    Purpose: To determine the frequency and clinical significance of previously undetected incidental findings found on computed tomography (CT) simulation images for breast cancer patients. Methods and Materials: All CT simulation images were first interpreted prospectively by radiation oncologists and then double-checked by diagnostic radiologists. The official reports of CT simulation images for 881 consecutive postoperative breast cancer patients from 2009 to 2010 were retrospectively reviewed. Potentially important incidental findings (PIIFs) were defined as any previously undetected benign or malignancy-related findings requiring further medical follow-up or investigation. For all patients in whom a PIIF was detected, we reviewed the clinical records to determine the clinical significance of the PIIF. If the findings from the additional studies prompted by a PIIF required a change in management, the PIIF was also recorded as a clinically important incidental finding (CIIF). Results: There were a total of 57 (6%) PIIFs. The 57 patients in whom a PIIF was detected were followed for a median of 17 months (range, 3-26). Six cases of CIIFs (0.7% of total) were detected. Of the six CIIFs, three (50%) cases had not been noted by the radiation oncologist until the diagnostic radiologist detected the finding. On multivariate analysis, previous CT examination was an independent predictor for PIIF (p = 0.04). Patients who had not previously received chest CT examinations within 1 year had a statistically significantly higher risk of PIIF than those who had received CT examinations within 6 months (odds ratio, 3.54; 95% confidence interval, 1.32-9.50; p = 0.01). Conclusions: The rate of incidental findings prompting a change in management was low. However, radiation oncologists appear to have some difficulty in detecting incidental findings that require a change in management. Considering cost, it may be reasonable that routine interpretations are given to those who have not

    The Department of Energy (DOE) has determined that the vitrification melter used in the West Valley Demonstration Project can be disposed of as low-level waste (LLW) after completion of a waste-incidental-to-reprocessing evaluation performed in accordance with the evaluation process of DOE Manual 435.1-1, Radioactive Waste Management Manual. The vitrification melter - which consists of a ceramic lined, electrically heated box structure - was operated for more than 5 years melting and fusing high-level waste (HLW) slurry and glass formers and pouring the molten glass into 275 stainless steel canisters. Prior to shutdown, the melter was decontaminated by processing low-activity decontamination flush solutions and by extracting molten glass from the melter cavity. Because it could not be completely emptied, residual radioactivity conservatively estimated at approximately 170 TBq (4,600 Ci) remained in the vitrification melter. To establish whether the melter was incidental to reprocessing, DOE prepared an evaluation to demonstrate that the vitrification melter: (1) had been processed to remove key radionuclides to the maximum extent technically and economically practical; (2) would be managed to meet safety requirements comparable to the performance objectives for LLW established by the Nuclear Regulatory Commission (NRC); and (3) would be managed by DOE in accordance with DOE's requirements for LLW after it had been incorporated in a solid physical form with radionuclide concentrations that do not exceed the NRC concentration limits for Class C LLW. DOE consulted with the NRC on the draft evaluation and gave other stakeholders an opportunity to submit comments before the determination was made. The NRC submitted a request for additional information in connection with staff review of the draft evaluation; DOE provided the additional information and made improvements to the evaluation, which was issued in January 2012.     This report discusses the treatment of uncertainties stemming from relatively few samples of random quantities. The importance of this topic extends beyond experimental data uncertainty to situations involving uncertainty in model calibration, validation, and prediction. With very sparse data samples it is not practical to have a goal of accurately estimating the underlying probability density function (PDF). Rather, a pragmatic goal is that the uncertainty representation should be conservative so as to bound a specified percentile range of the actual PDF, say the range between 0.025 and .975 percentiles, with reasonable reliability. A second, opposing objective is that the representation not be overly conservative; that it minimally over-estimate the desired percentile range of the actual PDF. The presence of the two opposing objectives makes the sparse-data uncertainty representation problem interesting and difficult. In this report, five uncertainty representation techniques are characterized for their performance on twenty-one test problems (over thousands of trials for each problem) according to these two opposing objectives and other performance measures. Two of the methods, statistical Tolerance Intervals and a kernel density approach specifically developed for handling sparse data, exhibit significantly better overall performance than the others.

