    Data generated from the Alum Innovative Exploration Project, one of several promising geothermal properties located in the middle to upper Miocene (~11-5 Ma, or million years BP) Silver Peak-Lone Mountain metamorphic core complex (SPCC) of the Walker Lane structural belt in Esmeralda County, west-central Nevada. The geothermal system at Alum is wholly concealed; its upper reaches discovered in the late 1970s during a regional thermal-gradient drilling campaign. The prospect boasts several shallow thermal-gradient (TG) boreholes with TG >75oC/km (and as high as 440oC/km) over 200-m intervals in the depth range 0-600 m. Possibly boiling water encountered at 239 m depth in one of these boreholes returned chemical- geothermometry values in the range 150-230oC. GeothermEx (2008) has estimated the electrical- generation capacity of the current Alum leasehold at 33 megawatts for 20 years; and the corresponding value for the broader thermal anomaly extending beyond the property at 73 megawatts for the same duration.

Spring- and shallow-borehole thermal-water geochemistry and geothermometry suggest that a Silver Peak geothermal reservoir is very likely to attain the temperature range 260- 300oF (~125-150oC), and may reach 300-340oF (~150-170oC) or higher (GeothermEx, Inc., 2006). Results of detailed geologic mapping, structural analysis, and conceptual modeling of the prospect (1) support the GeothermEx (op. cit.) assertion that the Silver Peak prospect has good potential for geothermal-power production; and (2) provide a theoretical geologic framework for further exploration and development of the resource. The Silver Peak prospect is situated in the transtensional (regional shearing coupled with extension) Walker Lane structural belt, and squarely within the late Miocene to Pliocene (11 Ma to ~5 Ma) Silver Peak-Lone Mountain metamorphic core complex (SPCC), a feature that accommodated initial displacement transfer between major right-lateral strike- slip fault zones on opposite sides of the Walker Lane. The SPCC consists essentially of a ductiley-deformed lower plate, or core, of Proterozoic metamorphic tectonites and tectonized Mesozoic granitoids separated by a regionally extensive, low-angle detachment fault from an upper plate of severely stretched and fractured structural slices of brittle, Proterozoic to Miocene-age lithologies. From a geothermal perspective, the detachment fault itself and some of the upper-plate structural sheets could function as important, if secondary, subhorizontal thermal-fluid aquifers in a Silver Peak hydrothermal system.

    It is apparent the cost of planetary exploration is rising as mission budgets declining. Currently small scientific beds geared to performing limited tasks are being developed and launched into low earth orbit (LEO) in the form of small-scale satellite units, i.e., CubeSats. These micro- and nano-satellites are gaining popularity among the university and science communities due to their relatively low cost and design flexibility. To date these small units have been limited to performing tasks in LEO utilizing solar-based power. If a reasonable propulsion system could be developed, these CubeSat platforms could perform exploration of various extra-terrestrial bodies within the solar system engaging a broader range of researchers. Additionally, being mindful of mass, smaller cheaper launch vehicles (~1,000 kgs to LEO) can be targeted. This, in effect, allows for beneficial explora-tion to be conducted within limited budgets. Researchers at the Center for Space Nuclear Re-search (CSNR) are proposing a low mass, radioisotope-based, dual-mode propulsion system capable of extending the exploration realm of these CubeSats out of LEO. The proposed radioisotope-based system would leverage the high specific energies [J/kg] associated with radioisotope materials and enhance their inherent low specific powers [W/g]. This is accomplished by accumulating thermal energy from nuclear decay within a central core over time. This allows for significant amounts of power to be transferred to a flowing gas over short periods of time. In the proposed configuration the stored energy can be utilized in two ways: (1) with direct propellant injection to the core, the energy can be converted into thrust through the use of a converging-diverging nozzle and (2) by flowing a working fluid through the core and subsequent Brayton engine, energy within the core can be converted to electrical energy. The first scenario achieves moderate ranges of thrust, but at a higher Isp than traditional chemical-based systems. The second scenario allows for the production of electrical power, which is then available for electric-based propulsion. Additionally, once at location the production of electrical power can be dedicated to the payloads communication system for data transfer. Ultimately, the proposed dual-mode propulsion platform capitalizes on the benefits of two types of propulsion methods the thrust of thermal propulsion ideal for quick orbital maneuvers and the specific impulse of electric propulsion ideal for efficient inter-planetary travel. Previous versions of this RTR-based concept have been studied for various applications [NETS 1-3]. The current version of this concept is being matured through a NASA Innovative Advanced Concepts (NIAC) Phase I grant, awarded for FY 2014. In this study the RTR concept is being developed to deliver a 6U CubeSat payload to the orbit of the Saturnian moon - Enceladus. Additionally, this study will develop an entire mission architecture for Enceladus targeting a total allowable launch mass of 1,000 kg.

