In addition, a chapter is included on preparing a three-phase work statement, which is needed to guide the design of a cogeneration system. In addition, an annotated bibliography and a glossary of terminology are provided. Appendix A provides an energy-use profile of the chemical industry. Appendices B through O provide specific information that will be called out in subsequent chapters.

    SciTech Connect (OSTI)

    DeBlasio, R.; Forman, S.; Hogan, S.; Nuss, G.; Post, H.; Ross, R.; Schafft, H.

    1980-12-01

This document is a response to the Photovoltaic Research, Development, and Demonstration Act of 1978 (P.L. 95-590) which required the generation of performance criteria for photovoltaic energy systems. Since the document is evolutionary and will be updated, the term interim is used. More than 50 experts in the photovoltaic field have contributed in the writing and review of the 179 performance criteria listed in this document. The performance criteria address characteristics of present-day photovoltaic systems that are of interest to manufacturers, government agencies, purchasers, and all others interested in various aspects of photovoltaic system performance and safety. The performance criteria apply to the system as a whole and to its possible subsystems: array, power conditioning, monitor and control, storage, cabling, and power distribution. They are further categorized according to the following performance attributes: electrical, thermal, mechanical/structural, safety, durability/reliability, installation/operation/maintenance, and building/site. Each criterion contains a statement of expected performance (nonprescriptive), a method of evaluation, and a commentary with further information or justification. Over 50 references for background information are also given. A glossary with definitions relevant to photovoltaic systems and a section on test methods are presented in the appendices. Twenty test methods are included to measure performance characteristics of the subsystem elements. These test methods and other parts of the document will be expanded or revised as future experience and needs dictate.

  6. Techniques for analyzing the impacts of certain electric-utility ratemaking and regulatory-policy concepts. Glossary

    SciTech Connect (OSTI)

    1980-08-01

This document, Glossary, is the first in a series of reports to identify, describe, and apply techniques for analyzing the impacts of certain electric utility concepts. This report was developed with a focus on the currently evolving issues of ratemaking, especially as they might be expected to arise under Sections 101, 111, 113, 114, 131, 132, and 210 of the P.U.R.P.A. of 1978. Because the evolutionary process of ratemaking has led to multiple proceedings and changes of inference in some terms, the glossary attempts to delineate these changes where appropriate. Definitions not uniquely related to ratemaking are included if they are likely to be used in ratemaking proceedings. To avoid unnecessary duplication of effort and expense, the compilers relied heavily on previously developed, publicly available glossaries and definitions developed by organizations such as Edison Electric Institute, the Electric Power Research Institute, and the Institute of Electrical and Electronics Engineers. Existing definitions were revised and new ones were developed as appropriate.

  7. Turbine-related fish mortality: Review and evaluation of studies: Final report. [Contains glossary

    SciTech Connect (OSTI)

    Eicher, G.J.

    1987-11-01

This project collected, listed and reviewed past studies of turbine-related fish mortality and from the review qualify evaluation findings and their implications in fish passage improvement. Included were 64 reports of turbine passage investigations at specific sites. Thirty-six papers reviewing turbine mortality aspects in general, but not of individual plants, were also studied, as were 56 study reports of subjects related to turbine mortality, such as turbine design, cavitation, gas supersaturation, pressure, descaling and shear. Annotated bibliographies for these three groups are provided, as is a glossary of terms used in this work. Hydraulic turbines are described with particular reference to routes of fish through them in relation to assumed zones of fish damage. Methods and purposes of assessing such damage as well as factors affecting accuracy are discussed. Detailed critiques of the turbine passage studies examined include reasons for the studies, types of studies, methods, execution, and results. The only relatively clear linkage with mortality was that of peripheral runner speed in the case of Francis units. Tubine model studies indicate influences of tailwater level, cavitation, wicket gate opening, and speed at which fish strike turbine blades. Injury types do not provide clear evidence of their source.