    The West Valley Demonstration Project recently achieved a breakthrough in management of radioactive waste from reprocessing of spent nuclear fuel by taking advantage of lessons learned at other Department of Energy (DOE) sites in implementation of the waste-incidental-to-reprocessing citation process of DOE Manual 435.1-1, Radioactive Waste Management. This breakthrough involved a revision to the site procedure on waste-incidental to reprocessing. This procedure revision served as the basis for a determination by the DOE West Valley field office using the citation process that three secondary waste streams consisting of equipment that had once been contaminated by association with HLW are not HLW following decontamination and may be disposed of as low-level waste (LLW) or transuranic waste. These waste streams, which comprised much of the approximately 380 cubic meters of West Valley waste contaminated by association with HLW, included several vessels and certain tank farm equipment. By making use of lessons learned in use of the citation process by other DOE sites and information developed to support use of the citation process at the Hanford site and the Savannah River Site, the team developed a technical basis for showing that use of the citation process of DOE Manual 435.1-1 for the three new waste stream was appropriate and technically justified. The Waste Management Working Group of the EFCOG assisted in transferring lessons learned by drawing on experience from around the DOE complex. This process shared knowledge about effective implementation of the citation process in a manner that proved to be beneficial to the West Valley Demonstration Project and resulted in a technical basis document that could be used to determine that the three new waste streams were not HLW.     The US Environmental Protection Agency (EPA) and Washington Department of Ecology (Ecology) recommended that the US Department of Energy (DOE) perform an expedited response action (ERA) for the Sodium Dichromate Barrel Disposal Landfill. The ERA lead regulatory agency is Ecology and EPA is the support agency. The ERA was categorized as non-time-critical, which required preparation of an engineering evaluation and cost analysis (EE/CA). The EE/CA was included in the ERA proposal. The EE/CA is a rapid, focused evaluation of available technologies using specific screening factors to assess feasibility, appropriateness, and cost. The ERA goal is to reduce the potential for any contaminant migration from the landfill to the soil column, groundwater, and Columbia River. Since the Sodium Dichromate Barrel Disposal Landfill is the only waste site within the operable unit, the removal action may be the final remediation of the 100-IU-4 Operable Unit. This ERA process started in March 1992. The ERA proposal went through a parallel review process with Westinghouse Hanford Company (WHC), DOE Richland Operations (RL), EPA, Ecology, and a 30-day public comment period. Ecology and EPA issued an Action Agreement Memorandum in March 1993 (Appendix A). The memorandum directed excavation of all anomalies and disposal of the collected materials at the Hanford Site Central Landfill. Primary field activities were completed by the end of April 1993. Final waste disposal of a minor quantity of hazardous waste was completed in July 1993.

    This document contains planned actions to correct the deficiencies identified in the Pre-Tiger Team Self-Assessment (PTTSA), January 1991, of Sandia National Laboratories (SNL -- Albuquerque, New Mexico; Tonopah, Nevada; and Kauai, Hawaii). The Self-Assessment was conducted by a Self-Assessment Working Group consisting of 19 department managers, with support from Environment, Safety, and Health (ES H) professionals, from October through December 1990. Findings from other past audits, dating back to 1985, were reviewed and compared with the PTTSA findings to determine if additional findings, key findings, or root causes were warranted. The resulting ES H Action Plan and individual planned actions were prepared by the ES H Action Plan Project Group with assistance from the Program owners/authors during February and March 1991. The plan was reviewed by SNL Management in April 1991. This document serves as a planning instrument for the Laboratories to aid in the scoping and sizing of activities related to ES H compliance for the coming five years. It will be modified as required to ensure a workload/funding balance and to address the findings resulting from the Tiger Team assessment at SNL, Albuquerque.     This Mitigation Action Plan (MAP) focuses on mitigation commitments stated in the Supplemental Environmental Impact Statement (SEIS) and the Record of Decision (ROD) for the Naval Petroleum Reserve No. 1 (NPR-1). Specific commitments and mitigation implementation actions are listed in Appendix A-Mitigation Actions, and form the central focus of this MAP. They will be updated as needed to allow for organizational, regulatory, or policy changes. It is the intent of DOE to comply with all applicable federal, state, and local environmental, safety, and health laws and regulations. Eighty-six specific commitments were identified in the SEIS and associated ROD which pertain to continued operation of NPR-1 with petroleum production at the Maximum Efficient Rate (MER). The mitigation measures proposed are expected to reduce impacts as much as feasible, however, as experience is gained in actual implementation of these measures, some changes may be warranted.

An opportunity for improvement was identified for preparation of cost estimates used to support the evaluation of response action alternatives. As a result, CH2M HILL Plateau Remediation Company has developed Tool for Response Action Cost Estimating (TRACE). TRACE is a multi-page Microsoft Excel{reg_sign} workbook developed to introduce efficiencies into the timely and consistent production of cost estimates for response action alternatives. This tool combines costs derived from extensive site-specific runs of commercially available remediation cost models with site-specific and estimator-researched and derived costs, providing the best estimating sources available. TRACE also provides for common quantity and key parameter links across multiple alternatives, maximizing ease of updating estimates and performing sensitivity analyses, and ensuring consistency.

