    Section 1.3 of the Operational Procedure entitled Enforcement of DOE Nuclear Safety Requirements under Price-Anderson Amendments Act of 1988, published in June 1998, provides the opportunity for the Office of Enforcement and Investigation (EH Enforcement) to issue clarifying guidance in a timely manner with respect to the processes used in its enforcement activities. The focus of this enforcement guidance clarifies internal dosimetry program requirements identified by the Department of Energy’s nuclear safety requirements in 10 CFR 835 (Occupational Radiation Protection Programs) and 10 CFR 830.120 (Quality Assurance Requirements). To develop the enforcement guidance, EH Enforcement convened a DOE working group which included representatives from the Field Office elements and the Office of Worker Protection Programs and Hazards Management, which is the office responsible for the content and technical clarifications of 10 CFR 835. The guide discusses the following areas: (1) prospective determination of employees that are “likely to receive” 100 millirem (mrem) or greater per 10 CFR 835.402, (Individual Monitoring); (2) application of enforcement policy in taking credit for respiratory protection in prospective determinations; (3) use of contractor’s policies regarding personnel internal exposure to radioactive material; (4) As Low As Reasonably Achievable (ALARA) programs; (5) clarification of enforcement with regard to internal dosimetry programs; and Final Comments.

    Mixed Waste Integrated Program (MWIP) is sponsored by the US Department of Energy (DOE), Office of Technology Development, Waste Management Division. The strategic objectives of MWIP are defined in the Mixed Waste Integrated Program Strategic Plan, and expanded upon in the MWIP Program Management Plan. This MWIP Quality Assurance Requirement Plan (QARP) applies to mixed waste treatment technologies involving both hazardous and radioactive constituents. As a DOE organization, MWIP is required to develop, implement, and maintain a written Quality Assurance Program in accordance with DOE Order 4700.1 Project Management System, DOE Order 5700.6C, Quality Assurance, DOE Order 5820.2A Radioactive Waste Management, ASME NQA-1 Quality Assurance Program Requirements for Nuclear Facilities and ANSI/ASQC E4-19xx Specifications and Guidelines for Quality Systems for Environmental Data Collection and Environmental Technology Programs. The purpose of the MWIP QA program is to establish controls which address the requirements in 5700.6C, with the intent to minimize risks and potential environmental impacts; and to maximize environmental protection, health, safety, reliability, and performance in all program activities. QA program controls are established to assure that each participating organization conducts its activities in a manner consistent with risks posed by those activities.

    As time has passed, the various Cyclotron programs have changed over the years. In the ''early'' times of Cyclotron operations, the emphasis was on a more single sided approach such as Clinical or Research or Production. However, as time passed, the disciplines became more interconnected until today, it is unusual to have a Cyclotron and only have a single program unless it is pure production. More and more, especially in public areas such as Universities or Health Centers, you are seeing programs that do all three types of disciplines: Production; Clinical or Patient Diagnostics and/or Treatment; and Research, either in the development and manufacture of new Radio-Isotopes, new Diagnostic or Therapeutic Compound Development, or Clinical Research involving subject testing. While all three of these disciplines have some common requirements, they also have some very different requirements that may be completely counterproductive to other requirements. For a program where all three disciplines are required to be successful, it is necessary come up with some sort of compromise that meets all the various requirements. During this talk, we will try to identify some of these different requirements for the various disciplines and how these could impact the other disciplines. We will also discuss ideas for some possible compromises that might reduce the conflict between the various disciplines.

    Many of the United States’ hazardous and radioactively contaminated waste sites will not be sufficiently remediated to allow unrestricted land use because funding and technology limitations preclude cleanup to pristine conditions. This means that after cleanup is completed, the Department of Energy will have long-term stewardship responsibilities to monitor and safeguard more than 100 sites that still contain residual contamination. Long-term stewardship encompasses all physical and institutional controls, institutions, information, and other mechanisms required to protect human health and the environment from the hazards remaining. The Department of Energy Long-Term Stewardship National Program is in the early stages of development, so considerable planning is still required to identify all the specific roles and responsibilities, policies, and activities needed over the next few years to support the program’s mission. The Idaho National Engineering and Environmental Laboratory was tasked with leading the development of Science and Technology within the Long-Term Stewardship National Program. As part of that role, a task was undertaken to identify the existing science and technology related requirements, identify gaps and conflicts that exist, and make recommendations to the Department of Energy for future requirements related to science and technology requirements for long-term stewardship. This work is summarized in this document.

    Although remarkable progress has been made in developing technologies for the clean and efficient utilization of coal, the biggest challenge in the utilization of coal is still the protection of the environment. Specifically, electric utilities face increasingly stringent restriction on the emissions of NO{sub x} and SO{sub x}, new mercury emission standards, and mounting pressure for the mitigation of CO{sub 2} emissions, an environmental challenge that is greater than any they have previously faced. The Utah Clean Coal Program addressed issues related to innovations for existing power plants including retrofit technologies for carbon capture and sequestration (CCS) or green field plants with CCS. The Program focused on the following areas: simulation, mercury control, oxycoal combustion, gasification, sequestration, chemical looping combustion, materials investigations and student research experiences. The goal of this program was to begin to integrate the experimental and simulation activities and to partner with NETL researchers to integrate the Program's results with those at NETL, using simulation as the vehicle for integration and innovation. The investigators also committed to training students in coal utilization technology tuned to the environmental constraints that we face in the future; to this end the Program supported approximately 12 graduate students toward the completion of their graduate degree in addition to numerous undergraduate students. With the increased importance of coal for energy independence, training of graduate and undergraduate students in the development of new technologies is critical.

    The Digital Architecture effort is a part of the Department of Energy (DOE) sponsored Light-Water Reactor Sustainability (LWRS) Program conducted at Idaho National Laboratory (INL). The LWRS program is performed in close collaboration with industry research and development (R&D) programs that provides the technical foundations for licensing and managing the long-term, safe, and economical operation of current nuclear power plants (NPPs). One of the primary missions of the LWRS program is to help the U.S. nuclear industry adopt new technologies and engineering solutions that facilitate the continued safe operation of the plants and extension of the current operating licenses. Therefore, a major objective of the LWRS program is the development of a seamless digital environment for plant operations and support by integrating information from plant systems with plant processes for nuclear workers through an array of interconnected technologies. In order to get the most benefits of the advanced technology suggested by the different research activities in the LWRS program, the nuclear utilities need a digital architecture in place to support the technology. A digital architecture can be defined as a collection of information technology (IT) capabilities needed to support and integrate a wide-spectrum of real-time digital capabilities for nuclear power plant performance improvements. It is not hard to imagine that many processes within the plant can be largely improved from both a system and human performance perspective by utilizing a plant wide (or near plant wide) wireless network. For example, a plant wide wireless network allows for real time plant status information to easily be accessed in the control room, field workers’ computer-based procedures can be updated based on the real time plant status, and status on ongoing procedures can be incorporated into smart schedules in the outage command center to allow for more accurate planning of critical tasks.     The 1992 Monitoring Activities Review (MAR) is directed at the Radiological Environment Surveillance Program (RESP) activities at the Radioactive Waste Management Complex (RWMC) of Idaho Engineering Laboratory (INEL). MAR panelists studied RESP documents and discussed their concerns with Environmental Monitoring Unit (EMU) staff and other panel members. These concerns were subsequently consolidated into a collection of recommendations with supporting discussions. Recommendations focus on specific monitoring activities, as well as the overall program. The MAR report also contains pertinent comments that should not require further action.

The Quality System Requirements (OSR) for the Hanford Site integrates quality assurance requirements from the US Department of Energy Orders, the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement), and applicable industry standards into a single source document for the development of quality systems applicable to the Environmental Restoration Program activities. This document, based on fifteen criteria and divided intro three parts, provides user organizations with the flexibility to incorporate only those criteria and parts applicable to their specific scopes of work. The requirements of this document shall be applied to activities that affect quality based on a graded approach that takes into consideration the risk inherent in, as well as the importance of, specific items, services, and activities in terms of meeting ER Program objectives and customer expectations.     The Field Operations Program is an electric vehicle testing and evaluation program sponsored by US Department of Energy and managed by the Idaho National Engineering and Environmental Laboratory. The Program's goals are to evaluate electric vehicles in real-world applications and environments, support electric vehicle technology advancement, develop infrastructure elements necessary to support significant electric vehicle use, support increased use of electric vehicles in federal fleets, and increase overall awareness and acceptance of electric vehicles. This report covers Program activities from fiscal year 1997 through mid-fiscal year 1999. The Field Operations Program succeeded the Site Operator Program, which ended in September 1996. Electric vehicle testing conducted by the Program includes baseline performance testing (EV America testing), accelerated reliability (life-cycle) testing, and fleet testing. The baseline performance parameters include accelerations, braking, range, energy efficiency, and charging time. The Program collects accelerated reliability and fleet operations data on electric vehicles operated by the Program's Qualified Vehicle Testing (QVT) partners. The Program's QVT partners have over 3 million miles of electric vehicle operating experience.

