    ABSTRACT Project Title: Recovery Act: Advanced Direct Methanol Fuel Cell for Mobile Computing PROJECT OBJECTIVE The objective of the project was to advance portable fuel cell system technology towards the commercial targets of power density, energy density and lifetime. These targets were laid out in the DOE’s R&D roadmap to develop an advanced direct methanol fuel cell power supply that meets commercial entry requirements. Such a power supply will enable mobile computers to operate non-stop, unplugged from the wall power outlet, by using the high energy density of methanol fuel contained in a replaceable fuel cartridge. Specifically this project focused on balance-of-plant component integration and miniaturization, as well as extensive component, subassembly and integrated system durability and validation testing. This design has resulted in a pre-production power supply design and a prototype that meet the rigorous demands of consumer electronic applications. PROJECT TASKS The proposed work plan was designed to meet the project objectives, which corresponded directly with the objectives outlined in the Funding Opportunity Announcement: To engineer the fuel cell balance-of-plant and packaging to meet the needs of consumer electronic systems, specifically at power levels required for mobile computing. UNF used existing balance-of-plant component technologies developed under its current US Army CERDEC project, as well as a previous DOE project completed by PolyFuel, to further refine them to both miniaturize and integrate their functionality to increase the system power density and energy density. Benefits of UNF’s novel passive water recycling MEA (membrane electrode assembly) and the simplified system architecture it enabled formed the foundation of the design approach. The package design was hardened to address orientation independence, shock, vibration, and environmental requirements. Fuel cartridge and fuel subsystems were improved to ensure effective fuel containment. PROJECT OVERVIEW The University of North Florida (UNF), with project partner the University of Florida, recently completed the Department of Energy (DOE) project entitled “Advanced Direct Methanol Fuel Cell for Mobile Computing”. The primary objective of the project was to advance portable fuel cell system technology towards the commercial targets as laid out in the DOE R&D roadmap by developing a 20-watt, direct methanol fuel cell (DMFC), portable power supply based on the UNF innovative “passive water recovery” MEA. Extensive component, sub-system, and system development and testing was undertaken to meet the rigorous demands of the consumer electronic application. Numerous brassboard (nonpackaged) systems were developed to optimize the integration process and facilitating control algorithm development. The culmination of the development effort was a fully-integrated, DMFC, power supply (referred to as DP4). The project goals were 40 W/kg for specific power, 55 W/l for power density, and 575 Whr/l for energy density. It should be noted that the specific power and power density were for the power section only, and did not include the hybrid battery. The energy density is based on three, 200 ml, fuel cartridges, and also did not include the hybrid battery. The results show that the DP4 system configured without the methanol concentration sensor exceeded all performance goals, achieving 41.5 W/kg for specific power, 55.3 W/l for power density, and 623 Whr/l for energy density. During the project, the DOE revised its technical targets, and the definition of many of these targets, for the portable power application. With this revision, specific power, power density, specific energy (Whr/kg), and energy density are based on the total system, including fuel tank, fuel, and hybridization battery. Fuel capacity is not defined, but the same value is required for all calculations. Test data showed that the DP4 exceeded all 2011 Technical Status values; for example, the DP4 energy density was 373 Whr/l versus the DOE 2011 status of 200 Whr/l. For the DOE 2013 Technical Goals, the operation time was increased from 10 hours to 14.3 hours. Under these conditions, the DP4 closely approached or surpassed the technical targets; for example, the DP4 achieved 468 Whr/l versus the goal of 500 Whr/l. Thus, UNF has successfully met the project goals. A fully-operational, 20-watt DMFC power supply was developed based on the UNF passive water recovery MEA. The power supply meets the project performance goals and advances portable power technology towards the commercialization targets set by the DOE.

