    The goals of the Atmospheric Radiation Measurement (ARM) Climate Research Facility’s third and fourth Airborne Carbon Measurements (ACME) field campaigns, ACME-III and ACME-IV, are: 1) to measure and model the exchange of CO2, water vapor, and other greenhouse gases by the natural, agricultural, and industrial ecosystems of the Southern Great Plains (SGP) region; 2) to develop quantitative approaches to relate these local fluxes to the concentration of greenhouse gases measured at the Central Facility tower and in the atmospheric column above the ARM SGP Central Facility, 3) to develop and test bottom-up measurement and modeling approaches to estimate regional scale carbon balances, and 4) to develop and test inverse modeling approaches to estimate regional scale carbon balance and anthropogenic sources over continental regions. Regular soundings of the atmosphere from near the surface into the mid-troposphere are essential for this research.

    A methodology is developed for optimally allocating resources between conservation and solar strategies in building design. Formulas are presented for a constrained optimum in which the initial investment is limited. A global optimum procedure is also described in which life-cycle cost is minimized. The procedure is amenable to hand analysis if tables are available which give the Solar Savings Fraction as a function of the Load Collector Ratio for the locality. A numerical example is given.

    The need to upgrade the ammonia removal process at the Acme Steel Coke Plant developed with the installation of the benzene NESHAP (National Emission Standard for Hazardous Air Pollutants) equipment, specifically the replacement of the final cooler. At Acme Steel it was decided to replace the existing open cooling tower type final cooler with a closed loop direct spray tar/water final cooler. This new cooler has greatly reduced the emissions of benzene, ammonia, hydrogen sulfide and hydrogen cyanide to the atmosphere, bringing them into environmental compliance. At the time of its installation it was not fully recognized as to the effect this would have on the coke oven gas composition. In the late seventies the decision had been made at Acme Steel to stop the production of ammonia sulfate salt crystals. The direction chosen was to make a liquid ammonia sulfate solution. This product was used as a pickle liquor at first and then as a liquid fertilizer as more markets were developed. In the fall of 1986 the ammonia still was brought on line. The vapors generated from the operation of the stripping still are directed to the inlet of the ammonia absorber. At that point in time it was decided that an improvement to the cyclical ammonia removal process was needed. The improvements made were minimal yet allowed the circulation of solution through the ammonia absorber on a continuous basis. The paper describes the original batch process and the modifications made which allowed continuous removal.

The investigation focuses upon implementation - the organization and administrative processes required to convert a law into a viable program. Eleven financial and 12 RD and D programs were investigated. Results indicate that four conditions are common to successful implementation of both types of incentive programs: the opportunity to use solar energy as a heating source; characteristics of the agency selected to complement the law; involvement of outside groups in program implementation; and the specificity of guidance given to those responsible for implementation. Other conditions specific to the implementation of each type of program are discussed as well as the implications of these findings for state and federal policy makers.

    The DOE grant, “An Integrated Partnership to Create and Lead the Solar Codes and Standards Working Group,” to New Mexico State University created the Solar America Board for Codes and Standards (Solar ABCs). From 2007 – 2013 with funding from this grant, Solar ABCs identified current issues, established a dialogue among key stakeholders, and catalyzed appropriate activities to support the development of codes and standards that facilitated the installation of high quality, safe photovoltaic systems. Solar ABCs brought the following resources to the PV stakeholder community; Formal coordination in the planning or revision of interrelated codes and standards removing “stove pipes” that have only roofing experts working on roofing codes, PV experts on PV codes, fire enforcement experts working on fire codes, etc.; A conduit through which all interested stakeholders were able to see the steps being taken in the development or modification of codes and standards and participate directly in the processes; A central clearing house for new documents, standards, proposed standards, analytical studies, and recommendations of best practices available to the PV community; A forum of experts that invites and welcomes all interested parties into the process of performing studies, evaluating results, and building consensus on standards and code-related topics that affect all aspects of the market; and A biennial gap analysis to formally survey the PV community to identify needs that are unmet and inhibiting the market and necessary technical developments.

