  1. Overview of the U.S. Department of Energy Formerly Utilized Sites Remedial Action Program (FUSRAP)

    The U.S. Department of Energy (DOE) initiated the Formerly Utilized Sites Remedial Action Program (FUSRAP) in 1974 to address contamination remaining from Manhattan Engineer District and early U.S. Atomic Energy Commission activities. The DOE Office of Legacy Management determines if a site is eligible for FUSRAP remediation and conducts long-term surveillance and maintenance activities to maintain protectiveness. Since 1997, the U.S. Army Corps of Engineers conducts site investigations and remedial action. Depending on final site conditions when remediation is completed, DOE post-closure care requirements may include inspection, environmental monitoring, management of institutional controls, records and data management, and stakeholder relations.     The Hazelwood Interim Storage Site (HISS) is presently used for the storage of low-level radioactively contaminated soils. Monitoring results show that the HISS is in compliance with DOE concentration guides and radiation protection standards. Derived Concentration Guides (DCGs) represent the concentrations of radionuclides in air or water that would limit the radiation dose to 100 mrem/y. The applicable limits have been revised since the 1984 environmental monitoring report was published. The limits applied in 1984 were based on a radiation protection standard of 500 mrem/y; the limits applied for 1985 are based on a standard of 100 mrem/y. The HISS is part of the Formerly Utilized Sites Remedial Action Program (FUSRAP), a DOE program to decontaminate or otherwise control sites where low-level radioactive contamination remains from the early years of the nation's atomic energy program. To determine whether the site is in compliance with DOE standards, environmental measurements are expressed as percentages of the applicable DCG, while the calculated doses to the public are expressed as percentages of the applicable radiation protection standard. The monitoring program at the HISS measures uranium, radium, and thorium concentrations in surface water, groundwater, and sediment; radon gas concentrations in air; and external gamma radiation exposure rates. Potential radiation doses to the public are also calculated. The HISS was designated for remedial action under FUSRAP because radioactivity above applicable limits was found to exist at the site and its vicinity. Elevated levels of radiation still exist in areas where remedial action has not yet been completed.

    The Formerly Utilized Sites Remedial Action Program (FUSRAP) was initially authorized by Congress in 1974. FUSRAP was enacted to address residual radioactive contamination associated with numerous sites across the U.S. at which radioactive material (primarily Uranium ores and related milling products) had been processed in support of the nation's nuclear weapons program dating back to the Manhattan Project and the period immediately following World War II. In October 1997, Congress transferred the management of this program from the Department of Energy to the United States Corp of Engineers. Through this program, the Corps addresses the environmental remediation of certain sites once used by DOE's predecessor agencies, the Manhattan Engineer District and the Atomic Energy Commission. The waste at FUSRAP sites consists mainly of low levels of uranium, thorium and radium, along with some mixed wastes. Upon completion of remedial activities, these sites are transferred to DOE for long-term stewardship activities. This paper presents and contrasts the radiological conditions and recent monitoring results associated with five large ongoing FUSRAP projects including Maywood, N.J.; the Linde site near Buffalo, N.Y.; Colonie in Albany N.Y. and the St Louis, Mo. airport and downtown sites. The radiological characteristics of soil and debris at each site and respective regulatory clean up criteria is presented and contrasted. Some differences are discussed in the radiological characteristics of material at some sites that result in variations in radiation protection monitoring programs. Additionally, summary data for typical personnel radiation exposure monitoring results are presented. In summary: 1.     This document describes the environmental monitoring program at the-Middlesex Sampling Plant (MSP) and surrounding area, implementation of the program, and monitoring results for 1991. Environmental monitoring of MSP began in 1980 when Congress added the site to the US Department of Energy`s (DOE) Formerly Utilized Sites Remedial Action Program (FUSRAP). FUSRAP is a DOE program to decontaminate or otherwise control sites where residual radioactive materials remain from the early years of the nation`s atomic energy program or from commercial operations causing conditions that Congress has authorized DOE to remedy. The environmental monitoring program at MSP includes sampling networks for radon and thoron concentrations in air; external gamma radiation exposure; and radium-226, thorium-232, and total uranium concentrations in surface water, sediment,, and groundwater. Additionally, several nonradiological parameters are measured in groundwater, surface water, and sediment. Results of environmental monitoring during 1991 indicate that most concentrations were well below applicable guidelines. The potential radiation dose calculated for a hypothetical maximally exposed individual, based on a conservative but realistic exposure scenario, is 2.3 mrem (milliroentgen equivalent man) per year, which is less than an individual would receive while traveling in an airplane at 12,000 meters for five hours. During 1991, there were no nonroutine releases from the site; MSP was in compliance with applicable regulations for releases from the site. Site activities included environmental monitoring, site maintenance, onsite characterization for the MSP remedial investigation, and additional sediment sampling at the plant outfall to determine the source of the elevated levels of radium-226 and thorium-232.

    The Formerly Utilized Sites Remedial Action Program (FUSRAP) of the Department of Energy is designed to identify and evaluate the radiological conditions at sites formerly used by the Corps of Engineers Manhattan Engineer District and the US Atomic Energy Commission. Where required, remedial action will be instituted to remove potential restrictions on the use of the sites due to residual low-level radioactive contamination. A total of 31 sites that may require remedial action has been identified. The purpose of the Ocean FUSRAP Program, which began in March 1981, is to assess the technical, environmental, and institutional feasibility of disposing, in the ocean and on the ocean floor, of FUSRAP soil and rubble which contains traces of natural radioactive materials. The initial focus has been on the Middlesex, New Jersey, Sampling Plant site and surrounding properties, which contain on the order of 100,000 metric tons of material. The Belgian Congo uranium ore and other uranium ores used by the United States were handled at the sampling plant site. In studying the feasibility of ocean disposal of FUSRAP material from Middlesex, New Jersey, we have begun to examine institutional requirements to be met, the composition of the source material with regard to its inventory of toxic chemical and radiochemical components and the impact of the source material in the marine environment. To date we have found nothing that would preclude safe and inexpensive disposal of this material in the ocean.

    The monitoring program at the HISS measures radon concentrations in air; external gamma radiation levels; and uranium, radium, and thorium concentrations in surface water, groundwater, and sediment. To verify that the site is in compliance with the DOE radiation protection standard (100 mrem/yr) and assess its potential effect on public health, the radiation dose was calculated for the maximally exposed individual. Based on the scenario described in this report, the maximally exposed individual at the HISS would receive an annual external exposure approximately equivalent to 1 percent of the DOE radiation protection standard of 100 mrem/yr. This exposure is less than the exposure a person would receive during a round-trip flight from New York to Los Angeles (because of the greater amounts of cosmic radiation at higher altitudes). The cumulative dose to the population within an 80-km (50-mi) radius of the HISS that would result from radioactive materials present at the site would be indistinguishable from the dose that the same population would receive from naturally occurring radioactive sources. The results of 1987 monitoring show that the HISS is in compliance with the DOE radiation protection standard. 12 refs., 6 figs., 11 tabs.

    The monitoring program at the Middlesex Sampling Plant (MSP) and Middlesex Municipal Landfill (MML) measures uranium and radium concentrations in surface water, groundwater, and sediment; radon gas concentrations in air; and external gamma radiation dose rates. Potential radiation doses to the public are also calculated. During 1985, the highest annual average radon levels in air at the MML and MSP were 10% and 17%, respectively, of the Derived Concentration Guides (DCG). The highest annual average gamma dose rate at the MSP was 167 mrem/y; at the MML the highest annual average dose rate was 13 mrem/y. The highest average annual concentrations of uranium in surface water monitored at the MSP and MML were 13% and 1%, respectively, of the DOE DCG. The highest annual average concentrations of /sup 226/Ra in surface water were 3.3 and 0.8%, respectively, of the applicable DOE DCG. The highest annual average uranium concentration in groundwater at the MSP was about 9% of the DCG; the highest /sup 226/Ra concentration was 0.7% of the respective DCG. The corresponding values for the MML were 0.5 and 3.3%. The highest annual average concentrations of uranium and /sup 226/Ra in sediments at the MSP were 7.7 and 3.5 pCi/g, respectively. The highest uranium concentration at the MML was 3.3 pCi/g, while the highest /sup 226/Ra concentration was 0.7 pCi/g. The calculated total radiation dose to the maximally exposed individual at the MSP, considering several pathways, was 10.5 mrem or 11% of the radiation protection standard; at the MML, it was 0.14 mrem or less than 1% of the radiation protection standard.

