    Data volume, complexity, and access issues pose severe challenges for analysts, regulators and stakeholders attempting to efficiently use legacy data to support decision making at the U.S. Department of Energy’s (DOE) Hanford Site. DOE has partnered with the Pacific Northwest National Laboratory (PNNL) on the PHOENIX (PNNL-Hanford Online Environmental Information System) project, which seeks to address data access, transparency, and integration challenges at Hanford to provide effective decision support. PHOENIX is a family of spatially-enabled web applications providing quick access to decades of valuable scientific data and insight through intuitive query, visualization, and analysis tools. PHOENIX realizes broad, public accessibility by relying only on ubiquitous web-browsers, eliminating the need for specialized software. It accommodates a wide range of users with intuitive user interfaces that require little or no training to quickly obtain and visualize data. Currently, PHOENIX is actively hosting three applications focused on groundwater monitoring, groundwater clean-up performance reporting, and in-tank monitoring. PHOENIX-based applications are being used to streamline investigative and analytical processes at Hanford, saving time and money. But more importantly, by integrating previously isolated datasets and developing relevant visualization and analysis tools, PHOENIX applications are enabling DOE to discover new correlations hidden in legacy data, allowing them to more effectively address complex issues at Hanford.

    The Western Research Institute plan for addressing oil shale plant siting methodology calls for identifying the available resources such as oil shale, water, topography and transportation, and human resources. Restrictions on development are addressed: land ownership, land use, water rights, environment, socioeconomics, culture, health and safety, and other institutional restrictions. Descriptions of the technologies for development of oil shale resources are included. The impacts of oil shale development on the environment, socioeconomic structure, water availability, and other conditions are discussed. Finally, the Western Research Institute plan proposes to integrate these topics to develop a flow chart for oil shale plant siting. Western Research Institute has (1) identified relative topics for shale oil plant siting, (2) surveyed both published and unpublished information, and (3) identified data gaps and research needs. 910 refs., 3 figs., 30 tabs.

  10. Relative risk site evaluations for Yakima Training Center

    All 20 U.S. Army Yakima Training Center (YTC) sites evaluated were given a `low` relative risk. At Solid Waste Management Unit (SWMU) 22, a `minimum` soils contaminant hazard factor was assigned even though 6,700 mg/kg TPH-diesel was found in surface soil. SWMU 22 is physically located on top of and with the fence surrounding Area of Concern (AOC) 4. Because the diesel is most likely associated with AOC 4, and plans are to clean up AOC 4, any further actions regarding these contaminated soils should be addressed as part of the planned actions for AOC 4. Contaminant hazard factors of `moderate` were assigned to the soil pathway for SWMUs 4 and 7 because dieldrin and arsenic, respectively, were found in surface soil samples at concentrations exceeding standards. A `moderate` contaminant hazard factor was also assigned to the sediment pathway for AOC 1 because arsenic detected in sediments in `Larry`s Swimming Pool` exceeded the standard. All other contaminant hazard factors were rated as minimal. The receptor factor for all sites and pathways was rated `limited,` except for SWMU 54 in which the groundwater receptor factor was rated `potential.` A `potential` rating was assigned to the groundwater pathway at this site to be conservative. The site is located on the south side of the syncline axis where the unconfined aquifer may be present and there are no monitoring wells at the site to confirm or deny the presence of groundwater contamination.

  17. Site-Specific Scaling Relations for Hydrocarbon Adsorption on Hexagonal Transition Metal Surfaces

    Screening a large number of surfaces for their catalytic performance remains a challenge, leading to the need for simple models to predict adsorption properties. To facilitate rapid prediction of hydrocarbon adsorption energies, scaling relations that allow for calculation of the adsorption energy of any intermediate attached to any symmetric site on any hexagonal metal surface through a carbon atom were developed. For input, these relations require only simple electronic properties of the surface and of the gas-phase reactant molecules. Determining adsorption energies consists of up to four steps: (i) calculating the adsorption energy of methyl in the top site using density functional theory or by simple relations based on the electronic structure of the surface; (ii) using modified versions of classical scaling relations to scale between methyl in the top site and C₁ species with more metal-surface bonds (i.e., C, CH, CH₂) in sites that complete adsorbate tetravalency; (iii) using gas-phase bond energies to predict adsorption energies of longer hydrocarbons (i.e., CR, CR₂, CR₃); and (iv) expressing energetic changes upon translation of hydrocarbons to various sites in terms of the number of agostic interactions and the change in the number of carbon-metal bonds. Combining all of these relations allows accurate scaling over a wide range of adsorbates and surfaces, resulting in efficient screening of catalytic surfaces and a clear elucidation of adsorption trends. The relations are used to explain trends in methane reforming, hydrocarbon chain growth, and propane dehydrogenation.

    An integrated screening system comprises an intrusive sampling subsystem, a field mobile laboratory subsystem, a computer assisted design/geographical information subsystem, and a telecommunication linkup subsystem, all integrated to provide synergistically improved data relating to the extent of site soil/groundwater contamination. According to the present invention, data samples related to the soil, groundwater or other contamination of the subsurface material are gathered and analyzed to measure contaminants. Based on the location of origin of the samples in three-dimensional space, the analyzed data are transmitted to a location display. The data from analyzing samples and the data from the locating the origin are managed to project the next probable sample location. The next probable sample location is then forwarded for use as a guide in the placement of ensuing sample location, whereby the number of samples needed to accurately characterize the site is minimized. 10 figs.

    This document discusses the potential of the Climax pluton, at the Nevada Test Site, as the host for a granite mechanics test facility related to the geologic disposal of high-level nuclear waste. The Climax granitic pluton has been the site of three nuclear weapons effects tests: Hard Hat, Tiny Tot, and Piledriver. Geologic exploration and mapping of the granite body were performed at the occasion of these tests. Currently, it is the site Spent Fuel Test (SFT-C) conducted in the vicinity of and at the same depth as that of the Piledriver drifts. Significant exploration, mapping, and rock mechanics work have been performed and continue at this Piledriver level - the 1400 (ft) level - in the context of SFT-C. Based on our technical discussions, and on the review of the significant geological and rock mechanics work already achieved in the Climax pluton, based also on the ongoing work and the existing access and support, it is concluded that the Climax site offers great opportunities for a rock mechanics test facility. It is not claimed, however, that Climax is the only possible site or the best possible site, since no case has been made for another granite test facility in the United States. 12 figures, 3 tables.