Lighting represents a substantial fraction of commercial electricity consumption. A wide range of initiatives in the Department of Energy's (DOE) National Energy Strategy have focused on commercial lighting as a potential source of energy conservation. This report provides a statistical profile of commercial lighting, to examine the potential for lighting energy conservation in commercial buildings. The principal conclusion from this analysis is that energy use for lighting could be reduced by as much as a factor of four using currently available technology. The analysis is based primarily on the Energy Information Administration's (EIA) 1986 Commercial Buildings Energy Consumption Survey (CBECS). The more recent 1989 survey had less detail on lighting, for budget reasons. While changes have occurred in the commercial building stock since 1986, the relationships identified by this analysis are expected to remain generally valid. In addition, the analytic approach developed here can be applied to the data that will be collected in the 1992 CBECS.

The International Petroleum Statistics Report presents data on international oil production, consumption, imports, exports, and stocks. The report has four sections. Section 1 contains time series data on world oil production, and on oil consumption and stocks in the Organization for Economic Cooperation and Development (OECD). This section contains annual data beginning in 1980, and monthly data for the most two years. Section 2 presents an oil supply/consumption balance for the market economies (i.e., non-communist countries). This balance is presented in quarterly intervals for the most recent two years. Section 3 presents data on oil imports by OECD countries. This section contains annual data for the most recent year, quarterly data for the most recent two quarters, and monthly data for the most recent twelve months. Section 4 presents annual time series data on world oil production and oil stocks, consumption, and trade in OECD countries. World oil production and OECD consumption data are for the years 1970 through 1990; OECD stocks from 1973 through 1990; and OECD trade from 1982 through 1990.

Motor gasoline constitutes the largest single component of US demand for petroleum products and is the Nation's most widely used transportation fuel. Because of its importance as a transportation fuel, motor gasoline has been the focus of several regulatory and tax policy initiatives in recent years. Much of the US refining capacity is specifically geared toward maximizing motor gasoline production, and future investments by the petroleum industry in refining infrastructure are likely to be made largely to produce larger volumes of clean motor gasoline. This report addresses major events and developments that have had an impact on motor gasoline supply, distribution, prices, and demand. The report provides historical perspective as well as analyses of important events from the 1970's and 1980's. Long-term forecasts are provided for the period from 1990 to 2010 in an effort to present and analyze possible future motor gasoline trends. Other forecasts examine the near-term impact of the invasion of Kuwait. 18 figs., 10 tabs.

As the US Department of Energy (DOE) and DOE contractors have become increasingly involved with other nations in nuclear fuel cycle and waste management cooperative activities, a need has developed for a ready source of information concerning foreign fuel cycle programs, facilities, and personnel. This Fact Book was compiled to meet that need. The information contained has been obtained from nuclear trade journals and newsletters; reports of foreign visits and visitors; CEC, IAEA, and OECD/NEA activities reports; proceedings of conferences and workshops; and so forth. Sources do not agree completely with each other, and the data listed herein does not reflect any one single source but frequently is a consolidation/combination of information. Lack of space as well as the intent and purpose of the Fact Book limit the given information to that pertaining to the Nuclear Fuel Cycle and to data considered of primary interest or most helpful to the majority of users.

    1992-08-05

This report presents a complete series of annual estimates of purchased energy used by the manufacturing sector of the US economy, for the years 1974 to 1988. These estimates interpolate over gaps in the actual data collections, by deriving estimates for the missing years 1982--1984 and 1986--1987. For the purposes of this report, purchased'' energy is energy brought from offsite for use at manufacturing establishments, whether the energy is purchased from an energy vendor or procured from some other source. The actual data on purchased energy comes from two sources, the US Department of Commerce Bureau of the Census's Annual Survey of Manufactures (ASM) and EIA's Manufacturing Energy Consumption Survey (MECS). The ASM provides annual estimates for the years 1974 to 1981. However, in 1982 (and subsequent years) the scope of the ASM energy data was reduced to collect only electricity consumption and expenditures and total expenditures for other purchased energy. In 1985, EIA initiated the triennial MECS collecting complete energy data. The series equivalent to the ASM is referred to in the MECS as offsite-produced fuels.''

