    The California Climate Action Registry, which will begin operation in Fall 2002, is a voluntary registry for California businesses and organizations to record annual greenhouse gas emissions. Reporting of emissions in the Registry by a participant involves documentation of both ''direct'' emissions from sources that are under the entity's control and ''indirect'' emissions controlled by others. Electricity generated by an off-site power source is considered to be an indirect emission and must be included in the entity's report. Published electricity emissions factors for the State of California vary considerably due to differences in whether utility-owned out-of-state generation, non-utility generation, and electricity imports from other states are included. This paper describes the development of three methods for estimating electricity emissions factors for calculating the combined net carbon dioxide emissions from all generating facilities that provide electricity to Californians. We find that use of a statewide average electricity emissions factor could drastically under- or over-estimate an entity's emissions due to the differences in generating resources among the utility service areas and seasonal variations. In addition, differentiating between marginal and average emissions is essential to accurately estimate the carbon dioxide savings from reducing electricity use. Results of this work will be taken into consideration by the Registry when finalizing its guidance for use of electricity emissions factors in calculating an entity's greenhouse gas emissions.

    Executive Summary: The California Climate Action Registry, which was initially established in 2000 and began operation in Fall 2002, is a voluntary registry for recording annual greenhouse gas (GHG) emissions. The purpose of the Registry is to assist California businesses and organizations in their efforts to inventory and document emissions in order to establish a baseline and to document early actions to increase energy efficiency and decrease GHG emissions. The State of California has committed to use its ''best efforts'' to ensure that entities that establish GHG emissions baselines and register their emissions will receive ''appropriate consideration under any future international, federal, or state regulatory scheme relating to greenhouse gas emissions.'' Reporting of GHG emissions involves documentation of both ''direct'' emissions from sources that are under the entity's control and indirect emissions controlled by others. Electricity generated by an off-site power source is consider ed to be an indirect GHG emission and is required to be included in the entity's report. Registry participants include businesses, non-profit organizations, municipalities, state agencies, and other entities. Participants are required to register the GHG emissions of all operations in California, and are encouraged to report nationwide. For the first three years of participation, the Registry only requires the reporting of carbon dioxide (CO2) emissions, although participants are encouraged to report the remaining five Kyoto Protocol GHGs (CH4, N2O, HFCs, PFCs, and SF6). After three years, reporting of all six Kyoto GHG emissions is required. The enabling legislation for the Registry (SB 527) requires total GHG emissions to be registered and requires reporting of ''industry-specific metrics'' once such metrics have been adopted by the Registry.   8. Opportunities, Barriers and Actions for Industrial Demand Response in California

    In 2006 the Demand Response Research Center (DRRC) formed an Industrial Demand Response Team to investigate opportunities and barriers to implementation of Automated Demand Response (Auto-DR) systems in California industries. Auto-DR is an open, interoperable communications and technology platform designed to: Provide customers with automated, electronic price and reliability signals; Provide customers with capability to automate customized DR strategies; Automate DR, providing utilities with dispatchable operational capability similar to conventional generation resources. This research began with a review of previous Auto-DR research on the commercial sector. Implementing Auto-DR in industry presents a number of challenges, both practical and perceived. Some of these include: the variation in loads and processes across and within sectors, resource-dependent loading patterns that are driven by outside factors such as customer orders or time-critical processing (e.g. tomato canning), the perceived lack of control inherent in the term 'Auto-DR', and aversion to risk, especially unscheduled downtime. While industry has demonstrated a willingness to temporarily provide large sheds and shifts to maintain grid reliability and be a good corporate citizen, the drivers for widespread Auto-DR will likely differ. Ultimately, most industrial facilities will balance the real and perceived risks associated with Auto-DR against the potential for economic gain through favorable pricing or incentives. Auto-DR, as with any ongoing industrial activity, will need to function effectively within market structures. The goal of the industrial research is to facilitate deployment of industrial Auto-DR that is economically attractive and technologically feasible. Automation will make DR: More visible by providing greater transparency through two-way end-to-end communication of DR signals from end-use customers; More repeatable, reliable, and persistent because the automated controls

