    Each year, the United States Army procures billions of dollars worth of weapons and equipment so that it can accomplish its worldwide mission of deterrence. The process of deciding what to buy, in what quantities, and when to best respond to the threat posed by potential adversaries, is extremely complex, requiring extensive analysis. Two techniques commonly used in this analysis are mathematical programming and cost estimation. Although they are related through constraints on available procurement funds, the use of nonlinear cost learning curves, which more accurately represent system costs as a function of quantity produced, have not been incorporated into mathematical programming formulations that compute the quantities of items to be procured. As a result, the solutions obtained could be either suboptimal, or even infeasible with respect to budgetary limitations. We present a mixed integer programming formulation that uses a piecewise linear approximation of the learning curve costs for a more accurate portrayal of budgetary constraints. In addition, implementation issues are discussed, and performance results are given.

    A Next Generation Nuclear Plant (NGNP) fuel acquisition strategy was first established in 2007. In that report, a detailed technical assessment of potential fuel vendors for the first core of NGNP was conducted by an independent group of international experts based on input from the three major reactor vendor teams. Part of the assessment included an evaluation of the credibility of each option, along with a cost and schedule to implement each strategy compared with the schedule and throughput needs of the NGNP project. While credible options were identified based on the conditions in place at the time, many changes in the assumptions underlying the strategy and in externalities that have occurred in the interim requiring that the options be re-evaluated. This document presents an update to that strategy based on current capabilities for fuel fabrication as well as fuel performance and qualification testing worldwide. In light of the recent Pebble Bed Modular Reactor (PBMR) project closure, the Advanced Gas Reactor (AGR) fuel development and qualification program needs to support both pebble and prismatic options under the NGNP project. A number of assumptions were established that formed a context for the evaluation. Of these, the most important are: Based on logistics associated with the on-going engineering design activities, vendor teams would start preliminary design in October 2012 and complete in May 2014. A decision on reactor type will be made following preliminary design, with the decision process assumed to be completed in January 2015. Thus, no fuel decision (pebble or prismatic) will be made in the near term. Activities necessary for both pebble and prismatic fuel qualification will be conducted in parallel until a fuel form selection is made. As such, process development, fuel fabrication, irradiation, and testing for pebble and prismatic options should not negatively influence each other during the period prior to a decision on reactor type. Additional funding will be made available beginning in fiscal year (FY) 2012 to support pebble bed fuel fabrication process development and fuel testing while maintaining the prismatic fuel schedule. Options for fuel fabrication for prismatic and pebble bed were evaluated based on the credibility of each option, along with a cost and schedule to implement each strategy. The sole prismatic option is Babcock and Wilcox (B&W) producing uranium oxycarbide (UCO) tristructural-isotropic (TRISO) fuel particles in compacts. This option finishes in the middle of 2022 . Options for the pebble bed are Nuclear Fuel Industries (NFI) in Japan producing uranium dioxide (UO2) TRISO fuel particles, and/or B&W producing UCO or UO2 TRISO fuel particles. All pebble options finish in mid to late 2022.

    A data acquisition circuit for a particle detection system that allows for time tagging of particles detected by the system. The particle detection system screens out background noise and discriminate between hits from scattered and unscattered particles. The detection system can also be adapted to detect a wide variety of particle types. The detection system utilizes a particle detection pixel array, each pixel containing a back-biased PIN diode, and a data acquisition pixel array. Each pixel in the particle detection pixel array is in electrical contact with a pixel in the data acquisition pixel array. In response to a particle hit, the affected PIN diodes generate a current, which is detected by the corresponding data acquisition pixels. This current is integrated to produce a voltage across a capacitor, the voltage being related to the amount of energy deposited in the pixel by the particle. The current is also used to trigger a read of the pixel hit by the particle.

    The Army acquisition community currently uses a dedicated, point-to-point secure computer network for the Army Material Plan Modernization (AMPMOD). It must transition to the DOD supplied Defense Secure Network 1 (DSNET1). This is one of the first networks of this size to begin the transition. The type and amount of computing resources available at individual sites may or may not meet the new network requirements. This task surveys these existing telecommunications resources available in the Army acquisition community.     This report contains the results of a Direct Assistance Project performed by Lockheed Martin Energy Systems, Inc., for Dr. K. O. Jobson. The purpose of the project was to perform preliminary analysis of the data acquisition instruments used in the field of psychiatry, with the goal of identifying commonalities of data and strategies for handling and using the data in the most advantageous fashion. Data acquisition instruments from 12 sources were provided by Dr. Jobson. Several commonalities were identified and a potentially useful data strategy is reported here. Analysis of the information collected for utility in performing diagnoses is recommended. In addition, further work is recommended to refine the commonalities into a directly useful computer systems structure.

