AN EXTREME-ULTRAVIOLET WAVE ASSOCIATED WITH A SURGE

Taking advantage of the high temporal and spatial resolution observations from the Solar Dynamics Observatory, we present an extreme-ultraviolet (EUV) wave associated with a surge on 2010 November 13. Due to the magnetic flux cancelation, some surges formed in the source active region (AR). The strongest surge produced our studied event. The surge was deflected by the nearby loops that connected to another AR, and disrupted the overlying loops that slowly expanded and eventually evolved into a weak coronal mass ejection (CME). The surge was likely associated with the core of the CME. The EUV wave happened after the surge deflected. The wave departed far from the flare center and showed a close location relative to the deflected surge. The wave propagated in a narrow angular extent, mainly in the ejection direction of the surge. The close timing and location relations between the EUV wave and the surge indicate that the wave was closely associated with the CME. The wave had a velocity of 310-350 km s{sup -1}, while the speeds of the surge and the expanding loops were about 130 and 150 km s{sup -1}, respectively. All of the results suggest that the EUV wave was a fast-mode wave and was most likely triggered by the weak CME.

Aging assessment of surge protective devices in nuclear power plants

An assessment was performed to determine the effects of aging on the performance and availability of surge protective devices (SPDs), used in electrical power and control systems in nuclear power plants. Although SPDs have not been classified as safety-related, they are risk-important because they can minimize the initiating event frequencies associated with loss of offsite power and reactor trips. Conversely, their failure due to age might cause some of those initiating events, e.g., through short circuit failure modes, or by allowing deterioration of the safety-related component(s) they are protecting from overvoltages, perhaps preventing a reactor trip, from an open circuit failure mode. From the data evaluated during 1980--1994, it was found that failures of surge arresters and suppressers by short circuits were neither a significant risk nor safety concern, and there were no failures of surge suppressers preventing a reactor trip. Simulations, using the ElectroMagnetic Transients Program (EMTP) were performed to determine the adequacy of high voltage surge arresters.

Source of a Prominent Poleward Surge During Solar Cycle 24

As an observational case study, we consider the origin of a prominent poleward surge of leading polarity, visible in the magnetic butterfly diagram during Solar Cycle 24. A new technique is developed for assimilating individual regions of strong magnetic flux into a surface flux transport model. By isolating the contribution of each of these regions, the model shows the surge to originate primarily in a single high-latitude activity group consisting of a bipolar active region present in Carrington Rotations 2104-05 (November 2010-January 2011) and a multipolar active region in Rotations 2107-08 (February-April 2011). This group had a strong axial dipole moment opposed to Joy's law. On the other hand, the modelling suggests that the transient influence of this group on the butterfly diagram will not be matched by a large long-term contribution to the polar field, because of its location at high latitude. This is in accordance with previous flux transport models.

INCREASED FLEXIBILITY OF TURBO-COMPRESSORS IN NATURAL GAS TRANSMISSION THROUGH DIRECT SURGE CONTROL

This preliminary phase 1 report summarizes the background and the work on the ''Increased Flexibility of Turbo-Compressors in Natural Gas Transmission through Direct Surge Control'' project to date. The importance of centrifugal compressors for natural gas transmission is discussed, and the causes of surge and the consequences of current surge control approaches are explained. Previous technology development, including findings from early GMRC research, previous surge detection work, and selected publications, are presented. The project is divided into three Phases to accomplish the project objectives of verifying near surge sensing, developing a prototype surge control system (sensor and controller), and testing/demonstrating the benefits of direct surge control. Specification for the direct surge control sensor and controller developed with guidance from the industry Oversight Committee is presented in detail. Results of CFD modeling conducted to aid in interpreting the laboratory test results are shown and explained. An analysis of the system dynamics identified the data sampling and handling requirements for direct surge control. A detailed design process for surge detection probes has been developed and explained in this report and has been used to prepare drag probes for the laboratory compressor test and the first field test. The surge detection probes prepared for testing have been bench tested and flow tested to determine and calibrate their sensitivity to flow forces as shown in data presented in this report. The surge detection drag probes have been shown to perform as expected and as required to detect approaching surge. Laboratory test results of surge detection in the SwRI centrifugal compressor demonstrated functionality of the surge detection probes and a change in the impeller inlet flow pattern prior to surge. Although the recirculation cannot be detected because of the specific geometry of this compressor, there are changes that indicate the approach of surge that can be detected. Preparations for a field test had been completed at one point in the project. However, a failure of the surge probe wiring just inside the compressor case has caused a delay in the field testing. Repairs for the wiring in the compressor have been scheduled and the field test will take place shortly after the repairs.

