analyses include the assessment of the dose rate in the hodoscope room, near a loaded fuel transfer cask, above the fuel storage area, and near the HEPA filters. The potential change in the concentration of tramp uranium and change in neutron flux reaching instrumentation has also been assessed. Safety-significant thermal hydraulic items addressed in this report include thermally-induced mechanical distortion of the grid plate, and heating in the radial reflector.

    The use of pumps as turbines in different applications has been gaining importance in the recent years, but the subject of hydraulic optimization still remains an open research problem. One of these optimization techniques that include rounding of the sharp edges at the impeller periphery (or turbine inlet) has shown tendencies of performance enhancement. In order to understand the effect of this hydraulic optimization, the paper introduces an analytical model in the pump as turbine control volume and brings out the functionalities of the internal variables classified under control variables consisting of the system loss coefficient and exit relative flow direction and under dependent variables consisting of net tangential flow velocity, net head and efficiency. The paper studies the effects of impeller rounding on a combination of radial flow and mixed flow pumps as turbines using experimental data. The impeller rounding is seen to have positive impact on the overall efficiency in different operating regions with an improvement in the range of 1-3%. The behaviour of the two control variables have been elaborately studied in which it is found that the system loss coefficient has reduced drastically due to rounding effects, while the extent of changes to the exit relative flow direction seems to be limited in comparison. The reasons for changes to these control variables have been physically interpreted and attributed to the behaviour of the wake zone at the turbine inlet and circulation within the impeller control volume. The larger picture of impeller rounding has been discussed in comparison with performance prediction models in pumps as turbines. The possible limitations of the analytical model as well as the test setup are also presented. The paper concludes that the impeller rounding technique is very important for performance optimization and recommends its application on all pump as turbine projects. It also recommends the standardization of the rounding effects over wide range of pump shapes including axial pumps. (author)

    Purpose: In light of concerns regarding the quality of radiation treatment delivery, we surveyed the practice of quality assurance peer review chart rounds at American academic institutions. Methods and Materials: An anonymous web-based survey was sent to the chief resident of each institution across the United States. Results: The response rate was 80% (57/71). The median amount of time spent per patient was 2.7 minutes (range, 0.6-14.4). The mean attendance by senior physicians and residents was 73% and 93%, respectively. A physicist was consistently present at peer review rounds in 66% of departments. There was a close association between attendance by senior physicians and departmental organization: in departments with protected time policies, good attendance was 81% vs. 31% without protected time (p = 0.001), and in departments that documented attendance, attending presence was 69% vs. 29% in departments without documentation (p < 0.05). More than 80% of institutions peer review all external beam therapy courses; however, rates were much lower for other modalities (radiosurgery 58%, brachytherapy 40%-47%). Patient history, chart documentation, and dose prescription were always peer reviewed in >75% of institutions, whereas dosimetric details (beams, wedges), isodose coverage, intensity-modulated radiation therapy constraints, and dose-volume histograms were always peer reviewed in 63%, 59%, 42%, and 50% of cases, respectively. Chart rounds led to both minor (defined as a small multileaf collimator change/repeated port film) and major (change to dose prescription or replan with dosimetry) treatment changes. Whereas at the majority of institutions changes were rare (<10% of cases), 39% and 11% of institutions reported that minor and major changes, respectively, were made to more than 10% of cases. Conclusion: The implementation of peer review chart rounds seems inconsistent across American academic institutions. Brachytherapy and radiosurgical procedures are rarely reviewed. Attendance by senior physicians is variable, but it improves when scheduling clashes are avoided. The potential effect of a more thorough quality assurance peer review on patient outcomes is not known.

    The results of a round cabin evaluation of the use of an electrochemical method of calculating the corrosion rate of low carbon steel in environments related to cellulosic building insulations are reported. Environments included the leachate from a wet cellulosic insulation and solutions based on pure and commercial grades of borax, ammonium sulfate and aluminum sulfate. The pH values of these environments were in the range of 2.5 to 9.5. Electrochemical measurements were made using a direct reading corrosion rate instrument. The calculated corrosion rates were compared with those determined directly by weight loss measurements. Electrochemical measurements were made over a period of 48 hours and weight loss exposures were for two weeks. Poor agreement was observed for the corrosion rates determined electrochemically and the values were consistently larger than those based on weight loss. Reasons proposed for these results included the complex nature of the corrosion product deposits and the control these deposits have on oxygen diffusion to the metal interface. Both factors influence the validity of the calculation of the corrosion rate by the direct reading instrument. It was concluded that development of a viable electrochemical method of general applicability to the evaluation of the corrosiveness of wet residential building thermal insulations were doubtful. Because of the controlling influence of dissolved oxygen on the corrosion rate in the insulation leachate, an alternate evaluation method is proposed in which a thin steel specimen is partially immersed in wet insulation for three weeks. The corrosiveness of the wet insulation is evaluated in terms of the severity of attack near the metal-air-wet insulation interface. With thin metal specimens, complete penetration along the interface is proposed as a pass/fail criterion. An environment of sterile cotton wet with distilled water is proposed as a comparative standard. 9 refs., 2 figs., 3 tabs.