This document was prepared to implement and support the US Department of Energy-Headquarters (DOE-HQ) national plan. The national plan, entitled Environmental Restoration and Waste Management Five-Year Plan (DOE 1990b) (hereinafter referred to as the DOE-HQ Five-Year Plan) is the cornerstone of the US Department of Energy's (DOE) long-term strategy in environmental restoration and waste management. The DOE-HQ Five-Year Plan addresses overall philosophy and environmental and waste-related activities under the responsibilities of the DOE Office of Environmental Restoration and Waste Management. The plan also reaffirms DOE-HQ goals to bring its nuclear sites into environmental compliance in cooperation with its regulators and the public, and to clean up and restore the environment by 2019 (the commitment for the Hanford Site is for one year sooner, or 2018). This document is part of the site-specific plan for the US Department of Energy-Richland Operations Office (DOE-RL). It is the first revision of the original plan, which was dated December 1989 (DOE-RL 1989a). This document is a companion document to the Overview of the Hanford Cleanup Five-Year Plan (DOE-RL 1989d) and The Hanford Site Environmental Restoration and Waste Management Five-Year Plan Activity Data Sheets (DOE-RL 1991). Although there are three documents that make up the complete DOE-RL plan, this detailed information volume was prepared so it could be used as a standalone document. 71 refs., 40 figs., 28 tabs.

A quality assurance plan (QAP) is a documented description or a listing of the controls to be implemented to assure that an operation or activity is accomplished in a consistent manner and in accordance with requirements. Federal, state, and local governments require emergency planning for facilities that may affect the public in the event of an accidental release of nuclear or hazardous materials. One of the purposes of this EG G Rocky Flats Plant (RFP) Analysis of Offsite Emergency Planning Zones (EPZ) project is to identify the EPZs where actions could be necessary to protect public health. 1980-10-01

Electrical power conditioning is a critical element in the development of advanced electrochemical energy storage systems. This program evaluates the use of existing self-commutated converter technology (as developed by the Power Systems Division of United Technologies for the 4.8-MW Fuel Cell Demonstrator) with modification for use in battery energy storage systems. The program consists of three parts: evaluation of the cost and performance of a self-commutated converter modified to maintain production commonality between battery and fuel cell power conditioners, demonstration of the principal characteristics required for the battery application in MW-scale hardware, and investigation of the technical requirements of operation isolated from the utility system. A power-conditioning system consisting of a self-commutated converter augmented with a phase-controlled rectifier was selected and a preliminary design, prepared. A principal factor in this selection was production commonality with the fuel cell inverter system. Additional types of augmentation, and the use of a self-commutated converter system without augmentation, were also considered. A survey of advanced battery manufacturers was used to establish the dc interface characteristics. The principal characteristics of self-commutated converter operation required for battery application were demonstrated with the aid of an available 0.5-MW development system. A survey of five REA and municipal utilities and three A and E firms was conducted to determine technical requirements for operation in a mode isolated from the utility. Definitive requirements for this application were not established because of the limited scope of this study. 63 figures, 37 tables.

The site covers 235 acres and contains 69 acres of tailings and several of the original mill structures. Remedial action must be performed in accordance with standards and with the concurrence of the US Nuclear Regulatory Commission and the Navajo Nation. The proposed action is to stabilize the tailings within the present tailings site by consolidating the tailings and associated contaminated soils into a recontoured pile. A radon barrier of compacted earth would be constructed over the pile, and various erosion control measures would be taken to assure the long-term stability of the pile. The no action alternative is also assessed in this document. 240 refs., 12 figs., 20 tabs.

