    Geologic carbon storage projects require a vast range of permits prior to deployment. These include land-access permits, drilling permits, seismic survey permits, underground injection control permits, and any number of local and state permits, depending on the location of the project. For the “Characterization of Most Promising Sequestration Formations in the Rocky Mountain Region” (RMCCS) project in particular, critical permits included site access permits, seismic survey permits, and drilling permits for the characterization well. Permits for these and other activities were acquired either prior to or during the project.

    In the early 1940s, the Manhattan Project was conducted in a regulatory and operational environment less sophisticated than today. Less was known of the measures needed to protect human health and safety and the environment from the dangers posed by radioactive and hazardous wastes, and experience in dealing with these hazardous materials has grown slowly. Certain hazards were recognized and dealt with from the beginning. However, the techniques used, though standard practices at the time, are now known to have been inadequate. Consequently, the DOE has committed to an aggressive program for cleaning up the environment and has initiated an Environmental Restoration Program involving all its field offices. The objective of this program is to ensure that inactive and surplus DOE facilities and sites meet current standards to protect human health and the environment. The objective of these activities is to ensure that risks posed to human health and safety and the environment by inactive sites and surplus facilities contaminated with radioactive, hazardous, and/or mixed wastes are either eliminated or reduced to prescribed safe levels. This Project Management Plan for Major System Acquisition OR-1 Project documents, communicates, and contributes to the evolution of, the management organizations, systems, and tools necessary to carry out effectively the long-range complex cleanup of the DOE sites on the Oak Ridge Reservation, and at the Paducah, Kentucky, and Piketon, Ohio, uranium enrichment plants managed by the Department of Energy Oak Ridge Field Office; the cleanup of off-site contamination resulting from past releases; and the Decontamination and Decommissioning of surplus DOE facilities at these installations.

    The purpose of this National Ignition Facility Acquisition Plan is to describe the overall procurement strategy planned for the National Ignition Facility (NIF) Project. The scope of the plan describes the procurement activities and acquisition strategy for the following phases of the NIF Project, each of which receives either plant and capital equipment (PACE) or other project cost (OPC) funds: Title 1 and 2 design and Title 3 engineering (PACE); Optics manufacturing facilitization and pilot production (OPC); Convention facility construction (PACE); Procurement, installation, and acceptance testing of equipment (PACE); and Start-up (OPC). Activities that are part of the base Inertial Confinement Fusion (ICF) Program are not included in this plan. The University of California (UC), operating Lawrence Livermore National Laboratory (LLNL) and Los Alamos National Laboratory, and Lockheed-Martin, which operates Sandia National Laboratory (SNL) and the University of Rochester Laboratory for Laser Energetics (UR-LLE), will conduct the acquisition of needed products and services in support of their assigned responsibilities within the NIF Project structure in accordance with their prime contracts with the Department of Energy (DOE). LLNL, designated as the lead Laboratory, will have responsibility for all procurements required for construction, installation, activation, and startup of the NIF.

    The Colville Confederated Tribes Wildlife Mitigation Project is protecting lands as partial mitigation for hydropower's share of the wildlife losses resulting from Chief Joseph and Grand Coulee Dams. The Mitigation Project protects and manages 54,606 acres for the biological requirements of managed wildlife species that are important to the Colville Tribes. With the inclusion of 2006 acquisitions, the Colville Tribes have acquired approximately 32,018 habitat units (HUs) towards a total 35,819 HUs lost from original inundation due to hydropower development. This annual report for 2006 briefly describes that four priority land acquisitions that were considered for enrollment into the Colville Tribes Mitigation Project during the 2006 contract period.

    The mission of the Uranium Mill Tailings Remedial Action (UMTRA) Project is explicitly stated and directed in the Uranium Mill Tailings Radiation Control Act of 1978, Public Law 95-604, 42 USC 7901 (hereinafter referred to as the Act''). Title I of the Act authorizes the Department of Energy (DOE) to undertake remedial actions at 24 designated inactive uranium processing sites and associated vicinity properties containing uranium mill tailings and other residual radioactive materials derived from the processing sites. The Act, amended in January 1983, by Public Law 97-415, also authorizes DOE to perform remedial actions at vicinity properties in Edgemont, South Dakota. Cleanup of the Edgemont processing site is the responsibility of the Tennessee Valley Authority. This document describes the plan, organization, system, and methodologies used to manage the design, construction, and other activities required to clean up the designated sites and associated vicinity properties in accordance with the Act.     Instrumental neutron activation analysis (INAA) remains a powerful technique for multielemental trace analysis. In atmospheric aerosol studies, we typically determine 40 elements, including markers of natural and anthropogenic sources, heavy metals, and toxic or nutrient trace elements in aerosol samples. The need for size spectral, spatial, and temporal information requires that hundreds of samples be collected and accurately analyzed. Quality assurance is a primary component of the analytical protocol. The quality of INAA data depends on counting statistics--accurate preparation of standards, positioning of samples above the detector, resolution of interferences, and correction for coincidence effects when counting close to the detector--and on reliable operation of the amplifier and analog-to-digital converters. Furthermore, the analysis of such large numbers of samples by INAA is a complicated endeavor, involving a large number of tasks that, if not recorded or completed properly, can compromise the analysis. To reduce the possibility of operator error in keeping track of a complex array of information and to speed the detection of instrumental faults, we have developed a new analysis protocol and automated sample analysis and management (SAM) software system. The SAM system is a relational database application designed to log data associated with the collection of atmospheric aerosol and associated samples collected with a variety of instruments, assist in choosing samples for analysis by a variety of techniques, schedule irradiation and counting for INAA, interface with the ORTEC Gamma Vision (GV) software, capture the analytical data, calculate elemental masses from activities provided by GV, and prepare first-tier data summaries and manipulations. All the sample and flux monitor counts are initiated through SAM.