    The Department of Energy`s Federal Energy Management Program (FEMP) is charged with carrying out key sections of EPACT and Executive Order 12903, to make the Federal government operate more efficiently. A congressionally mandated energy and water conservation audit program is one component of this growing DOE program. This paper traces the SAVEnergy Action Plan program throughout its development from (1) identifying projects and Agency champions, (2) establishing a protocol and fitting auditors into the program, (3) developing a data base to track the audits and measure their success, and (4) evaluating the process, learning from mistakes, and charting and transferring successes.     Corrective Action Unit 365 comprises one corrective action site (CAS), CAS 08-23-02, U-8d Contamination Area. This site is being investigated because existing information on the nature and extent of potential contamination is insufficient to evaluate and recommend corrective action alternatives (CAAs). Additional information will be obtained by conducting a corrective action investigation before evaluating CAAs and selecting the appropriate corrective action for the CAS. The results of the field investigation will support a defensible evaluation of viable CAAs that will be presented in the Corrective Action Decision Document. The site will be investigated based on the data quality objectives (DQOs) developed on July 6, 2010, by representatives of the Nevada Division of Environmental Protection and the U.S. Department of Energy (DOE), National Nuclear Security Administration Nevada Site Office. The DQO process was used to identify and define the type, amount, and quality of data needed to develop and evaluate appropriate corrective actions for the Baneberry site. The primary release associated with Corrective Action Unit 365 was radiological contamination from the Baneberry nuclear test. Baneberry was an underground weapons-related test that vented significant quantities of radioactive gases from a fissure located in close proximity to ground zero. A crater formed shortly after detonation, which stemmed part of the flow from the fissure. The scope of this investigation includes surface and shallow subsurface (less than 15 feet below ground surface) soils. Radionuclides from the Baneberry test with the potential to impact groundwater are included within the Underground Test Area Subproject. Investigations and corrective actions associated with the Underground Test Area Subproject include the radiological inventory resulting from the Baneberry test.

    We present a computational approach to radical rhetoric that leverages the co-expression of rhetoric and action features in discourse to identify violent intent. The approach combines text mining and machine learning techniques with insights from Frame Analysis and theories that explain the emergence of violence in terms of moral disengagement, the violation of sacred values and social isolation in order to build computational models that identify messages from terrorist sources and estimate their proximity to an attack. We discuss a specific application of this approach to a body of documents from and about radical and terrorist groups in the Middle East and present the results achieved.

    Section 3116 of the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005 (NDAA) requires the U.S. Department of Energy (DOE) to consult with the U.S. Nuclear Regulatory Commission (NRC) for certain non-high level waste (HLW) determinations. The NDAA also requires NRC to monitor DOE's disposal actions related to those determinations to assess compliance with NRC regulations in 10 CFR Part 61, Subpart C. The NDAA applies to DOE activities that will remain within the States of South Carolina and Idaho. DOE has chosen to, under DOE Order 435.1, engage in consultation with NRC for similar activities in the State of Washington and New York, however, the NRC has no monitoring responsibilities. In 2007, the NRC developed a draft Final Report for Interim Use entitled, NUREG-1854: NRC Staff Guidance for Activities Related to U.S. Department of Energy Waste Determinations. Since the law was enacted, the DOE and NRC have consulted on three waste determinations within the affected States: (1) the Saltstone Disposal Facility at the Savannah River Site (SRS) within the State of South Carolina in 2005, (2) the INTEC Tank Farm at the Idaho National Laboratory within the State of Idaho in 2006, and (3) the F Tank Farm at SRS in 2011. After the end of consultation and issuance by DOE of the final waste determination, monitoring began at each of these sites, including the development of monitoring plans. In addition to the NDAA sites, DOE has requested NRC consultation support on both individual tanks and the entire C Tank Farm at the Hanford Nuclear Reservation in the State of Washington. DOE also requested consultation of waste determinations performed on the melter and related feed tanks at the West Valley site in New York that would be disposed offsite. In the next few years, NRC and DOE will consult on the last of the NDAA waste determinations for a while, the H Tank Farm waste determination at SRS. Authorization for shipment of the content envelop requires acceptance of this Addendum by the DOE-HQ certifying official as a supplement to the 9977 SARP Revision 2 and DOE-HQ's subsequent revision of the CoC Revision 10 (which is based on SARP Addendum 2 and SARP Addendum 4) to authorize the additional content envelope.     A simple method for experimentally determining thermodynamic quantities for flow battery cell reactions is presented. Equilibrium cell potentials, temperature derivatives of cell potential (dE/dT), Gibbs free energies, and entropies are reported here for all-vanadium, iron–vanadium, and iron–chromium flow cells with state-of-the-art solution compositions. Proof is given that formal potentials and formal temperature coefficients can be used with modified forms of the Nernst Equation to quantify the thermodynamics of flow cell reactions as a function of state-of-charge. Such empirical quantities can be used in thermo-electrochemical models of flow batteries at the cell or system level. In most cases, the thermodynamic quantities measured here are significantly different from standard values reported and used previously in the literature. The data reported here are also useful in the selection of operating temperatures for flow battery systems. Because higher temperatures correspond to lower equilibrium cell potentials for the battery chemistries studied here, it can be beneficial to charge a cell at higher temperature and discharge at lower temperature. As a result, proof-of-concept of improved voltage efficiency with the use of such non-isothermal cycling is given for the all-vanadium redox flow battery, and the effect is shown to be more pronounced at lower current densities.