    The 2006 Commercial End Use Survey (CEUS) database developed by the California Energy Commission is a far richer source of energy end-use data for non-residential buildings than has previously been available and opens the possibility of creating new and more powerful energy benchmarking processes and tools. In this article--Part 2 of a two-part series--we describe the methodology and selected results from an action-oriented benchmarking approach using the new CEUS database. This approach goes beyond whole-building energy benchmarking to more advanced end-use and component-level benchmarking that enables users to identify and prioritize specific energy efficiency opportunities - an improvement on benchmarking tools typically in use today.

  10. Mitigation action plan sale of Naval Petroleum Reserve No. 1 (Elk Hills) Kern County, California

    Naval Petroleum Reserve No. 1 (NPR-1, also called {open_quotes}Elk Hills{close_quotes}), a Federally-owned oil and gas production field in Kern County, California, was created by an Executive Order issued by President Taft on September 2, 1912. He signed another Executive Order on December 13, 1912, to establish Naval Petroleum Reserve No. 2 (NPR-2), located immediately south of NPR-1 and containing portions of the town of Taft, California. NPR-1 was not developed until the 1973-74 oil embargo demonstrated the nation`s vulnerability to oil supply interruptions. Following the embargo, Congress passed the Naval Petroleum Reserves Production Act of 1976 which directed that the reserve be explored and developed to its fall economic potential at the {open_quotes}maximum efficient rate{close_quotes} (MER) of production. Since Elk Hills began full production in 1976, it has functioned as a commercial operation, with total revenues to the Federal government through FY 1996 of $16.4 billion, compared to total exploration, development and production costs of $3.1 billion. In February 1996, Title 34 of the National Defense Authorization Act for Fiscal Year 1996 (P.L. 104-106), referred to as the Elk Hills Sales Statute, directed the Secretary of Energy to sell NPR-1 by February 10, 1998.The Secretary was also directed to study options for enhancing the value of the other Naval Petroleum and Oil Shale Reserve properties such as NPR-2, located adjacent to NPR-1 in Kern County- Naval Petroleum Reserve No. 3 (NPR-3) located in Natrona County, Wyoming; Naval Oil Shale Reserves No. 1 and No. 3 (NOSR-1 and NOSR-3) located in Garfield County, Colorado; and Naval Oil Shale Reserve No. 2 (NOSR-2) located in Uintah and Carbon Counties, Utah. The purpose of these actions was to remove the Federal government from the inherently non-Federal function of operating commercial oil fields while making sure that the public would obtain the maximum value from the reserves.

    A Remedial Investigation/Feasibility Study (RI/FS) is in progress at the Laboratory for Energy Related Health Research (LEHR) at the University of California, Davis. The purpose of the RI/FS is to gather sufficient information to support an informed risk management decision regarding the most appropriate remedial actions for impacted areas of the facility. In an effort to expedite remediation of the LEHR facility, the remedial project managers requested a more detailed evaluation of a selected set of remedial actions. In particular, they requested information on both characterization and remedial action costs. The US Department of Energy -- Oakland Office requested the assistance of the Pacific Northwest National Laboratory to prepare order-of-magnitude cost estimates for presumptive remedial actions being considered for the five source term operable units. The cost estimates presented in this report include characterization costs, capital costs, and annual operation and maintenance (O&M) costs. These cost estimates are intended to aid planning and direction of future environmental remediation efforts.

    The Stringfellow site is located in Riverside County, California. Approximately 34,000,000 gallons of industrial waste, primarily from metal finishing, electroplating, and DDT production were deposited in onsite evaporation ponds. In 1972, the site was voluntarily closed. The primary contaminants of concern affecting onsite and downgradient ground-water include: organics including TCE, inorganics, and metals. The selected remedial action for the site includes: installation of a ground water barrier system in the lower canyon area and treatment of extracted ground water, if necessary, followed by discharge to a publicly owned treatment works installation of a peripheral channel around the north end of the original site to direct upgradient surface-water runoff; and extension of the existing gunite channels southward to discharge surface water to Pyrite Creek.

