On May 12, 1995, the U.S. Department of Energy (DOE) issued the draft Dual Axis Radiographic Hydrodynamic Test Facility Environmental Impact Statement (DARHT EIS) for review by the State of New Mexico, Indian Tribes, local governments, other Federal agencies, and the general public. DOE invited comments on the accuracy and adequacy of the draft EIS and any other matters pertaining to their environmental reviews. The formal comment period ran for 45 days, to June 26, 1995, although DOE indicated that late comments would be considered to the extent possible. As part of the public comment process, DOE held two public hearings in Los Alamos and Santa Fe, New Mexico, on May 31 and June 1, 1995. In addition, DOE made the draft classified supplement to the DARHT EIS available for review by appropriately cleared individuals with a need to know the classified information. Reviewers of the classified material included the State of New Mexico, the U.S. Environmental Protection Agency, the Department of Defense, and certain Indian Tribes. Volume 2 of the final DARHT EIS contains three chapters. Chapter 1 includes a collective summary of the comments received and DOE`s response. Chapter 2 contains the full text of the public comments on the draft DARHT EIS received by DOE. Chapter 3 contains DOE`s responses to the public comments and an indication as to how the comments were considered in the final EIS.

    1994-02-01

The Department of Energy (DOE) prepared this document to respond to comments from the State of Colorado and the public on the draft Environmental Assessment (EA) for the Resumption of Thermal Stabilization of Plutonium Oxide in Building 707 at the Rocky Flats Plant (RFP) in Golden, Colorado. The draft EA was provided to the State of Colorado and the public on September 8, 1993, for a comment period of 60 days. The Department`s National Environmental Policy Act (NEPA) Implementing Procedures (10 Code of Federal Regulations [CFR] 1021.301) requires that prior to approval of the EA, DOE is to allow the host State and Indian Tribe a period of from 14 to 30 days to review and comment on the EA. The Department established a comment period of 60 days for this EA in response to requests by the public during the first public meeting on July 7, 1993, before preparation of the EA. Other issues raised at the July 7 meeting included the range of alternatives to be considered, the time period for preparation of the EA, and the amount of material to be thermally stabilized. These and other comments made by the public at that meeting were carefully considered in preparation of the EA. In addition to providing the preapproval draft EA to the State of Colorado, DOE distributed the EA to all persons and groups on the RFP public information mailing list and placed the EA and reference documents in the DOE Public Reading Rooms in the RFP area. A public meeting was held on October 6, 1993, to hear public comments on the draft EA. All comments on the draft EA, those received both at the October 6 public meeting and through correspondence, have been reproduced in their entirety in this Response to Comments document. Responses to the commenters` questions and concerns are provided, and changes made to the body of the EA are indicated in the responses. All comments received have been considered in the revision of the EA.

    SciTech Connect (OSTI)

    1980-09-15

An analysis is made of the rules implementing Sections 201 and 210 of the Public Utility Regulatory Policies Act of 1978 (PURPA). The act provides that utilities must purchase power from qualifying producers of electricity at nondiscriminatory rates, and it exempts private generators from virtually all state and Federal utility regulations. Most of the analysis presented is taken from the perspective of photovoltaics (PV) and solar thermal electric point-focusing distributed receivers (pfdr). It is felt, however, that the analysis is applicable both to cogeneration and other emerging technologies. Chapters presented are: The FERC Response to Oral Comments on the Proposed Rules Implementing Sections 201 and 210 of PURPA; Additional Changes Made or Not Made That Were Addressed in Other Than Oral Testimony; View on the Proposed Rules Implementing Sections 201 and 210 of PURPA; Response to Comments on the Proposed 201 and 210 Rules; and Summary Analysis of the Environmental Assessment of the Rules. Pertinent reference material is provided in the Appendices, including the text of the rules. (MCW)

    1996-11-01

One of the dangers in policy debates, especially those involving many complex and interrelated subjects, is that the debate will plunge into the depths of details to the exclusion of firmly establishing overarching logic and principles. Sometimes this is because it is extremely difficult for the human brain simultaneously to think of many things at many levels. Sometimes it is because that central logic is forgotten along the way or, worse, never in place to begin with. The policy debate on electricity industry restructuring is no exception. This danger of concentrating on the details and obscuring the central principles permeates the wide-ranging restructuring debates, and certainly has contaminated questions about the subissue of the Public Utility Holding Company Act (PUHCA).