Artificial copulomimetic cervical stimulation (CS) induces an immediate release of oxytocin (OT) and prolactin (PRL) followed by a daily PRL rhythm characterized by nocturnal and diurnal surges. Although we have shown that the initial release of PRL is induced by the immediate release of OT, we tested whether the PRL that is released in response to CS is responsible for the initiation and maintenance of the subsequent PRL surges. Thus, we injected OVX rats centrally or peripherally with ovine PRL (oPRL) at 2200 h. Central oPRL induced PRL surges in OVX rats that were similar in size and timing to those of CS rats, whereas peripheral oPRL induced surges that were of smaller amplitude and delayed. We then infusedaPRLantagonist(S179D,0.1ng/h)centrallyintoOVXandOVX-CSratsandmeasuredtherelease of endogenous PRL and the activity of neuroendocrine dopaminergic neurons. Central infusion of S179D did not influence basal PRL secretion in OVX rats but prevented the expression of the CS-induced PRL surges and the accompanying noontime increase of CS-induced dopaminergic activity when continuedfor3d.However,centralinfusionofS179DonlyonthedayofCSdidnotpreventthedailyrhythm of PRL surges. The purpose of this project was to perform a finite element analysis of a pressurized water reactor pressurizer surge nozzle mock-up to predict both the weld residual stresses created in its construction and the final stress state after the application of the Mechanical Stress Improvement Process (MSIP). Avoiding compressor surge during emergency shutdown hybridturbine systems

A new emergency shutdown procedure for a direct-fired fuel cell turbine hybrid power system was evaluated using a hardware-based simulation of an integrated gasifier/fuel cell/turbine hybrid cycle (IGFC), implemented through the Hybrid Performance (Hyper) project at the National Energy Technology Laboratory, U.S. Department of Energy (NETL). The Hyper facility is designed to explore dynamic operation of hybrid systems and quantitatively characterize such transient behavior. It is possible to model, test, and evaluate the effects of different parameters on the design and operation of a gasifier/fuel cell/gas turbine hybrid system and provide a means of quantifying risk mitigation strategies. An open-loop system analysis regarding the dynamic effect of bleed air, cold air bypass, and load bank is presented in order to evaluate the combination of these three main actuators during emergency shutdown. In the previous Hybrid control system architecture, catastrophic compressor failures were observed when the fuel and load bank were cut off during emergency shutdown strategy. Improvements were achieved using a nonlinear fuel valve ramp down when the load bank was not operating. Experiments in load bank operation show compressor surge and stall after emergency shutdown activation. The difficulties in finding an optimal compressor and cathode mass flow for mitigation of surge and stall using these actuators are illustrated.

We study the evolutionary conditions for Kelvin--Helmholtz (KH) instability in a H-alpha solar surge observed in NOAA AR 8227 on 1998 May 30. The jet with speeds in the range of 45--50 km/s, width of 7 Mm, and electron number density of 3.83 x 10^{10} cm^{-3} is assumed to be confined in a twisted magnetic flux tube embedded in a magnetic field of 7 G. The temperature of the plasma flow is of the order of 10^5 K while that of its environment is taken to be 2 x 10^6 K. The electron number density of surrounding magnetized plasma has a typical for the TR/lower corona region value of 2 x 10^{9} cm^{-3}. Under these conditions, the Alfven speed inside the jet is equal to 78.3 km/s. We model the surge as a moving magnetic flux tube for two magnetic field configurations: (i) a twisted tube surrounded by plasma with homogeneous background magnetic field, and (ii) a twisted tube which environment is plasma with also twisted magnetic field. THE KINEMATICS AND PLASMA PROPERTIES OF A SOLAR SURGE TRIGGERED BY CHROMOSPHERIC ACTIVITY IN AR11271