    More than a dozen energy experts convened in Houston, Texas, on February 13, 2009, for the first in a series of four regionally-based energy summits being held by the Council on Competitiveness. The Southern Energy Summit was hosted by Marathon Oil Corporation, and participants explored the public policy, business and technological challenges to increasing the diversity and sustainability of U.S. energy supplies. There was strong consensus that no single form of energy can satisfy the projected doubling, if not tripling, of demand by the year 2050 while also meeting pressing environmental challenges, including climate change. Innovative technology such as carbon capture and storage, new mitigation techniques and alternative forms of energy must all be brought to bear. However, unlike breakthroughs in information technology, advancing broad-based energy innovation requires an enormous scale that must be factored into any equation that represents an energy solution. Further, the time frame for developing alternative forms of energy is much longer than many believe and is not understood by the general public, whose support for sustainability is critical. Some panelists estimated that it will take more than 50 years to achieve the vision of an energy system that is locally tailored and has tremendous diversity in generation. A long-term commitment to energy sustainability may also require some game-changing strategies that calm volatile energy markets and avoid political cycles. Taking a page from U.S. economic history, one panelist suggested the creation of an independent Federal Energy Reserve Board not unlike the Federal Reserve. The board would be independent and influence national decisions on energy supply, technology, infrastructure and the nation's carbon footprint to better calm the volatile energy market. Public-private efforts are critical. Energy sustainability will require partnerships with the federal government, such as the U.S. Department of Energy's National Laboratories, that can provide real-world improvements in both the short- and long-term. Indeed, the roles of government and the private sector in energy sustainability were brought into sharper focus by the pending American Recovery and Reinvestment Act of 2009, also known as the economic stimulus bill. There was cautious optimism that the bill was moving the nation in the right direction by way of focusing on greater energy efficiency, alternative forms of energy and improved infrastructure. Nevertheless, there was concern over Congress picking energy winners and losers. Instead, Congress should challenge industry to produce solutions that will create a clear path forward to energy sustainability that the American people can support.

    Title II of the Energy Conservation and Production Act (ECPA) as amended by the Public Utility Regulatory Policies Act (PURPA) provided financial assistance to state utility regulatory commissions, nonregulated electric utilities, and the Tennessee Valley Authority through the Innovative Rates Program. The financial assistance was to be used to plan or carry out electric utility regulatory rate reform initiatives relating to innovative rate structures that encourage conservation of energy, electric utility efficiency and reduced costs, and equitable rates to consumers. The Federal and local objectives of the project are described. Activities planned and accomplishments are summarized for the following: project management, data collection, utility bill evaluation, billing enclosure/mailing evaluation, media program evaluation, display evaluation, rate study sessions evaluation, speakers bureau evaluation, and individual customer contacts.     Reprocessing used nuclear fuel (UNF) is a multi-faceted problem involving chemistry, material properties, and engineering. Technology options are available to meet a variety of processing goals. A decision about which reprocessing method is best depends significantly on the process attributes considered to be a priority. New methods of reprocessing that could provide advantages over the aqueous Plutonium Uranium Reduction Extraction (PUREX) and Uranium Extraction + (UREX+) processes, electrochemical, and other approaches are under investigation in the Fuel Cycle Research and Development (FCR&D) Separations Campaign. In an attempt to develop a revolutionary approach to UNF recycle that may have more favorable characteristics than existing technologies, five innovative separations projects have been initiated. These include: (1) Nitrogen Trifluoride for UNF Processing; (2) Reactive Fluoride Gas (SF6) for UNF Processing; (3) Dry Head-end Nitration Processing; (4) Chlorination Processing of UNF; and (5) Enhanced Oxidation/Chlorination Processing of UNF. This report provides a description of the proposed processes, explores how they fit into the Modified Open Cycle (MOC) and Full Recycle (FR) fuel cycles, and identifies performance differences when compared to 'reference' advanced aqueous and fluoride volatility separations cases. To be able to highlight the key changes to the reference case, general background on advanced aqueous solvent extraction, advanced oxidative processes (e.g., volumetric oxidation, or 'voloxidation,' which is high temperature reaction of oxide UNF with oxygen, or modified using other oxidizing and reducing gases), and fluorination and chlorination processes is provided.