    Repository performance confirmation links the technical bases of repository science and societal acceptance. This paper explores the myriad aspects of what has been labeled performance confirmation in U.S. programs, which involves monitoring as a collection of distinct activities combining technical and social significance in radioactive waste management. This paper is divided into four parts: (1) A distinction is drawn between performance confirmation monitoring and other testing and monitoring objectives; (2) A case study illustrates confirmation activities integrated within a long-term testing and monitoring strategy for Yucca Mountain; (3) A case study reviews compliance monitoring developed and implemented for the Waste Isolation Pilot Plant; and (4) An approach for developing, evaluating and implementing the next generation of performance confirmation monitoring is presented. International interest in repository monitoring is exhibited by the European Commission Seventh Framework Programme 'Monitoring Developments for Safe Repository Operation and Staged Closure' (MoDeRn) Project. The MoDeRn partners are considering the role of monitoring in a phased approach to the geological disposal of radioactive waste. As repository plans advance in different countries, the need to consider monitoring strategies within a controlled framework has become more apparent. The MoDeRn project pulls together technical and societal experts to assimilate a common understanding of a process that could be followed to develop a monitoring program. A fundamental consideration is the differentiation of confirmation monitoring from the many other testing and monitoring activities. Recently, the license application for Yucca Mountain provided a case study including a technical process for meeting regulatory requirements to confirm repository performance as well as considerations related to the preservation of retrievability. The performance confirmation plan developed as part of the Yucca Mountain license application identified a broad suite of monitoring activities. A revision of the plan was expected to winnow the number of activities down to a manageable size. As a result, an objective process for the next stage of performance confirmation planning was developed as an integral part of an overarching long-term testing and monitoring strategy. The Waste Isolation Pilot Plant compliance monitoring program at once reflects its importance to stakeholders while demonstrating adequate understanding of relevant monitoring parameters. The compliance criteria were stated by regulation and are currently monitored as part of the regulatory rule for disposal. At the outset, the screening practice and parameter selection were not predicated on a direct or indirect correlation to system performance metrics, as was the case for Yucca Mountain. Later on, correlation to performance was established, and the Waste Isolation Pilot Plant continues to monitor ten parameters originally identified in the compliance certification documentation. The monitoring program has proven to be effective for the technical intentions and societal or public assurance. The experience with performance confirmation in the license application process for Yucca Mountain helped identify an objective, quantitative methodology for this purpose. Revision of the existing plan would be based on findings of the total system performance assessment. Identification and prioritization of confirmation activities would then derive from performance metrics associated with performance assessment. Given the understanding of repository performance confirmation, as reviewed in this paper, it is evident that the performance confirmation program for the Yucca Mountain project could be readily re-engaged if licensing activities resumed.

    A standard sequential procedure is adapted to a limited-frequency unannounced access (LFUA) inspection problem, where uranium enrichment is monitored using nondestructive assay instrumentation. If the enrichment is in the low-enriched uranium (LEU) range, rapid confirmation to that effect is provided under anticipated measurement conditions. Decision thresholds are derived based on the required confidence level in an LEU confirmation. Also, the procedure is easily automated and is such that the raw data need not be revealed.

    Savannah River National Laboratory (SRNL) personnel were requested to confirm the Tank 50 Batch 0 grout formulation per Technical Task Request, SSF-TTR-2006-0001 (task 1 of 2) [1]. Earlier Batch 0 formulation testing used a Tank 50 sample collected in September 2005 and is described elsewhere [2]. The current testing was performed using a sample of Tank 50 waste collected in May 2006. This work was performed according to the Technical Task and Quality Assurance Plan (TT/QAP), WSRC-RP-2006-00594 [3]. The salt solution collected from Tank 50 in May 2006 contained approximately 3 weight percent more solids than the sample collected in September 2005. The insoluble solids took longer to settle in the new sample which was interpreted as indicating finer particles in the current sample. The saltstone formulation developed for the September 2005 Tank 50 Batch 0 sample was confirmed for the May 2006 sample with one minor exception. Saltstone prepared with the Tank 50 sample collected in May 2006 required 1.5 times more Daratard 17 set retarding admixture than the saltstone prepared with the September In addition, a sample prepared with lower shear mixing (stirring with a spatula) had a higher plastic viscosity (57 cP) than samples made with higher shear mixing in a blender (23cP). The static gel times of the saltstone slurries made with low shear mixing were also shorter ({approx}32 minutes) than those for comparable samples made in the blender ({approx}47 minutes). The addition of the various waste streams (ETP, HEU-HCAN, and GPE-HCAN) to Tank 50 from September 2005 to May 2006 has increased the amount of set retarder, Daratard 17, required for processing saltstone slurries through the Saltstone facility. If these streams are continued to be added to Tank 50, the quantity of admixtures required to maintain the same processing conditions for the Saltstone facility will probably change and additional testing is recommended to reconfirm the Tank 50 Saltstone formulation.