    Acme Steel Co. is a small integrated steel company headquartered in Riverdale IL., with its blast furnace and coke plant operations located in the city of Chicago. Rail transportation between the two plants is by Conrail with two crews assigned exclusively to Acme. The torpedo cars used for this service are specially reinforced, with 36 in. wheels and additional braking capability for safety on public rail tracks. Over a seven month period, microporous insulating panels 0.28 in. thick in No. 49 sub ladle saved an average 24 degrees in the iron on arrival at the BOF compared to the average for the rest of the fleet. The microporous insulation replaced 0.25 in. of compressed fiber panel.

    Through the support from the Department of Energy, NARUC has educated thousands of stakeholders, including Public Utility Commissioners, commission staff, and State energy officials on solar energy technology, implementation, and policy. During the lifetime of this grant, NARUC staff engaged stakeholders in policy discussions, technical research, site visits, and educational meetings/webinars/materials that provided valuable education and coordination on solar energy technology and policy among the States. Primary research geared toward State decision-makers enabled stakeholders to be informed on current issues and created new solar energy leaders throughout the United States. Publications including a Frequently Asked Questions guide on feed-in tariffs and a legal analysis of state implementation of feed-in tariffs gave NARUC members the capacity to understand complex issues related to the economic impacts of policies supportive of solar energy, and potential paths for implementation of technology. Technical partnerships with the National Renewable Energy Laboratory (NREL) instructed NARUC members on feed-in tariff policy for four States and solar PV resource assessment in seven States, as well as economic impacts of solar energy implementation in those States. Because many of the States in these technical partnerships had negligible amounts of solar energy installed, this research gave them new capacity to understand how policies and implementation could impact their constituency. This original research produced new data now available, not only to decision-makers, but also to the public at-large including educational institutions, NGOs, consumer groups, and other citizens who have an interest in solar energy adoption in the US. Under this grant, stakeholders engaged in several dialogs. These educational opportunities brought NARUC members and other stakeholders together several times each year, shared best practices with State decision-makers, fostered partnerships and relationships with solar energy experts, and aided in increasing the implementation of smart policies that will foster solar technology deployment. The support from the Department of Energy??s Office of Energy Efficiency and Renewable Energy has created solar energy leaders in the States; leaders who will serve to be a continuing valuable resource as States consider adoption of new low-carbon and domestic energy supply to meet the energy needs of the United States.

    The following Photovoltaics Installation Best Practices Guide is one of several work products developed by the Solar Access to Public Capital (SAPC) working group, which works to open capital market investment. SAPC membership includes over 450 leading solar developers, financiers and capital managers, law firms, rating agencies, accounting and engineering firms, and other stakeholders engaged in solar asset deployment. SAPC activities are directed toward foundational elements necessary to pool project cash flows into tradable securities: standardization of power purchase and lease contracts for residential and commercial end customers; development of performance and credit data sets to facilitate investor due diligence activities; comprehension of risk perceived by rating agencies; and the development of best practice guides for PV system installation and operations and maintenance (O&M) in order to encourage high-quality system deployment and operation that may improve lifetime project performance and energy production. This PV Installation Best Practices Guide was developed through the SAPC Installation Best Practices subcommittee, a subgroup of SAPC comprised of a wide array of solar industry leaders in numerous fields of practice. The guide was developed over roughly one year and eight months of direct engagement by the subcommittee and two working group comment periods.

    In this paper a second level mathematical model for the computational simulation of the working process of a 1-kW Stirling engine has been used and the results obtained are presented. The internal circuit of the engine in the calculation scheme was divided into five chambers, namely, the expansion space, heater, regenerator, cooler and the compression space, and the governing system of ordinary differential equations for the energy and mass conservation were solved in each chamber by Euler`s method. In addition, mechanical losses in the construction of the engine have been determined and the computational results show that the mechanical losses for this particular design of the Stirling engine may be up to 50% of the indicated power of the engine.

