    The Environmental Management Site Specific Advisory Board (EM SSAB) is comprised of eight Citizens' Advisory Boards, chartered under the Federal Advisory Committee Act (FACA) by the Assistant Secretary for Environmental Management for the U. S. Department of Energy (DOE). The purpose of the EM SSAB is to provide the DOE with recommendations regarding Environmental Management issues from legacy waste produced at major sites across the DOE Complex. The Northern New Mexico Citizens' Advisory Board (NNMCAB) is the site specific advisory board to the DOE on issues of environmental monitoring, remediation, waste management and long-term stewardship at Los Alamos National Laboratory (LANL). The other boards are located at: Hanford, Idaho, Nevada, Paducah, Portsmouth, Oak Ridge and Savannah River. Using broad citizen outreach and input, the SSAB provides an official mechanism for the citizenry at each of these sites to monitor current activities affecting the region and also to have input into the prioritization of future activities. 'The mission of the EM SSAB is to more directly involve stakeholders in EM Planning and decision-making processes for the nuclear weapons complex cleanup. DOE has various means of involving the public in its planning and decision-making processes; the EM SSAB is only one component of EM's public participation program, and is not intended to be an exclusive means of public participation. It is the policy of DOE and EM to conduct it programs in an open and responsive manner, thereby encouraging and providing the opportunity for public participation in its planning and decision-making processes. EM SSAB members are appointed to a two year term and may serve up to three terms. During this time, members are able to hear many presentation from subject matter experts, attend several site tours at their site and across the DOE complex and are able to express their concerns and give input to the prioritization of clean up at each site.     In 1976, under section 4(e) of the Toxic Substances Control Act (TSCA), the US Congress created the TSCA Interagency Testing Committee (ITC) to decide which chemicals should be recommended to the Administrator of the US Environmental Protection Agency for testing. In 1988, under the Canadian Environmental Protection Act (CEPA), the Government of Canada created the Domestic Substances List and Priority Substances List. This paper briefly describes the ITC, the different ITC testing decisions and a few of the ITC`s 11,150 testing decisions for the 21,413 chemicals on the CEPA Domestic Substances List and some of the 24 testing decisions for the 44 chemicals and chemical groups on the CEPA.

    This document is the final report of the Fusion Policy Advisory Committee. The report conveys the Committee's views on the matters specified by the Secretary in his charge and subsequent letters to the Committee, and also satisfies the provisions of Section 7 of the Magnetic Fusion Energy Engineering Act of 1980, Public Law 96-386, which require a triennial review of the conduct of the national Magnetic Fusion Energy program. Three sub-Committee's were established to address the large number of topics associated with fusion research and development. One considered magnetic fusion energy, a second considered inertial fusion energy, and the third considered issues common to both. For many reasons, the promise of nuclear fusion as a safe, environmentally benign, and affordable source of energy is bright. At the present state of knowledge, however, it is uncertain that this promise will become reality. Only a vigorous, well planned and well executed program of research and development will yield the needed information. The Committee recommends that the US commit to a plan that will resolve this critically important issue. It also outlines the first steps in a development process that will lead to a fusion Demonstration Power Plant by 2025. The recommended program is aggressive, but we believe the goal is reasonable and attainable. International collaboration at a significant level is an important element in the plan.

There was no new significant air quality legislation, but a number of lawsuits raised questions about State Implementation Plans, prevention of significant deterioration, the Clean Air Act Amendments, new source performance standards, and motor vehicle emissions. Efforts to increase coal utilization emphasized implementation of the Power Plant and Industrial Fuel Use Act of 1978 and the Surface Mining Program. New legislation protects certain forest products from exploitation and exportation. Forest-related lawsuits focused on the RARE II process. Land-use legislation modified credit assistance to coastal zones and the language of interstate land sales, established a new agency to consolidate flood-insurance programs, and added protection to archaeological resources. Land-use-related lawsuits covered coastal zone management, interstate land sales, Indian reservations, and land-use planning in the context of civil rights, antitrust action, exclusionary zoning, comprehensive planning, and regional general welfare. Other suits addressed grants, leasing, claims, grazing rights, surveys, and other matters of public lands concern. Administrative actions centered on implementing the Coastal Zone Management Act, establishing the Council of Energy Resource Tribes, and developing guidelines for energy development. 147 references.     In 1993, the Government Performance and Results Act (GPRA, PL 103-62) was enacted. GPRA, which applies to all federal programs, has three components: strategic plans, annual performance plans, and metrics to show how well annual plans are being followed. As part of meeting the GRPA requirement in FY2002, a 15-member external review committee chaired by Dr. Alvin Trivelpiece (the Trivelpiece Committee) was convened by Sandia National Laboratories (SNL) on May 7-9, 2002 to review Sandia National Laboratories' Pulsed Power Programs as a component of the Performance Appraisal Process negotiated with the National Nuclear Security Administration of the Department of Energy (NNSA/DOE). The scope of the review included activities in high energy density physics (HEDP), inertial confinement fusion (ICF), radiation/weapon physics, the petawatt laser initiative (PW) and fast ignition, equation-of-state studies, radiation effects science and lethality, x-ray radiography, ZR development, basic research and pulsed power technology research and development, as well as electromagnetics and work for others. In his charge to the Committee, Dr. Jeffrey P. Quintenz, Director of Pulsed Power Sciences (Org. 1600) asked that the evaluation and feedback be based on three criteria: (1) quality of technical activities in science, technology, and engineering, (2) programmatic performance, management, and planning, and (3) relevance to national needs and agency missions. In addition, the director posed specific programmatic questions. The accompanying report, produced as a SAND document, is the report of the Committee's finding.

If the exemption expires, the oil companies could withdraw from the oil-sharing network. The text of S. 573 is followed by statements of four witnesses, including one from the Justice Department to the effect that no adverse impacts on competition or small businesses were discerned.