    This project involved support for Lou Costrell and myself in the development of IEEE and IEC standards for nuclear counting and data acquisition systems. Over the years, as a result of this support, Lou and I were able to attend standards meetings of IEEE and IEC, which led directly to the publication of many standards for NIM systems, FastBus and CAMAC. We also chaired several writing committees as well as ANSI N42 (Nuclear instrumentation), IEEE NIM (NIM standard), IEEE NID (NPSS nuclear instruments and detector) and IEC TC45 WG9 (Nuclear instrumentation). Through this support we were able to assure that the interests of the US and DOE were expressed and implemented in the various standards.

    Although truly new technology is not required for successful acquisition of seismic data in deep Gulf of Mexico waters, it is helpful to review some basic aspects of these seismic surveys. Additionally, such surveys are likely to see early use of some emerging new technology which can improve data quality. Because such items as depth imaging, borehole seismic, 4-D and marine 3-component recording were mentioned in the May 1996 issue of World Oil, they are not discussed again here. However, these technologies will also play some role in the deepwater seismic activities. What is covered in this paper are some new considerations for: (1) longer data records needed in deeper water, (2) some pros and cons of very long steamer use, and (3) two new commercial systems for quantifying data quality.

Activities that are part of the base Inertial Confinement Fusion (ICF) Program are not included in this plan. The University of California (UC), operating Lawrence Livermore National Laboratory (LLNL) and Los Alamos National Laboratory, and Lockheed-Martin, which operates Sandia National Laboratory (SNL) and the University of Rochester Laboratory for Laser Energetics (UR-LLE), will conduct the acquisition of needed products and services in support of their assigned responsibilities within the NIF Project structure in accordance with their prime contracts with the Department of Energy (DOE). LLNL, designated as the lead Laboratory, will have responsibility for all procurements required for construction, installation, activation, and startup of the NIF.

    Dr. Don Hush and Scott Chapman, in conjunction with the Electrical and Computer Engineering Department of the University of New Mexico (UNM), have been contracted by Los Alamos National Laboratories to perform research in the area of high security video analysis. The first phase of this research, presented in this report, is a cost/benefit analysis of various approaches to the problem in question. This discussion begins with a description of three architectures that have been used as solutions to the problem of high security surveillance. An overview of the relative merits and weaknesses of each of the proposed systems is included. These descriptions are followed directly by a discussion of the criteria chosen in evaluating the systems and the techniques used to perform the comparisons. The results are then given in graphical and tabular form, and their implications discussed. The project to this point has involved assessing hardware and software issues in image acquisition, processing and change detection. Future work is to leave these questions behind to consider the issues of change analysis - particularly the detection of human motion - and alarm decision criteria. The criteria for analysis in this report include: cost; speed; tradeoff issues in moving primative operations from software to hardware; real time operation considerations; change image resolution; and computational requirements.

It will be employed to record driver, vehicle, and environment parameter data from a wide range of vehicles and trucks. The system will be unobtrusive to the driver and inconspicuous to the outside world. It will have three modes of data gathering and provide for extended periods of data collection. Modularity, flexibility, and cost will be key drivers in the development effort.     Data acquisition from multiple beam current monitors is required for electron accelerator production of Mo-99. A two channel system capable of recording data from two beam current monitors has been developed, is currently in use, and is discussed below. The development of a cost-effective method of extending this system to more than two channels and integrating of these measurements into an accelerator control system is the main focus of this report. Data from these current monitors is digitized, processed, and stored by a digital data acquisition system. Limitations and drawbacks with the currently deployed digital data acquisition system have been identified as have been potential solutions, or at least improvements, to these problems. This report will discuss and document the efforts we've made in improving the flexibility and lowering the cost of the data acquisition system while maintaining the minimum requirements.

    This paper examines the structure of cost-effectiveness tests to illustrate how they can accurately reflect the costs and benefits of CHP systems. This paper begins with a general background discussion on cost-effectiveness analysis of DER and then describes how cost-effectiveness tests can be applied to CHP. Cost-effectiveness results are then calculated and analyzed for CHP projects in five states: Arkansas, Colorado, Iowa, Maryland, and North Carolina. Based on the results obtained for these five states, this paper offers four considerations to inform regulators in the application of cost-effectiveness tests in developing CHP programs.