We observe a solar surge in NOAA AR11271 using the Solar Dynamics Observatory (SDO) Atmospheric Imaging Assembly 304 A image data on 2011 August 25. The surge rises vertically from its origin up to a height of Almost-Equal-To 65 Mm with a terminal velocity of Almost-Equal-To 100 km s{sup -1}, and thereafter falls and fades gradually. The total lifetime of the surge was Almost-Equal-To 20 minutes. We also measure the temperature and density distribution of the observed surge during its maximum rise and find an average temperature and a density of 2.0 MK and 4.1 Multiplication-Sign 10{sup 9} cm{sup -3}, respectively. The temperature map shows the expansion and mixing of cool plasma lagging behind the hot coronal plasma along the surge. Because SDO/HMI temporal image data do not show any detectable evidence of significant photospheric magnetic field cancellation for the formation of the observed surge, we infer that it is probably driven by magnetic-reconnection-generated thermal energy in the lower chromosphere. The radiance (and thus the mass density) oscillations near the base of the surge are also evident, which may be the most likely signature of its formation by a reconnection-generated pulse. In support of the present observational baseline of the triggering of the surge due to chromospheric heating, we devise a numerical model with conceivable implementation of the VAL-C atmosphere and a thermal pulse as an initial trigger. We find that the pulse steepens into a slow shock at higher altitudes which triggers plasma perturbations exhibiting the observed features of the surge, e.g., terminal velocity, height, width, lifetime, and heated fine structures near its base.

Reference Model 5 (RM5): Oscillating Surge Wave Energy Converter

This report is an addendum to SAND2013-9040: Methodology for Design and Economic Analysis of Marine Energy Conversion (MEC) Technologies. This report describes an Oscillating Water Column Wave Energy Converter (OSWEC) reference model design in a complementary manner to Reference Models 1-4 contained in the above report. A conceptual design for a taut moored oscillating surge wave energy converter was developed. The design had an annual electrical power of 108 kilowatts (kW), rated power of 360 kW, and intended deployment at water depths between 50 m and 100 m. The study includes structural analysis, power output estimation, a hydraulic power conversion chain system, and mooring designs. The results were used to estimate device capital cost and annual operation and maintenance costs. The device performance and costs were used for the economic analysis, following the methodology presented in SAND2013-9040 that included costs for designing, manufacturing, deploying, and operating commercial-scale MEC arrays up to 100 devices. The levelized cost of energy estimated for the Reference Model 5 OSWEC, presented in this report, was for a single device and arrays of 10, 50, and 100 units, and it enabled the economic analysis to account for cost reductions associated with economies of scale. The baseline commercial levelized cost of energy estimate for the Reference Model 5 device in an array comprised of 10 units is $1.44/kilowatt-hour (kWh), and the value drops to approximately $0.69/kWh for an array of 100 units.

INCREASED FLEXIBILITY OF TURBO-COMPRESSORS IN NATURAL GAS TRANSMISSION THROUGH DIRECT SURGE CONTROL

The objective of this Direct Surge Control project was to develop a new internal method to avoid surge of pipeline compressors. This method will safely expand the range and flexibility of compressor operations, while minimizing wasteful recycle flow at the lower end of the operating envelope. The approach is to sense the onset of surge with a probe that directly measures re-circulation at the impeller inlet. The signals from the probe are used by a controller to allow operation at low flow conditions without resorting to a predictive method requiring excessive margin to activate a recycle valve. The sensor developed and demonstrated during this project was a simple, rugged, and sensitive drag probe. Experiments conducted in a laboratory compressor clearly showed the effectiveness of the technique. Subsequent field demonstrations indicated that the increase in range without the need to recycle flow was on the order of 19% to 25%. The cost benefit of applying the direct surge control technology appears to be as much as $120 per hour per compressor for operation without the current level of recycle flow. This could amount to approximately $85 million per year for the U.S. Natural Gas Transmission industry, if direct surge control systems are applied to most pipeline centrifugal compressors.