    Rail-cars loaded with radioactive materials must be closed and fastened to comply with United States Department of Transportation (DOT) requirements before they shipped. Securing waste shipments in a manner that meets these regulations typically results in the use of a sealable rail-car liner. Workers accessing the tops of the 2.74 m high rail-cars to seal and inspect liners for compliance prior to shipment may be exposed to a fall hazard. Relatively recent revisions to the Fall Protection requirements in the Safety and Health Requirements Manual (EM385-1-1, U.S. Army Corps of Engineers) have necessitated modifications to the fall protection systems previously employed for rail-car loading at Formerly Utilized Sites Remedial Action Program (FUSRAP) sites. In response these projects have developed site-specific procedures to protect workers and maintain compliance with the improved fall protection regulations. (authors)

    The U.S. Army Corps of Engineers (USACE) has developed and implemented an innovative online data management application in support of site characterization and remediation activities at the DuPont Chambers Works Formerly Utilized Sites Remedial Action Program (FUSRAP) Site. The password-protected, web-based application was implemented to centralize project data, facilitate project communications, and provide a large and diverse group of project team members with access to the data and analytical tools they need to efficiently and effectively manage the ongoing characterization and remediation efforts. Centralizing resources using the online application and web-based strategy streamlines data access and communications, allowing the team to effectively keep the project on track while reducing the costs associated with data requests, data duplication, document review and retrieval, software requirements, and lapses in communication or data transfer. The environmental monitoring program at NBS includes sampling networks for radon and thoron in air; external gamma radiation exposure; and radium-226, radium-228, thorium-228, thorium-230, thorium-232, americium-241, cesium-137, plutonium-239, and total uranium in surface water, sediment, and groundwater. Several nonradiological parameters are also measured in groundwater, surface water, and sediments. Monitoring results are compared with applicable Environmental Protection Agency standards, DOE derived concentration guides, dose limits, and other requirements in DOE orders. Environmental standards are established to protect public health and the environment.

    This report describes the environmental surveillance program at the Wayne Interim Storage Site (WISS) and provides the results for 1992. The fenced, site, 32 km (20 mi) northwest of Newark, New Jersey, was used between 1948 and 1971 for commercial processing of monazite sand to separate natural radioisotopes - predominantly thorium. Environmental surveillance of WISS began in 1984 in accordance with Department of Energy (DOE) Order 5400.1 when Congress added the site to DOE`s Formerly Utilized Sites Remedial Action Program (FUSRAP). The environmental surveillance program at WISS includes sampling networks for radon and thoron in air; external gamma radiation exposure; radium-226, radium-228, thorium-230, thorium-232, total uranium, and several chemicals in surface water and sediment; and total uranium, radium-226, radium-228, thorium-230, thorium-232, and organic and inorganic chemicals in groundwater. Monitoring results are compared with applicable Environmental Protection Agency (EPA) and state standards, DOE derived concentration guides (DCGs), dose limits, and other DOE requirements. This monitoring program assists in fulfilling the DOE policy of measuring and monitoring effluents from DOE activities and calculating hypothetical doses. Results for environmental surveillance in 1992 show that the concentrations of all radioactive and most chemical contaminants were below applicable standards.

    The purpose of this paper is to present lessons learned from fours years' experience conducting Remedial Investigation and Remedial Action activities at the St. Louis Downtown Site (SLDS) under the Formerly Utilized Sites Remedial Action Program (FUSRAP). Many FUSRAP sites are experiencing challenges conducting Remedial Actions within forecasted volume and budget estimates. The St. Louis FUSRAP lessons learned provide insight to options for cost effective remediation at FUSRAP sites. The lessons learned are focused on project planning (budget and schedule), investigation, design, and construction.

    This report describes the environmental surveillance program at the Middlesex Sampling Plant (MSP) and provides the results for 1992. The site, in the Borough of Middlesex, New Jersey, is a fenced area and includes four buildings and two storage piles that contain 50,800 m{sup 3} of radioactive and mixed hazardous waste. More than 70 percent of the MSP site is paved with asphalt. The MSP facility was established in 1943 by the Manhattan Engineer District (MED) to sample, store, and/or ship uranium, thorium, and beryllium ores. In 1955 the Atomic Energy Commission (AEC), successor to MED, terminated the operation and later used the site for storage and limited sampling of thorium residues. In 1967 AEC activities ceased, onsite structures were decontaminated, and the site was certified for unrestricted use under criteria applicable at that time. In 1980 the US Department of Energy (DOE) initiated a multiphase remedial action project to clean up several vicinity properties onto which contamination from the plant had migrated. Material from these properties was consolidated into the storage piles onsite. Environmental surveillance of MSP began in 1980 when Congress added the site to DOE`s Formerly Utilized Sites Remedial Action Program. The environmental surveillance program at MSP includes sampling networks for radon and thoron in air; external gamma radiation exposure; and radium-226, radium-228, thorium-230, thorium-232, and total uranium in surface water, sediment, and groundwater. Additionally, chemical analyses are performed to detect metals and organic compounds in surface water and groundwater and metals in sediments. This program assists in fulfilling th DOE policy of measuring and monitoring effluents from DOE activities and calculating hypothetical doses.

    This report describes the environmental surveillance program at the Niagara Falls Storage Site (NFSS) and provides the results for 1992. From 1944 to the present, the primary use of NFSS has been storage of radioactive residues produced as a by-product of uranium production. All onsite areas of residual radioactivity above guidelines have been remediated. Materials generated during remediation are stored onsite in the 4-ha (10-acre) waste containment structure (WCS). The WCS is a clay-lined, clay-capped, and grass-covered storage pile. The environmental surveillance program at NFSS includes sampling networks for radon concentrations in air; external gamma radiation exposure; and total uranium and radium-226 concentrations in surface water, sediments, and groundwater. Several chemical parameters, including seven metals, are also routinely measured in groundwater. This surveillance program assists in fulfilling the DOE policy of measuring and monitoring effluents from DOE activities and calculating hypothetical doses. Monitoring results are compared with applicable Environmental Protection Agency (EPA) and New York State Department of Environmental Conservation (NYSDEC) standards, DOE derived concentration guides (DCGs), dose limits, and other DOE requirements. Results of environmental monitoring during 1992 indicate that levels of the parameters measured were in compliance with all but one requirement: Concentrations of iron and manganese in groundwater were above NYSDEC groundwater quality standards. However, these elements occur naturally in the soils and groundwater associated with this region. In 1992 there were no environmental occurrences or reportable quantity releases.

    The challenge of the Formerly Utilized Sites Remedial Action Program (FUSRAP) designated Middlesex Sampling Plant (MSP) site is to economically meet the clean up criteria for both radiological and chemical hazards present. The goal is to ensure the site is remediated in accordance with the Record of Decision (ROD), while at the same time minimizing waste generation and maintaining the lowest disposal costs possible. This paper describes the results achieved to date during remediation activities. The U.S. Army Corps of Engineers (USACE) contracted ECC as the prime contractor to perform the remediation. The project is being performed under a Performance Based task order utilizing design-build processes. ECC has utilized multiple screening processes to first segregate and minimize the amount of material that needs to be handled as radioactive material, and secondly to segregate and minimize the amount of material that needs to be handled as hazardous.     In October 1997, Congress transferred the Formerly Utilized Sites Remedial Action Program (FUSRAP) from the Department of Energy (DOE) to the United States Army Corps of Engineers (USACE). FUSRAP addresses contamination generated by activities of the Manhattan Engineering District and the Atomic Energy Commission during the 1940's and 50's in support of the nation's nuclear weapons development program. The USACE Operation Order for FUSRAP gave responsibility for remediation of five sites in Missouri and Illinois to the USACESt. Louis District. The principal site is the St. Louis Airport Site (SLAPS), which involves the removal, transportation, disposal, and restoration of approximately 28 acres and 245,000 bank cubic yards (bcy) of contaminated soils. DOE retains responsibility for determining if sites are eligible for FUSRAP remediation and for providing long-term surveillance and maintenance (LTS and M) of remediated FUSRAP sites. DOE LTS and M activities are designed to ensure that FUSRAP sites remain protective of human health and the environment and to preserve knowledge regarding FUSRAP sites. Additional elements include eligibility determinations, transition of remediated sites from USACE to DOE, LTS and M operations such as inspections and institutional controls management, stakeholder support, preservation of records, and real property and reuse.     The Formerly Utilized Sites Remedial Action Program (FUSRAP) has addressed sites across the nation for almost 4 decades. Multiple stake holder pressures, multiple regulations, and process changes occur over such long time periods. These result in many challenges to the FUSRAP project teams. Initial FUSRAP work was not performed under Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Records of Decision (ROD). The ROD identifies the remedy decision and ultimately the criteria to be used to release a site. Early FUSRAP projects used DOE Orders or the Uranium Mill Tailings Radiation Control Act (UMTRCA) standards. Under current RODs, regulations may differ, resulting in different cleanup criteria than that used in prior Vicinity Property (VP) remediation. The USACE, in preparation for closeout of Sites, conducts reviews to evaluate whether prior actions were sufficient to meet the cleanup criteria specified in the current ROD. On the basis of these reviews, USACE has conducted additional sampling, determined that prior actions were sufficient, or conducted additional remediation consistent with the selected remedy in the ROD. As the public pressures, regulations, and processes that the FUSRAP encounters continue to change, the program itself continues to evolve. Assessment of VPs at FUSRAP sites is a necessary step in the life cycle of our site management. (authors)