    To determine the amount of incidental radiation dose received by the mediastinal and hilar nodes for patients with non-small cell lung cancer (NSCLC) treated with stereotactic body radiation therapy (SBRT). Fifty consecutive patients with NSCLC, treated using an SBRT technique, were identified. Of these patients, 38 had a prescription dose of 60 Gy in 20-Gy fractions and were eligible for analysis. For each patient, ipsilateral upper (level 2) and lower (level 4) paratracheal, and hilar (level 10) nodal regions were contoured on the planning computed tomography (CT) images. Using the clinical treatment plan, dose and volume calculations were performed retrospectively for each nodal region. SBRT to upper lobe tumors resulted in an average total ipsilateral mean dose of between 5.2 and 7.8 Gy for the most proximal paratracheal nodal stations (2R and 4R for right upper lobe lesions, 2L and 4L for left upper lobe lesions). SBRT to lower lobe tumors resulted in an average total ipsilateral mean dose of between 15.6 and 21.5 Gy for the most proximal hilar nodal stations (10R for right lower lobe lesions, 10 l for left lower lobe lesions). Doses to more distal nodes were substantially lower than 5 Gy. The often substantial incidental irradiation, delivered during SBRT for peripheral NSCLC of the lower lobes to the most proximal hilar lymph nodes may be therapeutic for low-volume, subclinical nodal disease. Treatment of peripheral upper lobe lung tumors delivers less incidental irradiation to the paratracheal lymph nodes with lower likelihood of therapeutic benefit.

It is difficult to carry out the reliable estimates using the existing models due to the limited data available in the developing countries. This study aims to forecast MSW collected in Thailand with prediction interval in long term period by using the optimized multivariate grey model which is the mathematical approach. For multivariate models, the representative factors of residential and commercial sectors affecting waste collected are identified, classified and quantified based on statistics and mathematics of grey system theory. Results show that GMC (1, 5), the grey model with convolution integral, is the most accurate with the least error of 1.16% MAPE. MSW collected would increase 1.40% per year from 43,435–44,994 tonnes per day in 2013 to 55,177–56,735 tonnes per day in 2030. This model also illustrates that population density is the most important factor affecting MSW collected, followed by urbanization, proportion employment and household size, respectively. These mean that the representative factors of commercial sector may affect more MSW collected than that of residential sector. Results can help decision makers to develop the measures and policies of waste management in long term period.

    Mitigation of episodic flammable gas releases from Hanford Waste Tank 241-SY-101 was accomplished in July 1993 with the installation of a mixer pump that prevents gas retention. But is has not been possible until recently to measure the effects of mixing on the waste or how much gas remains and where it is located. Direct measurements of the void fraction and rheology of the mixed waste by the void fraction instrument (VFI) and ball rheometer along with previous data provide estimates of the location, quantity, and behavior of undissolved gas in the tank. This report documents the compilation and integration of the information that enables this understanding.

  4. Identifying finite-time coherent sets from limited quantities of Lagrangian data

    A data-driven procedure for identifying the dominant transport barriers in a time-varying flow from limited quantities of Lagrangian data is presented. Our approach partitions state space into coherent pairs, which are sets of initial conditions chosen to minimize the number of trajectories that “leak” from one set to the other under the influence of a stochastic flow field during a pre-specified interval in time. In practice, this partition is computed by solving an optimization problem to obtain a pair of functions whose signs determine set membership. From prior experience with synthetic, “data rich” test problems, and conceptually related methods based on approximations of the Perron-Frobenius operator, we observe that the functions of interest typically appear to be smooth. We exploit this property by using the basis sets associated with spectral or “mesh-free” methods, and as a result, our approach has the potential to more accurately approximate these functions given a fixed amount of data. In practice, this could enable better approximations of the coherent pairs in problems with relatively limited quantities of Lagrangian data, which is usually the case with experimental geophysical data. We apply this method to three examples of increasing complexity: The first is the double gyre, the second is the Bickley Jet, and the third is data from numerically simulated drifters in the Sulu Sea.

    A simple method for experimentally determining thermodynamic quantities for flow battery cell reactions is presented. Equilibrium cell potentials, temperature derivatives of cell potential (dE/dT), Gibbs free energies, and entropies are reported here for all-vanadium, iron–vanadium, and iron–chromium flow cells with state-of-the-art solution compositions. Proof is given that formal potentials and formal temperature coefficients can be used with modified forms of the Nernst Equation to quantify the thermodynamics of flow cell reactions as a function of state-of-charge. Such empirical quantities can be used in thermo-electrochemical models of flow batteries at the cell or system level. In most cases, the thermodynamic quantitiesmore » measured here are significantly different from standard values reported and used previously in the literature. The data reported here are also useful in the selection of operating temperatures for flow battery systems. Because higher temperatures correspond to lower equilibrium cell potentials for the battery chemistries studied here, it can be beneficial to charge a cell at higher temperature and discharge at lower temperature. As a result, proof-of-concept of improved voltage efficiency with the use of such non-isothermal cycling is given for the all-vanadium redox flow battery, and the effect is shown to be more pronounced at lower current densities.« less