    This Annual Report covers the period October 1, 1995 through September 30, 1996, and includes both scientific and administrative activities. As of September 30, 1996, the Registries had a total of 886 registrants of whom 350 were deceased and 292 classified as active. An anticipated funding cut of approximately 35% for the period beginning October 1, 1996, necessitated some staff cuts, but it is anticipated that the Registries core research will be maintained albeit at a somewhat slower pace. The Registries received approximately 60 public information requests or inquiries ranging over a wide range of topics, about a third of which came from the media or official agencies, including Congress. Specific noteworthy inquiries were received from the President`s Advisory Committee on the Gulf War Veterans with regard to uranium biokinetics and toxicity, and from the County of Los Angeles and the State of California with regard to the management and dosimetry of two separate instances of acute accidental intakes of {sup 241}Am.

    The California Climate Action Registry (''Registry'') was initially established in 2000 under Senate Bill 1771, and clarifying legislation (Senate Bill 527) was passed in September 2001. The Ernest Orlando Lawrence Berkeley National Laboratory (Berkeley Lab) has been asked to provide technical assistance to the California Energy Commission (CEC) in establishing methods for calculating average and marginal electricity emissions factors, both historic and current, as well as statewide and for sub-regions. This study is exploratory in nature. It illustrates the use of three possible approaches and is not a rigorous estimation of actual emissions factors. While the Registry will ultimately cover emissions of all greenhouse gases (GHGs), presently it is focusing on carbon dioxide (CO2). Thus, this study only considers CO2, which is by far the largest GHG emitted in the power sector. Associating CO2 emissions with electricity consumption encounters three major complications. First, electricity can be generated from a number of different primary energy sources, many of which are large sources of CO2 emissions (e.g., coal combustion) while others result in virtually no CO{sub 2} emissions (e.g., hydro). Second, the mix of generation resources used to meet loads may vary at different times of day or in different seasons. Third, electrical energy is transported over long distances by complex transmission and distribution systems, so the generation sources related to electricity usage can be difficult to trace and may occur far from the jurisdiction in which that energy is consumed. In other words, the emissions resulting from electricity consumption vary considerably depending on when and where it is used since this affects the generation sources providing the power. There is no practical way to identify where or how all the electricity used by a certain customer was generated, but by reviewing public sources of data the total emission burden of a customer's electricity

    Purpose: To evaluate, in the setting of breast cancer, the accuracy of registry radiation therapy (RT) coding compared with the gold standard of Medicare claims. Methods and Materials: Using Surveillance, Epidemiology, and End Results (SEER)–Medicare data, we identified 73,077 patients aged ≥66 years diagnosed with breast cancer in the period 2001-2007. Underascertainment (1 - sensitivity), sensitivity, specificity, κ, and χ{sup 2} were calculated for RT receipt determined by registry data versus claims. Multivariate logistic regression characterized patient, treatment, and geographic factors associated with underascertainment of RT. Findings in the SEER–Medicare registries were compared with three non-SEER registries (Florida, New York, and Texas). Results: In the SEER–Medicare registries, 41.6% (n=30,386) of patients received RT according to registry coding, versus 49.3% (n=36,047) according to Medicare claims (P<.001). Underascertainment of RT was more likely if patients resided in a newer SEER registry (odds ratio [OR] 1.70, 95% confidence interval [CI] 1.60-1.80; P<.001), rural county (OR 1.34, 95% CI 1.21-1.48; P<.001), or if RT was delayed (OR 1.006/day, 95% CI 1.006-1.007; P<.001). Underascertainment of RT receipt in SEER registries was 18.7% (95% CI 18.6-18.8%), compared with 44.3% (95% CI 44.0-44.5%) in non-SEER registries. Conclusions: Population-based tumor registries are highly variable in ascertainment of RT receipt and should be augmented with other data sources when evaluating quality of breast cancer care. Future work should identify opportunities for the radiation oncology community to partner with registries to improve accuracy of treatment data.

