The Consequence Management Home Team is a U.S. Department of Energy/National Nuclear Security Administration asset. It assists a variety of response organizations with modeling; radiological operations planning; field monitoring techniques; and the analysis, interpretation, and distribution of radiological data. These reach-back capabilities are activated quickly to support public safety and minimize the social and economic impact of a nuclear or radiological incident. In the Fukushima Daiichi response, the Consequence Management Home Team grew to include a more broad range of support than was historically planned. From the early days of the response to the continuing involvement in supporting late phase efforts, each stage of the Consequence Management Home Team support had distinct characteristics in terms of management of incoming data streams as well as creation of products. Regardless of stage, the Consequence Management Home Team played a critical role in the Fukushima Daiichi response effort.

A nuclear power plant's maintenance program is the principal vehicle through which age-related degradation is managed. Over the past two years, the NRC (Nuclear Regulatory Commission) has evaluated the maintenance program of every nuclear power plant in the U.S. The reports issued on these in-depth team inspections have been reviewed to ascertain the strengths and weaknesses of the programs as related to the need to understand and manage the effects of aging on nuclear power plant systems, structures, and components. Selected results of this review are presented in this paper, including examples of inspection and monitoring techniques successfully used by utilities to detect degradation due to aging. Attributes of plant maintenance programs where the NRC inspectors felt that improvement was needed to properly address the aging issue are also discussed. 6 refs., 1 tab.

In spite of the conflicting evidence of global warming due to greenhouse gas emission, PanCanadian accepts the reduction of greenhouse gas as both a political and environmental reality. While PanCanadian is committed to participate in the government and industry sponsored voluntary climate change challenge, we are also acutely aware of its potential impact on our competitiveness considering our status as a hydrocarbon producer and exporter. This paper describes a multi-discipline team approach to the challenge of reducing greenhouse gas. This includes identification of all greenhouse gas emission sources, listing the opportunities and relative impact of each remedial solution, and estimated cost associated with the reduction. Both immediate solutions and long term strategies are explored. This includes energy conservation, improving process efficiency and promoting environmental training and awareness programs. A number of important issues become evident in greenhouse gas reduction related to the exploration and production of hydrocarbons: depleting pressure and water encroachment in reservoirs; energy required for producing oil as opposed to producing gas; and public perception of flaring as compared with venting. A cost and benefit study of greenhouse gas reduction opportunities in terms of net present values is discussed. This paper describes a process that can be adapted by other producers in managing air emissions.

The primary purpose of this handbook is to provide guidance to the ISMS verification Team Leader and the verification team in conducting ISMS verifications. The handbook describes methods and approaches for the review of the ISMS documentation (Phase I) and ISMS implementation (Phase II) and provides information useful to the Team Leader in preparing the review plan, selecting and training the team, coordinating the conduct of the verification, and documenting the results. The process and techniques described are based on the results of several pilot ISMS verifications that have been conducted across the DOE complex. A secondary purpose of this handbook is to provide information useful in developing DOE personnel to conduct these reviews. Specifically, this handbook describes methods and approaches to: (1) Develop the scope of the Phase 1 and Phase 2 review processes to be consistent with the history, hazards, and complexity of the site, facility, or activity; (2) Develop procedures for the conduct of the Phase 1 review, validating that the ISMS documentation satisfies the DEAR clause as amplified in DOE Policies 450.4, 450.5, 450.6 and associated guidance and that DOE can effectively execute responsibilities as described in the Functions, Responsibilities, and Authorities Manual (FRAM); (3) Develop procedures for the conduct of the Phase 2 review, validating that the description approved by the Approval Authority, following or concurrent with the Phase 1 review, has been implemented; and (4) Describe a methodology by which the DOE ISMS verification teams will be advised, trained, and/or mentored to conduct subsequent ISMS verifications. Managing complex projects requires a capable, effective project manager to be in place, who is assisted by a team of competent assistants in various relevant disciplines. This team of assistants is known as the Integrated Project Team (IPT). he IPT is composed of a multidisciplinary group of people who are collectively responsible for delivering a defined project outcome and who plan, execute, and implement over the entire life-cycle of a project, which can be a facility being constructed or a system being acquired. An ideal IPT includes empowered representatives from all functional areas involved with a project-such as engineering design, technology, manufacturing, test and evaluation, contracts, legal, logistics, and especially, the customer. Effective IPTs are an essential element of scope, cost, and schedule control for any complex, large construction project, whether funded by DOE or another organization. By recently assessing a number of major, on-going DOE waste management projects, the characteristics of high performing IPTs have been defined as well as the reasons for potential IPT failure. Project managers should use IPTs to plan and execute projects, but the IPTs must be properly constituted and the members capable and empowered. For them to be effective, the project manager must select the right team, and provide them with the training and guidance for them to be effective. IPT members must treat their IPT assignment as a primary duty, not some ancillary function. All team members must have an understanding of the factors associated with successful IPTs, and the reasons that some IPTs fail. Integrated Project Teams should be used by both government and industry. (authors)