    The US has placed certain special nuclear materials declared excess to their strategic needs under international safeguards through the International Atomic Energy Agency (IAEA). This Presidential initiative has obligated materials at several Department of Energy (DOE) facilities for these safeguards activities to demonstrate the willingness of the US to ban production or use of nuclear materials outside of international safeguards. However, IAEA inspection activities generally tend to be intrusive in nature and are not consistent with several domestic safeguards procedures implemented to reduce worker radiation exposures and increase the cost-effectiveness and efficiency of accounting for and storing of special nuclear materials. To help identify and provide workable solutions to these concerns, the Office of Safeguards and Security has conducted a program to determine possible changes to the DOE safeguards and security requirements designed to help facilities under international safeguards inspections more easily comply with domestic safeguards goals during international inspection activities. This paper will discuss the impact of international inspection activities on facility safeguards operations and departmental safeguards procedures and policies.

    Generalized computer codes capable of forming the basis for numerical models of fractured rock masses are being used within the NWTS program. Little additional development of these codes is considered justifiable, except in the area of representation of discrete fractures. On the other hand, model preparation requires definition of medium-specific constitutive descriptions and site characteristics and is therefore legitimately conducted by each of the media-oriented projects within the National Waste Terminal Storage program. However, it is essential that a uniform approach to the role of numerical modeling be adopted, including agreement upon the contribution of modeling to the design and licensing process and the need for, and means of, model qualification for particular purposes. This report discusses the role of numerical modeling, reviews the capabilities of several computer codes that are being used to support design or performance assessment, and proposes a framework for future numerical modeling activities within the NWTS program.

    Chapter III of the US Department of Energy (DOE) Order 5820.2A (DOE 1988) specifies requirements for the management of facilities that were used for the disposal of radioactive solid low-level waste (LLW) on or after the date of the order (September 26, 1988). Activities in Solid Waste Storage Area (SWSA) 6 at Oak Ridge National Laboratory (ORNL) are governed by Chapter III. Chapter II of 5820.2A covers the transuranic (TRU) waste storage areas in SWSA 5 North at ORNL. Both chapters require environmental monitoring to provide early warning of leaks before such leaks pose a threat to human health or the environment. Chapter III also requires the monitoring of LLW disposal facilities so that their performance can be evaluated. In order to comply with this Order, the Environmental Sciences Division (ESD) at ORNL implements the Active Sites Environmental Monitoring Program (ASEMP) for the Radioactive Solid Waste Operations (RSWO) Department within the Waste Management and Remedial Action Division (WMRAD) at ORNL. The scope of the ASEMP includes all ORNL waste disposal sites that were active on or after the date of the Order and that are under the operational control of the RSWO Department of WMRAD. This report continues a series of annual and semiannual reports that present the results of ASEMP monitoring activities. This report details monitoring data for fiscal year (FY) 1994 and is divided into three major areas: SWSA 6, including the Interim Waste Management Facility (IWMF) and the Hillcut Disposal Test Facility (HDTF), the low-level Liquid-Waste Solidification Project (LWSP), and the TRU-waste storage areas in SWSA 5 N.     These are the proceedings of the Public Workshop on the US Nuclear Regulatory Commission`s Program for Elimination of Requirements Marginal to Safety. The workshop was held at the Holiday Inn, Bethesda, on April 27 and 28, 1993. The purpose of the workshop was to provide an opportunity for public and industry input to the program. The workshop addressed the institutionalization of the program to review regulations with the purpose of eliminating those that are marginal. The objective is to avoid the dilution of safety efforts. One session was devoted to discussion of the framework for a performance-based regulatory approach. In addition, panelists and attendees discussed scope, schedules and status of specific regulatory items: containment leakage testing requirements, fire protection requirements, requirements for environmental qualification of electrical equipment, requests for information under 10CFR50.54(f), requirements for combustible gas control systems, and quality assurance requirements.

    This report summarizes the activities of the Active Sites Environmental Monitoring Program (ASEMP) at ORNL from October 1991 through September 1992. Solid Waste Operations and the Environmental Sciences Division established ASEMP in 1989 to provide early detection and performance monitoring at active low-level waste (LLW) disposal sites in Solid Waste Storage Area (SWSA) 6 and transuranic (TRU) waste storage sites in SWSA 5 as required by Chapter 2 and 3 of US Department of Energy Order 5820.2A. The Interim Waste Management Facility (IWMF) began operation in December 1991. Monitoring results from the tumulus and IWMF disposal pads continue to indicate that no LLW is leaching from the storage vaults. Storm water falling on the IWMF active pad was collected and transported to the Process Waste Treatment Plant while operators awaited approval of the National Pollutant Discharge Elimination System (NPDES) permit. Several of the recent samples collected from the active IWMF pad had pH levels above the NPDES limit of 9.0 because of alkali leached from the concrete. The increase in gross beta activity has been slight; only 1 of the 21 samples collected contained activity above the 5.0 Bq/L action level. Automated sample-collection and flow-measurement equipment has been installed at IWMF and is being tested. The flume designed to electronically measure flow from the IWMF pads and underpads is too large to be of practical value for measuring most flows at this site. Modification of this system will be necessary. A CO{sub 2} bubbler system designed to reduce the pH of water from the pads is being tested at IWMF.

    Brookhaven National (BNL) Laboratory is a multidisciplinary laboratory that carries out basic and applied research in the physical, biomedical, and environmental sciences, and in selected energy technologies. It is managed by Brookhaven Science Associates, LLC, under contract with the U. S. Department of Energy. BNL's total annual budget has averaged about $450 million. There are about 3,000 employees, and another 4,500 guest scientists and students who come each year to use the Laboratory's facilities and work with the staff. The BNL Laboratory Directed Research and Development (LDRD) Program reports its status to the U.S. Department of Energy (DOE) annually in March, as required by DOE Order 4 1 3.2A, ''Laboratory Directed Research and Development,'' January 8, 2001, and the LDRD Annual Report guidance, updated February 12, 1999. The LDRD Program obtains its funds through the Laboratory overhead pool and operates under the authority of DOE Order 413.2A. The goals and objectives of BNL's LDRD Program can be inferred from the Program's stated purposes. These are to (1) encourage and support the development of new ideas and technology, (2) promote the early exploration and exploitation of creative and innovative concepts, and (3) develop new ''fundable'' R&D projects and programs. The emphasis is clearly articulated by BNL to be on supporting exploratory research ''which could lead to new programs, projects, and directions'' for the Laboratory. As one of the premier scientific laboratories of the DOE, BNL must continuously foster groundbreaking scientific research.     The objectives of the assessment were to identify: research needs by topic and activity, relative priority of research needs, options for performing needed research, potential performers, costs and duration of R and D activities, gaps and duplications within the R and D program, and activities underway that appear to be of low priority. To achieve these objectives, research programs of the Division of Solar Thermal Technologies within the Office of Renewable Energy and Conservation and the Materials and Advanced Energy Programs of the Office of Basic Energy Sciences were reviewed. Several recent assessments of solar thermal research needs made within the past two years by various groups were also reviewed, and the key research issues and needs were extracted. The primary results from the assessment are a set of prioritized activities to meet the most important research needs for solar thermal technologies. These activities belong to four disciplines: materials science, thermal science, thermochemistry, and engineering. Further, priorities associated with the needs for research result from the various activities allow the recommended activities to be grouped into two categories; a core group which should be at the heart of any future program developed by the department, and a set of important needs that should, at least, find their way into a program at some time during its existence. The recommended research program is outlined, and the complete set of ranked research needs is listed.