This Report presents a compilation of what the American people themselves had to say about problems, prospects, and preferences in energy. The Report draws on the National Energy Strategy public hearing record and accompanying documents. In all, 379 witnesses appeared at the hearings to exchange views with the Secretary, Deputy Secretary, and Deputy Under Secretary of Energy, and Cabinet officers of other Federal agencies. Written submissions came from more than 1,000 individuals and organizations. Transcripts of the oral testimony and question-and-answer (Q-and-A) sessions, as well as prepared statements submitted for the record and all other written submissions, form the basis for this compilation. Citations of these sources in this document use a system of identifying symbols explained below and in the accompanying box. The Report is organized into four general subject areas concerning: (1) efficiency in energy use, (2) the various forms of energy supply, (3) energy and the environment, and (4) the underlying foundations of science, education, and technology transfer. Each of these, in turn, is subdivided into sections addressing specific topics --- such as (in the case of energy efficiency) energy use in the transportation, residential, commercial, and industrial sectors, respectively. 416 refs., 44 figs., 5 tabs.

    1980-05-01

First, the comments on May 3, 1979 Notice of Inquiry of DOE relating to the Gas Utility Rate Design Study Required by Section 306 of PURPA are presented. Then, comments on the following are included: (1) ICF Gas Utility Model, Gas Utility Model Data Outputs, Scenario Design; (2) Interim Model Development Report with Example Case Illustrations; (3) Interim Report on Simulation of Seven Rate Forms; (4) Methodology for Assessing the Impacts of Alternative Rate Designs on Industrial Energy Use; (5) Simulation of Marginal-Cost-Based Natural Gas Rates; and (6) Preliminary Discussion Draft of the Gas Rate Design Study. Among the most frequent comments expressed were the following: (a) the public should be given the opportunity to review the final report prior to its submission to Congress; (b) results based on a single computer model of only four hypothetical utility situations cannot be used for policy-making purposes for individual companies or the entire gas industry; (c) there has been an unobjective treatment of traditional and economic cost rate structures; the practical difficulties and potential detrimental consequences of economic cost rates are not fully disclosed; and (d) it is erroneous to assume that end users, particularly residential customers, are influenced by price signals in the rate structure, as opposed to the total bill.

The public participation rights included in the Surface Mining Control and Reclamation Act of 1977 are outlined. Described by some as intricate and complex enough to be a lawyer's dream, the act has nagging rules that may be incapable of serving citizens' rights. This is felt to be too harsh a judgement, however. The goals of an informed participating citizenry can be achieved if the rules are perceived to be aids rather than stumbling blocks. (DCK)

    1980-05-01

Titles I and III of the Public Utility Regulatory Policies Act of 1978 (PURPA) establish retail regulatory policies for electric and natural gas utilities, respectively, aimed at achieving three purposes: conservation of energy supplied by electric and gas utilities; efficiency in the use of facilities and resources by these utilities; equitable rates to electricity and natural gas consumers. PURPA also continues the pilot utility implementation program, authorized under Title II of the Energy Conservation and Production ACT (ECPA), to encourage adoption of cost-based rates and efficient energy-management practices. The purpose of this report is twofold: (1) to summarize and analyze the progress that state regulatory authorities and certain nonregulated utilities have made in their consideration of the PURPA standards; and (2) to summarize the Department of Energy (DOE) activities relating to PURPA and ECPA. The report provides a broad overview and assessment of the status of electric and gas regulation nationwide, and thus helps provide the basis for congressional and DOE actions targeted on the utility industry to address pressing national energy problems.