    The Federal Facilities Compliance Act (the Act) of 1992 waives sovereign immunity for federal facilities for fines and penalties under the provisions of the Resource Recovery and Conservation Act, state, interstate, and local hazardous and solid waste management requirements. However, for three years the Act delays the waiver for violations involving US Department of Energy (DOE) facilities. The Act, however, requires that the DOE prepare a Conceptual Site Treatment Plan (CSTP) for each of its sites that generate or store mixed wastes (MWs). The purpose of the CSTP is to present DOE`s preliminary evaluations of the development of treatment capacities and technologies for treating a site`s MW. This CSTP presents the preliminary capacity and technology evaluation for the Laboratory for Energy-Related Health Research (LEHR). The five identified MW streams at LEHR are evaluated to the extent possible given available information. Only one MW stream is sufficiently well defined to permit a technology evaluation to be performed. Two other MW streams are in the process of being characterized so that an evaluation can be performed. The other two MW streams will be generated by the decommissioning of inactive facilities onsite within the next five years.

    The Savannah River Site disposes of low-activity radioactive waste within subsurface-engineered facilities. One of the tools used to establish the capacity of a given site to safely store radioactive waste (i.e., that a site does not exceed its Waste Acceptance Criteria) is the Performance Assessment (PA). The objective of this document is to provide the geochemical values for the PA calculations. This work is being conducted as part of the on-going maintenance program that permits the PA to periodically update existing calculations when new data becomes available.

  8. Threatened and endangered wildlife species of the Hanford Site related to CERCLA characterization activities

    The US Department of Energy`s (DOE) Hanford Site has been placed on the National Priorities List, which requires that it be remediated under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) or Superfund. Potentially contaminated areas of the Hanford Site were grouped into operable units, and detailed characterization and investigation plans were formulated. The DOE Richland Operations Office requested Westinghouse Hanford Company (WHC) to conduct a biological assessment of the potential impact of these characterization activities on the threatened, endangered, and sensitive wildlife species of the Hanford Site. Additional direction for WHC compliances with wildlife protection can be found in the Environmental Compliance Manual. This document is intended to meet these requirements, in part, for the CERCLA characterization activities, as well as for other work comparable in scope. This report documents the biological assessment and describes the pertinent components of the Hanford Site as well as the planned characterization activities. Also provided are accounts of endangered, threatened, and federal candidate wildlife species on the Hanford Site and information as to how human disturbances can affect these species. Potential effects of the characterization activities are described with recommendations for mitigation measures.

  9. Auger electron spectroscopy for the determination of sex and age related Ca/P ratio at different bone sites

    The Ca/P ratio of normal cortical and trabecular rat bone was measured by Auger electron spectroscopy (AES). Semiquantitative analysis was carried out using ratio techniques to draw conclusions on how age, sex and bone site affect the relative composition of calcium and phosphorus. Results show that Ca/P ratio is not sex dependent; quite the opposite, bone sites exhibit variations in elemental stoichiometry where femoral sections demonstrate higher Ca/P ratio than rear and front tibias. Age-related changes are more distinct for cortical bone in comparison with the trabecular bone. The latter's Ca/P ratio remains unaffected from all the parameters under study. This study confirms that AES is able to successfully quantify bone mineral main elements when certain critical points, related to the experimental conditions, are addressed effectively.

    The purpose of this paper is to provide a review of the literature and summarize information on factors affecting habitat selection and maximum recorded burrowing depths for representative small mammals that we consider most likely to inhibit waste burial sites in arid and semi-arid regions of the West. The information is intended for waste management designers who need to know what to expect from small mammals that may be present at a particular site. Waste repositories oculd be designed to exclude the deep burrowing rodents of a region by creating an unattractive habitat over the waste. Summaries are given for habitat requirements of each group along with generalized modifications that could be employed to deter habitation. Representatives from the major groups considered to be deep burrowers are discussed. Further, detailed information about a particular species can be obtained from the references cited.

    The National Center for Manufacturing Science is investigating bioremediation of petroleum hydrocarbon at a site near Belleville, MI. As part of this study, we examined the microbial communities to help elucidate biodegradative processes currently active at the site. We observed high densities of aerobic hydrocarbon degraders and denitrifiers in the less-contaminated sediments. Low densities of iron and sulfate reducers were measured in the same sediments. In contrast, the highly contaminated sediments showed low densities of aerobic hydrocarbon degraders and denitrifiers, and high densities of iron and sulfate reducers. Methanogens were also found in these highly contaminated sediments. These contaminated sediments also showed a higher biomass, by the phospholipid fatty acids, and greater ratios of phospholipid fatty acids, which indicate stress within the microbial community. Aquifer chemistry analyses indicated that the highly contaminated area was more reduced and had lower sulfate than the less-contaminated area. These conditions suggest that the subsurface environment at the highly contaminated area had progressed into sulfate reduction and methanogenesis. The less-contaminated area, although less reduced, also appeared to be progressing into primarily iron- and sulfate-reducing microbial communities. The proposed treatment to stimulate bioremediation includes addition of oxygen and nitrate to the subsurface. 24 refs., 5 figs., 3 tabs.

  13. Comparison of environmental issues related to development of small hydropower resources at new versus existing sites

    Many of the ecological issues associated with the development of small hydropower resources are similar at both new (undeveloped) sites and those with existing dams that will be retrofitted for hydroelectric generation. Issues that could occur with both types of development are: (1) blockage of fish migration routes; (2) water level fluctuations; (3) instream flows, (4) water quality; (5) dredging and dredged material disposal; and (6) threatened or endangered species. However, new site development projects require the alteration of existing aquatic and terrestrial ecosystems that will be, in most cases, significantly greater than the environmental changes associated with the retrofitting of existing dams. Although project design and operation are important factors controlling the nature and magnitude of the environmental impacts of small hydropower resource development, the mitigation of adverse impacts (and the optimization of beneficial effects) is dependent, in large measure, on our ability to accurately predict physical, chemical, and biological changes. Predicting the impacts of new impoundments may be considerably more difficult than predicting the impacts that might occur if an existing dam/impoundment system is developed. A comparative approach at the ecosystem level can provide valuable insights into the structure and function of reservoir systems and significantly increase our predictive capability.

