    SciTech Connect (OSTI)

Palmer, E. [Westinghouse Savannah River Company, AIKEN, SC (United States)

    1996-03-01

Gunsite 113 Access Road Unit is located in the northeast corner of SRS. In the mid 1980`s, sparse vegetation, dead trees, and small mounds of soil were discovered on a portion of the road leading to Gunsite 113. This area became the Gunsite 113 Access Road Unit (Gunsite 113). The unit appears to have been used as a spoil dirt and / or road construction debris disposal area. There is no documentation or record of any hazardous substance management, disposal, or any type of waste disposal at this unit. Based upon the available evidence, there are no potential contaminants of concern available for evaluation by a CERCLA baseline risk assessment. Therefore, there is no determinable health risk associated with Gunsite 113. In addition, it is also reasonable to conclude that, since contamination is below risk-based levels, the unit presents no significant ecological risk. It is recommended that no further remedial action be performed at this unit.

A system that detects damage on or below the surface of a paved structure or pavement is provided. A distributed road assessment system includes road assessment pods and a road assessment server. Each road assessment pod includes a ground-penetrating radar antenna array and a detection system that detects road damage from the return signals as the vehicle on which the pod is mounted travels down a road. Each road assessment pod transmits to the road assessment server occurrence information describing each occurrence of road damage that is newly detected on a current scan of a road. The road assessment server maintains a road damage database of occurrence information describing the previously detected occurrences of road damage. After the road assessment server receives occurrence information for newly detected occurrences of road damage for a portion of a road, the road assessment server determines which newly detected occurrences correspond to which previously detected occurrences of road damage.

    2010-08-01

The U. S. Department of Energy, Idaho Operations Office is considering options for construction of a multipurpose haul road to transport materials and wastes between the Materials and Fuels Complex (MFC) and other Idaho National Laboratory (INL) Site facilities. The proposed road will be closed to the public and designed for limited year-round use. Two primary options are under consideration: a new route south of the existing T-25 power line road and an upgrade to road T-24. In the Spring of 2010, archaeological field surveys and initial coordination and field reconnaissance with representatives from the Shoshone-Bannock Tribes were completed to identify any resources that may be adversely affected by the proposed road construction and to develop recommendations to protect any listed or eligible for listing on the National Register of Historic Places. The investigations showed that 24 archaeological resources and one historic marker are located in the area of potential effects for road construction and operation south of the T-25 powerline road and 27archaeological resources are located in the area of potential effects for road construction and operation along road T-24. Generalized tribal concerns regarding protection of natural resources were also documented in both road corridors. This report outlines recommendations for additional investigations and protective measures that can be implemented to minimize adverse impacts to the identified resources.

The assessment of different alternatives in road-corridor planning must be based on a number of well-defined territorial variables that serve as decision making criteria, and this requires a high-quality preliminary environmental assessment study. In Spain the formal specifications for the technical requirements stipulate the constraints that must be considered in the early stages of defining road corridors, but not how they should be analyzed and ranked. As part of the feasibility study of a new road definition, the most common methodology is to establish different levels of Territorial Carrying Capacity (TCC) in the study area in order to summarize the territorial variables on thematic maps and to ease the tracing process of road-corridor layout alternatives. This paper explores the variables used in 22 road-construction projects conducted by the Ministry of Public Works that were subject to the Spanish EIA regulation and published between 2006 and 2008. The aim was to evaluate the quality of the methods applied and the homogeneity and suitability of the variables used for defining the TCC. The variables were clustered into physical, environmental, land-use and cultural constraints for the purpose of comparing the TCC values assigned in the studies reviewed. We found the average quality of the studies to be generally acceptable in terms of the justification of the methodology, the weighting and classification of the variables, and the creation of a synthesis map. Nevertheless, the methods for assessing the TCC are not sufficiently standardized; there is a lack of uniformity in the cartographic information sources and methodologies for the TCC valuation. -- Highlights: • We explore 22 road-corridor planning studies subjected to the Spanish EIA regulation. • We analyze the variables selected for defining territorial carrying capacity. • The quality of the studies is acceptable (methodology, variable weighting, mapping). • There is heterogeneity in the methods for territorial carrying capacity valuation.

