    A combined method composing of the unscented Kalman filter (UKF) and the synchronization-based method is proposed for estimating electrophysiological variables and parameters of a thalamocortical (TC) neuron model, which is commonly used for studying Parkinson's disease for its relay role of connecting the basal ganglia and the cortex. In this work, we take into account the condition when only the time series of action potential with heavy noise are available. Numerical results demonstrate that not only this method can estimate model parameters from the extracted time series of action potential successfully but also the effect of its estimation is much better than the only use of the UKF or synchronization-based method, with a higher accuracy and a better robustness against noise, especially under the severe noise conditions. Considering the rather important role of TC neuron in the normal and pathological brain functions, the exploration of the method to estimate the critical parameters could have important implications for the study of its nonlinear dynamics and further treatment of Parkinson's disease.

In other embodiments, computer program products, systems, and other methods are presented for estimating an activity of one or more radio-nuclides.

  8. Critical analysis of the Hanford spent nuclear fuel project activity based cost estimate

    In 1997, the SNFP developed a baseline change request (BCR) and submitted it to DOE-RL for approval. The schedule was formally evaluated to have a 19% probability of success [Williams, 1998]. In December 1997, DOE-RL Manager John Wagoner approved the BCR contingent upon a subsequent independent review of the new baseline. The SNFP took several actions during the first quarter of 1998 to prepare for the independent review. The project developed the Estimating Requirements and Implementation Guide [DESH, 1998] and trained cost account managers (CAMS) and other personnel involved in the estimating process in activity-based cost (ABC) estimating techniques. The SNFP then applied ABC estimating techniques to develop the basis for the December Baseline (DB) and documented that basis in Basis of Estimate (BOE) books. These BOEs were provided to DOE in April 1998. DOE commissioned Professional Analysis, Inc. (PAI) to perform a critical analysis (CA) of the DB. PAI`s review formally began on April 13. PAI performed the CA, provided three sets of findings to the SNFP contractor, and initiated reconciliation meetings. During the course of PAI`s review, DOE directed the SNFP to develop a new baseline with a higher probability of success. The contractor transmitted the new baseline, which is referred to as the High Probability Baseline (HPB), to DOE on April 15, 1998 [Williams, 1998]. The HPB was estimated to approach a 90% confidence level on the start of fuel movement [Williams, 1998]. This high probability resulted in an increased cost and a schedule extension. To implement the new baseline, the contractor initiated 26 BCRs with supporting BOES. PAI`s scope was revised on April 28 to add reviewing the HPB and the associated BCRs and BOES.

    In 1959, the Test Manager's Committee to Establish Fallout Doses calculated estimated external gamma exposure at populated locations based upon measurements of external gamma-exposure rate. Using these calculations and estimates of population, we have tabulated the collective estimated external gamma exposures for communities within established fallout patterns. The total collective estimated external gamma exposure is 85,000 person-R. The greatest collective exposures occurred in three general areas: Saint George, Utah; Ely, Nevada; and Las Vegas, Nevada. Three events, HARRY (May 19, 1953), BEE (March 22, 1955), and SMOKY (August 31, 1957), accounted for over half of the total collective estimated external gamma exposure. The bases of the calculational models for external gamma exposure of ''infinite exposure,'' ''estimated exposure,'' and ''one year effective biological exposure'' are explained. 4 figs., 7 tabs.

  10. Estimating Air Chemical Emissions from Research Activities Using Stack Measurement Data

    Current methods of estimating air emissions from research and development (R&D) activities use a wide range of release fractions or emission factors with bases ranging from empirical to semi-empirical. Although considered conservative, the uncertainties and confidence levels of the existing methods have not been reported. Chemical emissions were estimated from sampling data taken from four research facilities over ten years. The approach was to use a Monte Carlo technique to create distributions of annual emission estimates for target compounds detected in source test samples. Distributions were created for each year and building sampled for compounds with sufficient detection frequency to qualify for the analysis. The results using the Monte Carlo technique without applying a filter to remove negative emission values showed almost all distributions spanning zero, and forty percent of the distributions having a negative mean. This indicates that emissions are so low as to be indistinguishable from building background. Application of a filter to allow only positive values in the distribution provided a more realistic value for emissions and increased the distribution mean by an average of sixteen percent. Release fractions were calculated by dividing the emission estimates by a building chemical inventory quantity. Two variations were used for this quantity: chemical usage, and chemical usage plus one-half standing inventory. Filters were applied so that only release fraction values from zero to one were included in the resulting distributions. Release fractions had a wide range among chemicals and among data sets for different buildings and/or years for a given chemical. Regressions of release fractions to molecular weight and vapor pressure showed weak correlations. Similarly, regressions of mean emissions to chemical usage, chemical inventory, molecular weight and vapor pressure also gave weak correlations.     Highlights: Limited information in the literature on the use of GPR to measure in situ water content in a landfill. Developed GPR method allows measurement of in situ water content in a landfill. Developed GPR method is appealing to waste management professionals operating landfills. - Abstract: Landfill gas (LFG) receives a great deal of attention due to both negative and positive environmental impacts, global warming and a green energy source, respectively. However, predicting the quantity of LFG generated at a given landfill, whether active or closed is difficult due to the heterogeneities present in waste, and the lack of accurate in situ waste parameters like water content. Accordingly, ground penetrating radar (GPR) was evaluated as a tool for estimating in situ water content. Due to the large degree of subsurface heterogeneity and the electrically conductive clay cap covering landfills, both of which affect the transmission of the electromagnetic pulses, there is much scepticism concerning the use of GPR to quantify in situ water content within a municipal landfill. Two landfills were studied. The first landfill was used to develop the measurement protocols, while the second landfill provided a means of confirming these protocols. GPR measurements were initially completed using the surface GPR approach, but the lack of success led to the use of borehole (BH) GPR. Both zero offset profiling (ZOP) and multiple offset gathers (MOG) modes were tried, with the results indicating that BH GPR using the ZOP mode is the most simple and efficient method to measure in situ water content. The best results were obtained at a separation distance of 2 m, where higher the water content, smaller the effective separation distance. However, an increase in water content did appear to increase the accuracy of the GPR measurements. For the effective separation distance of 2 m at both landfills, the difference between GPR and lab measured water contents were reasonable at 33