    During World War II, the Manhattan Engineering District (MED) utilized facilities in the Buffalo, New York area to extract natural uranium from uranium-bearing ores. The Linde property is one of several properties within the Tonawanda, New York Formerly Utilized Sites Remedial Action Program (FUSRAP) site, which includes Linde, Ashland 1, Ashland 2, and Seaway. Union Carbide Corporation's Linde Division was placed under contract with the Manhattan Engineering District (MED) from 1942 to 1946 to extract uranium from seven different ore sources: four African pitchblende ores and three domestic ores. Over the years, erosion and weathering have spread contamination from the residuals handled and disposed of at Linde to adjacent soils. The U.S. Department of Energy (DOE) and the U.S. Environmental Protection Agency (EPA) negotiated a Federal Facilities Agreement (FFA) governing remediation of the Linde property. In Fiscal Year (FY) 1998, Congress transferred cleanup management responsibility for the sites in the FUSRAP program, including the Linde Site, from the DOE to the U.S. Army Corps of Engineers (USACE), with the charge to commence cleanup promptly. All actions by the USACE at the Linde Site are being conducted subject to the administrative, procedural, and regulatory provisions of the Comprehensive Environmental Response Compensation and Liability Act (CERCLA) and the existing FFA. USACE issued a Proposed Plan for the Linde Property in 1999 and a Final Record of Decision (ROD) in 2000. USACE worked with the local community near the Tonawanda site, and after considering public comment, selected the remedy calling for removing soils that exceed the site-specific cleanup standard, and transporting the contaminated material to off-site locations. The selected remedy is protective of human health and the environment, complies with Federal and State requirements, and meets commitments to the community.

    Since its addition to the Formerly Utilized Sites Remedial Action Program (FUSRAP) in 2005, the Sylvania Corning FUSRAP Site (the Site) in Hicksville, New York, has provided challenges and opportunities from which to gain lessons learned for conducting investigation work at a complex multi-contaminant FUSRAP Site. The United States Army Corps of Engineers (USACE) and its contractors conducted a Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) Remedial Investigation (RI) and are currently in the Feasibility Study (FS) phase at the Site. This paper presents the planning, execution, and reporting lessons learned by USACE during the RI/FS. The Site, operated from 1952 to 1967 for the research, development, and fabrication of nuclear elements under the Atomic Energy Commission, and other government and commercial contracts. Previous investigations performed by the New York State Department of Environmental Conservation (NYSDEC) and the current property owner have identified uranium, thorium, nickel, and chlorinated solvents, as Site contaminants [1]. The property owner is currently under two separate voluntary agreements with NYSDEC to investigate and remediate the Site. USACE's work at the site has been independent of this voluntary agreement and has moved on a parallel path with any work the property owner has completed. The project at the Site is complex because of the radiological and chemical concerns in both soils and groundwater, high hydraulically conductive soils, lack of a shallow aquiclude/aquitard, and a principal water table aquifer underlying the site. Contaminants are migrating from the Site and may potentially impact local drinking water supplies (municipal wells). During the RI/FS process the project team has encountered many issues and has thus developed many resolutions.     The DOE Office of Legacy Management assumed responsibility for the DOE FUSRAP in 2003. Since then, DOE has evaluated existing guidance and program needs to ensure that the program will remain effective in maintaining protectiveness at remediated FUSRAP sites. DOE has identified crucial elements that must be addressed to meet this goal. Knowledge of the sites and the program must be preserved and accessible to future custodians. Program processes must be defined and coordinated with other agencies. Long-term surveillance and maintenance (LTS and M) requirements for the sites must be based on human health risk and regulatory compliance, and those requirements must be well defined. Useful and accurate program information must be available to stakeholders. DOE has addressed these needs through development of a comprehensive program plan, an LTS and M plan for each completed FUSRAP site, a records finding aid, and a public information web site. These developments help ensure that the current knowledge is preserved and passed on to future custodians and stakeholders. (authors)

  16. Assessing and Implementing Long-Term Surveillance and Maintenance Requirements for Remediated Sites Under the Formerly Utilized Sites Remedial Action Program

    The U.S. Department of Energy (DOE) initiated the Formerly Utilized Sites Remedial Action Program (FUSRAP) in 1974 to address concerns about radiological conditions at locations where work was performed for the Manhattan Engineer District and the U.S. Atomic Energy Commission. The DOE Office of Legacy Management (LM) is responsible for 27 FUSRAP sites and will ultimately assume responsibility for more than 50 FUSRAP sites. DOE-LM assumed responsibility for 25 FUSRAP sites in 2004 and began an assessment of site conditions to ensure that complete site knowledge was preserved in DOE records and that the sites are and will remain protective of human health and the environment. For the assessment, site conditions were assumed to be dynamic. Therefore, the most restrictive site exposure scenarios were considered, as well as the implications for disturbing materials to which supplemental limits were applied. If conditions under these possible future scenarios were found to be protective, no use restrictions were needed. However, if future use or exposure scenarios could result in potential unacceptable risk, restrictions on site use were indicated. The assessment relied on access to documentation of site activities, characteristics, remedial action activities, remediated conditions, and land-use restrictions. In addition, an ongoing program of site visits commenced in 2005. DOE-LM assessed the level of knowledge and sought to identify and preserve site information for use by future custodians. DOE-LM has applied lessons learned in site management since 1989, when a formal DOE program was established to implement long-term surveillance and maintenance (LTS and M) activities. Former FUSRAP staff members with the DOE Office of Environmental Management also conveyed lessons learned. We present the assessment process that was used, the application of results, and a framework for evaluating LTS and M requirements for FUSRAP sites. (authors)

    The background and the results to date of the Department of Energy program to identify and evaluate the radiological conditions at sites formerly utilized by the Corps of Engineers' Manhattan Engineer District (MED) and the US Atomic Energy Commission (AEC) are summarized. The sites of concern were federally, privately, and institutionally owned and were used primarily for research, processing, and storage of uranium and thorium ores, concentrates, or residues. Some sites were subsequently released for other purposes without radiological restriction. Surveys have been conducted since 1974 to document radiological conditions at such sites. Based on radiological surveys, sites are identified in this document that require, or are projected to require, remedial action to remove potential restrictions on the use of the property due to the presence of residual low-level radioactive contamination. Specific recommendations for each site will result from more detailed environmental and engineering surveys to be conducted at those sites and, if necessary, an environmental impact assessment or environmental impact statement will be prepared. Section 3.0 describes the current standards and guidelines now being used to conduct remedial actions. Current authority of the US Department of Energy (DOE) to proceed with remedial actions and the new authority required are summarized. A plan to implement the Formerly Utilized Sites Remedial Action Program (FUSRAP) in accordance with the new authority is presented, including the objectives, scope, general approach, and a summary schedule. Key issues affecting schedule and cost are discussed.

  18. Determination of ecologically vital groundwaters at selected sites in the Formerly Utilized Sites Remedial Action Program

    The US Department of Energy is classifying groundwaters at sites in its Formerly Utilized Sites Remedial Action Program (FUSRAP). Of particular concern is the potential presence of groundwaters that are highly vulnerable to contamination and that are either (1) irreplaceable sources of drinking water or (2) ecologically vital. Conditions at nine FUSRAP sites were evaluated to determine if ecologically vital groundwaters are present. The sites evaluated were Wayne Interim Storage Site, Maywood Interim Storage Site, and Middlesex Sampling Plant in New Jersey; Ashland 2 Site, Seaway Industrial Park, Colonie Interim storage Site, and Niagara Falls Storage Site in New York; and the St. Louis Airport Site and Hazelwood Interim Storage Site in Missouri. The analyses indicated that groundwaters are vulnerable to contamination at all but two of the sites -- the Ashland 2 and Seaway Industrial Park sites in New York. Groundwater discharge points were identified within a 2-mile radius (i.e., the classification review area) of all of the sites. No ecologically vital groundwater areas exist in the vicinities of any of the nine FUSRAP sites evaluated. 35 refs., 17 figs.

  19. Soil Characterization at the Linde FUSRAP Site and the Impact on Soil Volume Estimates

    The former Linde site in Tonawanda, New York is currently undergoing active remediation of Manhattan Engineering District's radiological contamination. This remediation is authorized under the Formerly Utilized Sites Remedial Action Program (FUSRAP). The focus of this paper will be to describe the impact of soil characterization efforts as they relate to soil volume estimates and project cost estimates. An additional objective is to stimulate discussion about other characterization and modeling technologies, and to provide a ''Lessons Learned'' scenario to assist in future volume estimating at other FUSRAP sites. Initial soil characterization efforts at the Linde FUSRAP site in areas known to be contaminated or suspected to be contaminated were presented in the Remedial Investigation Report for the Tonawanda Site, dated February 1993. Results of those initial characterization efforts were the basis for soil volume estimates that were used to estimate and negotiate the current remediation contract. During the course of remediation, previously unidentified areas of contamination were discovered, and additional characterization was initiated. Additional test pit and geoprobe samples were obtained at over 500 locations, bringing the total to over 800 sample locations at the 135-acre site. New data continues to be collected on a routine basis during ongoing remedial actions.