    Hydrogen isotope thin film standards have been manufactured at Sandia National Laboratories for use by the materials characterization community. Several considerations were taken into account during the manufacture of the ErHD standards, with accuracy and stability being the most important. The standards were fabricated by e-beam deposition of Er onto a Mo substrate and the film stoichiometrically loaded with hydrogen and deuterium. To determine the loading accuracy of the standards two random samples were measured by thermal desorption mass spectrometry and atomic absorption spectrometry techniques with a stated combined accuracy of {approx}1.6% (1{sigma}). All the standards were then measured by high energy RBS/ERD and RBS/NRA with the accuracy of the techniques {approx}5% (1{sigma}). The standards were then distributed to the IBA materials characterization community for analysis. This paper will discuss the suitability of the standards for use by the IBA community and compare measurement results to highlight the accuracy of the techniques used.

  11. Light Water Reactor Sustainability Program: Computer-based procedure for field activities: results from three evaluations at nuclear power plants

    Nearly all activities that involve human interaction with the systems of a nuclear power plant are guided by procedures. The paper-based procedures (PBPs) currently used by industry have a demonstrated history of ensuring safety; however, improving procedure use could yield tremendous savings in increased efficiency and safety. One potential way to improve procedure-based activities is through the use of computer-based procedures (CBPs). Computer-based procedures provide the opportunity to incorporate context driven job aids, such as drawings, photos, just-in-time training, etc into CBP system. One obvious advantage of this capability is reducing the time spent tracking down the applicable documentation. Additionally, human performance tools can be integrated in the CBP system in such way that helps the worker focus on the task rather than the tools. Some tools can be completely incorporated into the CBP system, such as pre-job briefs, placekeeping, correct component verification, and peer checks. Other tools can be partly integrated in a fashion that reduces the time and labor required, such as concurrent and independent verification. Another benefit of CBPs compared to PBPs is dynamic procedure presentation. PBPs are static documents which limits the degree to which the information presented can be tailored to the task and conditions when the procedure is executed. The CBP system could be configured to display only the relevant steps based on operating mode, plant status, and the task at hand. A dynamic presentation of the procedure (also known as context-sensitive procedures) will guide the user down the path of relevant steps based on the current conditions. This feature will reduce the users workload and inherently reduce the risk of incorrectly marking a step as not applicable and the risk of incorrectly performing a step that should be marked as not applicable. As part of the Department of Energys (DOE) Light Water Reactors Sustainability Program, researchers at Idaho National Laboratory (INL) along with partners from the nuclear industry have been investigating the design requirements for computer-based work instructions (including operations procedures, work orders, maintenance procedures, etc.) to increase efficiency, safety, and cost competitiveness of existing light water reactors.

  12. Radioactive and other environmental threats to the United States and the Arctic resulting from past Soviet activities

    Earlier this year the Senate Intelligence Committee began to receive reports from environmental and nuclear scientists in Russia detailing the reckless nuclear waste disposal practices, nuclear accidents and the use of nuclear detonations. We found that information disturbing to say the least. Also troubling is the fact that 15 Chernobyl style RBMK nuclear power reactors continue to operate in the former Soviet Union today. These reactors lack a containment structure and they`re designed in such a way that nuclear reaction can actually increase when the reactor overheats. As scientists here at the University of Alaska have documented, polar air masses and prevailing weather patterns provide a pathway for radioactive contaminants from Eastern Europe and Western Russia, where many of these reactors are located. The threats presented by those potential radioactive risks are just a part of a larger Arctic pollution problem. Every day, industrial activities of the former Soviet Union continue to create pollutants. I think we should face up to the reality that in a country struggling for economic survival, environment protection isn`t necessarily the high priority. And that could be very troubling news for the Arctic in the future.

    We used the CLUMPY torus models and a Bayesian approach to fit the infrared spectral energy distributions and ground-based high angular resolution mid-infrared spectroscopy of 13 nearby Seyfert galaxies. This allowed us to put tight constraints on torus model parameters such as the viewing angle i, the radial thickness of the torus Y, the angular size of the cloud distribution {sigma}{sub torus}, and the average number of clouds along radial equatorial rays N{sub 0}. We found that the viewing angle i is not the only parameter controlling the classification of a galaxy into type 1 or type 2. In principle, type 2s could be viewed at any viewing angle i as long as there is one cloud along the line of sight. A more relevant quantity for clumpy media is the probability for an active galactic nucleus (AGN) photon to escape unabsorbed. In our sample, type 1s have relatively high escape probabilities, P{sub esc} {approx} 12%-44%, while type 2s, as expected, tend to have very low escape probabilities. Our fits also confirmed that the tori of Seyfert galaxies are compact with torus model radii in the range 1-6 pc. The scaling of the models to the data also provided the AGN bolometric luminosities L{sub bol}(AGN), which were found to be in good agreement with estimates from the literature. When we combined our sample of Seyfert galaxies with a sample of PG quasars from the literature to span a range of L{sub bol}(AGN) {approx} 10{sup 43}-10{sup 47} erg s{sup -1}, we found plausible evidence of the receding torus. That is, there is a tendency for the torus geometrical covering factor to be lower (f{sub 2} {approx} 0.1-0.3) at high AGN luminosities than at low AGN luminosities (f{sub 2} {approx} 0.9-1 at {approx}10{sup 43}-10{sup 44} erg s{sup -1}). This is because at low AGN luminosities the tori appear to have wider angular sizes (larger {sigma}{sub torus}) and more clouds along radial equatorial rays. We cannot, however, rule out the possibility that this is due to contamination by extended dust structures not associated with the dusty torus at low AGN luminosities, since most of these in our sample are hosted in highly inclined galaxies.