  16. Single-epoch black hole mass estimators for broad-line active galactic nuclei: recalibrating Hβ with a new approach

    Based on an updated Hβ reverberation mapping (RM) sample of 44 nearby active galactic nuclei (AGNs), we propose a novel approach for black hole (BH) mass estimation using two filtered luminosities computed from single-epoch (SE) AGN spectra around the Hβ region. We found that the two optimal-filter luminosities extract virial information (size and virial velocity of the broad-line region, BLR) from the spectra, justifying their usage in this empirical BH mass estimator. The major advantages of this new recipe over traditional SE BH mass estimators utilizing continuum luminosity and broad-line width are (1) it has a smaller intrinsic scatter of 0.28 dex calibrated against RM masses, (2) it is extremely simple to use in practice, without any need to decompose the spectrum, and (3) it produces unambiguous and highly repeatable results even with low signal-to-noise spectra. The combination of the two luminosities can also cancel out, to some extent, systematic luminosity errors potentially introduced by uncertainties in distance or flux calibration. In addition, we recalibrated the traditional SE mass estimators using broad Hβ FWHM and monochromatic continuum luminosity at 5100 Å (L {sub 5100}). We found that using the best-fit slopes on FWHM and L {sub 5100} (derived from fitting the BLR radius-luminosity relation and the correlation between rms line dispersion and SE FWHM, respectively) rather than simple assumptions (e.g., 0.5 for L {sub 5100} and 2 for FWHM) leads to more precise SE mass estimates, improving the intrinsic scatter from 0.41 dex to 0.36 dex with respect to the RM masses. We compared different estimators and discussed their applications to the Sloan Digital Sky Survey quasar sample. Due to the limitations of the current RM sample, application of any SE recipe calibrated against RM masses to distant quasars should be treated with caution.

  17. A wedge-based approach to estimating health co-benefits of climate change mitigation activities in the United States

    While it has been recognized that actions reducing greenhouse gas (GHG) emissions can have significant positive and negative impacts on human health through reductions in ambient fine particulate matter (PM2.5) concentrations, these impacts are rarely taken into account when analyzing specific policies. This study presents a new framework for estimating the change in health outcomes resulting from implementation of specific carbon dioxide (CO2) reduction activities, allowing comparison of different sectors and options for climate mitigation activities. Our estimates suggest that in the year 2020, the reductions in adverse health outcomes from lessened exposure to PM2.5 would yield economic benefits in the range of $6 to $14 billion (in 2008 USD), depending on the specific activity. This equates to between $40 and $93 per metric ton of CO2 in health benefits. Specific climate interventions will vary in the health co-benefits they provide as well as in potential harms that may result from their implementation. Rigorous assessment of these health impacts is essential for guiding policy decisions as efforts to reduce GHG emissions increase in scope and intensity.

  18. Estimation of the Performance of Multiple Active Neutron Interrogation Signatures for Detecting Shielded HEU

    A comprehensive modeling study has been carried out to evaluate the utility of multiple active neutron interrogation signatures for detecting shielded highly enriched uranium (HEU). The modeling effort focused on varying HEU masses from 1 kg to 20 kg; varying types of shields including wood, steel, cement, polyethylene, and borated polyethylene; varying depths of the HEU in the shields, and varying engineered shields immediately surrounding the HEU including steel, tungsten, and cadmium. Neutron and gamma-ray signatures were the focus of the study and false negative detection probabilities versus measurement time were used as a performance metric. To facilitate comparisons among different approaches an automated method was developed to generate receiver operating characteristic (ROC) curves for different sets of model variables for multiple background count rate conditions. This paper summarizes results or the analysis, including laboratory benchmark comparisons between simulations and experiments. The important impact engineered shields can play towards degrading detectability and methods for mitigating this will be discussed.

  19. Greater-than-Class C low-level radioactive waste characterization: Estimated volumes, radionuclide activities, and other characteristics

    Planning for storage or disposal of greater-than-Class C low-level radioactive waste (GTCC LLW) requires characterization of that waste to estimate volumes, radionuclide activities, and waste forms. Data from existing literature, disposal records, and original research were used to estimate the characteristics and project volumes and radionuclide activities to the year 2035. GTCC LLW is categorized as: nuclear utilities waste, sealed sources waste, DOE-held potential GTCC LLW; and, other generator waste. It has been determined that the largest volume of those wastes, approximately 57%, is generated by nuclear power plants. The Other Generator waste category contributes approximately 10% of the total GTCC LLW volume projected to the year 2035. Waste held by the Department of Energy, which is potential GTCC LLW, accounts for nearly 33% of all waste projected to the year 2035; however, no disposal determination has been made for that waste. Sealed sources are less than 0.2% of the total projected volume of GTCC LLW.

  20. Thermally Activated Cooling: A Regional Approach for EstimatingBuilding Adoption

    This paper examines the economic potential for thermally-activated cooling (TAC) technologies as a component of distributed energy resource (DER) systems in California. A geographic information system (GIS) is used to assess the regional variation of TAC potential and to visualize the geographic pattern of potential adoption. The economic potential and feasibility of DER systems in general, and especially TAC, is highly dependent on regional factors such as retail electricity rates, building cooling loads, and building heating loads. Each of these factors varies with location, and their geographic overlap at different sites is an important determinant in a market assessment of DER and TAC. This analysis uses system payback period as the metric to show the regional variation of TAC potential in California office buildings. The DER system payback with and without TAC is calculated for different regions in California using localized values of retail electricity rates and the weather-dependent variation in building cooling and heating loads. This GIS-based method has numerous applications in building efficiency studies where geographically dependent variables, such as space cooling and heating energy use, play an important role.