    This study was done to examine the risks of remediation and the effectiveness of removal methods for thorium and its associated radioactive decay products from various soils and wastes associated with DOE`s Formerly Utilized Sites Remedial Action Program (FUSRAP). Its purpose was to provide information to the Environmental Management Advisory Board`s FUSRAP Committee for use in its deliberation of guiding principles for FUSRAP sites, in particular the degree to which treatment should be considered in the FUSRAP Committee`s recommendations. Treatment of FUSRAP wastes to remove thorium could be beneficial to management of lands that contain thorium if such treatment were effective and cost efficient. It must be recognized, however, that treatment methods invariably require workers to process residues and waste materials usually with bulk handling techniques. These processes expose workers to the radioactivity in the materials, therefore, workers would incur radiological risks in addition to industrial accident risks. An important question is whether the potential reduction of future radiological risks to members of the public justifies the risks that are incurred by remediation workers due to handling materials. This study examines, first, the effectiveness of treatment and then the risks that would be associated with remediation. Both types of information should be useful for decisions on whether and how to apply thorium removal methods to FUSRAP waste materials.

    Alternatives for disposal or stabilization of the wastes generated by the US Department of Energy's Formerly Utilized Sites Remedial Action Program (FUSRAP) are identified and compared, with emphasis on the long-term aspects. These wastes consist of soil material and rubble containing trace amounts of radionuclides. A detailed pathway analysis for the dose to the maximally exposed individual is carried out using an adaptation of the natural analogue method. Comparisons of the different alternatives, based on the results of the pathway analysis and qualitative cost considerations, indicate that, if the hazard is such that the wastes must be removed and disposed of rather than stabilized in place, disposal by immediate dispersal is preferable to containment, and containment followed by slow planned dispersal is preferable to containment without dispersal. The Supplement presents refinements of work that was reported at the 1982 International Decommissioning Symposium. The new material consists of revisions of the estimates of the predicted potential dose to the maximally exposed individual and a more detailed comparative assessment of the radiological impacts of alternatives for management of wastes generated by the US Department of Energy's Formerly Utilized Sites Remedial Action Program (FUSRAP).

  5. Utilizing Isotopic Uranium Ratios in Groundwater Evaluations at FUSRAP Sites

    The U.S. Army Corps of Engineers Buffalo District is evaluating environmental radioactive contamination at several Formerly Utilized Sites Remedial Action Program (FUSRAP) sites throughout New York, Pennsylvania, Ohio, and Indiana. The investigations follow the process defined in the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA). Groundwater data from the Niagara Falls Storage Site (NFSS) in Lewiston, New York were evaluated for isotopic uranium ratios, specifically uranium-234 versus uranium-238 (U- 234 and U-238, respectively), and the results were presented at Waste Management 2006. Since uranium naturally occurs in all groundwater, it can be difficult to distinguish where low-concentration impacts from past releases differ from the high end of a site-specific natural background range. In natural groundwater, the ratio of U-234 to U-238 exceeds 1 (unity) due to the alpha particle recoil effect, in which U-234 is preferentially mobilized to groundwater from adjacent rock or soil. This process is very slow and may take hundreds to thousands of years before a measurable increase is seen in the natural isotopic ratio. If site releases are the source of uranium being measured in groundwater, the U-234 to U-238 ratio is commonly closer to 1, which normally reflects FUSRAP-related, uranium-contaminated wastes and soils. This lower ratio occurs because not enough residence time has elapsed since the 1940's and 1950's for the alpha particle recoil effect to have significantly altered the contamination-derived ratio. An evaluation of NFSS-specific and regional groundwater data indicate that an isotopic ratio of 1.2 has been identified as a signature value to help distinguish natural groundwater, which may have a broad background range, from zones impacted by past releases.     The Manhattan Engineer District (MED) and U.S. Atomic Energy Commission (AEC) contracted for support work through private and academic parties through the early 1960's. The work often involved radioactive materials. Residual radioactive contamination was left at some of more than 600 potentially contaminated (candidate) sites, and worker health and safety concerns remain from the site operations and subsequent remediation activities. The U.S. Department of Energy (DOE) initiated a program to identify and protect records of MED/AEC activities and of remediation work conducted under the Formerly Utilized Sites Remedial Action Program (FUSRAP) to aid in resolving questions about site conditions, liability, and worker health and safety and to ensure ongoing protectiveness of human health and the environment. This paper discusses DOE activities undertaken to locate records collections, confirm retention schedules and access requirements, and document information about the collections for use by future stewards. In conclusion: DOE-LM recognizes that records and information management is a critical component of effective LTS and M. Records are needed to answer questions about site conditions and demonstrate to the public in the future that the sites are safe. DOE-LM is working to satisfy present needs and anticipate future uses for FUSRAP records, and compile a collection of site and program information from which future stewards can readily locate and retrieve needed information.     The U.S. Department of Energy (USDOE) created the Formerly Utilized Sites Remedial Action Program (FUSRAP) in 1974 to identify, investigate, and cleanup or control radiological contamination at sites used by the Manhattan Engineer District (MED) and the Atomic Energy Commission (AEC) from the 1940s through the 1960s. The USDOE had identified 46 sites in the program and finished remediation at 24 of the smaller ones before the end of 1997. With the passage of the Energy and Water Resources Appropriation Act of 1998 the United States Army Corps of Engineers (USACE) was designated by Congress with responsibility to manage and execute the FUSRAP. The Linde Site located in Tonawanda, New York was operated by the MED from 1942-1946 to extract uranium from several high-grade ores. This natural uranium was subsequently enriched in U-235 elsewhere in the United States and ultimately used to produce energy or weapons. Though in the process of reviewing alternative disposal options by 1995, the USDOE had operated FUSRAP with a strategy requiring virtually all materials remediated be disposed of at only one Nuclear Regulatory Commission licensed facility. The change in management of the FUSRAP in 1997 allowed the disposal policy of low levels of radioactively contaminated materials found at the remaining sites to be reexamined. This paper presents some of the innovative regulatory and technical approaches employed at the Linde Site that are resulting in project cost savings while meeting applicable or relevant and appropriate requirements as well as fulfilling commitments made to the local community.

  10. Long Term Stewardship Challenges at the St. Louis District FUSRAP Sites

    Non-Federally owned radioactively contaminated sites in St. Louis, Missouri are currently being remediated by the St. Louis District Corps of Engineers under the Formerly Utilized Sites Remedial Action Program (FUSRAP). When FUSRAP remediation is complete, inaccessible soils which have levels of contamination greater than unrestricted use standards, will remain. The purpose of this paper is to document the initial challenges facing the project team during its development of the Long Term Stewardship plan for the management of these soils. These soils are located under buildings, roads, railroads and bridges. The Long Term Stewardship plan for the majority of the sites is being developed simultaneously with the remedy selection process. A living document, it will ultimately document the remedial action end state and location of inaccessible soils and implement the plan for ensuring these soils are not a threat to human health and the environment. Although these soils are protective in their current configuration, at some point in time, when activities such as maintenance, utility or property improvement occur, the soils will become accessible and need to be addressed by the federal government. Up until that point in time they will need to be effectively managed to ensure they remain protective. The St. Louis District is in the process of collaboratively developing this plan with its regulators, affected stakeholders and interested parties.

  11. Environmental audit of the Maywood Site: Formerly Utilized Sites Remedial Action Program, Maywood Interim Storage Site vicinity properties

    This report presents the results of the Environmental Audit of the Maywood Site managed by the Formerly Utilized Sites Remedial Action Program (FUSRAP). The Audit was carried out from November 7 through 16, 1990. The Audit Team found overall technical competence and knowledge of management and staff to be excellent. This applies to DOE as well as to Bechtel National, Incorporated (BNI). In particular, there was excellent knowledge of federal, state, and local environmental regulations, as well as analysis for applicability of these regulations to FUSRAP. Project management of the Maywood Site is also excellent. BNI and DOE project staff have made frequent contact with members of the community, and all removal actions and remedial investigation activities have been planned, scheduled, and accomplished with competence and attention to total quality principles. To date, all actions taken for the Maywood Site cleanup have been completed ahead of schedule and on or under budget. Weakness noted include self-assessment efforts by DOE, failure to fully implement DOE Order requirements throughout the program, and some discrepancies in formally documenting and reviewing procedures. 7 figs., 10 tabs.