    A two-part Delphi Survey was given to transportation experts attending the Asilomar Conference on Transportation and Energy in August, 2011. The survey asked respondents about trends in the US transportation sector in 2030. Topics included: alternative vehicles, high speed rail construction, rail freight transportation, average vehicle miles traveled, truck versus passenger car shares, vehicle fuel economy, and biofuels in different modes. The survey consisted of two rounds -- both asked the same set of seven questions. In the first round, respondents were given a short introductory paragraph about the topic and asked to use their own judgment in their responses. In the second round, the respondents were asked the same questions, but were also given results from the first round as guidance. The survey was sponsored by Argonne National Lab (ANL), the National Renewable Energy Lab (NREL), and implemented by University of California at Davis, Institute of Transportation Studies. The survey was part of the larger Transportation Energy Futures (TEF) project run by the Department of Energy, Office of Energy Efficiency and Renewable Energy. Of the 206 invitation letters sent, 94 answered all questions in the first round (105 answered at least one question), and 23 of those answered all questions in the second round. 10 of the 23 second round responses were at a discussion section at Asilomar, while the remaining were online. Means and standard deviations of responses from Round One and Two are given in Table 1 below. One main purpose of Delphi surveys is to reduce the variance in opinions through successive rounds of questioning. As shown in Table 1, the standard deviations of 25 of the 30 individual sub-questions decreased between Round One and Round Two, but the decrease was slight in most cases.

  16. Magnetic field and field orientation dependence of the critical current density in Bi-2212 round wires and other HTS conductors

    The authors have performed measurements of the magnetic field dependence of the critical current density J{sub c} of Bi-2212/Ag round wire produced by isothermal melt processing. In contrast to the case for flat tape, there is very little dependence of J{sub c} on the direction of the magnetic field as it is rotated normal to the wire axis, which is the direction of the nominal current flow. However, when the angle of the magnetic field direction is rotated from normal to the wire axis to parallel to that axis, J{sub c} at 64 K and 0.2 T increases by more than a factor of four. Again, this is in contrast to the results observed for Bi-2212/Ag and Bi-2223/Ag flat tapes, which show no anisotropy under similar experimental conditions. They can explain these differences in angular anisotropy by referring to the microstructure of these two conductor types, which have distinctly different types of grain alignment. They discuss the general behavior of the dependence of J{sub c} on the orientation of a magnetic field for high temperature superconductors.

    Purpose: The aim was to investigate whole-body and red marrow absorbed doses in treatments of neuroblastoma (NB) and adult neuroendocrine tumors (NETs) with {sup 131}I-metaiodobenzylguanidine and to propose a simple method for determining the activity to administer when dosimetric data for the individual patient are not available. Methods: Nine NB patients and six NET patients were included, giving in total 19 treatments as four patients were treated twice. Whole-body absorbed doses were determined from dose-rate measurements and planar gamma-camera imaging. For six NB and five NET treatments, red marrow absorbed doses were also determined using the blood-based method. Results: Dosimetric data from repeated administrations in the same patient were consistent. In groups of NB and NET patients, similar whole-body residence times were obtained, implying that whole-body absorbed dose per unit of administered activity could be reasonably well described as a power function of the patient mass. For NB, this functional form was found to be consistent with dosimetric data from previously published studies. The whole-body to red marrow absorbed dose ratio was similar among patients, with values of 1.4 0.61.7 0.7 (1 standard deviation) in NB treatments and between 1.5 0.6 and 1.7 0.7 (1 standard deviation) in NET treatments. Conclusions: The consistency of dosimetric results between administrations for the same patient supports prescription of the activity based on dosimetry performed in pretreatment studies, or during the first administration in a fractionated schedule. The expressions obtained for whole-body absorbed doses per unit of administered activity as a function of patient mass for NB and NET treatments are believed to be a useful tool to estimate the activity to administer at the stage when the individual patient biokinetics has not yet been measured.

    Direct Flame Impingement involves the use of an array of very high-velocity flame jets impinging on a work piece to rapidly heat the work piece. The predominant mode of heat transfer is convection. Because of the locally high rate of heat transfer at the surface of the work piece, the refractory walls and exhaust gases of a DFI furnace are significantly cooler than in conventional radiant heating furnaces, resulting in high thermal efficiency and low NOx emissions. A DFI furnace is composed of a successive arrangement of heating modules through or by which the work piece is conveyed, and can be configured for square, round, flat, and curved metal shapes (e.g., billets, tubes, flat bars, and coiled bars) in single- or multi-stranded applications.