    Jefferson Lab's Continuous Electron Beam Accelerator Facility (CEBAF) occasionally experiences fast intermittent beam instabilities that are difficult to isolate and result in downtime. The Distributed Data Acquisition (Dist DAQ) system is being developed to detect and quickly locate such instabilities. It will consist of multiple Ethernet based data acquisition chassis distributed throughout the seven-eights of a mile CEBAF site. Each chassis will monitor various control system signals that are only available locally and/or monitored by systems with small bandwidths that cannot identify fast transients. The chassis will collect data at rates up to 40 Msps in circular buffers that can be frozen and unrolled after an event trigger. These triggers will be derived from signals such as periodic timers or accelerator faults and be distributed via a custom fiber optic event trigger network. This triggering scheme will allow all the data acquisition chassis to be triggered simultaneously and provide a snapshot of relevant CEBAF control signals. The data will then be automatically analyzed for frequency content and transients to determine if and where instabilities exist.

    LPG deliveries began this spring to the new Mendez LPG receiving terminal near Juarez, State of Chihuahua, Mexico. Supplying the terminal is the 265-mile, 8-in. Rio Grande Pipeline that includes a reconditioned 217-mile, 8-in. former refined-products pipeline from near Odessa, Texas, and a new 48-mile, 8-in. line beginning in Hudspeth County and crossing the US-Mexico border near San Elizario, Texas. Capacity of the pipeline is 24,000 b/d. The LPG supplied to Mexico is a blend of approximately 85% propane and 15% butane. Before construction and operation of the pipeline, PGPB blended the propane-butane mix at a truck dock during loading. Demand for LPG in northern Mexico is strong. Less than 5% of the homes in Juarez have natural gas, making LPG the predominant energy source for cooking and heating in a city of more than 1 million. LPG also is widely used as a motor fuel.

    A microwave calorimeter has been designed for making 140-GHz absorption measurements on the MTX. Measurement of the intensity and spatial distribution of the FEL-generated microwave beam on the inner wall will indicate the absorption characteristics of the plasma when heated with a 140 GHz FEL pulse. The calorimeter works by monitoring changes of temperature in silicon carbide tiles located on the inner wall of the tokamak. Thermistors are used to measure the temperature of each tile. The tiles are located inside the tokamak about 1 cm outside of the limiter radius at machine potential. The success of this measurement depends on our ability to float the data acquisition system near machine potential and isolate it from the rest of the vault ground system. Our data acquisition system has 48 channels of thermistor signal conditioning, a multiplexer and digitizer section, a serial data formatter, and a fiber-optic transmitter to send the data out. Additionally, we bring timing signals to the interface through optical fibers to tell it when to begin measurement, while maintaining isolation. The receiver is an HP 200 series computer with a serial data interface; the computer provides storage and local display for the shot temperature profile. Additionally, the computer provides temporary storage of the data until it can be passed to a shared resource management system for archiving. 2 refs., 6 figs.

    The Bonneville Power Administration (BPA) has a statutory obligation to supply cost-effective electric power to its customers. BPA must also be consistent with the Pacific Northwest Electric Power Planning and Conservation Act, which requires consideration of the Northwest Power Planning Council`s Conservation and Electric Power Plan and Fish and Wildlife Program. The challenge is to operate effectively within an increasingly competitive and dynamic electric utility market while continuing its commitment to the National Environmental Policy Act (NEPA). BPA developed a tiered approach to its environmental analyses associated with energy resource planning and acquisition. The Resource Programs Environmental Impact Statement (RPEIS) is a programmatic document designed to support energy resource decisions for several years. The RPEIS includes a description of the environmental impacts and potential mitigation measures for various energy resources-including conservation, efficiency improvements, renewable resources, cogeneration, combustion turbines, nuclear, and coal. Information was also provided on fuel switching, load management, and emerging technologies. After analyzing the environmental trade-offs among resources, the RPEIS focuses on the cumulative effects of adding these resources to the existing power system. The Record of Decision documents that BPA`s resource acquisitions will include all cost-effective conservation and efficiency improvements, supplemented by a mix of renewables and thermal resources. Subsequent site-specific documents have been prepared on individual resource acquisitions. By focusing environmental reviews on the actual issues ripe for decision and by providing timely environmental information to the public and to the decisionmakers, this tiered approach led to better decisionmaking. BPA was able to operate in a more business-like manner while assuring NEPA compliance.

The local processor executes programs which are downloaded to the module memory through the FASTBUS coupler.

    This paper discusses how preparations are being made for the construction and operation of a semi commercial plant to process Australian oil shale. This plant is primarily designed to demonstrate the technical feasibility of processing these shales at low cost. Nevertheless it is expected to generate modest profits even at this demonstration level. This will be the first step in a three staged development of one of the major Australian oil shale deposits which may ultimately provide nearly 10% of Australia's anticipated oil requirements by the end of the century. In turn this development should provide the basis for a full scale oil shale industry in Australia based upon the advantageously disposed oil shale deposits there. New sources of oil are becoming critical since Australian production is declining rapidly while consumption is accelerating.