The Office of Environmental Management (EM) has been delegated the responsibility for the Department of Energy`s (DOE`s) cleanup of the nuclear weapons complex. The nature and magnitude of the waste management and environmental remediation problem requires the identification of technologies and scientific expertise from domestic and foreign sources. Within the United States, operational DOE facilities, as well as the decontamination and decommissioning of inactive facilities, have produced significant amounts of radioactive, hazardous, and mixed wastes. In order to ensure worker safety and the protection of the public, DOE must: (1) assess, remediate, and monitor sites and facilities; (2) store, treat, and dispose of wastes from past and current operations; and (3) develop and implement innovative technologies for environmental restoration and waste management. The EM directive necessitates looking beyond domestic capabilities to technological solutions found outside US borders. Following the collapse of the Soviet regime, formerly restricted elite Soviet scientific expertise became available to the West. EM has established a cooperative technology development program with Russian scientific institutes that meets domestic cleanup objectives by: (1) identifying and accessing Russian EM-related technologies, thereby leveraging investments and providing cost-savings; (2) improving access to technical information, scientific expertise, and technologies applicable to EM needs; and (3) increasing US private sector opportunities in Russian in EM-related areas.

Each stage of their work had distinct characteristics in terms of management of incoming data streams and creation of products. The CMHT assisted a variety of response organizations with modeling; radiological operations planning; field monitoring techniques; and the analysis, interpretation, and distribution of radiological data. In the Fukushima Daiichi response, the CMHT grew to include a broader range of support than was historically planned. Through their work, the social and economic impacts of a nuclear or radiological incident were minimized. The CMHT was an integral component of the response in Japan and acted as the central point from which all of the data and products flowed.

The Department of Energy`s (DOE) Strategic Plan (April 1994) states that DOE`s long-term vision includes world leadership in environmental restoration and waste management activities. The activities of the DOE Office of Environmental Management (EM) can play a key role in DOE`s goals of maintaining U.S. global competitiveness and ensuring the continuation of a world class science and technology community. DOE`s interest in attaining these goals stems partly from its participation in organizations like the Trade Policy Coordinating Committee (TPCC), with its National Environmental Export Promotion Strategy, which seeks to strengthen U.S. competitiveness and the building of public-private partnerships as part of U.S. industrial policy. The International Interactions Field Office task will build a communication network which will facilitate the efficient and effective communication between DOE Headquarters, Field Offices, and contractors. Under this network, Headquarters will provide the Field Offices with information on the Administration`s policies and activities (such as the DOE Strategic Plan), interagency activities, as well as relevant information from other field offices. Lawrence Livermore National Laboratory (LLNL) will, in turn, provide Headquarters with information on various international activities which, when appropriate, will be included in reports to groups like the TPCC and the EM Focus Areas. This task provides for the collection, review, and analysis of information on the more significant international environmental restoration and waste management initiatives and activities which have been used or are being considered at LLNL. Worker Safety and Security Teams (WSSTs) are an effective way to promote safe workplaces. While WSSTs have a variety of structures and roles, they have one thing in common - employees and management collaborate to find ways to prevent accidents, injuries, and illnesses on the job. The benefits for all concerned are obvious in that employees have a safe place to work, employers save money on lost work time and workers compensation costs, and everyone returns home safe and healthy each day. A successful WSST will have the support and wholehearted participation of management and employees. LANL has a WSST at the institutional level (IWSST) and at all directorates and many divisions. The WSSTs are part of LANL's Voluntary Protection Program (VPP). The WSSTs meet at least monthly and follow an agenda covering topics such as safety shares, behavior based safety (BBS) observations, upcoming events or activities, issues, etc. A WSST can effectively influence safety programs and provide recommendations to managers, who have the resources and authority to implement changes in the workplace. WSSTs are effective because they combine the knowledge, expertise, perspective, enthusiasm, and effort of a variety of employees with diverse backgrounds. Those with experience in a specific job or work area know what the hazards or potential hazards are, and generally have ideas how to go about controlling them. Those who are less familiar with a job or area play a vital role too, by seeing what others may have overlooked or taken for granted. This booklet will cover the structure and operations of WSSTs, what needs to be done in order to be effective and successful, and how you can help, whether you're a WSST member or not.
This study evaluates parameters relevant to River Protection Project secondary waste streams generated during Early Low Activity Waste operations and recommends a strategy for secondary waste management that considers groundwater impact, cost, and programmatic risk. The recommended strategy for managing River Protection Project secondary waste is focused on improvements in the Effiuent Treatment Facility. Baseline plans to build a Solidification Treatment Unit adjacent to Effluent Treatment Facility should be enhanced to improve solid waste performance and mitigate corrosion of tanks and piping supporting the Effiuent Treatment Facility evaporator. This approach provides a life-cycle benefit to solid waste performance and reduction of groundwater contaminants.