    The Registries originated in 1968 as the National Plutonium Registry with the name changed to the United States Transuranium Registry the following year to reflect a broader concern with the heavier actinides as well. Initially, the scientific effort of the USTR was directed towards study of the distribution and dose of plutonium and americium in occupationally exposed persons, and to assessment of the effects of exposure to the transuranium elements on health. This latter role was reassessed during the 1970`s when it was recognized that the biased cohort of the USTR was inappropriate for epidemiologic analysis. In 1978, the administratively separate but parallel United States Uranium Registry was created to carry out similar work among persons exposed to uranium and its decay products. A seven member scientific advisory committee provided guidance and scientific oversight. In 1992, the two Registries were administratively combined and transferred from the purview of a Department of Energy contractor to Washington State University under the provisions of a grant. Scientific results for the first twenty-five years of the Registries are summarized, including the 1985 publication of the analysis of the first whole body donor. Current scientific work in progress is summarized along with administrative activities for the period.

    DOE is proposing to provide funding to Placer County, California to construct and operate a two-megawatt wood-to-energy biomass facility at the Eastern Regional Materials Recovery Facility (MRF) and Landfill in unincorporated Placer County. The fuel supply for the proposed project would be solely woody biomass, derived from a variety of sources including hazardous fuels residuals, forest thinning and harvest residuals, and Wildland Urban Interface sourced waste materials from residential and commercial property defensible space clearing and property management activities. NOTE: After review of a final California Environmental Quality Act Environmental Impact Report, DOE has determined that preparation of an EA is not necessary.     The United States Transuranium and Uranium Registries (USTUR) is a research program studying actinide elements deposited within the human body û in persons with measurable, documented exposures to those elements. The Registries are operated by the Washington State University (WSU) College of Pharmacy, with administrative offices and laboratory facilities in Richland, Washington. The Registries are funded by a grant from the United States Department of Energy (DOE) Office of Health Studies. The mission of the USTUR is to study the uptake, translocation and retention (biokinetics) and tissue dosimetry of uranium, plutonium, americium, and other actinides in occupationally exposed humans (workers), over their whole lifetime (from exposure through full lifespan), and to serve as a national and international resource for testing and improving the application of excreta monitoring and other contemporary bioassay data to predict tissue dose rates measured at autopsy. These studies are fundamental to evaluating and improving the reliability of, and confidence in, both prospective and retrospective assessments of tissue doses and risks from intakes of actinide materials through inhalation, ingestion, or contaminated wounds. Narrative, de-identified case summaries can be viewed by case number for whole body donations, partial body donations, and special studies. Possible intakes, health physics data, autopsy and pathology findings, and tissue analysis data are described. Radiochemistry data such as wet weight, ashed weight, and measured activity are reported, along with health physics data such as urine and fecal analysis results. USTUR autopsy cases are coded using the International Classisfication of Diseases (ICD) versions 9 and 10. Pathology data can be searched by these codes and viewed by relation to death and severity.     Purpose: The British Society of Interventional Radiology (BSIR) Inferior Vena Cava (IVC) Filter Registry was produced to provide an audit of current United Kingdom (UK) practice regarding placement and retrieval of IVC filters to address concerns regarding their safety. Methods: The IVC filter registry is a web-based registry, launched by the BSIR on behalf of its membership in October 2007. This report is based on prospectively collected data from October 2007 to March 2011. This report contains analysis of data on 1,434 IVC filter placements and 400 attempted retrievals performed at 68 UK centers. Data collected included patient demographics, insertion and retrieval data, and patient follow-up. Results: IVC filter use in the majority of patients in the UK follows accepted CIRSE guidelines. Filter placement is usually a low-risk procedure, with a low major complication rate (<0.5 %). Cook Gunther Tulip (560 filters: 39 %) and Celect (359 filters: 25 %) filters constituted the majority of IVC filters inserted, with Bard G2, Recovery filters, Cordis Trapease, and OptEase constituting most of the remainder (445 filters: 31 %). More than 96 % of IVC filters deployed as intended. Operator inexperience (<25 procedure) was significantly associated with complications (p < 0.001). Of the IVC filters initially intended for temporary placement, retrieval was attempted in 78 %. Of these retrieval was technically successful in 83 %. Successful retrieval was significantly reduced for implants left in situ for >9 weeks versus those with a shorter dwell time. New lower limb deep vein thrombosis (DVT) and/or IVC thrombosis was reported in 88 patients following filter placement, there was no significant difference of incidence between filter types. Conclusions: This registry report provides interventional radiologists and clinicians with an improved understanding of the technical aspects of IVC filter placement to help improve practice, and the potential consequences of IVC filter