  12. Uptake by plants of radionuclides from FUSRAP waste materials

    Radionuclides from FUSRAP wastes potentially may be taken up by plants during remedial action activities and permanent near-surface burial of contaminated materials. In order to better understand the propensity of radionuclides to accumulate in plant tissue, soil and plant factors influencing the uptake and accumulation of radionuclides by plants are reviewed. In addition, data describing the uptake of the principal radionuclides present in FUSRAP wastes (uranium-238, thorium-230, radium-226, lead-210, and polonium-210) are summarized. All five radionuclides can accumulate in plant root tissue to some extent, and there is potential for the translocation and accumulation of these radionuclides in plant shoot tissue. Of these five radionuclides, radium-226 appears to have the greatest potential for translocation and accumulation in plant shoot tissue. 28 references, 1 figure, 3 tables.

  15. Occurrence of Metastudtite (Uranium Peroxide Dihydrate) at a FUSRAP Site

    Uranium concentrations in groundwater in a localized area of a site exceed the USEPA Maximum Contaminant Level (MCL) by a factor of one thousand. Although the groundwater seepage velocity ranges up to 0.7 meters per day (m/day), data indicate that the uranium is not migrating in groundwater. We believe that the uranium is not mobile because of local geochemical conditions and the unstable nature of the uranium compound present at the site; uranium peroxide dihydrate (metastudtite). Metastudtite [UO{sub 4}.2(H{sub 2}O) or (U(O{sub 2})|O|(OH){sub 2}).3H{sub 2}O] has been identified at other sites as an alteration product in casks of spent nuclear fuel, but neither enriched nor depleted uranium were present at this site. Metastudtite was first identified as a natural mineral in 1983, although documented occurrences in the environment are uncommon. The U.S. Army Corps of Engineers (USACE) is conducting a remedial investigation at the DuPont Chambers Works in Deep water New Jersey under the Formerly Utilized Sites Remedial Action Program (FUSRAP) to evaluate radioactive contamination resulting from historical activities conducted in support of Manhattan Engineering District operations. From 1942 to 1947, Chambers Works converted uranium oxides to uranium tetrafluoride and uranium metal. More than half of the production at this facility resulted from the recovery process, where uranium-bearing dross and scrap were reacted with hydrogen peroxide to produce uranium peroxide dihydrate. The 280-hectare Chambers Works has produced some 600 products, including petrochemicals, aromatics, fluoro-chemicals, polymers, and elastomers. Contaminants resulting from these processes, including separate-phase petrochemicals, have also been detected within the boundaries of the FUSRAP investigation.   16. Reducing Contingency through Sampling at the Luckey FUSRAP Site - 13186

    Typically, the greatest risk in developing accurate cost estimates for the remediation of hazardous, toxic, and radioactive waste sites is the uncertainty in the estimated volume of contaminated media requiring remediation. Efforts to address this risk in the remediation cost estimate can result in large cost contingencies that are often considered unacceptable when budgeting for site cleanups. Such was the case for the Luckey Formerly Utilized Sites Remedial Action Program (FUSRAP) site near Luckey, Ohio, which had significant uncertainty surrounding the estimated volume of site soils contaminated with radium, uranium, thorium, beryllium, and lead. Funding provided by the American Recovery and Reinvestment Act (ARRA) allowed the U.S. Army Corps of Engineers (USACE) to conduct additional environmental sampling and analysis at the Luckey Site between November 2009 and April 2010, with the objective to further delineate the horizontal and vertical extent of contaminated soils in order to reduce the uncertainty in the soil volume estimate. Investigative work included radiological, geophysical, and topographic field surveys, subsurface borings, and soil sampling. Results from the investigative sampling were used in conjunction with Argonne National Laboratory's Bayesian Approaches for Adaptive Spatial Sampling (BAASS) software to update the contaminated soil volume estimate for the site. This updated volume estimate was then used to update the project cost-to-complete estimate using the USACE Cost and Schedule Risk Analysis process, which develops cost contingencies based on project risks. An investment of $1.1 M of ARRA funds for additional investigative work resulted in a reduction of 135,000 in-situ cubic meters (177,000 in-situ cubic yards) in the estimated base volume estimate. This refinement of the estimated soil volume resulted in a $64.3 M reduction in the estimated project cost-to-complete, through a reduction in the uncertainty in the contaminated soil

    The US Department of Energy (DOE) is responsible for compliance with an increasingly complex spectrum of environmental regulations. One of the most complex programs is the corrective action program proposed by the US Environmental Protection Agency (EPA) under the authority of the Resource Conservation and Recovery Act (RCRA) as amended by the Hazardous and Solid Waste Amendments (HSWA). The proposed regulations were published on July 27, 1990. The proposed Subpart S rule creates a comprehensive program for investigating and remediating releases of hazardous wastes and hazardous waste constituents from solid waste management units (SWMUs) at facilities permitted to treat, store, or dispose of hazardous wastes. This proposed rule directly impacts many DOE facilities which conduct such activities. This guidance document explains the entire RCRA Corrective Action process as outlined by the proposed Subpart S rule, and provides guidance intended to assist those persons responsible for implementing RCRA Corrective Action at DOE facilities.

    Typically the highest cost component of the radiological soils remediation of Formerly Utilized Sites Remedial Action Program (FUSRAP) sites is the cost to transport and dispose of the excavated soils, typically contaminated with naturally occurring isotopes of uranium, thorium and radium, at an appropriately permitted off-site disposal facility. The heterogeneous nature of the contamination encountered at these sites makes it difficult to accurately delineate the extent of contaminated soil using the limited, discrete sampling data collected during the investigation phases; and difficult to precisely excavate only the contaminated soil that is above the established cleanup limits using standard in-field scanning and guiding methodologies. This usually results in a conservative guided excavation to ensure cleanup criteria are met, with the attendant transportation and disposal costs for the larger volumes of soil excavated. To address this issue during the remediation of the Painesville FUSRAP Site, located in Painesville, Ohio, the Buffalo District of the U.S. Army Corps of Engineers, and its contractor, Safety and Ecology Corporation (SEC), employed automatic soil segregation technology provided by MACTEC (now AMEC) to reduce the potential for transportation and disposal of soils that met the cleanup limits. This waste minimization technology utilized gamma spectroscopy of conveyor-fed soils to automatically segregate the material into above and below criteria discharge piles. Use of the soil segregation system resulted in cost savings through the significant reduction of the volume of excavated soil that required off-site transportation and disposal, and the reduction of the amount of imported clean backfill required via reuse of 'below criteria' segregated soil as place back material in restoring the excavations. Measurements taken by the soil segregation system, as well as results of quality control sampling of segregated soils, confirmed that soils segregated

    In this article the author discusses the application of a rock crusher as a means of implementing cost savings in the remediation of FUSRAP sites. Transportation and offsite disposal costs are at present the biggest cost items in the remediation of FUSRAP sites. If these debris disposal problems can be handled in different manners, then remediation savings are available. Crushing can result in the ability to handle some wastes as soil disposal problems, which have different disposal regulations, thereby permitting cost savings.

    The U. S. Department of Energy (DOE) methods and protocols allow evaluation of remediation and final site conditions to determine if remediated sites remain protective. Two case studies are presented that involve the Niagara Falls Storage Site (NFSS) and associated vicinity properties (VPs), which are being remediated under the Formerly Utilized Sites Remedial Action Program (FUSRAP). These properties are a part of the former Lake Ontario Ordnance Works (LOOW). In response to stakeholders concerns about whether certain remediated NFSS VPs were putting them at risk, DOE met with stakeholders and agreed to evaluate protectiveness. Documentation in the DOE records collection adequately described assessed and final radiological conditions at the completed VPs. All FUSRAP wastes at the completed sites were cleaned up to meet DOE guidelines for unrestricted use. DOE compiled the results of the investigation in a report that was released for public comment. In conducting the review of site conditions, DOE found that stakeholders were also concerned about waste from the Separations Process Research Unit (SPRU) at the Knolls Atomic Power Laboratory (KAPL) that was handled at LOOW. DOE agreed to determine if SPRU waste remained at that needed to be remediated. DOE reviewed records of waste characterization, historical handling locations and methods, and assessment and remediation data. DOE concluded that the SPRU waste was remediated on the LOOW to levels that pose no unacceptable risk and allow unrestricted use and unlimited exposure. This work confirms the following points as tenets of an effective long-term surveillance and maintenance (LTS&M) program:  Stakeholder interaction must be open and transparent, and DOE must respond promptly to stakeholder concerns.  DOE, as the long-term custodian, must collect and preserve site records in order to demonstrate that remediated sites pose no unacceptable risk.  DOE must continue to maintain constructive relationships