    This report delineates the results obtained from laboratory testing of IONISIV{reg_sign} IE-95 to determine the efficacy of the zeolite for the removal of radioactive cesium from the KE Basin water prior to transport to the Effluent Treatment Facility, as described in RPP-PLAN-36158, IONSIV{reg_sign} IE-95 Studies for the removal of Radioactive Cesium from KE Basin Spent Nuclear Fuel Pool during Decommissioning Activities. The spent nuclear fuel was removed from KE Basin and the remaining sludge was layered with a grout mixture consisting of 26% Lehigh Type I/II portland cement and 74% Boral Mohave type F fly ash with a water-to-cement ratio of 0.43. The first grout pour was added to the basin floor to a depth of approximately 14 in. covering an area of 12,000 square feet. A grout layer was also added to the sludge containers located in the attached Weasel and Technical View pits.

    International transport property measurement round-robins have been conducted by the Thermoelectric Annex under the International Energy Agency (IEA) Implementing Agreement on Advanced Materials for Transportation (AMT). The previous round-robins used commercially available bismuth telluride as the testing material, with the goals of understanding measurement issues and developing standard testing procedures. The current round-robin extended the measurement temperature range to 773 K. It was designed to meet the increasing demands for reliable transport data of thermoelectric materials for power generation applications. Eleven laboratories from six IEA-AMT member countries participated in this study. Half-Heusler (n-type) material prepared by GMZ Energy was selected for the round-robin. The measured transport properties showed narrower distribution on uncertainties compared to previous round-robin efforts. The study intentionally included multiple testing methods and instrument types. Over the full temperature range, the measurement discrepancies on the figure of merit, ZT, in this round-robin were ±1.5 to ±16.4% from the averages.

    The U.S. Department of Energy (DOE) sponsors a set of Clean Energy Application Centers that promote the development and deployment of clean energy technologies. There are eight regional centers that provide assistance for specific areas of the country plus a separate center operated by the International District Energy Association that provides technical assistance on district energy issues and applications to the regional centers. The original focus of the centers was on combined heat and power (CHP) alone but, beginning in fiscal year 2010, their scope expanded to include district energy systems and waste heat recovery. At that time, the official name of the centers changed from CHP Regional Application Centers (RACs) to Clean Energy Application Centers, and their number was expanded to include the previously-mentioned center focusing on district energy. Oak Ridge National Laboratory (ORNL) has performed two previous studies of RAC activities. The first one examined what the RACs had done each year from the initiation of the program through fiscal year (FY) 2008 and the second one examined RAC activities for the 2009 fiscal year. The most recent study, described in this report, examines what was accomplished in fiscal year 2010, the first year since the RACs expanded their focus and changed their name to Clean Energy Application Centers.

  11. Laminar round jet diffusion flame buoyant instabilities: Study on the disappearance of varicose structures at ultra-low Froude number

    At very low Froude number, buoyancy instabilities of round laminar jet diffusion flames disappear (except for small tip oscillations referred to as flickering) and those flames look stable and smooth. This study examines the contributions of the different phenomena in the flow dynamics that may explain this effect. It is observed that, at ultra-low Froude/Reynolds numbers, the material influenced by buoyancy is the plume of the flame and not the flame itself (reaction zone) that is short. Therefore, the vorticity creation zone does not profit from the reaction neighbourhood promoting a sharp gradient of density. Expansion and stretch are also important as they push vorticity creation terms more inside the flame and closer to the burner rim compared to moderate Froude flames. In these latter, the vorticity is continuously created around the flame reaction zone, along its developed height and closer to the vertical direction (in average). (author)

  12. High Temperature Reactor (HTR) Deep Burn Core and Fuel Analysis: Design Selection for the Prismatic Block Reactor With Results from FY-2011 Activities