    As defined in 10 CFR Part 60.2, Performance Confirmation is the ''program of tests, experiments and analyses which is conducted to evaluate the accuracy and adequacy of the information used to determine with reasonable assurance that the performance objectives for the period after permanent closure will be met''. The overall Performance Confirmation program begins during site characterization and continues up to repository closure. The main purpose of this document is to develop, explore and analyze initial concepts for using remotely operated and robotic systems in gathering repository performance information during Performance Confirmation. This analysis focuses primarily on possible Performance Confirmation related applications within the emplacement drifts after waste packages have been emplaced (post-emplacement) and before permanent closure of the repository (preclosure). This will be a period of time lasting approximately 100 years and basically coincides with the Caretaker phase of the project. This analysis also examines, to a lesser extent, some applications related to Caretaker operations. A previous report examined remote handling and robotic technologies that could be employed during the waste package emplacement phase of the project (Reference 5.1). This analysis is being prepared to provide an early investigation of possible design concepts and technical challenges associated with developing remote systems for monitoring and inspecting activities during Performance Confirmation. The writing of this analysis preceded formal development of Performance Confirmation functional requirements and program plans and therefore examines, in part, the fundamental Performance Confirmation monitoring needs and operating conditions. The scope and primary objectives of this analysis are to: (1) Describe the operating environment and conditions expected in the emplacement drifts during the preclosure period. (Presented in Section 7.2). (2) Identify and discuss the main Performance Confirmation monitoring needs and requirements during the post-emplacement preclosure period. This includes radiological, non-radiological, host rock, and infrastructure performance monitoring needs. It also includes monitoring for possible off-normal events. (Presented in Section 7.3). (3) Identify general approaches and methods for obtaining performance information from within the emplacement drifts for Performance Confirmation. (Presented in Section 7.4) (4)Review and discuss available technologies and design strategies that may permit the use of remotely operated systems within the hostile thermal and radiation environment expected within the emplacement drifts. (Presented in Section 7.5). (5) Based on Performance Confirmation monitoring needs and available technologies, identify potential application areas for remote systems and robotics for post-emplacement preclosure Performance Confirmation activities (Presented in Section 7.6). (6) Develop preliminary remote monitoring and robotic concepts for post-emplacement, preclosure Performance Confirmation activities. (Presented in Section 7.7) This analysis is being performed very early in the systems engineering cycle, even as issues related to the Performance Confirmation program planning phase are being formulated and while the associated needs, constraints and objectives are yet to be fully determined and defined. This analysis is part of an issue formulation effort and is primarily concerned with identification and description of key issues related to remotely monitoring repository performance for Performance Confirmation. One of the purposes of this analysis is to provide an early investigation of potential design challenges that may have a high impact on future design concepts. This analysis can be used to guide future concept development and help access what is feasible and achievable by application of remote systems technology. Future design and systems engineering analysis with applicable iterations of modeling, optimizing, ranking and refinement of concepts will be needed to arrive at optimal design concepts.

    This paper is the fourth in a series of reports on the breakthrough research in historical validation of attrition in conflict. Significant defense policy decisions, including weapons acquisition and arms reduction, are based in part on models of conflict. Most of these models are driven by their attrition algorithms, usually forms of the Lanchester square and linear laws. None of these algorithms have been validated. The results of this paper confirm the results of earlier papers, using a large database of historical results. The homogeneous linear-logarithmic Lanchestrian attrition model is validated to the extent possible with current initial and final force size data and is consistent with the Iwo Jima data. A particular differential linear-logarithmic model is described that fits the data very well. A version of Helmbold's victory predicting parameter is also confirmed, with an associated probability function. 37 refs., 73 figs., 68 tabs.