    The Department of Energy`s (DOE`s) planning for the disposal of greater-than-Class C low-level radioactive waste (GTCC LLW) requires characterization of the waste. This report estimates volumes, radionuclide activities, and waste forms of GTCC LLW to the year 2035. It groups the waste into four categories, representative of the type of generator or holder of the waste: Nuclear Utilities, Sealed Sources, DOE-Held, and Other Generator. GTCC LLW includes activated metals (activation hardware from reactor operation and decommissioning), process wastes (i.e., resins, filters, etc.), sealed sources, and other wastes routinely generated by users of radioactive material. Estimates reflect the possible effect that packaging and concentration averaging may have on the total volume of GTCC LLW. Possible GTCC mixed LLW is also addressed. Nuclear utilities will probably generate the largest future volume of GTCC LLW with 65--83% of the total volume. The other generators will generate 17--23% of the waste volume, while GTCC sealed sources are expected to contribute 1--12%. A legal review of DOE`s obligations indicates that the current DOE-Held wastes described in this report will not require management as GTCC LLW because of the contractual circumstances under which they were accepted for storage. This report concludes that the volume of GTCC LLW should not pose a significant management problem from a scientific or technical standpoint. The projected volume is small enough to indicate that a dedicated GTCC LLW disposal facility may not be justified. Instead, co-disposal with other waste types is being considered as an option.

    A comparative examination of the electronic interactions across a series of trimetallic actinide and mixed lanthanide-actinide and lanthanum-actinide complexes is presented. Using reduced, radical terpyridyl ligands as conduits in a bridging framework to promote intramolecular metal-metal communication, studies containing structural, electrochemical, and X-ray absorption spectroscopy are presented for (C{sub 5}Me{sub 5}){sub 2}An[-N=C(Bn)(tpy-M{l_brace}C{sub 5}Me4R{r_brace}{sub 2})]{sub 2} (where An = Th{sup IV}, U{sup IV}; Bn = CH{sub 2}C{sub 6}H{sub 5}; M = La{sup III}, Sm{sup III}, Yb{sup III}, U{sup III}; R = H, Me, Et) to reveal effects dependent on the identities of the metal ions and R-groups. The electrochemical results show differences in redox energetics at the peripheral 'M' site between complexes and significant wave splitting of the metal- and ligand-based processes indicating substantial electronic interactions between multiple redox sites across the actinide-containing bridge. Most striking is the appearance of strong electronic coupling for the trimetallic Yb{sup III}-U{sup IV}-Yb{sup III}, Sm{sup III}-U{sup IV}-Sm{sup III}, and La{sup III}-U{sup IV}-La{sup III} complexes, [8]{sup -}, [9b]{sup -} and [10b]{sup -}, respectively, whose calculated comproportionation constant K{sub c} is slightly larger than that reported for the benchmark Creutz-Taube ion. X-ray absorption studies for monometallic metallocene complexes of U{sup III}, U{sup IV}, and U{sup V} reveal small but detectable energy differences in the 'white-line' feature of the uranium L{sub III}-edges consistent with these variations in nominal oxidation state. The sum of this data provides evidence of 5f/6d-orbital participation in bonding and electronic delocalization in these multimetallic f-element complexes. An improved, high-yielding synthesis of 4{prime}-cyano-2,2{prime}:6{prime},2{double_prime}-terpyridine is also reported.

  4. Compilation of data to estimate groundwater migration potential for constituents in active liquid discharges at the Hanford Site

    A preliminary characterization of the constituents present in the 33 liquid waste streams at the US Department of Energy's Hanford Site has been completed by Westinghouse Hanford Company. In addition, Westinghouse Hanford has summarized the soil characteristics based on drill logs collected at each site that receives these liquid wastes. Literature searches were conducted and available Hanford-specific data were tabulated and reviewed. General literature on organic chemicals present in the liquid waste streams was also reviewed. Using all of this information, Pacific Northwest Laboratory has developed a best estimate of the transport characteristics (water solubility and soil adsorption properties) for those radionuclides and inorganic and organic chemicals identified in the various waste streams. We assume that the potential for transport is qualified through the four geochemical parameters: solubility, distribution coefficient, persistence (radiogenic or biochemical half-life), and volatility. Summary tables of these parameters are presented for more than 50 inorganic and radioactive species and more than 50 organic compounds identified in the liquid waste streams. Brief descriptions of the chemical characteristics of Hanford sediments, solubility, and adsorption processes, and of how geochemical parameters are used to estimate migration in groundwater-sediment environments are also presented. Groundwater monitoring data are tabulated for wells neighboring the facilities that receive the liquid wastes. 91 refs., 16 figs., 23 tabs.

    Purpose: To provide a general formalism for determination of occupational eye lens dose based on the response of an active personal dosimeter (APD) worn at chest level above the radiation protection apron. Methods: The formalism consists of three factors: (1) APD conversion factor converting the reading at chest level (APDchest) to the corresponding personal dose equivalent at eye level, (2) Dose conversion factor transferring the measured dose quantity, Hp(10), into a dose quantity relevant for the eye lens dose, (3) Correction factor accounting for differences in exposure of the eye(s) compared to the exposure at chest level (e.g., due to protective lead glasses).The different factors were investigated and evaluated based on phantom and clinical measurements performed in an x-ray angiography suite for interventional cardiology. Results: The eye lens dose can be conservatively estimated by assigning an appropriate numerical value to each factor entering the formalism that in most circumstances overestimates the dose. Doing so, the eye lens dose to the primary operator and assisting staff was estimated in this work as D-eye,primary = 2.0 APDchest and D-eye,assisting = 1.0 APDchest, respectively.The annual eye lens dose to three nurses and one cardiologist was estimated to be 2, 2, 2, and 13 mSv (Hp(0.07)), respectively, using a TLD dosimeter worn at eye level. In comparison, using the formalism and APDchest measurements, the respective doses were 2, 2, 2, and 16 mSv (Hp(3)). Conclusion: The formalism outlined in this work can be used to estimate the occupational eye lens dose from the response of an APD worn on the chest. The formalism is general and could be applied also to other types of dosimeters. However, the numerical value of the different factors may differ from those obtained with the APD’s used in this work due to differences in dosimeter properties.