    1991-09-01

Geothermal energy comes from the internal heat of the Earth, and has been continuously exploited for the production of electricity in the United States since 1960. Currently, geothermal power is one of the ready-to-use baseload electricity generating technologies that is competing in the western United States with fossil fuel, nuclear and hydroelectric generation technologies to provide utilities and their customers with a reliable and economic source of electric power. Furthermore, the development of domestic geothermal resources, as an alternative to fossil fuel combustion technologies, has a number of associated environmental benefits. This report serves two functions. First, it provides a description of geothermal technology and a progress report on the commercial status of geothermal electric power generation. Second, it addresses the question of how much electricity might be competitively produced from the geothermal resource base. 19 figs., 15 tabs.

Environmental Surveillance at Los Alamos reports are prepared annually by the Los Alamos National Laboratory (the Laboratory) environmental organization, as required by US Department of Energy Order 5400.1, General Environmental Protection Program, and US Department of Energy Order 231.1A, Environment, Safety, and Health Reporting. These annual reports summarize environmental data that are used to determine compliance with applicable federal, state, and local environmental laws and regulations, executive orders, and departmental policies. Additional data, beyond the minimum required, are also gathered and reported as part of the Laboratorys efforts to ensure public safety and to monitor environmental quality at and near the Laboratory. Chapter 1 provides an overview of the Laboratorys major environmental programs and explains the risks and the actions taken to reduce risks at the Laboratory from environmental legacies and waste management operations. Chapter 2 reports the Laboratorys compliance status for 2009. Chapter 3 provides a summary of the maximum radiological dose the public and biota populations could have potentially received from Laboratory operations and discusses chemical exposures. The environmental surveillance and monitoring data are organized by environmental media (air in Chapter 4; water and sediments in Chapters 5 and 6; soils in Chapter 7; and foodstuffs and biota in Chapter 8) in a format to meet the needs of a general and scientific audience. Chapter 9 provides a summary of the status of environmental restoration work around LANL. The new Chapter 10 describes the Laboratorys environmental stewardship efforts and provides an overview of the health of the Rio Grande. A glossary and a list of acronyms and abbreviations are in the back of the report. Appendix A explains the standards for environmental contaminants, Appendix B explains the units of measurements used in this report, Appendix C describes the Laboratorys technical areas and their associated programs, and Appendix D provides web links to more information.

  17. Draft environmental impact statement for the siting, construction, and operation of New Production Reactor capacity. Volume 3, Sections 7-12, Appendices A-C

    SciTech Connect (OSTI)

    Not Available

    1991-04-01

This Environmental Impact Statement (EIS) assesses the potential environmental impacts, both on a broad programmatic level and on a project-specific level, concerning a proposed action to provide new tritium production capacity to meet the nation`s nuclear defense requirements well into the 21st century. A capacity equivalent to that of about a 3,000-megawatt (thermal) heavy-water reactor was assumed as a reference basis for analysis in this EIS; this is the approximate capacity of the existing production reactors at DOE`s Savannah River Site near Aiken, South Carolina. The EIS programmatic alternatives address Departmental decisions to be made on whether to build new production facilities, whether to build one or more complexes, what size production capacity to provide, and when to provide this capacity. Project-specific impacts for siting, constructing, and operating new production reactor capacity are assessed for three alternative sites: the Hanford Site near Richland, Washington; the Idaho National Engineering Laboratory near Idaho Falls, Idaho; and the Savannah River Site. For each site, the impacts of three reactor technologies (and supporting facilities) are assessed: a heavy-water reactor, a light-water reactor, and a modular high-temperature gas-cooled reactor. Impacts of the no-action alternative also are assessed. The EIS evaluates impacts related to air quality; noise levels; surface water, groundwater, and wetlands; land use; recreation; visual environment; biotic resources; historical, archaeological, and cultural resources; socioeconomics; transportation; waste management; and human health and safety. The EIS describes in detail the potential radioactive releases from new production reactors and support facilities and assesses the potential doses to workers and the general public. This volume contains references; a list of preparers and recipients; acronyms, abbreviations, and units of measure; a glossary; an index and three appendices.

  18. CTBT technical issues handbook

    SciTech Connect (OSTI)

    Zucca, J.J.