    Davenport Newberry (Davenport) has completed 8 years of exploration for geothermal energy on Newberry Volcano in central Oregon. Two deep exploration test wells were drilled by Davenport on the west flank of the volcano, one intersected a hydrothermal system; the other intersected isolated fractures with no hydrothermal interconnection. Both holes have bottom-hole temperatures near or above 315C (600F). Subsequent to deep test drilling an expanded exploration and evaluation program was initiated. These efforts have included reprocessing existing data, executing multiple geological, geophysical, geochemical programs, deep exploration test well drilling and shallow well drilling. The efforts over the last three years have been made possible through a DOE Innovative Exploration Technology (IET) Grant 109, designed to facilitate innovative geothermal exploration techniques. The combined results of the last 8 years have led to a better understanding of the history and complexity of Newberry Volcano and improved the design and interpretation of geophysical exploration techniques with regard to blind geothermal resources in volcanic terrain.

Animated event displays, musical CDs, 3d movies, 3-storey murals, photo books, data sonifications, multi-media art installations, pub slams, masterclasses, documentaries, pop-up books, LEGO models, and virtual visits are among the many diverse methods being exploited to communicate to the world the goals and accomplishments of the ATLAS Experiment at CERN. This variety of creativity and innovation does not pop out of a vacuum. It requires underlying motivation by the collaboration to communicate with the public; freedom and encouragement to do so in a creative manner; and a support structure for developing, implementing and promoting these activities.     Last year, I was one of the reviewers of proposals to a newly created NIH program, the New Innovator Award. Its goal was to address a frequent criticism that peer review is biased against innovation and to fund exceptionally innovative, high impact research from new investigators. To encourage the submission of innovative ideas, preliminary data was not required. Nearly 2,200 applications were submitted, but only 30 awards were made, for a success rate of <1.4%. This suggests either that there are a lot of unfunded innovative ideas out there, or that the ability to submit a proposal without preliminary data was irresistible. Over the years, I have observed that very few innovative ideas are ever brought to the point where they have made a significant impact on biological research. Grant review panels implicitly understand this unpleasant truth. The defining characteristic of successful ideas are bright and preserving scientists who believe in their ideas and are willing to do whatever it takes to make them succeed. What Thomas Edison said about genius is equally applicable to innovation; it, too, is mostly about perspiration.