The U.S. Army Corps of Engineers (USACE) has developed and implemented an innovative online data management application in support of site characterization and remediation activities at the DuPont Chambers Works Formerly Utilized Sites Remedial Action Program (FUSRAP) Site. The password-protected, web-based application was implemented to centralize project data, facilitate project communications, and provide a large and diverse group of project team members with access to the data and analytical tools they need to efficiently and effectively manage the ongoing characterization and remediation efforts. Centralizing resources using the online application and web-based strategy streamlines data access and communications, allowing the team to effectively keep the project on track while reducing the costs associated with data requests, data duplication, document review and retrieval, software requirements, and lapses in communication or data transfer. Four Technical Safety Appraisal (TSA) Teams were assembled for this purpose by the US Department of Energy (DOE), Deputy Assistant Secretary for Safety and Quality Assurance, Office of Safety Appraisals (OSA). Team No. 1 reviewed EG G Idaho, Inc. (EG G Idaho) and the Department of Energy Field Office, Idaho (ID) Fire Department. Team No. 2 reviewed Argonne National Laboratory-West (ANL-W). Team No. 3 reviewed selected contractors at the INEL; specifically, Morrison Knudsen-Ferguson of Idaho Company (MK-FIC), Protection Technology of Idaho, Inc. Many of those streams contain a large number of radionuclides with an extremely broad range of concentrations. To feasibly manage the radionuclide information, ORNL developed a reportable nuclide criteria to distinguish between those nuclides in a waste stream that require waste tracking versus those nuclides of such minimal activity that do not require tracking. The criteria include tracking thresholds drawn from ORNL onsite management requirements, transportation requirements, and relevant treatment and disposal facility acceptance criteria. As a management practice, ORNL maintains waste tracking on a nuclide in a specific waste stream if it exceeds any of the reportable nuclide criteria. Nuclides in a specific waste stream that screen out as non-reportable under all these criteria may be dropped from ORNL waste tracking. The benefit of this criteria is to ensure that nuclides in a waste stream with activities which meaningfully affect safety and compliance are tracked, while documenting the basis for removing certain isotopes from further consideration.

This paper summarizes research into waste management activities and carbon emissions from territories in sub-Saharan Africa with the main objective of quantifying emission reductions (ERs) that can be gained through viable improvements to waste management in Africa. It demonstrates that data on waste and carbon emissions is poor and generally inadequate for prediction models. The paper shows that the amount of waste produced and its composition are linked to national Gross Domestic Product (GDP). Waste production per person is around half that in developed countries with a mean around 230 kg/hd/yr. Sub-Saharan territories produce waste with a biogenic carbon content of around 56% (+/-25%), which is approximately 40% greater than developed countries. This waste is disposed in uncontrolled dumps that produce large amounts of methane gas. Greenhouse gas (GHG) emissions from waste will rise with increasing urbanization and can only be controlled through funding mechanisms from developed countries.
In 2008, the primary Hanford clean-up contract transitioned to the CH2MHill Plateau Remediation Company (CHPRC). Prior to transition, Engineering resources assigned to remediation/Decontamination and Decommissioning (D&D) activities were a part of a centralized engineering organization and matrixed to the performing projects. Following transition, these resources were reassigned directly to the performing project, with a loose matrix through a smaller Central Engineering (CE) organization. The smaller (10 FTE) central organization has retained responsibility for the overall technical quality of engineering for the CHPRC, but no longer performs staffing and personnel functions. As the organization has matured, there are lessons learned that can be shared with other organizations going through or contemplating performing a similar change. Benefits that have been seen from the CHPRC CE organization structure include the following: (1) Staff are closely aligned with the 'Project/facility' that they are assigned to support; (2) Engineering priorities are managed to be consistent with the 'Project/facility' priorities; (3) Individual Engineering managers are accountable for identifying staffing needs and the filling of staffing positions; (4) Budget priorities are managed within the local organization structure; (5) Rather than being considered a 'functional' organization, engineering is considered a part of a line, direct funded organization; (6) The central engineering organization is able to provide 'overview' activities and maintain independence from the engineering organizations in the field; and (7) The central engineering organization is able to maintain a stable of specialized experts that are able to provide independent reviews of field projects and day-to-day activities.

