    2012-03-02

Highlights: Black-Right-Pointing-Pointer Proper dataset partition can improve the prediction of deleterious nsSNPs. Black-Right-Pointing-Pointer Partition according to original residue type at nsSNP is a good criterion. Black-Right-Pointing-Pointer Similar strategy is supposed promising in other machine learning problems. -- Abstract: Many non-synonymous SNPs (nsSNPs) are associated with diseases, and numerous machine learning methods have been applied to train classifiers for sorting disease-associated nsSNPs from neutral ones. The continuously accumulated nsSNP data allows us to further explore better prediction approaches. In this work, we partitioned the training data into 20 subsets according to either original or substituted amino acid type at the nsSNP site. Using support vector machine (SVM), training classification models on each subset resulted in an overall accuracy of 76.3% or 74.9% depending on the two different partition criteria, while training on the whole dataset obtained an accuracy of only 72.6%. Moreover, the dataset was also randomly divided into 20 subsets, but the corresponding accuracy was only 73.2%. Our results demonstrated that partitioning the whole training dataset into subsets properly, i.e., according to the residue type at the nsSNP site, will improve the performance of the trained classifiers significantly, which should be valuable in developing better tools for predicting the disease-association of nsSNPs.

  17. Evaluation of Pseudo-Static Coefficients According to Performance-Based Criteria

    SciTech Connect (OSTI)

Biondi, Giovanni; Maugeri, Michele; Cascone, Ernesto

    2008-07-08

A rational procedure is presented for the selection of the equivalent seismic coefficient to be introduced in the pseudo-static analysis of geotechnical systems which, at failure, behave as a 1-degree of freedom system. It is shown that although pseudo-static and displacement analyses may be regarded as alternative methods of analysis, the seismic coefficient may be related to earthquake-induced permanent displacements and, then, to the expected level of damage. Following the proposed procedure a pseudo-static analysis in accordance with performance based design can be carried out.

    2006-09-11

The Hybrid Electric Vehicle (HEV) program officially began in 1993 as a five-year, cost-shared partnership between the U.S. Department of Energy (DOE) and American auto manufacturers: General Motors, Ford, and Daimler Chrysler. Currently, HEV research and development is conducted by DOE through its FreedomCAR and Vehicle Technologies (FCVT) program. The mission of the FCVT program is to develop more energy efficient and environmentally friendly highway transportation technologies. Program activities include research, development, demonstration, testing, technology validation, and technology transfer. These activities are aimed at developing technologies that can be domestically produced in a clean and cost-competitive manner. The vehicle systems technologies subprogram, which is one of four subprograms under the FCVT program, supports the efforts of the FreedomCAR through a three-phase approach [1] intended to: (1) Identify overall propulsion and vehicle-related needs by analyzing programmatic goals and reviewing industry's recommendations and requirements, then develop the appropriate technical targets for systems, subsystems, and component research and development activities; (2) Develop and validate individual subsystems and components, including electric motors, emission control devices, battery systems, power electronics, accessories, and devices to reduce parasitic losses; and (3) Determine how well the components and subassemblies work together in a vehicle environment or as a complete propulsion system and whether the efficiency and performance targets at the vehicle level have been achieved. The research performed under the vehicle systems subprogram will help remove technical and cost barriers to enable technology for use in such advanced vehicles as hybrid electric, plug-in electric, and fuel-cell-powered vehicles.

    SciTech Connect (OSTI)

    Ernest L. Fossum, CEM

    2006-01-01

Commissioning is slowly becoming an accepted quality method for ensuring that buildings are designed, constructed, and operated as required by the building owner and as intended by the original design. Retro-commissioning is a process, using commissioning concepts, to ensure that existing buildings are operated and maintained as required by the owner to meet the buildings current mission. Retro-commissioning further seeks to incorporate new equipment and operating practices to upgrade existing facilities to obtain increased efficiency and employee comfort and productivity. Retro-commissioning practices are not universal. Best practices have been identified to assist Federal organizations with the development of retro-commissioning programs and to help DOE sites to begin this quality related process.

  19. Properties of hadronic systems according to the non-extensive self-consistent thermodynamics

    SciTech Connect (OSTI)

    Deppman, A.

    2014-11-11

The non-extensive self-consistent theory describing the thermodynamics of hadronic systems at high temperatures is used to derive some thermodynamical quantities, as pressure, entropy, speed of sound and trace-anomaly. The calculations are free of fitting parameters, and the results are compared to lattice QCD calculations, showing a good agreement between theory and data up to temperatures around 175 MeV. Above this temperature the effects of a singularity in the partition function at T{sub o} = 192 MeV results in a divergent behaviour in respect with the lattice calculation.