    This is the final report of the NUMO-LBNL collaborative project: Feature Detection, Characterization and Confirmation Methodology under NUMO-DOE/LBNL collaboration agreement, the task description of which can be found in the Appendix. We examine site characterization projects from several sites in the world. The list includes Yucca Mountain in the USA, Tono and Horonobe in Japan, AECL in Canada, sites in Sweden, and Olkiluoto in Finland. We identify important geologic features and parameters common to most (or all) sites to provide useful information for future repository siting activity. At first glance, one could question whether there was any commonality among the sites, which are in different rock types at different locations. For example, the planned Yucca Mountain site is a dry repository in unsaturated tuff, whereas the Swedish sites are situated in saturated granite. However, the study concludes that indeed there are a number of important common features and parameters among all the sites--namely, (1) fault properties, (2) fracture-matrix interaction (3) groundwater flux, (4) boundary conditions, and (5) the permeability and porosity of the materials. We list the lessons learned from the Yucca Mountain Project and other site characterization programs. Most programs have by and large been quite successful. Nonetheless, there are definitely 'should-haves' and 'could-haves', or lessons to be learned, in all these programs. Although each site characterization program has some unique aspects, we believe that these crosscutting lessons can be very useful for future site investigations to be conducted in Japan. One of the most common lessons learned is that a repository program should allow for flexibility, in both schedule and approach. We examine field investigation technologies used to collect site characterization data in the field. An extensive list of existing field technologies is presented, with some discussion on usage and limitations. Many of the technologies on the list were in fact used during the characterization of Yucca Mountain and elsewhere by LBNL personnel. The study also includes emerging technologies and identifies the need to develop better estimation of important parameters for repository siting. Notable emerging technologies include 3-D seismic and satellite-based remote sensing and wireless micro electro mechanical systems (MEMS) sensors. They enable cost-effective and ubiquitous monitoring to be applied for site characterization. We list and classify the types of uncertainties involved in site characterization. Uncertainties can exist in all aspects of site characterization: data, interpretation, conceptualization, and modeling. We use the Swedish program to exemplify such uncertainties. We also devote a chapter on geochemical issues regarding the interaction between groundwater and natural and engineered barrier materials. A recommendation has been made to take advantage of the recent advancement in geochemical modeling capabilities in natural systems. Although it is not of immediate relevance at the preliminary investigation stage, it serves as a good reminder that geochemical investigation efforts should not be overlooked at any stage in the repository program. We construct a synthetic preliminary-investigation site based on an extensive data set available from a geoscientific project in Japan, which we use as a 'real' site to evaluate uncertainties resulting from hydrogeological modeling and examine strategies for characterizing a new site. We plan various preliminary-investigation configurations and conduct preliminary numerical investigations at the synthetic site. We construct a model of the 'real' site for each PI configuration, make predictions of particle travel times, and compare against the 'real' data obtained from the 'real' model. We conclude that drilling as many as nine boreholes does not necessarily improve the understanding of the site compared to drilling as few as three boreholes, unless there is an underlying structure that is larger than the spacing of the boreholes.     A high-current, fast-acting switch is designed for utilization as a crowbar switch in a high-current circuit such as used to generate the magnetic confinement field of a plasma-confining and heat device, e.g., Pyrotron. The device particularly comprises a cylindrical housing containing two stationary, cylindrical contacts between which a movable contact is bridged to close the switch. The movable contact is actuated by a differential-pressure, airdriven piston assembly also within the housing. To absorb the acceleration (and the shock imparted to the device by the rapidly driven, movable contact), an adjustable air buffer assembly is provided, integrally connected to the movable contact and piston assembly.     A double acting bit holder that permits bits held in it to be resharpened during cutting action to increase energy efficiency by reducing the amount of small chips produced. The holder consist of: a stationary base portion capable of being fixed to a cutter head of an excavation machine and having an integral extension therefrom with a bore hole therethrough to accommodate a pin shaft; a movable portion coextensive with the base having a pin shaft integrally extending therefrom that is insertable in the bore hole of the base member to permit the moveable portion to rotate about the axis of the pin shaft; a recess in the movable portion of the holder to accommodate a shank of a bit; and a biased spring disposed in adjoining openings in the base and moveable portions of the holder to permit the moveable portion to pivot around the pin shaft during cutting action of a bit fixed in a turret to allow front, mid and back positions of the bit during cutting to lessen creation of small chip amounts and resharpen the bit during excavation use.

    Here, the crystallization kinetics of nanoscale amorphous solid water (ASW) films are investigated using temperature-programmed desorption (TPD) and reflection absorption infrared spectroscopy (RAIRS). TPD measurements are used to probe surface crystallization and RAIRS measurements are used to probe bulk crystallization. Isothermal TPD results show that surface crystallization is independent of the film thickness (from 100 to 1000 ML). Conversely, the RAIRS measurements show that the bulk crystallization time increases linearly with increasing film thickness. These results suggest that nucleation and crystallization begin at the ASW/vacuum interface and then the crystallization growth front propagates linearly into the bulk. This mechanism wasmore » confirmed by selective placement of an isotopic layer (5% D2O in H2O) at various positions in an ASW (H2O) film. In this case, the closer the isotopic layer was to the vacuum interface, the earlier the isotopic layer crystallized.     This report characterizes the U.S. Department of Energy s Weatherization Assistance Program (WAP) during the American Recovery and Reinvestment Act of 2009 (Recovery Act) period. This research was one component of the Recovery Act evaluation of WAP. The report presents the results of surveys administered to Grantees (i.e., state weatherization offices) and Subgrantees (i.e., local weatherization agencies). The report also documents the ramp up and ramp down of weatherization production and direct employment during the Recovery Act period and other challenges faced by the Grantees and Subgrantees during this period. Program operations during the Recovery Act (Program Year 2010) are compared to operations during the year previous to the Recovery Act (Program Year 2008).

    A high-frequency directional antenna of the 360 d scaring type is described. The antenna has for its desirable features the reduction in both size and complexity of the mechanism for rotating the antenna through its scanning movement. These advantages result from the rotation of only the driven element, the reflector remaining stationary. The particular antenna structure comprises a refiector formed by a plurality of metallic slats arranged in the configuration of an annular cage having the shape of a zone of revolution. The slats are parallel to each other and are disposed at an angle of 45 d to the axis of the cage. A directional radiator is disposed inside the cage at an angle of 45 d to the axis of the cage in the same direction as the reflecting slats which it faces. As the radiator is rotated, the electromagnetic wave is reflected from the slats facing the radiator and thereafter passes through the cage on the opposite side, since these slats are not parallel with the E vector of the wave.