  1. Performance optimization of solar cells based on colloidal lead sulfide nanocrystals

    Colloidal semiconducting quantum dot nanocrystals (NCs) have attracted extensive interest as active building-block for low-cost solution-processed photovoltaic due to their size tunable absorption from the visible to near IR. Among various nanocrystal composition, lead sulfide (PbS), having a bulk bandgap of 0.41 eV, are particularly attractive for photovoltaic applications due to their excellent photosensitivity in the near IR. Starting from colloidal synthesis, in this project functional solar cells are fabricated and characterized based on the nearly monodispersed colloidal PbS nanocrystals that we synthesized. These NC-solar cells are fabricated under a “depleted heterojunction” device architecture containing a planar “tipe II” heretojunction formed by a layer of electron-transporting TiO{sub 2} and a layer of PbS NCs. Relevant structural, optical, and electrical characterizations are performed on NCs and their devices. To understand the operational mechanism of these NC-based solar cells, various material and device aspects are investigated in this work aiming for optimized photovoltaic performance. These aspects include the effect of: (1) NC dimensions (and thus their band gaps); (2) passivation of surface traps through post-synthesis treatments; (3) NC surface ligand-exchange; and (4) interfacial modifications at the heterojunction. The most optimized photovoltaic performance is found after combining the surface trap passivation strategy by halides, ligand-exchange by 3-mercaptopropionic acids, and interfacial TiCl4 treatment, leading to a peak open-circuit voltage of 0.53 V, a short-circuit current density of 14.03 mAcm{sup −2}, and a power conversion efficiency of 3.25%.

    This report explores three mechanisms for encouraging solar ready building design and construction: solar ready legislation, certification programs for solar ready design and construction, and stakeholder education. These methods are not mutually exclusive, and all, if implemented well, could contribute to more solar ready construction. Solar ready itself does not reduce energy use or create clean energy. Nevertheless, solar ready building practices are needed to reach the full potential of solar deployment. Without forethought on incorporating solar into design, buildings may be incompatible with solar due to roof structure or excessive shading. In these cases, retrofitting the roof or removing shading elements is cost prohibitive. Furthermore, higher up-front costs due to structural adaptations and production losses caused by less than optimal roof orientation, roof equipment, or shading will lengthen payback periods, making solar more expensive. With millions of new buildings constructed each year in the United States, solar ready can remove installation barriers and increase the potential for widespread solar adoption. There are many approaches to promoting solar ready, including solar ready legislation, certification programs, and education of stakeholders. Federal, state, and local governments have the potential to implement programs that encourage solar ready and in turn reduce barriers to solar deployment. With the guidance in this document and the examples of jurisdictions and organizations already working to promote solar ready building practices, federal, state, and local governments can guide the market toward solar ready implementation.

Two main types of solar collectors are described: flat plate collectors and concentrating collectors. Efficiency of air and hydronic collectors among the flat plate types are compared.     Concentrating Solar Power (CSP) offers a utility-scale, firm, dispatchable renewable energy option that can help meet the nation's goal of making solar energy cost competitive with other energy sources by the end of the decade. The DOE SunShot Initiative is a collaborative national initiative to make solar energy technologies cost-competitive with other forms of energy by reducing the cost of solar energy systems by about 75% by the end of the decade. Reducing the total installed cost for utility-scale solar electricity to roughly 6 cents per kilowatt hour without subsidies will result in rapid, large-scale adoption of solar electricity across the United States. Reaching this goal will re-establish American technological leadership, improve the nation's energy security, and strengthen U.S. economic competitiveness in the global clean energy race. SunShot will work to bring down the full cost of solar - including the costs of solar cells and installation by focusing on four main pillars: (1) Technologies for solar cells and arrays that convert sunlight to energy; (2) Electronics that optimize the performance of the installation; (3) Improvements in the efficiency of solar manufacturing processes; and (4) Installation, design, and permitting for solar energy systems.