    We present 2.5-5.0?m spectra of 83 nearby (0.002 < z < 0.48) and bright (K < 14 mag) type-1 active galactic nuclei (AGNs) taken with the Infrared Camera on board AKARI. The 2.5-5.0?m spectral region contains emission lines such as Br? (2.63?m), Br? (4.05?m), and polycyclic aromatic hydrocarbons (3.3?m), which can be used for studying the black hole (BH) masses and star formation activity in the host galaxies of AGNs. The spectral region also suffers less dust extinction than in the ultra violet (UV) or optical wavelengths, which may provide an unobscured view of dusty AGNs. Our sample is selected from bright quasar surveys of Palomar-Green and SNUQSO, and AGNs with reverberation-mapped BH masses from Peterson etal. Using 11 AGNs with reliable detection of Brackett lines, we derive the Brackett-line-based BH mass estimators. We also find that the observed Brackett line ratios can be explained with the commonly adopted physical conditions of the broad line region. Moreover, we fit the hot and warm dust components of the dust torus by adding photometric data of SDSS, 2MASS, WISE, and ISO to the AKARI spectra, finding hot and warm dust temperatures of ?1100 K and ?220 K, respectively, rather than the commonly cited hot dust temperature of 1500 K.

    This document provides overall guidance to assist the NRC in preparing the types of cost estimates required by the Regulatory Analysis Guidelines and to assist in the assignment of priorities in resolving generic safety issues. The Handbook presents an overall cost model that allows the cost analyst to develop a chronological series of activities needed to implement a specific regulatory requirement throughout all applicable commercial LWR power plants and to identify the significant cost elements for each activity. References to available cost data are provided along with rules of thumb and cost factors to assist in evaluating each cost element. A suitable code-of-accounts data base is presented to assist in organizing and aggregating costs. Rudimentary cost analysis methods are described to allow the analyst to produce a constant-dollar, lifetime cost for the requirement. A step-by-step example cost estimate is included to demonstrate the overall use of the Handbook.

    A set of computational tools was developed to help estimate and minimize potential radiation exposure to workers from material activation in the National Ignition Facility (NIF). AAMI (Automated ALARA-MCNP Interface) provides an efficient, automated mechanism to perform the series of calculations required to create dose rate maps for the entire facility with minimal manual user input. NEET (NIF Exposure Estimation Tool) is a web application that combines the information computed by AAMI with a given shot schedule to compute and display the dose rate maps as a function of time. AAMI and NEET are currently used as work planning tools to determine stay-out times for workers following a given shot or set of shots, and to help in estimating integrated doses associated with performing various maintenance activities inside the target bay. Dose rate maps of the target bay were generated following a low-yield 10{sup 16} D-T shot and will be presented in this paper.

    This report describes methods for estimating the external costs (and possibly benefits) to human health and the environment that result from natural gas fuel cycles. Although the concept of externalities is far from simple or precise, it generally refers to effects on individuals' well being, that result from a production or market activity in which the individuals do not participate, or are not fully compensated. In the past two years, the methodological approach that this report describes has quickly become a worldwide standard for estimating externalities of fuel cycles. The approach is generally applicable to any fuel cycle in which a resource, such as coal, hydro, or biomass, is used to generate electric power. This particular report focuses on the production activities, pollution, and impacts when natural gas is used to generate electric power. In the 1990s, natural gas technologies have become, in many countries, the least expensive to build and operate. The scope of this report is on how to estimate the value of externalities--where value is defined as individuals' willingness to pay for beneficial effects, or to avoid undesirable ones. This report is about the methodologies to estimate these externalities, not about how to internalize them through regulations or other public policies. Notwithstanding this limit in scope, consideration of externalities can not be done without considering regulatory, insurance, and other considerations because these institutional factors affect whether costs (and benefits) are in fact external, or whether they are already somehow internalized within the electric power market. Although this report considers such factors to some extent, much analysis yet remains to assess the extent to which estimated costs are indeed external. This report is one of a series of reports on estimating the externalities of fuel cycles. The other reports are on the coal, oil, biomass, hydro, and nuclear fuel cycles, and on general methodology.

    The Nevada Nuclear Waste Storage Investigations (NNWSI) Project is studying dissolution and radionuclide release behavior of spent nuclear fuel in Nevada Test Site groundwater. Specimens were tested for multiple cycles in J-13 well water. The Series 2 tests were run in unsealed silica vessels under ambient hot cell air (25{sup 0}C) for five cycles for a total of 34 months. The Series 3 tests were run in sealed stainless steel vessels at 25{sup 0}C and 85{sup 0}C for three cycles for a total of 15 months. Selected summary results from Series 2 and Series 3 tests with bare fuel specimens are reported. Uranium concentrations in later test cycles ranged from 1 to 2 {mu}g/ml in the Series 2 Tests versus about 0.1 to 0.4 {mu}g/ml in Series 3 with the lowest concentrations occurring in the 85{sup 0}C tests. Preferential release of fission products Cs, I, Sr and Tc, and activation product C-14, was indicated relative to the actinides. Tc-99 and Cs-137 activities measured in solution after Cycle 1 increased linearly with time, with the rate of increase greater at 85{sup 0}C than at 25{sup 0}C. 8 refs., 8 figs., 3 tabs.

