    Because of concerns with the growing threat of global climate change from increasing emissions of greenhouse gases, Congress authorized a voluntary program for the public to report achievements in reducing those gases. This document offers guidance on recording historic and current greenhouse gas emissions, emissions reductions, and carbon sequestration. Under the Energy Policy Act (EPAct) reporters will have the opportunity to highlight specific achievements. If you have taken actions to lessen the greenhouse gas effect, either by decreasing greenhouse gas emissions or by sequestering carbon, the Department of Energy (DOE) encourages you to report your achievements under this program. The program has two related, but distinct parts. First, the program offers you an opportunity to report your annual emissions of greenhouse gases. Second, the program records your specific projects to reduce greenhouse gas emissions and increase carbon sequestration. Although participants in the program are strongly encouraged to submit reports on both, reports on either annual emissions or emissions reductions and carbon sequestration projects will be accepted. These guidelines and the supporting technical documents outline the rationale for the program and approaches to analyzing emissions and emissions reduction projects. Your annual emissions and emissions reductions achievements will be reported.

    The Government Performance and Results Act of 1993 (Results Act) was enacted to improve Federal program effectiveness and public accountability by promoting a new focus on results-oriented management. The Results Act requires plans that define the mission, long-term goals, and shorter-term performance measures. Further, the Act envisions that there will be an apparent relationship between this information and specific activities listed in the Department`s budget requests. Taken together, these elements should clearly describe the outputs and outcomes the Department expects to deliver for the resources expended. The objectives of this audit were to determine whether the Department had implemented the requirements of the Results Act by (1) integrating the planning, budgeting, and performance measures for its programs into a unified, Departmentwide strategy; (2) developing specific, measurable, and results-oriented performance standards to which its programs and contractors could be held accountable; and (3) developing the means to collect reliable performance data and to use that data in evaluating whether performance actions produce intended results. The information in the Fiscal Year 1999 budget requests for the Offices of Environmental Management, Defense Programs, Energy Research, Energy Efficiency and Renewable Energy, and Nuclear Energy Science and Technology formed the basis of the review.

    The Advanced Fuel Cycle Initiative (AFCI) program has both “outcome” and “process” goals because it must address both waste already accumulating as well as completing the fuel cycle in connection with advanced nuclear power plant concepts. The outcome objectives are waste geological repository capacity and cost, energy security and sustainability, proliferation resistance, fuel cycle economics, and safety. The process objectives are readiness to proceed and adaptability and robustness in the face of uncertainties. A classic decision-making approach to such a multi-attribute problem would be to weight individual quantified criteria and calculate an overall figure of merit. This is inappropriate for several reasons. First, the goals are not independent. Second, the importance of different goals varies among stakeholders. Third, the importance of different goals is likely to vary with time, especially the “energy future.” Fourth, some key considerations are not easily or meaningfully quantifiable at present. Instead, at this point, we have developed 16 questions the AFCI program should answer and suggest an approach of determining for each whether relevant options improve meeting each of the program goals. We find that it is not always clear which option is best for a specific question and specific goal; this helps identify key issues for future work. In general, we suggest attempting to create as many win-win decisions (options that are attractive or neutral to most goals) as possible. Thus, to help clarify why the program is exploring the options it is, and to set the stage for future narrowing of options, we have developed 16 questions, as follows: · What are the AFCI program goals? · Which potential waste disposition approaches do we plan for? · What are the major separations, transmutation, and fuel options? · How do we address proliferation resistance? · Which potential energy futures do we plan for? · What potential external triggers do we plan for? · Should we separate uranium? · If we separate uranium, should we recycle it, store it or dispose of it? · Is it practical to plan to fabricate and handle “hot” fuel? · Which transuranic elements (TRU) should be separated and transmuted? · Of those TRU separated, which should be transmuted together? · Should we separate and/or transmute Cs and Sr isotopes that dominate near-term repository heating? · Should we separate and/or transmute very long-lived Tc and I isotopes? · Which separation technology? · What mix of transmutation technologies? · What fuel technology best supports the above decisions?