  20. Cesium trapping characteristics on fly ash filter according to different carrier gases

    SciTech Connect (OSTI)

    Shin, Jin-Myeong; Park, Jang-Jin; Song, Kee-Chan

    2007-07-01

Fly ash, which is a kind of waste from a coal fired power plant, has been used as a trapping material because it contains silica and alumina suitable for forming pollucite (CsAlSi{sub 2}O{sub 6}). Fly ash is sintered in order to fabricate it into a self-standing filter. The effect of a carrier gas on a cesium trapping quantity is investigated to analyze the cesium trapping characteristics by the fly ash filter in a lab-scale experimental apparatus. The chemical form of the cesium trapped on the filter after trapping cesium is identified to be a pollucite phase regardless of the type of carrier gas. The trapping efficiency of cesium by the fly ash filter under the air and NO{sub x}/air conditions is up to 99.0 %. However, the trapping efficiency of the cesium under the SO{sub x} condition was decreased to 80.0 %. (authors)

Due to very high doses to the central portion of the target volume delivered by brachytherapy sources, this part of the target volume must be shielded while being irradiated by photon beams. Several shielding techniques are available, from rectangular block and standard cervix wedge to more precise, customized step wedge filters. Because the calculation of a step wedge filter's shape was usually based on effective attenuation coefficient, an approach that accounts, in a more precise way, for the scattered radiation, is suggested. The method was verified under simulated clinical conditions using film dosimetry. Measured data for various compensators were compared to the numerically determined sum of the dose distribution around brachytherapy sources and one of compensated beam. Improvements in total dose distribution are demonstrated, using our method. Agreement between calculation and measurements were within 3%. Sensitivity of the method on sources displacement during treatment has also been investigated.

A method for adhering silver to a glass substrate for producing mirrors includes attaining a silicon enriched substrate surface by reducing the oxygen therein in a vacuum and then vacuum depositing a silver layer onto the silicon enriched surface. The silicon enrichment can be attained by electron beam bombardment, ion beam bombardment, or neutral beam bombardment. It can also be attained by depositing a metal, such as aluminum, on the substrate surface, allowing the metal to oxidize by pulling oxygen from the substrate surface, thereby leaving a silicon enriched surface, and then etching or eroding the metal oxide layer away to expose the silicon enriched surface. Ultraviolet rays can be used to maintain dangling silicon bonds on the enriched surface until covalent bonding with the silver can occur. This disclosure also includes encapsulated mirrors with diffusion layers built therein. One of these mirrors is assembled on a polymer substrate.

    2005-03-18

There are currently twenty-four Multi-Filter Rotating Shadowband Radiometers (MFRSR) operating within Atmospheric Radiation Measurement (ARM). Eighteen are located within the Southern Great Plains (SGP) region, there is one at each of the North Slope of Alaska (NSA) and Tropical Western Pacific (TWP) sites, and one is part of the instrumentation of the ARM Mobile Facility. At this time there are four sites, all extended facilities within the SGP, that are equipped for a MFRSR but do not have one due to instrument failure and a lack of spare instruments. In addition to the MFRSRs, there are three other MFRSR derived instruments that ARM operates. They are the Multi-Filter Radiometer (MFR), the Normal Incidence Multi-Filter Radiometer (NIMFR) and the Narrow Field of View (NFOV) radiometer. All are essentially just the head of a MFRSR used in innovative ways. The MFR is mounted on a tower and pointed at the surface. At the SGP Central Facility there is one at ten meters and one at twenty-five meters. The NSA has a MFR at each station, both at the ten meter level. ARM operates three NIMFRs; one is at the SGP Central Facility and one at each of the NSA stations. There are two NFOVs, both at the SGP Central Facility. One is a single channel (870) and the other utilizes two channels (673 and 870).

    1993-06-01

DNA amplification events that occur at 11q13 in human carcinomas are complex, and amplicons were shown to exhibit numerous discontinuities that could be used as tools for mapping this genomic area. A statistical nearest-neighbor analysis of the amplification patterns of several 11q13 loci in a panel of amplified DNAs was performed in the region of 11q13 centromeric from BCL1. It was strongly correlated with the physical linkages that were established between the same markers. Taken together, the results led to a map of 14 genes and four anonymous probes located in this area. 33 refs., 4 figs., 2 tabs.