    The recent 3D electrical resistivity characterization at 241-U Tank Farm represents the first full-farm true 3D environmental resistivity deployment in the world. Technological and manufacturing developments by the vendor resulted in a data acquisition system that far surpasses the ability of the previous off-the-shelf systems. The new data acquisition system allows for 180 channels, which enables the full-farm 3D acquisition without the inaccuracies associated with combining multiple datasets. This ultimately leads to a more accurate model of the subsurface and a better understanding of moisture and contaminant distribution within the vadose zone. Additionally, advancements in electrical noise filters and increased output power resulted in better quality data than previously acquired at the site, reducing the amount of poor quality data by more than half. Ultimately, the new, improved system increased the speed of data acquisition and quality of the final results. The system allowed a reduction in field labor and field work duration to half the field budget estimates, resulting in a 25% reduction in overall project costs. The new resistivity data acquisition system represents technological advancements resulting in a greater quantity of data with decreased project costs.

    MDS-Plus, a model driven data acquisition system being jointly developed at Istituto Gas Ionizzati, MIT Plasma Fusion Center, and Los Alamos National Laboratory, is based on the concept of an experiment model. The model contains descriptions of experiment data, devices, and actions to be performed. The data acquisition engine, i.e., the part of the system which actually executes the acquisition process, is driven by the contents of the model itself and implemented as a set of independent processes. A scheduler keeps the data acquisition engine in step with a state machine reflecting the operation of the actual experiment; a dispatcher takes care of the appropriate sequencing of the operations associated with each state of the experiment; various servers actually execute actions on behalf of the dispatcher.

    Fiscal Year (FY) 1995 challenged us to dramatically reduce costs at Hanford. We began the year with an 8 percent reduction in our Environmental Management budget but at the same time were tasked with accomplishing additional workscope. This resulted in a Productivity Challenge whereby we took on more work at the beginning of the year than we had funding to complete. During the year, the Productivity Challenge actually grew to 23 percent because of recissions, Congressional budget reductions, and DOE Headquarters actions. We successfully met our FY 1995 Productivity Challenge through an aggressive cost reduction program that identified and eliminated unnecessary workscope and found ways to be more efficient. We reduced the size of the workforce, cut overhead expenses, eliminated paperwork, cancelled construction of new facilities, and reengineered our processes. We are proving we can get the job done better and for less money at Hanford. DOE`s drive to do it ``better, faster, cheaper`` has led us to look for more and larger partnerships with the private sector. The biggest will be privatization of Hanford`s Tank Waste Remediation System, which will turn liquid tank waste into glass logs for eventual disposal. We will also save millions of dollars and avoid the cost of replacing aging steam plants by contracting Hanford`s energy needs to a private company. Other privatization successes include the Hanford Mail Service, a spinoff of advanced technical training, low level mixed waste thermal treatment, and transfer of the Hanford Museums of Science and history to a private non-profit organization. Despite the rough roads and uncertainty we faced in FY 1995, less than 3 percent of our work fell behind schedule, while the work that was performed was completed with an 8.6 percent cost under-run. We not only met the FY 1995 productivity challenge, we also met our FY 1995-1998 savings commitments and accelerated some critical cleanup milestones. The challenges continue. Budgets remain on the decline, even while the expectations increase. Yet we are confident in our ability to keep our commitments and goals by identifying new efficiencies in the Hanford cleanup program. We will also pursue new contracting arrangements that will allow us to foster greater competition and use more commercial practices while maintaining our commitment to the safety and health of the public, our workers, and the environment.

    The first phase of the Depleted Uranium Hexafluoride Management Program (Program)--management strategy selection--consists of several program elements: Technology Assessment, Engineering Analysis, Cost Analysis, and preparation of an Environmental Impact Statement (EIS). Cost Analysis will estimate the life-cycle costs associated with each of the long-term management strategy alternatives for depleted uranium hexafluoride (UF6). The scope of Cost Analysis will include all major expenditures, from the planning and design stages through decontamination and decommissioning. The costs will be estimated at a scoping or preconceptual design level and are intended to assist decision makers in comparing alternatives for further consideration. They will not be absolute costs or bid-document costs. The purpose of the Cost Analysis Guidelines is to establish a consistent approach to analyzing of cost alternatives for managing Department of Energy`s (DOE`s) stocks of depleted uranium hexafluoride (DUF6). The component modules that make up the DUF6 management program differ substantially in operational maintenance, process-options, requirements for R and D, equipment, facilities, regulatory compliance, (O and M), and operations risk. To facilitate a consistent and equitable comparison of costs, the guidelines offer common definitions, assumptions or basis, and limitations integrated with a standard approach to the analysis. Further, the goal is to evaluate total net life-cycle costs and display them in a way that gives DOE the capability to evaluate a variety of overall DUF6 management strategies, including commercial potential. The cost estimates reflect the preconceptual level of the designs. They will be appropriate for distinguishing among management strategies.