    The combination of the FY 2010 budget request for the Department of Energy (DOE) and the portion of the American Recovery and Reinvestment Act of 2009 (ARRA) funds likely to be available in 2010 would (assuming that they would be split evenly between FY 2010 and FY 2011) result in a doubling in funding available for energy research, development, and deployment (ERD and D) from $3.6 billion in FY 2009 to $7.2 billion in FY 2010. Without the stimulus funds, DOE ERD and D investments in FY 2010 would decrease very slightly when compared to FY 2009. Excluding the $7.5 billion for the Advanced Technology Vehicles Manufacturing Loans in FY 2009, the FY 2010 budget request for deployment represents a 33 percent decrease from the FY 2009 levels from $520 million to $350 million. This decrease is largely due to the large amounts of funds appropriated in ARRA for DOE deployment programs, or $23.6 billion, which are three times greater than those appropriated in the FY 2009 budget. These very substantial funding amounts, coupled with the broad range of institutional innovations the administration is putting in place and movement toward putting a price on carbon emissions, will help accelerate innovation for a broad range of energy technologies. DOE's Advanced Research Projects Agency-Energy (ARPA-E) and the Energy Innovation Hubs are important initiatives that could contribute to two weak points of the government's energy innovation effort, namely funding high-risk projects in transformational technologies and in companies that have not traditionally worked with the government and strengthening the integration of basic and applied research in priority areas. Increasing the funding for different types of energy storage research, providing some support for exploring opportunities in coal-to-liquids with carbon capture and storage (CCS) and coal-and-biomass-to-liquids with CCS, and reducing funding for fission RD and D are other actions that Congress could take in the short-term. Energy storage may play a crucial role in the future of the power and transportation systems, which together consume two thirds of primary energy in the United States. A recent National Academy of Science report recommended carrying out detailed scenario assessments of the penetration of unconventional fuels from coal and coal and biomass with CCS. And the research plan provided for nuclear fission does not justify spending as many funds as were requested. The proposed funding for FY 2010 and the resources from ARRA, however, do not guarantee that the United States will finally enjoy the predictable and consistent publicly-funded energy technology innovation effort that it needs. The Obama administration must put in place a comprehensive energy technology innovation strategy that will ensure that an expanded ERD3 effort is both sustainable and efficient. This commission would be charged with, inter alia, developing a strategy that optimizes the integration of the various stages of innovation (research, development, demonstration, early deployment), as well as integrates efforts across technology areas.     field testing of a biomimetic in-duct scrubbing system for the capture of gaseous CO2 coupled with sequestration of captured carbon by carbonation of alkaline industrial wastes. The Phase 2 project, reported on here, combined efforts in enzyme development, scrubber optimization, and sequestrant evaluations to perform an economic feasibility study of technology deployment. The optimization of carbonic anhydrase (CA) enzyme reactivity and stability are critical steps in deployment of this technology. A variety of CA enzyme variants were evaluated for reactivity and stability in both bench scale and in laboratory pilot scale testing to determine current limits in enzyme performance. Optimization of scrubber design allowed for improved process economics while maintaining desired capture efficiencies. A range of configurations, materials, and operating conditions were examined at the Alcoa Technical Center on a pilot scale scrubber. This work indicated that a cross current flow utilizing a specialized gas-liquid contactor offered the lowest system operating energy. Various industrial waste materials were evaluated as sources of alkalinity for the scrubber feed solution and as sources of calcium for precipitation of carbonate. Solids were mixed with a simulated sodium bicarbonate scrubber blowdown to comparatively examine reactivity. Supernatant solutions and post-test solids were analyzed to quantify and model the sequestration reactions. The best performing solids were found to sequester between 2.3 and 2.9 moles of CO2 per kg of dry solid in 1-4 hours of reaction time. These best performing solids were cement kiln dust, circulating dry scrubber ash, and spray dryer absorber ash. A techno-economic analysis was performed to evaluate the commercial viability of the proposed carbon capture and sequestration process in full-scale at an aluminum smelter and a refinery location. For both cases the in-duct scrubber technology was compared to traditional amine- based capture. Incorporation of the laboratory results showed that for the application at the aluminum smelter, the in-duct scrubber system is more economical than traditional methods. However, the reverse is true for the refinery case, where the bauxite residue is not effective enough as a sequestrant, combined with challenges related to contaminants in the bauxite residue accumulating in and fouling the scrubber absorbent. Sensitivity analyses showed that the critical variables by which process economics could be improved are enzyme concentration, efficiency, and half-life. At the end of the first part of the Phase 2 project, a gate review (DOE Decision Zero Gate Point) was conducted to decide on the next stages of the project. The original plan was to follow the pre-testing phase with a detailed design for the field testing. Unfavorable process economics, however, resulted in a decision to conclude the project before moving to field testing. It is noted that CO2 Solutions proposed an initial solution to reduce process costs through more advanced enzyme management, however, DOE program requirements restricting any technology development extending beyond 2014 as commercial deployment timeline did not allow this solution to be undertaken.

    In 1986, the Federal Technology Transfer Act (FTTA) was established to promote a closer, collaborative relationship between federal government agencies and the private sector. With the increasing need for new cost-effective technologies to prevent and control pollution, both the US Environmental Protection Agency (EPA) and private industry are encouraged to facilitate the transfer of knowledge and technology under this Act. The FTTA removed several of the legal and institutional barriers to cooperative research that existed before the Act`s passage. Through the FTTA, the government strives to promote the movement of its products, processes, skills, and knowledge into the private sector for further development and commercialization by encouraging the exchange of technical personnel and the sharing of facilities and other resources. Collaborative efforts between industry, federal agencies, and academia are made possible through cooperative research and development agreements (CRADAs). Forty-two CRADAs and five licensing agreements have been initiated with EPA under this program. This paper provides an overview of this new and innovative program within the EPA. 1 fig., 2 tabs.