    Brookhaven National Laboratory (BNL) is a multidisciplinary laboratory that maintains a primary mission focus the physical sciences, energy sciences, and life sciences, with additional expertise in environmental sciences, energy technologies, and national security. It is managed by Brookhaven Science Associates, LLC, (BSA) under contract with the U. S. Department of Energy (DOE). BNL's Fiscal year 2008 budget was $531.6 million. There are about 2,800 employees, and another 4,300 guest scientists and students who come each year to use the Laboratory's facilities and work with the staff. The BNL Laboratory Directed Research and Development (LDRD) Program reports its status to the U.S. Department of Energy (DOE) annually in March, as required by DOE Order 413.2B, 'Laboratory Directed Research and Development,' April 19, 2006, and the Roles, Responsibilities, and Guidelines for Laboratory Directed Research and Developlnent at the Department of Energy/National Nuclear Security Administration Laboratories dated June 13, 2006. Accordingly, this is our Annual Report in which we describe the Purpose, Approach, Technical Progress and Results, and Specific Accomplishments of all LDRD projects that received funding during Fiscal Year 2008. BNL expended $12 million during Fiscal Year 2008 in support of 69 projects. The program has two categories, the annual Open Call LDRDs and Strategic LDRDs, which combine to meet the overall objectives of the LDRD Program. Proposals are solicited annually for review and approval concurrent with the next fiscal year, October 1.     This report of the Integrated Program Planning Activity (IPPA) has been prepared in response to a recommendation by the Secretary of Energy Advisory Board that, ''Given the complex nature of the fusion effort, an integrated program planning process is an absolute necessity.'' We, therefore, undertook this activity in order to integrate the various elements of the program, to improve communication and performance accountability across the program, and to show the inter-connectedness and inter-dependency of the diverse parts of the national fusion energy sciences program. This report is based on the September 1999 Fusion Energy Sciences Advisory Committee's (FESAC) report ''Priorities and Balance within the Fusion Energy Sciences Program''. In its December 5,2000, letter to the Director of the Office of Science, the FESAC has reaffirmed the validity of the September 1999 report and stated that the IPPA presents a framework and process to guide the achievement of the 5-year goals listed in the 1999 report. The National Research Council's (NRC) Fusion Assessment Committee draft final report ''An Assessment of the Department of Energy's Office of Fusion Energy Sciences Program'', reviewing the quality of the science in the program, was made available after the IPPA report had been completed. The IPPA report is, nevertheless, consistent with the recommendations in the NRC report. In addition to program goals and the related 5-year, 10-year, and 15-year objectives, this report elaborates on the scientific issues associated with each of these objectives. The report also makes clear the relationships among the various program elements, and cites these relationships as the reason why integrated program planning is essential.     At the present time, final repository criteria have not been issued by the responsible agencies. This document describes general objectives, requirements, and criteria that the DOE intends to apply in the interim to the National Waste Terminal Storage (NWTS) Program. These objectives, requirements, and criteria have been developed on the basis of DOE's analysis of what is needed to achieve the National objective of safe waste disposal in an environmentally acceptable and economic manner and are expected to be consistent with anticipated regulatory standards. The qualitative statements in this document address the broad issues of public and occupational health and safety, institutional acceptability, engineering feasibility, and economic considerations. A comprehensive set of criteria, general and project specific, of which these are a part, will constitute a portion of the technical basis for preparation and submittal by the DOE of formal documents to support future license applications for nuclear waste repositories.

    The principal purpose of DOE Cooperative Agreement DE-FC28-04RW12232 is to develop and continue providing the public and the U.S. Department of Energys (DOE) Office of Civilian Radioactive Waste Management (OCRWM) with an independently derived, unbiased body of scientific and engineering data concerning the study of Yucca Mountain as a potential high-level radioactive waste repository. Under this agreement, the Nevada System of Higher Education (NSHE), formerly the University and Community College System of Nevada (UCCSN), performs scientific or engineering research, and maintains and fosters collaborative working relationships between government and academic researchers. In performing these activities, the NSHE has already developed and implemented a Quality Assurance (QA) program, which was accepted by the DOE Office of Quality Assurance, under the previous Cooperative Agreement Number DE-FC28-98NV12081. The following describes the objectives of Project Activity 002 Quality Assurance Program under cooperative agreement DE-FC28-04RW12232. The objective of this QA program was to assure that data produced under the cooperative agreement met the OCRWM QA Requirements and Description (QARD) requirements for quality-affecting (Q) data. The QA Program was written to address specific QARD requirements historically identified and incorporated in Q activities to the degree appropriate for the nature, scope, and complexity of the activity. Additional QARD requirements were integrated into the program when required to complete a specific activity. NSHE QA staff developed a detailed matrix to address each QARD element, identifying the applicable requirements and specifying where each requirement is addressed in the QA program procedures, or identify requirements as not applicable to the QA program.     The Occupational Safety and Health Administration promulgates and enforces regulations that govern the health and safety of workers. OSHA rules often are considered to govern what happens {open_quotes}inside the fence line,{close_quotes} or within the physical boundaries of the facility. In some ways, the U.S. Environmental Protection Agency takes over where OSHA leaves off. The U.S. EPA is responsible for environmental programs {open_quotes}outside the fence line.{close_quotes} The concept is as simple as drawing a line, or is it? Anyone developing and implementing compliance programs, whether for OSHA or EPA, will tell you nothing is that simple. EPA`s recent promulgation of rules pertaining to risk management programs is a case in point. A new EPA rule is intended to compliment OSHA requirements under the Process Safety Management (PSM) rule. Under the OSHA rule, plant operators developed programs that ensure safe measures are in use when handling certain chemicals. During the past three years, waste-to-energy facilities faced difficult decisions when complying with the PSM requirements. Earlier this year, the US EPA promulgated its 112(r)(7) rule that is intended to `complement` OSHA`s PSM requirements. This is not always the case. Unfortunately, these new Clean Air Act requirements do not always complement, but may instead confuse plant operators. For example, EPA`s 112(r) rule may force plant operators to change, once again, their decisions on the use of selected chemicals. The US EPA estimates that approximately 66,000 facilities, including the 114 waste-to-energy facilities nationwide, may be affected by the list and risk management planning rules. The facilities include chemical and many other manufacturers, cold storage facilities with ammonia refrigeration systems, public water treatment systems, wholesalers and distributors of these chemicals, propane retailers, utilities, and federal facilities.

  12. Required Assets for a Nuclear Energy Applied R&D Program

    This report is one of a set of three documents that have collectively identified and recommended research and development capabilities that will be required to advance nuclear energy in the next 20 to 50 years. The first report, Nuclear Energy for the Future: Required Research and Development Capabilities—An Industry Perspective, was produced by Battelle Memorial Institute at the request of the Assistant Secretary of Nuclear Energy. That report, drawn from input by industry, academia, and Department of Energy laboratories, can be found in Appendix 5.1. This Idaho National Laboratory report maps the nuclear-specific capabilities from the Battelle report onto facility requirements, identifying options from the set of national laboratory, university, industry, and international facilities. It also identifies significant gaps in the required facility capabilities. The third document, Executive Recommendations for Nuclear R&D Capabilities, is a letter report containing a set of recommendations made by a team of senior executives representing nuclear vendors, utilities, academia, and the national laboratories (at Battelle’s request). That third report can be found in Appendix 5.2. The three reports should be considered as set in order to have a more complete picture. The basis of this report was drawn from three sources: previous Department of Energy reports, workshops and committee meetings, and expert opinion. The facilities discussed were winnowed from several hundred facilities that had previously been catalogued and several additional facilities that had been overlooked in past exercises. The scope of this report is limited to commercial nuclear energy and those things the federal government, or more specifically the Office of Nuclear Energy, should do to support its expanded deployment in order to increase energy security and reduce carbon emissions.   13. SU-E-P-03: Implementing a Low Dose Lung Screening CT Program Meeting Regulatory Requirements

    Purpose: To provide information pertaining to IROC Houston QA Center's (RPC) credentialing process for institutions participating in NCI-sponsored clinical trials. Purpose: Provide guidance to the Radiology Departments with the intent of implementing a Low Dose CT Screening Program using different CT Scanners with multiple techniques within the framework of the required state regulations. Method: State Requirements for the purpose of implementing a Low Dose CT Lung Protocol required working with the Radiology and Pulmonary Department in setting up a Low Dose Screening Protocol designed to reduce the radiation burden to the patients enrolled. Radiation dose measurements (CTDIvol) for various CT manufacturers (Siemens16, Siemens 64, Philips 64, and Neusoft128) for three different weight based protocols. All scans were reviewed by the Radiologist. Prior to starting a low dose lung screening protocol, information had to be submitted to the state for approval. Performing a Healing Arts protocol requires extensive information. This not only includes name and address of the applicant but a detailed description of the disease, the x-ray examination and the population to be examined. The unit had to be tested by a qualified expert using the technique charts. The credentials of all the operators, the supervisors and the Radiologists had to be submitted to the state. Results: All the appropriate documentation was sent to the state for review. The measured results between the Low Dose Protocol versus the default Adult Chest Protocol showed that there was a dose reduction of 65% for small (100-150 lb.) patient, 75% for the Medium patient (151-250 lbs.), and a 55% reduction for the Large patient ( over 250 lbs.). Conclusion: Measured results indicated that the Low Dose Protocol indeed lowered the screening patient's radiation dose and the institution was able to submit the protocol to the State's regulators.