    A Moehwald HDA (HDA is a German acronym: Hydraulischer Druckanstieg: hydraulic pressure increase) injection quantity and rate measuring unit is used to investigate injection rates obtained with a fast-acting, preproduction diesel solenoid injector. Experimental parametric variations are performed to determine their impact on measured injection rate traces. A pilot–main injection strategy is investigated for various dwell times; these preproduction injectors can operate with very short dwell times with distinct pilot and main injection events. Dwell influences the main injection rate shape.     This Idaho CERCLA Disposal Facility (ICDF) Remedial Action Report has been prepared in accordance with the requirements of Section 6.2 of the INEEL CERCLA Disposal Facility Remedial Action Work Plan. The agency prefinal inspection of the ICDF Staging, Storage, Sizing, and Treatment Facility (SSSTF) was completed in June of 2005. Accordingly, this report has been developed to describe the construction activities completed at the ICDF along with a description of any modifications to the design originally approved for the facility. In addition, this report provides a summary of the major documents prepared for the design and construction of the ICDF, a discussion of relevant requirements and remedial action objectives, the total costs associated with the development and operation of the facility to date, and identification of necessary changes to the Agency-approved INEEL CERCLA Disposal Facility Remedial Action Work Plan and the ICDF Complex Operations and Maintenance Plan.

The latency is determined between a control device and the at least one downhole device. The latency adjusted signal for triggering an action is sent to the downhole device. The action is performed downhole synchronized to the event. A preferred method for determining latency comprises the steps: a control device sends a first signal to the downhole device; after receiving the signal, the downhole device sends a response signal to the control device; and the control device analyzes the time from sending the signal to receiving the response signal.

    On July 27, 1990, the U.S. Environmental Protection Agency (EPA) proposed a regulatory framework (55 FR 30798) for responding to releases of hazardous waste and hazardous constituents from solid waste management units (SWMUs) at facilities seeking permits or permitted under the Resource Conservation and Recovery Act (RCRA). The proposed rule, `Corrective Action for Solid Waste Management Units at Hazardous Waste Facilities`, would create a new Subpart S under the 40 CFR 264 regulations, and outlines requirements for conducting RCRA Facility Investigations, evaluating potential remedies, and selecting and implementing remedies (i.e., corrective measures) at RCRA facilities. EPA anticipates instances where releases or suspected releases of hazardous wastes or constituents from SWMUs identified in a RCRA Facility Assessment, and subsequently addressed as part of required RCRA Facility Investigations, will be found to be non-existent or non-threatening to human health or the environment. Such releases may require no further action. For such situations, EPA proposed a mechanism for making a determination that no further corrective action is needed. This mechanism is known as a Determination of No Further Action (DNFA) (55 FR 30875). This information Brief describes what a DNFA is and discusses the mechanism for making a DNFA. This is one of a series of Information Briefs on RCRA corrective action.

