    The Economic Recovery Tax Act of 1981, with its declining individual income tax rates, has made it more attractive in many cases for both the lessor (landowner) and lessee (oil and gas company) to have bonus lease payments paid and received on the installment basis rather than as a lump-sum. While the reduction in the maximum individual tax rate from 70 percent to 50 percent reduces some of the advantages of installment reporting, many moderate income lessors should still be able to benefit by this strategy. Both the lessor and lessee can utilize equations (1) and (2) when negotiating oil lease bonus payments to maximize their after-tax returns. The equations are flexible enough to allow for analysis of delays rentals, advance royalties, and minimum royalties as well. Since the after-tax discount rate has a significant impact on the resulting present values obtained, caution should be used in determining both the lessor's and lessee's rates. If the lessor and lessee have different discount rates due to alternative investment opportunities, the relative benefits of the lump-sum versus installment strategy may change. (JMT)

    A surge counter for a rotating compressor is provided which detects surging by monitoring the vibration signal from an accelerometer mounted on the shaft bearing of the compressor. The circuit detects a rapid increase in the amplitude envelope of the vibration signal, e.g., 4 dB or greater in less than one second, which is associated with a surge onset and increments a counter. The circuit is rendered non-responsive for a period of about 5 seconds following the detection which corresponds to the duration of the surge condition. This prevents multiple registration of counts during the surge period due to rapid swings in vibration amplitude during the period.

    Taking advantage of the high temporal and spatial resolution observations from the Solar Dynamics Observatory, we present an extreme-ultraviolet (EUV) wave associated with a surge on 2010 November 13. Due to the magnetic flux cancelation, some surges formed in the source active region (AR). The strongest surge produced our studied event. The surge was deflected by the nearby loops that connected to another AR, and disrupted the overlying loops that slowly expanded and eventually evolved into a weak coronal mass ejection (CME). The surge was likely associated with the core of the CME. The EUV wave happened after the surge deflected. The wave departed far from the flare center and showed a close location relative to the deflected surge. The wave propagated in a narrow angular extent, mainly in the ejection direction of the surge. The close timing and location relations between the EUV wave and the surge indicate that the wave was closely associated with the CME. The wave had a velocity of 310-350 km s{sup -1}, while the speeds of the surge and the expanding loops were about 130 and 150 km s{sup -1}, respectively. All of the results suggest that the EUV wave was a fast-mode wave and was most likely triggered by the weak CME.

  6. INCREASED FLEXIBILITY OF TURBO-COMPRESSORS IN NATURAL GAS TRANSMISSION THROUGH DIRECT SURGE CONTROL

    This preliminary phase 1 report summarizes the background and the work on the ''Increased Flexibility of Turbo-Compressors in Natural Gas Transmission through Direct Surge Control'' project to date. The importance of centrifugal compressors for natural gas transmission is discussed, and the causes of surge and the consequences of current surge control approaches are explained. Previous technology development, including findings from early GMRC research, previous surge detection work, and selected publications, are presented. The project is divided into three Phases to accomplish the project objectives of verifying near surge sensing, developing a prototype surge control system (sensor and controller), and testing/demonstrating the benefits of direct surge control. Specification for the direct surge control sensor and controller developed with guidance from the industry Oversight Committee is presented in detail. Results of CFD modeling conducted to aid in interpreting the laboratory test results are shown and explained. An analysis of the system dynamics identified the data sampling and handling requirements for direct surge control. A detailed design process for surge detection probes has been developed and explained in this report and has been used to prepare drag probes for the laboratory compressor test and the first field test. The surge detection probes prepared for testing have been bench tested and flow tested to determine and calibrate their sensitivity to flow forces as shown in data presented in this report. The surge detection drag probes have been shown to perform as expected and as required to detect approaching surge. Laboratory test results of surge detection in the SwRI centrifugal compressor demonstrated functionality of the surge detection probes and a change in the impeller inlet flow pattern prior to surge. Although the recirculation cannot be detected because of the specific geometry of this compressor, there are changes that indicate the approach of surge that can be detected. Preparations for a field test had been completed at one point in the project. However, a failure of the surge probe wiring just inside the compressor case has caused a delay in the field testing. Repairs for the wiring in the compressor have been scheduled and the field test will take place shortly after the repairs.