    This report was prepared to support development of the Department of Energy Environmental Management cost infrastructure -- a new capability to independently estimate and analyze costs. Currently, the cost data are reported according to a structure that blends level of effort tasks with product and process oriented tasks. Also. the budgetary inputs are developed from prior year funding authorizations and from contractor-developed parametric estimates that have been adjusted to planned funding levels or appropriations. Consequently, it is difficult for headquarters and field-level activities to use actual cost data and technical requirements to independently assess the costs generated and identify trends, potential cost savings from process improvements, and cost reduction strategies.

  15. Implementation of the Clean Air Act, Title V operating permit program requirements for the U.S. DOE Oak Ridge Reservation facilities

    Title V of the Clean Air Act (CAA) establishes a new permit program requiring major sources and sources subject to Title III (Hazardous Air Pollutants) to obtain a state operating permit. Historically, most states have issued operating permits for individual emission units. Under the Title V permit program, a single permit will be issued for all of the emission units at the facility much like the current National Pollutant Discharge Elimination System (NPDES) permit program. The permit will specify all reporting, monitoring, and record-keeping requirements for the facility. Sources required to obtain permits include (a) major sources that emit 100 tons per year or more of any criteria air contaminant, (b) any source subject to the HAP provisions of Title III, (c) any source subject to the acid rain provisions of Title IV, (d) any source subject to New Source Performance Standards, and (e) any source subject to new source review under the nonattainment or Prevention of Significant Deterioration provisions. The State of Tennessee Title V Operating Permit Program was approved by EPA on August 28, 1996. This paper will provide details of initiatives underway at US Department of Energy (DOE) Oak Ridge Reservation (ORR) Facilities for implementation of requirements under the Title V Operating Permit Program. The ORR encompasses three DOE Facilities: the Y-12 Plant, Oak Ridge National Laboratory (ORNL), and the East Tennessee Technology Park (ETTP). The Y-12 Plant manufactures component parts for the national nuclear weapons program; the ORNL is responsible for research and development activities including nuclear engineering, engineering technologies, and the environmental sciences; and the ETTP conducts a variety of research and development activities and is the home of a mixed waste incinerator. Each of the three DOE Facilities is considered a major source under Title V of the CAA.

    Information on performance assessment capabilities and activities was collected from eight DOE sites. All eight sites either currently dispose of low-level radioactive waste (LLW) or plan to dispose of LLW in the near future. A survey questionnaire was developed and sent to key individuals involved in DOE Order 5820.2A performance assessment activities at each site. The sites surveyed included: Hanford Site (Hanford), Idaho National Engineering Laboratory (INEL), Los Alamos National Laboratory (LANL), Nevada Test Site (NTS), Oak Ridge National Laboratory (ORNL), Paducah Gaseous Diffusion Plant (Paducah), Portsmouth Gaseous Diffusion Plant (Portsmouth), and Savannah River Site (SRS). The questionnaire addressed all aspects of the performance assessment process; from waste source term to dose conversion factors. This report presents the information developed from the site questionnaire and provides a comparison of site-specific performance assessment approaches, data needs, and ongoing and planned activities. All sites are engaged in completing the radioactive waste disposal facility performance assessment required by DOE Order 5820.2A. Each site has achieved various degrees of progress and have identified a set of critical needs. Within several areas, however, the sites identified common needs and questions.

  17. UTSI/CFFF MHD PROGRAM COMPLETION AND RELATED ACTIVITY

    In this final technical report, UTSI summarizes work completed under DOE Contract No. DE-AC22-95PC95231. This work began on the contract effective date, September 15, 1995 and is continuing on a very small basis to complete the groundwater remediation as of this date. The work scope required UTSI to continue to maintain the DOE Coal Fired Flow Facility and keep it in readiness for anticipated testing. This effort was terminated in September 1998 by DOE stop-work letter. Work continued on reporting, environmental restoration and on the High Temperature Superconductivity work that was underway. The work included preparing reports on the MHD POC tests that had been completed just prior to this contract initiation under an earlier contract with DOE Chicago. These four reports are summarized herein. This report summarizes the environmental restoration work performed under the contract, including groundwater monitoring and remediation, removal of wastes from the facility, removal of asbestos from the cooling tower and actions in compliance with the license to discharge water into Woods Reservoir. This report covers work in support of the DOE High Temperature Superconductivity program including: (1) Assistance to DOE in preparing a development plan; (2) Cooperation with industry, national laboratories and other universities to promote the commercialization of thin film superconductors (coated conductors); (3) Process Evaluations; (4) Process Diagnostic Development; and (5) Process Economics. The assistance to DOE task included convening an advisory board composed of all the major participants in the DOE program and preparing a draft development plan and Research and Development Roadmap leading to commercialization of the coated conductor technology. Under this program, cooperative agreements and cooperative work was undertaken with Oak Ridge National Laboratory, Midwest Superconductivity, Inc., EURUS Technologies, Inc., Westinghouse Electric Company, and others.     The purpose of this report is to identify the regulations and requirements for transporting greater-than-Class C (GTCC) low-level radioactive waste (LLW) and to identify planning activities that need to be accomplished in preparation for transporting GTCC LLW. The regulations and requirements for transporting hazardous materials, of which GTCC LLW is included, are complex and include several Federal agencies, state and local governments, and Indian tribes. This report is divided into five sections and three appendices. Section 1 introduces the report. Section 2 identifies and discusses the transportation regulations and requirements. The regulations and requirements are divided into Federal, state, local government, and Indian tribes subsections. This report does not identify the regulations or requirements of specific state, local government, and Indian tribes, since the storage, treatment, and disposal facility locations and transportation routes have not been specifically identified. Section 3 identifies the planning needed to ensure that all transportation activities are in compliance with the regulations and requirements. It is divided into (a) transportation packaging; (b) transportation operations; (c) system safety and risk analysis, (d) route selection; (e) emergency preparedness and response; and (f) safeguards and security.     I am pleased to submit Argonne National Laboratory's Annual Report on its Laboratory Directed Research and Development (LDRD) activities for fiscal year 2009. Fiscal year 2009 saw a heightened focus by DOE and the nation on the need to develop new sources of energy. Argonne scientists are investigating many different sources of energy, including nuclear, solar, and biofuels, as well as ways to store, use, and transmit energy more safely, cleanly, and efficiently. DOE selected Argonne as the site for two new Energy Frontier Research Centers (EFRCs) - the Institute for Atom-Efficient Chemical Transformations and the Center for Electrical Energy Storage - and funded two other EFRCs to which Argonne is a major partner. The award of at least two of the EFRCs can be directly linked to early LDRD-funded efforts. LDRD has historically seeded important programs and facilities at the lab. Two of these facilities, the Advanced Photon Source and the Center for Nanoscale Materials, are now vital contributors to today's LDRD Program. New and enhanced capabilities, many of which relied on LDRD in their early stages, now help the laboratory pursue its evolving strategic goals. LDRD has, since its inception, been an invaluable resource for positioning the Laboratory to anticipate, and thus be prepared to contribute to, the future science and technology needs of DOE and the nation. During times of change, LDRD becomes all the more vital for facilitating the necessary adjustments while maintaining and enhancing the capabilities of our staff and facilities. Although I am new to the role of Laboratory Director, my immediate prior service as Deputy Laboratory Director for Programs afforded me continuous involvement in the LDRD program and its management. Therefore, I can attest that Argonne's program adhered closely to the requirements of DOE Order 413.2b and associated guidelines governing LDRD.     OSHA regulation 29CFR1910.147 specifies control of hazardous energy requirements for 'the servicing and maintenance of machines and equipment in which the unexpected energization or start up of the machines or equipment, or release of stored energy could cause injury to employees.' Class 3B and Class 4 laser beams must be considered hazardous energy sources because of the potential for serious eye injury; careful consideration is therefore needed to safely de-energize these lasers. This paper discusses and evaluates control of hazardous energy principles in this OSHA regulation, in ANSI Z136.1 ''Safe Use of Lasers,'' and in ANSI Z244.1 ''Control of Hazardous Energy, Lockout/Tagout and Alternative Methods.'' Recommendations are made for updating and improving CoHE (control of hazardous energy) requirements in these standards for their applicability to safe laser operations.