    The Deep Burn (DB) Project is a U.S. Department of Energy sponsored feasibility study of Transuranic Management using high burnup fuel in the high temperature helium cooled reactor (HTR). The DB Project consists of seven tasks: project management, core and fuel analysis, spent fuel management, fuel cycle integration, TRU fuel modeling, TRU fuel qualification, and HTR fuel recycle. In the Phase II of the Project, we conducted nuclear analysis of TRU destruction/utilization in the HTR prismatic block design (Task 2.1), deep burn fuel/TRISO microanalysis (Task 2.3), and synergy with fast reactors (Task 4.2). The Task 2.1 covers the core physics design, thermo-hydraulic CFD analysis, and the thermofluid and safety analysis (low pressure conduction cooling, LPCC) of the HTR prismatic block design. The Task 2.3 covers the analysis of the structural behavior of TRISO fuel containing TRU at very high burnup level, i.e. exceeding 50% of FIMA. The Task 4.2 includes the self-cleaning HTR based on recycle of HTR-generated TRU in the same HTR. Chapter IV contains the design and analysis results of the 600MWth DB-HTR core physics with the cycle length, the average discharged burnup, heavy metal and plutonium consumptions, radial and axial power distributions, temperature reactivity coefficients. Also, it contains the analysis results of the 450MWth DB-HTR core physics and the analysis of the decay heat of a TRU loaded DB-HTR core. The evaluation of the hot spot fuel temperature of the fuel block in the DB-HTR (Deep-Burn High Temperature Reactor) core under full operating power conditions are described in Chapter V. The investigated designs are the 600MWth and 460MWth DB-HTRs. In Chapter VI, the thermo-fluid and safety of the 600MWth DB-HTRs has been analyzed to investigate a thermal-fluid design performance at the steady state and a passive safety performance during an LPCC event. Chapter VII describes the analysis results of the TRISO fuel microanalysis of the 600MWth and 450MWth DB-HTRs. The TRISO fuel microanalysis covers the gas pressure buildup in a coated fuel particle including helium production, the thermo-mechanical behavior of a CFP, the failure probabilities of CFPs, the temperature distribution in a CPF, and the fission product (FP) transport in a CFP and a graphite. In Chapter VIII, it contains the core design and analysis of sodium cooled fast reactor (SFR) with deep burn HTR reactor. It considers a synergistic combination of the DB-MHR and an SFR burner for a safe and efficient transmutation of the TRUs from LWRs. Chapter IX describes the design and analysis results of the self-cleaning (or self-recycling) HTR core. The analysis is considered zero and 5-year cooling time of the spent LWR fuels.

  13. Evolution of B-cell malignancy; Pre-B-cell leukemia resulting from MYC activation in a B-cell neoplasm with a rearranged BCL2 gene

    The authors have analyzed the molecular genetics of the breakpoints involved in the t(8;14) and t(14;18) translocations of an acute pre-B-cell leukemia from a patient with a history of follicular lymphoma. In this patient's leukemic cells, the breakpoint of the t(14;18) translocation occurred in the major breakpoint-cluster region of the BCL2 gene and became linked to the J{sub H}4 joining-region gene segment of the immunoglobulin heavy-chain locus on the 14q+ chromosome as previously observed in follicular lymphoma. An N region and heptamer and nonamer signal sequences indicated that this translocation occurred as a mistake in V{sub H}-D{sub H}-J{sub H} joining (where V{sub H} and D{sub H} are the variable and diversity segments). In the t(8;14) translocation, the breakpoint was located immediately 5' of the first exon of the MYC protooncogene, which was juxtaposed with the C{gamma}2 constant gene segment of the second 14q+ chromosome. The finding of repeated sequences typical of switch regions suggested that this translocation occurred during heavy-chain isotype switching, resulting in progression to pre-B-cell leukemia with both the 5(8;14) and the t(14;18) translocations. The terminal deoxynucleotidyltransferase-positive phenotype of the patient's leukemic cells further suggests that the pre-B-cell leukemia was derived from a pre-B cell carrying a t(14;18) translocation in the original follicular lymphoma. The polymerase chain reaction method was then used to identify cancer cells in the bone marrow of the patient.

    In an inter-laboratory measurement comparison study, four laboratories determined 230Th–234U model ages of uranium certified reference material NBL U050 using isotope dilution mass spectrometry. The model dates determined by the participating laboratories range from 9 March 1956 to 19 October 1957, and are indistinguishable given the associated measurement uncertainties. As a result, these model ages are concordant with to slightly older than the known production age of NBL U050.

  9. Two Rounds of Whole Genome Duplication in the AncestralVertebrate

    The hypothesis that the relatively large and complex vertebrate genome was created by two ancient, whole genome duplications has been hotly debated, but remains unresolved. We reconstructed the evolutionary relationships of all gene families from the complete gene sets of a tunicate, fish, mouse, and human, then determined when each gene duplicated relative to the evolutionary tree of the organisms. We confirmed the results of earlier studies that there remains little signal of these events in numbers of duplicated genes, gene tree topology, or the number of genes per multigene family. However, when we plotted the genomic map positions of only the subset of paralogous genes that were duplicated prior to the fish-tetrapod split, their global physical organization provides unmistakable evidence of two distinct genome duplication events early in vertebrate evolution indicated by clear patterns of 4-way paralogous regions covering a large part of the human genome. Our results highlight the potential for these large-scale genomic events to have driven the evolutionary success of the vertebrate lineage.