    The Solar Electric Power Association (SEPA), in partnership with the American Solar Energy Society, developed an online National Solar Energy Directory with clear, comprehensive information on suppliers and purchasing options. The site was originally located at FindSolar.com, but has recently been moved to Find-Solar.org. The original FindSolar.com domain name has been taken by the American Solar Energy Society (a partner in this project) and utilized for a similar but different project. This Find-Solar.org directory offers the rapidly growing base of potential solar customers a simple, straightforward destination to learn about their solar options. Members of the public are able to easily locate contractors in their geographic area and verify companies?? qualifications with accurate third-party information. It allows consumers to obtain key information on the economics, incentives, desirability, and workings of a solar energy system, as well as competing quotes from different contractors and reviews from customers they have worked with previously. Find-Solar.org is a means of facilitating the growing public interest in solar power and overcoming a major barrier to widespread development of U.S. solar markets. In addition to the development of Find-Solar.org, SEPA developed a separate online product directory for the 2005 DOE Solar Decathlon to facilitate the communication of information about the energy efficiency and renewable energy products used in each university team??s home.

    Heat loss is the major factor limiting traditional single junction solar cells to a theoretical efficiency of 32%. Multiple Exciton Generation (MEG) enables efficient use of the solar spectrum yielding a theoretical power conversion efficiency of 44% in solar cells under 1-sun conditions. Quantum-confined semiconductors have demonstrated the ability to generate multiple carriers but present-day materials deliver efficiencies far below the SQ limit of 32%. Semiconductor quantum dots of PbSe and PbS provide an active testbed for developing high-efficiency, inexpensive solar cells benefitting from quantum confinement effects. Here, we will present recent work of solar cells employing MEG to yield external quantum efficiencies exceeding 100%.

    This brochure provides an overview of the challenges and successes of Boston, MA, a 2007 Solar America City awardee, on the path toward becoming a solar-powered community. Accomplishments, case studies, key lessons learned, and local resource information are given. The City of Boston and its Solar America Cities program, Solar Boston, are helping to debunk the myth that solar energy is only feasible in the southern latitudes. Boston has some of the highest energy prices in the country and will likely be one of the first locations where solar power achieves grid parity with conventional energy technologies. Solar Boston is facilitating the rapid development of solar energy projects and infrastructure in the short-term, and is preparing for the rapid market growth that is expected with the imminent arrival of grid parity over the long-term. Solar Boston developed the strategy for achieving Mayor Menino's goal of installing 25 MW of solar energy throughout Boston by 2015. Through Solar Boston, the city has developed a strategy for the installation of solar technology throughout Boston, including mapping feasible locations, preparing a permitting guide, and planning the citywide bulk purchase, financing, and installation of solar technology. The city has also worked with local organizations to maximize Boston's participation in state incentive programs and innovative financing initiatives. The resulting accomplishments include the following: (1) Created an online map of current local renewable energy projects with a tool to allow building owners to calculate their rooftop solar potential. The map is currently live at http://gis.cityofboston.gov/solarboston/. (2) Supported the city's Green Affordable Housing Program (GAHP), in partnership with the Department of Neighborhood Development (DND). Under GAHP, the city is installing more than 150 kW of PV on 200 units of affordable housing. DND requires that all new city-funded affordable housing be LEED silver certified and built solar-ready. (3) Defined solar's role in emergency preparedness with the Boston Mayor's Office of Emergency Preparedness. (4) Worked with local organizations to maximize Boston's participation in state incentive programs and innovative financing mechanisms. Solar Boston partners include DOE, MTC, local utilities and unions, an anonymous foundation, and a broad range of local, regional, and national clean-energy stakeholders. Solar Boston kicked off its partner program on January 10, 2008, sponsoring a workshop on 'Thinking BIG about Boston's Solar Energy Future,' to discuss how state, utility, and municipal programs can work together. Presentations were given by Solar Boston, Keyspan/National Grid, NSTAR, and MTC.