    1994-08-01

The Final Environmental Impact Statement (FEIS) (Volume 1), was prepared by the Nuclear Regulatory Commission (NRC) in accordance with regulation 10 CFR Part 51, which implements the National Environmental Policy Act (NEPA), to assess the potential environmental impacts for licensing the construction and operation of a proposed gaseous centrifuge enrichment facility to be built in Claiborne Parish, Louisiana by Louisiana Energy Services, L.P. (LES). The proposed facility would have a production capacity of about 866 metric tons annually of up to 5 weight percent enriched UF{sub 6}, using a proven centrifuge technology. Included in the assessment are co on, both normal operations and potential accidents (internal and external events), and the eventual decontamination and decommissioning of the site. In order to help assure that releases from the operation of the facility and potential impacts on the public are as low as reasonably achievable, an environmental monitoring program was developed by LES to detect significant changes in the background levels of uranium around the site. Other issues addressed include the purpose and need for the facility, the alternatives to the proposed action, potential disposition of the tails, the site selection process, and environmental justice. The NRC staff concludes that the facility can be constructed and operated with small and acceptable impacts on the public and the environment, and proposes to issue a license to the applicant, Louisiana Energy Services, to authorize construction and operation of the proposed facility. The letters in this Appendix have been divided into three sections. Section One contains letters to which the NRC responded by addressing specific comments. Section Two contains the letters that concerned the communities of Forest Grove and Center Springs. Section Three is composed of letters that required no response. These letters were generally in support of the facility.

This report is an analysis of the issues confronting US energy policymakers and the US geothermal industry as the result of the implementation and interpretation of the 1978 Public Utility Regulatory Policies Act, commonly known as PURPA. It seeks to answer four sets of questions about PURPA: (1) What has the existence of PURPA meant to the US geothermal industry. (2) How has the interpretation of PURPA evolved over the past decade. (3) What particular portions of PURPA rule making have been most crucial to the growth and development of the geothermal industry. (4) What aspects of PURPA have been most troubling to utilities purchasing or developing geothermal energy.

  16. Economic and regulatory aspects of cogeneration: the implementation of Section 210 of the Public Utility Regulatory Policies Act of 1978

    SciTech Connect (OSTI)

    Vincent, J.W.

    1982-01-01

In February of 1980 the Federal Energy Regulatory Commission (FERC) promulgated a set of rules that were to commence the implementation process of Section 210 of the Public Utility Regulatory Policies Act of 1978 (PURPA). Of particular interest to economists are the pricing provisions in the rules that pertain to integrating dispersed sources of electric power generation into conventional electric utility systems. The full avoided cost pricing provision couples a utility mandate to purchase power from qualified dispersed facilities (cogenerators, wind power, small hydro facilities, etc., hereafter denoted QFs) with the requirement that the price the utility pays for such purchases be equal to the full extent of the cost it avoids by not generating the power itself. The simultaneous purchase and sale billing scheme requires a utility to purchase the gross power output of a QF at the full avoided cost rate and simultaneously sell back to the QF its power requirement on the applicable retail tariff. Theoretical investigation of these two provisions reveals that, properly defined, they are consistent with improving economic signals with respect to electricity generation.

To Whom it May Concern: Attached please find my comments for the Quadrennial Energy Review. I attended the meeting and gave the comments orally, but I wasn't able to finish because of the 3-minute time limit, so I'm sending them in written form (with a couple of very small revisions). I'd also like to say that I was disappointed to find that the meeting was poorly publicized, that very few members of the general public or the environmental community were present, and that there were no environmentalists or opponents of the proposed AIM pipeline expansion project among the formal speakers. I sincerely hope that future hearings will be more balanced, in keeping with this Administration's promise of transparent government that's responsive to the needs and concerns of its citizens. Thank you so much for taking the time to read and consider my comments. Respectfully Yours, Lisa Petrie Stay-at-home mom and concerned citizen

  6. Interim report of the interagency coal export task force: draft for public comment. [Trade by country 1960-1979; general forecasting to 1985, 1990 and 2000