    Energy consumption in California fell in 1991 for the first time in five years. The State`s economy was especially hard hit by a continuing national recession. The construction industry for the second year experienced a dramatic downturn. Energy use in the industrial sector showed a modest increase, but consumption in other end-use categories declined. The decrease in energy used in transportation can be traced to a substantial fall in the sales of both highway diesel fuels and vessel bunkering fuels at California ports, the latter reflecting a mid-year increase in taxes. Gasoline sales by contrast increased as did the number of miles traveled and the number of automobiles in the State. Production in California`s oil and gas fields was at 1990 levels thus arresting a steady decline in output. Due to enlarged steam flooding operations, production at several fields reached record levels. Also countering the decline in many of California fields was new production from the Port Arguello offshore field. California natural gas production, despite a modest 1991 increase, will not fill the use within the State. Petroleum comprised more than half of the State`s energy supply principally for transportation. Natural gas use showed a small increase. Oil products play virtually no role in electrical production. The largest single source of electricity to the State is imports from the Pacific Northwest and from coal-fired plants in the Southwest. Combined contributions to transmitted electricity from renewable and alternate sources declined as hydropower was constrained by a prolonged drought and as geothermal power from the largest and oldest field at The Geysers fell. Windpower grew slightly; however solar power remained at 1990 levels and made no substantial contribution to total power generation.

  1. California Hydrogen Infrastructure Project

    Air Products and Chemicals, Inc. has completed a comprehensive, multiyear project to demonstrate a hydrogen infrastructure in California. The specific primary objective of the project was to demonstrate a model of a real-world retail hydrogen infrastructure and acquire sufficient data within the project to assess the feasibility of achieving the nation's hydrogen infrastructure goals. The project helped to advance hydrogen station technology, including the vehicle-to-station fueling interface, through consumer experiences and feedback. By encompassing a variety of fuel cell vehicles, customer profiles and fueling experiences, this project was able to obtain a complete portrait of real market needs. The project also opened its stations to other qualified vehicle providers at the appropriate time to promote widespread use and gain even broader public understanding of a hydrogen infrastructure. The project engaged major energy companies to provide a fueling experience similar to traditional gasoline station sites to foster public acceptance of hydrogen. Work over the course of the project was focused in multiple areas. With respect to the equipment needed, technical design specifications (including both safety and operational considerations) were written, reviewed, and finalized. After finalizing individual equipment designs, complete station designs were started including process flow diagrams and systems safety reviews. Material quotes were obtained, and in some cases, depending on the project status and the lead time, equipment was placed on order and fabrication began. Consideration was given for expected vehicle usage and station capacity, standard features needed, and the ability to upgrade the station at a later date. In parallel with work on the equipment, discussions were started with various vehicle manufacturers to identify vehicle demand (short- and long-term needs). Discussions included identifying potential areas most suited for hydrogen fueling stations

In addition, the solar arrays serve as an oasis of shaded parking for 1,000 cars in a desert of scorching blacktop. The project was designed and built by Kyocera Solar/Utility Power Group for the Sacramento Municipal Utility District (SMUD). At the time, this was the largest parking lot solar system in the world today. Cal Expo is the site of many events, including the California State Fair.