The video describes how the Department of Energy and its contractors turned a nearly $2 billion investment of American Recovery and Reinvestment Act funding in 2009 into nearly $4 billion worth of environmental cleanup work over the past two years. At the same time, Hanford workers have reduced the cleanup footprint of the Hanford Site by more than half (586 square miles to 241 sq. mi. through August -- 59 percent).

    A fast-acting valve actuator utilizes a spring driven pneumatically loaded piston to drive a valve gate. Rapid exhaust of pressurized gas from the pneumatically loaded side of the piston facilitates an extremely rapid piston stroke. A flexible selector diaphragm opens and closes an exhaust port in response to pressure differentials created by energizing and de-energizing a solenoid which controls the pneumatic input to the actuator as well as selectively providing a venting action to one side of the selector diaphragm.

    The ACTS Collection is a set of software tools that help developers or programmers write high performance parallel codes for their scientific applications. PyACTS is a Python-based interface to some of the tools in the ACTS Collection. The main purpose of developing PyACTS is to provide a uniform easy-to-use external interface to existing ACTS tools,and support ACTS users to rapidly prototype their codes with the tools. In particular, for users who are new to ACTS, they will find PyACTS helpful to test and try the functionality available in the collection. Further, this training will allow users to acquire the necessary experience to develop their own applications. In the current development phase of PyACTS, part of the ScaLAPACK subroutines are being made available. This report illustrates how we develop the idea of wrapping the ACTS Collection with a high level scripting language, like Python, and a status of the development of the Python front-end interface and future plans.

    An attempt to confirm production of superheavy elements in the reaction of 48Ca beams with actinide targets has been performed using the 238U(48Ca,3n)283112 reaction. Two 48Ca projectile energies were used, that spanned the energy range where the largest cross sections have been reported for this reaction. No spontaneous fission events were observed. No alpha decay chains consistent with either reported or theoretically predicted element 112 decay properties were observed. The cross section limits reached are significantly smaller than the recently reported cross sections.

    An attempt to confirm production of superheavy elements in the reaction of {sup 48}Ca beams with actinide targets has been performed using the {sup 238}U({sup 48}Ca,3n){sup 283}112 reaction. Two {sup 48}Ca projectile energies were used that spanned the energy range where the largest cross sections have been reported for this reaction. No spontaneous fission events were observed. No {alpha} decay chains consistent with either reported or theoretically predicted element 112 decay properties were observed. The cross-section limits reached are significantly smaller than the recently reported cross sections.

    The objective of this calculation is to establish an isotopic database to represent commercial spent nuclear fuel (CSNF) from pressurized water reactors (PWRs) in criticality analyses performed for the proposed Monitored Geologic Repository at Yucca Mountain, Nevada. Confirmation of the conservatism with respect to criticality in the isotopic concentration values represented by this isotopic database is performed as described in Section 3.5.3.1.2 of the ''Disposal Criticality Analysis Methodology Topical Report'' (YMP 2000). The isotopic database consists of the set of 14 actinides and 15 fission products presented in Section 3.5.2.1.1 of YMP 2000 for use in CSNF burnup credit. This set of 29 isotopes is referred to as the principal isotopes. The oxygen isotope from the UO{sub 2} fuel is also included in the database. The isotopic database covers enrichments of {sup 235}U ranging from 1.5 to 5.5 weight percent (wt%) and burnups ranging from approximately zero to 75 GWd per metric ton of uranium (mtU). The choice of fuel assembly and operating history values used in generating the isotopic database are provided is Section 5. Tables of isotopic concentrations for the 29 principal isotopes (plus oxygen) as a function of enrichment and burnup are provided in Section 6.1. Results of the confirmation of the conservatism with respect to criticality in the isotopic concentration values are provided in Section 6.2.

    A plurality of slide valve elements having plural axial-spaced annular parts and an internal slide are inserted into a bulkhead in a fluid conduit from a downstream side of the bulkhead, locked in place by a bayonet coupling and set screw, and project through the bulkhead into the upstream conduit. Pneumatic lines connecting the slide valve element actuator to pilot valves are brought out the throat of the valve element to the downstream side. Pilot valves are radially spaced around the exterior of the valve to permit the pneumatic lines to be made identical, thereby to minimize adverse timing tolerances in operation due to pressure variations. Ring manifolds surround the valve adjacent respective pilot valve arrangements to further reduce adverse timing tolerances due to pressure variations, the manifolds being directly connected to the respective pilot valves. Position sensors are provided the valve element slides to signal the precise time at which a slide reaches or passes through a particular point in its stroke to initiate a calibrated timing function.