    The Small Gram Quantity (SGQ) concept is based on the understanding that small amounts of hazardous materials, in this case radioactive materials, are significantly less hazardous than large amounts of the same materials. This study describes a methodology designed to estimate an SGQ for several neutron and gamma emitting isotopes that can be shipped in a package compliant with 10 CFR Part 71 external radiation level limits regulations. These regulations require packaging for the shipment of radioactive materials perform, under both normal and accident conditions, the essential functions of material containment, subcriticality, and maintain external radiation levels within regulatory limits. 10 CFR 71.33(b)(1)(2)&(3) state radioactive and fissile materials must be identified and their maximum quantity, chemical and physical forms be included in an application. Furthermore, the U.S. Federal Regulations require application contain an evaluation demonstrating the package (i.e., the packaging and its contents) satisfies the external radiation standards for all packages (10 CFR 71.31(2), 71.35(a), & 71.47). By placing the contents in a He leak-tight containment vessel, and limiting the mass to ensure subcriticality, the first two essential functions are readily met. Some isotopes emit sufficiently strong photon radiation that small amounts of material can yield a large external dose rate. Quantifying of the dose rate for a proposed content is a challenging issue for the SGQ approach. It is essential to quantify external radiation levels from several common gamma and neutron sources that can be safely placed in a specific packaging, to ensure compliance with federal regulations. The Packaging Certification Program (PCP) Methodology for Determining Dose Rate for Small Gram Quantities in Shipping Packagings described in this report provides bounding mass limits for a set of proposed SGQ isotopes.     This Corrective Action Plan (CAP) provides selected corrective action alternatives and proposes the closure methodology for Corrective Action Unit (CAU) 262, Area 25 Septic Systems and Underground Discharge Point. CAU 262 is identified in the Federal Facility Agreement and Consent Order (FFACO) of 1996. Remediation of CAU 262 is required under the FFACO. CAU 262 is located in Area 25 of the Nevada Test Site (NTS), approximately 100 kilometers (km) (62 miles [mi]) northwest of Las Vegas, Nevada. The nine Corrective Action Sites (CASs) within CAU 262 are located in the Nuclear Rocket Development Station complex. Individual CASs are located in the vicinity of the Reactor Maintenance, Assembly, and Disassembly (R-MAD); Engine Maintenance, Assembly, and Disassembly (E-MAD); and Test Cell C compounds. CAU 262 includes the following CASs as provided in the FFACO (1996); CAS 25-02-06, Underground Storage Tank; CAS 25-04-06, Septic Systems A and B; CAS 25-04-07, Septic System; CAS 25-05-03, Leachfield; CAS 25-05-05, Leachfield; CAS 25-05-06, Leachfield; CAS 25-05-08, Radioactive Leachfield; CAS 25-05-12, Leachfield; and CAS 25-51-01, Dry Well. Figures 2, 3, and 4 show the locations of the R-MAD, the E-MAD, and the Test Cell C CASs, respectively. The facilities within CAU 262 supported nuclear rocket reactor engine testing. Activities associated with the program were performed between 1958 and 1973. However, several other projects used the facilities after 1973. A significant quantity of radioactive and sanitary waste was produced during routine operations. Most of the radioactive waste was managed by disposal in the posted leachfields. Sanitary wastes were disposed in sanitary leachfields. Septic tanks, present at sanitary leachfields (i.e., CAS 25-02-06,2504-06 [Septic Systems A and B], 25-04-07, 25-05-05,25-05-12) allowed solids to settle out of suspension prior to entering the leachfield.     The Small Gram Quantity (SGQ) concept is based on the understanding that small amounts of hazardous materials, in this case radioactive materials (RAM), are significantly less hazardous than large amounts of the same materials. This paper describes a methodology designed to estimate an SGQ for several neutron and gamma emitting isotopes that can be shipped in a package in compliance with 10 CFR Part 71 external radiation level limits regulations. The neutron and photon sources were calculated using both ORIGEN-S and RASTA. The response from a unit source in each neutron and photon group was calculated using MCNP5 with each unshielded and shielded container configuration. Effects of self-shielding on both neutron and photon response were evaluated by including either plutonium oxide or iron in the source region for the case with no shielded container. For the cases of actinides mixed with light elements, beryllium is the bounding light element. The added beryllium (10 to 90 percent of the actinide mass) in the cases studied represents between 9 and 47 percent concentration of the total mixture mass. For beryllium concentrations larger than 50 percent, the increase in the neutron source term and dose rate tend to increase at a much lower rate than at concentrations lower than 50%. The intimately mixed actinide-beryllium form used in these models is very conservative and thus the limits presented in this report are practical bounds on the mass that can be safely shipped. The calculated dose rate from one gram of each isotope was then used to determin the maximum amount of a single isotope that could be shipped in the Model 9977 Package (or packagings having the same or larger external dimensions as well as similar structural materials) and have the external radiation level within the regulatory dose limits at the surface of the package.     -substituted zeolite to capture iodine (e.g. as AgI), a caustic scrubber to collect carbon dioxide (including 14CO2), a hydrogen-substituted mordenite to capture krypton (e.g. 85Kr) by cryogenic temperature swing adsorption, and a silver-substituted mordenite to capture xenon by cryogenic temperature swing absorption. The quantities of these volatile gases collected were compared to ORIGEN calculations to estimate the effectiveness of the voloxidation process to separate the volatiles from the used fuel. This paper will describe the voloxidation system and present preliminary results from the second processing campaign.

The work under this action sheet had 2 objectives: (1) Achieve a better understanding of the loss of fluorine in UO{sub 2}F{sub 2} particles after exposure to certain environmental conditions; and (2) Provide feedback to the EC-JRC on sample reproducibility and characteristics.

    Many physical phenomena that concern the research these days are basically complicated because of being multi-parametric. Thus, their study and understanding meets with big if not unsolved obstacles. Such complicated and multi-parametric is the plasmatic state as well, where the plasma and the physical quantities that appear along with it have chaotic behavior. Many of those physical quantities change exponentially and at most times they are stabilized by presenting wavy behavior. Mostly in the transitive state rather than the steady state, the exponentially changing quantities (Growth, Damping etc) depend on each other in most cases. Thus, it is difficult to distinguish the cause from the result. The present paper attempts to help this difficult study and understanding by proposing mathematical exponential models that could relate with the study and understanding of the plasmatic wavy instability behavior. Such instabilities are already detected, understood and presented in previous publications of our laboratory. In other words, our new contribution is the study of the already known plasmatic quantities by using mathematical models (modeling and simulation). These methods are both useful and applicable in the chaotic theory. In addition, our ambition is to also conduct a list of models useful for the study of chaotic problems, such as those that appear into the plasma, starting with this paper's examples.

    Einstein-Hilbert (EH) action can be separated into a bulk and a surface term, with a specific ('holographic') relationship between the two, so that either can be used to extract information about the other. The surface term can also be interpreted as the entropy of the horizon in a wide class of spacetimes. Since EH action is likely to just the first term in the derivative expansion of an effective theory, it is interesting to ask whether these features continue to hold for more general gravitational actions. We provide a comprehensive analysis of Lagrangians of the form {radical}(-g)L={radical}(-g)Q{sub a}{sup bcd}R{sup a}{sub bcd}, in which Q{sub a}{sup bcd} is a tensor with the symmetries of the curvature tensor, made from metric and curvature tensor and satisfies the condition {nabla}{sub c}Q{sub a}{sup bcd}=0, and show that they share these features. The Lanczos-Lovelock Lagrangians are a subset of these in which Q{sub a}{sup bcd} is a homogeneous function of the curvature tensor. They are all holographic, in a specific sense of the term, and--in all these cases--the surface term can be interpreted as the horizon entropy. The thermodynamics route to gravity, in which the field equations are interpreted as TdS=dE+pdV, seems to have a greater degree of validity than the field equations of Einstein gravity itself. The results suggest that the holographic feature of EH action could also serve as a new symmetry principle in constraining the semiclassical corrections to Einstein gravity. The implications are discussed.