This work demonstrates that road traffic simulation of entire metropolitan areas is possible with reconfigurable supercomputing that combines 64-bit microprocessors and FPGAs in a high bandwidth, low latency interconnect. Previously, traffic simulation on FPGAs was limited to very short road segments or required a very large number of FPGAs. Our data streaming approach overcomes scaling issues associated with direct implementations and still allows for high-level parallelism by dividing the data sets between hardware and software across the reconfigurable supercomputer. Using one FPGA on the Cray XD1 supercomputer, we are able to achieve a 34.4 x speed up over the AMD microprocessor. System integration issues must be optimized to exploit this speedup in the overall simulation.

Development and demonstration of large-volume beneficial use applications for ponded fly ash are considered very important as a cost reduction strategy for the generation industry and value enhancement for the coal mining industry. One such application described is the road sub-base fo the Industry Access Truck Route in Meredosia, Illinois, which used approximately 77,000 cubic yard of compacted high loss-on-ignition (LOI) Class-F ponded fly ash. The Truck Route is a 24-feet wide road built on a 0 to 7 feet thick compacted fly ash sub-base. Illinois Department of Transportation estimated that the use of fly ash in this project saved more than $100,000 to the State of Illinois. Furthermore, natural resources in the form of relatively fertile soil were preserved by substituting fly ash for the available borrow in the area; quality agricultural topsoil is limited in the area. The article gives details of the project and reports favourable results on monitoring ground water quality. 2 refs., 1 fig.

This developmental effort clearly shows that a Road Transportable Analytical Laboratory System is a worthwhile and achievable goal. The RTAL is designed to fully analyze (radioanalytes, and organic and inorganic chemical analytes) 20 samples per day at the highest levels of quality assurance and quality control. It dramatically reduces the turnaround time for environmental sample analysis from 45 days (at a central commercial laboratory) to 1 day. At the same time each RTAL system will save the DOE over $12 million per year in sample analysis costs compared to the costs at a central commercial laboratory. If RTAL systems were used at the eight largest DOE facilities (at Hanford, Savannah River, Fernald, Oak Ridge, Idaho, Rocky Flats, Los Alamos, and the Nevada Test Site), the annual savings would be $96,589,000. The DOE`s internal study of sample analysis needs projects 130,000 environmental samples requiring analysis in FY 1994, clearly supporting the need for the RTAL system. The cost and time savings achievable with the RTAL system will accelerate and improve the efficiency of cleanup and remediation operations throughout the DOE complex.

However, datasets describing these spatial objects are rare and sparse. The database presented here represents the road network at the french national level described in the historical map of Cassini in the $18^{th}$ century. The digitization of this historical map is based on a collaborative methodology that we describe in detail. This dataset can be used for a variety of interdisciplinary studies, covering multiple spatial resolutions and ranging from history, geography, urban economics to network science.

Many of the basic elements of passive solar design are reviewed. The unique design constraints presented in passive homes are introduced and many of the salient issues influencing design decisions are described briefly. Passive solar construction is described for each passive system type: direct gain, thermal storage wall, attached sunspace, thermal storage roof, and convective loop. For each system type, important design and construction issues are discussed and case studies illustrating designed and built examples of the system type are presented. Construction details are given and construction and thermal performance information is given for the materials used in collector components, storage components, and control components. Included are glazing materials, framing systems, caulking and sealants, concrete masonry, concrete, brick, shading, reflectors, and insulators. The Load Collector Ratio method for estimating passive system performance is appended, and other analysis methods are briefly summarized. (LEW)

This document deals with the procurements planned for the construction of an Atomic Vapor Laser Isotope Separation (AVLIS) production plant. Several large-scale AVLIS facilities have already been built and tested; a full-scale engineering demonstration facility is currently under construction. The experience gained from these projects provides the procurement basis for the production plant construction and operation. In this document, the status of the AVLIS process procurement is presented from two viewpoints. The AVLIS Production Plant Work Breakdown Structure is referenced at the level of the items to be procured. The availability of suppliers for the items at this level is discussed. In addition, the work that will result from the AVLIS enrichment plant project is broken down by general procurement categories (construction, mechanical equipment, etc.) and the current AVLIS suppliers are listed according to these categories. A large number of companies in all categories are currently providing AVLIS equipment for the Full-Scale Demonstration Facility in Livermore, California. These companies form an existing and expanding supplier network for the AVLIS program. Finally, this document examines the relationship between the AVLIS construction project/operational facility and established commercial suppliers. The goal is to utilize existing industrial capability to meet the needs of the project in a competitive procurement situation. As a result, costs and procurement risks are both reduced because the products provided come from within the AVLIS suppliers' experience base. At the same time, suppliers can benefit by the potential to participate in AVLIS technology spin-off markets. 35 figures.