    Polymeric encapsulation materials may a change size when processed at typical module lamination temperatures. The relief of residual strain, trapped during the manufacture of encapsulation sheet, can affect module performance and reliability. For example, displaced cells and interconnects threaten: cell fracture; broken interconnects (open circuits and ground faults); delamination at interfaces; and void formation. A standardized test for the characterization of change in linear dimensions of encapsulation sheet has been developed and verified. The IEC 62788-1-5 standard quantifies the maximum change in linear dimensions that may occur to allow for process control of size change. Developments incorporated into the Committee Draft (CD) of the standard as well as the assessment of the repeatability and reproducibility of the test method are described here. No pass/fail criteria are given in the standard, rather a repeatable protocol to quantify the change in dimension is provided to aid those working with encapsulation. The round-robin experiment described here identified that the repeatability and reproducibility of measurements is on the order of 1%. Recent refinements to the test procedure to improve repeatability and reproducibility include: the use of a convection oven to improve the thermal equilibration time constant and its uniformity; well-defined measurement locations reduce the effects of sampling size -and location- relative to the specimen edges; a standardized sand substrate may be readily obtained to reduce friction that would otherwise complicate the results; specimen sampling is defined, so that material is examined at known sites across the width and length of rolls; and encapsulation should be examined at the manufacturers recommended processing temperature, except when a cross-linking reaction may limit the size change. EVA, for example, should be examined 100 C, between its melt transition (occurring up to 80 C) and the onset of cross-linking (often at 100 C).

  13. Derivation of a crack opening deflection relationship for fibre reinforced concrete panels using a stochastic model: Application for predicting the flexural behaviour of round panels using stress crack opening diagrams

    This study is aimed at proposing a simple analytical model to investigate the post-cracking behaviour of FRC panels, using an arbitrary tension softening, stress crack opening diagram, as the input. A new relationship that links the crack opening to the panel deflection is proposed. Due to the stochastic nature of material properties, the random fibre distribution, and other uncertainties that are involved in concrete mix, this relationship is developed from the analysis of beams having the same thickness using the Monte Carlo simulation (MCS) technique. The softening diagrams obtained from direct tensile tests are used as the input for the calculation, in a deterministic way, of the mean load displacement response of round panels. A good agreement is found between the model predictions and the experimental results.

    Purpose: Desmoplastic small round cell tumor (DSRCT) is a rare malignancy typically involving the peritoneum in young men. Whole abdominopelvic radiation therapy (WAP-RT) using conventional 2-dimensional (2D) radiation therapy (RT) is used to address local recurrence but has been limited by toxicity. Our objectives were to assess the benefit of intensity modulated radiation therapy (IMRT) on toxicity and to update the largest series on radiation for DSRCT. Methods and Materials: The records of 31 patients with DSRCT treated with WAP-RT (22 with 2D-RT and 9 with IMRT) between 1992 and 2011 were retrospectively reviewed. All received multi-agent chemotherapy and maximal surgical debulking followed by 30 Gy of WAP-RT. A further focal boost of 12 to 24 Gy was used in 12 cases. Boost RT and autologous stem cell transplantation were nearly exclusive to patients treated with 2D-RT. Toxicities were assessed with the Common Terminology Criteria for Adverse Events. Dosimetric analysis compared IMRT and simulated 2D-RT dose distributions. Results: Of 31 patients, 30 completed WAP-RT, with a median follow-up after RT of 19 months. Acute toxicity was reduced with IMRT versus 2D-RT: P=.04 for gastrointestinal toxicity of grade 2 or higher (33% vs 77%); P=.02 for grade 4 hematologic toxicity (33% vs 86%); P=.01 for rates of granulocyte colony-stimulating factor; and P=.04 for rates of platelet transfusion. Post treatment red blood cell and platelet transfusion rates were also reduced (P=.01). IMRT improved target homogeneity ([D05-D95]/D05 of 21% vs 46%) and resulted in a 21% mean bone dose reduction. Small bowel obstruction was the most common late toxicity (23% overall). Updated 3-year overall survival and progression-free survival rates were 50% and 24%, respectively. Overall survival was associated with distant metastasis at diagnosis on multivariate analysis. Most failures remained intraperitoneal (88%). Conclusions: IMRT for consolidative WAP-RT in DSRCT improves hematologic toxicity in particular. Although the long-term efficacy of current treatment options remains disappointing, the improved therapeutic index of IMRT may aid in generalizing its use and allowing the addition of novel approaches such as intraperitoneal immunotherapy.

    Why Bi₂Sr₂CaCu₂Ox (Bi2212) allows high critical current density Jc in round wires rather than only in the anisotropic tape form demanded by all other high temperature superconductors is important for future magnet applications. Here we compare the local texture of state-of-the-art Bi2212 and Bi2223 ((Bi,Pb)₂Sr₂Ca₂Cu₃O₁₀), finding that round wire Bi2212 generates a dominant a-axis growth texture that also enforces a local biaxial texture (FWHM <15°) while simultaneously allowing the c-axes of its polycrystals to rotate azimuthally along and about the filament axis so as to generate macroscopically isotropic behavior. By contrast Bi2223 shows only a uniaxial (FWHM <15°) c-axis texture perpendicular to the tape plane without any in-plane texture. Consistent with these observations, a marked, field-increasing, field-decreasing Jc(H) hysteresis characteristic of weak-linked systems appears in Bi2223 but is absent in Bi2212 round wire. Growth-induced texture on cooling from the melt step of the Bi2212 Jc optimization process appears to be the key step in generating this highly desirable microstructure.