    The River Elbe is responsible for influxes of contaminants into the Wadden Sea World Heritage Site. We investigated levels of polychlorinated biphenyls (PCBs), oxychlordane (OxC), hexachlorobenzene (HCB), hexachlorocyclohexanes (α-, β-, γ-HCHs), dichlorodiphenyltrichloroethane (DDT) and its metabolites, and polybrominated diphenyl ethers (PBDEs) in blood and feathers from Eurasian oystercatchers (Haematopus ostralegus; n=28) at the Elbe and compared it with a non-riverine site about 90 km further north. (1) Mean levels of all contaminants in feathers and serum were significantly higher at the river (∑PCBs: 27.6 ng/g feather, 37.0 ng/ml serum; ∑DDTs: 5.3 ng/g feather, 4.4 ng/ml serum) compared with the non-riverine site (∑PCBs: 6.5 ng/g feather, 1.2 ng/ml serum; ∑DDTs: 1.4 ng/g feather, 0.5 ng/ml serum). Mean ∑HCH and HCB levels were <1.8 ng/g in feather and <1.8 ng/ml in serum at both sites. (2) Levels of most detectable compounds in serum and feathers were significantly related, but levels were not consistently higher in either tissue. (3) There was no significant relationship between trophic level in individual oystercatchers (expressed as δ15N) or the degree of terrestrial feeding (expressed as δ13C) and contaminant loads. (4) PBDEs were not detected in significant amounts at either site. The results of this study indicate that the outflow from one of Europe′s largest river systems is associated with significant historical contamination, reflected by the accumulation of contaminants in body tissues in a coastal benthivore predator. - Highlights: • Contaminants in Oystercatchers from the Elbe river and a non-riverine site were measured. • Mean levels of contaminants were higher at the river than at the non-riverine site. • Levels of most contaminants in serum and feathers were significantly related. • No relationship between trophic level (δ15N) and contaminant level was found. • One of Europe′s largest river systems is associated

Petrographic studies suggest a variety of possible hydrothermal conditions for uranium mineralization at Nopal I.   18. Fluoride adsorption on goethite in relation to different types of surface sites

    Metal (hydr)oxides have different types of surface groups. Fluoride ions have been used as a probe to assess the number of surface sites. The authors have studied the F{sup {minus}} adsorption on goethite by measuring the F{sup {minus}} and H{sup +} interaction and F{sup {minus}} adsorption isotherms. Fluoride ions exchange against singly coordinated surface hydroxyls at low F{sup {minus}} concentrations. At higher concentrations also the doubly coordinated OH groups are involved. The replacement of a surface OH{sup {minus}} by F{sup {minus}} suggests that all F charge ({minus}1) is located at the surface in contrast to oxyanions which have a charge distribution in the interface due to the binding structure in which the anion only partially coordinates with the surface. Analysis of their F{sup {minus}} data with the CD-MUSIC approach shows that the formation of the fluoride surface complex is accompanied by a redistribution of charge. This is supposed to be due to a net switch in the H bonding as a result of the change of the type of surface complex from donating (FeOH, FeOH{sub 2}) to proton accepting (FeF). The modeled redistribution of charge is approximately equivalent with the change of a donating H bond into an accepting H bond. At high F{sup {minus}} concentrations precipitation of F{sup {minus}}, as for instance FeF{sub 3}(s), may occur. The rate of formation is catalyzed by the presence of high electrolyte concentrations.

    The United States Department of Energy (DOE) has declared that all Hanford plutonium production- and operations-related information generated between 1944 and 1972 is declassified. Any documents found and deemed useful for meeting Hanford Environmental Dose Reconstruction (HEDR) objectives may be declassified with or without deletions in accordance with DOE guidance by Authorized Derivative Declassifiers. The September 1992, letter report, Declassifications Requested by the Technical Steering Panel of Hanford Documents Produced 1944--1960, (PNWD-2024 HEDR UC-707), provides an important milestone toward achieving a complete listing of documents that may be useful to the HEDR Project. The attached listing of approximately 7,000 currently classified Hanford-originated documents relative to Hanford Production Facilities Operations between 1961 and 1972 fulfills TSP Directive 89-3. This list does not include such titles as the Irradiation Processing Department, Chemical Processing Department, and Hanford Laboratory Operations monthly reports generated after 1960 which have been previously declassified with minor deletions and made publicly available. Also Kaiser Engineers Hanford (KEH) Document Control determined that no KEH documents generated between January 1, 1961 and December 31, 1972 are currently classified. Titles which address work for others have not been included because Hanford Site contractors currently having custodial responsibility for these documents do not have the authority to determine whether other than their own staff have on file an appropriate need-to-know. Furthermore, these documents do not normally contain information relative to Hanford Site operations.

    A 4.1 million m3 release of coal ash into the Emory and Clinch rivers in December 2008 at Tennessee Valley Authority s Kingston Fossil Plant has prompted a long-term, large-scale biological monitoring effort to determine if there are chronic effects of this spill on biota. Of concern in this spill were arsenic (As) and selenium (Se), heavy metal constituents of coal ash that can be toxic to fish and wildlife and also mercury (Hg): a legacy contaminant that can interact with Se in organisms. We used fish filet bioaccumulation data from Bluegill Lepomis macrochirus, Redear Lepomis microlophus, Largemouth Bass Micropterusmore » salmoides and Channel Catfish Ictalurus punctatus and metrics of fish health including fish condition indices, blood chemistry parameters and liver histopathology data collected from 2009-2013 to determine whether tissue heavy metal burdens relate 1) to each other 2) to metrics of fish health (e.g., blood chemistry characteristics and liver histopathology) and condition, and 3) whether relationships between fish health characteristics and heavy metals are related to site and ash-exposure. We found that burdens of Se and As are generally related to each other between tissues, but burdens of Hg between tissues are not generally positively associated. Taking analyses together, there appears to be reductions in growth and sublethal liver and kidney dysfunction in Bluegill and Largemouth Bass as indicated by blood chemistry parameters (elevated blood protein, glucose, phosphorous, blood urea nitrogen and creatinine in ash-affected sites) and related to concentrations of As and Se. Seeing sub-lethal effects in these species of fish is interesting because Redear had the highest filet burdens of Se, but did not have biomarkers indicating disease or dysfunction. We conclude our study by highlighting the complexities inherent in multimetric fish health data and the need for continued monitoring to further untangle contaminant and fish health