It’s open and easily accessible nature allows the rapid and accurate calculation of avoided cost in whatever context and software that make sense (“Typical and Avoided Cost Tools”). This kit includes a dataset of typical energy rates, costs and usage that can be used for solar prospecting, lead generation and any situation where data about an opportunity is missing or imperfect. • The second is a web application and related APIs specifically built for solar providers to radically streamline their lead-to-sale process (“Solar Provider Module”). The typical and Avoided Cost tools are built directly into this, and allow for solar providers to track their opportunities, collaborate with their installers and financiers, and close more sales faster.

The National Geothermal Data System (NGDS) is a Department of Energy funded effort to create a single cataloged source for a variety of geothermal information through a distributed network of databases made available via web services. The NGDS will help identify regions suitable for potential development and further scientific data collection and analysis of geothermal resources as a source for clean, renewable energy. A key NGDS repository or ‘node’ is located at Southern Methodist University developed by a consortium made up of: • SMU Geothermal Laboratory • Siemens Corporate Technology, a division of Siemens Corporation • Bureau of Economic Geology at the University of Texas at Austin • Cornell Energy Institute, Cornell University • Geothermal Resources Council • MLKay Technologies • Texas Tech University • University of North Dakota. The focus of resources and research encompass the United States with particular emphasis on the Gulf Coast (on and off shore), the Great Plains, and the Eastern U.S. The data collection includes the thermal, geological and geophysical characteristics of these area resources. Types of data include, but are not limited to, temperature, heat flow, thermal conductivity, radiogenic heat production, porosity, permeability, geological structure, core geophysical logs, well tests, estimated reservoir volume, in situ stress, oil and gas well fluid chemistry, oil and gas well information, and conventional and enhanced geothermal system related resources. Libraries of publications and reports are combined into a unified, accessible, catalog with links for downloading non-copyrighted items. Field notes, individual temperature logs, site maps and related resources are included to increase data collection knowledge. Additional research based on legacy data to improve quality increases our understanding of the local and regional geology and geothermal characteristics. The software to enable the integration, analysis, and dissemination of this team’s NGDS contributions was developed by Siemens Corporate Technology. The SMU Node interactive application is accessible at http://geothermal.smu.edu. Additionally, files may be downloaded from either http://geothermal.smu.edu:9000/geoserver/web/ or through http://geothermal.smu.edu/static/DownloadFilesButtonPage.htm. The Geothermal Resources Council Library is available at https://www.geothermal-library.org/.

Purpose: To review IGRT credentialing experience and unexpected technical issues encountered in connection with advanced radiotherapy technologies as implemented in RTOG clinical trials. To update IGRT credentialing procedures with the aim of improving the quality of the process, and to increase the proportion of IGRT credentialing compliance. To develop a living disease site-specific IGRT encyclopedia. Methods: Numerous technical issues were encountered during the IGRT credentialing process. The criteria used for credentialing review were based on: image quality; anatomy included in fused data sets and shift results. Credentialing requirements have been updated according to the AAPM task group reports for IGRT to ensure that all required technical items are included in the quality review process. Implementation instructions have been updated and expanded for recent protocols. Results: Technical issues observed during the credentialing review process include, but are not limited to: poor quality images; inadequate image acquisition region; poor data quality; shifts larger than acceptable; no soft tissue surrogate. The updated IGRT credentialing process will address these issues and will also include the technical items required from AAPM: TG 104; TG 142 and TG 179 reports. An instruction manual has been developed describing a remote credentialing method for reviewers. Submission requirements are updated, including images/documents as well as facility questionnaire. The review report now includes summary of the review process and the parameters that reviewers check. We have reached consensus on the minimum IGRT technical requirement for a number of disease sites. RTOG 1311(NRG-BR002A Phase 1 Study of Stereotactic Body Radiotherapy (SBRT) for the Treatment of Multiple Metastases) is an example, here; the protocol specified the minimum requirement for each anatomical sites (with/without fiducials). Conclusion: Technical issues are identified and reported. IGRT guidelines are updated, with the corresponding credentialing requirements. An IGRT encyclopedia describing site-specific implementation issues is currently in development.

The 1992 edition of the Financial Statistics of Major US Publicly Owned Electric Utilities publication presents 4 years (1989 through 1992) of summary financial data and current year detailed financial data on the major publicly owned electric utilities. The objective of the publication is to provide Federal and State governments, industry, and the general public with current and historical data that can be used for policymaking and decisionmaking purposes related to publicly owned electric utility issues. Generator and nongenerator summaries are presented in this publication. Four years of summary financial data are provided. Summaries of generators for fiscal years ending June 30 and December 31, nongenerators for fiscal years ending June 30 and December 31, and summaries of all respondents are provided. The composite tables present aggregates of income statement and balance sheet data, as well as financial indicators. Composite tables also display electric operation and maintenance expenses, electric utility plant, number of consumers, sales of electricity, and operating revenue, and electric energy account data. The primary source of publicly owned financial data is the Form EIA-412, {open_quotes}Annual Report of Public Electric Utilities.{close_quotes} Public electric utilities file this survey on a fiscal year, rather than a calendar year basis, in conformance with their recordkeeping practices. In previous editions of this publication, data were aggregated by the two most commonly reported fiscal years, June 30 and December 31. This omitted approximately 20 percent of the respondents who operate on fiscal years ending in other months. Accordingly, the EIA undertook a review of the Form EIA-412 submissions to determine if alternative classifications of publicly owned electric utilities would permit the inclusion of all respondents.