    NUREG/CR-6204 is a collection of questions and answers that were originally issued in seven sets and which pertain to revised 10 CFR Part 20.     This report documents the findings from an onsite audit of the John Seiberling Federal building located in Akron, Ohio. The Federal landlord for this building is the General Services Administration (GSA). The focus of the audit was to identify various no-cost or low-cost energy efficiency opportunities that, once implemented, would reduce in either electrical and gas consumption and increase the operational efficiency of the building. This audit also provided an opportunity to identify potential capital cost projects that should be considered in the to acquire additional energy (electric and gas) and water savings to further increase the operational efficiency of the building.

    The Genetic Privacy Act is a proposal for federal legislation. The Act is based on the premise that genetic information is different from other types of personal information in ways that require special protection. The DNA molecule holds an extensive amount of currently indecipherable information. The major goal of the Human Genome Project is to decipher this code so that the information it contains is accessible. The privacy question is, accessible to whom? The highly personal nature of the information contained in DNA can be illustrated by thinking of DNA as containing an individual`s {open_quotes}future diary.{close_quotes} A diary is perhaps the most personal and private document a person can create. It contains a person`s innermost thoughts and perceptions, and is usually hidden and locked to assure its secrecy. Diaries describe the past. The information in one`s genetic code can be thought of as a coded probabilistic future diary because it describes an important part of a unique and personal future. This document presents an introduction to the proposal for federal legislation `the Genetic Privacy Act`; a copy of the proposed act; and comment.

    A triple acting radial seal used as an interstage seal assembly in a gas turbine engine, where the seal assembly includes an interstage seal support extending from a stationary inner shroud of a vane ring, the interstage seal support includes a larger annular radial inward facing groove in which an outer annular floating seal assembly is secured for radial displacement, and the outer annular floating seal assembly includes a smaller annular radial inward facing groove in which an inner annular floating seal assembly is secured also for radial displacement. A compliant seal is secured to the inner annular floating seal assembly. The outer annular floating seal assembly encapsulates the inner annular floating seal assembly which is made from a very low alpha material in order to reduce thermal stress.

    A double acting bit holder that permits bits held in it to be resharpened during cutting action to increase energy efficiency by reducing the amount of small chips produced. The holder consist of: a stationary base portion capable of being fixed to a cutter head of an excavation machine and having an integral extension therefrom with a bore hole therethrough to accommodate a pin shaft; a movable portion coextensive with the base having a pin shaft integrally extending therefrom that is insertable in the bore hole of the base member to permit the moveable portion to rotate about the axis of the pin shaft; a recess in the movable portion of the holder to accommodate a shank of a bit; and a biased spring disposed in adjoining openings in the base and moveable portions of the holder to permit the moveable portion to pivot around the pin shaft during cutting action of a bit fixed in a turret to allow front, mid and back positions of the bit during cutting to lessen creation of small chip amounts and resharpen the bit during excavation use.

    We define a theory of noncommutative general relativity for canonical noncommutative spaces. We find a subclass of general coordinate transformations acting on canonical noncommutative spacetimes to be volume-preserving transformations. Local Lorentz invariance is treated as a gauge theory with the spin connection field taken in the so(3,1) enveloping algebra. The resulting theory appears to be a noncommutative extension of the unimodular theory of gravitation. We compute the leading order noncommutative correction to the action and derive the noncommutative correction to the equations of motion of the weak gravitation field.

    ChargePoint America demonstrated the viability, economic and environmental benefits of an electric vehicle-charging infrastructure. Electric vehicles (EVs) and plug-in electric vehicles (PHEVs) arrived in late 2010, there was a substantial lack of infrastructure to support these vehicles. ChargePoint America deployed charging infrastructure in ten (10) metropolitan regions in coordination with vehicle deliveries targeting those same regions by our OEM partners: General Motors, Nissan, Fisker Automotive, Ford, smart USA, and BMW. The metropolitan regions include Central Texas (Austin/San Antonio), Bellevue/Redmond (WA), Southern Michigan, Los Angeles area (CA), New York Metro (NY), Central Florida (Orlando/Tampa), Sacramento (CA), San Francisco/San Jose (CA), Washington DC and Boston (MA). ChargePoint America installed more than 4,600 Level 2 (220v) SAE J1772™ UL listed networked charging ports in home, public and commercial locations to support approximately 2000 program vehicles. ChargePoint collected data to analyze how individuals, businesses and local governments used their vehicles. Understanding driver charging behavior patterns will provide the DoE with critical information as EV adoption increases in the United States.