    Artificial copulomimetic cervical stimulation (CS) induces an immediate release of oxytocin (OT) and prolactin (PRL) followed by a daily PRL rhythm characterized by nocturnal and diurnal surges. Although we have shown that the initial release of PRL is induced by the immediate release of OT, we tested whether the PRL that is released in response to CS is responsible for the initiation and maintenance of the subsequent PRL surges. Thus, we injected OVX rats centrally or peripherally with ovine PRL (oPRL) at 2200 h.     We observe a solar surge in NOAA AR11271 using the Solar Dynamics Observatory (SDO) Atmospheric Imaging Assembly 304 A image data on 2011 August 25. The surge rises vertically from its origin up to a height of Almost-Equal-To 65 Mm with a terminal velocity of Almost-Equal-To 100 km s{sup -1}, and thereafter falls and fades gradually. The total lifetime of the surge was Almost-Equal-To 20 minutes. We also measure the temperature and density distribution of the observed surge during its maximum rise and find an average temperature and a density of 2.0 MK and 4.1 Multiplication-Sign 10{sup 9} cm{sup -3}, respectively. The temperature map shows the expansion and mixing of cool plasma lagging behind the hot coronal plasma along the surge. Because SDO/HMI temporal image data do not show any detectable evidence of significant photospheric magnetic field cancellation for the formation of the observed surge, we infer that it is probably driven by magnetic-reconnection-generated thermal energy in the lower chromosphere. The radiance (and thus the mass density) oscillations near the base of the surge are also evident, which may be the most likely signature of its formation by a reconnection-generated pulse. In support of the present observational baseline of the triggering of the surge due to chromospheric heating, we devise a numerical model with conceivable implementation of the VAL-C atmosphere and a thermal pulse as an initial trigger. We find that the pulse steepens into a slow shock at higher altitudes which triggers plasma perturbations exhibiting the observed features of the surge, e.g., terminal velocity, height, width, lifetime, and heated fine structures near its base.

    This report is an addendum to SAND2013-9040: Methodology for Design and Economic Analysis of Marine Energy Conversion (MEC) Technologies. This report describes an Oscillating Water Column Wave Energy Converter (OSWEC) reference model design in a complementary manner to Reference Models 1-4 contained in the above report. A conceptual design for a taut moored oscillating surge wave energy converter was developed. The design had an annual electrical power of 108 kilowatts (kW), rated power of 360 kW, and intended deployment at water depths between 50 m and 100 m. The study includes structural analysis, power output estimation, a hydraulic power conversion chain system, and mooring designs. The results were used to estimate device capital cost and annual operation and maintenance costs. The device performance and costs were used for the economic analysis, following the methodology presented in SAND2013-9040 that included costs for designing, manufacturing, deploying, and operating commercial-scale MEC arrays up to 100 devices. The levelized cost of energy estimated for the Reference Model 5 OSWEC, presented in this report, was for a single device and arrays of 10, 50, and 100 units, and it enabled the economic analysis to account for cost reductions associated with economies of scale. The baseline commercial levelized cost of energy estimate for the Reference Model 5 device in an array comprised of 10 units is $1.44/kilowatt-hour (kWh), and the value drops to approximately $0.69/kWh for an array of 100 units.

    The objective of this Direct Surge Control project was to develop a new internal method to avoid surge of pipeline compressors. This method will safely expand the range and flexibility of compressor operations, while minimizing wasteful recycle flow at the lower end of the operating envelope. The approach is to sense the onset of surge with a probe that directly measures re-circulation at the impeller inlet. The signals from the probe are used by a controller to allow operation at low flow conditions without resorting to a predictive method requiring excessive margin to activate a recycle valve. The sensor developed and demonstrated during this project was a simple, rugged, and sensitive drag probe. Experiments conducted in a laboratory compressor clearly showed the effectiveness of the technique. Subsequent field demonstrations indicated that the increase in range without the need to recycle flow was on the order of 19% to 25%. The cost benefit of applying the direct surge control technology appears to be as much as $120 per hour per compressor for operation without the current level of recycle flow. This could amount to approximately $85 million per year for the U.S. Natural Gas Transmission industry, if direct surge control systems are applied to most pipeline centrifugal compressors.

    A surge block treatment method (i.e. inserting a solid rod plunger with a flat seal that closely fits the casing interior into a well and stocking it up and down) was performed for the rehabilitation of wells clogged with biomass and for the collection of time series sediment samples during in situ bioremediation tests for U(VI) immobilization at a the U.S. Department of Energy site in Oak Ridge, TN. The clogging caused by biomass growth had been controlled by using routine surge block treatment for18 times over a nearly four year test period. The treatment frequency was dependent of the dosage of electron donor injection and microbial community developed in the subsurface. Hydraulic tests showed that the apparent aquifer transmissivity at a clogged well with an inner diameter (ID) of 10.16 cm was increased by 8 13 times after the rehabilitation, indicating the effectiveness of the rehabilitation. Simultaneously with the rehabilitation, the surge block method was successfully used for collecting time series sediment samples composed of fine particles (clay and silt) from wells with ID 1.9 10.16 cm for the analysis of mineralogical and geochemical composition and microbial community during the same period. Our results demonstrated that the surge block method provided a cost-effective approach for both well rehabilitation and frequent solid sampling at the same location.