    The first RF commissioning of 112 MHz QWR superconducting electron gun was done in late 2014. The coaxial Fundamental Power Coupler (FPC) and Cathode Stalk (stalk) were installed and tested for the first time. During this experiment, we observed several multipacting barriers at different gun voltage levels. The simulation work was done within the same range. The comparison between the experimental observation and the simulation results are presented in this paper. The observations during the test are consisted with the simulation predictions. We were able to overcome most of the multipacting barriers and reach 1.8 MV gun voltage under pulsed mode after several round of conditioning processes.

    Separable organics have been defined as “those organic compounds of very limited solubility in the bulk waste and that can form a separate liquid phase or layer” (Smalley and Nguyen 2013), and result from three main solvent extraction processes: U Plant Uranium Recovery Process, B Plant Waste Fractionation Process, and Plutonium Uranium Extraction (PUREX) Process. The primary organic solvents associated with tank solids are TBP, D2EHPA, and NPH. There is concern that, while this organic material is bound to the sludge particles as it is stored in the tanks, waste feed delivery activities, specifically transfer pump and mixer pump operations, could cause the organics to form a separated layer in the tank farms feed tank. Therefore, Washington River Protection Solutions (WRPS) is experimentally evaluating the potential of organic solvents separating from the tank solids (sludge) during waste feed delivery activities, specifically the waste mixing and transfer processes. Given the Hanford Tank Waste Treatment and Immobilization Plant (WTP) waste acceptance criteria per the Waste Feed Acceptance Criteria document (24590-WTP-RPT-MGT-11-014) that there is to be “no visible layer” of separable organics in the waste feed, this would result in the batch being unacceptable to transfer to WTP. This study is of particular importance to WRPS because of these WTP requirements.

    This report documents the measurement and data analysis of the radio isotopic content for a series of graphite specimens irradiated in the first Advanced Graphite Creep (AGC) experiment, AGC-1. This is the first of a series of six capsules planned as part of the AGC experiment to fully characterize the neutron irradiation effects and radiation creep behavior of current nuclear graphites. The AGC-1 capsule was irradiated in the Advanced Test Reactor (ATR) at INL at approximately 700 degrees C and to a peak dose of 7 dpa (displacements per atom). Details of the irradiation conditions and other characterization measurements performed on specimens in the AGC-1 capsule can be found in “AGC-1 Specimen Post Irradiation Data Report” ORNL/TM 2013/242. Two specimens from six different graphite types are analyzed here. Each specimen is 12.7 mm in diameter by 25.4 mm long. The isotope with the highest activity was 60Co. Graphite type NBG-18 had the highest content of 60Co with an activity of 142.89 µCi at a measurement distance of 47 cm.

    New results from SPEAR on the inclusive photon spectrum at the psi' and on J/psi radiative transitions are presented. Evidence for an eta/sub c/' candidate is observed in the psi' inclusive photon spectrum at a mass M = 3592 +- 5 MeV. A new resonance, the theta(1640) which is observed to decay into eta eta, has been seen in radiative transitions from the J/psi. The spin-parity of the l(1440), previously observed in J/psi radiative transitions and originally identified as the E(1420), has been determined to be 0/sup -/.

    This chapter summarizes the laboratory activities performed by PNNLs Vadose Zone Characterization Project in support of the Tank Farm Vadose Zone Program, led by CH2M HILL Hanford Group, Inc. The results of these studies are contained in numerous reports (Lindenmeier et al. 2002; Serne et al. 2002a, 2002b, 2002c, 2002d, 2002e; Lindenmeier et al. 2003; Serne et al. 2004a, 2004b; Brown et al. 2005, 2006a, 2007; Serne et al. 2007) and have generated much of the data reported in Chapter 22 (Geochemistry-Contaminant Movement), Appendix G (Geochemistry-Contaminant Movement), and Cantrell et al. (2007, SST WMA Geochemistry Data Package in preparation).   12. Dynamics of the recovery of damaged tundra vegetation: preliminary results of revegetation experiments of maritime tundra with Elymus mollis on Adak Island, Alaska. Progress report

    The vegetation of the central Aleutian Islands, Alaska is maritime tundra (Amundsen, 1977). While maritime tundra is not characterized by the presence of permafrost, the soil temperatures remain low (5 to 7/sup 0/C) year-round (Williams, 1980). The low soil temperature, a high level of soil moisture, and a low level of incident solar radiation are thought to delay the development of the vegetation. Natural revegetation of natural or man made open areas is relatively slow. Disturbed areas from World War II military activity are not completely revegetated after almost 40 years. Because of the windy and wet climate of the region, exposed soil is unstable and subject to extensive freeze-thaw action and erosion. Insults to the vegetation, both marine and aeolian, are common. Successful reproduction by seed is uncommon among species of this flora. The primary means of reproduction appears to be by vegetative propagules which are usually fragments of the shoot and rhizome. While the transport of the fragments by wind and water aids in the dispersal of the propagules, the same action often removes these fragments from open areas. This later activity further delays the revegetation of open and disturbed areas. Elymus mollis Trin. is the most successful major native species found to date as it fragments due to wind and water action and transplants easily. Transplanting experiments with sprigs of Elymus mollis Trin. have been conducted on Adak Island, Alaska since 1977. Preliminary results indicate that Elymus mollis may be transplanted for revegetation with a survival rate of at least 90 percent. Experiments were set up in 1979 to determine appropriate planting density, sprig rhizome length, and best time of year for transplanting. Preliminary results for these experiments are reported here.