    Research in Question Answering has focused on the quality of information retrieval or extraction using the metrics of precision and recall to judge success; these metrics drive toward finding the specific best answer(s) and are best supportive of a lookup type of search. These do not address the opportunity that users? natural language questions present for exploratory interactions. In this paper, we present an integrated Question Answering environment that combines a visual analytics tool for unstructured text and a state-of-the-art query expansion tool designed to compliment the cognitive processes associated with an information analysts work flow. Analysts are seldom looking for factoid answers to simple questions; their information needs are much more complex in that they may be interested in patterns of answers over time, conflicting information, and even related non-answer data may be critical to learning about a problem or reaching prudent conclusions. In our visual analytics tool, questions result in a comprehensive answer space that allows users to explore the variety within the answers and spot related information in the rest of the data. The exploratory nature of the dialog between the user and this system requires tailored evaluation methods that better address the evolving user goals and counter cognitive biases inherent to exploratory search tasks.

    In answering the difficult questions on neutrinos asked by Sphinx I argue that search for proton decay is the most important experiment in coming 5-10 years. I also emphasize the crucial importance of the neutrinoless double beta decay with sensitivity of \\sim 0.01 eV level as the unique feasible way of directly detecting neutrinos of atmospheric mass scale in laboratories. I point out that, if observed at this level, it means not only that neutrinos are Majorana particle but also that they must obey an inverted mass hierarchy.

Definition of Subject The purpose of this text is to provide an introduction to aspects of oceanic general circulation models (OGCMs), an important component of Climate System or Earth System Model (ESM). The role of the ocean in ESMs is described in Chapter XX (EDITOR: PLEASE FIND THE COUPLED CLIMATE or EARTH SYSTEM MODELING CHAPTERS). The emerging need for understanding the Earth’s climate system and especially projecting its future evolution has encouraged scientists to explore the dynamical, physical, and biogeochemical processes in the ocean. Understanding the role of these processes in the climate system is an interesting and challenging scientific subject. For example, a research question how much extra heat or CO2 generated by anthropogenic activities can be stored in the deep ocean is not only scientifically interesting but also important in projecting future climate of the earth. Thus, OGCMs have been developed and applied to investigate the various oceanic processes and their role in the climate system.

    A fast acting inlet guide vane (IGV) system was developed for the model Siemens V94.2 gas turbine (GT). This system enables the GT to perform larger and faster load changes in the case of electrical grid disturbances. Disturbances in electrical grids are caused by an unbalance between actual power generation and power consumption resulting in grid frequency deviations. In order to reduce such deviations, it is desirable for a GT (connected to the grid), to increase/reduce load as fast as required. This task is achieved by the fast responding IGV system: Basically, the occurring grid frequency deviation is monitored by the IGV system. Depending on this deviation, the compressor air mass flow is adapted to the changing fuel mass flow (which is set approximately proportional to the frequency deviation by the GT controller). The fast IGV actuator plays a main role in this dynamic response, allowing the vanes to open/close very fast. Tests performed on Poolbeg site (Ireland) proved safe and rapid load changes with a typical load ramp of 50 MW within 3 sec.