    This paper presents an assessment of the capital requirements of using six different fuels in the vehicles with tripled fuel economy (3X vehicles) that the Partnership for a new Generation of Vehicles is currently investigating. The six fuels include two petroleum-based fuels (reformulated gasoline and low-sulfur diesel) and four alternative fuels (methanol, ethanol, dimethyl ether, and hydrogen). This study develops estimates of cumulative capital needs for establishing fuels production and distribution infrastructure to accommodate 3X vehicle fuel needs. Two levels of fuel volume-70,000 barrels per day and 1.6 million barrels per day-were established for meeting 3X-vehicle fuel demand. As expected, infrastructure capital needs for the high fuel demand level are much higher than for the low fuel demand level. Between fuel production infrastructure and distribution infrastructure, capital needs for the former far exceed those for the latter. Among the four alternative fuels, hydrogen bears the largest capital needs for production and distribution infrastructure.

  14. Assessing and Implementing Long-Term Surveillance and Maintenance Requirements for Remediated Sites Under the Formerly Utilized Sites Remedial Action Program

    The U.S. Department of Energy (DOE) initiated the Formerly Utilized Sites Remedial Action Program (FUSRAP) in 1974 to address concerns about radiological conditions at locations where work was performed for the Manhattan Engineer District and the U.S. Atomic Energy Commission. The DOE Office of Legacy Management (LM) is responsible for 27 FUSRAP sites and will ultimately assume responsibility for more than 50 FUSRAP sites. DOE-LM assumed responsibility for 25 FUSRAP sites in 2004 and began an assessment of site conditions to ensure that complete site knowledge was preserved in DOE records and that the sites are and will remain protective of human health and the environment. For the assessment, site conditions were assumed to be dynamic. Therefore, the most restrictive site exposure scenarios were considered, as well as the implications for disturbing materials to which supplemental limits were applied. If conditions under these possible future scenarios were found to be protective, no use restrictions were needed. However, if future use or exposure scenarios could result in potential unacceptable risk, restrictions on site use were indicated. The assessment relied on access to documentation of site activities, characteristics, remedial action activities, remediated conditions, and land-use restrictions. In addition, an ongoing program of site visits commenced in 2005. DOE-LM assessed the level of knowledge and sought to identify and preserve site information for use by future custodians. DOE-LM has applied lessons learned in site management since 1989, when a formal DOE program was established to implement long-term surveillance and maintenance (LTS and M) activities. Former FUSRAP staff members with the DOE Office of Environmental Management also conveyed lessons learned. We present the assessment process that was used, the application of results, and a framework for evaluating LTS and M requirements for FUSRAP sites. (authors)

    Maintenance work on the DOE CFFF facility and other related government property remained in suspension in accordance with the stop work order issued by DOE. Environmental remediation and preservation of the facility continued. Final actions were completed to dispose of the soil that was contaminated by diesel oil. Actions are underway to dispose of other wastes. Progress is reported on the 5 high temperature superconductivity projects under Task 6. Results are reported for various techniques for annealing cold rolled nickel tapes and applying buffer layer by the Sol-Gel process. Included in the annealing/coating work is one case that involved oxidizing the nickel to nickel oxide which is textured before application of the buffer layer. Work under the Optimum Coated Conductor included issuing a topical report describing the work on grain boundary grooving in nickel substrates as a function of annealing temperature and time. Also, the work to evaluate the mutual effects of adjacent superconductors. In the cost/performance analysis project, completion of a study on the economics of production of coated conductors by the MOCVD process is reported. In the diagnostics for real time process control project, a topical report that outlines the requirements for control of promising manufacturing processes was submitted, additional work is reported on using absorption spectroscopy as the basis for control of the stoichiometry for the MOCVD process and the work on scatterometry for measuring uniformity of surfaces is summarized.

    This 4.5-year project consisted of routine analytical support to DOE`s direct liquefaction process development effort (the Base Program), and an extensive effort to develop, demonstrate, and apply new analytical methods for the characterization of liquefaction process streams (the Participants Program). The objective of the Base Program was to support the on-going DOE direct coal liquefaction process development program. Feed, process, and product samples were used to assess process operations, product quality, and the effects of process variables, and to direct future testing. The primary objective of the Participants Program was to identify and demonstrate analytical methods for use in support of liquefaction process development, and in so doing, provide a bridge between process design, and development, and operation and analytical chemistry. To achieve this objective, novel analytical methods were evaluated for application to direct coal liquefaction-derived materials. CONSOL teamed with 24 research groups in the program. Well-defined and characterized samples of coal liquefaction process-derived materials were provided to each group. CONSOL made an evaluation of each analytical technique. During the performance of this project, we obtained analyses on samples from numerous process development and research programs and we evaluated a variety of analytical techniques for their usefulness in supporting liquefaction process development. Because of the diverse nature of this program, we provide here an annotated bibliography of the technical reports, publications, and formal presentations that resulted from this program to serve as a comprehensive summary of contract activities.

    Figuring out an effective and efficient way to manage not only your Requirements Baseline, but also the development of all your individual requirements during a Programs/Projects Conceptual and Development Life Cycle Stages can be both daunting and difficult. This is especially so when you are dealing with a complex and large System of Systems (SoS) Program with potentially thousands and thousands of Top Level Requirements as well as an equal number of lower level System, Subsystem and Configuration Item requirements that need to be managed. This task is made even more overwhelming when you have to add in integration with multiple requirements development teams (e.g., Integrated Product Development Teams (IPTs)) and/or numerous System/Subsystem Design Teams. One solution for tackling this difficult activity on a recent large System of Systems Program was to develop and make use of a Requirements Screening Group (RSG). This group is essentially a Team made up of co-chairs from the various Stakeholders with an interest in the Program of record that are enabled and accountable for Requirements Development on the Program/Project. The RSG co-chairs, often with the help of individual support team, work together as a Program Board to monitor, make decisions on, and provide guidance on all Requirements Development activities during the Conceptual and Development Life Cycle Stages of a Program/Project. In addition, the RSG can establish and maintain the Requirements Baseline, monitor and enforce requirements traceability across the entire Program, and work with other elements of the Program/Project to ensure integration and coordination.

    The US Acid Rain Program is one of the first, and by far the most extensive, applications of a market based approach to pollution control. From the beginning, there has been concern whether utilities would participate in allowance trading, and whether regulatory activity at the state level would further complicate utilities` decision to trade allowances. This paper finds that public utility commission regulation has encouraged allowance trading activity in states with regulatory rulings, but that allowance trading activity has not been limited to states issuing regulations. Until there is evidence suggesting that significant additional cost savings could have been obtained if additional allowance trading activity had occurred in states without regulations or that utilities in states with regulations are still not taking advantage of all cost saving trading opportunities, this analysis suggests that there is little reason to believe that allowance trading activity is impeded by public utility commission regulations.

    On October 24, 1992, President Bush signed into law the National Energy Policy Act of 1992. The bill is a sweeping, comprehensive overhaul of the Nation`s energy laws, the first in more than a decade. Among other provisions, the National Energy Policy Act reforms the licensing process for new nuclear power plants by adopting a new approach developed by the US Nuclear Regulatory Commission (NRC) in 1989, and upheld in court in 1992. The NRC 10 CFR Part 52 rule is a three-step process that guarantees public participation at each step. The steps are: early site permit approval; standard design certifications; and, combined construction/operating licenses for nuclear power reactors. Licensing reform increases an organization`s ability to respond to future baseload electricity generation needs with less financial risk for ratepayers and the organization. Costly delays can be avoided because design, safety and siting issues will be resolved before a company starts to build a plant. Specifically, early site permit approval allows for site suitability and acceptability issues to be addressed prior to an organization`s commitment to build a plant. Responsibility for site-specific activities, including communications and public participation, rests with those organizations selected to try out early site approval. This plan has been prepared to assist those companies (referred to as sponsoring organizations) in planning their communications and public involvement programs. It provides research findings, information and recommendations to be used by organizations as a resource and starting point in developing their own plans.