    The prospect of studying the solar energy generation process directly by observing the solar neutrino radiation has been discussed for many years. The main difficulty with this approach is that the sun emits predominantly low energy neutrinos, and detectors for observing low fluxes of low energy neutrinos have not been developed. However, experimental techniques have been developed for observing neutrinos, and one can foresee that in the near future these techniques will be improved sufficiently in sensitivity to observe solar neutrinos. At the present several experiments are being designed and hopefully will be operating in the next year or so. We will discuss an experiment based upon a neutrino capture reaction that is the inverse of the electron-capture radioactive decay of argon-37. The method depends upon exposing a large volume of a chlorine compound, removing the radioactive argon-37 and observing the characteristic decay in a small low-level counter.

    The field of this invention is solar collectors, and more particularly, the invention pertains to a flat plate collector that employs high performance thin films. The solar collector of this invention overcomes several problems in this field, such as excessive hardware, cost and reliability, and other prior art drawbacks outlined in the specification. In the preferred form, the apparatus features a substantially rigid planar frame. A thin film window is bonded to one planar side of the frame. An absorber of laminate construction is comprised of two thin film layers that are sealed perimetrically. The layers define a fluid-tight planar envelope of large surface area to volume through which a heat transfer fluid flows. Absorber is bonded to the other planar side of the frame. The thin film construction of the absorber assures substantially full envelope wetting and thus good efficiency. The window and absorber films stress the frame adding to the overall strength of the collector.

    The work accomplished by the Aerospace Corporation from April 1973 through November 1979 in the mission analysis of solar thermal power systems is summarized. Sponsorship of this effort was initiated by the National Science Foundation, continued by the Energy Research and Development Administration, and most recently directed by the United States Department of Energy, Division of Solar Thermal Systems. Major findings and conclusions are sumarized for large power systems, small power systems, solar total energy systems, and solar irrigation systems, as well as special studies in the areas of energy storage, industrial process heat, and solar fuels and chemicals. The various data bases and computer programs utilized in these studies are described, and tables are provided listing financial and solar cost assumptions for each study. An extensive bibliography is included to facilitate review of specific study results and methodology.

    A solar thermal power generator includes an inclined elongated boiler tube positioned in the focus of a solar concentrator for generating steam from water. The boiler tube is connected at one end to receive water from a pressure vessel as well as connected at an opposite end to return steam back to the vessel in a fluidic circuit arrangement that stores energy in the form of heated water in the pressure vessel. An expander, condenser, and reservoir are also connected in series to respectively produce work using the steam passed either directly (above a water line in the vessel) or indirectly (below a water line in the vessel) through the pressure vessel, condense the expanded steam, and collect the condensed water. The reservoir also supplies the collected water back to the pressure vessel at the end of a diurnal cycle when the vessel is sufficiently depressurized, so that the system is reset to repeat the cycle the following day. The circuital arrangement of the boiler tube and the pressure vessel operates to dampen flow instabilities in the boiler tube, damp out the effects of solar transients, and provide thermal energy storage which enables time shifting of power generation to better align with the higher demand for energy during peak energy usage periods.

    A reflective shutter rotates within a skylight housing in such a fashion as to control solar energy thereby providing a combination of heating, lighting, and ventilation. The skylight housing has three faces: a glazed southern face, a glazed northern face, and an open downwardly oriented face to the interior of the structure. Counter-weighted pivot arms support the shutter at either end causing the center of rotation to pass through the center of gravity. The shutter has three basic positions: In the first position, during the winter day, the shutter closes off the northern face, allowing solar energy to enter directly into the supporting structure providing heat gain and daylighting. In the second position, during the winter night, the shutter closes off the open face to the interior, providing insulation between the structure and the skylight housing. In the third position, during the non-heating season, the shutter closes off the southern face blocking unwanted heat gain but allowing diffuse northern light to penetrate for daylighting. In this last position, a means is provided for ventilating by natural convection. The apparatus can be operated either manually or by motor.