    The F-Area Tank Farms (FTF) and H-Area Tank Farm (HTF) are owned by the U.S. Department of Energy (DOE) and operated by Savannah River Remediation LLC (SRR), Liquid Waste Operations contractor at DOE's Savannah River Site (SRS). The FTF and HTF are active radioactive waste storage and treatment facilities consisting of 51 carbon steel waste tanks and ancillary equipment such as transfer lines, evaporators and pump tanks. Performance Assessments (PAs) for each Tank Farm have been prepared to support the eventual closure of the underground radioactive waste tanks and ancillary equipment. PAs provide the technical bases and results to be used in subsequent documents to demonstrate compliance with the pertinent requirements for final closure of the Tank Farms. The Tank Farms are subject to a number of regulatory requirements. The State regulates Tank Farm operations through an industrial waste water permit and through a Federal Facility Agreement approved by the State, DOE and the Environmental Protection Agency (EPA). Closure documentation will include State-approved Tank Farm Closure Plans and tank-specific closure modules utilizing information from the PAs. For this reason, the State of South Carolina and the EPA must be involved in the performance assessment review process. The residual material remaining after tank cleaning is also subject to reclassification prior to closure via a waste determination pursuant to Section 3116 of the Ronald W. Reagan National Defense Authorization Act of Fiscal Year 2005. PAs are performance-based, risk-informed analyses of the fate and transport of FTF and HTF residual wastes following final closure of the Tank Farms. Since the PAs serve as the primary risk assessment tools in evaluating readiness for closure, it is vital that PA conclusions be communicated effectively. In the course of developing the FTF and HTF PAs, several lessons learned have emerged regarding communicating PA results. When communicating PA results it is important to stress that the primary goal of the PA results is to provide risk understanding, recognizing the magnitude of risk and identifying the conceptual model decisions and critical assumptions that most impact the results. Conceptual models that describe reality using simplified, mathematical approaches, and their roles in arriving at the PA results, must also be communicated. When presenting PA results, evaluations will typically be focused on a single baseline (or Base Case) to provide a foundation for discussion. The PA results are supplemented by other studies (alternate configurations, uncertainty analyses, and sensitivity analyses) which provide a breadth of modeling to supplement the Base Case. The suite of information offered by the various modeling cases and studies provides confidence that the overall risk is understood along with the underlying parameters and conditions that contribute to risk.     One of the events postulated in the hazard analysis at the Waste Treatment and Immobilization Plant (WTP) and other U.S. Department of Energy (DOE) nuclear facilities is a breach in process piping that produces aerosols with droplet sizes in the respirable range. The current approach for predicting the size and concentration of aerosols produced in a spray leak involves extrapolating from correlations reported in the literature. These correlations are based on results obtained from small engineered spray nozzles using pure liquids with Newtonian fluid behavior. The narrow ranges of physical properties on which the correlations are based do not cover the wide range of slurries and viscous materials that will be processed in the WTP and across processing facilities in the DOE complex. Two key technical areas were identified where testing results were needed to improve the technical basis by reducing the uncertainty due to extrapolating existing literature results. The first technical need was to quantify the role of slurry particles in small breaches where the slurry particles may plug and result in substantially reduced, or even negligible, respirable fraction formed by high-pressure sprays. The second technical need was to determine the aerosol droplet size distribution and volume from prototypic breaches and fluids, specifically including sprays from larger breaches with slurries where data from the literature are scarce. To address these technical areas, small- and large-scale test stands were constructed and operated with simulants to determine aerosol release fractions and generation rates from a range of breach sizes and geometries. The properties of the simulants represented the range of properties expected in the WTP process streams and included water, sodium salt solutions, slurries containing boehmite or gibbsite, and a hazardous chemical simulant. The effect of anti-foam agents was assessed with most of the simulants. Orifices included round holes and rectangular slots. The round holes ranged in size from 0.2 to 4.46 mm. The slots ranged from (width × length) 0.3 × 5 to 2.74 × 76.2 mm. Most slots were oriented longitudinally along the pipe, but some were oriented circumferentially. In addition, a limited number of multi-hole test pieces were tested in an attempt to assess the impact of a more complex breach. Much of the testing was conducted at pressures of 200 and 380 psi, but some tests were conducted at 100 psi. Testing the largest postulated breaches was deemed impractical because of the large size of some of the WTP equipment. This report presents the experimental results and analyses for the aerosol measurements obtained in the small-scale test stand. It includes a description of the simulants used and their properties, equipment and operations, data analysis methodologies, and test results. The results of tests investigating the role of slurry particles in plugging small breaches are reported in Mahoney et al. (2012). The results of the aerosol measurements in the large-scale test stand are reported in Schonewill et al. (2012) along with an analysis of the combined results from both test scales.