    The explanation for the existence of an excess population of faint blue galaxies (FBGs) has been a mystery for nearly two decades, and remains one of the grand astronomical issues to date. Existing models cannot explain all of the observational data such as galaxy number counts in the optical and infrared passbands and the redshift distributions of galaxies. Here, by modelling the morphological number counts derived from the Hubble Space Telescope, as well as the number counts in optical and infrared passbands, and the redshift and color distributions of galaxies obtained from ground-based observations, we show that the `FBG problem' cannot be resolved if elliptical galaxies are assumed to have formed in an instantaneous burst of star formation at high redshift with no subsequent star formation events, which is just the conventional scenario for formation and evolution of ellipticals. There exist great discrepancies between the observed $B-K$ color distribution and the predicted distribution for ellipticals by such a pure luminosity evolution (PLE) model in the context of the conventional scenario. Neither can the mild evolution (i.e., the star formation events have lasted for a longer time than those of the instantaneous burst and passive evolution since the formation of galaxies) for ellipticals be accepted in the context of PLE assumption. The introduction of dust extinction also cannot save the PLE models. This conclusion holds for each of the three cosmological models under consideration: flat, open and $\\Lambda$-dominated. Hence, our investigation suggests that PLE assumption for elliptical galaxies is questionable, and number evolution may be essential for ellipticals.

    Title V of the Federal Clean Air Act Amendments of 1990 requires federal operating permits for all major sources of air pollution. In 1992, Title 40, Part 70 of the Code of Federal Regulations (40 CFR Part 70) codified the law s requirements. These federal regulations, entitled Operating Permit Program, define the minimum requirements for state administered operating permit programs. The intent of Title V is to put into one document all requirements of an operating permit. General Permits for oil and gas facilities may be preferred if the facility can comply with all permit requirements. If greater flexibility than allowed by the General Permit is required, then the facility should apply for an individual Title V permit. General Permits are designed to streamline the permitting process, shorten the time it takes to obtain approval for initial and modified permits. The advantages of the General Permit include reduced paperwork and greater consistency because the permits are standardized. There should be less uncertainty because permit requirements will be known at the time of application. Approval times for Initial and modified General Permits should be reduced. Lengthy public notice procedures (and possible hearings) will be required for only the initial approval of the General Permit and not for each applicant to the permit. A disadvantage of General Permits is reduced flexibility since the facility must comply with the requirements of a standardized permit.

    We prove a theorem on direct relation between the optimal fidelity $f_{max}$ of teleportation and the maximal singlet fraction $F_{max}$ attainable by means of trace-preserving LQCC action (local quantum and classical communication). For a given bipartite state acting on $C^d\\otimes C^d$ we have $f_{max}= {F_{max}d+1\\over d+1}$. We assume completely general teleportation scheme (trace preserving LQCC action over the pair and the third particle in unknown state). The proof involves the isomorphism between quantum channels and a class of bipartite states. We also exploit the technique of $U\\otimes U^*$ twirling states (random application of unitary transformation of the above form) and the introduced analogous twirling of channels. We illustrate the power of the theorem by showing that {\\it any} bound entangled state does not provide better fidelity of teleportation than for the purely classical channel. Subsequently, we apply our tools to the problem of the so-called conclusive teleportation, then reduced to the question of optimal conclusive increasing of singlet fraction. We provide an example of state for which Alice and Bob have no chance to obtain perfect singlet by LQCC action, but still singlet fraction arbitrarily close to unity can be obtained with nonzero probability. We show that a slight modification of the state has a threshold for singlet fraction which cannot be exceeded anymore.

    This article is devoted to the status of the electroweak theory on the eve of experimentation at CERN's Large Hadron Collider. A compact summary of the logic and structure of the electroweak theory precedes an examination of what experimental tests have established so far. The outstanding unconfirmed prediction of the electroweak theory is the existence of the Higgs boson, a weakly interacting spin-zero particle that is the agent of electroweak symmetry breaking, the giver of mass to the weak gauge bosons, the quarks, and the leptons. General arguments imply that the Higgs boson or other new physics is required on the TeV energy scale. Indirect constraints from global analyses of electroweak measurements suggest that the mass of the standard-model Higgs boson is less than 200 GeV. Once its mass is assumed, the properties of the Higgs boson follow from the electroweak theory, and these inform the search for the Higgs boson. Alternative mechanisms for electroweak symmetry breaking are reviewed, and the importance of electroweak symmetry breaking is illuminated by considering a world without a specific mechanism to hide the electroweak symmetry. For all its triumphs, the electroweak theory has many shortcomings.