Testing of High Voltage Surge Protection Devices for Use in Liquid Argon TPC Detectors

In this paper we demonstrate the capability of high voltage varistors and gas discharge tube arrestors for use as surge protection devices in liquid argon time projection chamber detectors. The insulating and clamping behavior of each type of device is characterized in air (room temperature), and liquid argon (90~K), and their robustness under high voltage and high energy surges in cryogenic conditions is verified. The protection of vulnerable components in liquid argon during a 150 kV high voltage discharge is also demonstrated. Each device is tested for argon contamination and light emission effects, and both are constrained to levels where no significant impact upon liquid argon time projection chamber functionality is expected. Both devices investigated are shown to be suitable for HV surge protection applications in cryogenic detectors.

Surge Block Method for Controlling Well Clogging and Sampling Sediment during Bioremediation

A surge block treatment method (i.e. inserting a solid rod plunger with a flat seal that closely fits the casing interior into a well and stocking it up and down) was performed for the rehabilitation of wells clogged with biomass and for the collection of time series sediment samples during in situ bioremediation tests for U(VI) immobilization at a the U.S. Department of Energy site in Oak Ridge, TN. The clogging caused by biomass growth had been controlled by using routine surge block treatment for18 times over a nearly four year test period. The treatment frequency was dependent of the dosage of electron donor injection and microbial community developed in the subsurface. Hydraulic tests showed that the apparent aquifer transmissivity at a clogged well with an inner diameter (ID) of 10.16 cm was increased by 8 13 times after the rehabilitation, indicating the effectiveness of the rehabilitation. Simultaneously with the rehabilitation, the surge block method was successfully used for collecting time series sediment samples composed of fine particles (clay and silt) from wells with ID 1.9 10.16 cm for the analysis of mineralogical and geochemical composition and microbial community during the same period. Our results demonstrated that the surge block method provided a cost-effective approach for both well rehabilitation and frequent solid sampling at the same location.

Aims: To investigate the relationship between surges and magnetic reconnection during the emergence of small-scale active regions. In particular, to examine how the large-scale geometry of the magnetic field, shaped by different phases of reconnection, guides the flowing of surges. Methods: We present three flux emergence models. The first model, and the simplest, consists of a region emerging into a horizontal ambient field that is initially parallel to the top of the emerging region. The second model is the same as the first but with an extra smaller emerging region which perturbs the main region. This is added to create a more complex magnetic topology and to test how this complicates the development of surges compared to the first model. The last model has a non-uniform ambient magnetic field to model the effects of emergence near a sunspot field and impose asymmetry on the system through the ambient magnetic field. This paper proposes a hybrid policy for a stochastic inventory system facing regular demand and surge demand. The combination of two different demand patterns can be observed in many areas, such as healthcare inventory and humanitarian supply chain management. The surge demand has a lower arrival rate but higher demand volume per arrival. The solution approach proposed in this paper incorporates the level crossing method and mixed integer programming technique to optimize the hybrid inventory policy with both regular orders and emergency orders. The level crossing method is applied to obtain the equilibrium distributions of inventory levels under a given policy. The model is further transformed into a mixed integer program to identify an optimal hybrid policy. A sensitivity analysis is conducted to investigate the impact of parameters on the optimal inventory policy and minimum cost. Numerical results clearly show the benefit of using the proposed hybrid inventory model. The model and solution approach could help healthcare providers or humanitarian logistics providers in managing their emergency supplies in responding to surge demands.

Well productivity improvement using extreme overbalanced perforating and surging-case history

This paper describes overbalanced perforating and surging operations as a pretreatment to hydraulic fracturing for the Romeo interval at Prudhoe Bay. Operation conditions are presented and discussed, as well as surface and bottomhole pressure measurements. Well productivity and the amount of proppant placed are compared to results in offset wells where the technique was not applied. The paper shows how the use of the technique allows placement of small, highly conductive fractures in intervals that were not previously considered fracturing candidates due to the close proximity to the gas/oil contact (GOC). The paper also shows pressure transient analysis affirming the technique as a stand-alone stimulation. It is shown that the use of extreme overbalanced perforating and surging treatments prior to hydraulic fracturing produces a substantial increase both in the success rate and the efficiency of the hydraulic fracturing operation and in the production rate of the wells that are pretreated. Finally, a comparison between pressure data and a new radial fracture propagation model shows a good match. The model demonstrates that high-energy treatment can significantly increase the extension and the height of the fracture; this was corroborated by downhole pressure measurements recorded during one overbalance treatment and by well logs.