  9. Prediction of substrate removal rates of attached microorganisms and of relative contributions of attached and suspended communities at field sites

    A mathematical model composed of a direct proportionality relationship between bulk water velocities and field-determined second-order microbial transformation rate coefficients, and the relative rate coefficient of a benchmark chemical, was developed for estimating the substrate removal rates of rapidly degraded chemicals by attached microorganisms in shallow (less than 1 m deep) aquatic ecosystems. Data from 31 field experiments involving the addition of 2,4-dichlorophenoxyacetic acid methyl ester (2,4-DME) in nine field areas were used to determine a field-derived second-order rate coefficient for microbial transformation of the ester. By using 2,4-DME as a benchmark chemical, the model was used to predict microbial transformation rates of the butoxyethyl ester of 2,4-dichlorophenoxyacetic acid (2,4-DBE) at five other field sites. The predicted half-lives of 2,4-DBE varied 1500-fold and were within about a 3-fold range or less of the measured half-lives.

    In the event of a potential nuclear weapons test the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) is commissioned to conduct an on-site investigation (OSI) of the suspected test site in an effort to find confirmatory evidence of the nuclear test. The OSI activities include collecting air, surface soil, and underground samples to search for indications of a nuclear weapons test - these indicators include radionuclides and radioactive isotopes Ar and Xe. This report investigates the capability of the Visual Sample Plan (VSP) software to contribute to the sampling activities of the CTBTO during an OSI. VSP is a statistical sampling design software, constructed under data quality objectives, which has been adapted for environmental remediation and contamination detection problems for the EPA, US Army, DoD and DHS among others. This report provides discussion of a number of VSP sample designs, which may be pertinent to the work undertaken during an OSI. Examples and descriptions of such designs include hot spot sampling, combined random and judgment sampling, multiple increment sampling, radiological transect surveying, and a brief description of other potentially applicable sampling methods. Further, this work highlights a potential need for the use of statistically based sample designs in OSI activities. The use of such designs may enable canvassing a sample area without full sampling, provide a measure of confidence that radionuclides are not present, and allow investigators to refocus resources in other areas of concern.

  15. Community Environmental Monitoring Program (CEMP) Data related to Air, Soil, and Water Monitoring around the Nevada Test Site

    The Community Environmental Monitoring Program (CEMP) is a network of 29 monitoring stations located in communities surrounding and downwind of the Nevada Test Site (NTS) that monitor the airborne environment for manmade radioactivity that could result from NTS activities. The network stations, located in Nevada, Utah, and California are comprised of instruments that collect a variety of environmental radiological and meteorological data. The emphasis of the CEMP is to monitor airborne radioactivity and weather conditions, and make the results available to the public. Instrumentation that records these data is connected to a datalogger, and real-time radiation levels or weather conditions can immediately and easily be seen on a display at each station. These data are transmitted via direct or wireless internet connection, landline or cellular phone, or satellite transmission to DRI's Western Regional Climate Center in Reno, Nevada, and are updated as frequently as every 10 minutes on the World Wide Web at http://www.cemp.dri.edu. DOE and DRI also publish the results of the monitoring program and distribute these reports throughout the network community. The reports provide summaries of average values for each station and the entire network, and show deviations from the expected range values.   16. Metal uptake by homegrown vegetables – The relative importance in human health risk assessments at contaminated sites

    Risk assessments of contaminated land often involve the use of generic bioconcentration factors (BCFs), which express contaminant concentrations in edible plant parts as a function of the concentration in soil, in order to assess the risks associated with consumption of homegrown vegetables. This study aimed to quantify variability in BCFs and evaluate the implications of this variability for human exposure assessments, focusing on cadmium (Cd) and lead (Pb) in lettuce and potatoes sampled around 22 contaminated glassworks sites. In addition, risks associated with measured Cd and Pb concentrations in soil and vegetable samples were characterized and a probabilistic exposure assessment was conducted to estimate the likelihood of local residents exceeding tolerable daily intakes. The results show that concentrations in vegetables were only moderately elevated despite high concentrations in soil, and most samples complied with applicable foodstuff legislation. Still, the daily intake of Cd (but not Pb) was assessed to exceed toxicological thresholds for about a fifth of the study population. Bioconcentration factors were found to vary more than indicated by previous studies, but decreasing BCFs with increasing metal concentrations in the soil can explain why the calculated exposure is only moderately affected by the choice of BCF value when generic soil guideline values are exceeded and the risk may be unacceptable. - Highlights: • Uptake of Cd and Pb by lettuce and potatoes increased with soil contamination. • Consumption of homegrown vegetables may lead to a daily Cd intake above TDIs. • The variability in the calculated BCFs is high when compared to previous studies. • Exposure assessments are most sensitive to the choice of BCFs at low contamination.

    Utilizing bicrystallography in two dimensions (2D), the symmetries of migration related segments of Coincidence Site Lattice (CSL) boundaries are derived for projections along their [001] tilt axis in grain boundaries of crystalline materials that possess the holohedral point symmetry of the cubic system (i.e. m3m). These kinds of “edge-on” projections are typical for atomic resolution imaging of such tilt boundaries with Transmission Electron Microscopes (TEM). This fact facilitates the visual confirmation of our predictions by recently published Zcontrast scanning TEM investigations [H. Yang et al., Phil. Mag. 93 (2013) 1219] and many other TEM studies.

  20. Water adsorption onto Y and V sites at the surface of the YVO{sub 4} photocatalyst and related electronic properties

    The dynamics of water molecules and the adsorption properties at the V and Y sites on the surface of the photocatalyst YVO{sub 4} have been investigated by first principles molecular dynamics. This system has shown an excellent performance in the production of both hydrogen and oxygen in the ultraviolet region. Yet, its catalytic properties, related to the electronic structure, are poorly understood. Here we show that imperfectly oxygen coordinated V sites (i.e., not fourfold oxygen coordinated vanadium but threefold oxygen coordinated vanadium) exposed on the catalyst surface play a central role in the dissociation of water molecules. By simulating the H{sub 2}O adsorption process and by performing an analysis of the electronic structure of the unoccupied orbitals corresponding to the lowest unoccupied energy level of the system, we can infer that the dissociation of water at these imperfectly oxygen coordinated V sites can promote the proton reduction and is expected to trigger the H{sub 2} generation.