    A 7118 ft (2170 m) deep geothermal test well was drilled on the south edge of the city of Alamosa, Colorado as part of the Department of Energy's User Coupled Confirmation Drilling Program. The project was selected on the bases of a potential direct heat geothermal resource within the Rio Grande rift graben and resource users in Alamosa. The well site was selected on the hypothesis of a buried horst along which deep thermal fluids might be rising. In addition, there were city wells that were anomalous in temperature and the location was convenient to potential application. The Alamosa No. 1 penetrated 2000 ft (610 m) of fine clastic rocks over 4000 ft (1219 m) of volcaniclastic rock resting on precambrian crystalline rock at a depth of 6370 ft (1942 m). Due to poor hole conditions, geophysical logs were not run. The stabilized bottom hole temperature was 223/sup 0/F (106/sup 0/C) with a gradient of 2.6/sup 0/F/100 ft (47/sup 0/C/km). Limited testing indicated a very low production capacity. 16 refs., 6 figs.

The Act is based on the premise that genetic information is different from other types of personal information in ways that require special protection. Therefore, to effectively protect genetic privacy unauthorized collection and analysis of individually identifiable DNA must be prohibited.     New techniques for the laboratory direct detection of dark matter weakly interacting massive particles (WIMPs) are sensitive to the recoil direction of the struck nuclei. We compute and compare the directional recoil rates dR/dcos{theta} (where {theta} is the angle measured from a reference direction in the sky) for several WIMP velocity distributions including the standard dark halo and anisotropic models such as Sikivie's late-infall halo model and logarithmic-ellipsoidal models. Since some detectors may be unable to distinguish the beginning of the recoil track from its end (lack of head-tail discrimination), we introduce a folded directional recoil rate dR/d|cos{theta}|, where |cos{theta}| does not distinguish the head from the tail of the track. We compute the CS{sub 2} and CF{sub 4} exposures required to distinguish a signal from an isotropic background noise, and find that dR/d|cos{theta}| is effective for the standard dark halo and some but not all anisotropic models.

    Spectroscopic observations from the Large Binocular Telescope and the Very Large Telescope reveal kinematically narrow lines (∼50 km s{sup –1}) for a sample of 14 extreme emission line galaxies at redshifts 1.4 < z < 2.3. These measurements imply that the total dynamical masses of these systems are low (≲ 3 × 10{sup 9} M {sub ☉}). Their large [O III] λ5007 equivalent widths (500-1100 Å) and faint blue continuum emission imply young ages of 10-100 Myr and stellar masses of 10{sup 8}-10{sup 9} M {sub ☉}, confirming the presence of a violent starburst. The dynamical masses represent the first such determinations for low-mass galaxies at z > 1. The stellar mass formed in this vigorous starburst phase represents a large fraction of the total (dynamical) mass, without a significantly massive underlying population of older stars.     This waste analysis plan satisfies the requirements of Item 3 of Ecology Order 93NM-201 as amended per the Settlement Agreement. Item 3 states: ``Within forty (40) calendar days of receipt of this Order, the US Department of Energy Richland Operations (DOE-RL) and Westinghouse Hanford Company (WHC) shall provide Ecology with a plan for review and approval detailing the established criteria and procedures for waste inspection, segregation, sampling, designation, and repackaging of all containers reported in item {number_sign}1. The report shall include sampling plan criteria for different contaminated media, i.e., soils, compactable waste, high-efficiency particular air (HEPA) filters, etc., and a schedule for completing the work within the time allowed under this Order.`` Item 3 was amended per the Settlement Agreement as follows: ``In addition to the waste inspection plans for the ``unknowns`` previously provided and currently being supplemented, DOE-RL and WHC shall provide a draft waste analysis plan for the containers reported in Item 1 of the Order to Ecology by July 12, 1993. A final, DOE-RL approved waste analysis plan shall be submitted to Ecology by September 1, 1993, for Ecology`s written approval by September 15, 1993.`` Containers covered by the Order, Settlement Agreement, and this waste analysis plan consist of all those reported under Item 1 of the Order, less any containers that have been identified in unusual occurrences reported by Tank Farms. This waste analysis plan describes the procedures that will be undertaken to confirm or to complete designation of the solid waste identified in the Order.