This report focuses on transmission lines, which operate at voltages of 115 kV and higher. Currently, the highest voltage lines comprising the North American power grid are at 765 kV. The grid is the network of transmission lines that interconnect most large power plants on the North American continent. One transmission line at this high voltage was built near Chicago as part of the interconnection for three large nuclear power plants southwest of the city. Lines at this voltage also serve markets in New York and New England, also very high demand regions. The large power transfers along the West Coast are generally at 230 or 500 kV. Just as there are practical limits to centralization of power production, there are practical limits to increasing line voltage. As voltage increases, the height of the supporting towers, the size of the insulators, the distance between conductors on a tower, and even the width of the right-of-way (ROW) required increase. These design features safely isolate the electric power, which has an increasing tendency to arc to ground as the voltage (or electrical potential) increases. In addition, very high voltages (345 kV and above) are subject to corona losses. These losses are a result of ionization of the atmosphere, and can amount to several megawatts of wasted power. Furthermore, they are a local nuisance to radio transmission and can produce a noticeable hum. Centralized power production has advantages of economies of scale and special resource availability (for instance, hydro resources), but centralized power requires long-distance transfers of power both to reach customers and to provide interconnections for reliability. Long distances are most economically served at high voltages, which require large-scale equipment and impose a substantial footprint on the corridors through which power passes. The most visible components of the transmission system are the conductors that provide paths for the power and the towers that keep these conductors at a safe distance from each other and from the ground and the natural and built environment. Common elements that are generally less visible (or at least more easily overlooked) include the maintained ROW along the path of the towers, access roads needed for maintenance, and staging areas used for initial construction that may be restored after construction is complete. Also visible but less common elements along the corridor may include switching stations or substations, where lines of similar or different voltages meet to transfer power.

  3. Toward a constructive physics

    SciTech Connect (OSTI)

    Noyes, H.P.; Gefwert, C.; Manthey, M.J.

    1983-06-01

We argue that the discretization of physics which has occurred thanks to the advent of quantum mechanics has replaced the continuum standards of time, length and mass which brought physics to maturity by counting. The (arbitrary in the sense of conventional dimensional analysis) standards have been replaced by three dimensional constants: the limiting velocity c, the unit of action h, and either a reference mass (eg m/sub p/) or a coupling constant (eg G related to the mass scale by hc/(2..pi..Gm/sub p//sup 2/) approx. = 1.7 x 10/sup 38/). Once these physical and experimental reference standards are accepted, the conventional approach is to connect physics to mathematics by means of dimensionless ratios. But these standards now rest on counting rather than ratios, and allow us to think of a fourth dimensionless mathematical concept, which is counting integers. According to constructive mathematics, counting has to be understood before engaging in the practice of mathematics in order to avoid redundancy. In its strict form constructive mathematics allows no completed infinities, and must provide finite algorithms for the computation of any acceptable concept. This finite requirement in constructive mathematics is in keeping with the practice of physics when that practice is restricted to hypotheses which are testable in a finite time. In this paper we attempt to outline a program for physics which will meet these rigid criteria while preserving, in so far as possible, the successes that conventional physics has already achieved.

    SciTech Connect (OSTI)

    1999-07-01

Disposal in landfills has been the most common means of handling ash in circulating fluidized bed (CFB) boiler power plants. Recently, larger CFB boilers with generating capacities up to 300 MWe are currently being planned, resulting in increased volumes and disposal cost of ash by-product. Studies have shown that CFB ashes do not pose environmental concerns that should significantly limit their potential utilization. Many uses of CFB ash are being investigated by Foster Wheeler, which can provide more cost-effective ash management. Construction applications have been identified as one of the major uses for CFB ashes. Typically, CFB ash cannot be used as a cement replacement in concrete due to its unacceptably high sulfur content. However, CFB ashes can be used for other construction applications that require less stringent specifications including soil stabilization, road base, structural fill, and synthetic aggregate. In this study, potential construction applications were identified for fly ashes from several CFB boilers firing diverse fuels such as petroleum coke, refuse derived fuel (RDF) and coal. The compressive strength of hydrated fly ashes was measured in order to screen their potential for use in various construction applications. Based on the results of this work, the effects of both ash chemistry and carbon content on utilization potential were ascertained. Actual beneficial uses of ashes evaluated in this study are also discussed.