A joint project was initiated between Westinghouse Hanford Company (WHC) and Pacific Northwest Laboratory (PNL) to address critical issues associated with the Spent Nuclear Fuel (SNF) stored at the Hanford Site. Recently, particular attention has been given to remediation of the SNF stored in the K Basins. A waste management plan (WMP) acceptable to both parties is required prior to the movement of selected material to the PNL facilities for examination. N Reactor and Single Pass Reactor (SPR) fuel has been stored for an extended period of time in the N Reactor, PUREX, K-East, and K-West Basins. Characterization plans call for transport of fuel material form the K Basins to the 327 Building Postirradiation Testing Laboratory (PTL) in the 300 Area for examination. However, PNL received a directive stating that no examination work will be started in PNL hot cell laboratories without an approved disposal route for all waste generated related to the activity. Thus, as part of the Characterization Program Management Plan for Hanford Spent Nuclear Fuel, a waste management plan which will ensure that wastes generated as a result of characterization activities conducted at PNL will be accepted by WHC for disposition is required. This document contains the details of the waste handling plan that utilizes, to the greatest extent possible, established waste handling and disposal practices at Hanford between PNL and WHC. Standard practices are sufficient to provides for disposal of most of the waste materials, however, special consideration must be given to the remnants of spent nuclear fuel elements following examination. Fuel element remnants will be repackaged in an acceptable container such as the single element canister and returned to the K Basins for storage.

The International Thermonuclear Experimental Reactor (ITER) project is unique in that the work is divided among an international Joint Central Team and four Home Teams, with the overall responsibility for the quality of activities performed during the project residing with the ITER Director. The ultimate responsibility for the adequacy of work performed on tasks assigned to the U.S. Home Team resides with the U.S. Home Team Leader and the U.S. Department of Energy Office of Fusion Energy (DOE-OFE). This document constitutes the quality assurance plan for the ITER U.S. Home Team. This plan describes the controls exercised by U.S. Home Team management and the Performing Institutions to ensure the quality of tasks performed and the data developed for the Engineering Design Activities assigned to the U.S. Home Team and, in particular, the Research and Development Large Projects (7). This plan addresses the DOE quality assurance requirements of 10 CFR 830.120, "Quality Assurance." The plan also describes U.S. Home Team quality commitments to the ITER Quality Assurance Program. The ITER Quality Assurance Program is based on the principles described in the International Atomic Energy Agency Standard No. 50-C-QA, "Quality Assurance for Safety in Nuclear Power Plants and Other Nuclear Facilities." Each commitment is supported with preferred implementation methodology that will be used in evaluating the task quality plans to be submitted by the Performing Institutions. The implementing provisions of the program are based on guidance provided in American National Standards Institute/American Society of Mechanical Engineers NQA-1 1994, "Quality Assurance." ORNL was tasked by xLPR project management to propose a team calendar for use within the xLPR consortium. Among various options that were considered, the approach judged by ORNL to best fit the needs of the xLPR project is presented in this document. The Atlassian Team Calendars plug-in used with the Confluence collaboration tool was recommended for several reasons, including the advantage that it provides for a tight integration between Confluence (found at https://xlpr.ornl.gov/wiki ) and xLPR s JIRA issue tracking system (found at https://xlpr.ornl.gov/jira ). This document is divided into two parts. The first part (Sections 1-6) consists of the white paper, which highlights some of the ways that Team Calendars can improve com mun ication between xLPR project managers, group leads, and team members when JIRA is applied for both issue tracking and change-management activities. Specific points emphasized herein are as follows: The Team Calendar application greatly enhances the added value that the JIRA and Confluence tools bring to the xLPR Project. The Team Calendar can improve com mun ication between xLPR project managers, group leads, and team members when JIRA is applied for both issue tracking and change-management activities. This report documents the results of the Department of Energy's (DOE) Tiger Team Assessment of the Argonne Illinois Site (AIS) (including the DOE Chicago Operations Office, DOE Argonne Area Office, Argonne National Laboratory-East, and New Brunswick Laboratory) and Site A and Plot M, Argonne, Illinois, conducted from September 17 through October 19, 1990. The Tiger Team Assessment was conducted by a team comprised of professionals from DOE, contractors, consultants. The purpose of the assessment was to provide the Secretary of Energy with the status of Environment, Safety, and Health (ES H) Programs at AIS. Argonne National Laboratory-East (ANL-E) is the principal tenant at AIS. ANL-E is a multiprogram laboratory operated by the University of Chicago for DOE. The mission of ANL-E is to perform basic and applied research that supports the development of energy-related technologies. There are a significant number of ES H findings and concerns identified in the report that require prompt management attention. A significant change in culture is required before ANL-E can attain consistent and verifiable compliance with statutes, regulations and DOE Orders. ES H activities are informal, fragmented, and inconsistently implemented. Communication is seriously lacking, both vertically and horizontally. Management expectations are not known or commondated adequately, support is not consistent, and oversight is not effective.