    The displacement or deferral of conventional AC transmission line installation is a key benefit associated with several technologies being developed with the support of the U.S. Department of Energy`s Office of Energy Management (OEM). Previous benefits assessments conducted within OEM have been based on significantly different assumptions for the average cost per mile of AC transmission line. In response to this uncertainty, an investigation of transmission line capital cost data was initiated. The objective of this study was to develop a database for preparing preliminary estimates of transmission line costs. An extensive search of potential data sources identified databases maintained by the Bonneville Power Administration (BPA) and the Western Area Power Administration (WAPA) as superior sources of transmission line cost data. The BPA and WAPA data were adjusted to a common basis and combined together. The composite database covers voltage levels from 13.8 to 765 W, with cost estimates for a given voltage level varying depending on conductor size, tower material type, tower frame type, and number of circuits. Reported transmission line costs vary significantly, even for a given voltage level. This can usually be explained by variation in the design factors noted above and variation in environmental and land (right-of-way) costs, which are extremely site-specific. Cost estimates prepared from the composite database were compared to cost data collected by the Federal Energy Regulatory Commission (FERC) for investor-owned utilities from across the United States. The comparison was hampered because the only design specifications included with the FERC data were voltage level and line length. Working within this limitation, the FERC data were not found to differ significantly from the composite database. Therefore, the composite database was judged to be a reasonable proxy for estimating national average costs.

    The Rocky Flats Closure Site (Site) is in the process of stabilizing residual nuclear materials, decommissioning nuclear facilities, and remediating environmental media. A number of contaminated facilities have been decommissioned, including one building, Building 779, that contained gloveboxes used for plutonium process development but did little actual plutonium processing. The actual costs incurred to decommission this facility formed much of the basis or standards used to estimate the decommissioning of the remaining plutonium-processing buildings. Recent decommissioning activities in the first actual production facility, Building 771, implemented a number of process and procedural improvements. These include methods for handling plutonium contaminated equipment, including size reduction, decontamination, and waste packaging, as well as management improvements to streamline planning and work control. These improvements resulted in a safer working environment and reduced project cost, as demonstrated in the overall project efficiency. The topic of this paper is the analysis of how this improved efficiency is reflected in recent unit costs for activities specific to the decommissioning of plutonium facilities. This analysis will allow the Site to quantify the impacts on future Rocky Flats decommissioning activities, and to develop data for planning and cost estimating the decommissioning of future facilities. The paper discusses the methods used to collect and arrange the project data from the individual work areas within Building 771. Regression and data correlation techniques were used to quantify values for different types of decommissioning activities. The discussion includes the approach to identify and allocate overall project support, waste management, and Site support costs based on the overall Site and project costs to provide a ''burdened'' unit cost. The paper ultimately provides a unit cost basis that can be used to support cost estimates for decommissioning at other facilities with similar equipment and labor costs. It also provides techniques for extracting information from limited data using extrapolation and interpolation techniques.

    Present, offshore cathodic protection (CP) design in Brazil uses parameters found in the literature and in international norms, such as: initial and average current density, coating efficiency, leaked current at the buried part of the wet Xmas tree, etc. Five data acquisition systems (DAS) were launched at the Campos Basin water in depths of 102, 290, and 975 m. The DASs were recovered after 8, 11, and 14 months, respectively. Adequate methods of data processing guaranteed the acquisition of reliable parameters for use in CP projects in seawater: initial and average current densities, anode current capacity, and polarization curves at several time intervals. The potential of {minus}800 mV{sub Ag/AgCl} is generally accepted as norm for carbon steel protection in seawater. The cathodic current density necessary to obtain this potential is extremely dependent upon environmental conditions, and the geometry and superficial condition of the submerged steel structure.

    The Data Acquisition System for the CDMS II dark matter experiment was designed and built when the experiment moved to its new underground installation at the Soudan Lab. The combination of remote operation and increased data load necessitated a completely new design. Elements of the original LabView system remained as stand-alone diagnostic programs, but the main data processing moved to a VME-based system with custom electronics for signal conditioning, trigger formation and buffering. The data rate was increased 100-fold and the automated cryogenic system was linked to the data acquisition. A modular server framework with associated user interfaces was implemented in Java to allow control and monitoring of the entire experiment remotely.