The theoretically proven security of quantum key distribution (QKD) could revolutionise how information exchange is protected in the future. Several field tests of QKD have proven it to be a reliable technology for cryptographic key exchange and have demonstrated nodal networks of point-to-point links. However, so far no convincing answer has been given to the question of how to extend the scope of QKD beyond niche applications in dedicated high security networks. Here we show that adopting simple and cost-effective telecommunication technologies to form a quantum access network can greatly expand the number of users in quantum networks and therefore vastly broaden their appeal. We are able to demonstrate that a high-speed single-photon detector positioned at a network node can be shared between up to 64 users for exchanging secret keys with the node, thereby significantly reducing the hardware requirements for each user added to the network. This point-to-multipoint architecture removes one of the main obstacles restricting the widespread application of QKD. It presents a viable method for realising multi-user QKD networks with resource efficiency and brings QKD closer to becoming the first widespread technology based on quantum physics.

  14. Distance-based accessibility indices

    Csató, László

    2015-01-01

The paper attempts to develop a suitable accessibility index for networks where each link has a value such that a smaller number is preferred like distance, cost, or travel time. A measure called distance sum is characterized by three independent properties: anonymity, an appropriately chosen independence axiom, and dominance preservation, which requires that a node not far to any other is at least as accessible. We argue for the need of eliminating the independence property in certain applications. Therefore generalized distance sum, a family of accessibility indices, will be suggested. It is linear, considers the accessibility of vertices besides their distances and depends on a parameter in order to control its deviation from distance sum. Generalized distance sum is anonymous and satisfies dominance preservation if its parameter meets a sufficient condition. Two detailed examples demonstrate its ability to reflect the vulnerability of accessibility to link disruptions.

    1994-08-01

During chemical weapons challenge inspections, the CWC treaty allows ``alternate means`` of access to be proposed by the nation challenged. BNL`s Safeguards, Safety and Nonproliferation Division is funded by the Defense Nuclear Agency to develop a system to provide the challenge inspection team with a ``virtual presence`` within the facility while denying personal access. A general purpose configuration of a mobile station manned by site personnel and a base station manned by the challenge inspector, supported by a flexible communication system, will allow facility personnel to tailor the basic model to their site. Design of the MACS system is based on maximum use of commercial equipment that is available on the international market. Design requirements for the MACS system include methods of establishing geographical position, distance measuring equipment for use in verifying dimensions on floor plans, video and two-way audio links between the mobile unit and the base station, and portability and versatility of the equipment. The MACS platform will also support deployment of selected instrumentation which the site may offer to the challenge inspection team. This paper describes the design and construction of the prototype MACS system.

The purpose of this study is to respond to U.S. Department of Energy (DOE) Technical Direction Letter (TDL) 02-003 (Waisley 2001), which directs Bechtel SAIC Company, LLC (BSC) to complete a design study to recommend repository design options to support receipt and/or emplacement of any or all of the following: commercial spent nuclear fuel (CSNF), high-level radioactive waste (HLW), DOE-managed spent nuclear fuel (DSNF) (including naval spent nuclear fuel [SNF]), and immobilized plutonium (if available), as soon as practicable, but no later than 2010. From the possible design options, a recommended approach will be determined for further evaluation to support the preliminary design of the repository. This study integrates the results of the repository Design Evolution Study (Rowe 2002) with supporting studies concerning national transportation options (BSC 2002b) and Nevada transportation options (Gehner 2002). The repository Design Evolution Study documents the processes used to reevaluate the design, construction, operation, and cost of the repository in response to TDL 02-003 (Waisley 2001), and to determine possible repository conceptual design options. The transportation studies evaluate the national and Nevada transportation options that support the repository conceptual design options. An evaluation methodology was established, based on Program-level requirements developed for the study in reference BSC 2001a, to allow the repository and system design options to be evaluated on a consistent basis. The transportation options and the design components were integrated into system design implementation options, which were evaluated using receipt and emplacement scenarios. The scenarios tested the ability of the design concept to adapt to changes in funding, waste receipt rate, and Nevada rail transportation availability. The results of the evaluation (in terms of system throughput, cost, and schedule) were then compared to the Program-level requirements, and recommendations for design alternatives, requirements changes, or further evaluation were developed.