    The effectiveness of SO{sub 2} emission allowance trading under Title 4 of the 1990 Amendments to the Clean Air Act (CAA) is of great interest due to the innovative nature of this market incentive approach. However, it may be a mistake to frame the compliance problem for a utility as a decision to trade or not. Trading of allowances should be the consequence, not the decision. The two meaningful decision variables for a utility are the control approaches chosen for its units and the amount of allowances to hold in its portfolio of assets for the future. The number allowances to be bought or sold (i.e. traded) is determined by the emission reduction and banking decisions. Our preferred approach is to think of the problem in terms of ABC's of the 1990 CAA Amendments: abatement strategy, banking, and cost competitiveness. The implications of the general principles presented in this paper on least cost emission reductions and emissions banking to hedge against risk are being simulated with version 2 of the ARGUS model representing the electric utility sector and regional coal supplies and transportation rates. A rational expectations forecast for allowances prices is being computed. The computed allowance price path has the property that demand for allowances by electric utilities for current use or for banking must equal the supply of allowances issued by the federal government or provided as forward market contracts in private market transactions involving non-utility speculators. From this rational expectations equilibrium forecast, uncertainties are being explored using sensitivity tests. Some of the key issues are the amount of scrubbing and when it is economical to install it, the amount of coal switching and how much low sulfur coal premiums will be bid up; and the amount of emission trading within utilities and among different utilities.

    This report represents the current knowledge and utilization of Innovative Financing techniques of Weatherization Assistance Program (WAP) subgrantees, a sample of Institutional Conservation Program (ICP) grantees, Public Service Commissions (PSC) and selected utilities broadly distributed in the country. The survey inquired essentially about their organizational use and familiarity with the following innovative financing methods: Direct Loan, Loan Interest Reduction, Lease, Lease Purchase, Shared Savings, Energy Service Contracts, Conservation Incentives and Guaranteed Cash Flow. Whatever their characteristics, urban or rural, schools or hospitals, gas and electric utilities of differing ownership types, large or small states, respondents indicated a marginal awareness and utilization of the eight major financing methods. Even though their awareness and use is uneven with respect to their characteristics, certain trends emerge which display an overall lack of application of most of these financing techniques to enhance the program use of grant funds.

    The mission of Environmental Management`s (EM) Office of Technology Development (OTD) Innovation Investment Area is to identify and provide development support for two types of technologies that are developed to characterize, treat and dispose of DOE waste, and to remediate contaminated sites. They are: technologies that show promise to address specific EM needs, but require proof-of-principle experimentation; and (2) already proven technologies in other fields that require critical path experimentation to demonstrate feasibility for adaptation to specific EM needs. The underlying strategy is to ensure that private industry, other Federal Agencies, universities, and DOE National Laboratories are major participants in developing and deploying new and emerging technologies. To this end, about 125 different new and emerging technologies are being developed through Innovation Investment Area`s (IIA) two program elements: RDDT&E New Initiatives (RD01) and Interagency Agreements (RD02). Both of these activities are intended to foster research and development partnerships so as to introduce innovative technologies into other OTD program elements for expedited evaluation.

    Sandia National Laboratories (SNL) is evaluating the potential of an innovative approach for splitting water into hydrogen and oxygen using two-step thermochemical cycles. Thermochemical cycles are heat engines that utilize high-temperature heat to produce chemical work. Like their mechanical work-producing counterparts, their efficiency depends on operating temperature and on the irreversibility of their internal processes. With this in mind, we have invented innovative design concepts for two-step solar-driven thermochemical heat engines based on iron oxide and iron oxide mixed with other metal oxides (ferrites). The design concepts utilize two sets of moving beds of ferrite reactant material in close proximity and moving in opposite directions to overcome a major impediment to achieving high efficiency--thermal recuperation between solids in efficient counter-current arrangements. They also provide inherent separation of the product hydrogen and oxygen and are an excellent match with high-concentration solar flux. However, they also impose unique requirements on the ferrite reactants and materials of construction as well as an understanding of the chemical and cycle thermodynamics. In this report the Counter-Rotating-Ring Receiver/Reactor/Recuperator (CR5) solar thermochemical heat engine and its basic operating principals are described. Preliminary thermal efficiency estimates are presented and discussed. Our ferrite reactant material development activities, thermodynamic studies, test results, and prototype hardware development are also presented.