    Numerous terrorist organizations have openly expressed interest in producing and deploying biological weapons. However, a limiting factor for many terrorists has been the acquisition of dangerous biological agents, as evidenced by the very few successful instances of biological weapons use compared to the number of documented hoaxes. Biological agents vary greatly in their ability to cause loss of life and economic damage. Some agents, if released properly, can kill many people and cause an extensive number of secondary infections; other agents will sicken only a small number of people for a short period of time. Consequently, several biological agents can potentially be used to perpetrate a bioterrorism attack but few are likely capable of causing a high consequence event. It is crucial, from a US national security perspective, to more deeply understand the likelihood that terrorist organizations can acquire the range of these agents. Few studies have attempted to comprehensively compile the technical information directly relevant to the acquisition of dangerous bacteria, viruses and toxins. In this report, technical fact sheets were assembled for 46 potentially dangerous biological agents. Much of the information was taken from various research sources which could ultimately and significantly expedite and improve bioterrorism threat assessments. By systematically examining a number of specific agent characteristics included in these fact sheets, it may be possible to detect, target, and implement measures to thwart future terrorist acquisition attempts. In addition, the information in these fact sheets may be used as a tool to help laboratories gain a rudimentary understanding of how attractive a method laboratory theft is relative to other potential acquisition modes.

    The calorimeter Data Acquisition and Reporting Program performs the calculations necessary to calculate the calorimetric sample results in grams and provide a printable report for up to twelve Mound Calorimeters. To determine a standard`s wattage or sample gram fill, the reporting program retrieves the output voltage from the power supply at the calorimeter and a temperature resistant resistor via a voltmeter and digital input card in a Hewlett Packard Data Acquisition Unit (DAQ). From the retrieved voltage data, the reporting program can calculate a standard`s wattage output and sample gram fill.     This paper describes a cost reduction program that Petrobras has conceived for its deep water field. Beginning with the Floating Production Unit, a new concept of FPSO was established where a simple system, designed to long term testing, can be upgraded, on the location, to be the definitive production unit. Regarding to the subsea system, the following projects will be considered. (1) Subsea Manifold: There are two 8-well-diverless manifolds designed for 1,000 meters presently under construction and after a value analysis, a new design was achieved for the next generation. Both projects will be discussed and a cost evaluation will also be provided. (2) Subsea Pipelines: Petrobras has just started a large program aiming to reduce cost on this important item. There are several projects such as hybrid (flexible and rigid) pipes for large diameter in deep water, alternatives laying methods, rigid riser on FPS, new material...etc. The authors intend to provide an overview of each project.

    The Utah Wind Working Group (UWWG) believes there are currently opportunities to encourage wind power development in the state by seeking changes to the avoided cost tariff paid to qualifying facilities (QFs). These opportunities have arisen as a result of a recent renegotiation of Pacificorp's Schedule 37 tariff for wind QFs under 3 MW, as well as an ongoing examination of Pacificorp's Schedule 38 tariff for wind QFs larger than 3 MW. It is expected that decisions made regarding Schedule 38 will also impact Schedule 37. Through the Laboratory Technical Assistance Program (Lab TAP), the UWWG has requested (through the Utah Energy Office) that LBNL provide technical assistance in determining whether an alternative method of calculating avoided costs that has been officially adopted in Idaho would lead to higher QF payments in Utah, and to discuss the pros and cons of this method relative to the methodology recently adopted under Schedule 37 in Utah. To accomplish this scope of work, I begin by summarizing the current method of calculating avoided costs in Utah (per Schedule 37) and Idaho (the ''surrogate avoided resource'' or SAR method). I then compare the two methods both qualitatively and quantitatively. Next I present Pacificorp's four main objections to the use of the SAR method, and discuss the reasonableness of each objection. Finally, I conclude with a few other potential considerations that might add value to wind QFs in Utah.

    The Electric Power Research Institute (EPRI) studied United States experience with decommissioning cost estimates and the factors that impact the actual cost of decommissioning projects. This study gathered available estimated and actual decommissioning costs from eight nuclear power plants in the United States to understand the major components of decommissioning costs. Major costs categories for decommissioning a nuclear power plant are removal costs, radioactive waste costs, staffing costs, and other costs. The technical factors that impact the costs were analyzed based on the plants' decommissioning experiences. Detailed cost breakdowns by major projects and other cost categories from actual power plant decommissioning experiences will be presented. Such information will be useful in planning future decommissioning and designing new plants. (authors)

    Seal durability is critical to achieving the 2010 DOE operational life goals for both stationary and transportation PEM fuel cell stacks. The seal material must be chemically and mechanically stable in an environment consisting of aggressive operating temperatures, humidified gases, and acidic membranes. The seal must also be producible at low cost. Currentlyused seal materials do not meet all these requirements. This project developed and demonstrated a high consistency hydrocarbon rubber seal material that was able to meet the DOE technical and cost targets. Significant emphasis was placed on characterization of the material and full scale molding demonstrations.