This document contains the findings and associated root causes identified during the Tiger Team Assessment of the Department of Energy's (DOE) Pantex Plant in Amarillo, Texas. This assessment was conducted by the Department's Office of Environment, Safety and Health between October 2 and 31, 1989. The scope of the assessment of the Pantex Plant covered all areas of environment, safety and health (ES H) activities, including compliance with federal, state, and local regulations, requirements, permits, agreements, orders and consent decrees, and DOE ES H Orders. The assessment also included an evaluation of the adequacy of DOE and site contractor ES H management programs. The draft findings were submitted to the Office of Defense Programs, the Albuquerque Operations Office, the Amarillo Area Office, and regulatory agencies at the conclusion of the on-site assessment activities for review and comment on technical accuracy. Final modifications and any other appropriate changes have been incorporated in the final report. The Tiger Team Assessment of the Pantex Plant is part of the larger Tiger Team Assessment program which will encompass over 100 DOE operating facilities. The assessment program is part of a 10-point initiative announced by Secretary of Energy James D. Watkins on June 27, 1989, to strengthen environmental protection and waste management activities in the Department. The results of the program will provide the Secretary with information on the compliance status of DOE facilities with regard to ES H requirements, root causes for noncompliance, adequacy of DOE and site contractor ES H management programs, and DOE-wide ES H compliance trends.

This report documents the Tiger Team Assessment of the Idaho National Engineering Laboratory (INEL) located in Idaho Falls, Idaho. INEL is a multiprogram, laboratory site of the US Department of Energy (DOE). Overall site management is provided by the DOE Field Office, Idaho; however, the DOE Field Office, Chicago has responsibility for the Argonne National Laboratory-West facilities and operations through the Argonne Area Office. In addition, the Idaho Branch Office of the Pittsburgh Naval Reactors Office has responsibility for the Naval Reactor Facility (NRF) at the INEL. The assessment included all DOE elements having ongoing program activities at the site except for the NRF. In addition, the Safety and Health Subteam did not review the Westinghouse Idaho Nuclear Company, Inc. facilities and operations. The Tiger Team Assessment was conducted from June 17 to August 2, 1991, under the auspices of the Office of Special Projects, Office of the Assistant Secretary for Environment, Safety and Health, Headquarters, DOE. The assessment was comprehensive, encompassing environmental, safety, and health (ES H) disciplines; management; and contractor and DOE self-assessments. Compliance with applicable federal, state, and local regulations; applicable DOE Orders; best management practices; and internal INEL site requirements was assessed. Large government organizations such as the Department of Energy (DOE) are challenged with identifying and implementing best geospatial information management practices to ensure that operational needs are met and government objectives are achieved. Geographic Information System (GIS) professionals, complex wide within the Department, conduct spatial information management practices on a daily basis to complete a wide variety of science and engineering tasks. The DOE Office of the CIO recognized the wealth of geospatial information management knowledge within the DOE complex and formed the DOE GIS Core Team in 2001 as a result. The team is comprised of GIS experts-representing all major DOE labs, site facilities, and programs-who volunteer their time to address issues impacting the entire complex. These include the President's management agenda (with emphasis on the Geospatial One-Stop), homeland security, emergency response, site management, software and geospatial data licensing, and federal, national, and international standards governing the creation and dissemination of geospatial data. The strength of the DOE GIS Core Team is the wide diversity of GIS and scientific expertise represented on the team, which allows it to provide the DOE CIO's office with sound guidance on complex wide issues from a GIS practitioner's perspective. The Core Team's mission is 'to foster technical excellence and communication, to identify and advocate best business practices, and to provide sound recommendations on policy and standards.' As a first step toward identifying best practices the feam conducted a survey of all known GIS assets across the DOE complex. The survey identified each site's GIS expertise, operating systems architecture and software applications, major project areas supported, and a number of other metrics important to the operation of a GIS organization. This environmental assessment (EA) reviews the environmental consequences of ongoing natural resource management activities on the Savannah River Site (SRS). Appendix A contains the Natural Resources Management Plant (NRMP). While several SRS organizations have primary responsibilities for different elements of the plan, the United States Department of Agriculture (USDA), Forest Service, Savannah River Forest Station (SRFS) is responsible for most elements. Of the river scenarios defined in 1985, the High-Intensity Management alternative established the upper bound of environmental consequences; it represents a more intense level of resource management than that being performed under current resource management activities. This alternative established compliance mechanisms for several natural resource-related requirements and maximum practical timber harvesting. Similarly, the Low-Intensity Management alternative established the lower bound of environmental consequences and represents a less intense level of resource management than that being performed under current resource management activities. This alternative also established compliance mechanisms, but defined a passively managed natural area. The Proposed Action of this EA describes the current level of multiple-natural resource management. This EA reviews the proposed action, and the high and low intensity alternative scenarios.