    This report details the work of Chemistry Division personnel from Los Alamos National Laboratory in FY 2001 for the U. S. Department of Energy National Nuclear Security Administration Nevada Operations Office (NNSA/NV) under its Defense Programs and Environmental Restoration divisions. Los Alamos is one of a number of agencies collaborating in an effort to describe the present and future movement of radionuclides in the underground environment of the Nevada Test Site. This fiscal year we collected and analyzed water samples from a number of expended test locations at the Nevada Test Site. We give the results of these analyses and summarize the information gained over the quarter century that we have been studying several of these sites. We find that by far most of the radioactive residues from a nuclear test are contained in the melt glass in the cavity. Those radionuclides that are mobile in water can be transported if the groundwater is moving due to hydraulic or thermal gradients. The extent to which they move is a function of their chemical speciation, with neutral or anionic materials traveling freely relative to cationic materials that tend to sorb on rock surfaces. However, radionuclides sorbed on colloids may be transported if the colloids are moving. Local conditions strongly influence the distribution and movement of radionuclides, and we continue to study sites such as Almendro, which is thermally quite hot, and Nash and Bourbon, where radionuclides had not been measured for 8 years. We collected samples from three characterization wells in Frenchman Flat to obtain baseline radiochemistry data for each well, and we analyzed eight wells containing radioactivity for {sup 237}Np, using our highly sensitive ICP/MS. We have again used our field probe that allows us to measure important groundwater properties in situ. We conclude our report by noting document reviews and publications produced in support of this program.

    The results described in this report are an analysis of nationwide surveys, administered between 2006 and 2015, which measure preferences of US residents concerning the environment and energy sources. The Energy & Environment (EE) survey series is conducted annually by the Center for Energy, Security & Society (CES&S), a joint research collaboration of the University of Oklahoma and Sandia National Laboratories. The annual EE survey series is designed to track evolving public views on nuclear materials management in the US. The 2015 wave of the Energy and Environment survey (EE15) was implemented using a web-based questionnaire, and was completed by 2,021 respondents using an Internet sample that matches the characteristics of the adult US population as estimated in the US Census. A special focus of the EE15 survey is how survey respondents understand and evaluate “consent” in the context of the storage and transportation of spent nuclear fuel (SNF). This report presents an overview of key results from analyses of questions related to consent-based siting and other elements of the nuclear energy fuel cycle.

    The charter for adversarial delay is to hinder access to critical resources through the use of physical systems increasing an adversary's task time. The traditional method for characterizing access delay has been a simple model focused on accumulating times required to complete each task with little regard to uncertainty, complexity, or decreased efficiency associated with multiple sequential tasks or stress. The delay associated with any given barrier or path is further discounted to worst-case, and often unrealistic, times based on a high-level adversary, resulting in a highly conservative calculation of total delay. This leads to delay systems that require significant funding and personnel resources in order to defend against the assumed threat, which for many sites and applications becomes cost prohibitive. A new methodology has been developed that considers the uncertainties inherent in the problem to develop a realistic timeline distribution for a given adversary path. This new methodology incorporates advanced Bayesian statistical theory and methodologies, taking into account small sample size, expert judgment, human factors and threat uncertainty. The result is an algorithm that can calculate a probability distribution function of delay times directly related to system risk. Through further analysis, the access delay analyst or end user can use the results in making informed decisions while weighing benefits against risks, ultimately resulting in greater system effectiveness with lower cost.

Electron paramagnetic resonance (EPR) spectra show that Fe{sup 3+} ions substitute for the different types of Al{sup 3+} sites simultaneously. Meanwhile, the luminescence of Fe{sup 3+} in MAl{sub 12}O{sub 19} (M = Ca, Sr and Ba) are ascribed to octahedral Fe{sup 3+}. In addition, the site symmetry of Fe{sup 3+} in CA{sub 6}/SA{sub 6} is lower compared with BA{sub 6}, deduced from the photoluminescence excitation (PLE), EPR and Fourier-transform infrared (FT-IR) spectra. These phosphors can be considered as good candidates for the applications in the field of high-resolution bioimaging.

    The U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office (NNSA/NSO) directs the management and operation of the Nevada National Security Site (NNSS). NNSA/NSO prepares the Nevada National Security Site Environmental Report (NNSSER) to provide the public an understanding of the environmental monitoring and compliance activities that are conducted on the NNSS to protect the public and the environment from radiation hazards and from nonradiological impacts. The NNSSER is a comprehensive report of environmental activities performed at the NNSS and offsite facilities over the previous calendar year. It is prepared annually to meet the requirements and guidelines of the U.S. Department of Energy (DOE) and the information needs of NNSA/NSO stakeholders. This summary provides an abbreviated and more readable version of the NNSSER. It does not contain detailed descriptions or presentations of monitoring designs, data collection methods, data tables, the NNSS environment, or all environmental program activities performed throughout the year. The NNSS is currently the nation's unique site for ongoing national security-related missions and high-risk operations. The NNSS is located about 65 miles northwest of Las Vegas. The approximately 1,360-square-mile site is one of the largest restricted access areas in the United States. It is surrounded by federal installations with strictly controlled access, as well as by lands that are open to public entry.

    Atomic memory access requests are handled using a variety of systems and methods. According to one example method, a data-processing circuit having an address-request generator that issues requests to a common memory implements a method of processing the requests using a memory-access intervention circuit coupled between the generator and the common memory. The method identifies a current atomic-memory access request from a plurality of memory access requests. A data set is stored that corresponds to the current atomic-memory access request in a data storage circuit within the intervention circuit. It is determined whether the current atomic-memory access request corresponds to at least one previously-stored atomic-memory access request. In response to determining correspondence, the current request is implemented by retrieving data from the common memory. The data is modified in response to the current request and at least one other access request in the memory-access intervention circuit.

    The costs of photovoltaic (PV) system hardware (PV panels, inverters, racking, etc.) have fallen dramatically over the past few years. Nonhardware (soft) costs, however, have failed to keep pace with the decrease in hardware costs, and soft costs have become a major driver of U.S. PV system prices. Upfront or 'sunken' customer acquisition costs make up a portion of an installation's soft costs and can be addressed through software solutions that aim to streamline sales and system design aspects of customer acquisition. One of the key soft costs associated with sales and system design is collecting information on solar access for a particular site. Solar access, reported in solar access values (SAVs), is a measurement of the available clear sky over a site and is used to characterize the impacts of local shading objects. Historically, onsite shading studies have been required to characterize the SAV of the proposed array and determine the potential energy production of a photovoltaic system.