    During the past decades there has been a continuous growth in the number of physical and societal problems that have been successfully studied and solved by means of computational modeling and simulation. Distinctively, a number of these are important scientific problems ranging in scale from the atomic to the cosmic. For example, ionization is a phenomenon as ubiquitous in modern society as the glow of fluorescent lights and the etching on silicon computer chips; but it was not until 1999 that researchers finally achieved a complete numerical solution to the simplest example of ionization, the collision of a hydrogen atom with an electron. On the opposite scale, cosmologists have long wondered whether the expansion of the Universe, which began with the Big Bang, would ever reverse itself, ending the Universe in a Big Crunch. In 2000, analysis of new measurements of the cosmic microwave background radiation showed that the geometry of the Universe is flat, and thus the Universe will continue expanding forever. Both of these discoveries depended on high performance computer simulations that utilized computational tools included in the Advanced Computational Testing and Simulation (ACTS) Toolkit. The ACTS Toolkit is an umbrella project that brought together a number of general purpose computational tool development projects funded and supported by the U.S. Department of Energy (DOE). These tools, which have been developed independently, mainly at DOE laboratories, make it easier for scientific code developers to write high performance applications for parallel computers. They tackle a number of computational issues that are common to a large number of scientific applications, mainly implementation of numerical algorithms, and support for code development, execution and optimization. The ACTS Toolkit Project enables the use of these tools by a much wider community of computational scientists, and promotes code portability, reusability, reduction of duplicate efforts, and tool maturity. This paper presents a brief introduction to the functionality available in ACTS.

The new rule addresses questions about the distinction between a service contract and a lease of property for tax purposes by establishing four requirements an energy sales contract must meet to be classified as a service contract: The service recipient cannot operate the facility, bear a significant financial burden due to nonperformance, receive a significant financial benefit, or have an option or obligation to purchase at other than a fair market value. The Act will affect the structure of future alternative energy projects, but continues to offer tax benefits as long as conditions are met.

Title III contains provisions relating to hazardous air pollutants (HAPs) and provides special treatment for electric utilities. Generally, this discussion documents that if utility toxic emissions are regulated, one of the chief difficulties confronting utilities will be the lack of coordination between Title III and other titles of the Act. The principal focus is the feasibility of achieving the percentage reduction in petroleum-based transportation fuels used by light-duty vehicles (10% in 2000, 30% in 2010) as required by section 502(b)(2). The percentage goals must be consistent with the general goals of section 502(a), which include reducing oil imports, reducing greenhouse gases, and improving the nation`s economy. This paper draws upon conditional projections of replacement-fuel use in two separate 1994 studies conducted by the U.S. Department of Energy`s Energy Information Administration and its Office of Transportation Technologies. By referring to these published results and their context, this paper identifies key issues that must be considered in an evaluation of various section 502 goals as required by section 504(a).

    The connection between the non-equilibrium dynamics of isolated quantum many-body systems and statistical mechanics is a fundamental open question. It is generally believed that the unitary quantum evolution of a sufficiently complex system leads to an apparent maximum-entropy state that can be described by thermodynamical ensembles. However, conventional ensembles fail to describe the large class of systems that exhibit non-trivial conserved quantities. Instead, generalized ensembles have been predicted to maximize entropy in these systems. In our experiments we explicitly show that a degenerate one-dimensional Bose gas relaxes to a state that can be described by such a generalized ensemble. This is verified through a detailed study of correlation functions up to 10th order. The applicability of the generalized ensemble description for isolated quantum many-body systems points to a natural emergence of classical statistical properties from the microscopic unitary quantum evolution.

    We model a loss of flow accident (LOFA) in the ARIES-ACT1 tokamak design. ARIES-ACT1 features an advanced SiC blanket with LiPb as coolant and breeder, a helium cooled steel structural ring and tungsten divertors, a thin-walled, helium cooled vacuum vessel, and a room temperature water-cooled shield outside the vacuum vessel. The water heat transfer system is designed to remove heat by natural circulation during a LOFA. The MELCOR model uses time-dependent decay heats for each component determined by 1-D modeling. The MELCOR model shows that, despite periodic boiling of the water coolant, that structures are kept adequately cool by the passive safety system.