    A comparative groundwater hydrogeologic modeling analysis is presented herein to simulate potential contaminant migration pathways in a sole source aquifer in Nassau County, Long Island, New York. The source of contamination is related to historical operations at the Sylvania Corning Plant ('Site'), a 9.49- acre facility located at 70, 100 and 140 Cantiague Rock Road, Town of Oyster Bay in the westernmost portion of Hicksville, Long Island. The Site had historically been utilized as a nuclear materials manufacturing facility (e.g., cores, slug, and fuel elements) for reactors used in both research and electric power generation in early 1950's until late 1960's. The Site is contaminated with various volatile organic and inorganic compounds, as well as radionuclides. The major contaminants of concern at the Site are tetrachloroethene (PCE), trichloroethene (TCE), nickel, uranium, and thorium. These compounds are present in soil and groundwater underlying the Site and have migrated off-site. The Site is currently being investigated as part of the Formerly Utilized Sites Remedial Action Program (FUSRAP). The main objective of the current study is to simulate the complex hydrogeologic features in the region, such as numerous current and historic production well fields; large, localized recharge basins; and, multiple aquifers, and to assess potential contaminant migration pathways originating from the Site. For this purpose, the focus of attention was given to the underlying Magothy formation, which has been impacted by the contaminants of concern. This aquifer provides more than 90% of potable water supply in the region. Nassau and Suffolk Counties jointly developed a three-dimensional regional groundwater flow model to help understand the factors affecting groundwater flow regime in the region, to determine adequate water supply for public consumption, to investigate salt water intrusion in localized areas, to evaluate the impacts of regional pumping activity, and to

    During the 1940's, the Linde Division of Union Carbide used portions of their property in Tonawanda, New York for processing uranium ores under Federal Manhattan Engineering District (MED) contracts. These activities resulted in radiological contamination on portions of the property. The radionuclides of concern at the site are Radium, Thorium, and Uranium. The site is currently owned and operated by Praxair Inc., an industrial gas company. The U.S. Army Corps of Engineers (USACE) issued a Record of Decision to remediate the radiologically-contaminated materials associated with MED activities in March 2000 under the authority of the Formerly Utilized Sites Remedial Action Program (FUSRAP). The selected remedy is fully protective of human health and the environment and complies with Federal and State requirements that are legally applicable or relevant and appropriate and meets community commitments. The USACE - Buffalo District has been executing remedial activities at the site and has successfully addressed many challenges in a safe and cost effective manner through effective coordination, project management, and partnering with stakeholders. These efforts supported the successful relocation of approximately 29,000 cubic yards of stockpiled material (soils, concrete, steel, asphalt and miscellaneous non-soil) that had been generated by the property owner as a result of ongoing development of the facility. Relocation of the material was necessary to allow safe access to the surface and subsurface soils beneath the pile for sampling and analysis. During relocation operations, materials were evaluated for the presence of radiological contamination. The vast majority of material was relocated onsite and remained the property owner's responsibility. A small portion of the material required off-site disposal at a permitted disposal facility due to radiological contamination that exceeded site criteria.     The U.S. Department of Energy (DOE) methods and protocols allow evaluation of remediation and final site conditions to determine if remediated sites remain protective. Two case studies are presented that involve the Niagara Falls Storage Site (NFSS) and associated vicinity properties (VPs), which are being remediated under the Formerly Utilized Sites Remedial Action Program (FUSRAP). These properties are a part of the former Lake Ontario Ordnance Works (LOOW). In response to stakeholders concerns about whether certain remediated NFSS VPs were putting them at risk, DOE met with stakeholders and agreed to evaluate protectiveness. Documentation in the DOE records collection adequately described assessed and final radiological conditions at the completed VPs. All FUSRAP wastes at the completed sites were cleaned up to meet DOE guidelines for unrestricted use. DOE compiled the results of the investigation in a report that was released for public comment. In conducting the review of site conditions, DOE found that stakeholders were also concerned about waste from the Separations Process Research Unit (SPRU) at the Knolls Atomic Power Laboratory (KAPL) that was handled at LOOW. DOE agreed to determine if SPRU waste remained at that needed to be remediated. DOE reviewed records of waste characterization, historical handling locations and methods, and assessment and remediation data. DOE concluded that the SPRU waste was remediated on the LOOW to levels that pose no unacceptable risk and allow unrestricted use and unlimited exposure. This work confirms the following points as tenets of an effective long-term surveillance and maintenance (LTS and M) program: - Stakeholder interaction must be open and transparent, and DOE must respond promptly to stakeholder concerns. - DOE, as the long-term custodian, must collect and preserve site records in order to demonstrate that remediated sites pose no unacceptable risk. - DOE must continue to maintain constructive relationships with

    This document provides information obtained during the performance of risk assessment tasks in support of the Assurance Program for Remedial Action (APRA) sponsored by the Office of Operational Safety of the Department of Energy. We have presented a method for the estimation of projected health effects at properties in the vicinity of uranium mill tailing piles due to transported tailings or emissions from the piles. Because radon and radon daughter exposure is identified as the principal factor contributing to health effects at such properties, the basis for estimating lung cancer risk as a result of such exposure is discussed in detail. Modeling of health risk due to a secondary pathway, ingestion of contaminated, home-grown food products, is also discussed since it is a potentially important additional source of exposure in certain geographic locations. Risk assessment methods used in various mill tailings reports are reviewed. The protocols for radiological surveys conducted in DOE-sponsored remedial action programs are critically reviewed with respect to their relevance to the needs of health risk estimation. The relevance of risk assessment to the APRA program is discussed briefly.

    Decontamination of FUSRAP sites could result in the generation of large volumes (in excess of 400,000 m/sup 3/) of low-activity radioactive wastes (primarily contaminated soil and building materials) requiring subsequent disposal. It is likely that near-surface burial will be seriously considered as an option for disposal of these materials. A number of factors - including soil erosion - could adversely affect the long-term stability of a near-surface waste-burial site. The majority of FUSRAP sites are located in the humid eastern United States, where the principal cause of erosion is the action of water. This report examines the effect of soil erosion by water on burial-site stability based on analysis of four hypothetical near-surface burial sites. The Universal Soil Loss Equation was employed to estimate average annual soil loss from burial sites and the 1000-year effects of soil loss on the soil barrier (burial trench cap) placed over low-activity wastes. Results suggest that the land use of the burial site and the slope gradient of the burial trench cap significantly affect the rate of soil erosion. The development of measures limiting the potential land use of a burial site (e.g., mixing large rocks into the burial trench cap) may be required to preserve the integrity of a burial trench for long periods of time.

    The purpose, scope, history, requirements, and management organization of the UMTRA Program are summarized in the Introduction. The remainder of the report describes progress made during the past year (F 1980) and discusses future plants and activities. Early emphasis has been on the four highest-priority sites because of their proximity to population centers. These sites are: (1) Canonsburg, Pennsylvania; (2) Salt Lake City, Utah; (3) Durango, Colorado; and (4) Shiprock, New Mexico (Navajo Reservation). To date, twenty-five vicinity properties near the Canonsburg site and two such properties near the Salt Lake City site have been designated for remedial action. A research effort was undertaken at a major vicinity property, the Mountain States Supply Company in Salt Lake City, to study the effects of heating-and-ventilating-system modification on indoor radon-daughter concentrations. A cooperative agreement was executed between DOE and the Commonwealth of Pennsylvania. A similar agreement with the State of Utah is expected to be executed in early FY 1981. Further, it is expected that additional cooperative agreements will be negotiated during FY 1981 with the States of Colorado and Wyoming and the Navajo Nation. It is expected that the processing site at Canonsburg, PA (the Canonsburg Industrial Park) will be acquired during FY 1981. Draft Environmental Impact Statements for the four highest-priority sites will be completed during FY 1981.

    The U.S. Army Corps of Engineers (USACE) - Philadelphia District is conducting an environmental restoration at the DuPont Chambers Works in Deepwater, New Jersey under the Formerly Utilized Sites Remedial Action Program (FUSRAP). Discrete locations are contaminated with natural uranium, thorium-230 and radium-226. The USACE is proposing a preferred remedial alternative consisting of excavation and offsite disposal to address soil contamination followed by monitored natural attenuation to address residual groundwater contamination. Methods were developed to quantify the error associated with contaminant volume estimates and use mass balance calculations of the uranium plume to estimate the removal efficiency of the proposed alternative. During the remedial investigation, the USACE collected approximately 500 soil samples at various depths. As the first step of contaminant mass estimation, soil analytical data was segmented into several depth intervals. Second, using contouring software, analytical data for each depth interval was contoured to determine lateral extent of contamination. Six different contouring algorithms were used to generate alternative interpretations of the lateral extent of the soil contamination. Finally, geographical information system software was used to produce a three dimensional model in order to present both lateral and vertical extent of the soil contamination and to estimate the volume of impacted soil for each depth interval. The average soil volume from all six contouring methods was used to determine the estimated volume of impacted soil. This method also allowed an estimate of a standard deviation of the waste volume estimate. It was determined that the margin of error for the method was plus or minus 17% of the waste volume, which is within the acceptable construction contingency for cost estimation. USACE collected approximately 190 groundwater samples from 40 monitor wells. It is expected that excavation and disposal of