In this paper we study the Indian Highway Network as a complex network where the junction points are considered as nodes, and the links are formed by an existing connection. We explore the topological properties and community structure of the network. We observe that the Indian Highway Network displays small world properties and is assortative in nature. We also identify the most important road-junctions (or cities) in the highway network based on the betweenness centrality of the node. This could help in identifying the potential congestion points in the network. Our study is of practical importance and could provide a novel approach to reduce congestion and improve the performance of the highway network

The Irish National Roads Authority (NRA) recently completed over twenty post environmental impact assessment evaluations of noise chapters prepared as part of Environmental Impact Statements (EISs) for new national road schemes in Ireland. The study focused on a range of issues including a review of noise monitoring procedures, noise prediction methodologies and an assessment of the effectiveness of noise mitigation measures currently in use on national road schemes. This review was carried out taking cognisance of best international practices for noise assessment and methodologies used to mitigate road traffic noise. The primary focus of the study was to assess the actual noise impacts of national road scheme developments and to revise, where necessary, methodologies recommended in the current NRA guidance document describing the treatment of noise on national road schemes. This paper presents a summary of the study and identifies a number of key areas that should be considered prior to the development of future guidance documents. - Highlights: Black-Right-Pointing-Pointer Presents a post-EIS evaluation of noise assessments for national roads in Ireland. Black-Right-Pointing-Pointer The effectiveness of some noise mitigation measures is critically evaluated. Black-Right-Pointing-Pointer Issues related to the current EIS noise assessment methodologies are discussed. Black-Right-Pointing-Pointer Implications for alterations to the NRA noise guidelines.

    2009-06-15

Fly ash and bottom ash are coal combustion by-products (CCBPs) that are generated in large quantities throughout the world. It is often economical to dispose ash as mixtures rather than separately; that notwithstanding, only a few studies have been performed to investigate the behavior of fly and bottom ash mixtures, particularly those with high contents of fly ash. Also, there is very limited data available in the literature on the field performance of structures constructed using ash mixtures. This paper describes the construction and the instrumentation of a demonstration embankment built with an ash mixture (60:40 by weight of fly ash:bottom ash) on State Road 641, Terre Haute, Ind. Monitoring of the demonstration embankment was conducted for a period of 1 year from the start of construction of the embankment. The settlement of the embankment stabilized approximately 5 months after the end of its construction. According to horizontal inclinometer readings, the differential settlement at the top of the embankment is about 5 mm. Results from field quality control tests performed during construction of the demonstration embankment and monitoring data from vertical and horizontal inclinometers and settlement plates indicate that the ash mixture investigated can be considered an acceptable embankment construction material.

Alternative compression ignition engine fuels are of interest both to reduce emissions and to reduce U.S. petroleum fuel demand. A Malaysian Fischer-Tropsch gas-to-liquid fuel was compared with California No.2 diesel by characterizing emissions from over the road Class 8 tractors with Caterpillar 3176 engines, using a chassis dynamometer and full scale dilution tunnel. The 5-Mile route was employed as the test schedule, with a test weight of 42,000 lb. Levels of oxides of nitrogen (NO{sub x}) were reduced by an average of 12% and particulate matter (PM) by 25% for the Fischer-Tropsch fuel over the California diesel fuel. Another distillate fuel produced catalytically from Fischer-Tropsch products originally derived from natural gas by Mossgas was also compared with 49-state No.2 diesel by characterizing emissions from Detroit Diesel 6V-92 powered transit buses, three of them equipped with catalytic converters and rebuilt engines, and three without. The CBD cycle was employed as the test schedule, with a test weight of 33,050 lb. For those buses with catalytic converters and rebuilt engines, NO x was reduced by 8% and PM was reduced by 31% on average, while for those buses without, NO x was reduced by 5% and PM was reduced by 20% on average. It is concluded that advanced compression ignition fuels from non-petroleum sources can offer environmental advantages in typical line haul and city transit applications.