    A bypass apparatus and method for series connected energy storage devices. Each of the energy storage devices coupled to a common series connection has an associated bypass unit connected thereto in parallel. A current bypass unit includes a sensor which is coupled in parallel with an associated energy storage device or cell and senses an energy parameter indicative of an energy state of the cell, such as cell voltage. A bypass switch is coupled in parallel with the energy storage cell and operable between a non-activated state and an activated state. The bypass switch, when in the non-activated state, is substantially non-conductive with respect to current passing through the energy storage cell and, when in the activated state, provides a bypass current path for passing current to the series connection so as to bypass the associated cell. A controller controls activation of the bypass switch in response to the voltage of the cell deviating from a pre-established voltage setpoint. The controller may be included within the bypass unit or be disposed on a control platform external to the bypass unit. The bypass switch may, when activated, establish a permanent or a temporary bypass current path.

Conductors connecting and forming various circuit components comprise hollow, electrically conductive tubes such as copper. Coolant circulates through the tubes to remove heat. The conductive tubes act as electrically conductive lines for connecting various components of the power supply. Our goal is to make the findings of RASP more accessible by grouping related topics into smaller but complete narratives on important aspects of supplementation. We are planning to publish the following reports under the general title Supplementation in the Columbia River Basin: Part 1, Background, Description, Performance Measures, Uncertainty and Theory; Part 2, Theoretical Framework and Models; Part 3, Planning Guidelines; and Part 4, Regional Coordination of Research and Monitoring. The Fish and Wildlife Program of the Northwest Power Planning Council (NPPC) uses three approaches to protect and enhance salmon and steelhead in the Columbia Basin: (1) enhance fish production; (2) improve passage in the mainstem rivers; and (3) revise harvest management to support the rebuilding of fish runs (NPPC 1987).   13. Lensed CMB simulation and parameter estimation

    Modelling of the weak lensing of the CMB will be crucial to obtain correct cosmological parameter constraints from forthcoming precision CMB anisotropy observations. The lensing affects the power spectrum as well as inducing non-Gaussianities. We discuss the simulation of full-sky CMB maps in the weak lensing approximation and describe a fast numerical code. The series expansion in the deflection angle cannot be used to simulate accurate CMB maps, so a pixel remapping must be used. For parameter estimation accounting for the change in the power spectrum but assuming Gaussianity is sufficient to obtain accurate results up to Planck sensitivity using current tools. A fuller analysis may be required to obtain accurate error estimates and for more sensitive observations. We demonstrate a simple full-sky simulation and subsequent parameter estimation at Planck-like sensitivity. The lensed CMB simulation and parameter estimation codes are publicly available.

    We propose and examine several statistical criteria for characterizing time series of solar irradiance. Time series of irradiance are used in analyses that seek to quantify the performance of photovoltaic (PV) power systems over time. Time series of irradiance are either measured or are simulated using models. Simulations of irradiance are often calibrated to or generated from statistics for observed irradiance and simulations are validated by comparing the simulation output to the observed irradiance. Criteria used in this comparison should derive from the context of the analyses in which the simulated irradiance is to be used. We examine three statistics that characterize time series and their use as criteria for comparing time series. We demonstrate these statistics using observed irradiance data recorded in August 2007 in Las Vegas, Nevada, and in June 2009 in Albuquerque, New Mexico.

    The activities that produce electric power typically range from extracting and transporting a fuel, to its conversion into electric power, and finally to the disposition of residual by-products. This chain of activities is called a fuel cycle. A fuel cycle has emissions and other effects that result in unintended consequences. When these consequences affect third parties (i.e., those other than the producers and consumers of the fuel-cycle activity) in a way that is not reflected in the price of electricity, they are termed ''hidden'' social costs or externalities. They are the economic value of environmental, health and any other impacts, that the price of electricity does not reflect. How do you estimate the externalities of fuel cycles? Our previous report describes a methodological framework for doing so--called the damage function approach. This approach consists of five steps: (1) characterize the most important fuel cycle activities and their discharges, where importance is based on the expected magnitude of their externalities, (2) estimate the changes in pollutant concentrations or other effects of those activities, by modeling the dispersion and transformation of each pollutant, (3) calculate the impacts on ecosystems, human health, and any other resources of value (such as man-made structures), (4) translate the estimates of impacts into economic terms to estimate damages and benefits, and (5) assess the extent to which these damages and benefits are externalities, not reflected in the price of electricity. Each step requires a different set of equations, models and analysis. Analysts generally believe this to be the best approach for estimating externalities, but it has hardly been used! The reason is that it requires considerable analysis and calculation, and to this point in time, the necessary equations and models have not been assembled. Equally important, the process of identifying and estimating externalities leads to a number of complex issues

    This study was conducted to determine the estimated radiation doses that individuals in five nearby population groups and the general population in the surrounding area may have received as a consequence of activities at a uranium processing plant in Weldon Spring, Missouri. The study is retrospective and encompasses plant operations (1957-1966), cleanup (1967-1969), and maintenance (1969-1982). The dose estimates for members of the nearby population groups are as follows. Of the three periods considered, the largest doses to the general population in the surrounding area would have occurred during the plant operations period (1957-1966). Dose estimates for the cleanup (1967-1969) and maintenance (1969-1982) periods are negligible in comparison. Based on the monitoring data, if there was a person residing continually in a dwelling 1.2 km (0.75 mi) north of the plant, this person is estimated to have received an average of about 96 mrem/yr (ranging from 50 to 160 mrem/yr) above background during plant operations, whereas the dose to a nearby resident during later years is estimated to have been about 0.4 mrem/yr during cleanup and about 0.2 mrem/yr during the maintenance period. These values may be compared with the background dose in Missouri of 120 mrem/yr.