    On July 13, 1998, the U.S. Department of Energy, Richland Operations Office (DOE-RL) Manager transmitted a letter to Fluor Daniel Hanford, Inc. (FDH) describing several DOE-RL identified failed opportunities for FDH to improve the Quality Assurance (QA) Program and its implementation. In addition, DOE-RL identified specific Quality Program performance deficiencies. FDH was requested to establish a periodic reporting mechanism for the corrective action program. In a July 17, 1998 response to DOE-RL, FDH agreed with the DOE concerns and committed to perform a comprehensive review of the Project Hanford Management Contract (PHMC) QA Program during July and August, 1998. As a result, the Project Hanford Management Contract Quality Improvement Plan (QIP) (FDH-3508) was issued on October 21, 1998. The plan identified corrective actions based upon the results of an in-depth Quality Program Assessment. Immediately following the scheduled October 22, 1998, DOE Office of Enforcement and Investigation (EH-10) Enforcement Conference, FDH initiated efforts to effectively implement the QIP corrective actions. A Quality Improvement Project (QI Project) leadership team was assembled to prepare a Project Management Plan for this project. The management plan was specifically designed to engage a core team and the support of representatives from FDH and the major subcontractors (MSCs) to implement the QIP initiatives; identify, correct, and provide feedback as to the root cause for deficiency; and close out the corrective actions. The QI Project will manage and communicate progress of the process.

    The Office of River Protection (ORP) Project Management Plan (PMP) for the River Protection Project (RPP) describes the process for developing and operating a Waste Treatment Complex (WTC) to clean up Hanford Site tank waste. The Plan describes the scope of the project, the institutional setting within which the project must be completed, and the management processes and structure planned for implementation. The Plan is written from the perspective of the ORP as the taxpayers' representative. The Hanford Site, in southeastern Washington State, has one of the largest concentrations of radioactive waste in the world, as a result of producing plutonium for national defense for more than 40 years. Approximately 53 million gallons of waste stored in 177 aging underground tanks represent major environmental, social, and political challenges for the U.S. Department of Energy (DOE). These challenges require numerous interfaces with state and federal environmental officials, Tribal Nations, stakeholders, Congress, and the US Department of Energy-Headquarters (DOE-HQ). The cleanup of the Site's tank waste is a national issue with the potential for environmental and economic impacts to the region and the nation.

    Operating a bioremediation process requires timely and accurate analysis of physical and chemical parameters that can affect the system. At a fuel oil spill site, the operation of an in-situ bioremediation system, consisting of fluid and nutrient injection, fluid withdrawal, and aeration cycles, is monitored by means of electronic downhole sensors and on-site chemical analysis. A data acquisition and management system was designed and implemented to rapidly analyze data for operational decision malting. A hardware suite, containing an electronic monitoring system data acquisition computer, and data analysis workstation, was also developed. Through the use of both commercial software products and custom software, suites of data management and analysis tools were provided. The data acquisition suite of software tools assisted in programming dataloggers, automatically recording monitored data, and integrating these data with manually sampled chemical data. The data analysis suite of software tools assisted in downloading data to remote workstations, sampling the database for trend analysis, and automating the interface to commercial analysis packages.

    The Army acquisition community currently uses a dedicated, point-to-point secure computer network for the Army Material Plan Modernization (AMPMOD). It must transition to the DOD supplied Defense Secure Network 1 (DSNET1). This is one of the first networks of this size to begin the transition. The type and amount of computing resources available at individual sites may or may not meet the new network requirements. This task surveys these existing telecommunications resources available in the Army acquisition community. It documents existing communication equipment, computer hardware, associated software, and recommends appropriate changes.

    Report VI presents a comprehensive plan for the management of the Breckinridge Project. For the purpose of this report, the project work is divided into five major project phases: Development, Engineering, Procurement, Construction, and Operations. The results of the Development Phase (Initial Effort) of the project are discussed in Section 1.0. This phase of the project was performed under a Cooperative Agreement with US Department of Energy and has produced 43 volumes of documentation. Fifteen volumes contain information of proprietary nature for patented processes and are therefore classified as Limited Access; however, twenty-eight volumes are not classified and are suitable for public dissemination. This Project Management Plan is a volume of the unclassified documentation. The other twenty-seven volumes contain comprehensive data on technical, financial, and environmental aspects of the project. Each of the four remaining project phases is presented starting with the extensive planning that will be performed and continuing through to the execution and completion of each phase. The major roles of the Operator, Ashland Synthetic Fuels, Inc. (ASFI), and the Managing Contractor are defined. Although a contract has not yet been executed with a Managing Contractor, the procedures, controls, organization and management philosophy of Bechtel Petroleum, Inc., are presented in this report as being representative of those used by contractors in the business of performing the engineering, procurement, and construction of projects of this size and complexity. The organizational structures of the Operator and the Managing Contractor are described, with designation of key project team personnel by job description and organization charts. Provisions for cost, schedule, and material control are described.