    Environmental professionals today must address many issues that might not have been foreseen by developers of the National Environmental Policy Act of 1969 (NEPA) or the President`s Council on Environmental Quality (CEQ) regulations for implementing NEPA. One issue is the definition of the no action alternative for NEPA documentation of continuing actions. The CEQ regulations do not define the no action alternative, but merely state that NEPA analyses shall {open_quotes}include the alternative of no action{close_quotes}. For NEPA analyses of newly proposed actions, the practical definition of the no action alternative is clear (i.e., the agency will not implement the proposed action or alternative actions). However, the practical definition for NEPA analyses of continuing actions is not so clear. To clarify the definition of the no action alternative for continuing actions, particularly those that involve agency decisions about relicensing existing projects or continuing to operate existing programs or facilities. In trying to clarify the definition of the no action alternative for continuing actions, this paper examines the function of the no action alternative for NEPA analyses in general. Pertinent issues include how the definition of the no action alternative affects the selection of the baseline for environmental analysis and whether inclusion of the no action alternative really forces agencies to consider no action as a realistic alternative. To address these issues, this paper begins with a discussion of relevant legal decisions involving the no action alternative in NEPA analyses. The paper then examines some agency NEPA regulations and recent NEPA documents to provide examples of how some agencies address the no action alternative for continuing actions. Finally, the paper suggests definitions of the no action alternative for continuing actions and methods for addressing no action as a realistic alternative.

    This paper presents an unifying graph-based model for representing the infrastructure, behavior and missions of an enterprise. We describe how the model can be used to achieve resiliency against a wide class of failures and attacks. We introduce an algorithm for recommending resilience establishing actions based on dynamic updates to the models. Without loss of generality, we show the effectiveness of the algorithm for preserving latency based quality of service (QoS). Our models and the recommendation algorithms are implemented in a software framework that we seek to release as an open source framework for simulating resilient cyber systems.

Based on site history, process knowledge, and previous investigations of similar sites, contaminants of potential concern for CAU 309 collectively include radionuclides, total petroleum hydrocarbons (diesel range only), polychlorinated biphenyls, ''Resource Conservation and Recovery Act'' metals, volatile organic compounds, and semivolatile organic compounds.

The definition of the no-action alternative for newly proposed actions seems clear. However, for continuing actions, the meaning of the no-action alternative is ambiguous. This article examines the overall function of the no-action alternative for NEPA analyses of continuing actions. It begins with a discussion of the conflicting definitions of the no-action alternative for continuing activities, including CEQ regulations and guidelines related to the no-action alternative and legal decisions that have helped establish precedence for defining no action. A review of NEPA regulations and guidelines of 10 federal agencies shows how different agencies define no-action for continuing actions. Review of six recent NEPA documents on continuing actions reveals how their definition of the no-action alternative promote or impede informed decision-making.

    Project Rulison was a joint US Atomic Energy Commission (AEC) and Austral Oil Company (Austral) experiment, conducted under the AEC`s Plowshare Program, to evaluate the feasibility of using a nuclear device to stimulate natural gas production in low-permeability gas-producing geologic formations. The experiment was conducted on September 10, 1969, and consisted of detonating a 40-kiloton nuclear device at a depth of 2,568 m below ground surface (BGS). This Corrective Action Report describes the cleanup of petroleum hydrocarbon- and heavy-metal-contaminated sediments from an old drilling effluent pond and characterization of the mud pits used during drilling of the R-EX well at the Rulison Site. The Rulison Site is located approximately 65 kilometers (40 miles) northeast of Grand Junction, Colorado. The effluent pond was used for the storage of drilling mud during drilling of the emplacement hole for the 1969 gas stimulation test conducted by the AEC. This report also describes the activities performed to determine whether contamination is present in mud pits used during the drilling of well R-EX, the gas production well drilled at the site to evaluate the effectiveness of the detonation in stimulating gas production. The investigation activities described in this report were conducted during the autumn of 1995, concurrent with the cleanup of the drilling effluent pond. This report describes the activities performed during the soil investigation and provides the analytical results for the samples collected during that investigation.