    Feed-in tariffs (FITs) are the most prevalent renewable energy policy used globally to date, and there are many benefits to the certainty offered in the marketplace to reduce development risks and associated financing costs and to grow the renewable energy industry. However, concerns over escalating costs in jurisdictions with FIT policies have led to increased attention on cost control in renewable energy policy design. In recent years, policy mechanisms for containing FIT costs have become more refined, allowing policymakers to exert greater control on policy outcomes and on the resulting costs to ratepayers. As policymakers and regulators in the United States begin to explore the use of FITs, careful consideration must be given to the ways in which policy design can be used to balance the policies' advantages while bounding its costs. This report explores mechanisms that policymakers have implemented to limit FIT policy costs. If designed clearly and transparently, such mechanisms can align policymaker and market expectations for project deployment. Three different policy tools are evaluated: (1) caps, (2) payment level adjustment mechanisms, and (3) auction-based designs. The report employs case studies to explore the strengths and weaknesses of these three cost containment tools. These tools are then evaluated with a set of criteria including predictability for policymakers and the marketplace and the potential for unintended consequences.

    EERE's Solar Energy Technologies Program is charged with leading the Secretary's SunShot Initiative to reduce the cost of electricity from solar by 75% to be cost competitive with conventional energy sources without subsidy by the end of the decade. As part of this Initiative, the program has funded the National Renewable Energy Laboratory (NREL) to develop module manufacturing and solar PV system installation cost models to ensure that the program's cost reduction targets are carefully aligned with current and near term industry costs. The NREL cost analysis team has leveraged the laboratories' extensive experience in the areas of project finance and deployment, as well as industry partnerships, to develop cost models that mirror the project cost analysis tools used by project managers at leading U.S. installers. The cost models are constructed through a "bottoms-up" assessment of each major cost element, beginning with the system's bill of materials, labor requirements (type and hours) by component, site-specific charges, and soft costs. In addition to the relevant engineering, procurement, and construction costs, the models also consider all relevant costs to an installer, including labor burdens and overhead rates, supply chain costs, and overhead and materials inventory costs, and assume market-specific profits.

    Power towers are capable of producing solar-generated electricity and hydrogen on a large scale. Heliostats are the most important cost element of a solar power tower plant. Since they constitute {approx} 50% of the capital cost of the plant it is important to reduce heliostat cost as much as possible to improve the economic performance of power towers. In this study we evaluate current heliostat technology and estimate a price of $126/m{sup 2} given year-2006 materials and labor costs for a deployment of {approx}600 MW of power towers per year. This 2006 price yields electricity at $0.067/kWh and hydrogen at $3.20/kg. We propose research and development that should ultimately lead to a price as low as $90/m{sup 2}, which equates to $0.056/kWh and $2.75/kg H{sup 2}. Approximately 30 heliostat and manufacturing experts from the United States, Europe, and Australia contributed to the content of this report during two separate workshops conducted at the National Solar Thermal Test Facility.

    This paper is the first of a series which describes the Enrichment Diagnostic System (EDS) developed for the MARS project at Lawrence Livermore National Laboratory. Although EDS was developed for use on AVLIS, the functional requirements, overall design, and specific techniques are applicable to any experimental data acquisition system involving large quantities of transient data. In particular this paper will discuss the techniques and equipment used to do the data acquisition. Included are what types of hardware are used and how that hardware (CAMAC, digital oscilloscopes) is interfaced to the HP computers. In this discussion the author will address the problems encountered and the solutions used, as well as the performance of the instrument/computer interfaces. The second topic the author will discuss is how the acquired data is associated to graphics and analysis portions of EDS through efficient real time data bases. This discussion will include how the acquired data is folded into the overall structure of EDS providing the user immediate access to raw and analyzed data. By example you will see how easily a new diagnostic can be added to the EDS structure without modifying the other parts of the system. 8 figs.