  7. Middlesex FUSRAP Site - A Path to Site-Wide Closure - 13416

    The road-map to obtaining closure of the Middlesex Sampling Plant FUSRAP site in Middlesex, New Jersey (NJ) has required a multi-faceted approach, following the CERCLA Process. Since 1998, the US ACE, ECC, and other contractors have completed much of the work required for regulatory acceptance of site closure with unrestricted use. To date, three buildings have been decontaminated, demolished, and disposed of. Two interim storage piles have been removed and disposed of, followed by the additional removal and disposal of over 87,000 tons of radiologically and chemically-impacted subsurface soils by the summer of 2008. The US ACE received a determination from the EPA for the soils Operable Unit, (OU)-1, in September 2010 that the remedial excavations were acceptable, and meet the criteria for unrestricted use as required by the 2004 Record of Decision (ROD) for OU-1. Following the completion of OU-1, the project delivery team performed additional field investigation of the final Operable Unit for Middlesex, OU-2, Groundwater. As of December 2012, the project delivery team has completed a Supplemental Remedial Investigation, which will be followed with a streamlined Feasibility Study, Proposed Plan, and ROD. Several years of historical groundwater data was available from previous investigations and the FUSRAP Environmental Surveillance Program. Historical data indicated sporadic detections of Volatile Organic Compounds (VOCs), primarily trichloroethylene (TCE), carbon tetrachloride (CT), and methyl tert-butyl ether (MTBE), with no apparent trend or pattern indicating extent or source of the VOC impact. In 2008, the project delivery team initiated efforts to re-assess the Conceptual Site Model (CSM) for groundwater. The bedrock was re-evaluated as a leaky multi-unit aquifer, and a plan was developed for additional investigations for adequate bedrock characterization and delineation of groundwater contaminated primarily by CT, TCE, and tetrachloroethene (PCE).     This report summarizes the current view of the most important technology needs for the US Department of Energy (DOE) facilities operated by Martin Marietta Energy Systems, Inc. These facilities are the Oak Ridge National Laboratory, the Oak Ridge K-25 Site, the Oak Ridge Y-12 Plant, the Paducah Gaseous Diffusion Plant, and the Portsmouth Gaseous Diffusion Plant. The sources of information used in this assessment were a survey of selected representatives of the Environmental Restoration (ER) programs at each facility, results from a questionnaire distributed by Geotech CWM, Inc., for DOE, and associated discussions with individuals from each facility. This is not a final assessment, but a brief look at an ongoing assessment; the needs will change as the plans for restoration change and, it is hoped, as some technical problems are solved through successful development programs.

    In 1992, the Uranium Mill Tailings Remedial Action (UMTRA) Project experienced several health and safety related incidents at active remediation project sites. As a result, the U.S. Department of Energy (DOE) directed the Technical Assistance Contractor (TAC) to establish a program increasing the DOE`s overall presence at operational remediation sites to identify and minimize risks in operations to the fullest extent possible (Attachments A and B). In response, the TAC, in cooperation with the DOE and the Remedial Action Contractor (RAC), developed the Safety Advancement Field Effort (SAFE) Program.

    The Linde FUSRAP Site (Linde) is located in Tonawanda, New York at a major research and development facility for Praxair, Inc. (Praxair). Successful remediation activities at Linde combines meeting cleanup objectives of radiological contamination while minimizing impacts to Praxair business operations. The unique use of Praxair's property coupled with an array of active and abandoned utilities poses many engineering and operational challenges; each of which has been overcome during the remedial action at Linde. The U.S. Army Corps of Engineers - Buffalo District (USACE) and CABRERA SERVICES, INC. (CABRERA) have successfully faced engineering challenges such as relocation of an aboveground structure, structural protection of an active water line, and installation of active mechanical, electrical, and communication utilities to perform remediation. As remediation nears completion, continued success of engineering challenges is critical as remaining activities exist in the vicinity of infrastructure essential to business operations; an electrical substation and duct bank providing power throughout the Praxair facility. Emphasis on engineering and operations through final remediation and into site restoration will allow for the safe and successful completion of the project. (authors)

  1. Scoping survey of perceived concerns, issues, and problems for near-surface disposal of FUSRAP waste

    This report is a scoping summary of concerns, issues, and perceived problems for near-surface disposal of radioactive waste, based on a survey of the current literature. Near-surface disposal means land burial in or within 15 to 20 m of the earth's surface. It includes shallow land burial (burial in trenches, typically about 6 m deep with a 2-m cap and cover) and some intermediate-depth land burial (e.g., trenches and cap similar to shallow land burial, but placed below 10 to 15 m of clean soil). Proposed solutions to anticipated problems also are discussed. The purpose of the report is to provide a better basis for identifying and evaluating the environmental impacts and related factors that must be analyzed and compared in assessing candidate near-surface disposal sites for FUSRAP waste. FUSRAP wastes are of diverse types, and their classification for regulatory purposes is not yet fixed. Most of it may be characterized as low-activity bulk solid waste, and is similar to mill tailings, but with somewhat lower average specific activity. It may also qualify as Class A segregated waste under the proposed 10 CFR 61 rules, but the parent radionuclides of concern in FUSRAP (primarily U-238 and Th-232) have longer half-lives than do the radionuclides of concern in most low-level waste. Most of the references reviewed deal with low-level waste or mill tailings, since there is as yet very little literature in the public domain on FUSRAP per se.

    The Uranium Mill Tailings Remedial Action (UMTRA) Project was established to accomplish remedial actions at inactive uranium mill tailings sites in accordance with Public Law 95-604, the Uranium Mill Tailings Radiation Control Act of 1978 (UMTRCA). The UMTRA Project's mission is to stabilize and control the residual radioactive materials at designated sites in a safe and environmentally sound manner so as to minimize or eliminate radiation health hazards to the public. The US Department of Energy (DOE) UMTRA Project Office (UMTRA PO) directs the overall project. Since these efforts may involve possible risks to public health and safety, a quality assurance (QA) program that conforms to the applicable criteria (set forth in the reference documents) has been established to control the quality of the work. This document, the Quality Assurance Program Plan (QAPP), brings into one document the essential criteria to be applied on a selective basis, depending upon the nature of the activity being conducted, and describes how those criteria shall be applied to the UMTRA Project. The UMTRA PO shall require each Project contractor to prepare and submit for approval a more detailed QAPP that is based on the applicable criteria of this QAPP and the referenced documents. All QAPPs on the UMTRA Project shall fit within the framework of this plan.

    The Oak Ridge National Laboratory (ORNL) Remedial Action Program (RAP) was established in 1985 in response to state and federal regulations requiring comprehensive control over facility discharges and cleanup of contaminated sites. A computerized Data and Information Management System (DIMS) was developed for RAP to (1) provide a centralized repository for data pertinent to RAP and (2) provide support for the investigations and assessments leading to the long-term remediation of contaminated facilities and sites. The current status of DIMS and its role in supporting RAP during 1989 are described. The DIMS consists of three components: (1) the Numeric Data Base, (2) the Bibliographic Data Base, and (3) the Records Control Data Base. This report addresses all three data bases, but focuses on the contents of the Numeric Data Base. Significant progress was made last year with the geographic information system (GIS) and ARC/INFO, which can be interfaced with SAS/GRAPH to provide combined mapping and statistical graphic products. Several thematic layers of GIS data for the Oak Ridge Reservation are now available. 18 refs., 8 figs., 19 tabs.

    As a consequence of producing special nuclear material for the nation's defense, large amounts of extremely hazardous radioactive waste was created at the US Department of Energy's (DOE) Hanford Site in south central Washington State. A little over 50 million gallons of this waste is now stored in 177 large, underground tanks on Hanford's Central Plateau in tank farms regulated under the Atomic Energy Act and the Resource, Conservation, and Recovery Act (RCRA). Over 60 tanks and associated infrastructure have released or are presumed to have released waste in the vadose zone. In 1998, DOE's Office of River Protection established the Hanford Tank Farm RCRA Corrective Action Program (RCAP) to: (1) characterize the distribution and extent of the existing vadose zone contamination; (2) determine how the contamination will move in the future; (3) estimate the impacts of this contamination on groundwater and other media; (4) develop and implement mitigative measures; and (5) develop corrective measures to be implemented as part of the final closure of the tank farm facilities. Since its creation, RCAP has made major advances in each of these areas, which will be discussed in this paper.

    This report summarizes the Department of Energy Voluntary Protection Program (DOE-VPP) Review Team`s findings from the five-day onsite evaluation of the Weldon Spring Site Remedial Action Project (WSSRAP), conducted November 17--21, 1997. The site was evaluated against the program requirements contained in ``US Department of Energy Voluntary Protection Program, Part 1: Program Elements`` to determine its success in implementing the five tenets of DOE-VPP. DOE-VPP consists of three programs, with names and functions similar to those in OSHA`s VPP. These programs are STAR, MERIT, and DEMONSTRATION. The STAR program is the core of DOE-VPP. The program is aimed at truly outstanding protectors of employee safety and health. The MERIT program is a steppingstone for contractors and subcontractors that have good safety and health programs but need time and DOE guidance to achieve STAR status. The DEMONSTRATION program is rarely used; it allows DOE to recognize achievements in unusual situations about which DOE needs to learn more before determining approval requirements for the STAR status.