The 1997 edition of the ``Financial Statistics of Major U.S. Publicly Owned Electric Utilities`` publication presents 5 years (1993 through 1997) of summary financial data and current year detailed financial data on the major publicly owned electric utilities. The objective of the publication is to provide Federal and State governments, industry, and the general public with current and historical data that can be used for policymaking and decisionmaking purposes related to publicly owned electric utility issues. Generator (Tables 3 through 11) and nongenerator (Tables 12 through 20) summaries are presented in this publication. Five years of summary financial data are provided (Tables 5 through 11 and 14 through 20). Summaries of generators for fiscal years ending June 30 and December 31, nongenerators for fiscal years ending June 30 and December 31, and summaries of all respondents are provided in Appendix C. The composite tables present aggregates of income statement and balance sheet data, as well as financial indicators. Composite tables also display electric operation and maintenance expenses, electric utility plant, number of consumers, sales of electricity, operating revenue, and electric energy account data. The primary source of publicly owned financial data is the Form EIA-412, ``Annual Report of Public Electric Utilities.`` Public electric utilities file this survey on a fiscal year basis, in conformance with their recordkeeping practices. The EIA undertook a review of the Form EIA-412 submissions to determine if alternative classifications of publicly owned electric utilities would permit the inclusion of all respondents. The review indicated that financial indicators differ most according to whether or not a publicly owned electric utility generates electricity. Therefore, the main body of the report provides summary information in generator/nongenerator classifications. 2 figs., 101 tabs.

The State Energy Conservation Office has executed its first Fuel Cell Project which was awarded under a Department of Energy competitive grant process. The Texas LPG Fuel Processor Development and Fuel Cell Demonstration Program is a broad-based public/private partnership led by the Texas State Energy Conservation Office (SECO). Partners include the Alternative Fuels Research and Education Division (AFRED) of the Railroad Commission of Texas; Plug Power, Inc., Latham, NY, UOP/HyRadix, Des Plaines, IL; Southwest Research Institute (SwRI), San Antonio, TX; the Texas Natural Resource Conservation Commission (TNRCC), and the Texas Department of Transportation (TxDOT). The team proposes to mount a development and demonstration program to field-test and evaluate markets for HyRadix?s LPG fuel processor system integrated into Plug Power?s residential-scale GenSys 5C (5 kW) PEM fuel cell system in a variety of building types and conditions of service. The program?s primary goal is to develop, test, and install a prototype propane-fueled residential fuel cell power system supplied by Plug Power and HyRadix in Texas. The propane industry is currently funding development of an optimized propane fuel processor by project partner UOP/HyRadix through its national checkoff program, the Propane Education and Research Council (PERC). Following integration and independent verification of performance by Southwest Research Institute, Plug Power and HyRadix will produce a production-ready prototype unit for use in a field demonstration. The demonstration unit produced during this task will be delivered and installed at the Texas Department of Transportation?s TransGuide headquarters in San Antonio, Texas. Simultaneously, the team will undertake a market study aimed at identifying and quantifying early-entry customers, technical and regulatory requirements, and other challenges and opportunities that need to be addressed in planning commercialization of the units. 18. BP Cherry Point Cogeneration Project, Draft Environmental Impact Statement

    SciTech Connect (OSTI)