During our field work, we reviewed 600 I-9 Forms from 21 subcontractors to verify whether Site subcontractors were using the I-9 Forms; and if the forms were accurate and complete. We also conducted a judgmental sample of individuals who accessed the Site during a six-month period to determine if there were any documentation anomalies.

    The Gulf of Mexico and Louisiana continue to be areas with a high level of facility removal, and the pace of removal is projected to increase. Regulations were promulgated for the Gulf of Mexico and Louisiana requiring that abandoned sites be cleared of debris that could interfere with fishing and shrimping activities. The site clearance regulations also required verification that the sites were clear. Additionally, government programs were established to compensate fishermen for losses associated with snagging their equipment on oil and gas related objects that remained on the water bottoms in areas other than active producing sites and sites that had been verified as clear of obstructions and snags. The oil and gas industry funds the compensation programs. This paper reviews the regulations and evolving operating practices in the Gulf of Mexico and Louisiana where site clearance and fisherman`s gear compensation regulations have been in place for a number of years. Although regulations and guidelines may be in place elsewhere in the world, this paper focuses on the Gulf of Mexico and Louisiana. Workshop participants are encouraged to bring up international issues during the course of the workshop. Additionally, this paper raises questions and focuses on issues that are of concern to the various Gulf of Mexico and Louisiana water surface and water bottom stakeholders. This paper does not have answers to the questions or issues. During the workshop participants will debate the questions and issues in an attempt to develop consensus opinions and/or make suggestions that can be provided to the appropriate organizations, both private and government, for possible future research or policy adjustments. Site clearance and facility removal are different activities. Facility removal deals with removal of the structures used to produce oil and gas including platforms, wells, casing, piles, pipelines, well protection structures, etc.

  13. Chariot, Alaska Site Fact Sheet

    The Chariot site is located in the Ogotoruk Valley in the Cape Thompson region of northwest Alaska. This region is about 125 miles north of (inside) the Arctic Circle and is bounded on the southwest by the Chukchi Sea. The closest populated areas are the Inupiat villages of Point Hope, 32 miles northwest of the site, and Kivalina,41 miles to the southeast. The site is accessible from Point Hope by ATV in the summer and by snowmobile in the winter. Project Chariot was part of the Plowshare Program, created in 1957 by the U.S. Atomic Energy Commission (AEC), a predecessor agency of the U.S. Department of Energy (DOE), to study peaceful uses for atomic energy. Project Chariot began in 1958 when a scientific field team chose Cape Thompson as a potential site to excavate a harbor using a series of nuclear explosions. AEC, with assistance from other agencies, conducted more than40 pretest bioenvironmental studies of the Cape Thompson area between 1959 and 1962; however, the Plowshare Program work at the Project Chariot site was cancelled because of strong public opposition. No nuclear explosions were conducted at the site.

    Rail-cars loaded with radioactive materials must be closed and fastened to comply with United States Department of Transportation (DOT) requirements before they shipped. Securing waste shipments in a manner that meets these regulations typically results in the use of a sealable rail-car liner. Workers accessing the tops of the 2.74 m high rail-cars to seal and inspect liners for compliance prior to shipment may be exposed to a fall hazard. Relatively recent revisions to the Fall Protection requirements in the Safety and Health Requirements Manual (EM385-1-1, U.S. Army Corps of Engineers) have necessitated modifications to the fall protection systems previously employed for rail-car loading at Formerly Utilized Sites Remedial Action Program (FUSRAP) sites.     PurposeThis study was designed to assess the efficacy and safety of the ExoSeal vascular closure device (VCD) to achieve hemostasis in antegrade access of the superficial femoral artery (SFA).MethodsWe retrospectively reviewed the outcome of ExoSeal VCD used for hemostasis in 110 accesses to the SFA in 93 patients between July 2011 and July 2013. All patients had patent proximal SFA based on computer tomography angiography or ultrasound duplex. Arterial calcifications at puncture site were graded using fluoroscopy. The SFA was accessed in an antegrade fashion with ultrasound or fluoroscopic guidance. In all patients, 5–7F vascular sheaths were used. The ExoSeal VCD was applied to achieve hemostasis at the end of the procedure. All patients were clinically examined and had ultrasound duplex exam for any puncture site complications during the 24 h postprocedure.ResultsIn all procedures, the ExoSeal was applied successfully. We did not encounter any device-related technical failure. There were four major complications in four patients (3.6 %): three pseudoaneurysms, which were treated with direct thrombin injection, and one hematoma, which necessitated transfusion of two blood units. All patients with complications were treated with anticoagulation preprocedure or received thrombolytic therapy.ConclusionsThe ExoSeal VCD can be safely used for antegrade puncture of the SFA, with a high procedural success rate (100 %) and a low rate of access site complications (3.6 %)

    Access to foundational energy performance data is key to improving the efficiency of the built environment. However, stakeholders often lack access to what they perceive as credible energy performance data. Therefore, even if a stakeholder determines that a product would increase efficiency, they often have difficulty convincing their management to move forward. Even when credible data do exist, such data are not always sufficient to support detailed energy performance analyses, or the development of robust business cases. One reason for this is that the data parameters that are provided are generally based on the respective industry norms. Thus, for mature industries with extensive testing standards, the data made available are often quite detailed. But for emerging technologies, or for industries with less well-developed testing standards, available data are generally insufficient to support robust analysis. However, even for mature technologies, there is no guarantee that the data being supplied are the same data needed to accurately evaluate a product?s energy performance. To address these challenges, the U.S. Department of Energy funded development of a free, publically accessible Web-based portal, the Technology Performance Exchange(TM), to facilitate the transparent identification, storage, and sharing of foundational energy performance data. The Technology Performance Exchange identifies the intrinsic, technology-specific parameters necessary for a user to perform a credible energy analysis and includes a robust database to store these data. End users can leverage stored data to evaluate the site-specific performance of various technologies, support financial analyses with greater confidence, and make better informed procurement decisions.