More than 200 million liters (53 million gallons) of highly radioactive and hazardous waste is stored at the U.S. Department of Energy's Hanford Site in southeastern Washington State. The DOE's Hanford Site River Protection Project (RPP) mission includes tank waste retrieval, waste treatment, waste disposal, and tank farms closure activities. This mission will largely be accomplished by the construction and operation of three large treatment facilities at the Waste Treatment and Immobilization Plant (WTP): (1) a Pretreatment (PT) facility intended to separate the tank waste into High Level Waste (HLW) and Low Activity Waste (LAW); (2) a HLW vitrification facility intended to immobilize the HLW for disposal at a geologic repository in Yucca Mountain; and (3) a LAW vitrification facility intended to immobilize the LAW for shallow land burial at Hanford's Integrated Disposal Facility (IDF). The LAW facility is on target to be completed in 2014, five years prior to the completion of the rest of the WTP. In order to gain experience in the operation of the LAW vitrification facility, accelerate retrieval from single-shell tank (SST) farms, and hasten the completion of the LAW immobilization, it has been proposed to begin treatment of the low-activity waste five years before the conclusion of the WTP's construction. A challenge with this strategy is that the stream containing the LAW vitrification facility off-gas treatment condensates will not have the option of recycling back to pretreatment, and will instead be treated by the Hanford Effluent Treatment Facility (ETF). Here the off-gas condensates will be immobilized into a secondary waste form; ETF solid waste.

This research included development of a new geologic sample management facility and associated quality assurance systems for the LANL Environmental Restoration Program. Additional work with the LANL Environmental Restoration Program included the development of Sampling and Analysis Plans (SAP) for various Operable Units for the Laboratory. The PI (Davidson) served as the sample curation/sample management specialist on the ER program Subsurface Studies Technical Team. Specialization in Field Unit Data Base systems was the focus of the work towards the end of the contract. This included a 20 minute presentation by the traveler about the Development and Activities of the IEA Heat Pump Center US National Team.'' Highlights of this meeting included development of 1991 IEA-HPC work plans including a prioritization of activities, introduction of the newly appointed IEA-HPC Advisory Board, and discussion of a new IEA Clearinghouse Network initiative. Pre-meeting discussions were held with IEA-HPC staff members which focused on US Heat Pump Center National Team contributions to the IEA-HPC Newsletter and participation in other IEA-HPC sponsored activities.
This progress report briefly outlines activities at the Crackerneck Wildlife Management Area. Thirty-nine days were spent administering hunts with 1524 people participating. The Idaho National Laboratory (INL) Site is home to vast numbers and a wide variety of important cultural resources representing at least a 13,500 year span of human land use in the region. As a federal agency, the Department of Energy, Idaho Operations Office (DOE-ID) has legal responsibility for the management and protection of the resources and has contracted these responsibilities to Battelle Energy Alliance (BEA). The BEA professional staff is committed to maintaining a cultural resource management program that accepts the challenge of preserving INL cultural resources in a manner reflecting their importance in local, regional, and national history. This report summarizes activities performed by the INL Cultural Resource Management Office (CRMO) staff during fiscal year 2010. This work is diverse, far-reaching and though generally confined to INL cultural resource compliance, also includes a myriad of professional and voluntary community activities. This document is intended to be informative to both internal and external stakeholders and to serve as a planning tool for future INL cultural resource management work.