In the present paper, we study the evolutionary conditions for Kelvin--Helmholtz (KH) instability in a high-temperature solar surge observed in NOAA AR11271 using the Solar Dynamics Observatory data on 2011 August 25. We study the propagation of normal MHD modes in a flux tube considering the two cases, notably of untwisted magnetic flux tube and the twisted one. The numerical solution to the dispersion relation shows that the kink ($m = 1$) wave traveling in an untwisted flux tube becomes unstable if the jet speed exceeds $1060$ km\\,s$^{-1}$ -- a speed which is inaccessible for solar surges. A weak twist (the ratio of azimuthal to longitudinal magnetic field component) of the internal magnetic field in the range of $0.025$--$0.2$ does not change substantially the critical flow velocity. Thus, one implies that, in general, the kink mode is stable against the KH instability. It turns out, however, that the $m = -2$ and $m = -3$ MHD modes can become unstable when the twist parameter has values between $0.2$ and...

This paper presents a recent study on the design and analysis of an oscillating surge wave energy converter. A successful wave energy conversion design requires the balance between the design performance and cost. The cost of energy is often used as the metric to judge the design of the wave energy conversion system. It is often determined based on the device power performance, the cost for manufacturing, deployment, operation and maintenance, as well as the effort to ensure the environmental compliance. The objective of this study is to demonstrate the importance of a cost driven design strategy and how it can affect a WEC design. Three oscillating surge wave energy converter (OSWEC) designs were used as the example. The power generation performance of the design was modeled using a time-domain numerical simulation tool, and the mass properties of the design were determined based on a simple structure analysis. The results of those power performance simulations, the structure analysis and a simple economic assessment were then used to determine the cost-efficiency of selected OSWEC designs. Finally, a discussion on the environmental barrier, integrated design strategy and the key areas that need further investigation is also presented.

The recommended title for the Act is The Notice to Lessees No. 5 (NTL-5) Gas Royalty Act of 1987. The Act addresses problems involving some onshore and Indian leases, and redefines the procedures for determining the value of the lease. The report summarizes the purpose and need for the legislation, analyzes it by section, and concludes with communications between the committee and the Interior Department. A minority view argues in favor of placing the highest possible value on leases in order to be fair to taxpayers.

A modeling study of coastal inundation induced by storm surge, sea-level rise, and subsidence in the Gulf of Mexico

The northern coasts of the Gulf of Mexico are highly vulnerable to the direct threats of climate change, such as hurricane-induced storm surge, and such risks can be potentially exacerbated by land subsidence and global sea level rise. This paper presents an application of a coastal storm surge model to study the coastal inundation process induced by tide and storm surge, and its response to the effects of land subsidence and sea level rise in the northern Gulf coast. An unstructured-grid Finite Volume Coastal Ocean Model was used to simulate tides and hurricane-induced storm surges in the Gulf of Mexico. Simulated distributions of co-amplitude and co-phase of semi-diurnal and diurnal tides are in good agreement with previous modeling studies. The storm surges induced by four historical hurricanes (Rita, Katrina, Ivan and Dolly) were simulated and compared to observed water levels at National Oceanic and Atmospheric Administration tide stations. Effects of coastal subsidence and future global sea level rise on coastal inundation in the Louisiana coast were evaluated using a parameter change of inundation depth through sensitivity simulations that were based on a projected future subsidence scenario and 1-m global sea level rise by the end of the century. Model results suggested that hurricane-induced storm surge height and coastal inundation could be exacerbated by future global sea level rise and subsidence, and that responses of storm surge and coastal inundation to the effects of sea level rise and subsidence are highly nonlinear and vary on temporal and spatial scales.