    SciTech Connect (OSTI)

    1981-01-01

The Interagency Coal Export Task Force was formed in the Spring of 1980 at the direction of the President, in support of the international efforts of the United States, encouraging the use of coal. Its purpose was to report on possible courses of action to increase United States steam coal exports in a manner consistent with other national policies, including our commitment to environmental protection. The Task Force assembled existing data, developed significant new information regarding the international coal market and undertook analyses of apparent problems underlying coal exports. The Task Force contributed to a public awareness of the fact that increased coal exports will serve both the domestic and international interests of the United States. Based upon extensive, independent field studies in Europe and the Far East, the Task Force concludes that there will be significant growth in world demand for steam coal. Such growth has already begun, has contributed to the almost seven-fold increase in United States overseas steam coal exports for 1990 over 1979, and is expected to continue beyond the end of this century. The growth in world steam coal trade projected in the report does not guarantee United States coal exporters a large or expanding share of the market. The United States' role depends on the buying strategies of the consuming countries, the policies and prices of competing exporters, and the actions taken by the United States to maintain reasonable prices, prompt delivery and dependable quality. Projections of United States steam coal exports, therefore, rest upon a number of highly uncertain factors which are discussed in some detail.

    SciTech Connect (OSTI)

    Not Available

    1983-10-01

Since the third National Energy Plan in 1981 total energy efficiency has increased, domestic energy resources are being developed more effectively, oil prices have declined, US dependence on foreign energy sources has diminished, and the nation's vulnerability to energy supply disruptions has been reduced markedly. The policy goal is an adequate supply of energy at reasonable costs. Strategies include minimizing federal control and involvement in energy markets while maintaining public health and safety and environmental quality and promoting a balanced and mixed energy resource system. Federal programs and actions in energy are reviewed.

  9. Supplement analysis for continued operation of Lawrence Livermore National Laboratory and Sandia National Laboratories, Livermore. Volume 2: Comment response document

    SciTech Connect (OSTI)

    1999-03-01

The US Department of Energy (DOE), prepared a draft Supplement Analysis (SA) for Continued Operation of Lawrence Livermore National Laboratory (LLNL) and Sandia National Laboratories, Livermore (SNL-L), in accordance with DOE`s requirements for implementation of the National Environmental Policy Act of 1969 (NEPA) (10 Code of Federal Regulations [CFR] Part 1021.314). It considers whether the Final Environmental Impact Statement and Environmental Impact Report for Continued Operation of Lawrence Livermore National Laboratory and Sandia National Laboratories, Livermore (1992 EIS/EIR) should be supplement3ed, whether a new environmental impact statement (EIS) should be prepared, or no further NEPA documentation is required. The SA examines the current project and program plans and proposals for LLNL and SNL-L, operations to identify new or modified projects or operations or new information for the period from 1998 to 2002 that was not considered in the 1992 EIS/EIR. When such changes, modifications, and information are identified, they are examined to determine whether they could be considered substantial or significant in reference to the 1992 proposed action and the 1993 Record of Decision (ROD). DOE released the draft SA to the public to obtain stakeholder comments and to consider those comments in the preparation of the final SA. DOE distributed copies of the draft SA to those who were known to have an interest in LLNL or SNL-L activities in addition to those who requested a copy. In response to comments received, DOE prepared this Comment Response Document.

To the QER committee; Over the last six months, as an average citizen, I have learned a great deal about current energy policy. We have no real news any longer, so it takes much work to find out about things that affect our lives as citizens. This opportunity for comment, for example, is really not in any sense "an opportunity for public commentary" since the U.S. public is largely uninformed in any real sense.

  4. Georgia Shore Assistance Act

    SciTech Connect (OSTI)

    Pendergrast, C.