    The invention pertains to a flat plate collector that employs high performance thin films. The solar collector of this invention overcomes several problems in this field, such as excessive hardware, cost and reliability, and other prior art drawbacks outlined in the specification. In the preferred form, the apparatus features a substantially rigid planar frame. A thin film window is bonded to one planar side of the frame. An absorber of laminate construction is comprised of two thin film layers that are sealed perimetrically. The layers define a fluid-tight planar envelope of large surface area to volume through which a heat transfer fluid flows. Absorber is bonded to the other planar side of the frame. The thin film construction of the absorber assures substantially full envelope wetting and thus good efficiency. The window and absorber films stress the frame adding to the overall strength of the collector.

    A process including forming a photovoltaic solar cell on a substrate, the photovoltaic solar cell comprising an anchor positioned between the photovoltaic solar cell and the substrate to suspend the photovoltaic solar cell from the substrate. A surface of the photovoltaic solar cell opposite the substrate is attached to a receiving substrate. The receiving substrate may be bonded to the photovoltaic solar cell using an adhesive force or a metal connecting member. The photovoltaic solar cell is then detached from the substrate by lifting the receiving substrate having the photovoltaic solar cell attached thereto and severing the anchor connecting the photovoltaic solar cell to the substrate. Depending upon the type of receiving substrate used, the photovoltaic solar cell may be removed from the receiving substrate or remain on the receiving substrate for use in the final product.

    We will review highlights of exploratory research for new PV technologies funded by the DOE Solar Energy Technologies Program through NREL and its Photovoltaic Exploratory Research Project. The goal for this effort is highlighted in the beginning of the Solar Program Multi-Year Technical Plan by Secretary of Energy Spencer Abraham's challenge to leapfrog the status quo by pursuing research having the potential to create breakthroughs. The ultimate goal is to create solar electric technologies for achieving electricity costs below 5 cents/kWh. Exploratory research includes work on advanced photovoltaic technologies (organic and ultra-high efficiency solar cells for solar concentrators) as well as innovative approaches to emerging and mature technologies (e.g., crystalline silicon).

    Solar energy is used for the work reported here as a nonconventional heating system to produce aluminium foam from Al-Si alloy precursors produced by powder metallurgy. A commercial precursor in cylindrical bars enclosed in a stainless-steel mould was heated under concentrated solar radiation in a solar furnace with varied heating conditions (heating rate, time, and temperature). Concentrated solar energy close to 300 W/cm{sup 2} on the mould is high enough to achieve complete foaming after heating for only 200 s. Under these conditions, the density and pore distribution in the foam change depending on the solar heating parameters and mould design. (author)

    This Solar Design Workbook presents solar building design applications for commercial buildir^s. The book is divided into four sections. The first section describes the variety of solar applications in buildings including conservation aspects, solar fundamentals, passive systems, active systems, daylighting, and other solar options. Solar system design evaluation techniques including considerations for building energy requirements, passive systems, active systems, and economics are presented in Section II. The third section attempts to assist the designer in the building design process for energy conservation and solar applications including options and considerations for pre-design, design, and post-design phases. The information required for the solar design proee^ has not been fully developed at this time. Therefore, Section III is incomplete, but an overview of the considerations with some of the design proces elements is presented. Section IV illustrates ease studies that utilize solar applications in the building design.

    This research explores a new efficient approach for producing electricity from the abundant energy of the sun. A nanoantenna electromagnetic collector (NEC) has been designed, prototyped, and tested. Proof of concept has been validated. The device targets mid-infrared wavelengths where conventional photovoltaic (PV) solar cells do not respond but is abundant in solar energy. The initial concept of designing NEC antennas was based on scaling of radio frequency antenna theory. This approach has proven unsuccessful by many due to not fully understanding and accounting for the optical behavior of materials in the THz region. Also until recent years the nanofabrication methods were not available to fabricate the optical antenna elements. We have addressed and overcome both technology barriers. Several factors were critical in successful implementation of NEC including: 1) frequency-dependent modeling of antenna elements, 2) selection of materials with proper THz properties and 3) novel manufacturing methods that enable economical large-scale manufacturing. The work represents an important step toward the ultimate realization of a low-cost device that will collect as well as convert this radiation into electricity, which will lead to a wide spectrum, high conversion efficiency, and low cost solution to complement conventional PVs.