As SUMO modifications are often associated with transcriptional repression, we examined if sumoylation was involved in modulation of the transcriptional repressive activity of scaffold attachment factor B1. Here we show that SAFB1 is modified by both the SUMO1 and SUMO2/3 family of proteins, on lysine's K231 and K294. Further, we demonstrate that SAFB1 can interact with PIAS1, a SUMO E3 ligase which mediates SAFB1 sumoylation. Additionally, SENP1 was identified as the enzyme desumoylating SAFB1. Mutation of the SAFB1 sumoylation sites lead to a loss of transcriptional repression, at least in part due to decreased interaction with HDAC3, a known transcriptional repressor and SAFB1 binding partner. In summary, the transcriptional repressor SAFB1 is modified by both SUMO1 and SUMO2/3, and this modification is necessary for its full repressive activity.

  19. Compliance with the Clean Air Act Title VI Stratospheric Ozone Protection Program requirements at U.S. DOE Oak Ridge Reservation Facilities

    The Title VI Stratospheric Ozone Protection Program of the Clean Air Act (CAA) requires promulgation of regulations to reduce and prevent damage to the earth's protective ozone layer. Regulations pursuant to Title VI of the CAA are promulgated in the Code of Federal Regulations (CFR) at Title 40 CFR, Part 822. The regulations include ambitious production phaseout schedules for ozone depleting substances (ODS) including chlorofluorocarbons (CFCs), hydrochlorofluorocarbons (HCFCs), halons, carbon tetrachloride, and methyl chloroform under 40 CFR 82, Subpart A. The regulations also include requirements for recycling and emissions reduction during the servicing of refrigeration equipment and technician certification requirements under Subpart F; provisions for servicing of motor vehicle air conditioners under Subpart B; a ban on nonessential products containing Class 1 ODS under Subpart C; restrictions on Federal procurement of ODS under Subpart D; labeling of products using ODS under Subpart E; and the Significant New Alternatives Policy Program under Subpart G. This paper will provide details of initiatives undertaken at US Department of Energy (DOE) Oak Ridge Reservation (ORR) Facilities for implementation of requirements under the Title VI Stratospheric Ozone Protection Program. The Stratospheric Ozone Protection Plans include internal DOE requirements for: (1) maintenance of ODS inventories; (2) ODS procurement practices; (3) servicing of refrigeration and air conditioning equipment; (4) required equipment modifications or replacement; (5) technician certification training; (6) labeling of products containing ODS; (7) substitution of chlorinated solvents; and (8) replacement of halon fire protection systems. The plans also require establishment of administrative control systems which assure that compliance is achieved and maintained as the regulations continue to develop and become effective.

    Cadmium (Cd) is a common environmental toxicant and an established carcinogen. Epidemiological studies implicate Cd with human breast cancer. Low micromolar concentrations of Cd promote proliferation of human breast cancer cells in vitro. The growth promotion of breast cancer cells is associated with the activation of MAPK/ERK pathway. This study explores the mechanism of Cd-induced activation of MAPK/ERK pathway. Specifically, the role of cell surface receptors ERα, EGFR, and Src kinase was evaluated in human breast cancer MCF-7 cells treated with 1–3 μM Cd. The activation of ERK was studied using a serum response element (SRE) luciferase reporter assay. Receptor phosphorylation was detected by Western blot analyses. Cd treatment increased both the SRE reporter activity and ERK1/2 phosphorylation in a concentration-dependent manner. Cd treatment had no effect on reactive oxygen species (ROS) generation. Also, blocking the entry of Cd into the cells with manganese did not diminish Cd-induced activation of MAPK/ERK. These results suggest that the effect of Cd was likely not caused by intracellular ROS generation, but through interaction with the membrane receptors. While Cd did not appear to activate either EGFR or Src kinase, their inhibition completely blocked the Cd-induced activation of ERK as well as cell proliferation. Similarly, silencing ERα with siRNA or use of ERα antagonist blocked the effects of Cd. Based on these results, it is concluded that not only ERα, but also basal activities of EGFR and Src kinase are essential for Cd-induced signal transduction and activation of MAPK/ERK pathway for breast cancer cell proliferation. - Highlights: • Low micromolar concentrations of Cd rapidly activate ERK1/2 in MCF-7 cells. • Signal transduction and resulting cell proliferation require EGFR, ERα, and Src. • These findings implicate Cd in promotion of breast cancer.

  2. Lead Research and Development Activity for DOE's High Temperature, Low Relative Humidity Membrane Program (Topic 2)

    The Department of Energy’s High Temperature, Low Relative Humidity Membrane Program was begun in 2006 with the Florida Solar Energy Center (FSEC) as the lead organization. During the first three years of the program, FSEC was tasked with developing non-Nafion® proton exchange membranes with improved conductivity for fuel cells. Additionally, FSEC was responsible for developing protocols for the measurement of in-plane conductivity, providing conductivity measurements for the other funded teams, developing a method for through-plane conductivity and organizing and holding semiannual meetings of the High Temperature Membrane Working Group (HTMWG). The FSEC membrane research focused on the development of supported poly[perfluorosulfonic acid] (PFSA) – Teflon membranes and a hydrocarbon membrane, sulfonated poly(ether ether ketone). The fourth generation of the PFSA membrane (designated FSEC-4) came close to, but did not meet, the Go/No-Go milestone of 0.1 S/cm at 50% relative humidity at 120 °C. In-plane conductivity of membranes provided by the funded teams was measured and reported to the teams and DOE. Late in the third year of the program, DOE used this data and other factors to decide upon the teams to continue in the program. The teams that continued provided promising membranes to FSEC for development of membrane electrode assemblies (MEAs) that could be tested in an operating fuel cell. FSEC worked closely with each team to provide customized support. A logic flow chart was developed and discussed before MEA fabrication or any testing began. Of the five teams supported, by the end of the project, membranes from two of the teams were easily manufactured into MEAs and successfully characterized for performance. One of these teams exceeded performance targets, while the other requires further optimization. An additional team developed a membrane that shows great promise for significantly reducing membrane costs and increasing membrane lifetime.

    Various government entities in North Carolina have seen the need to implement specific policy which requires organizations responsible for certain development activities to perform a detailed assessment of comprehensive environmental impacts. Some governments have enacted policy, and a number of others are evaluating the need for policy implementation. The consideration of environmental effects of the development action early in the project planning process is, in many cases, an effect of the implementation of such policies, rather than a purpose. This study evaluates the varying ideals and rationale upon which local leaders have based environmental policies. Also, this study assesses the effectiveness of a variety of policies currently enacted and compares the final results of projects which have had to comply with the policies. Through the use of a survey distributed to officials responsible for policy enactment, local government personnel responsible for implementation and others involved in both public and private development, a relative assessment of effectiveness of different policies is postulated.

    The Oak Ridge National Laboratory (ORNL) Remedial Action Program (RAP) was established in 1985 in response to state and federal regulations requiring comprehensive control over facility discharges and cleanup of contaminated sites. A computerized Data and Information Management System (DIMS) was developed for RAP to (1) provide a centralized repository for data pertinent to RAP and (2) provide support for the investigations and assessments leading to the long-term remediation of contaminated facilities and sites. The current status of DIMS and its role in supporting RAP during 1989 are described. The DIMS consists of three components: (1) the Numeric Data Base, (2) the Bibliographic Data Base, and (3) the Records Control Data Base. This report addresses all three data bases, but focuses on the contents of the Numeric Data Base. Significant progress was made last year with the geographic information system (GIS) and ARC/INFO, which can be interfaced with SAS/GRAPH to provide combined mapping and statistical graphic products. Several thematic layers of GIS data for the Oak Ridge Reservation are now available. 18 refs., 8 figs., 19 tabs.