    This document addresses techniques to access and integrate data for defining site-specific conditions and behaviors associated with ground-water and surface-water radionuclide transport applicable to U.S. Nuclear Regulatory Commission reviews. Environmental models typically require input data from multiple internal and external sources that may include, but are not limited to, stream and rainfall gage data, meteorological data, hydrogeological data, habitat data, and biological data. These data may be retrieved from a variety of organizations (e.g., federal, state, and regional) and source types (e.g., HTTP, FTP, and databases). Available data sources relevant to hydrologic analyses for reactor licensing are identified and reviewed. The data sources described can be useful to define model inputs and parameters, including site features (e.g., watershed boundaries, stream locations, reservoirs, site topography), site properties (e.g., surface conditions, subsurface hydraulic properties, water quality), and site boundary conditions, input forcings, and extreme events (e.g., stream discharge, lake levels, precipitation, recharge, flood and drought characteristics). Available software tools for accessing established databases, retrieving the data, and integrating it with models were identified and reviewed. The emphasis in this review was on existing software products with minimal required modifications to enable their use with the FRAMES modeling framework. The ability of four of these tools to access and retrieve the identified data sources was reviewed. These four software tools were the Hydrologic Data Acquisition and Processing System (HDAPS), Integrated Water Resources Modeling System (IWRMS) External Data Harvester, Data for Environmental Modeling Environmental Data Download Tool (D4EM EDDT), and the FRAMES Internet Database Tools.     A communication stack for providing remote direct memory access (RDMA) over a datagram network is disclosed. The communication stack has a user level interface configured to accept datagram related input and communicate with an RDMA enabled network interface card (NIC) via an NIC driver. The communication stack also has an RDMA protocol layer configured to supply one or more data transfer primitives for the datagram related input of the user level. The communication stack further has a direct data placement (DDP) layer configured to transfer the datagram related input from a user storage to a transport layer based on the one or more data transfer primitives by way of a lower layer protocol (LLP) over the datagram network.

    The Nevada Test Site (NTS) is located approximately 105 km (65 mi) northwest of Las Vegas, Nevada. National Nuclear Security Administration Nevada Site Office (NNSA/NSO) is the federal lands management authority for the NTS and National Security Technologies LLC (NSTec) is the Management and Operations contractor. Access on and off the NTS is tightly controlled, restricted, and guarded on a 24-hour basis. The NTS is posted with signs along its entire perimeter. NSTec is the operator of all solid waste disposal sites on the NTS. The site will be used for the disposal of refuse, rubbish, garbage, sewage sludge, pathological waste, Asbestos-Containing Material (ACM), industrial solid waste, hydrocarbon-burdened soil, hydrocarbon-burdened demolition and construction waste, and other inert waste (hereafter called permissible waste). Waste containing free liquids or regulated under Subtitle C of the Resource Conservation and Recovery Act (RCRA) will not be accepted for disposal at the site. Waste regulated under the Toxic Substance Control Act (TSCA), excluding Polychlorinated Biphenyl [PCB], Bulk Product Waste (see Section 6.2.5) and ACM (see Section 6.2.2.2) will not be accepted for disposal at the site. The disposal site will be used as the sole depository of permissible waste which is: (1) Generated by entities covered under the U.S. Environmental Protection Agency (EPA) Hazardous Waste Generator Identification Number for the NTS; (2) Generated at sites identified in the Federal Facilities Agreement and Consent Order (FFACO); (3) Sensitive records and media, including documents, vugraphs, computer disks, typewriter ribbons, magnetic tapes, etc., generated by NNSA/NSO or its contractors; (4) ACM generated by NNSA/NSO or its contractors according to Section 6.2.2.2, as necessary; (5) Hydrocarbon-burdened soil and solid waste from areas covered under the EPA Hazardous Waste Generator Identification Number for the NTS; (6) Other waste on a case-by-case concurrence by

    The Radiation Security System (RSS) at the Los Alamos Neutron Science Center (LANSCE) provides personnel protection from prompt radiation due to accelerated beam. The Personnel Access Control System (PACS) is a component of the RSS that is designed to prevent personnel access to areas where prompt radiation is a hazard. PACS was designed to replace several older personnel safety systems (PSS) with a single modem unified design. Lessons learned from the operation over the last 20 years were incorporated into a redundant sensor, single-point failure safe, fault tolerant, and tamper-resistant system that prevents access to the beam areas by controlling the access keys and beam stoppers. PACS uses a layered philosophy to the physical and electronic design. The most critical assemblies are battery backed up, relay logic circuits; less critical devices use Programmable Logic Controllers (PLCs) for timing functions and communications. Outside reviewers have reviewed the operational safety of the design. The design philosophy, lessons learned, hardware design, software design, operation, and limitations of the device are described.

    Accessibility and damping of the slow wave in a reversed field pinch (RFP) plasma is investigated theoretically, using projected Reversed Field Experiment (RFX) plasma parameters. By numerically solving the hot plasma dispersion relation, regions of propagation are found and the possibility of mode conversion is analyzed. If the parallel index of refraction of the wave is chosen judiciously at the edge of the plasma, the slow wave is accessible to a target region located just inside the reversal surface without mode conversion. Landau damping is also optimized in this region. A representative fast electron population is then added in order to determine its effect on accessibility and damping. The presence of these electrons, whose parameters were estimated by extrapolation of Madison Symmetric Torus (MST) data, does not affect the accessibility of the wave. However, the initial phase velocity of the wave needs to be increased somewhat in order to maintain optimal damping in the target zone.

    Many aspects of the Nevada Test Site`s (NTS) hydrogeologic setting restrict the use of traditional methods for the siting and construction of ground-water characterization and monitoring wells. The size of the NTS precludes establishing high-density networks of characterization wells, as are typically used at smaller sites. The geologic complexity and variability of the NTS requires that the wells be criticality situated. The hydrogeologic complexity requires that each well provide access to many aquifers. Depths to ground water on the NTS require the construction of wells averaging approximately 1000 meters in depth. Wells meeting these criteria are uncommon in the ground-water industry, therefore techniques used by petroleum engineers are being employed to solve certain siting-, design- and installation-related problems. To date, one focus has been on developing completion strings that facilitate routine and efficient ground-water sampling from multiple intervals in a single well. The method currently advocated employs a new design of sliding side door sleeve that is actuated by an electrically operated hydraulic shifting tool. Stemming of the wells is being accomplished with standard materials (cement based grouts and sands); however, new stemming methods are being developed, to accommodate the greater depths, to minimize pH-related problems caused by the use of cements, to enhance the integrity of the inter-zone seals, and to improve the representativeness of radionuclide analyses performed on ground-water samples. Bench-scale experiments have been used to investigate the properties of more than a dozen epoxy-aggregate grout mixtures -- materials that are commonly used in underwater sealing applications.