    An improved long-life design for solar energy receivers provides for greatly reduced thermally induced stress and permits the utilization of less expensive heat exchanger materials while maintaining receiver efficiencies in excess of 85% without undue expenditure of energy to circulate the working fluid. In one embodiment, the flow index for the receiver is first set as close as practical to a value such that the Graetz number yields the optimal heat transfer coefficient per unit of pumping energy, in this case, 6. The convective index for the receiver is then set as closely as practical to two times the flow index so as to obtain optimal efficiency per unit mass of material.

    The City of Houston is committed to achieving a sustainable solar infrastructure. In 2008, Houston was named a United States Department of Energy (DOE) Solar America City. As a Solar America City, Houston teamed with the Houston Advanced Research Center (HARC), Sandia National Laboratory (Sandia), industry, and academia, to implement the Solar Houston Initiative and prepare the Solar Houston Plan. The Solar Houston initiative was focused on identifying and overcoming barriers associated with establishing a solar infrastructure that is incorporated into the City of Houstons overall energy plan. A broad group of Houston area stakeholders, facilitated by HARC, came together to develop a comprehensive solar plan that went beyond technology to address barriers and establish demonstrations, public outreach, education programs and other activities. The plan included proposed scopes of work in four program areas: policies, solar integration, public outreach, and education. Through the support of the DOE SunShot Rooftop Solar Challenge (RSC) grant to the Texas Collaboration (San Antonio, Austin, and Hosuton), Houston has been able to implement several of the recommendations of the Solar Houston Plan. Specific recommendations that this project was able to support include; Working with the other Texas Solar America Cities (San Antonio and Austin), to harmonize permitting and inspection processes to simplify for installers and lower soft costs of installation; Participating in state level solar policy groups such as the Texas Renewable Energy Industries Association (TRIEA); Continued coordination with the local transmission and distribution utility (CenterPoint) and retail electric providers (REP); Identification of opportunities to improve permitting and interconnection; Providing training on PV systems to City inspectors; Educating the public by continuing outreach, training, and workshops, particularly using the the Green Building Resources Center; Evaluating methods of addressing financial barriers to residential solar; Maintaining www.solarhoustontx.org; and Continuing meetings with stakeholders to get ongoing feedback from the solar community on their needs. The following sections provide a brief summary of the activities completed under each of the nine tasks specifically related to the RSC grant. Reports and other backup information are included in the appendices.

    To validate the work completed by Solar Census as part of the Department of Energy SunShot Incubator 8 award, NREL validated the performanec of the Solar Census Surveyor tool against the industry standard Solmetric SunEye measurements for 4 residential sites in California who experienced light to heavy shading. Using the a two one-sided test (TOST) of statistical equivalence, NREL found that the mean differences between the Solar Census and SunEye mean solar access values for Annual, Summer, and Winter readings fall within the 95% confidence intervals and the confidence intervals themselves fall within the tolerances of +/- 5 SAVs, the Solar Census calculations are statistically equivalent to the SunEye measurements.

    Sandia National Laboratories (SNL) is evaluating the potential of an innovative approach for splitting water into hydrogen and oxygen using two-step thermochemical cycles. Thermochemical cycles are heat engines that utilize high-temperature heat to produce chemical work. Like their mechanical work-producing counterparts, their efficiency depends on operating temperature and on the irreversibility of their internal processes. With this in mind, we have invented innovative design concepts for two-step solar-driven thermochemical heat engines based on iron oxide and iron oxide mixed with other metal oxides (ferrites). The design concepts utilize two sets of moving beds of ferrite reactant material in close proximity and moving in opposite directions to overcome a major impediment to achieving high efficiency--thermal recuperation between solids in efficient counter-current arrangements. They also provide inherent separation of the product hydrogen and oxygen and are an excellent match with high-concentration solar flux. However, they also impose unique requirements on the ferrite reactants and materials of construction as well as an understanding of the chemical and cycle thermodynamics. In this report the Counter-Rotating-Ring Receiver/Reactor/Recuperator (CR5) solar thermochemical heat engine and its basic operating principals are described. Preliminary thermal efficiency estimates are presented and discussed. Our ferrite reactant material development activities, thermodynamic studies, test results, and prototype hardware development are also presented.