  10. A chemical confirmation of the faint Boötes II dwarf spheroidal galaxy

    We present a chemical abundance study of the brightest confirmed member star of the ultra-faint dwarf galaxy Boötes II from Keck/HIRES high-resolution spectroscopy at moderate signal-to-noise ratios. At [Fe/H] = –2.93 ± 0.03(stat.) ± 0.17(sys.), this star chemically resembles metal-poor halo field stars and the signatures of other faint dwarf spheroidal galaxies at the same metallicities in that it shows enhanced [α/Fe] ratios, Solar Fe-peak element abundances, and low upper limits on the neutron-capture element Ba. Moreover, this star shows no chemical peculiarities in any of the eight elements we were able to measure. This implies that the chemical outliers found in other systems remain outliers pertaining to the unusual enrichment histories of the respective environments, while Boo II appears to have experienced an enrichment history typical of its very low mass. We also re-calibrated previous measurements of the galaxy's metallicity from the calcium triplet (CaT) and find a much lower value than reported before. The resulting broad metallicity spread, in excess of one dex, the very metal-poor mean, and the chemical abundance patterns of the present star imply that Boötes II is a low-mass, old, metal-poor dwarf galaxy and not an overdensity associated with the Sagittarius Stream as has been previously suggested based on its sky position and kinematics. The low, mean CaT metallicity of –2.7 dex falls right on the luminosity-metallicity relation delineated over four orders of magnitude from the more luminous to the faintest galaxies. Thus Boötes II's chemical enrichment appears representative of the galaxy's original mass, while tidal stripping and other mass loss mechanisms were probably not significant as for other low-mass satellites.

    The Genetic Privacy Act is a proposal for federal legislation. The Act is based on the premise that genetic information is different from other types of personal information in ways that require special protection. The DNA molecule holds an extensive amount of currently indecipherable information. The major goal of the Human Genome Project is to decipher this code so that the information it contains is accessible. The privacy question is, accessible to whom? The highly personal nature of the information contained in DNA can be illustrated by thinking of DNA as containing an individual`s {open_quotes}future diary.{close_quotes} A diary is perhaps the most personal and private document a person can create. It contains a person`s innermost thoughts and perceptions, and is usually hidden and locked to assure its secrecy. Diaries describe the past. The information in one`s genetic code can be thought of as a coded probabilistic future diary because it describes an important part of a unique and personal future. This document presents an introduction to the proposal for federal legislation `the Genetic Privacy Act`; a copy of the proposed act; and comment.

  15. AISI direct steelmaking program

    AISI with co-funding from DOE has initiated a research and development program aimed at the development of a new process for direct steelmaking, and the program is discussed in this document. The project is expected to cost about $30 million over a three-year period, with the government providing approximately 77 percent of the funds and AISI the balance. In contrast to current steelmaking processes which are largely open and batch, the direct steelmaking process would be closed and continuous. Further, it would use coal directly, thereby avoiding the need for coke ovens. The second year of the Direct Steelmaking Program (November 29, 1989, through November 28, 1990) was a year of significant accomplishment. The various research programs proceeded essentially on schedule and the pilot plant, the centerpiece of the program, was completed about three months behind schedule but began operation in almost a picture-perfect manner. This report presents the last years accomplishments.

Chapter 4 (Affected Environment) includes information on climate and meteorology, geology, hydrology, ecology, historical, archaeological and cultural resources, socioeconomics, and noise. Chapter 6 (Statutory and Regulatory Requirements) provides the preparer with the federal and state regulations, DOE directives and permits, and environmental standards directly applicable to the NEPA documents on the Hanford Site. The following sections were updated in this revision: climate and meteorology; ecology (threatened and endangered species section only); historical; archaeological and cultural resources; and all of chapter 6. No conclusions or recommendations are given in this report. Rather, it is a compilation of information on the Hanford Site environment that can be used directly by Site contractors.     We model a loss of flow accident (LOFA) in the ARIES-ACT1 tokamak design. ARIES-ACT1 features an advanced SiC blanket with LiPb as coolant and breeder, a helium cooled steel structural ring and tungsten divertors, a thin-walled, helium cooled vacuum vessel, and a room temperature water-cooled shield outside the vacuum vessel. The water heat transfer system is designed to remove heat by natural circulation during a LOFA. The MELCOR model uses time-dependent decay heats for each component determined by 1-D modeling. The MELCOR model shows that, despite periodic boiling of the water coolant, that structures are kept adequately cool by the passive safety system.

    Precise radial velocities from the Anglo-Australian Telescope (AAT) confirm the presence of a rare short-period planet around the K0 giant HD 121056. An independent two-planet solution using the AAT data shows that the inner planet has P = 89.1 ± 0.1 days, and m sin i = 1.35 ± 0.17 M{sub Jup}. These data also confirm the planetary nature of the outer companion, with m sin i = 3.9 ± 0.6 M{sub Jup} and a = 2.96 ± 0.16 AU. HD 121056 is the most-evolved star to host a confirmed multiple-planet system, and is a valuable example of a giant star hosting both a short-period and a long-period planet.