  13. Uranium-series comminution ages of continental sediments: Case study of a Pleistocene alluvial fan

    Obtaining quantitative information about the timescales associated with sediment transport, storage, and deposition in continental settings is important but challenging. The uranium-series comminution age method potentially provides a universal approach for direct dating of Quaternary detrital sediments, and can also provide estimates of the sediment transport and storage timescales. (The word"comminution" means"to reduce to powder," reflecting the start of the comminution age clock as reduction of lithic parent material below a critical grain size threshold of ~;;50 mu m.) To test the comminution age method as a means to date continental sediments, we applied the method to drill-core samples of the glacially-derived Kings River Fan alluvial deposits in central California. Sediments from the 45 m core have independently-estimated depositional ages of up to ~;;800 ka, based on paleomagnetism and correlations to nearby dated sediments. We characterized sequentially-leached core samples (both bulk sediment and grain size separates) for U, Nd, and Sr isotopes, grain size, surface texture, and mineralogy. In accordance with the comminution age model, where 234U is partially lost from small sediment grains due to alpha recoil, we found that (234U/238U) activity ratios generally decrease with age, depth, and specific surface area, with depletions of up to 9percent relative to radioactive equilibrium. The resulting calculated comminution ages are reasonable, although they do not exactly match age estimates from previous studies and also depend on assumptions about 234U loss rates. The results indicate that the method may be a significant addition to the sparse set of available tools for dating detrital continental sediments, following further refinement. Improving the accuracy of the method requires more advanced models or measurements for both the recoil loss factor fa and weathering effects. We discuss several independent methods for obtaining fa on individual samples

We discuss a few properties of the estimator, including presenting the probability density function of the denominator of the new estimator , which is a new feature of this estimator . Finally, we present an appr oximate equation for analysis of the sensitivity of the estimator to the knowledge of the noise value.     Xcel document describes Version 1 of the the Buildings GHG Mitigation Estimator tool. This tool assists federal agencies in estimating the greenhouse gas mitigation reduction from implementing energy efficiency measures across a portfolio of buildings. It is designed to be applied to groups of office buildings, for example, at a program level (regional or site) that can be summarized at the agency level. While the default savings and cost estimates apply to office buildings, users can define their own efficiency measures, costs, and savings estimates for inclusion in the portfolio assessment. More information on user-defined measures can be found in Step 2 of the buildings emission reduction guidance.     The authors present a method of measuring the temperature of magnetic nanoparticles that can be adapted to provide in vivo temperature maps. Many of the minimally invasive therapies that promise to reduce health care costs and improve patient outcomes heat tissue to very specific temperatures to be effective. Measurements are required because physiological cooling, primarily blood flow, makes the temperature difficult to predict a priori. The ratio of the fifth and third harmonics of the magnetization generated by magnetic nanoparticles in a sinusoidal field is used to generate a calibration curve and to subsequently estimate the temperature. The calibration curve is obtained by varying the amplitude of the sinusoidal field. The temperature can then be estimated from any subsequent measurement of the ratio. The accuracy was 0.3 deg. K between 20 and 50 deg. C using the current apparatus and half-second measurements. The method is independent of nanoparticle concentration and nanoparticle size distribution.

    Compressed Natural Gas (CNG) has favorable characteristics as a vehicular fuel, in terms of fuel economy as well as emissions. Using CNG as a fuel in a series hybrid vehicle has the potential of resulting in very high fuel economy (between 26 and 30 km/liter, 60 to 70 mpg) and very low emissions (substantially lower than Federal Tier II or CARB ULEV). This paper uses a vehicle evaluation code and an optimizer to find a set of vehicle parameters that result in optimum vehicle fuel economy. The vehicle evaluation code used in this analysis estimates vehicle power performance, including engine efficiency and power, generator efficiency, energy storage device efficiency and state-of-charge, and motor and transmission efficiencies. Eight vehicle parameters are selected as free variables for the optimization. The optimum vehicle must also meet two perfect requirements: accelerate to 97 km/h in less than 10 s, and climb an infinitely long hill with a 6% slope at 97 km/h with a 272 kg (600 lb.) payload. The optimizer used in this work was originally developed in the magnetic fusion energy program, and has been used to optimize complex systems, such as magnetic and inertial fusion devices, neutron sources, and mil guns. The optimizer consists of two parts: an optimization package for minimizing non-linear functions of many variables subject to several non-linear equality and/or inequality constraints and a programmable shell that allows interactive configuration and execution of the optimizer. The results of the analysis indicate that the CNG series hybrid vehicle has a high efficiency and low emissions.     During the last 15 years, the Circum-Pacific Map Project Northwest Quadrant Panel (NWQP) has created a map inventory of geoscience data at a scale of 1:10,000,000. Now, for East Asia, a second set of thematic maps is being initiated cooperatively by the Circum-Pacific Council for Energy and Mineral Resources and the Committee for Coordination of Joint Prospecting for Mineral Resources in Asian Offshore Areas (CCOP). These new maps will constitute the East Asia Map Project, and they will present geoscience parameters at a scale of 1:2,000,000 that can be used to evaluate the potential for undiscovered resources with the application of new deposit modeling methodologies. The following map series are being compiled or are under consideration: geography, geotectonics, geophysics, mineral resources, energy resources, and hazards. The U.S, Geological Survey (USGS) is compiling the East Asia Geographic Map Series. Shorelines, rivers, and international boundaries have been computer plotted by the National Mapping Division from the most detailed version of the World Data Bank II (WDB II). This publicly available bank was hand digitized from a 1:3,000,000-scale global map compiled from a variety of sources. The East Asia series is composed of eight overlapping sheets with Lambert Azimuthal Equal-Area Projection having a common point of origin at 120{degree}E and 15{degree}N; neatlines for each sheet are 39{degree} {times} 54.4{degree}. Titles reflect each map's coverage: Sheet 1, Japan/Korea/Northeast China; Sheet 2, Southeast China; Sheet 3, Southeast Asia; Sheet 4, Philippines; Sheet 5, Malaysia/ West Indonesia; Sheet 6, East Indonesia; Sheet 7, Papua New Guinea/ Solomon Islands; and Sheet 8, Western Pacific Islands. Contours have been scribed by the USGS's Office of International Geology.