    In this report, we use smart meter data to analyze specific actions, behaviors, and characteristics that drive energy savings in a behavior-based (BB) program. Specifically, we examine a Home Energy Report (HER) program. These programs typically obtain 1% to 3% annual savings, and recent studies have shown hourly savings of between 0.5% and 3%. But what is driving these savings? What types of households tend to be “high-savers”, and what behaviors are they adopting? There are several possibilities: one-time behaviors (e.g., changing thermostat settings); reoccurring habitual behaviors (e.g., turning off lights); and equipment purchase behaviors (e.g., energy efficient appliances), and these may vary across households, regions, and over time.

    This report on the status of the Office of Environment's program for inactive uranium mill tailings sites is an analysis of the current status and a forecast of future activities of the Office of Environment. The termination date for receipt of information was September 30, 1980. Aerial radiological surveys and detailed ground radiological assessments of properties within the communities in the vicinity of the designated processing sites in Canonsburg, Pennsylvania, Salt Lake City, Utah, and Boise, Idaho led to the designation of an initial group of vicinity properties for remedial action. The potential health effects of the residual radioactive materials on or near these properties were estimated, and the Assistant Secretary for Environment recommended priorities for performing remedial action to the Department's Assistant Secretary for Nuclear Energy. In designating these properties and establishing recommended priorities for performing remedial action, the Office of Environment consulted with the Environmental Protection Agency, the Nuclear Regulatory Commission, representatives from the affected State and local governments, and individual property owners. After notifying the Governors of each of the affected States and the Navajo Nation of the Secretary of Energy's designation of processing sites within their areas of jurisdiction and establishment of remedial action priorities, a Sample Cooperative Agreement was developed by the Department in consultation with the Nuclear Regulatory Commission and provided to the affected States and the Navajo Nation for comments. During September 1980, a Cooperative Agreement with the Commonwealth of Pennsylvania for the designated Canonsburg processing site was executed by the Department. It is anticipated that a Cooperative Agreement between the State of Utah and the Department to perform remedial actions at the designated Salt Lake City site will be executed in the near future.

    The DOE Office of Enforcement and Investigation (EH Enforcement) invoked a 120-day suspension of PAAA enforcement actions for issues associated with contractor Internal Dose Evaluation Programs (IDEP). Prior to initiation of the suspension, EH Enforcement had identified deficiencies in DOEcontractor implemented bioassay programs at numerous sites within the DOE complex. The commonality of the IDEP deficiencies at the various sites, as well as the possibility of the existence of similar deficiencies at other DOE sites, led EH Enforcement to the conclusion that a suspension of enforcement actions would be appropriate to provide DOE-contractors an opportunity to review their own IDEPs to determine whether similar or other program deficiencies existed, and, if so, to take appropriate corrective action.

    Since 1992 Brookhaven National Laboratory (BNL) and Pacific Northwest Laboratory (PNL), acting on behalf of the U.S. Department of Energy, executed the first stage of the Cracow Program of Energy Conservation and Clean Fossil Fuels, called also American-Polish Program of Actions for Elimination of Low Emission Sources in Cracow. The main contractor for BNL and PNL was the Cracow Development Office (BRK). The interest in improving the condition of Cracow air results from the fact that the standard for permissible air pollution was exceeded several times in Cracow and especially within the central part of the town. Therefore, air pollution appeared one of the most important problems that faced the municipal authorities. It followed from monitoring investigations that the high level of air pollutant concentration is caused by in-home coal-fired tile stoves operated in winter seasons and by coal- and coke-fired boiler houses simulated mainly in the central part of the town. The results obtained in first stage are presented. This paper is an attempt to formulate conclusions drawn from these works and recommendations with regard to the future policy of the town authorities; selected results are presented to clarify or illustrate the conclusions.

    The U.S. Army Corps of Engineers (USACE) is evaluating potential remedial alternatives at the 191-acre Niagara Falls Storage Site (NFSS) in Lewiston, New York, under the Formerly Utilized Sites Remedial Action Program (FUSRAP). The Manhattan Engineer District (MED) and Atomic Energy Commission (AEC) brought radioactive wastes to the site during the 1940's and 1950's, and the U.S. Department of Energy (US DOE) consolidated these wastes into a 10-acre interim waste containment structure (IWCS) in the southwest portion of the site during the 1980's. The USACE is evaluating remedial alternatives for radioactive waste contained within the IWCS at the NFSS under the Feasibility Study phase of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) process. A preliminary evaluation of the IWCS has been conducted to assess potential airborne releases associated with uncovered wastes, particularly during waste excavation, as well as direct exposures to uncovered wastes. Key technical issues for this assessment include: (1) limitations in waste characterization data; (2) representative receptors and exposure routes; (3) estimates of contaminant emissions at an early stage of the evaluation process; (4) consideration of candidate meteorological data and air dispersion modeling approaches; and (5) estimates of health effects from potential exposures to both radionuclides and chemicals that account for recent updates of exposure and toxicity factors. Results of this preliminary health risk assessment indicate if the wastes were uncovered and someone stayed at the IWCS for a number of days to weeks, substantial doses and serious health effects could be incurred. Current controls prevent such exposures, and the controls that would be applied to protect onsite workers during remedial action at the IWCS would also effectively protect the public nearby.     Radioactive waste was created by the Federal Government and private industry at locations around the country in support of national defense, research, and civilian power-generation programs. If not controlled, much of this legacy waste would remain hazardous to human health and the environment indefinitely. Current technology does not allow us to render this waste harmless, so the available methods to control risk rely on consolidation, isolation, and long-term management of the waste. The U.S. Department of Energy (DOE) has an obligation to safely control the radioactive waste and to inform and train future generations to maintain and, perhaps, improve established protections. DOE is custodian for much of the radioactive and other hazardous waste under control of the Federal Government. DOE established the Formerly Utilized Sites Remedial Action Program (FUSRAP) in 1974 and the Defense Decontamination and Decommissioning (D&D) Program and the Surplus Facilities Management Program in the 1980s. Congress passed the Uranium Mill Tailings Radiation Control Act (UMTRCA) in 1978. These federal programs and legislation were established to identify, remediate, and manage legacy waste. Remedial action is considered complete at a radioactive waste site when the identified hazardous material is isolated and the selected remedial action remedy is in place and functioning. Radioactive or other hazardous materials remain in place as part of the remedy at many DOE sites. Long-term management of radioactive waste sites incorporates a set of actions necessary to maintain protection of human health and the environment. These actions include maintaining physical impoundment structures in good repair to ensure that they perform as designed, preventing exposure to the wastes by maintaining access restrictions and warnings, and recording site conditions and activities for future custodians. Any actions, therefore, that will prevent exposure to the radioactive waste now or in the future

    This report is the result of a study carried out to determine options and alternatives for the Education Programs Division (EPD) of the Department of Energy. In the conduct of this study, numerous individuals from various concerned institutions were interviewed. While the project scope clearly precluded contact with every involved or potentially involved party, a concerted effort was made to obtain a representative sampling of the opinions and views of relevant government, academic and private sector agencies and organizations. A listing of those contacted, excluding the Department of Energy, is provided. In addition to interviews, an extensive range of literature was drawn upon including memoranda, brochures, program statements, school-enrollment data, speeches and the like. It was determined during this study that a wide range of public and private institutions are actively involved in the energy-education field. Oil companies, utilities, public interest groups, schools, agencies at every level of government, and others are formulating and delivering education which is enormously varied. It was concluded, however, that the public is not being reached, partially because current efforts are unfocused and partially because the public has become inured to problems and resistant to many of the traditional means of education. The study found that within this crowded and varied energy education field the Department of Energy is well placed to begin to provide direction and focus to the widespread activity now occurring.

    The Department of Energy`s Federal Energy Management Program (FEMP) is charged with carrying out key sections of EPACT and Executive Order 12903, to make the Federal government operate more efficiently. A congressionally mandated energy and water conservation audit program is one component of this growing DOE program. This paper traces the SAVEnergy Action Plan program throughout its development from (1) identifying projects and Agency champions, (2) establishing a protocol and fitting auditors into the program, (3) developing a data base to track the audits and measure their success, and (4) evaluating the process, learning from mistakes, and charting and transferring successes. A major tenet of the SAVEnergy program is to proactively prescreen all audit activities to ensure that -- where audits are done and Action Plans completed -- projects will be done.

    This report presents analytical results and an interpretation of the results for samples collected as part of the 1994 environmental surveillance program for the Hazelwood Interim Storage Site (HISS) for the interim storage of radiologically contaminated soils. The discussion provides a comparative analysis of local background conditions and applicable regulatory criteria to results reported for external gamma radiation and for samples from the media investigated (air, surface water, sediment, groundwater, and stormwater). Results from the 1994 environmental surveillance program at HISS indicate that Department of Energy (DOE) guidelines were not exceeded for the calculated airborne particulate dose or for the monitored constituents.