A capillary wick is formed of granular glass particles fused together by heat on the inside surface of the heat pipe with a water glass binder solution to enhance capillary drive distribution of the thermal transfer fluid in the heat pipe throughout the entire inside surface of the evaporator portion of the heat pipe. Selective coatings are used on the heat pipe surface to maximize solar absorption and minimize energy radiation, and the glass wick can alternatively be fabricated with granular particles of black glass or obsidian.

    This study on the performance characteristics of existing solar technologies in a maritime environment was funded by an award given to The Port of Galveston (POG) from the U.S. Department of Energy (DOE). The study includes research performed by The Center for Advanced Materials at the University of Houston (UH). The UH researchers examined how solar cell efficiencies and life spans can be improved by examining the performance of a variety of antireflective (AR) coatings mounted on the top of one of the POGs Cruise Terminals. Supplemental supporting research was performed at the UH laboratories. An educational Kiosk was constructed with a 55 display screen providing information about solar energy, the research work UH performed at POG and real time data from the solar panels located on the roof of the Cruise Terminal. The Houston Advanced Research Center (HARC) managed the project.

    San Francisco’s solar permitting process—which allows permits for systems 4 kW and under to be applied for, approved, paid for, and issued online or in person over-the-counter—is one of the most efficient in the nation. This paper describes the process by which the City and County of San Francisco developed and implemented its streamlined solar permitting process, provides an update on San Francisco’s current e-permitting system, and outlines relevant lessons for other jurisdictions undertaking such work. This paper is structured as a resource for other jurisdictions to access best practices in streamlined permitting and learn from San Francisco’s experience.

    The purpose of this work was to demonstrate all-inorganic nanoparticle-based solar cells with photovoltaic performance extending into the near-IR region of the solar spectrum as a pathway towards improving power conversion efficiencies. The field of all-inorganic nanoparticle-based solar cells is very new, with only one literature publication in the prior to our project. Very little is understood regarding how these devices function. Inorganic solar cells with IR performance have previously been fabricated using traditional methods such as physical vapor deposition and sputtering, and solution-processed devices utilizing IR-absorbing organic polymers have been investigated. The solution-based deposition of nanoparticles offers the potential of a low-cost manufacturing process combined with the ability to tune the chemical synthesis and material properties to control the device properties. This work, in collaboration with the Sue Carter research group at the University of California, Santa Cruz, has greatly expanded the knowledge base in this field, exploring multiple material systems and several key areas of device physics including temperature, bandgap and electrode device behavior dependence, material morphological behavior, and the role of buffer layers. One publication has been accepted to Solar Energy Materials and Solar Cells pending minor revision and another two papers are being written now. While device performance in the near-IR did not reach the level anticipated at the beginning of this grant, we did observe one of the highest near-IR efficiencies for a nanoparticle-based solar cell device to date. We also identified several key parameters of importance for improving both near-IR performance and nanoparticle solar cells in general, and demonstrated multiple pathways which showed promise for future commercialization with further research.

    The SunShot Initiative works with utilities to help generate, integrate, and distribute solar energy. EERE recently announced $18 million in funding for projects with utilities, potentially allowing hundreds of gigawatts of solar energy to be added to the grid.

    This study was requested by Salt Lake County in an effort to obtain a cursory overview of solar electric and solar thermal application possibilities on the rooftops of existing county buildings. The subject buildings represent various County Divisions: Aging Services, Community Services, County Health, County Library, Parks & Recreation, Public Works, County Sheriff and Youth Services. There are fifty two buildings included in the study.