This report documents the creation of a Workforce Development Advisory Team as part of the National Security Preparedness Project (NSPP), being performed under a Department of Energy (DOE)/National Nuclear Security Administration (NNSA) grant. This report includes a description of the purpose of the advisory team and a list of team members with sector designations. The purpose of the NSPP is to promote national security technologies through business incubation, technology demonstration and validation, and workforce development. Workforce development activities will facilitate the hiring of students to work with professionals in incubator companies, as well as assist in preparing a workforce for careers in national security. The goal of workforce development under the NSPP grant is to assess workforce needs in national security and implement strategies to develop the appropriate workforce. To achieve this goal, it will be necessary to determine the current state of the national security workforce and the educational efforts to train such a workforce. Strategies will be developed and implemented to address gaps and to make progress towards a strong, well-trained workforce available for current and future national security technology employers.

The Upstream Optioneering project was created in the Nuclear Decommissioning Authority (UK) to support the development and implementation of significant opportunities to optimise activities across all the phases of the Higher Activity Waste management life cycle (i.e. retrieval, characterisation, conditioning, packaging, storage, transport and disposal). The objective of the Upstream Optioneering project is to work in conjunction with other functions within NDA and the waste producers to identify and deliver solutions to optimise the management of higher activity waste. Historically, optimisation may have occurred on aspects of the waste life cycle (considered here to include retrieval, conditioning, treatment, packaging, interim storage, transport to final end state, which may be geological disposal). By considering the waste life cycle as a whole, critical analysis of assumed constraints may lead to cost savings for the UK Tax Payer. For example, it may be possible to challenge the requirements for packaging wastes for disposal to deliver an optimised waste life cycle. It is likely that the challenges faced in the UK are shared in other countries. It is therefore likely that the opportunities identified may also apply elsewhere, with the potential for sharing information to enable value to be shared. (authors)

There is a rich mixture of formal and informal approaches being used in our sister nuclear democracies in their attempts to deal with the difficulties of obtaining local acceptance for siting of waste management facilities and activities. Some of these are meeting with a degree of success not yet achieved in the US. Although this survey documents and assesses many of these approaches, time did not permit addressing in any detail their relevance to common problems in the US. It would appear the US could benefit from a periodic review of the successes and failures of these efforts, including analysis of their applicability to the US system. Of those countries (Germany, Sweden, Switzerland, Japan, Belgium, and the US) who are working to a time table for the preparation of a high-level waste (HLW) repository, Germany is the only country to have gained local siting acceptance for theirs. With this (the most difficult of siting problems) behind them they appear to be in the best overall condition relative to waste management progress and plans. This has been achieved without a particularly favorable political structure, made up for by determination on the part of the political leadership. Of the remaining three countries studied (France, UK and Canada) France, with its AVM production facility, is clearly the world leader in the HLW immobilization aspect of waste management. France, Belgium and the UK appear to have the least favorable political structures and environments for arriving at waste management decisions. US, Switzerland and Canada appear to have the least favorable political structures and environments for arriving at waste management decisions.

This report documents the Tiger Team Assessment of the Los Alamos National Laboratory (LANL) located in Los Alamos, New Mexico. LANL is operated for the US Department of Energy (DOE) by the University of California. The Tiger Team Assessment was conducted from September 23 to November 8, 1991, under the auspices of the DOE Office of Special Projects, Office of Assistant Secretary for Environment, Safety and Health. The assessment was comprehensive, encompassing environmental, safety, and health (ES H) disciplines; management; and contractor and DOE self-assessments. Compliance with applicable Federal, state, and local regulations; applicable DOE Orders; best management practices; and internal LANL site requirements was assessed. In addition, an evaluation of the adequacy and effectiveness of the DOE and the site contractors' management of ES H/quality assurance programs was conducted. This volume discusses findings concerning the environmental assessment.