A double acting bit holder that permits bits held in it to be resharpened during cutting action to increase energy efficiency by reducing the amount of small chips produced. The holder consist of: a stationary base portion capable of being fixed to a cutter head of an excavation machine and having an integral extension therefrom with a bore hole therethrough to accommodate a pin shaft; a movable portion coextensive with the base having a pin shaft integrally extending therefrom that is insertable in the bore hole of the base member to permit the moveable portion to rotate about the axis of the pin shaft; a recess in the movable portion of the holder to accommodate a shank of a bit; and a biased spring disposed in adjoining openings in the base and moveable portions of the holder to permit the moveable portion to pivot around the pin shaft during cutting action of a bit fixed in a turret to allow front, mid and back positions of the bit during cutting to lessen creation of small chip amounts and resharpen the bit during excavation use.

The roles of oxytocin (OT) and vasopressin (AVP) on both basal and estrogen-induced prolactin (PRL) secretion were examined. Adult female Sprague-Dawley rats that were ovariectomized for 3 weeks and received estrogen treatment for 1 week were used. Intravenous administration of hormones and serial blood sampling were accomplished through indwelling intraatrial catheters which were implanted two days before. Plasma PRL levels were measured by radioimmunoassay. Oxytocin at a dose of 20 {mu}g/rat stimulated a moderate PRL release in the morning and lower doses were without effect. Vasopressin was most effective at a dose of 5 {mu}g/rat in stimulating PRL release, while consecutive injections of higher doses were less effective. In contrast, TRH, ranging from 1 to 8 {mu}g/rat, induced a dose-dependent increases in PRL secretion. Using the effective dosages determined from the morning studies, repeated injections of either OT, AVP or their specific antagonists MPOMeOVT were given hourly between 1300 to 1800h and blood samples were obtained hourly from 1100 to 1900h. It was found that either OT or AVP significantly reduced the afternoon PRL surge, while their antagonists were not as effective.

New high-power capacitors could give future electric and hybrid vehicles the boost they need for adequate acceleration. Electric and hybrid vehicles of the future will need some additional muscle to give drivers the quick acceleration they demand from their cars. In fact, developing energy/power storage technology for electric drivetrains is a big part of the challenge in commercializing low-emission vehicles. What`s needed is a system that combines high specific energy (i.e., energy per unit of weight or volume), high specific power, high efficiency, long life, and reasonable cost. One contender for this role is the electrochemical capacitor, or ultracapacitor. Also known as supercapacitors, these electrochemical devices are designed for the rapid storage and release of large quantities of energy. It may be that high-power ultracapacitors can provide future electric cars with the muscle that even advanced storage batteries may not be able to give.

The video describes how the Department of Energy and its contractors turned a nearly $2 billion investment of American Recovery and Reinvestment Act funding in 2009 into nearly $4 billion worth of environmental cleanup work over the past two years. At the same time, Hanford workers have reduced the cleanup footprint of the Hanford Site by more than half (586 square miles to 241 sq. mi. through August -- 59 percent).

Research is being conducted for the U.S. Nuclear Regulatory Commission (NRC) at the Pacific Northwest National Laboratory (PNNL) to assess the effectiveness and reliability of advanced nondestructive examination (NDE) methods for the inspection of light water reactor components. The scope of this research encompasses primary system pressure boundary materials including cast austenitic stainless steels (CASS); dissimilar metal welds; piping with corrosion-resistant cladding; weld overlays, inlays and onlays; and far-side examinations of austenitic piping welds. A primary objective of this work is to evaluate various NDE methods to assess their ability to detect, localize, and size cracks in coarse-grained steel components. In this effort, PNNL supports cooperation with Commissariat lEnergie Atomique (CEA) to assess reliable inspection of CASS materials. The NRC Project Manager has established a cooperative effort with the Institut de Radioprotection et de Surete Nucleaire (IRSN). CEA, under funding from IRSN, are supporting collaborative efforts with the NRC and PNNL. Regarding its work on the NDE of materials, CEA is providing its modeling software (CIVA) in exchange for PNNL offering expertise and data related to phased-array detection and sizing, acoustic attenuation, and back scattering on CASS materials. This collaboration benefits the NRC because CEA performs research and development on CASS for lectricit de France (EdF). This technical letter report provides a summary of a technical evaluation aimed at assessing the capabilities of phased-array (PA) ultrasonic testing (UT) methods as applied to the inspection of welds in CASS pressurizer (PZR) surge line nuclear reactor piping. A set of thermal fatigue cracks (TFCs) was implanted into three CASS PZR surge-line specimens (pipe-to-elbow welds) that were fabricated using vintage CASS materials formed in the 1970s, and flaw responses from these cracks were used to evaluate detection and sizing performance of the PA-UT methods applied. This effort was comprised of multiple elements that included use of microstructural knowledge (dimensional analysis, grain orientation, and grain type) as well as sound field modeling to more effectively modify inspection parameters and enhance the inspection outcomes. Advanced probe design and sound field simulations were employed to enhance detection and characterization of circumferentially oriented flaws, and an assessment of lateral (circumferential) flaw localization capability and performance was also conducted. An evaluation of flaw detection, length sizing, depth sizing, and signal-to-noise ratio was performed for all flaws in the subject specimens, as a function of various inspection parameters, and finally, measurements were made to quantify and assess the baseline CASS material noise and its potential impact on flaw detection.