    1984-01-01

The Georgia General Assembly passed the Shore Assistance Act in 1979 in order to fill a regulatory gap in the state's management of its coastal resources. A review of its legislative history, purposes, applications, and effects in terms of the sand sharing system of sand dunes, beaches, sandbars, and shoals concludes that the Act is poorly drafted. In its application on the oceanfront, it betrays its intent and protects the oceanfront owner. It has failed to satisfy the requirements of the public trust in the tidal foreshore. Amendments to clarify its understanding of the functions and values of the sand-sharing system should also conform with the state's duties under the public trust. 139 references.

  1. QER- Comment of Brian West

    Broader source: Energy.gov [DOE]

Hello, Thanks for the invitation to the QER workshop. Here are a couple of comments that I was probably unable to fully articulate in the main session, although I did try to make some of these points in the breakout session: When considering alternatives and policy that drives alternative fuel use, it is important to learn from Policy successes and failures. Policy drivers put in place in Thailand, Brazil, and Sweden have been successful in transitions to greater alternative fuel use. US policy for Flex Fuel Vehicles has been largely unsuccessful at encouraging alternative fuel use. The fuel economy credit for the OEMs to build FFVs was generous but encouraged only modest production; nonetheless there are over 15M FFVs on the road. However, they use very little ethanol fuel due to cost ($/mile), range, etc. Natural Gas has a very real value proposition (lower $/gge) so fleet owners have good financial incentive to make the switch, even if investments are required. One participant commented that infrastructure costs are small compared to costs of imported oil. I agree with this statement. One presenter mentioned (a city?) with a law that requires infrastructure to support future EV charging be installed in any new parking garage. Great idea. (Better to have and not need than need and not have, especially when cost differential is small on the front end and very large on the back end). In the US we install about 20,000-40,000 new fuel dispensers per year (according to Gilbarco/Wayne). It would be a horrible missed opportunity to not put policy in place that encourages/requires E25 or E85-compatible dispensers. With a successful policy driver, in the next five years the nation could have over 100,000 ethanol-compatible dispensers in place, ready for a new High Octane Fuel (that could very likely contain more than 10 or 15% ethanol). Thanks Brian H. West Fuels, Engines, and Emissions Research Center Oak Ridge National Laboratory http://www.ornl.gov/ http://feerc.ornl.gov/ http://www.fueleconomy.gov/ From: Tillemann, Levi Sent: Thursday, July 03, 2014 3:52 PM To: West, Brian H. Subject: AMR/QER Technical Workshop Dear Brian: On behalf of the Department of Energy's Office of Energy Policy and Systems Analysis (EPSA) I want to thank you for your participation at the June 20th AMR/QER Alternative Transportation Refueling Infrastructure technical workshop. Your contribution in the breakout sessions and general discussion sessions provided valuable insight that will help inform EPSA during the QER process going forward. Dear Commissioner Cash, Thank you for responding. By the way, congratulations on your new position at DEP. I am an Amherst High School graduate, and it's always nice to see western Mass. representation in Boston. I will make sure that the progressives I am in touch with across the state understand where you stand on the natural gas question. I am sorry if I misrepresented your point of view. Sincerely, Katy Eiseman On Mon, Apr 21, 2014 at 8:52 AM, Cash, David (DEP) wrote: Dear Katy, Thank you for your engagement in this issue – so crucial right now in terms of protecting our environment for the future and growing our economy. I would like to take this opportunity to correct what appears to be a misunderstanding in your email below about what I presented. I DO believe that through the committed work of the legislature, Governor Patrick and the Secretary of Energy and Environment, Rick Sullivan, we have charted a course that will achieve the 80% reduction of GHGs below 1990 levels by 2050 required by our Global Warming Solutions Act. Our transition to a more energy efficient economy and our unleashing of renewable energy has been a transformative game-changer and the envy of other states and even countries. However, during my presentation, I never said nor implied that we do not still need new fossil fuel infrastructure in the near term in order to balance the expected influx of intermittent wind and solar, keep energy prices reasonable, and maintain grid reliability. In fact, I made clear that near term investments in new infrastructure will better enable the more rapid and sustainable transition to renewable and energy efficiency that is required to address climate change and continue to grow clean energy jobs and protect ratepayers. Here is my brief comment: We do not need more fossil fuel infrastructure. Natural gas has served its purpose as a bridge fuel here, and new gas infrastructure now will act as a raised drawbridge, holding back investments in renewables. Subsidies that would be going to the natural gas industry via the proposed tariff on our electric bills (http://www.nescoe.com/uploads/ISO_assistance_Trans___Gas_1_21_14_final.pdf) should be directed to sustainable, renewable sources and to the development of electrical storage capacity for those sources. Our new DEP Commissioner, David Cash, has put together a very compelling presentation on New England's ability to power itself solely with renewable sources. Please see http://netransition.org/net-zero-new-england/ It is unfortunate that we are learning about this important meeting during the holiest week of the year for many Americans. Most who care about this issue will not have time to comment thoughtfully. I trust that there will be ample opportunity for the public and our elected and appointed representatives to weigh these matters very carefully, as they impact the viability of life on this planet. Thank you, Katy Eiseman