Public participation in decision-making in the United States has become a dominant theme throughout the public sector and is increasingly used in the private sector. Recent reports by the National Research Council and the Commission on Risk Assessment and Risk Management, set up jointly by the White House and Congress, conclude that risk decisions must increasingly be structured in such a manner as to involve stakeholders meaningfully in the processes and activities leading to decisions and, perhaps, through decision implementation. Both of these reports indicate that decisions may take longer but be better if officials: (1) bring all interested and affected parties to the table at the beginning of the risk-discussion process; (2) identify relevant concerns, losses, exposures and other information the parties have; (3) address significant concerns through appropriate research; and (4) present findings in an understandable, accessible way. This report is intended to facilitate subsequent evaluations of public participation activities and programs.
INL Equipment to Aid Regional Response Team DOE-ID is transferring equipment to the Idaho Falls Police Department's Hazardous Materials Response Team for their use in responding to suspected hazardous devices. The new IFPD Team will be the Regional Response Team covering the I-15 corridor from Utah/Idaho border to the Montana/Idaho border. The IFPD Team will respond to the INL if/when we need them. The lessons learned during the early phase of design engineering and construction activities for the AP1000 China Project can be applied to any project involving multiple disciplines and multiple organizations. Implementation of a first-of-a-kind design to directly support construction activities utilizing resources assigned to design development and design delivery creates challenges with prioritization of activities, successful closure of issues, and communication between site organizations and the home office. To ensure successful implementation, teams were assigned and developed to directly support construction activities including prioritization of activities, site communication and ensuring closure of site emergent issues. By developing these teams, the organization is better suited to meet the demands of the construction schedule while continuing with design evolution of a standard plant and engineering delivery for multiple projects. For a successful project, proper resource utilization and prioritization are key for overcoming obstacles and ensuring success of the engineering organization. (authors)

The Missouri Agricultural Energy Saving Team-A Revolutionary Opportunity (MAESTRO) program brought together a team of representatives from government, academia, and private industry to enhance the availability of energy efficiency services for small livestock producers in the State of Missouri. The Missouri Department of Agriculture (MDA) managed the project via a subcontract with the University of Missouri (MU), College of Agriculture Food and Natural Resources, MU Extension, the MU College of Human Environmental Sciences, the MU College of Engineering, and the Missouri Agricultural and Small Business Development Authority (MASBDA). MU teamed with EnSave, Inc, a nationally-recognized expert in agricultural energy efficiency to assist with marketing, outreach, provision of farm energy audits and customer service. MU also teamed with independent home contractors to facilitate energy audits of the farm buildings and homes of these livestock producers. The goals of the project were to: (1) improve the environment by reducing fossil fuel emissions and reducing the total energy used on small animal farms; (2) stimulate the economy of local and regional communities by creating or retaining jobs; and (3) improve the profitability of Missouri livestock producers by reducing their energy expenditures. Historically, Missouri scientists/engineers conducted programs on energy use in agriculture, such as in equipment, grain handling and tillage practices. The MAESTRO program was the first to focus strictly on energy efficiency associated with livestock production systems in Missouri and to investigate the applicability and potential of addressing energy efficiency in animal production from a building efficiency perspective. Active Management of Integrated Geothermalâ€“CO2 Storage Reservoirs in Sedimentary Formations: An Approach to Improve Energy Recovery and Mitigate Risk: FY1 Final Report The purpose of phase 1 is to determine the feasibility of integrating geologic CO2 storage (GCS) with geothermal energy production. Phase 1 includes reservoir analyses to determine injector/producer well schemes that balance the generation of economically useful flow rates at the producers with the need to manage reservoir overpressure to reduce the risks associated with overpressure, such as induced seismicity and CO2 leakage to overlying aquifers. Based on a range of well schemes, techno-economic analyses of the levelized cost of electricity (LCOE) are conducted to determine the economic benefits of integrating GCS with geothermal energy production. In addition to considering CO2 injection, reservoir analyses are conducted for nitrogen (N2) injection to investigate the potential benefits of incorporating N2 injection with integrated geothermal-GCS, as well as the use of N2 injection as a potential pressure-support and working-fluid option. Phase 1 includes preliminary environmental risk assessments of integrated geothermal-GCS, with the focus on managing reservoir overpressure. Phase 1 also includes an economic survey of pipeline costs, which will be applied in Phase 2 to the analysis of CO2 conveyance costs for techno-economics analyses of integrated geothermal-GCS reservoir sites. Phase 1 also includes a geospatial GIS survey of potential integrated geothermal-GCS reservoir sites, which will be used in Phase 2 to conduct sweet-spot analyses that determine where promising geothermal resources are co-located in sedimentary settings conducive to safe CO2 storage, as well as being in adequate proximity to large stationary CO2 sources.
