  2. Geothermal Development and the Use of Categorical Exclusions Under the National Environmental Policy Act of 1969 (Presentation)

    The federal environmental review process under the National Environmental Policy Act of 1969 (NEPA) can be complex and time consuming. Currently, a geothermal developer may have to complete the NEPA process multiple times during the development of a geothermal project. One mechanism to reduce the timeframe of the federal environmental review process for activities that do not have a significant environmental impact is the use of Categorical Exclusions (CXs), which can exempt projects from having to complete an Environmental Assessment or Environmental Impact Statement. This study focuses primarily on the CX process and its applicability to geothermal exploration. In this paper, we: Provide generalized background information on CXs, including previous NEPA reports addressing CXs, the process for developing CXs, and the role of extraordinary circumstances; Examine the history of the Bureau of Land Management's (BLM) geothermal CXs; Compare current CXs for oil, gas, and geothermal energy; Describe bills proposing new statutory CXs; Examine the possibility of standardizing geothermal CXs across federal agencies; and Present analysis from the Geothermal NEPA Database and other sources on the potential for new geothermal exploration CXs. As part of this study, we reviewed Environmental Assessments (EAs) conducted in response to 20 geothermal exploration drilling permit applications (Geothermal Drilling Permits or Notices of Intents) since the year 2001, the majority of which are from the last 5 years. All 20 EAs reviewed for this study resulted in a Finding of No Significant Impact (FONSI). While many of these FONS's involved proponent proposed or federal agency required mitigation, this still suggests it may be appropriate to create or expand an exploration drilling CX for geothermal, which would have a significant impact on reducing geothermal exploration timelines and up-front costs. Ultimately, federal agencies tasked with permitting and completing environmental reviews for geothermal exploration drilling activities and/or legislative representatives are the responsible parties to discuss the merits and implementation of new or revised CXs for geothermal development.

    A double acting bit holder that permits bits held in it to be resharpened during cutting action to increase energy efficiency by reducing the amount of small chips produced. The holder consist of: a stationary base portion capable of being fixed to a cutter head of an excavation machine and having an integral extension therefrom with a bore hole therethrough to accommodate a pin shaft; a movable portion coextensive with the base having a pin shaft integrally extending therefrom that is insertable in the bore hole of the base member to permit the moveable portion to rotate about the axis of the pin shaft; a recess in the movable portion of the holder to accommodate a shank of a bit; and a biased spring disposed in adjoining openings in the base and moveable portions of the holder to permit the moveable portion to pivot around the pin shaft during cutting action of a bit fixed in a turret to allow front, mid and back positions of the bit during cutting to lessen creation of small chip amounts and resharpen the bit during excavation use.

    A fast-acting valve actuator utilizes a spring driven pneumatically loaded piston to drive a valve gate. Rapid exhaust of pressurized gas from the pneumatically loaded side of the piston facilitates an extremely rapid piston stroke. A flexible selector diaphragm opens and closes an exhaust port in response to pressure differentials created by energizing and de-energizing a solenoid which controls the pneumatic input to the actuator as well as selectively providing a venting action to one side of the selector diaphragm.

The video describes how the Department of Energy and its contractors turned a nearly $2 billion investment of American Recovery and Reinvestment Act funding in 2009 into nearly $4 billion worth of environmental cleanup work over the past two years. At the same time, Hanford workers have reduced the cleanup footprint of the Hanford Site by more than half (586 square miles to 241 sq. mi. through August -- 59 percent).

    The award of American Recovery and Reinvestment Act funding came with an unprecedented request for transparency to showcase to the American public how the stimulus funding was being put to work to achieve the goals put forth by the U.S. Government. At the U.S. Department of Energy Hanford Site, this request manifested in a contract requirement to provide weekly narrative, photos and video to highlight Recovery Act-funded projects. For DOE contractor CH2M HILL Plateau Remediation Company (CH2M HILL), the largest recipient of Hanford's funding, the reporting mechanism evolved into a communications tool for documenting the highly technical cleanup, then effectively sharing that story with the DOE and its varying stakeholder audiences. The report set the groundwork for building a streaming narrative of week-by-week progress. With the end of the Recovery Act, CH2M HILL is applying lessons learned from this stringent, transparent reporting process to its long-term reporting and communications of the progress being made in nuclear decommissioning at Hanford.     We model a loss of flow accident (LOFA) in the ARIES-ACT1 tokamak design. ARIES-ACT1 features an advanced SiC blanket with LiPb as coolant and breeder, a helium cooled steel structural ring and tungsten divertors, a thin-walled, helium cooled vacuum vessel, and a room temperature water-cooled shield outside the vacuum vessel. The water heat transfer system is designed to remove heat by natural circulation during a LOFA. The MELCOR model uses time-dependent decay heats for each component determined by 1-D modeling. The MELCOR model shows that, despite periodic boiling of the water coolant, that structures are kept adequately cool by the passive safety system.

The device employs a hydraulic pump/motor, an electric gear motor, and solenoid valve to drive the safety control rod into the reactor core through the entire stroke of the safety control rod.     This paper reports that chemists have found and characterized an anticancer antibiotic, dynemicin A, that may be the fouth of a series of antibiotics that act by metabolic rearrangement to a diradical. If true, diradical precursors may represent an antibiotic strategy that evolved widely in nature. And, there may be many more anticancer antibiotics awaiting discovery. Also, the unique internal trigger that seems to set off the dynemicin rearrangement gives chemists a new understanding of how these compounds work. If, indeed, the anthraquinone nucleus in dynemicin A binds by intercalation between strands of DNA as is now thought, chemists will learn more about how to deliver drugs to specific sites.