  16. A review of the accidental release analysis procedure for the Clean Air Act Section 112(r)

    SciTech Connect (OSTI)

Sung, H.M.; Liles, R. [Trinity Consultants, Inc., Dallas, TX (United States)

    1995-12-31

As a result of the 1990 Clean Air Act Amendment, the US Environmental Protection Agency (EPA) is in the process of developing a chemical accident prevention program, which is covered under Section 112(r)(7). The EPA finalized the threshold quantities for the compounds listed in the 112(r)(7)(A) in January 1994. The proposed risk management program (RMP), 112(r)(7)(B), received over 1,000 comments from industries and the general public. The RMP rule proposed by the EPA is fundamentally based on the Process Safety Management (PSM) standard implemented by the Occupational Safety Health Administration (OSHA). The PSM was promulgated in May 1992. Many of the facilities subject to the OSHA PSM standard have developed certain programs to comply with the rule. The major difference between the EPA RMP and the OSHA PSM is the off-site hazard risk assessment (consequence analysis) required by EPA. As a result of this additional requirement, most of the comments received by the EPA for the proposed RMP rule concern the worst case release scenario defined for the hazard risk assessment, which may have a significant impact on the operations and future planning for all the facilities subject to this rule. This paper reviews major concerns involved in the consequence analysis of accidental releases. Several well-established models are reviewed in terms of their applicability for different release scenarios.

  9. QER- Comment of Cynthia Henshaw

    Broader source: Energy.gov [DOE]

Hello, I have several comments regarding the hearing and document put together regarding infrastructure constraints in New England. 1. Why did the document not discuss the waste and losses of natural gas through existing pipeline leaks? The most cost-effective carbon savings within New England is to repair existing natural gas leaks. If we invested our dollars to upgrade existing transmission, storage and distribution capacity in New England we would not need additional gas pipelines and we'd help protect out health and the environment. These infrastructure improvements should be completed before creating more environmental damage and disruption to additional communities. 2. The best way to encourage investment in infrastructure that will address vulnerabilities is to encourage local energy production - continue to expand local solar panel use (on houses, store roofs and larger systems) and encourage continued development of alternative wind turbines that do not have the environmental and community impacts as the large turbines so that they can be cited near the electric demand. We need to take responsibility for the energy that we use. That means understanding how to generate our own electricity, and promoting conservation and energy efficiency throughout New England. 3. Tennessee Gas is proposing a new gas pipeline across the northern tier of Massachusetts. Why are they not expanding their existing infrastructure that already runs across the southern tier of the state? They already have the rights-of-way and infrastructure in place. The company has not been forthcoming with answers, which sows seeds of distrust. If the company, and federal and state regulators want to increase pipeline capacity then answers to reasonable questions need to be given. AND the public needs to have more than ONE WEEK to provide questions. 4. The Tennessee Gas Pipeline proposed for the northern tier of Massachusetts targets existing conservation infrastructure that was protected for a wide variety of public goods and services. However a gas pipeline that disrupts the soil, air and water was NOT one of the reasons. This proposed pipeline route intentionally targets these areas. This is unacceptable! Thank you for considering my questions and comments. Cynthia Henshaw