The Melnikov criterion is used to examine a global homoclinic bifurcation and transition to chaos in the case of a quarter car model excited kinematically by the road surface profile. By analyzing the potential an analytic expression is found for the homoclinic orbit. By introducing an harmonic excitation term and damping as perturbations, the critical Melnikov amplitude of the road surface profile is found, above which the system can vibrate chaotically.

A liquid-metal-cooled fast breeder power reactor is provided with a sealed head access area enclosure disposed above the reactor vessel head consisting of a plurality of prefabricated structural panels including a center panel removably sealed into position with inflatable seals, and outer panels sealed into position with semipermanent sealant joints. The sealant joints are located in the joint between the edge of the panels and the reactor containment structure and include from bottom to top an inverted U-shaped strip, a lower layer of a room temperature vulcanizing material, a separator strip defining a test space therewithin, and an upper layer of a room temperature vulcanizing material. The test space is tapped by a normally plugged passage extending to the top of the enclosure for testing the seal or introducing a buffer gas thereinto.

From supermarket checkouts to video game consoles, lasers are ubiquitous in our lives. Here at SLAC, high-power lasers are critical to the cutting-edge research conducted at the laboratory. But, despite what you might imagine, SLAC's research lasers bear little resemblance to the blasters and phasers of science fiction. In this edition of All Access we put on our safety goggles for a peek at what goes on inside some of SLAC's many laser labs. LCLS staff scientist Mike Minitti and SLAC laser safety officer Mike Woods detail how these lasers are used to study the behavior of subatomic particles, broaden our understanding of cosmic rays and even unlock the mysteries of photosynthesis.

This paper presents libRoadRunner, an extensible, high-performance, cross-platform, open-source software library for the simulation and analysis of models \\ expressed using Systems Biology Markup Language (SBML). SBML is the most widely used standard for representing dynamic networks, especially biochemical networks. libRoadRunner supports solution of both large models and multiple replicas of a single model on desktop, mobile and cluster computers. libRoadRunner is a self-contained library, able to run both as a component inside other tools via its C++ and C bindings andnteractively through its Python interface. The Python Application Programming Interface (API) is similar to the APIs of Matlab and SciPy, making it fast and easy to learn, even for new users. libRoadRunner uses a custom Just-In-Time (JIT) compiler built on the widely-used LLVM JIT compiler framework to compile SBML-specified models directly into very fast native machine code for a variety of processors, making it appropriate for solving very large models or multiple replicas of smaller models. libRoadRunner is flexible, supporting the bulk of the SBML specification (except for delay and nonlinear algebraic equations) and several of its extensions. It offers multiple deterministic and stochastic integrators, as well as tools for steady-state, stability analyses and flux balance analysis. We regularly update libRoadRunner binary distributions for Mac OS X, Linux and Windows and license them under Apache License Version 2.0. http://www.libroadrunner.org provides online documentation, full build instructions, binaries and a git source repository.

    2015-01-01

This paper addresses the problem of coordinating online connected vehicles at merging roads to achieve a smooth traffic flow without stop-and-go driving. We present a framework and a closed-form solution that optimize the acceleration profile of each vehicle in terms of fuel economy while avoiding collision with other vehicles at the merging zone. The proposed solution is validated through simulation and it is shown that coordination of connected vehicles can reduce significantly fuel consumption and travel time at merging roads.

  19. Handbook of energy use for building construction

    SciTech Connect (OSTI)

    Stein, R.G.; Stein, C.; Buckley, M.; Green, M.

    1980-03-01

The construction industry accounts for over 11.14% of the total energy consumed in the US annually. This represents the equivalent energy value of 1 1/4 billion barrels of oil. Within the construction industry, new building construction accounts for 5.19% of national annual energy consumption. The remaining 5.95% is distributed among new nonbuilding construction (highways, ralroads, dams, bridges, etc.), building maintenance construction, and nonbuilding maintenance construction. The handbook focuses on new building construction; however, some information for the other parts of the construction industry is also included. The handbook provides building designers with information to determine the energy required for buildings construction and evaluates the energy required for alternative materials, assemblies, and methods. The handbook is also applicable to large-scale planning and policy determination in that it provides the means to estimate the energy required to carry out major building programs.