The solution approach proposed in this paper incorporates the level crossing method and mixed integer programming technique to optimize the hybrid inventory policy with both regular orders and emergency orders. The level crossing method is applied to obtain the equilibrium distributions of inventory levels under a given policy. The model is further transformed into a mixed integer program to identify an optimal hybrid policy. A sensitivity analysis is conducted to investigate the impact of parameters on the optimal inventory policy and minimum cost. Numerical results clearly show the benefit of using the proposed hybrid inventory model.     Aims: To investigate the relationship between surges and magnetic reconnection during the emergence of small-scale active regions. In particular, to examine how the large-scale geometry of the magnetic field, shaped by different phases of reconnection, guides the flowing of surges. Methods: We present three flux emergence models. The first model, and the simplest, consists of a region emerging into a horizontal ambient field that is initially parallel to the top of the emerging region. The second model is the same as the first but with an extra smaller emerging region which perturbs the main region. This is added to create a more complex magnetic topology and to test how this complicates the development of surges compared to the first model. The last model has a non-uniform ambient magnetic field to model the effects of emergence near a sunspot field and impose asymmetry on the system through the ambient magnetic field.     This paper presents a recent study on the design and analysis of an oscillating surge wave energy converter. A successful wave energy conversion design requires the balance between the design performance and cost. The cost of energy is often used as the metric to judge the design of the wave energy conversion system. It is often determined based on the device power performance, the cost for manufacturing, deployment, operation and maintenance, as well as the effort to ensure the environmental compliance. The objective of this study is to demonstrate the importance of a cost driven design strategy and how it can affect a WEC design. Three oscillating surge wave energy converter (OSWEC) designs were used as the example. The power generation performance of the design was modeled using a time-domain numerical simulation tool, and the mass properties of the design were determined based on a simple structure analysis. The results of those power performance simulations, the structure analysis and a simple economic assessment were then used to determine the cost-efficiency of selected OSWEC designs. Finally, a discussion on the environmental barrier, integrated design strategy and the key areas that need further investigation is also presented.

    In the present paper, we study the evolutionary conditions for Kelvin--Helmholtz (KH) instability in a high-temperature solar surge observed in NOAA AR11271 using the Solar Dynamics Observatory data on 2011 August 25. We study the propagation of normal MHD modes in a flux tube considering the two cases, notably of untwisted magnetic flux tube and the twisted one. The numerical solution to the dispersion relation shows that the kink ($m = 1$) wave traveling in an untwisted flux tube becomes unstable if the jet speed exceeds $1060$ km\\,s$^{-1}$ -- a speed which is inaccessible for solar surges. A weak twist (the ratio of azimuthal to longitudinal magnetic field component) of the internal magnetic field in the range of $0.025$--$0.2$ does not change substantially the critical flow velocity. Thus, one implies that, in general, the kink mode is stable against the KH instability. It turns out, however, that the $m = -2$ and $m = -3$ MHD modes can become unstable when the twist parameter has values between $0.2$ and...

    The northern coasts of the Gulf of Mexico are highly vulnerable to the direct threats of climate change, such as hurricane-induced storm surge, and such risks can be potentially exacerbated by land subsidence and global sea level rise. This paper presents an application of a coastal storm surge model to study the coastal inundation process induced by tide and storm surge, and its response to the effects of land subsidence and sea level rise in the northern Gulf coast. An unstructured-grid Finite Volume Coastal Ocean Model was used to simulate tides and hurricane-induced storm surges in the Gulf of Mexico. Simulated distributions of co-amplitude and co-phase of semi-diurnal and diurnal tides are in good agreement with previous modeling studies. The storm surges induced by four historical hurricanes (Rita, Katrina, Ivan and Dolly) were simulated and compared to observed water levels at National Oceanic and Atmospheric Administration tide stations. Effects of coastal subsidence and future global sea level rise on coastal inundation in the Louisiana coast were evaluated using a parameter change of inundation depth through sensitivity simulations that were based on a projected future subsidence scenario and 1-m global sea level rise by the end of the century. Model results suggested that hurricane-induced storm surge height and coastal inundation could be exacerbated by future global sea level rise and subsidence, and that responses of storm surge and coastal inundation to the effects of sea level rise and subsidence are highly nonlinear and vary on temporal and spatial scales.