    The DOE has identified the Lawrence Livermore National Laboratory ARGUS system as the standard entry control system for the DOE Complex. ARGUS integrates several key functions, specifically, badging, entry control, and verification of clearance status. Not all sites need or can afford an ARGUS system. Such sites are therefore limited to commercial equipment which provide ARGUS like features. In this project an alternative way to integrate commercial equipment into an integrated system to include badging, access control, property control, and automated verification of clearance status has been investigated. Such a system would provide smaller sites the same functionality as is provided by ARGUS. Further, it would allow sites to fully participate in the DOE`s concept of Complex wide access control. This multi-year task is comprised of three phases. Phase 1, system requirements and definitions, and phase 2, software and hardware development, were completed during fiscal year 1994. This report covers these two phases and the demonstration system which resulted. Phase three would employ the demonstration system to evaluate system performance, identify operational limits and to integrate additional features. The demonstration system includes a badging station, a database server, a managers workstation, an entry control system, and a property protection system. The functions have been integrated through the use of custom interfaces and operator screens which greatly increase ease of use.

    The objective of this research project is to determine the molecular and structural changes that occur in swelled coal as a result of oxidation and moisture los both in the presence and absence of light using our newly developed EPR spin probe method. The proposed study will make it possible to deduce the molecular accessibility distribution swelled, {ital oxidized} APCS coal for each rank as a function of (1) size (up to 6 nm) and shape, (2) the relative acidic/basic reactive site distributions, and (3) the role of hydrogen bonding as a function of swelling solvents. The advantage of the EPR method is that it permits molecules of selected shape, size and chemical reactivity to be used as probes of molecular accessible regions of swelled coal. From such data an optimum catalyst can be designed to convert oxidized coal into a more convenient form and methods can be devised to lessen the detrimental weathering process. This quarter we have continued to examine the effect of exposure of light before alkylation versus after O-alkylation of the coal structure. The variation in uptake of spin probe VII (amine group) is depicted in figure 1 for Wyodak-Anderson. Before O-alkylation, a significant decrease occurred in the uptake of VII with increasing exposure to ambient light. This suggests that partial break-up of the hydrogen bond network occurs, making it possible to wash out more of the spin probes. This effect was eliminated if the coal was O-alkylated after exposure to sunlight (Figure 2). The removal of the source of hydrogen bonding is responsible for the lack of spin probe up-take variation with time of exposure to light. Further experiments have shown that the data in Figures 1 and 2 is reproducible with a deviation of less than {+-} 10%. It has also been observed that if Wyodak-Anderson coal is exposed to sunlight before swelling, the oscillatory up-take of spin probe VII as a function of percent pyridine is essentially removed.

But, despite what you might imagine, SLAC's research lasers bear little resemblance to the blasters and phasers of science fiction. In this edition of All Access we put on our safety goggles for a peek at what goes on inside some of SLAC's many laser labs. LCLS staff scientist Mike Minitti and SLAC laser safety officer Mike Woods detail how these lasers are used to study the behavior of subatomic particles, broaden our understanding of cosmic rays and even unlock the mysteries of photosynthesis.

    A liquid-metal-cooled fast breeder power reactor is provided with a sealed head access area enclosure disposed above the reactor vessel head consisting of a plurality of prefabricated structural panels including a center panel removably sealed into position with inflatable seals, and outer panels sealed into position with semipermanent sealant joints. The sealant joints are located in the joint between the edge of the panels and the reactor containment structure and include from bottom to top an inverted U-shaped strip, a lower layer of a room temperature vulcanizing material, a separator strip defining a test space therewithin, and an upper layer of a room temperature vulcanizing material. The test space is tapped by a normally plugged passage extending to the top of the enclosure for testing the seal or introducing a buffer gas thereinto.

    The presence of contaminated uranium mill tailings adjacent to the city of Gunnison has been a local concern for many years. The following issues were identified during public meetings that were held by the DOE prior to distribution of an earlier version of this EA. Many of these issues will require mitigation. Groundwater contamination; in December 1989, a herd of 105 antelope were introduced in an area that includes the Landfill disposal site. There is concern that remedial action-related traffic in the area would result in antelope mortality. The proposed Tenderfoot Mountain haul road may restrict antelope access to their water supply; a second wildlife issue concerns the potential reduction in sage grouse use of breeding grounds (leks) and nesting habitat; the proposed Tenderfoot Mountain haul road would cross areas designated as wetlands by US Army Corps of Engineers (COE); the proposed disposal site is currently used for grazing by cattle six weeks a year in the spring. Additional concerns were stated in comments on a previous version of this EA. The proposed action is to consolidate and remove all contaminated materials associated with the Gunnison processing site to the Landfill disposal site six air miles east of Gunnison. All structures on the site (e.g., water tower, office buildings) were demolished in 1991. The debris is being stored on the site until it can be incorporated into the disposal cell at the disposal site. All contaminated materials would be trucked to the Landfill disposal site on a to-be-constructed haul road that crosses BLM-administered land.

    The format of the weather data received from the National Weather Service is extremely inconvenient for building engineers to read, especially for trending historical data; therefore, a weather parsing program was created by NREL building engineers to simplify the data. The weather-parsing program collects current weather conditions for over 4,000 sites around the world and allows access to the data via a web page designed by NREL building researchers. The database provides data for some locations from late 1998 through today. Users can request data to be sent to them via e-mail by using the interactive web page.

    This report provides an overview of the Nuclear Regulatory Commission (NRC) licensing process, the preliminary site activities that have taken place in the current fiscal year (FY-06), and the site-related plans for FY-07. The NRC maintains oversight of the construction and operation of a facility throughout its lifetime to assure compliance with the Commission's regulations for the protection of public health and safety, the common defense and security, and the environment. To implement this process, all nuclear power plant applications must undergo a safety review, an environmental review, and antitrust review by the NRC.