  12. Light Water Reactor Sustainability Program: Computer-based procedure for field activities: results from three evaluations at nuclear power plants

    Nearly all activities that involve human interaction with the systems of a nuclear power plant are guided by procedures. The paper-based procedures (PBPs) currently used by industry have a demonstrated history of ensuring safety; however, improving procedure use could yield tremendous savings in increased efficiency and safety. One potential way to improve procedure-based activities is through the use of computer-based procedures (CBPs). Computer-based procedures provide the opportunity to incorporate context driven job aids, such as drawings, photos, just-in-time training, etc into CBP system. One obvious advantage of this capability is reducing the time spent tracking down the applicable documentation. Additionally, human performance tools can be integrated in the CBP system in such way that helps the worker focus on the task rather than the tools. Some tools can be completely incorporated into the CBP system, such as pre-job briefs, placekeeping, correct component verification, and peer checks. Other tools can be partly integrated in a fashion that reduces the time and labor required, such as concurrent and independent verification. Another benefit of CBPs compared to PBPs is dynamic procedure presentation. PBPs are static documents which limits the degree to which the information presented can be tailored to the task and conditions when the procedure is executed. The CBP system could be configured to display only the relevant steps based on operating mode, plant status, and the task at hand. A dynamic presentation of the procedure (also known as context-sensitive procedures) will guide the user down the path of relevant steps based on the current conditions. This feature will reduce the user’s workload and inherently reduce the risk of incorrectly marking a step as not applicable and the risk of incorrectly performing a step that should be marked as not applicable.     The earth's ozone layer occurs in the stratosphere, primarily between 10 and 30 miles altitude. The amount of ozone, O3, present is the result of a balance between production and destruction processes. Experiments have shown that natural processes such as auroras create molecules that destroy O. One family of such molecules is called odd nitrogen of which nitric oxide (NO) is an example. Because the HAARP (HF Active Auroral Research Program) facility is designed to mimic and investigate certain natural processes, a study of possible effects of HAARP on the ozone layer was conducted. The study used a detailed model of the thermal and chemical effects of the high power HF beam, which interacts with free electrons in the upper atmosphere above 50 miles altitude. It was found only a small fraction of the beam energy goes into the production of odd nitrogen molecules, whereas odd nitrogen is efficiently produced by auroras. Since the total energy emitted by HAARP in the year is some 200,000 times less than the energy deposited in the upper atmosphere by auroras, the study demonstrates that HAARP HF beam experiments will cause no measurable depletion of the earth's ozone layer....     We report herein the functional expression of an Fe-type nitrile hydratase (NHase) without the co-expression of an activator protein or the Escherichia coli chaperone proteins GroES/EL. Soluble protein was obtained when the {alpha}- and {beta}-subunit genes of the Fe-type NHase Comamonas testosteroni Ni1 (CtNHase) were synthesized with optimized E. coli codon usage and co-expressed. As a control, the Fe-type NHase from Rhodococcus equi TG328-2 (ReNHase) was expressed with (ReNHase{sup +Act}) and without (ReNHase{sup -Act}) its activator protein, establishing that expression of a fully functional, metallated ReNHase enzyme requires the co-expression of its activator protein, similar to all other Fe-type NHase enzymes reported to date, whereas the CtNHase does not. The X-ray crystal structure of CtNHase was determined to 2.4 {angstrom} resolution revealing an {alpha}{beta} heterodimer, similar to other Fe-type NHase enzymes, except for two important differences. First, two His residues reside in the CtNHase active site that are not observed in other Fe-type NHase enzymes and second, the active site Fe(III) ion resides at the bottom of a wide solvent exposed channel. The solvent exposed active site, along with the two active site histidine residues, are hypothesized to play a role in iron incorporation in the absence of an activator protein.

    This report identifies a variety of shipping packages (also referred to as casks) and waste containers currently available or being developed that could be used for greater-than-Class C (GTCC) low-level waste (LLW). Since GTCC LLW varies greatly in size, shape, and activity levels, the casks and waste containers that could be used range in size from small, to accommodate a single sealed radiation source, to very large-capacity casks/canisters used to transport or dry-store highly radioactive spent fuel. In some cases, the waste containers may serve directly as shipping packages, while in other cases, the containers would need to be placed in a transport cask. For the purpose of this report, it is assumed that the generator is responsible for transporting the waste to a Department of Energy (DOE) storage, treatment, or disposal facility. Unless DOE establishes specific acceptance criteria, the receiving facility would need the capability to accept any of the casks and waste containers identified in this report. In identifying potential casks and waste containers, no consideration was given to their adequacy relative to handling, storage, treatment, and disposal. Those considerations must be addressed separately as the capabilities of the receiving facility and the handling requirements and operations are better understood.

Loss of the PDZ-binding motif inhibits YAP (5SA)-induced CTGF transcription in cultured cells and mouse liver. -- Abstract: YAP is a transcriptional co-activator that acts downstream of the Hippo signaling pathway and regulates multiple cellular processes, including proliferation. Hippo pathway-dependent phosphorylation of YAP negatively regulates its function. Conversely, attenuation of Hippo-mediated phosphorylation of YAP increases its ability to stimulate proliferation and eventually induces oncogenic transformation. The C-terminus of YAP contains a highly conserved PDZ-binding motif that regulates YAPs functions in multiple ways. However, to date, the importance of the PDZ-binding motif to the oncogenic cell transforming activity of YAP has not been determined. In this study, we disrupted the PDZ-binding motif in the YAP (5SA) protein, in which the sites normally targeted by Hippo pathway-dependent phosphorylation are mutated. We found that loss of the PDZ-binding motif significantly inhibited the oncogenic transformation of cultured cells induced by YAP (5SA). In addition, the increased nuclear localization of YAP (5SA) and its enhanced activation of TEAD-dependent transcription of the cell proliferation gene CTGF were strongly reduced when the PDZ-binding motif was deleted. Similarly, in mouse liver, deletion of the PDZ-binding motif suppressed nuclear localization of YAP (5SA) and YAP (5SA)-induced CTGF expression.     The objective of this project is to provide a comprehensive study on the production routes and chemical separation requirements for activation products, fission products, and actinides required for the creation of realistic post-detonation surrogate debris. Isotopes that have been prioritized by debris diagnosticians will be examined for their ability to be produced at existing irradiation sources, production rates, and availability of target materials, and chemical separation procedures required to rapidly remove the products from the bulk target matrix for subsequent addition into synthetic debris samples. The characteristics and implications of the irradiation facilities on the isotopes of interest will be addressed in addition to a summary of the isotopes that are already regularly produced.

    Research on microgrids in the U.S. has taken a somewhat different path than parallel efforts in Japan and Europe, and this distinction is often noted in international research forums. In general, reliability and power quality in North America is poor compared to other developed countries. For example, in the U.S., the average annual expected outage duration is a few hours, whereas in Japan, it is only a few minutes. Power quality problems in the U.S. are both large scale, such as the August 2003 blackout, and local, such as damaging voltage sags. Meeting the increasingly demanding requirements of a modern digital economy would then seem to offer a more daunting challenge for the U.S. than elsewhere, and certainly, concern that the existing power delivery system will prove inadequate for future gourmet requirements has been a motivating driver of U.S. research. This objective tends to translate into a desire for microgrids to seamlessly island when grid power is interrupted or its quality is inadequate, and to (also seamlessly) reconnect when normal service has been restored. In a sense, the microgrid is perceived as acting as an uninterruptible power supply (UPS), and sometimes even as a competitor to existing UPS options. Nonetheless, this difference is often over-stated, and the other threads that motivate microgrid research also exist in the U.S., e.g. the desire to expand renewable generation and the need to increase the efficiency of fossil-fired generation by the useful local application of waste heat in combined heat and power (CHP) systems, Further, over time, the differences are blurring as concerns about climate change increasingly dominate objectives worldwide. This article describes the CERTS Microgrid, which is almost certainly the best known U.S. example, and also briefly mentions some other U.S. microgrid research.

    Highlights: •GCN1 is required for mammalian and yeast GCN2 function in a variety of conditions. •Mammalian IMPACT competes with GCN2 for GCN1 binding. •IMPACT and its yeast counterpart YIH1 downregulate GCN1-dependent GCN2 activation. -- Abstract: In response to a range of environmental stresses, phosphorylation of the alpha subunit of the translation initiation factor 2 (eIF2α) represses general protein synthesis coincident with increased translation of specific mRNAs, such as those encoding the transcription activators GCN4 and ATF4. The eIF2α kinase GCN2 is activated by amino acid starvation by a mechanism involving GCN2 binding to an activator protein GCN1, along with association with uncharged tRNA that accumulates during nutrient deprivation. We previously showed that mammalian IMPACT and its yeast ortholog YIH1 bind to GCN1, thereby preventing GCN1 association with GCN2 and stimulation of this eIF2α kinase during amino acid depletion. GCN2 activity is also enhanced by other stresses, including proteasome inhibition, UV irradiation and lack of glucose. Here, we provide evidence that IMPACT affects directly and specifically the activation of GCN2 under these stress conditions in mammalian cells. We show that activation of mammalian GCN2 requires its interaction with GCN1 and that IMPACT promotes the dissolution of the GCN2–GCN1 complex. To a similar extent as the overexpression of YIH1, overexpression of IMPACT in yeast cells inhibited growth under all stress conditions that require GCN2 and GCN1 for cell survival, including exposure to acetic acid, high levels of NaCl, H{sub 2}O{sub 2} or benomyl. This study extends our understanding of the roles played by GCN1 in GCN2 activation induced by a variety of stress arrangements and suggests that IMPACT and YIH1 use similar mechanisms for regulating this eIF2α kinase.