    1994-05-01

The purpose of this handbook is to give the nonspecialist in nuclear explosion physics and nuclear test monitoring an introduction to the topic as it pertains to a Comprehensive Test Ban Treaty (CTBT). The authors have tried to make the handbook visually oriented, with figures paired to short discussions. As such, the handbook may be read straight through or in sections. The handbook covers four main areas and ends with a glossary, which includes both scientific terms and acronyms likely to be encountered during CTBT negotiations. The following topics are covered: (1) Physics of nuclear explosion experiments. This is a description of basic nuclear physics and elementary nuclear weapon design. Also discussed are testing practices. (2) Other nuclear experiments. This section discusses experiments that produce small amounts of nuclear energy but differ from explosion experiments discussed in the first chapter. This includes the type of activities, such as laser fusion, that would continue after a CTBT is in force. (3) Monitoring tests in various environments. This section describes the different physical environments in which a test could be conducted (underground, in the atmosphere, in space, underwater, and in the laboratory); the sources of non-nuclear events (such as earthquakes and mining operations); and the opportunities for evasion. (4) On-site inspections. A CTBT is likely to include these inspections as an element of the verification provisions, in order to resolve the nature of ambiguous events. This chapter describes some technical considerations and technologies that are likely to be useful. (5) Selecting verification measures. This chapter discusses the uncertain nature of the evidence from monitoring systems and how compliance judgments could be made, taking the uncertainties into account. It also discusses how to allocate monitoring resources, given the likelihood of testing by various countries in various environments.

  20. Master index for the carbon dioxide research state-of-the-art report series

    SciTech Connect (OSTI)

    Farrell, M P

    1987-03-01

Four State of the Art (SOA) reports, ''Atmospheric Carbon Dioxide and the Global Carbon Cycle,'' ''Direct Effects of Increasing Carbon Dioxide on Vegetation,'' ''Detecting the Climatic Effects of Increasing Carbon Dioxide,'' and ''Projecting the Climatic Effects of Increasing Carbon Dioxide,'' and two companion reports, ''Characterization of Information Requirements for Studies of CO/sub 2/ Effects: Water Resources, Agriculture, Fisheries, Forests and Human Health'' and ''Glaciers, Ice Sheets, and Sea Level: Effect of a CO/sub 2/-Induced Climatic Change,'' were published by the US Department of Energy's Carbon Dioxide Research Division. Considerable information on atmospheric carbon dioxide and its possible effects on world climate is summarized in these six volumes. Each volume has its own index, but to make the information that is distributed throughout the six volumes more accessible and usable, comprehensive citation and subject indexes have been compiled. The subject indexes of the individual volumes have been edited to provide a uniformity from volume to volume and also to draw distinctions not needed in the separate volumes' indexes. Also, the comprehensive subject index has been formatted in a matrix arrangement to graphically show the distribution of subject treatment from volume to volume. Other aids include cross references between the scientific and common names of the animals and plants referred to, a glossary of special terms used, tables of data and conversion factors related to the data, and explanations of the acronyms and initialisms used in the texts of the six volumes. The executive summaries of the six volumes are collected and reproduced to allow the readers interested in the contents of one volume to rapidly gain information on the contents of the other volumes.

  2. Site Environmental Report for 2009, Volume I

    SciTech Connect (OSTI)