    This paper presents the results of an experimental investigation of the in-line and lift forces acting on an oscillating column with circular footing. Forced surging tests were carried out using a column with circular footing of which ratio of diameter was varied from 1.25 to 2.5. The in-line and lift force have been measured concerning both the whole model and the parts of column and footing. The drag coefficients, inertia coefficients, coefficients of root-mean-square values of the in-line force and lift force coefficients in the range of Keulegan Carpenter number from 5 to 30 have been obtained.     The roles of oxytocin (OT) and vasopressin (AVP) on both basal and estrogen-induced prolactin (PRL) secretion were examined. Adult female Sprague-Dawley rats that were ovariectomized for 3 weeks and received estrogen treatment for 1 week were used. Intravenous administration of hormones and serial blood sampling were accomplished through indwelling intraatrial catheters which were implanted two days before. Plasma PRL levels were measured by radioimmunoassay. Oxytocin at a dose of 20 {mu}g/rat stimulated a moderate PRL release in the morning and lower doses were without effect. Vasopressin was most effective at a dose of 5 {mu}g/rat in stimulating PRL release, while consecutive injections of higher doses were less effective. In contrast, TRH, ranging from 1 to 8 {mu}g/rat, induced a dose-dependent increases in PRL secretion. Using the effective dosages determined from the morning studies, repeated injections of either OT, AVP or their specific antagonists MPOMeOVT were given hourly between 1300 to 1800h and blood samples were obtained hourly from 1100 to 1900h. It was found that either OT or AVP significantly reduced the afternoon PRL surge, while their antagonists were not as effective.

    New high-power capacitors could give future electric and hybrid vehicles the boost they need for adequate acceleration. Electric and hybrid vehicles of the future will need some additional muscle to give drivers the quick acceleration they demand from their cars. In fact, developing energy/power storage technology for electric drivetrains is a big part of the challenge in commercializing low-emission vehicles. What`s needed is a system that combines high specific energy (i.e., energy per unit of weight or volume), high specific power, high efficiency, long life, and reasonable cost. One contender for this role is the electrochemical capacitor, or ultracapacitor. Also known as supercapacitors, these electrochemical devices are designed for the rapid storage and release of large quantities of energy. It may be that high-power ultracapacitors can provide future electric cars with the muscle that even advanced storage batteries may not be able to give.

    Results of an analysis show that the use of bonus payments in an experimental study of electricity demand is directly related to the income effects in the Slutsky equation. As with the income effect, it is not possible to predetermine the sign of the bonus effect. Theoretical results predict that if the relationship between the bonus payment and consumption of electricity is severed, then households would unambiguously increase consumption. The authors conclude that bonus plans will reduce electricity consumption and could be an alternative approach to promoting conservation. 10 references, 1 table.

    A fast acting inlet guide vane (IGV) system was developed for the model Siemens V94.2 gas turbine (GT). This system enables the GT to perform larger and faster load changes in the case of electrical grid disturbances. Disturbances in electrical grids are caused by an unbalance between actual power generation and power consumption resulting in grid frequency deviations. In order to reduce such deviations, it is desirable for a GT (connected to the grid), to increase/reduce load as fast as required. This task is achieved by the fast responding IGV system: Basically, the occurring grid frequency deviation is monitored by the IGV system. Depending on this deviation, the compressor air mass flow is adapted to the changing fuel mass flow (which is set approximately proportional to the frequency deviation by the GT controller). The fast IGV actuator plays a main role in this dynamic response, allowing the vanes to open/close very fast. Tests performed on Poolbeg site (Ireland) proved safe and rapid load changes with a typical load ramp of 50 MW within 3 sec.