    The Desert Research Institute (DRI), through its Water Resources Center (WRC), since 1984 has supported the State of Nevada Nuclear Waste Project Office`s activities related to the proposed high-level radioactive waste repository at Yucca Mountain on the Nevada Test Site (NTS). This effort is directed at providing the State Office with an unbiased evaluation of the Yucca Mountain Project (YMP) investigations performed by the US Department of Energy (DOE) and the Nuclear Regulatory Commission (NRC). The overall objective is to determine independently whether or not the site meets the performance criteria defined by the Nuclear Waste Policy Act of 1982 and amendments for isolating and containing the wastes during emplacement and the proposed life of the repository. A particularly important area of concern with the proposed repository is the site`s hydrology. The faculty of the DRI have long been involved with research throughout the State and have particular expertise in groundwater studies related to radionuclide migration and hydrologic safety of underground nuclear testing by DOE and predecessor agencies. In addition, we utilize laboratory personnel for chemical and isotopic analyses in both of the DRI-WMC water chemistry laboratories.

    This report on the status of the Office of Environment's program for inactive uranium mill tailings sites is an analysis of the current status and a forecast of future activities of the Office of Environment. The termination date for receipt of information was September 30, 1980. Aerial radiological surveys and detailed ground radiological assessments of properties within the communities in the vicinity of the designated processing sites in Canonsburg, Pennsylvania, Salt Lake City, Utah, and Boise, Idaho led to the designation of an initial group of vicinity properties for remedial action. The potential health effects of the residual radioactive materials on or near these properties were estimated, and the Assistant Secretary for Environment recommended priorities for performing remedial action to the Department's Assistant Secretary for Nuclear Energy. In designating these properties and establishing recommended priorities for performing remedial action, the Office of Environment consulted with the Environmental Protection Agency, the Nuclear Regulatory Commission, representatives from the affected State and local governments, and individual property owners. After notifying the Governors of each of the affected States and the Navajo Nation of the Secretary of Energy's designation of processing sites within their areas of jurisdiction and establishment of remedial action priorities, a Sample Cooperative Agreement was developed by the Department in consultation with the Nuclear Regulatory Commission and provided to the affected States and the Navajo Nation for comments. During September 1980, a Cooperative Agreement with the Commonwealth of Pennsylvania for the designated Canonsburg processing site was executed by the Department. It is anticipated that a Cooperative Agreement between the State of Utah and the Department to perform remedial actions at the designated Salt Lake City site will be executed in the near future.

    Hanford Analytical Services Quality Assurance Requirements Document (HASQARD) is issued by the Analytical Services, Program of the Waste Management Division, US Department of Energy (US DOE), Richland Operations Office (DOE-RL). The HASQARD establishes quality requirements in response to DOE Order 5700.6C (DOE 1991b). The HASQARD is designed to meet the needs of DOE-RL for maintaining a consistent level of quality for sampling and field and laboratory analytical services provided by contractor and commercial field and laboratory analytical operations. The HASQARD serves as the quality basis for all sampling and field/laboratory analytical services provided to DOE-RL through the Analytical Services Program of the Waste Management Division in support of Hanford Site environmental cleanup efforts. This includes work performed by contractor and commercial laboratories and covers radiological and nonradiological analyses. The HASQARD applies to field sampling, field analysis, and research and development activities that support work conducted under the Hanford Federal Facility Agreement and Consent Order Tri-Party Agreement and regulatory permit applications and applicable permit requirements described in subsections of this volume. The HASQARD applies to work done to support process chemistry analysis (e.g., ongoing site waste treatment and characterization operations) and research and development projects related to Hanford Site environmental cleanup activities. This ensures a uniform quality umbrella to analytical site activities predicated on the concepts contained in the HASQARD. Using HASQARD will ensure data of known quality and technical defensibility of the methods used to obtain that data.     Section 121 of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) of 1980 specifies that remedial actions for cleanup of hazardous substances found at sites placed on the National Priorities List (NPL) by the US Environmental Protection Agency (EPA) must comply with applicable or relevant and appropriate requirements (ARARs) or standards under federal and state environmental laws. To date, the US Department of Energy (DOE) Paducah Gaseous Diffusion Plant (PGDP) has not been on the NPL. Although DOE and EPA have entered into an Administrative Consent Order (ACO), the prime regulatory authority for cleanup at PGDP will be the Resource Conservation and Recovery Act (RCRA). This report supplies a preliminary list of available federal and state ARARs that might be considered for remedial response at PGDP in the event that the plant becomes included on the NPL or the ACO is modified to include CERCLA cleanup. A description of the terms ``applicable`` and ``relevant and appropriate`` is provided, as well as definitions of chemical-, location-, and action-specific ARARS. ARARs promulgated by the federal government and by the state of Kentucky are listed in tables. In addition, the major provisions of RCRA, the Safe Drinking Water Act, the Clean Water Act, the Clean Air Act, and other acts, as they apply to hazardous and radioactive waste cleanup, are discussed.

    This report summarizes progress of LANL activities related to the tasks performed under the LANL FWP FE102-002-FY10, National Risk Assessment Partnership (NRAP): Industrial Carbon Capture Program. This FWP is funded through the American Recovery and Reinvestment Act (ARRA). Overall, the NRAP activities are focused on understanding and evaluating risks associated with large-scale injection and long-term storage of CO{sub 2} in deep geological formations. One of the primary risks during large-scale injection is due to changes in geomechanical stresses to the storage reservoir, to the caprock/seals and to the wellbores. These changes may have the potential to cause CO{sub 2} and brine leakage and geochemical impacts to the groundwater systems. While the importance of these stresses is well recognized, there have been relatively few quantitative studies (laboratory, field or theoretical) of geomechanical processes in sequestration systems. In addition, there are no integrated studies that allow evaluation of risks to groundwater quality in the context of CO{sub 2} injection-induced stresses. The work performed under this project is focused on better understanding these effects. LANL approach will develop laboratory and computational tools to understand the impact of CO{sub 2}-induced mechanical stress by creating a geomechanical test bed using inputs from laboratory experiments, field data, and conceptual approaches. The Geomechanical Test Bed will be used for conducting sensitivity and scenario analyses of the impacts of CO{sub 2} injection. The specific types of questions will relate to fault stimulation and fracture inducing stress on caprock, changes in wellbore leakage due to evolution of stress in the reservoir and caprock, and the potential for induced seismicity. In addition, the Geomechanical Test Bed will be used to investigate the coupling of stress-induced leakage pathways with impacts on groundwater quality. LANL activities are performed under two tasks

    The objective of the Solid Waste Management Program Plan (SWMPP) is to provide a summary level comprehensive approach for the storage, treatment, and disposal of current and future solid waste received at the Hanford Site (from onsite and offsite generators) in a manner compliant with current and evolving regulations and orders (federal, state, and Westinghouse Hanford Company (Westinghouse Hanford)). The Plan also presents activities required for disposal of selected wastes currently in retrievable storage. The SWMPP provides a central focus for the description and control of cost, scope, and schedule of Hanford Site solid waste activities, and provides a vehicle for ready communication of the scope of those activities to onsite and offsite organizations. This Plan represents the most complete description available of Hanford Site Solid Waste Management (SWM) activities and the interfaces between those activities.     The increased activity by State`s to adopt codes and standards is creating new challenges for the design and implementation of lighting programs for commercial new construction. The regulatory environment is also requiring that transaction costs are minimized for these programs. Recent work done by the Illuminating Engineers Society for the new ASHRA-E/IES Standard 90.1-1989R provides a new technical basis for the development of component based lighting programs. Component based programs offer advantages over design assistance programs. They include the ease of marketing, higher market penetration rate, and the promotion of specific cost-effective technologies. The proposed approach also overcomes problems with current component based programs including defining the baseline, free ridership, and difficulties in performing impact evaluations. By addressing these problems, lighting programs for new buildings will continue to be one of the most cost-effective new construction programs for most utilities. The basic concept is to combine two activities that are shaping the national energy picture into a program design strategy. The national activities are the Energy Policy Act of 1992 and the development of the next generation of ASHRAE/IES Standard 90.1. The approach uses the prescriptive criteria in Standard 90.1 to develop savings thresholds for program participation. The savings thresholds are then associated with lighting component technologies to determine eligibility criteria for each component. Combining the prescriptive criteria with component savings is the key to the approach.