    Lackner, Regina

    2010-08-17

Each year, the University of California (UC), as the managing and operating contractor of the Ernest Orlando Lawrence Berkeley National Laboratory, prepares an integrated report regarding its environmental programs to satisfy the requirements of United States Department of Energy (DOE) Order 231.1A, Environment, Safety, and Health Reporting.1 The Site Environmental Report for 2009 summarizes Berkeley Lab's environmental management performance, presents environmental monitoring results, and describes significant programs for calendar year (CY) 2009. Throughout this report, 'Berkeley Lab' or 'LBNL' refers both to (1) the multiprogram scientific facility the UC manages and operates on the 202-acre university-owned site located in the hills above the UC Berkeley campus, and the site itself, and (2) the UC as managing and operating contractor for Ernest Orlando Lawrence Berkeley National Laboratory. The report is separated into two volumes. Volume I is organized into an executive summary followed by six chapters that contain an overview of LBNL, a discussion of its environmental management system (EMS), the status of environmental programs, summarized results from surveillance and monitoring activities, and quality assurance (QA) measures. Volume II contains individual data results from surveillance and monitoring activities. The Site Environmental Report is distributed by releasing it on the World Wide Web (Web) from the Berkeley Lab Environmental Services Group (ESG) home page, which is located at www.lbl.gov/ehs/esg/. Many of the documents cited in this report also are accessible from the ESG Web page. Links to documents available on the Web are given with the citations in the References section. CD and printed copies of this Site Environmental Report are available upon request. The report follows Berkeley Lab's policy of using the International System of Units (SI), also known as the metric system of measurements. Whenever possible, results are also reported using the more conventional (non-SI) system of measurements, because the non-SI system is referenced by several current regulatory standards and is more familiar to some readers. Two tables are provided at the end of the Glossary to help readers: Table G-1 defines the prefixes used with SI units of measurement, and Table G-2 provides conversions to non-SI units. Years mentioned in this report refer to calendar years unless specified as fiscal year(s). Berkeley Lab's fiscal year (FY) is October 1 to September 30, and begins in the year previous to its name, i.e., FY 2009 was from October 1, 2008, to September 30, 2009. For ease of reference, a key to acronyms and abbreviations used in this report can be found directly after the text, at the end of Chapter 6. Following that is also a glossary for readers who may be unfamiliar with some of the terms used in this report. This report was prepared under the direction of Ron Pauer of ESG. Please address any questions regarding this report to him by telephone at 510-486-7614, or by e-mail at ropauer@lbl.gov. The primary contributors were David Baskin, Tim Bauters, Ned Borglin, Robert Fox, John Jelinski, Ginny Lackner, Patrick Thorson, Linnea Wahl, and Suying Xu (Volume II). Readers are encouraged to comment on this report by completing the survey form found at the ESG Web page where this report is available.

  17. Environmental Surveillance at Los Alamos during 2007

    SciTech Connect (OSTI)

    2008-09-30

Environmental Surveillance at Los Alamos reports are prepared annually by the Los Alamos National Laboratory (the Laboratory) Environmental Directorate, as required by US Department of Energy Order 450.1, General Environmental Protection Program, and US Department of Energy Order 231.1A, Environment, Safety, and Health Reporting. These annual reports summarize environmental data that are used to determine compliance with applicable federal, state, and local environmental laws and regulations, executive orders, and departmental policies. Additional data, beyond the minimum required, are also gathered and reported as part of the Laboratory’s efforts to ensure public safety and to monitor environmental quality at and near the Laboratory. Chapter 1 provides an overview of the Laboratory’s major environmental programs and explains the risks and the actions taken to reduce risks at the Laboratory from environmental legacies and waste management operations. Chapter 2 reports the Laboratory’s compliance status for 2007. Chapter 3 provides a summary of the maximum radiological dose the public and biota populations could have potentially received from Laboratory operations and discusses chemical exposures. The environmental surveillance and monitoring data are organized by environmental media (Chapter 4, air; Chapters 5 and 6, water and sediments; Chapter 7, soils; and Chapter 8, foodstuffs and biota) in a format to meet the needs of a general and scientific audience. Chapter 9 provides a summary of the status of environmental restoration work around LANL. A glossary and a list of acronyms and abbreviations are in the back of the report. Appendix A explains the standards for environmental contaminants, Appendix B explains the units of measurements used in this report, Appendix C describes the laboratory’s technical areas and their associated programs, and Appendix D provides web links to more information. In printed copies of this report or Executive Summary, we have also enclosed a compact disc with a copy of the full report in Adobe Acrobat (PDF) form and detailed supplemental tables of data from 2007 in Microsoft Excel format. These files are also available for download from the web (http://www.lanl.gov/community-environment/environmental- stewardship/environmental-report.php).