We model a loss of flow accident (LOFA) in the ARIES-ACT1 tokamak design. ARIES-ACT1 features an advanced SiC blanket with LiPb as coolant and breeder, a helium cooled steel structural ring and tungsten divertors, a thin-walled, helium cooled vacuum vessel, and a room temperature water-cooled shield outside the vacuum vessel. The water heat transfer system is designed to remove heat by natural circulation during a LOFA. The MELCOR model uses time-dependent decay heats for each component determined by 1-D modeling. The MELCOR model shows that, despite periodic boiling of the water coolant, that structures are kept adequately cool by the passive safety system.

New anticancer antibiotic acts through diradical rearrangement

This paper reports that chemists have found and characterized an anticancer antibiotic, dynemicin A, that may be the fouth of a series of antibiotics that act by metabolic rearrangement to a diradical. If true, diradical precursors may represent an antibiotic strategy that evolved widely in nature. And, there may be many more anticancer antibiotics awaiting discovery. Also, the unique internal trigger that seems to set off the dynemicin rearrangement gives chemists a new understanding of how these compounds work. If, indeed, the anthraquinone nucleus in dynemicin A binds by intercalation between strands of DNA as is now thought, chemists will learn more about how to deliver drugs to specific sites.

This paper is concerned with the issue of side payments between content providers (CPs) and Internet service (access bandwidth) providers (ISPs) in an Internet that is potentially not neutral. We herein generalize past results modeling the ISP and CP interaction as a noncooperative game in two directions. We consider different demand response models (price sensitivities) for different provider types in order to explore when side payments are profitable to the ISP. Also, we consider convex (non-linear) demand response to model demand triggered by traffic which is sensitive to access bandwidth congestion, particularly delay-sensitive interactive real-time applications. Finally, we consider a model with two competing "eyeball" ISPs with transit pricing of net traffic at their peering point to study the effects of caching remote content.

Though it is based on simple price/quantity bids, it incorporates some provisions to take thermal plant running requirements into account. This paper presents these rules and its mathematical treatment, focusing on a possible implementation of the minimum income condition, which allows thermal generators to declare minimum stable loads. This invention consists of a fast-acting nuclear reactor control device for moving and positioning a safety control rod to desired elevations within the core of the reactor between a run position in which the safety control rod is outside the reactor core, and a shutdown position in which the rod is fully inserted in the reactor core. The device employs a hydraulic pump motor, an electric gear motor, and a solenoid valve to drive the safety control rod into the reactor core through the entire stroke of the safety control rod. An overrunning clutch, allows the safety control rod to freely travel toward a safe position in the event of a partial drive system failure.

The National Environmental Policy Act of 1969 (NEPA) sets forth national policy for the protection of the environment. The NEPA process is intended to help officials of the federal government make decisions that are based on an understanding of environmental consequences, and take actions that protect, restore, and enhance the environment. The California Environmental Quality Act of 1970 (CEQA) is similar to NEPA. The California legislature established CEQA to inform both state and local governmental decision-makers and the public about potential significant environmental effects of proposed activities, to identify ways to avoid or reduce environmental impacts, and to disclose to the public the reasons why a project is approved if significant environmental effects are involved. Lawrence Berkeley Laboratory (LBL), complies with the provisions of both NEPA and CEQA. This document defines the responsibilities and authorities for NEPA/CEQA compliance at LBL.