  16. Federal Environmental Regulations Impacting Hydrocarbon Exploration, Drilling, and Production Operations

    Waste handling and disposal from hydrocarbon exploration, drilling, and production are regulated by the US Environmental Protection Agency (EPA) through federal and state regulations and/or through implementation of federal regulations. Some wastes generated in these operations are exempt under the Resource Conservation and Recovery Act (RCRA) but are not exempt under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Superfund Amendments and Reauthorization Act (SARA), and other federal environmental laws. Exempt wastes remain exempt only if they are not mixed with hazardous wastes or hazardous substances. Once mixture occurs, the waste must be disposed as a hazardous material in an approved hazardous waste disposal facility. Before the Clean Air Act as amended in 1990, air emissions from production, storage, steam generation, and compression facilities associated with hydrocarbon exploration, drilling, and production industry were not regulated. A critical proposed regulatory change which will significantly effect Class II injection wells for disposal of produced brine and injection for enhanced oil recovery is imminent. Federal regulations affecting hydrocarbon exploration, drilling and production, proposed EPA regulatory changes, and a recent significant US Court of Appeals decision are covered in this report. It appears that this industry will, in the future, fall under more stringent environmental regulations leading to increased costs for operators.

    We explore a class of holographic superconductors built using non-abelian condensates on probe branes in conformal and non-conformal backgrounds. These are shown to exhibit behaviour of the specific heat which resembles that of heavy fermion compounds in the superconducting phase. Instead of showing BCS-like exponential behaviour, the specific heat is polynomial in the temperature. It exhibits a jump at the critical temperature, in agreement with real-world superconductors. We also analyse the behaviour of the energy gap and the AC and DC conductivities, and find that the systems can be either semi-conducting or metallic just above the critical temperature.

    Some tests of fundamental physics - the equation of state at supra-nuclear densities, the metric in strong gravity, the effect of magnetic fields above the quantum critical value - can only be measured using compact astrophysical objects: neutron stars and black holes. The Extreme Physics Explorer is a modest sized (~500 kg) mission that would carry a high resolution (R ~300) X-ray spectrometer and a sensitive X-ray polarimeter, both with high time resolution (~5 ?s) capability, at the focus of a large area (~5 sq.m), low resolution (HPD~1 arcmin) X-ray mirror. This instrumentation would enable new classes of tests of fundamental physics using neutron stars and black holes as cosmic laboratories.

    This paper reports the development of an innovative eddy current (EC) probe, and its application to micro-defects on the root of the Friction Stir Welding (FSW). The new EC probe presents innovative concept issues, allowing 3D induced current in the material, and a lift-off independence. Validation experiments were performed on aluminium alloys processed by FSW. The results clearly show that the new EC probe is able to detect and sizing surface defects about 60 microns depth.

    A fast acting inlet guide vane (IGV) system was developed for the model Siemens V94.2 gas turbine (GT). This system enables the GT to perform larger and faster load changes in the case of electrical grid disturbances. Disturbances in electrical grids are caused by an unbalance between actual power generation and power consumption resulting in grid frequency deviations. In order to reduce such deviations, it is desirable for a GT (connected to the grid), to increase/reduce load as fast as required. This task is achieved by the fast responding IGV system: Basically, the occurring grid frequency deviation is monitored by the IGV system. Depending on this deviation, the compressor air mass flow is adapted to the changing fuel mass flow (which is set approximately proportional to the frequency deviation by the GT controller). The fast IGV actuator plays a main role in this dynamic response, allowing the vanes to open/close very fast. Tests performed on Poolbeg site (Ireland) proved safe and rapid load changes with a typical load ramp of 50 MW within 3 sec.