Both series and parallel configurations for the hybrid case were studied. The simulation results indicated that series hybrid buses have the greatest overall advantage in fuel economy. The series and parallel hybrid buses were predicted to produce similar carbon monoxide and hydrocarbon tailpipe emissions but were also predicted to have reduced tailpipe emissions of nitrogen oxides compared with the conventional bus in higher speed cycles. For the New York bus cycle, which has themore » lowest average speed among the cycles evaluated, the series bus tailpipe emissions were somewhat higher than they were for the conventional bus; the parallel hybrid bus had significantly lower tailpipe emissions.   4. Method of estimating pulse response using an impedance spectrum

    Electrochemical Impedance Spectrum data are used to predict pulse performance of an energy storage device. The impedance spectrum may be obtained in-situ. A simulation waveform includes a pulse wave with a period greater than or equal to the lowest frequency used in the impedance measurement. Fourier series coefficients of the pulse train can be obtained. The number of harmonic constituents in the Fourier series are selected so as to appropriately resolve the response, but the maximum frequency should be less than or equal to the highest frequency used in the impedance measurement. Using a current pulse as an example, the Fourier coefficients of the pulse are multiplied by the impedance spectrum at corresponding frequencies to obtain Fourier coefficients of the voltage response to the desired pulse. The Fourier coefficients of the response are then summed and reassembled to obtain the overall time domain estimate of the voltage using the Fourier series analysis.

    The biomass with which this report is concerned includes aquatic plants, which can be converted into liquid fuels and chemicals; organic wastes (crop residues as well as animal and municipal wastes), from which biogas can be produced via anerobic digestion; and organic or inorganic waste streams, from which hydrogen can be produced by photobiological processes. The Biomass Program Office supports research in three areas which, although distinct, all use living organisms to create the desired products. The Aquatic Species Program (ASP) supports research on organisms that are themselves processed into the final products, while the Anaerobic Digestion (ADP) and Photo/Biological Hydrogen Program (P/BHP) deals with organisms that transform waste streams into energy products. The P/BHP is also investigating systems using water as a feedstock and cell-free systems which do not utilize living organisms. This report summarizes the progress and research accomplishments of the SERI Biomass Program during FY 1982.

    RESTORE is a computer software tool that allows one to model a complex set of steps required to accomplish a goal (e.g., repair a ruptured natural gas pipeline and restore service to customers). However, the time necessary to complete step may be uncertain and may be affected by conditions, such as the weather, the time of day, the day of the week. Therefore, "nature" can influence which steps are taken and the time needed tomore » complete each step. In addition, the tool allows one to model the costs for each step, which also may be uncertain. RESTORE allows the user to estimate the time and cost, both of which may be uncertain, to achieve an intermediate stage of completion, as well as overall completion. The software also makes it possible to model parallel, competing groups of activities (i.e., parallel paths) so that progreSs at a ‘merge point’ can proceed before other competing activities are completed. For example, RESTORE permits one to model a workaround and a simultaneous complete repair to determine a probability distribution for the earliest time service can be restored to a critical customer. The tool identifies the ‘most active path’ through the network of tasks, which is extremely important information for assessing the most effective way to speed-up or slow-down progress. Unlike other project planning and risk analysis tools, RESTORE provides an intuitive, graphical, and object-oriented environment for structuring a model and setting its parameters.« less

  19. Convergence of statistical moments of particle density time series in scrape-off layer plasmas

    Particle density fluctuations in the scrape-off layer of magnetically confined plasmas, as measured by gas-puff imaging or Langmuir probes, are modeled as the realization of a stochastic process in which a superposition of pulses with a fixed shape, an exponential distribution of waiting times, and amplitudes represents the radial motion of blob-like structures. With an analytic formulation of the process at hand, we derive expressions for the mean squared error on estimators of sample mean and sample variance as a function of sample length, sampling frequency, and the parameters of the stochastic process. Employing that the probability distribution function of a particularly relevant stochastic process is given by the gamma distribution, we derive estimators for sample skewness and kurtosis and expressions for the mean squared error on these estimators. Numerically, generated synthetic time series are used to verify the proposed estimators, the sample length dependency of their mean squared errors, and their performance. We find that estimators for sample skewness and kurtosis based on the gamma distribution are more precise and more accurate than common estimators based on the method of moments.

  20. Combined Scanning Transmission Electron Microscopy Tilt- and Focal Series

    In this study, a combined tilt- and focal series is proposed as a new recording scheme for high-angle annular dark-field scanning transmission electron microscopy (STEM) tomography. Three-dimensional (3D) data were acquired by mechanically tilting the specimen, and recording a through-focal series at each tilt direction. The sample was a whole-mount macrophage cell with embedded gold nanoparticles. The tilt focal algebraic reconstruction technique (TF-ART) is introduced as a new algorithm to reconstruct tomograms from such combined tilt- and focal series. The feasibility of TF-ART was demonstrated by 3D reconstruction of the experimental 3D data. The results were compared with a conventional STEM tilt series of a similar sample. The combined tilt- and focal series led to smaller missing wedge artifacts, and a higher axial resolution than obtained for the STEM tilt series, thus improving on one of the main issues of tilt series-based electron tomography.

  2. Estimates of Savings Achievable from Irrigation Controller

    This paper performs a literature review and meta-analysis of water savings from several types of advanced irrigation controllers: rain sensors (RS), weather-based irrigation controllers (WBIC), and soil moisture sensors (SMS).The purpose of this work is to derive average water savings per controller type, based to the extent possible on all available data. After a preliminary data scrubbing, we utilized a series of analytical filters to develop our best estimate of average savings. We applied filters to remove data that might bias the sample such as data self-reported by manufacturers, data resulting from studies focusing on high-water users, or data presented in a non-comparable format such as based on total household water use instead of outdoor water use. Because the resulting number of studies was too small to be statistically significant when broken down by controller type, this paper represents a survey and synthesis of available data rather than a definitive statement regarding whether the estimated water savings are representative.