The Act is based on the premise that genetic information is different from other types of personal information in ways that require special protection. Therefore, to effectively protect genetic privacy unauthorized collection and analysis of individually identifiable DNA must be prohibited.     Research is being conducted for the U.S. Nuclear Regulatory Commission (NRC) at the Pacific Northwest National Laboratory (PNNL) to assess the effectiveness and reliability of advanced nondestructive examination (NDE) methods for the inspection of light water reactor components. The scope of this research encompasses primary system pressure boundary materials including cast austenitic stainless steels (CASS); dissimilar metal welds; piping with corrosion-resistant cladding; weld overlays, inlays and onlays; and far-side examinations of austenitic piping welds. A primary objective of this work is to evaluate various NDE methods to assess their ability to detect, localize, and size cracks in coarse-grained steel components. In this effort, PNNL supports cooperation with Commissariat lEnergie Atomique (CEA) to assess reliable inspection of CASS materials. The NRC Project Manager has established a cooperative effort with the Institut de Radioprotection et de Surete Nucleaire (IRSN). CEA, under funding from IRSN, are supporting collaborative efforts with the NRC and PNNL. Regarding its work on the NDE of materials, CEA is providing its modeling software (CIVA) in exchange for PNNL offering expertise and data related to phased-array detection and sizing, acoustic attenuation, and back scattering on CASS materials. This collaboration benefits the NRC because CEA performs research and development on CASS for lectricit de France (EdF). This technical letter report provides a summary of a technical evaluation aimed at assessing the capabilities of phased-array (PA) ultrasonic testing (UT) methods as applied to the inspection of welds in CASS pressurizer (PZR) surge line nuclear reactor piping. A set of thermal fatigue cracks (TFCs) was implanted into three CASS PZR surge-line specimens (pipe-to-elbow welds) that were fabricated using vintage CASS materials formed in the 1970s, and flaw responses from these cracks were used to evaluate detection and sizing performance of the PA-UT methods applied. This effort was comprised of multiple elements that included use of microstructural knowledge (dimensional analysis, grain orientation, and grain type) as well as sound field modeling to more effectively modify inspection parameters and enhance the inspection outcomes. Advanced probe design and sound field simulations were employed to enhance detection and characterization of circumferentially oriented flaws, and an assessment of lateral (circumferential) flaw localization capability and performance was also conducted. An evaluation of flaw detection, length sizing, depth sizing, and signal-to-noise ratio was performed for all flaws in the subject specimens, as a function of various inspection parameters, and finally, measurements were made to quantify and assess the baseline CASS material noise and its potential impact on flaw detection.

ARIES-ACT1 features an advanced SiC blanket with LiPb as coolant and breeder, a helium cooled steel structural ring and tungsten divertors, a thin-walled, helium cooled vacuum vessel, and a room temperature water-cooled shield outside the vacuum vessel. The water heat transfer system is designed to remove heat by natural circulation during a LOFA. The MELCOR model uses time-dependent decay heats for each component determined by 1-D modeling. The MELCOR model shows that, despite periodic boiling of the water coolant, that structures are kept adequately cool by the passive safety system.

    This paper reports that chemists have found and characterized an anticancer antibiotic, dynemicin A, that may be the fouth of a series of antibiotics that act by metabolic rearrangement to a diradical. If true, diradical precursors may represent an antibiotic strategy that evolved widely in nature. And, there may be many more anticancer antibiotics awaiting discovery. Also, the unique internal trigger that seems to set off the dynemicin rearrangement gives chemists a new understanding of how these compounds work. If, indeed, the anthraquinone nucleus in dynemicin A binds by intercalation between strands of DNA as is now thought, chemists will learn more about how to deliver drugs to specific sites.

    This paper is concerned with the issue of side payments between content providers (CPs) and Internet service (access bandwidth) providers (ISPs) in an Internet that is potentially not neutral. We herein generalize past results modeling the ISP and CP interaction as a noncooperative game in two directions. We consider different demand response models (price sensitivities) for different provider types in order to explore when side payments are profitable to the ISP. Also, we consider convex (non-linear) demand response to model demand triggered by traffic which is sensitive to access bandwidth congestion, particularly delay-sensitive interactive real-time applications. The NEPA process is intended to help officials of the federal government make decisions that are based on an understanding of environmental consequences, and take actions that protect, restore, and enhance the environment. The California Environmental Quality Act of 1970 (CEQA) is similar to NEPA. The California legislature established CEQA to inform both state and local governmental decision-makers and the public about potential significant environmental effects of proposed activities, to identify ways to avoid or reduce environmental impacts, and to disclose to the public the reasons why a project is approved if significant environmental effects are involved. Lawrence Berkeley Laboratory (LBL), complies with the provisions of both NEPA and CEQA. This document defines the responsibilities and authorities for NEPA/CEQA compliance at LBL.

    This report addresses probable changes in the Clean Water Act that may affect federal facilities such as those under the DOE. These changes will be included in a reauthorization of the act. The author draws upon the 1992 National Water Quality Inventory Report to Congress as a source to identify changes in the focus of the reauthorized act on non-point source issues, watershed management, new enforcement mechanisms and an assortment of smaller issues that will have indirect effects on federal facilities.