    A highly directional thermal emitter device comprises a two-dimensional periodic array of heavily doped semiconductor structures on a surface of a substrate. The array provides a highly directional thermal emission at a peak wavelength between 3 and 15 microns when the array is heated. For example, highly doped silicon (HDSi) with a plasma frequency in the mid-wave infrared was used to fabricate nearly perfect absorbing two-dimensional gratings structures that function as highly directional thermal radiators. The absorption and emission characteristics of the HDSi devices possessed a high degree of angular dependence for infrared absorption in the 10-12 micron range, while maintaining high reflectivity of solar radiation (.about.64%) at large incidence angles.

    We present a new method for confirming transiting planets based on the combination of transit timing variations (TTVs) and dynamical stability. Correlated TTVs provide evidence that the pair of bodies are in the same physical system. Orbital stability provides upper limits for the masses of the transiting companions that are in the planetary regime. This paper describes a non-parametric technique for quantifying the statistical significance of TTVs based on the correlation of two TTV data sets. We apply this method to an analysis of the transit timing variations of two stars with multiple transiting planet candidates identified by Kepler. We confirm four transiting planets in two multiple planet systems based on their TTVs and the constraints imposed by dynamical stability. An additional three candidates in these same systems are not confirmed as planets, but are likely to be validated as real planets once further observations and analyses are possible. If all were confirmed, these systems would be near 4:6:9 and 2:4:6:9 period commensurabilities. Our results demonstrate that TTVs provide a powerful tool for confirming transiting planets, including low-mass planets and planets around faint stars for which Doppler follow-up is not practical with existing facilities. Continued Kepler observations will dramatically improve the constraints on the planet masses and orbits and provide sensitivity for detecting additional non-transiting planets. If Kepler observations were extended to eight years, then a similar analysis could likely confirm systems with multiple closely spaced, small transiting planets in or near the habitable zone of solar-type stars.

The Act, 15 U.S.C. 5101 et seq., has tile following purposes: (1) to {open_quotes}increase the energy efficiency and enhance the competitiveness of American steel, aluminum, and copper industries{close_quotes}; and (2) to continue the research and development efforts begun under the Department of Energy (DOE) program known as the Steel Initiative. Section 8 of tile Act requires the Secretary of Energy to prepare an annual report to Congress describing the activities carried out under the Act during each fiscal year. 15 U.S.C. 5107 In addition, with respect to reports on fiscal years 1993, 1995, and 1997, Section 8 requires a complete summary of activities under the management plan and research plan from inception with an analysis of extent of their success in accomplishing the purposes of the Act. Id. The Metals Initiative is currently supporting six steel industry research and development projects: (1) Superplastic Steel Processing with Lawrence Livermore National Laboratory; (2) Direct Steelmaking with the American Iron and Steel Institute; (3) Electrochemical Dezincing of Steel Scrap with Argonne National Laboratory and Metal Recovery Industries (U.S.), Inc.; (4) Rapid Analysis of Molten Metals Using Laser Produced Plasmas with Lehigh University; (5) Direct Strip Casting using a single wheel caster with Armco, Inc.; and (6) Advanced Process Control, also with the American Iron and Steel Institute. At the close of the fiscal year, a seventh project, Waste Oxide Recycling with the American Iron and Steel Institute, was selected for inclusion in the Direct Steelmaking project. There are three projects with the aluminum industry. The first, Wettable Cathodes for Alumina Reduction Cells with the Reynolds Metals Company, continues from the prior periods.

    Quantum disordered problems with a direction (imaginary vector potential) are discussed and mapped onto a supermatrix {sigma} model. It is argued that the 0D version of the {sigma} model may describe a broad class of phenomena that can be called directed quantum chaos. It is demonstrated by explicit calculations that these problems are equivalent to those of random asymmetric or non-Hermitian matrices. A joint probability of complex eigenvalues is obtained.     Due to the need of integrated circuit in the current silicon technology, the formation of graphene on Si wafer is highly desirable, but is still a challenge for the scientific community. In this context, we report the direct growth of graphene on Si(111) wafer under appropriate conditions using an electron beam evaporator. The structural quality of the material is investigated in detail by reflection high energy electron diffraction, Auger electron spectroscopy, X-ray photoemission spectroscopy, Raman spectroscopy, high resolution scanning electron microscopy, atomic force microscopy, and scanning tunneling microscopy. Our experimental results confirm that the quality of graphene is strongly dependent on the growth time during carbon atoms deposition.