    A flow chart depicting energy flow in the transportation sector of the United States economy in 2005 has been constructed from publicly available data and estimates of national energy use patterns. Approximately 31,000 trillion British Thermal Units (trBTUs) of energy were used throughout the United States in transportation activities. Vehicles used in these activities include automobiles, motorcycles, trucks, buses, airplanes, rail, and ships. The transportation sector is powered primarily by petroleum-derived fuels (gasoline, diesel and jet fuel). Biomass-derived fuels, electricity and natural gas-derived fuels are also used. The flow patterns represent a comprehensive systems view of energy used within the transportation sector.

    This report presents a complete series of annual estimates of purchased energy used by the manufacturing sector of the US economy, for the years 1974 to 1988. These estimates interpolate over gaps in the actual data collections, by deriving estimates for the missing years 1982--1984 and 1986--1987. For the purposes of this report, ``purchased`` energy is energy brought from offsite for use at manufacturing establishments, whether the energy is purchased from an energy vendor or procured from some other source. The actual data on purchased energy comes from two sources, the US Department of Commerce Bureau of the Census`s Annual Survey of Manufactures (ASM) and EIA`s Manufacturing Energy Consumption Survey (MECS). The ASM provides annual estimates for the years 1974 to 1981. However, in 1982 (and subsequent years) the scope of the ASM energy data was reduced to collect only electricity consumption and expenditures and total expenditures for other purchased energy. In 1985, EIA initiated the triennial MECS collecting complete energy data. The series equivalent to the ASM is referred to in the MECS as ``offsite-produced fuels.``

    Two of the central questions in igneous geochemistry that study of radioactive disequilibria can help to answer are: what are the rates of magma genesis; and what are the timescales of magma separation and transport. In addition to the temporal information that may be extracted from disequilibria data, the {sup 230}Th/{sup 232}Th of a young rock may be used as a tracer of the Th/U ratio of its source region. Measurements were made by isotope dilution alpha-spectrometry of {sup 238}U, {sup 234}U, {sup 230}Th, and {sup 232}Th in 20 subduction related, 3 oceanic intraplate, and 10 continental intraplate volcanics. {sup 210}Pb was measured in all, {sup 226}Ra was measured in about half, and {sup 228}Th was measured in 10 of the most recent samples. Disequilibrium between {sup 228}Th and {sup 232}Th was found only in the Nacarbonatite samples from Oldoinyo Lengai volcano in Tanzania, which is attributable to {sup 228}Ra/{sup 232}Th {approximately} 27 at the time of eruption. These rocks also have {sup 226}Ra/{sup 230}Th > 60. Three Ra-enrichment models are developed which constrain carbonatite magma formation at less than 20 years before eruption. The effects of different partial melting processes on the {sup 238}U decay series are investigated. If mid-ocean ridge basalts are formed by a dynamic melting process, the {sup 230}Th/{sup 232}Th of the basalts provides a minimum estimate of the Th/U ratio of the source region. The {sup 238}U enrichment in arc volcanics is probably the results of metasomatism of the source by fluids derived from the subducting slab, and the {sup 230}Th enrichment observed for other volcanics is probably due to the partial melting process in the absence of U-bearing fluids.

    The U.S. Army Corps of Engineers (USACE) is conducting a cleanup of radiologically contaminated properties under the Formerly Utilized Sites Remedial Action Program (FUSRAP). The largest cost element for most of the FUSRAP sites is the transportation and disposal of contaminated soil. Project managers and engineers need an estimate of the volume of contaminated soil to determine project costs and schedule. Once excavation activities begin and additional remedial action data are collected, the actual quantity of contaminated soil often deviates from the original estimate, resulting in cost and schedule impacts to the project. The project costs and schedule need to be frequently updated by tracking the actual quantities of excavated soil and contaminated soil remaining during the life of a remedial action project. A soil volume estimate tracking methodology was developed to provide a mechanism for project managers and engineers to create better project controls of costs and schedule. For the FUSRAP Linde site, an estimate of the initial volume of in situ soil above the specified cleanup guidelines was calculated on the basis of discrete soil sample data and other relevant data using indicator geostatistical techniques combined with Bayesian analysis. During the remedial action, updated volume estimates of remaining in situ soils requiring excavation were calculated on a periodic basis. In addition to taking into account the volume of soil that had been excavated, the updated volume estimates incorporated both new gamma walkover surveys and discrete sample data collected as part of the remedial action. A civil survey company provided periodic estimates of actual in situ excavated soil volumes. By using the results from the civil survey of actual in situ volumes excavated and the updated estimate of the remaining volume of contaminated soil requiring excavation, the USACE Buffalo District was able to forecast and update project costs and schedule. While the series solution in powers of 1/{radical}(E{sub n}) from (b) is known to diverge, we show that the one from (a) converges. We show then that asymptotic re-expansion of the convergent series from (a) agrees with the divergent series from (b). Actually, we have been able to show the agreement only up to order (1/{radical}(E{sub n})){sup 5}, but we believe that it holds to all orders.     Office of Highway Policy Information to develop a new methodology to generate annual estimates of average fuel efficiency and number of motor vehicles registered by vehicle class for Table VM-1 of the Highway Statistics annual publication. This paper describes the new methodology developed under this effort and compares the results of the existing manual method and the new systematic approach. The methodology developed under this study takes a two-step approach. First, the preliminary fuel efficiency rates are estimated based on vehicle stock models for different classes of vehicles. Then, a reconciliation model is used to adjust the initial fuel consumption rates from the vehicle stock models and match the VMT information for each vehicle class and the reported total fuel consumption. This reconciliation model utilizes a systematic approach that produces documentable and reproducible results. The basic framework utilizes a mathematical programming formulation to minimize the deviations between the fuel economy estimates published in the previous year s Highway Statistics and the results from the vehicle stock models, subject to the constraint that fuel consumptions for different vehicle classes must sum to the total fuel consumption estimate published in Table MF-21 of the current year Highway Statistics. The results generated from this new approach provide a smoother time series for the fuel economies by vehicle class. It also utilizes the most up-to-date and best available data with sound econometric models to generate MPG estimates by vehicle class.