    This invention consists of a fast-acting nuclear reactor control device for moving and positioning a safety control rod to desired elevations within the core of the reactor between a run position in which the safety control rod is outside the reactor core, and a shutdown position in which the rod is fully inserted in the reactor core. The device employs a hydraulic pump motor, an electric gear motor, and a solenoid valve to drive the safety control rod into the reactor core through the entire stroke of the safety control rod. An overrunning clutch, allows the safety control rod to freely travel toward a safe position in the event of a partial drive system failure.

    This Resource Conservation and Recovery Act (RCRA) Facility Investigation Program Plan has been developed to provide a framework for the completion of RCRA Facility Investigations (RFI) at identified units on the Savannah Rive Site (SRS) facility. As such, the RFI Program Plan provides: technical guidance for all work to be performed, managerial control, a practical, scientific approach. The purpose of this Overview is to demonstrate how the basic RFI Program Plan elements (technical, management, and approach) are interwoven to provide a practical and workable plan. The goal of the RFI Program Plan is to provide a systematic, uniform approach for performance and reporting. In addition, the RFI Program Plan has been developed to be specific to the SRS facility and to adhere to the Environmental Protection Agency (EPA) RFI guidance received as part of the SRS.     This Source Guide will assist those working with the National Environmental Policy Act (NEPA) of 1969 to become more familiar with the environmental assessments (EA) and environmental impact statements (EIS) that apply to specific activities and facilities on the Hanford Site. This document should help answer questions concerning NEPA coverage, history, processes, and the status of many of the buildings and units on and related to the Hanford Site. This document summarizes relevant EAs and EISs by briefly outlining the proposed action of each document and the decision made by the US Department of Energy (DOE) or its predecessor agencies, the US Atomic Energy Commission (AEC) and the US Energy Research and Development Administration (ERDA). The summary includes the proposed action alternatives and current status of the proposed action. If a decision officially was stated by the DOE, as in a finding of no significant impact (FONSI) or a record of decision (ROD), and the decision was located, a summary is provided. Not all federal decisions, such as FONSIs and RODS, can be found in the Federal Register (FR). For example, although significant large-action FONSIs can be found in the FR, some low-interest FONSIs might have been published elsewhere (i.e., local newspapers).

The NEPA process is intended to help officials of the federal government make decisions that are based on an understanding of environmental consequences, and take actions that protect, restore, and enhance the environment. The California Environmental Quality Act of 1970 (CEQA) is similar to NEPA. The California legislature established CEQA to inform both state and local governmental decision-makers and the public about potential significant environmental effects of proposed activities, to identify ways to avoid or reduce environmental impacts, and to disclose to the public the reasons why a project is approved if significant environmental effects are involved.     A fast-acting nuclear reactor control device is described for controlling a safety control rod within the core of a nuclear reactor, the reactor controlled by a reactor control system, the device comprising: a safety control rod drive shaft and an electromagnetic clutch co-axial with the drive shaft operatively connected to the safety control rod for driving and positioning the safety control rod within or without the reactor core during reactor operation, the safety rod being oriented in a substantially vertical position to allow the rod to fall into the reactor core under the influence of gravity during shutdown of the reactor; the safety control rod drive shaft further operatively connected to a hydraulic pump such that operation of the drive shaft simultaneously drives and positions the safety control rod and operates the hydraulic pump such that a hydraulic fluid is forced into an accumulator, filling the accumulator with oil for the storage and supply of primary potential energy for safety control rod insertion such that the release of potential energy in the accumulator causes hydraulic fluid to flow through the hydraulic pump, converting the hydraulic pump to a hydraulic motor having speed and power capable of full length insertion and high speed driving of the safety control rod into the reactor core; a solenoid valve interposed between the hydraulic pump and the accumulator, said solenoid valve being a normally open valve, actuated to close when the safety control rod is out of the reactor during reactor operation; and further wherein said solenoid opens in response to a signal from the reactor control system calling for shutdown of the reactor and rapid insertion of the safety control rod into the reactor core, such that the opening of the solenoid releases the potential energy in the accumulator to place the safety control rod in a safe shutdown position.

    Hydrodynamical description of the "Little Bang" in heavy ion collisions is surprisingly successful: here we systematically study propagation of small perturbations %, also treated hydrodynamically. Using analytic description of the expanding fireball known as the "Gubser flow", we proceed to linearized equations for perturbations. As all variables are separated and all equations solved (semi)analytically, we can collect all the harmonics and reconstruct the complete Green function of the problem, even in the viscous case. Applying it to the power spectrum we found acoustic minimum at the $m=7$ and maximum at $m=9$, which remarkably have some evidence for both in the data. We estimate effective viscosity and size of the perturbation from a fit to power spectrum. The shape of the two-point correlator is also reproduced remarcably well. At the end we argue that independent perturbations are local, and thus harmonics phases are correlated.

    Two laws governing activities in the marine environment are considered in this Reference Book. The Marine Protection, Research, and Sanctuaries Act (MPRSA, P.L. 92-532) regulates ocean dumping of waste, provides for a research program on ocean dumping, and provides for the designation and regulation of marine sanctuaries. The Marine Mammal Protection Act (MMPA, P.L. 92-522) establishes a federal program to protect and manage marine mammals. The Fishery Conservation and Management Act (FCMA, P.L. 94-265) establishes a program to regulate marine fisheries resources and commercial marine fishermen. Because the Department of Energy (DOE) is not engaged in any activities that could be classified as fishing under FCMA, this Act and its regulations have no implications for the DOE; therefore, no further consideration of this Act is given within this Reference Book. The requirements of the MPRSA and the MMPA are discussed in terms of their implications for the DOE.