    Since the 1960's, the Department of Transportation Specification (DOT Spec) 6M packages have been used extensively for transportation of Type B quantities of radioactive materials between Department of Energy (DOE) facilities, laboratories, and productions sites. However, due to the advancement of packaging technology, the aging of the 6M packages, and variability in the quality of the packages, the DOT implemented a phased elimination of the 6M specification packages (and other DOT Spec packages) in favor of packages certified to meet federal performance requirements. DOT issued the final rule in the Federal Register on October 1, 2004 requiring that use of the DOT Specification 6M be discontinued as of October 1, 2008. A main driver for the change was the fact that the 6M specification packagings were not supported by a Safety Analysis Report for Packaging (SARP) that was compliant with Title 10 of the Code of Federal Regulations part 71 (10 CFR 71). Therefore, materials that would have historically been shipped in 6M packages are being identified as contents in Type B (and sometimes Type A fissile) package applications and addenda that are to be certified under the requirements of 10 CFR 71.     Nuclear facilities sometimes use hand-held plastic scintillator detectors to detect attempts to divert special nuclear material in situations where portal monitors are impractical. MCNP calculations have been performed to determine the neutron and gamma radiation field arising from a Category I quantity of weapons-grade plutonium in various shielding configurations. The shields considered were composed of combinations of lead and high-density polyethylene such that the mass of the plutonium plus shield was 22.7 kilograms. Monte-Carlo techniques were also used to determine the detector response to each of the shielding configurations. The detector response calculations were verified using field measurements of high-, medium-, and low- energy gamma-ray sources as well as a Cf-252 neutron source.

    This Corrective Action Investigation Plan contains the U.S. Department of Energy, National Nuclear Security Administration Nevada Operations Office's approach to collect the data necessary to evaluate corrective action alternatives appropriate for the closure of Corrective Action Unit (CAU) 34 under the Federal Facility Agreement and Consent Order. Corrective Action Unit 34 consists of four Corrective Action Sites (CASs). The CAU is located within the Area 3 Compound at the Nevada Test Site (NTS) in the vicinity of the Mud Plant Facility in Yucca Valley. Historically, CAS 03-09-07, Mud Pit, was used for disposal of excess mud from washing drilling equipment from 1968 to 1974, at which time it began to be used for excess mud disposal (currently inactive); CAS 03-44-01, Chromium Contamination Spill, was used to store additives used in the formulation of drilling mud from the early 1960s to the mid-1990s; CAS 03-47-02, Area 3 Mud Plant Pond, was used as a freshwater storage reservoir for the mud plant as well as supplied water for a number of activities including the mixing of mud, the rinsing and cleaning of tanks, and various washdowns from the 1960s through 1990s; and CAS 03-09-06, Mud Disposal Crater, was created in 1962 by an underground nuclear detonation (i.e., Chinchilla test) and was used to mix and store mud, dispose of receiving waste from the mud plant floor drains and excess drilling mud, and clean/flush mix tanks through the mid-1990s. Based on site history, the scope of this plan is to identify potentially contaminated ground soil at each of the four CASs and determine the quantity, nature, and extent of contaminants of potential concern (COPCs). The investigation will include systematic and biased surface and subsurface soil and mud sampling using hand-auguring and direct-push techniques; visual, video, and/or electromagnetic surveys of pipes; field screening for volatile organic compounds (VOCs) and alpha/beta-emitting radionuclides; and laboratory

    This Technical Annex documents the assumptions and parameters used in developing the supporting analysis for the Climate Change Action Plan (the Plan) issued by President Clinton on October 19, 1993. The Annex is intended to meet the needs of independent energy and environmental analysts who wish to better understand the Plan, its analytical underpinnings, and the events that need to transpire for the emissions reductions called for in the Plan to be realized. The Plan documented in this Annex reflects the outcome of a wide-ranging effort by Government agencies and interested members of the public to develop and implement actions that can reduce net greenhouse gas emissions in the year 2000 to their aggregate 1990 level. Based on agency and public input, the Climate Change Mitigation Group, chaired by the White House Office on Environmental Policy, developed the Plan`s content. Many of the actions called for in the Plan are now underway, while others are in advanced planning pending congressional action on the fiscal year 1995 budget. The analysis supporting the Plan represents the results of an interagency effort. The US Department of Energy (DOE) was responsible for the integrated analysis of energy-related options, based on the analysis of individual energy-related options by DOE, the US Environmental Protection Agency (EPA), and the US Department of Transportation (DOT). EPA led in providing analysis for actions related to methane, hydrofluorocarbons, and perfluorocarbons. The US Department of Agriculture (USDA) led the analysis of carbon sequestration actions and cooperated with EPA in the analysis of actions to reduce nitrous oxide emissions.

    This report supports the Integrated Thermal Treatment System (ITTS) Study initiated by the Department of Energy (DOE) Office of Technology Development (EM-50), which is a system engineering assessment of a variety of mixed waste treatment process. The DOE generates and stores large quantities of mixed wastes that are contaminated with both chemically hazardous and radioactive species. The treatment of these mixed wastes requires meeting the standards established by the Environmental Protection Agency for the specific hazardous contaminants regulated under the Resource Conservation and Recovery Act while also providing adequate control of the radionuclides. The thrust of the study is to develop preconceptual designs and life-cycle cost estimates for integrated thermal treatment systems ranging from conventional incinerators, such as rotary kiln and controlled air systems, to more innovative but not yet established technologies, such as molten salt and molten metal waste destruction systems. Prior to this engineering activity, the physical and chemical characteristics of the DOE low-level mixed waste streams to be treated must be defined or estimated. This report describes efforts to estimate the DOE waste stream characteristics.