    N /A

    2003-09-19

BP West Coast Products, LLC (BP or the Applicant) proposes to construct and operate a nominal 720-megawatt (MW), natural-gas-fired, combined-cycle cogeneration facility next to the existing BP Cherry Point Refinery in Whatcom County, Washington. The Applicant also owns and operates the refinery, but the cogeneration facility and the refinery would be operated as separate business units. The cogeneration facility and its ancillary infrastructure would provide steam and 85 MW of electricity to meet the operating needs of the refinery and 635 MW of electrical power for local and regional consumption. The proposed cogeneration facility would be located between Ferndale and Blaine in northwestern Whatcom County, Washington. The Canadian border is approximately 8 miles north of the proposed project site. The Washington State Energy Facility Site Evaluation Council (EFSEC) has jurisdiction over the evaluation of major energy facilities including the proposed project. As such, EFSEC will recommend approval or denial of the proposed cogeneration facility to the governor of Washington after an environmental review. On June 3, 2002, the Applicant filed an Application for Site Certification (ASC No. 2002-01) with EFSEC in accordance with Washington Administrative Code (WAC) 463-42. On April 22, 2003, the Applicant submitted an amended ASC that included, among other things, a change from air to water cooling. With the submission of the ASC and in accordance with the State Environmental Policy Act (SEPA) (WAC 463-47), EFSEC is evaluating the siting of the proposed project and conducting an environmental review with this Environmental Impact Statement (EIS). Because the proposed project requires federal agency approvals and permits, this EIS is intended to meet the requirements under both SEPA and the National Environmental Policy Act (NEPA). The Bonneville Power Administration (Bonneville) and U.S. Army Corps of Engineers (Corps) also will use this EIS as part of their respective decision-making processes associated with the Applicant's request to interconnect to Bonneville's transmission system and proposed location of the project within wetland areas. Therefore, this Draft EIS serves as the environmental review document for SEPA and for NEPA as required by Bonneville for the interconnection and the Corps for its 404 individual permit. The EIS addresses direct, indirect, and cumulative impacts of the proposed project, and potential mitigation measures proposed by the Applicant, as well as measures recommended by EFSEC. The information and resulting analysis presented in this Draft EIS are based primarily on information provided by the Applicant in the ASC No. 2002-01 (BP 2002). Where additional information was used to evaluate the potential impacts associated with the proposed action, that information has been referenced. EFSEC's environmental consultant, Shapiro and Associates, Inc., did not perform additional studies during the preparation of this Draft EIS.

This document constitutes the final report under DOE grant DE-FG-08ER64649. The organization of this document is as follows: first, I will review the original scope of the proposed research. Second, I will present the current draft of a paper nearing submission to Nature Climate Change on the initial results of this funded effort. Finally, I will present the last phase of the research under this grant which has supported a Ph.D. student. To that end, I will present the graduate student’s proposed research, a portion of which is completed and reflected in the paper nearing submission. This final work phase will be completed in the next 12 months. This final workphase will likely result in 1-2 additional publications and we consider the results (as exemplified by the current paper) high quality. The continuing results will acknowledge the funding provided by DOE grant DE-FG-08ER64649.

All data submitted to the U.S. Department of Energy's Geothermal Data Repository (GDR) is eventually made public. The metadata for these data submissions is searchable in multiple data catalogs, including the GDR catalog and the data catalog on OpenEI.org. Because it is a node on the National Geothermal Data System (NGDS), all data on the GDR are also discoverable through both the regular Identifier (DOI), and as a byproduct of this assignment, these submissions are automatically registered in the Office of Science and Technical Information (OSTI) DataCite catalog. From there, these data are federated to additional sites both domestic and international, including Science.gov and WorldWideScience.org. This paper will explore in detail the wide reach of data submitted to the GDR from and how this exposure can dramatically increase the utility of submitted data.

    2015-02-10

The RAST (Rapid Annotation using Subsystem Technology) annotation engine was built in 2008 to annotate bacterial and archaeal genomes. It works by offering a standard software pipeline for identifying genomic features (i.e., protein-encoding genes and RNA) and annotating their functions. Recently, in order to make RAST a more useful research tool and to keep pace with advancements in bioinformatics, it has become desirable to build a version of RAST that is both customizable and extensible. In this paper, we describe the RAST tool kit (RASTtk), a modular version of RAST that enables researchers to build custom annotation pipelines. RASTtk offers a choice of software for identifying and annotating genomic features as well as the ability to add custom features to an annotation job. RASTtk also accommodates the batch submission of genomes and the ability to customize annotation protocols for batch submissions. This is the first major software restructuring of RAST since its inception.

Part II of the hearing record covers a March 19 Executive session, with statements by Douglas MacEachin of the Central Intelligence Agency (CIA), submissions for the record by MacEachin and Admiral Robert Schmitt, and supporting documentation. The purpose of the hearings was to examine economic indicators of the Soviet Union and China in the context of military and national security interests. The study and report represent a cooperative effort on the part of the CIA and the Defense Intelligence Agency. The report focuses on Gorbachev's modernization program, its potential for success, and the military implications if it should fail. The witnesses felt that unlike the Soviets, the Chinese probably understate military expenditures; and the military triangle involving the US, Soviet Union, and China has benefited both the US and China. Submissions for the record make up most of the document.