    The Bagless Transfer System Welder Data Acquisition Software (BTS DAS) was developed by SRTC to replace a strip chart recorder that has been in place since the design of the BTS. During the welding process, critical weld parameters such as weld current and voltage, can give valuable information about the weld. In the past, weld data from the TID welding process, has been monitored using strip chart recorders. The data from the weld process, recordedmore » on the strip chart recorder traces, are reviewed to analyze the weld. The BTS DAS improves this technology by digitizing the weld data which allows for automation of the analysis process. Also, the data files are now stored digitally as well as a hard copy printout, so they can be reanalyzed if needed. The BTS DAS performs the necessary functions to perform the data acquisition functions during the BTS Welding Process. It is important to monitor the critical weld parameters, current and voltage, during a weld as they can be used to set acceptance criteria for weld acceptance. The software monitors and records the weld current, voltage, and RPM data. The welder DAS is a passive device and does not control the welder. The BTS control system interfaces directly with the welder and the BTS DAS. Digital handshaking is used between the BTS DAS and the BTS control system to ensure that the DAS is ready to weld prior to allowing the operator to initiate the welding process.« less

    No matter the source, offshore wind energy plant cost estimates are significantly higher than for land-based projects. For instance, a National Renewable Energy Laboratory (NREL) review on the 2010 cost of wind energy found baseline cost estimates for onshore wind energy systems to be 71 dollars per megawatt-hour ($/MWh), versus 225 $/MWh for offshore systems. There are many ways that innovation can be used to reduce the high costs of offshore wind energy. However, the use of such innovation impacts the cost of energy because of the highly coupled nature of the system. For example, the deployment of multimegawatt turbines can reduce the number of turbines, thereby reducing the operation and maintenance (O&M) costs associated with vessel acquisition and use. On the other hand, larger turbines may require more specialized vessels and infrastructure to perform the same operations, which could result in higher costs. To better understand the full impact of a design decision on offshore wind energy system performance and cost, a system analysis approach is needed. In 2011-2012, NREL began development of a wind energy systems engineering software tool to support offshore wind energy system analysis. The tool combines engineering and cost models to represent an entire offshore wind energy plant and to perform system cost sensitivity analysis and optimization. Initial results were collected by applying the tool to conduct a sensitivity analysis on a baseline offshore wind energy system using 5-MW and 6-MW NREL reference turbines. Results included information on rotor diameter, hub height, power rating, and maximum allowable tip speeds.

    A tool is presented to quantify the risks of geothermal projects, the Geothermal Probabilistic Cost Model (GPCM). The GPCM model is used to evaluate a geothermal reservoir for a binary-cycle electric plant at Heber, California. Three institutional aspects of the geothermal risk which can shift the risk among different agents are analyzed. The leasing of geothermal land, contracting between the producer and the user of the geothermal heat, and insurance against faulty performance are examined. (MHR)

    LPGC is a set of nine microcomputer programs for estimating power generation costs for large steam-electric power plants. These programs permit rapid evaluation using various sets of economic and technical ground rules. The levelized power generation costs calculated may be used to compare the relative economics of nuclear and coal-fired plants based on life-cycle costs. Cost calculations include capital investment cost, operation and maintenance cost, fuel cycle cost, decommissioning cost, and total levelized power generationmore » cost. These programs can be used for quick analyses of power generation costs using alternative economic parameters, such as interest rate, escalation rate, inflation rate, plant lead times, capacity factor, fuel prices, etc. The two major types of electric generating plants considered are pressurized water reactor (PWR) and pulverized coal-fired plants.     The objective of this analysis is to roadmap the cost reductions and innovations necessary to achieve the U.S. Department of Energy (DOE) SunShot Initiative's total soft-cost targets by 2020. The roadmap focuses on advances in four soft-cost areas: (1) customer acquisition; (2) permitting, inspection, and interconnection (PII); (3) installation labor; and (4) financing. Financing cost reductions are in terms of the weighted average cost of capital (WACC) for financing PV system installations, with real-percent targets of 3.0% (residential) and 3.4% (commercial).

    Currently, several cost-per-mile calculators exist that can provide estimates of acquisition and operating costs for consumers and fleets. However, these calculators are limited in their ability to determine the difference in cost per mile for consumer versus fleet ownership, to calculate the costs beyond one ownership period, to show the sensitivity of the cost per mile to the annual vehicle miles traveled (VMT), and to estimate future increases in operating and ownership costs. Oftentimes, these tools apply a constant percentage increase over the time period of vehicle operation, or in some cases, no increase in direct costs at all over time. A more accurate cost-per-mile calculator has been developed that allows the user to analyze these costs for both consumers and fleets. The calculator was developed to allow simultaneous comparisons of conventional light-duty internal combustion engine (ICE) vehicles, mild and full hybrid electric vehicles (HEVs), and fuel cell vehicles (FCVs). This paper is a summary of the development by the authors of a more accurate cost-per-mile calculator that allows the user to analyze vehicle acquisition and operating costs for both consumer and fleets. Cost-per-mile results are reported for consumer-operated vehicles travelling 15,000 miles per year and for fleets travelling 25,000 miles per year.