  10. QER- Comment of Don Ogden

    Broader source: Energy.gov [DOE]

To the Quadrennial Energy Review Task Force and Energy Policy Systems Analysis Staff: We are unable to attend today's public meeting in Hartford, CT. With only four working days advanced notice of this event we find it difficult to believe that any real effort has been made on your part to reach out to the public for their input. Be that as it may, we want to take this opportunity to comment on the very subject of this meeting. The only true energy related "Infrastructure constraints" we are aware of here in New England are those experienced by corporate entities who seek to export our precious resources to other nations for profit. This, of course, is not at all in the public's interest. Certainly you recall all the efforts our goverment put into establishing "Energy Independence"? That phrase has, and continues to be the watchword heard throughout our nation. Why now, when so-called "Energy Independence" has yet to be established, would we choose to enable private corporations to export gas and oil to other countries at our expense? Further, why is it that corporations and their supporters in government are not actively seeking to repair the massive and dangerous leaks in our existing pipelines? How can corporations and government agencies who reportedly oversee energy corporations even consider building new pipelines when the existing ones are in so need of repair? With this in mind, the only "constraints" we are aware of are the lack of constraints on energy corporations run amok, forever seeking more profits at the expense of the public good. Please recall your mission: "The mission of the Energy Department is to ensure America's security and prosperity by addressing its energy, environmental and nuclear challenges through transformative science and technology solutions." Such security is only possible if we plan ahead for future generations in the midst of the Climate Crisis. Selling off our energy resources to other nations until they are depleted is not in keeping with that mission. Allowing existing energy infrastructure to leak methane and other elements into our compromised atmosphere is not in keeping with that mission. Let's have some of those "transformative solutions", let's put every effort into limiting gas & oil leaks and keeping our energy resources here at home. 13. QER- Comment of Stephen Kurkoski

    Broader source: Energy.gov [DOE]

I attended the meeting yesterday in Hartford, Conn. I thank you for the opportunity to speak during the public comment period. I thanked the moderator, Fred Hanson, for bringing up the option of Conservation and Energy Efficiency to the last panel. The following are the comments I presented. I would first like to say that the Northeast does not have an energy supply problem. The problem that we have is a demand/supply issue. If the problem is only referred to as a supply problem then only supply solutions will be looked at. When we talk about meeting our energy needs, the conversation should start with: 1st Conservation 2nd Energy Efficiency …..and if we have a concern about Climate Change 3rd Renewables 4th Polluting technologies such as Fossil Fuels and Nuclear If we do not implement this list in the above order we will leave a very different climate and a planet that is difficult to live on for our children. I would next like to illustrate the power of Conservation, Energy Efficiency and Renewables. Two years ago my wife and I had the good fortune to be chosen to participate in the National Grid Deep Energy Retrofit Pilot Program. Thank you to National Grid and the state of Massachusetts. By super insulating and air sealing our house, installing an air-source heat pump and a 2.4kW solar system, along with practicing conservation, our total energy bill for last year was $60, which equals 300 pounds of CO2 equivalent. This includes this past winter with its "polar vortex". Conservation, Efficiency and Renewables have been mentioned by a few of the presenters today. We need to bring Conservation, Efficiency and Renewables to center stage to solve our energy needs. Recommendations: 1. Institute to a greater extent "Peak Load Shaving". 2. Make it mandatory that all buildings that are built are Zero Net Energy or Zero Plus Energy. 3. Institute a more aggressive "Time of Use" Electric and Gas Metering System that Mr Reilly of the Vermont Electric Power Company mentioned earlier. 4. Put a severe Carbon Tax on all polluting Energy Producers. 5. Measure CO2 emissions for the complete cycle of extraction, transportation, storage and burning of all Energy options. 6. Remove all incentives and support for Energy Producers of Fossil Fuel and Nuclear. Thank you, Stephen Kurkoski
